Japanese and American scholars and practitioners gathered at Stanford recently for “Womenomics, the Workplace, and Women,” a full-day conference seeking to find pathways to advance opportunity for women in society and the workplace.

Nearly 75 people attended the public conference, which included 20 speakers and was co-sponsored by Stanford’s Shorenstein Asia-Pacific Research Center and the Clayman Institute for Gender Research, as well as the United States-Japan Foundation and the Japan Society for the Promotion of Science.

Takeo Hoshi, director of the Japan Program at Shorenstein APARC, noted that women in Japan and the United States have long encountered obstacles related to gender. Currently, the United States and Japan rank 45th and 111th, respectively, on the Global Gender Gap Index.

“The conference is a unique opportunity for experts from Japan and Silicon Valley to learn from each other and their countries’ recent attempts to tackle gender diversity, particularly in the areas of business and technology,” Hoshi said.

The Japanese government’s inclusion of women’s advancement in its economic growth strategy 'Abenomics,' named after Prime Minister Shinzo Abe, is “one of the few good policies,” Hoshi said, yet complex cultural constraints and workplace policies need to change in order for it to work. Similarly, in Silicon Valley, while strides have been made, gender diversity still lags in corporate leadership and boards of directors especially in the areas of STEM (science, technology, engineering and mathematics).

Panelists shared perspectives on women’s status, leadership and work-life balance in both countries throughout four panel discussions led by Hoshi, and Shelley Correll, director of the Clayman Institute and professor of sociology; Kenji Kushida, Japan Program research scholar; and Mariko Yoshihara Yang, a visiting scholar at Shorenstein APARC.

One broad theme that emerged in the discussions: gender equity progress takes time. Closing the gender gap will come incrementally and a multidisciplinary approach could help the process. 

Areas highlighted by the panelists included a need to address unconscious bias and to improve programs that support women in the workplace as well as those seeking to re-enter the labor force after taking time off, such as increased access to childcare and elimination of “evening work” for those who hold full-time jobs.

Panelists suggested expanding educational opportunities, mentorship and peer-to-peer networks among women, as well as training centered on gender equity for all employees. Quotas and government incentives for organizations that adopt equity practices were also proposed to achieve greater female representation.

Additional discussions took place between the panelists in a closed-door workshop the following day. A report that details outcomes and a set of policy recommendations is expected in 2017; the full list of panelists, topics addressed and conference agenda can be viewed here.

The Program on Arab Reform and Democracy (ARD) at Stanford’s Center on Democracy, Development, and the Rule of Law (CDDRL) is pleased to welcome international media figure and Egyptian political satirist Bassem Youssef as a visiting scholar during the Fall of 2016. Dubbed the Jon Stewart of the Arab World, Youssef was the host of the popular TV political satire show Al-Bernameg, which was the first of its kind in the Middle East region. Al-Bernameg was the most watched show in the history of Egyptian TV with an average of 40 million viewers every week. Due to its sharp criticism of Egyptian leaders, Al-Bernameg faced political pressure from successive governments until it was finally taken off the air in the summer of 2014. Recently, Youssef launched “The Democracy Handbook,” a Fusion TV digital series that satirizes American politics through a Middle Eastern perspective. Named one of TIME’s “100 most influential people in the world” in 2013, Youssef served as a resident fellow at the Institute of Politics at Harvard University’s Kennedy School of Government in 2015.

Youssef’s fellowship is supported by a generous grant from the Carnegie Corporation, and by the Stanford Arts Office of the Associate Dean. In the following interview Youssef discusses his current projects and their relevance to the Stanford community.

What are your research goals and priorities at CDDRL, Stanford?

I am not a stranger to CDDRL. About a year ago I spoke at the Center in conversation with Professor Larry Diamond in what might have been one of the best interviews I had on a college campus in the United States. During my visit, I was very impressed with CDDRL’s efforts to try to make sense of all what is happening in the Middle East and to nuance American perspectives on the situation the region. I was elated when I was informed that there was a chance for me to join forces with this prestigious center.

Through my fellowship at CDDRL, I would like to bring a different voice to the discussion over what is happening in the Middle East and the Muslim World, and how narratives in the United States can affect the realities in the region. Beyond my own research on satire and social change, my priority is to connect with the student community at Stanford and encourage them to find their own voices and their own opinions about that part of the world. I believe that satire can be a great tool to understand and even change how people view the world around them. As much I have a lot to share with students, I am sure I will have a great deal to learn from them too, and from the Stanford community more generally. I had the privilege to meet with some of the smartest young people here and I look forward to benefit from this intellectually promising experience.

 

How are the ongoing political developments in the United States informing your current projects?

After I moved to the United States, I started to follow the American elections very closely. With the rise of a populist Right not just in the States but also in Europe, I could see many similarities of how masses are being controlled through hate, xenophobia, and fear. These have been key elements in the narratives used by many Middle Eastern regimes for decades. As people were horrified with the likes of Donald Trump, Ted Cruz and Ben Carson, this came to me as a reminder that no nation, no matter how strong or advanced, is free of such forms of public manipulation and fear-mongering. This was a great starting point for me here in the States. I discovered many similarities that I can comment on and use to show people that we are not that different from each other and that intolerance and bigotry have no single home or language. I was fortunate to relay that message in my new show in America "Democracy Handbook" and also in my coverage of the National Conventions of the Republican and Democratic Parties.

 

What is your assessment of the prospects for meaningful political change at the current moment in Egypt?

The current realities in Egypt and the Middle East are a product of decades of authoritarian rule. What happened in the Arab Spring interrupted the rule of particular autocrats, but did not succeed in delivering the type of lasting social change we all had hoped for. The biggest obstacle to meaningful social change in Egypt remains the massive webs of special interests that have ruled the country for the last 60 years and shaped its political and social hierarchies. It was naive of us to think that 18 days of protests could make profound changes to the system. You can get rid of the autocrat at the helm, but the system can still endure, as evidenced by the current realities. Any changes will be worthless in the absence of complete transparency and accountability of the ruling class that controls the country’s economy, governance, and legislation.

Dr. GUO Lei is an associate professor at School of Innovation and Entrepreneurship in Peking University where she is responsible for the innovative and entrepreneurial education and research.  She is the Deputy Dean of School of Innovation and Entrepreneurship and Deputy Director of Office of Science and Technology Development at Peking University.

Dr. GUO Lei leads the entrepreneurial and innovative education programs and incubation programs, which provides PKU students, professors and alumni courses, mentorship, seed funding, incubation space and network connections to early stage investors.  She has successfully set up Entrepreneurial Talent Development Program for the youth in 2012, both in campus and off campus.  And she always keeps scaling up the program over China.  Till now, more than 4,000 young entrepreneurs take part in the program on-line and off-line, and over 30 star-ups come out from the program.  She set up a fund which aims to support the entrepreneurial education activities and help the students to commercialization their ideas in 2014 at PKU.  She is working on China Entrepreneurship MOOC Platform by the support of Shandong Province.  She and her colleagues initiated the first Train the Trainer Program in entrepreneurship courses at PKU in 2016, which teaches the teachers all over the nation how to teach and mentor their students to know what is entrepreneurship and how to be an entrepreneur.

Dr. GUO Lei is the coordinator scholar for Global Innovation Index Program of World Intellectual Property Organization at Peking University.  She is the co-founder of China Innovation Index Research Center at SIE, PKU, which aims to support local governments to build the innovation-driven economic growth system and to evaluate the innovation efficiency.  She is the co-champion of China Cohort of MIT Regional Entrepreneurship Acceleration Program from 2015 to 2017.  The team is made up of different stakeholders who come from university, government, risk capital, corporate and entrepreneur.  The goal is to give the scientific and professional consultant to Hebei Province on how to build an innovative national agriculture park.  She has published over 20 papers in The Global Innovation Index 2015, The Development of Research and Management (in Chinese), Peking University Education Review (in Chinese), Bulletin of National Natural Science Foundation of China (in Chinese), Academic Degree and Graduate Education (in Chinese) and Guangming Daily (in Chinese).

Rennie J. Moon has been selected as the 2016-17 Koret Fellow in the Korea Program at Stanford’s Shorenstein Asia-Pacific Research Center (APARC). She will join the center next January to study diversity in higher education and teach a student course.

Moon is an associate professor at the Underwood International College at Yonsei University in Seoul, South Korea. Her research explores the interrelationships among globalization, migration and citizenship, and internationalization of higher education.

Moon, a graduate of Stanford’s Graduate School of Education, Ph.D. ‘09, has collaborated with Stanford professor Gi-Wook Shin on a multiyear research project that examines diversity in higher education in East Asia. She co-edited the book Internationalizing Higher Education in Korea: Challenges and Opportunities in Comparative Perspective published earlier this year.

Stanford professor Francisco O. Ramirez, an expert on international comparative education and sociology of education, recognized her scholarly contributions to the field.

“Moon is a creative contributor to the ‘world society perspective’ in the social sciences,” said Ramirez, noting that Moon's work has been published in leading journals of international comparative education, Comparative Education Review and Comparative Education.

Supported by the Koret Foundation, the Koret Fellowship brings professionals to Stanford to conduct research on contemporary Korean affairs. In 2015, the fellowship expanded its focus to include social, cultural and educational issues in North and South Korea, and aims to identify emerging scholars working on those areas.

During her fellowship, Moon will also give public talks and be a lead organizer of the Koret Workshop, an international conference held annually at Stanford.

“As an alum, I’m very pleased and excited to spend my sabbatical year at Stanford,” Moon said. “Over the last few years, I’ve been collaborating on various research projects with Professor Shin and other colleagues at APARC. I’m looking forward to a productive fellowship during which I hope to bring these evolving projects to fruition.”

Moon holds a doctorate and master’s degree in international comparative education from Stanford and a bachelor’s degree in French from Wellesley College.

Grace is a Curriculum Consultant for the Stanford Program on International and Cross-Cultural Education (SPICE). Prior to joining SPICE in 2012, she worked at a California public school. She taught six different English courses for grades 9–12. In addition to seven years as a high school teacher, Grace’s teaching experience includes elementary school, middle school, and undergraduate and graduate level courses. She has been a recipient of the Outstanding Graduate Student Instructor Award from the University of California, Berkeley. She is a 2016-2018 Cultivating New Voices Fellow for the National Council of Teachers of English.

Grace’s academic interests include literacy, language, cultural studies, and twenty-first century pedagogies. She received a BA with a double major in Rhetoric and Art History from the University of California, Berkeley, and a MA in Education and Single Subject Teaching Credential in English from Stanford University. She is currently a PhD candidate in the Graduate School of Education at the University of California, Berkeley. Her research has been published in peer-reviewed journals and presented nationally and internationally.

Grace co-authored the SPICE curriculum units, Dynamics of the Korean-American ExperienceTraditional and Contemporary Korean Culture, and Economic Development: The Case of South Korea. She is currently contributing to SPICE’s curriculum unit, Road to Tokyo.  She has presented teacher seminars for the National Council for the Social Studies, St. Louis, MO; Hana-Stanford Conference on Korea for Secondary School Teachers, Stanford, CA; and the National Association for Multicultural Education, Oakland, CA. In 2013, 2014, 2015, and 2016, she facilitated the annual Hana-Stanford Conference on Korea for Secondary School Teachers held at Stanford University.

The Stanford Program on International and Cross-Cultural Education (SPICE) honored top students of the 2016 Reischauer Scholars Program (RSP) and Stanford e-Japan (Spring Session) at “Japan–U.S. Day”—an event held at Stanford University on August 9, 2016. The RSP honorees were Pierce Lowary (Highland Park High School, Dallas, Texas), Sarah Ohta (Polytechnic High School, Pasadena, California), and Risako Yang (Castilleja School, Palo Alto, California), and the Stanford e-Japan honorees were Miyu Hayashi (Takada High School, Mie Prefecture) and Minoru Takeuchi (Senior High School at Otsuka, University of Tsukuba, Tokyo).

Japan–U.S. Day began with opening remarks by the Honorable Jun Yamada, Consul General of Japan in San Francisco. Praising the honorees and their fellow students for their dedication to the study of U.S.–Japan relations, Consul General Yamada noted, “The U.S.–Japan relationship is the most important bilateral relationship in the world today,” and underscored the importance of programs such as the RSP and Stanford e-Japan in engaging youth in the study of this critical relationship.

Stanford e-Japan Instructor Waka Takahashi Brown and RSP Instructor Naomi Funahashi presented overviews of the two programs to the audience of over 50 people, which included Ambassador Michael Armacost (former U.S. Ambassador to Japan), Consul Akira Ichioka (Director, Japan Information and Cultural Center, Consulate General of Japan in San Francisco), Professor Indra Levy (Stanford University), Professor Emeritus Daniel Okimoto (Stanford University), and Maiko Tamagawa (Advisor for Educational Affairs, Consulate General of Japan in San Francisco).

The students were recognized by Brown and Funahashi for their overall coursework performance, which included research essays. They articulately presented their research that focused on topics ranging from legacies of World War II and security issues to urban planning in Japan, longevity, and non-profit organizations, and they adroitly addressed questions from the audience.

Reflecting on the event, Funahashi commented, “It was a great opportunity to recognize the impressive work of young U.S.–Japan scholars. And seeing them engage in cross-cultural dialogue in person after months of online interaction was a real treat.” Brown agreed, adding, “For my students, having the opportunity to interact with peers from the United States was one of the highlights of the program. To see all the RSP and Stanford e-Japan award winners honored at the same event was extremely rewarding and gave me great hope for the future of U.S.–Japan relations.” The audience seemed to feel similarly. “It was wonderful seeing the American and Japanese students interact with one another,” said Ambassador Armacost. “Their remarks were thoughtful and articulate. It was a model of timely educational exchange.”

SPICE has received numerous grants in support of the RSP (since its inception in 2003) from the United States-Japan Foundation, the Center for Global Partnership (The Japan Foundation), and the Japan Fund, which is administered by the Freeman Spogli Institute for International Studies at Stanford University. Stanford e-Japan (since its inception in 2015) has been supported by a grant from the United States-Japan Foundation.

Japan and South Korea face serious demographic crises. Japan has the oldest population in the world and South Korea is one of the most rapidly aging. Together they top the list in terms of proportion of elderly by 2050, with 40.1% and 35.9% respectively being 65 and over, according to a U.S. Census Bureau forecast. Both nations are seeing shrinking working-age populations, with their birthrates among the lowest in the world. This puts them at great risk as they struggle to find new engines of economic growth.

Some experts argue that Japan and South Korea should encourage immigration. The former head of Tokyo's Immigration Bureau, Hidenori Sakanaka, said that "we need an immigration revolution to bring in 10 million people in the next 50 years, otherwise the Japanese economy will collapse." Jongryn Mo, a professor at Yonsei University in Seoul has written a book, "Strong Immigration Nation," urging a similar policy for South Korea.

Is migration the answer?

Japan and South Korea are already supplementing their shrinking workforce with foreign labor, mostly unskilled migrant workers from China and Southeast Asia doing jobs that locals shun.

But it is time to attract more skilled workers. In Japan, only 18.4% of foreign workers were technicians or professionals in 2015, while the figure in Korea is just 7.8% this year. Skilled foreign workers can fill many jobs from staffing hospitals to working as technicians in middle-tier companies and software engineers in large ones.

The challenge, however, is that both countries remain exclusionary, closed societies despite a substantial rise in the numbers of foreigners. Politicians fear losing votes from workers worried about foreigners taking their jobs.

According to a recent report by the French business school INSEAD, Japan and South Korea are ranked 53rd and 61st, respectively in their level of tolerance for immigrants. Most foreign skilled workers have little intention to settle down in Japan or South Korea on a permanent basis, although unskilled ones might be more willing to stay.

Maria, a Guatemalan professional, decided to leave South Korea after working for six years in the overseas marketing department of a large Korean corporation. "Some Koreans complain that foreigners leave after a few years, but we leave because we're never included in the first place. Korean companies pay a lot to bring foreigners here. And then they don't even ask these people about their opinion."

Srey, a Cambodian student studying in Japan, said, "The Japanese are very helpful and very friendly, but at the same time they look at me as a 'gaijin' no matter how good I am at Japanese or able to speak to them. I am not planning to work in Japan."

Bridging strategy

South Korea and Japan need to find a more creative strategy in utilizing foreign talent. In particular, they should pay close attention to their transnational networks rather than pushing for permanent migration. Not only should both countries focus on the knowledge and skills of foreign labor talent, but also the social networks they can possess.

This calls for a particular type of social capital: transnational bridging. A person who has social ties in more than one place can serve as a bridge between those different places. Such bridging can be performed within a city or a country or across borders, but the latter is becoming more important with globalization. By bridging distant networks, people can connect disparate cultures, build trust and facilitate cross-national cooperation that are essential in business transactions. Many Indian and Chinese entrepreneurs and engineers working in Silicon Valley are active in transnational bridging with their home country.

Transnational bridging can be a good new strategy for South Korea and Japan in attracting foreign skilled labor since they can offer valuable experiences and networks as advanced economies, if not permanent places to live. They can help foreign talent to build social ties while studying and working and encourage them to serve as a bridge between South Korea and Japan and their next destination once they leave in what could be called "brain linkage."

They can still contribute to South Korea or Japan even after they depart. Maria said she was willing to do business involving both South Korea and her home country. Srey is also eager to do business with Japan after graduating, even though he will not work in the country.

South Korea and Japan should adopt a policy of "Study-Work-Bridge" rather than the "Study-Work-Migration" pathway commonly encouraged by settler societies. This new policy framework would establish programs providing systematic networking opportunities for skilled foreigners while in Japan or South Korea. It would upgrade the quality of campus life for foreign students and work environments for foreign professionals so they leave with positive experiences.

Most importantly, it would provide institutional support to help maintain transnational networks between foreigners and South Koreans and Japanese.

In Japan, a Study-Work framework has already begun to take shape. Among foreign students seeking employment in Japan in 2013, approximately 24% found jobs. According to the country's ministry of justice, 10,696 of 11,698 foreign students are successful in applying for a change of visa status after graduating from college. This is very encouraging. Still, foreign students feel that Japanese companies are reluctant to embrace their full potential and largely expect them to assimilate, often leading them to stay in Japan only for a short time.

In South Korea, with a shorter history of foreign student intake, a Study-Work framework has yet to emerge. While 64.3% of South Korean companies say they need and want to hire foreign students, only a very small portion of foreign students work in South Korean companies after graduation, perhaps as low as 1%. South Korea's immigration laws for foreign students have eased slightly in recent years, but there is an urgent need to develop solid, institutionalized support for responding to the substantial demand by foreign students who wish to find employment after their studies.

Challenges ahead

Both countries are moving in the right direction, but until they are ready to embrace a more comprehensive migration policy down the road, they should develop the "bridging" component of a Study-Work-Bridge framework as an interim strategy. That means considering how foreign skilled labor can contribute to their economies even if they stay only temporarily.

This non-migration-bridging concept can be also appealing to foreign workers who like to move on after gaining valuable experiences and networks. By activating the social networks they have left behind, foreigners can later become powerful "transnational bridges." With economic globalization, such linkages will be all the more important.

Research shows that science and engineering majors may have more to contribute as human capital, but business and social science majors are more inclined to play a bridging role. Universities and corporations should establish diversity offices, as seen in the U.S. and elsewhere, to promote a culture of tolerance and non-discrimination.

The challenges associated with aging, depopulation and a shrinking workforce are expected to intensify in the coming years. Yet foreign talent is readily at hand for both countries. They need to look no further than the skilled foreigners who already have connections with South Korea or Japan either through schooling or employment and to continue to cultivate such connections through a Study-Work-Bridge approach.
