The capture and permanent storage of CO2 emissions from coal combustion is now widely viewed as imperative for stabilization of the global climate.  Coal is the world’s fastest growing fossil fuel.  This trend presents a forceful case for the development and wide dissemination of technologies that can decouple coal consumption from CO2 emissions—the leading candidate technology to do this is carbon capture and storage (CCS). 

China simultaneously presents the most challenging and critical test for CCS deployment at scale.   While China has begun an handful of marquee CCS demonstration projects, the stark reality to be explored in this paper is that China’s incentives for keeping on the forefront of CCS technology learning do not translate into incentives to massively deploy CCS in power plant applications as CO2 mitigation would have it.  In fact, fundamental and interrelated Chinese interests—in energy security, economic growth and development, and macroeconomic stability—directly argue against large-scale implementation of CCS in China unless such an implementation can be almost entirely supported by outside funding.  This paper considers how these core Chinese goals play out in the specific context of the country’s coal and power markets, and uses this analysis to draw conclusions about the path of CCS implementation in China’s energy sector. 

Finally, the paper argues that effective climate change policy will require both the vigorous promotion and careful calculation of CCS’s role in Chinese power generation.  As the world approaches the end of the Kyoto Protocol in 2012 and crafts a new policy architecture for a global climate deal, international offset policy and potential US offset standards need to create methodologies that directly address CCS funding at scale.  The more closely these policies are aligned with China’s own incentives and the unique context of its coal and power markets, the better chance they have of realizing the optimal role for CCS in global climate efforts.

India has been famous for arguing that it (and the rest of the developing world) should incur no expense in controlling emissions that cause climate change. The west caused the problem and it should clean it up. That argument is increasingly untenable — both in the fundamental arithmetic of climate change, which is a problem that is impossible to solve without developing country participation, and in the political reality that important western partners will increasingly demand more of India and other developing countries. India’s own public is also demanding more.

The Indian government has outlined a broad plan for what could be done, but the plan still lacks a strategy to inform which efforts offer the most leverage on warming emissions and which are most credible because they align with India’s own interests.

This paper offers a framework for that strategy. It suggests that a large number of options to control warming gases are in India’s own self-interest, and with three case studies it suggests that leverage on emissions could amount to several hundred million tonnes of CO2 annually over the next decade and an even larger quantity by 2030. (For comparison, the Kyoto Protocol has caused worldwide emission reductions of, at most, a couple hundred million tonnes of CO2 per year.) We suggest in addition to identifying self-interest — which is the key concept in the burgeoning literature on “co-benefits” of climate change policy — that it is also important to examine where India and outsiders (e.g., technology providers and donors) have leverage.

One reason that strategies offered to date have remained abstract and difficult to implement is that they are not rooted in a clear understanding of where the Government of India is able to deliver on its promises (and where Indian firms have access to the needed technology and practices). Many ideas are interesting in theory but do not align with the administrative and technological capabilities of the Indian context. As the rest of the world contemplates how to engage with India on the task of controlling emissions it must craft deals that reflect India’s interests, capabilities and leverage on emissions. These deals will not be simple to craft, but there are many precedents for such arrangements in other areas of international cooperation, such as in accession agreements to the WTO.

REAP Co-Director Scott Rozelle's received the Award for International Cooperation in Science and Technology alongside Lothar Reh, reported an article published by China Daily on March 27, 2009.  

"Scott Rozelle and Lothar Reh are both scientists but their disciplines are as different as chalk and cheese - the only thing in common is their long association with China. Yesterday, they had another thing in common when they became winners of the Award for International Cooperation in Science and Technology. Presented by the Chinese Academy of Sciences, the awards - given for the first time - recognize their contributions to China's international cooperation in science and technology over the past decades, said Lu Yongxiang, CAS president."

In June 2009, a group of experts in climate science, crop modeling, and crop development gathered at Stanford University to discuss the major needs for successful crop adaptation to climate change. To focus discussion over the three day period, the meeting centered on just three major crops – rice, wheat, and maize – given that these provide the bulk of calories to most populations. The meeting also focused on two aspects of climate– extreme high temperatures and extreme low moisture conditions (i.e. drought) – that present substantial challenges to crops in current climate and are likely to become more prevalent through time. Other aspects of climate change such as more frequent flooding or saltwater intrusion associated with rising sea levels were not addressed, although they may also be important.

The current document is split into two sections:

  • a brief summary of material presented at the meeting on the current state of climate projections, crop modeling, crop genetic resources and breeding; and
  • the collective views of participants on major needs for future research and investment, which emerged from discussions over the three day meeting.

The main target audiences for the document are donor institutions seeking to invest in climate adaptation, and climate and crop scientists seeking to set research agendas. We intend the term donor institutions to include private foundations, governments, and inter‐governmental organizations such as the World Bank and United Nations. An underlying assumption of the Stanford meeting was that there is a real and growing need to identify specific investment opportunities that will improve food security in the face of climate change. This is reflected, for instance, by the recent G8 announcement of a $20B investment in food security, the expectation of additional resources for adaptation from the Copenhagen Conference in 2009, and the emphasis of the Obama administration on food and climate issues.

Nutrient cycles link agricultural systems to their societies and surroundings; inputs of nitrogen and phosphorus in particular are essential for high crop yields, but downstream and downwind losses of these same nutrients diminish environmental quality and human well-being. Agricultural nutrient balances differ substantially with economic development, from inputs that are inadequate to maintain soil fertility in parts of many developing countries, particularly those of sub-Saharan Africa, to excessive and environmentally damaging surpluses in many developed and rapidly growing economies. National and/or regional policies contribute to patterns of nutrient use and their environmental consequences in all of these situations. Solutions to the nutrient challenges that face global agriculture can be informed by analyses of trajectories of change within, as well as across, agricultural systems.

The Walter H. Shorenstein Asia-Pacific Research Center at Stanford, in cooperation with the Institute of Energy Economics, Japan (IEEJ) is convening a workshop to discuss the political economy of energy efficiency and its role in international relations.  The project will examine Japan in a comparative framework with other developed and developing energy-consuming nations.

Japan’s economy is extremely energy efficient based on measures such as energy intensity, and Japanese energy-efficient technologies are among the most advanced in the world.  Hence, energy cooperation has become an important centerpiece of Japanese foreign policy making in recent years.  Among other things, Japan played a key role in facilitating the Kyoto Protocol restricting CO2 emissions in 1997 and the Japanese government sees energy efficiency and environmental controls as a crucial basis for cooperation with its neighbors, particularly China.

Cooperation on the energy and the environment has wide implications not only for Japan but also for countries across the globe.  It offers an alternative paradigm to more traditional competition over energy resources that can escalate tensions, not least in East Asia.  Despite its potential to offer peaceful solutions to increased energy demand, there is limited existing research that examines the formation of policies to promote energy efficiency domestically and internationally.

Our workshop will attempt to answer a series of questions that have important policy implications: Why are some nations more successful at increasing the efficient and environmentally sound use of energy than others?  What obstacles block the formation of such policies?  How can the case of Japan provide useful examples that can be more broadly applied?

Ben Self is the inaugural Takahashi Fellow in Japanese Studies at the Walter H. Shorenstein Asia-Pacific Research Center. Prior to joining the Center in September 2008, Self was at the Henry L. Stimson Center as a Senior Associate working on Japanese security policy beginning in 1998. While at the Stimson Center, he directed projects on Japan-China relations, fostering security cooperation between the U.S.-Japan Alliance and the PRC, Japan’s Nuclear Option, and Confidence-Building Measures. Self has also carried out research and writing in areas such as nuclear non-proliferation and disarmament, ballistic missile defense, Taiwan’s security, Northeast Asian security dynamics, the domestic politics of Japanese defense policy, and Japan’s global security role. 

From 2003 until 2008, Ben was living in Africa—in Malawi and Tanzania—and is now studying the role of Japan in Africa, including in humanitarian relief, economic development, conflict prevention, and resource extraction. 

Self earned his undergraduate degree in Political Science at Stanford in 1988, and an M.A. in Japan Studies and International Economics from Johns Hopkins University Paul H. Nitze School of Advanced International Studies. While there, he was a Reischauer Center Summer Intern at the Research Institute for Peace and Security (RIPS) in Tokyo. He later worked in the Asia Program at the Woodrow Wilson International Center for Scholars, and was a Visiting Research Fellow at Keio University on a Fulbright grant from 1996 until 1998.

Daniel C. Sneider is a lecturer in international policy at Stanford's Ford Dorsey Master’s in International Policy and a lecturer in East Asian Studies at Stanford. His own research is focused on current U.S. foreign and national security policy in Asia and on the foreign policy of Japan and Korea.  Since 2017, he has been based partly in Tokyo as a Visiting Researcher at the Canon Institute for Global Studies, where he is working on a diplomatic history of the creation and management of the U.S. security alliances with Japan and South Korea during the Cold War. Sneider contributes regularly to the leading Japanese publication Toyo Keizai as well as to the Nelson Report on Asia policy issues.

Sneider is the former Associate Director for Research at the Walter H. Shorenstein Asia-Pacific Research Center at Stanford. At Shorenstein APARC, Sneider directed the center’s Divided Memories and Reconciliation project, a comparative study of the formation of wartime historical memory in East Asia. He is the co-author of a book on wartime memory and elite opinion, Divergent Memories, from Stanford University Press. He is the co-editor, with Dr. Gi-Wook Shin, of Divided Memories: History Textbooks and the Wars in Asia, from Routledge and of Confronting Memories of World War II: European and Asian Legacies, from University of Washington Press.

Sneider was named a National Asia Research Fellow by the Woodrow Wilson International Center for Scholars and the National Bureau of Asian Research in 2010. He is the co-editor of Cross Currents: Regionalism and Nationalism in Northeast Asia, Shorenstein APARC, distributed by Brookings Institution Press, 2007; of First Drafts of Korea: The U.S. Media and Perceptions of the Last Cold War Frontier, 2009; as well as of Does South Asia Exist?: Prospects for Regional Integration, 2010. Sneider’s path-breaking study “The New Asianism: Japanese Foreign Policy under the Democratic Party of Japan” appeared in the July 2011 issue of Asia Policy. He has also contributed to other volumes, including “Strategic Abandonment: Alliance Relations in Northeast Asia in the Post-Iraq Era” in Towards Sustainable Economic and Security Relations in East Asia: U.S. and ROK Policy Options, Korea Economic Institute, 2008; “The History and Meaning of Denuclearization,” in William H. Overholt, editor, North Korea: Peace? Nuclear War?, Harvard Kennedy School of Government, 2019; and “Evolution or new Doctrine? Sneider’s writings have appeared in many publications, including the Washington Post, the New York Times, Slate, Foreign Policy, the New Republic, National Review, the Far Eastern Economic Review, the Oriental Economist, Newsweek, Time, the International Herald Tribune, the Financial Times, and Yale Global. He is frequently cited in such publications.

Prior to coming to Stanford, Sneider was a long-time foreign correspondent. His twice-weekly column for the San Jose Mercury News looking at international issues and national security from a West Coast perspective was syndicated nationally on the Knight Ridder Tribune wire service. Previously, Sneider served as national/foreign editor of the Mercury News. From 1990 to 1994, he was the Moscow bureau chief of the Christian Science Monitor, covering the end of Soviet Communism and the collapse of the Soviet Union. From 1985 to 1990, he was Tokyo correspondent for the Monitor, covering Japan and Korea. Prior to that he was a correspondent in India, covering South and Southeast Asia. He also wrote widely on defense issues, including as a contributor and correspondent for Defense News, the national defense weekly.

Sneider has a BA in East Asian history from Columbia University and an MPA from the John F. Kennedy School of Government at Harvard University.

Phillip Y. Lipscy was the Thomas Rohlen Center Fellow at the Freeman Spogli Institute for International Studies and Assistant Professor of Political Science at Stanford University until August 2019. His fields of research include international and comparative political economy, international security, and the politics of East Asia, particularly Japan.

Lipscy’s book from Cambridge University Press, Renegotiating the World Order: Institutional Change in International Relations, examines how countries seek greater international influence by reforming or creating international organizations. His research addresses a wide range of substantive topics such as international cooperation, the politics of energy, the politics of financial crises, the use of secrecy in international policy making, and the effect of domestic politics on trade. He has also published extensively on Japanese politics and foreign policy.

Lipscy obtained his PhD in political science at Harvard University. He received his MA in international policy studies and BA in economics and political science at Stanford University. Lipscy has been affiliated with the Reischauer Institute of Japanese Studies and Weatherhead Center for International Affairs at Harvard University, the Institute of Social Science at the University of Tokyo, the Institute for Global and International Studies at George Washington University, the RAND Corporation, and the Institute for International Policy Studies.

More than 75 people connected to CISAC's past and present gathered in Encina Hall on Friday, May 29, to reminisce and look toward the center's next quarter century. The CISAC String Quartet led by Paul Stockton, who has just left CISAC to work as an assistant defense secretary, welcomed guests with concertos by Bach and Beethoven. Meanwhile, a slide show depicting CISAC's history through the decades brought back memories of potluck meals, receptions and group clean-up parties at Galvez House.

Co-Director Siegfried Hecker's opening and closing remarks acted as bookends to speeches highlighting the center's different eras. Law School Professor John Barton, a member of the center's executive committee, was a founder of CISAC's predecessor organization, the Center for International Security and Arms Control. He spoke about how turbulence on campus in the 1970s surrounding the Vietnam War led to courses focusing on international security matters under the Stanford Arms Control Program and, eventually, the center's establishment. Gloria Duffy, president of the Commonwealth Club of California, was a CISAC fellow from 1980-82, and spoke about the 1980s as "a time of alarm in our field." Acting Co-Director Lynn Eden, who was affiliated with the center as a fellow from 1987 to 1990, spoke about the 1990s, followed by Jessica McLaughlin, a 2005 graduate from CISAC's honor's program, who explained how she continues to apply the skills she learned in the program to her job as a management consultant. Former U.S. Defense Secretary William J. Perry, a former CISAC co-director, looked to the future and what the center must do to remain as effective and relevant to international security as it has been in the past. John Lewis, Scott Sagan, Michael May and David Holloway, who have all held leadership positions at CISAC, also made remarks about the center.

Dr. Siegfried Hecker is a professor (research) in the Department of Management Science and Engineering, a senior fellow at FSI, and co-director of CISAC. He is also an emeritus director of Los Alamos National Laboratory.

Professor John Barton is one of the founders of CISAC's predecessor organization (the Center for International Security and Arms Control), a professor at the Law School, and a member of CISAC's Executive Committee.

 

Gloria Duffy: CISAC in the 1980s

Dr. Gloria Duffy was a CISAC fellow from 1980 to 1982.  She served as a deputy assistant secretary of defense during the Clinton Administration.  Dr. Duffy is currently president of the Commonwealth Club of California.

 

Lynn Eden: CISAC in the 1990s

Dr. Lynn Eden is acting co-director and a senior research scholar at the Center. She was a CISAC fellow from 1987-88 and 1989-1990.

Jessica McLaughlin '05: CISAC in the New Millennium

Ms. Jessica McLaughlin graduated from Stanford in 2005, majoring in management science and engineering, with a certificate in Honors in International Security Studies through CISAC's undergraduate honors program.  Her thesis, "A Bayesian Updating Model for Intelligence Analysis," won CISAC's William J. Perry Prize for excellence in policy-relevant research in international security studies.  She is a management consultant at Oliver Wyman.

Professor William J. Perry holds several positions at Stanford and was previously a co-director of CISAC. He was the 19th secretary of defense of the United States, serving from February 1994 to January 1997.

This paper analyzes the potential contribution of carbon capture and storage (CCS) technologies to greenhouse gas emissions reductions in the U.S. electricity sector.  Focusing on capture systems for coal-fired power plants until 2030, a sensitivity analysis of key CCS parameters is performed to gain insight into the role that CCS can play in future mitigation scenarios and to explore implications of large-scale CCS deployment.  By integrating important parameters for CCS technologies into a carbon-abatement model similar to the EPRI Prism analysis (EPRI, 2007), this study concludes that the start time and rate of technology diffusion are important in determining the emissions reduction potential and fuel consumption for CCS technologies. 

Comparisons with legislative emissions targets illustrate that CCS alone is very unlikely to meet reduction targets for the electric-power sector, even under aggressive deployment scenarios.  A portfolio of supply and demand side strategies will be needed to reach emissions objectives, especially in the near term.  Furthermore, the breakdown of capture technologies (i.e., pre-combustion, post-combustion, and oxy-fuel units) and the level of CCS retrofits at pulverized coal plants also have large effects on the extent of greenhouse gas emissions reductions.
