North Korea’s agreement to curb its nuclear and weapons programs is welcome diplomatic news. But it stops far short of addressing the world’s concerns about the isolated and unstable dictatorship.

Stanford experts David Straub and Siegfried S. Hecker discuss Pyongyang’s deal with Washington that will allow nuclear inspectors into North Korea and deliver much-needed nutritional assistance to the impoverished country.

Straub is the associate director of the Korean Studies Program at the Freeman Spogli Institute for International Studies. He is a former State Department senior foreign service officer who worked for more than 12 years on Korean affairs. He travelled to North Korea in 2009 with former President Bill Clinton as part of a delegation to secure the release of two journalists from Current TV.

Hecker is co-director of the Center for International Security and Cooperation and a senior fellow at FSI. Hecker has visited North Korea four times since 2004. During his last trip in 2010, he was shown a new light-water reactor at the Yongbyon nuclear center and a uranium enrichment facility.

What are some of the key factors that led North Korea to agree to this deal?

Straub: This year marks the 100th anniversary of North Korean founder Kim Il Sung’s birth, which the entire country will be celebrating April 15. The government has also said that this is the target year for North Korea to become a “strong and prosperous country.” Kim Jong Un is a brand-new leader, and presumably he and his advisors want to show that he is capable of feeding his people and at least managing the relationship with the United States.

How do you assess the agreement? Where does the moratorium put relations between the U.S. and North Korea?

Hecker: The moratorium demonstrates that North Korea is once again interested in diplomacy with the United States. The fact that they are willing to halt the nuclear operations at Yongbyon, especially the uranium enrichment activities, is a big step in the right direction. I believe the U.S. now wants to achieve a permanent halt to all nuclear weapons activities in North Korea, then roll them back, and eventually achieve complete, verifiable denuclearization of the Korean Peninsula.

Straub: There is no perfect deal when it comes to North Korea, but overall I think it is worth giving this one a chance. It will probably slow down the pace of nuclear and missile development in North Korea. In addition, it will give us time to explore whether there is any prospect that the new leadership in North Korea may be willing to take a different, more positive approach toward the United States and South Korea than its predecessors.  If history is a guide, the likeliest outcome is that after a period of several months to a few years the six-party talks will again break down, after which North Korea will create a new crisis.

How hopeful are you that this will lead to the capping of North Korea's nuclear capabilities and perhaps even its ultimate denuclearization?

Hecker: My advice to our government since November 2010, when I was shown the Yongbyon centrifuge facility, was to take immediate action so that the nuclear situation does not get worse. I advocated three no’s: no more bombs, no better bombs and no exports. The current agreement will limit the number of bombs because the Yongbyon nuclear facilities will observe a moratorium. We are still not certain of what they can produce at an undisclosed site, but I believe it is limited. The nuclear testing and missile launch moratorium will constrain the sophistication of their nuclear weapons. Denuclearization is important, but it remains a more distant goal.

Why does the United States call this “important, but limited progress”?

Straub: It is significant, in part, because since North Korea threw out international nuclear inspectors in 2009 there has been no outside monitoring of what is going on at the Yongbyon facility. But most of the things North Korea has agreed to could be reversed at will. Apart from the nuclear tests, the suspension of North Korean nuclear activities applies only to Yongbyon. Dr. Hecker and other experts have concluded there is no way North Korea could have constructed its uranium enrichment facility at Yongbyon so soon after the departure of international inspectors if had not already had another facility elsewhere. The agreement also does not address a number of non-nuclear issues, such as North Korea’s military attacks on South Korea in 2010. For there eventually to be lasting progress on the Korean Peninsula—including a resolution of the nuclear issue—there will have to be great improvement in relations between North and South Korea.

Based on what your 2010 visit to the Yongbyon nuclear facility, how much progress could they have made in terms of uranium enrichment?

Hecker: They told me they just brought up the centrifuge facility a week before we arrived in November 2010. They may have perfected the operations and produced some low enriched uranium feed material for the light-water reactor they are constructing (which is still at least a couple of years away from completion). It is also possible that they are still struggling to make the centrifuge facility work smoothly. It is very important to have the International Atomic Energy Agency inspectors get into the facility to see what progress has been made and to get a measure of how sophisticated their operations are. The North, in my opinion, still has only four to eight primitive plutonium bombs. I don’t believe they have the confidence to put a warhead small enough to fit on one of their missiles. We have little information on whether they have made highly enriched uranium or have tried to build a bomb fueled with highly enriched uranium.

What does this agreement say, if anything, about the new North Korean leadership?

Hecker: From what I know, this was pretty much the deal worked out the week before Kim Jong Il’s death. I think it’s a good sign; Kim Jong Un appears to be in control as indicated by the fact that he is able to offer up a similar deal even with his father gone.

Straub: This deal suggests that there is a great deal of continuity in North Korea’s leadership. The substance of this agreement is actually quite consistent with North Korean policies and priorities over the last 20 years. While there is no evidence to suggest that Kim Jong Un will adopt major new policies, there is always at least the possibility he might eventually.

The deal includes the provision of 240,000 metric tons of “nutritional assistance” to North Korea. What does the country’s food situation look like right now?

Straub: There is no doubt that many ordinary North Koreans are going hungry. The United States has termed this “nutritional assistance” to distinguish it from “food aid,” because officials are concerned that the provisions of bulk grain – especially rice – might be siphoned off by the North Korean elite. The U.S. government had said earlier that nutritional assistance would not involve bulk grain, and that it would be targeted toward especially vulnerable groups, such as lactating mothers, children, and the elderly.

As the U.S. presidential election campaign moves into full bore, what role will foreign policy play in the national debate and the presidential election? Does foreign policy matter to voters or do international issues take a back seat to domestic concerns?  How does the election affect the conduct of foreign policy?

Here to shed light on the presidential election and U.S. foreign policy are three prominent commentators, with moderator Coit Blacker.

Michael H. Armacost is the Shorenstein Distinguished Fellow at FSI’s Walter H. Shorenstein Asia-Pacific Research Center, a position he has held since 2002. He is the former president of the Brookings Institution, former under secretary of state for political affairs and former U.S. ambassador to Japan and the Philippines. 

David Brady is deputy director and Davies Family Senior Fellow at the Hoover Institution. He is the Bowen and Janice Arthur McCoy Professor of Political Science and Leadership Values in Stanford's Graduate School of Business, a professor of political science in the School of Humanities and Sciences, and a senior fellow at the Freeman Spogli Institute and the Stanford Institute for Economic Policy Research. He is a specialist on U.S. national elections. 

David M. Kennedy is the Donald J. McLachlan Professor of History, Emeritus at Stanford and Faculty Co-Director of the Bill Lane Center for the American West. Most famously, Professor Kennedy won the 2000 Pulitzer Prize for History for his book  Freedom from Fear: The American People in Depression and War, 1929-1945 (1999).

Coit Blacker is a senior fellow emeritus at the Freeman Spogli Institute for International Studies, the Olivier Nomellini Professor Emeritus in International Studies at the School of Humanities and Sciences, and a Bass University Fellow in Undergraduate Education. He served as director of FSI from 2003 to 2012. From 2005 to 2011, he was co-chair of the International Initiative of the Stanford Challenge, and from 2004 to 2007, served as a member of the Development Committee of the university's Board of Trustees.

During the first Clinton administration, Blacker served as special assistant to the president for National Security Affairs and senior director for Russian, Ukrainian and Eurasian affairs at the National Security Council (NSC). At the NSC, he oversaw the implementation of U.S. policy toward Russia and the New Independent States, while also serving as principal staff assistant to the president and the National Security Advisor on matters relating to the former Soviet Union.

Following his government service, Blacker returned to Stanford to resume his research and teaching. From 1998 to 2003, he also co-directed the Aspen Institute's U.S.-Russia Dialogue, which brought together prominent U.S. and Russian specialists on foreign and defense policy for discussion and review of critical issues in the bilateral relationship. He was a study group member of the U.S. Commission on National Security in the 21st Century (the Hart-Rudman Commission) throughout the commission's tenure.

In 2001, Blacker was the recipient of the Laurence and Naomi Carpenter Hoagland Prize for Undergraduate Teaching at Stanford.

Blacker holds an honorary doctorate from the Russian Academy of Sciences' Institute of Far Eastern Studies for his work on U.S.-Russian relations. He is a graduate of Occidental College (A.B., Political Science) and the Fletcher School of Law and Diplomacy (M.A., M.A.L.D., and Ph.D).

Blacker's association with Stanford began in 1977, when he was awarded a post-doctoral fellowship by the Arms Control and Disarmament Program, the precursor to the Center for International Security and Cooperation at FSI.

David Brady is deputy director and senior fellow at the Hoover Institution. He is also the Bowen H. and Janice Arthur McCoy Professor of Political Science and Ethics in the Stanford Graduate School of Business and professor of political science in the School of Humanities and Sciences at the university.

Brady is an expert on the U.S. Congress and congressional decision making. His current research focuses on the political history of the U.S. Congress, the history of U.S. election results, and public policy processes in general.

His recent publications include, with John Cogan, "Out of Step, Out of Office," American Political Science Review, March 2001; with John Cogan and Morris Fiorina, Change and Continuity in House Elections (Stanford University Press, 2000); Revolving Gridlock: Politics and Policy from Carter to Clinton (Westview Press, 1999); with John Cogan and Doug Rivers, How the Republicans Captured the House: An Assessment of the 1994 Midterm Elections (Hoover Essays in Public Policy, 1995); and The 1996 House Elections: Reaffirming the Conservative Trend (Hoover Essays in Public Policy, 1997). Brady is also author of Congressional Voting in a Partisan Era (University of Kansas Press, 1973) and Critical Elections in the U.S. House of Representatives (Stanford University Press, 1988).

Brady has been on continuing appointment at Stanford University since 1987. He was associate dean from 1997 to 2001 at Stanford University; a fellow at the center for Advanced Study in the Behavioral Sciences from 1985 to 1986 and again in 2001-2; the Autrey Professor at Rice University, 1980-87; and an associate professor and professor at the University of Houston, 1972-79.

In 1995 and 2000 he received the Congressional Quarterly Prize for the "best paper on a legislative topic." In 1992 he received the Dinkelspiel Award for Excellence in Undergraduate Teaching from Stanford University, and in 1993 he received the Phi Beta Kappa Award for best teacher at Stanford University.

Brady taught previously at Rice University, where he was honored with the George Brown Award for Superior Teaching. He also received the Richard F. Fenno Award of the American Political Science Association for the "best book on legislative studies" published in 1988-89.

He is a member of the American Academy of Arts and Sciences.

Brady received a B.S. degree from Western Illinois University and an M.A. in 1967 and a Ph.D. in 1970 from the University of Iowa. He was a C.I.C. scholar at the University of Michigan from 1964 to 1965.

Abstract:

Nunn's paper examines the effect of U.S. food aid on conflict in recipient countries. To establish a causal relationship, he and Nancy Qian exploit time variation in food aid caused by fluctuationsin U.S. wheat production together with cross-sectional variation in a country's tendency to receive any food aid from the United States. Their estimates show that an increase in U.S. food aid increases the incidence, onset and duration of civil conflicts in recipient countries. The results suggest that the effects are larger for smaller scale civil conflicts. No effect is found on interstate warfare.

Speaker Bio: 

Professor Nunn was born in Canada, where he received his PhD from the University of Toronto in 2005.  In 2009, Professor Nunn was selected as an Alfred P. Sloan Research Fellow and grant recepient.

Professor Nunn’s primary research interests are in economic history, economic development, political economy and international trade. One stream of Nunn’s research focuses on the long-term impact that historic events can have on current economic development. In “Historical Legacies: A Model Linking Africa’s Past to its Current Underdevelopment”, published in the Journal of Development Economics in 2007, Nunn develops a game-theoretic model showing how the slave trade and colonial rule could have had permanent long-term effects on economic performance. In “The Long-Term Effects of Africa’s Slave Trades” (Quarterly Journal of Economics, 2008), Nunn documents the long-term adverse economic effects of Africa’s slave trades. His current research continues to examine the specific channels through which the slave trade affects current development within Africa. In "The Slave Trade and the Origins of Mistrust in Africa" (American Economic Review, forthcoming), coauthored with Leonard Wantchekon, he empirically documents how the slave trade engendered a culture of mistrust amongst the descendants of those heavily threatened by the slave trade.

A second stream of Professor Nunn’s research focuses on the importance of hold-up and incomplete contracting in international trade. He has published research showing that a country’s ability to enforce written contracts is a key determinant of comparative advantage (“Relationship-Specificity, Incomplete Contracts and the Pattern of Trade,” Quarterly Journal of Economics, 2007). Other work, coauthored with Daniel Trefler, examines the relationship between the cross-industry structure of a country's tariffs and its long-term economic growth (“The Structure of Tariffs and Long-Term Growth,” American Economic Journal: Macroeconomics, 2010). The study identifies growth-promoting benefits of a tariff structure focused in skill-intensive industries. It also shows how and why governments that succumb to political influence and rent-seeking are unable to focus tariffs in these key industries.

From the film’s website: ‘Human Terrain’ is two stories in one. The first exposes a new Pentagon effort to enlist the best and the brightest in a struggle for hearts and minds. Facing long wars in Iraq and Afghanistan, the U.S. military initiates ‘Human Terrain Systems’, a controversial program that seeks to make cultural awareness the centerpiece of the new counterinsurgency strategy. Designed to embed social scientists with combat troops, the program swiftly comes under attack as a misguided and unethical effort to gather intelligence and target enemies. Gaining rare access to wargames in the Mojave Desert and training exercises at Quantico and Fort Leavenworth, ‘Human Terrain’ takes the viewer into the heart of the war machine and a shadowy collaboration between American academics and the military.

The other story is about a brilliant young scholar who leaves the university to join a Human Terrain team. After working as a humanitarian activist in the Western Sahara, Balkans, East Timor and elsewhere, and winning a Marshall Scholarship to study at Oxford, Michael Bhatia returns to Brown University to take up a visiting fellowship. In the course of conducting research on military cultural awareness, he is recruited by the Human Terrain program and eventually embeds with the 82nd Airborne in eastern Afghanistan. On the way to mediate an intertribal dispute, Bhatia is killed when his humvee hits a roadside bomb.

War becomes academic, academics go to war, and the personal tragically merges with the political, raising new questions about the ethics, effectiveness, and high costs of counterinsurgency.

Following the screening, James Der Derian (the film's Co-Director and Executive Producer) will discuss the film with the audience.

Norman M. Naimark is the Robert and Florence McDonnell Professor of East European Studies, a Professor of History and (by courtesy) of German Studies, and Senior Fellow of the Hoover Institution and (by courtesy) of the Freeman-Spogli Institute for International Studies. Norman formerly served as the Sakurako and William Fisher Family Director of the Stanford Global Studies Division, the Burke Family Director of the Bing Overseas Studies Program, the Convener of the European Forum (predecessor to The Europe Center), Chair of the History Department, and the Director of Stanford’s Center for Russian, East European, and Eurasian Studies.

Norman earned his Ph.D. in History from Stanford University in 1972 and before returning to join the faculty in 1988, he was a professor of history at Boston University and a fellow of the Russian Research Center at Harvard. He also held the visiting Catherine Wasserman Davis Chair of Slavic Studies at Wellesley College. He has been awarded the Officer's Cross of the Order of Merit of the Federal Republic of Germany (1996), the Richard W. Lyman Award for outstanding faculty volunteer service (1995), and the Dean's Teaching Award from Stanford University for 1991-92 and 2002-3.

Norman is interested in modern Eastern European and Russian history and his research focuses on Soviet policies and actions in Europe after World War II and on genocide and ethnic cleansing in the twentieth century. His published monographs on these topics include The History of the "Proletariat": The Emergence of Marxism in the Kingdom of Poland, 1870–1887 (1979, Columbia University Press), Terrorists and Social Democrats: The Russian Revolutionary Movement under Alexander III (1983, Harvard University Press), The Russians in Germany: The History of The Soviet Zone of Occupation, 1945–1949 (1995, Harvard University Press), The Establishment of Communist Regimes in Eastern Europe (1998, Westview Press), Fires of Hatred: Ethnic Cleansing In 20th Century Europe (2001, Harvard University Press), Stalin's Genocides (2010, Princeton University Press), and Genocide: A World History (2016, Oxford University Press). Naimark’s latest book, Stalin and the Fate of Europe: The Postwar Struggle for Sovereignty (Harvard 2019), explores seven case studies that illuminate Soviet policy in Europe and European attempts to build new, independent countries after World War II.

he Governance Project at Stanford University's Center on Democracy, Development, and the Rule of Law seeks to better conceptualize and measure governance. Initially, it will seek to understand how it functions in two societies ­­— the Peoples Republic of China and the United States. Led by FSI senior fellow and CDDRL faculty member Francis Fukuyama, the project begins with the premise that governance is a characteristic of modern polities concerning the delivery of public services that is different from either democratic institutions or the rule of law.

The term “governance” has been widely used in both development studies and comparative politics in recent years with the resurgence of interest in the role of institutions in broader socioeconomic development. This has led to an explosion of writing and research on the topic, as well as the development of quantitative indicators of “good governance” and their incorporation into aid policies like the Millennium Challenge Corporation.

Nonetheless, there is still no consensus on exactly what constitutes governance – indeed, there exists considerable confusion – and therefore on how it can be measured. Many definitions of governance are very expansive and include virtually any coordinating activity performed by any social organization.

This project will focus on the administrative capacities of states to deliver public goods and services. While broader definitions have their uses, state capacity remains a critical determinant of many social outcomes, both in the developing and developed worlds.

Moreover, there has been little systematic effort to look at the empirical relationship between governance so defined and democracy. In particular, we need to ask whether the quality of governance is helped or hurt by the advent of institutions of democratic accountability. (Indeed, this problem is exacerbated by the tendency of many observers to include accountability and legal institutions in their definitions of governance, as in the term "democratic governance.") While there are opinions and theories on the relationship between democracy and governance (e.g., that greater transparency and accountability will improve the quality of governance), it is not possible at this juncture to prove that this is true on a global basis.

The project will look specifically at how governance works in both China and the United States. China has a long historical tradition of strong centralized governance, but no formal mechanisms of accountability or a strong rule of law. The United States - by contrast - has traditionally had a weak state (when compared to other developed democracies), and powerful legal and democratic institutions. In light of the conceptualization of governance developed in the course of the project, researchers will explore the strengths and weaknesses of these two systems, and whether there are actually any similarities not just in the problems but in the governance structures that have evolved.

The project will involve a speakers series, as well as workshops to be held both in China and at Stanford's Center on Democracy, Development, and the Rule of Law.

The life sciences have many examples of where research results and technologies can be used for good, but also for bad purposes. Because such scenarios are so common, it is critical to identify that research which is particularly bad and would be classified as dual use research of concern (DURC). Attributes that might result in a DURC designation include how immediate a threat it represents, the magnitude of the threat, the availability of safeguards to defend against its nefarious use and its relative risk to benefits ratio. Several policy forums have studied this problem and the National Science Advisory Board for Biosecurity (NSABB) is currently the official U.S. government advisory group for DURC policy. Recently, NSABB was asked to review two manuscripts that reported adaptation of the high-path avian influenza virus H5N1 to transmission in a mammalian model. This virus rarely infects humans but when it does, it has catastrophic consequences with ~60% mortality. The board weighed the risks and the benefits of the work and recommended that the papers not be published as written, but only in a highly redacted form that would prevent the rapid and direct replication of the work. NSABB also argued for a communication pause so that the consequences of these papers and this research focus be evaluated by a broad cross section of science, public health and society. The US government accepted these recommendations and the two journals (Science and Nature) have thus far not published the papers. Multiple additional forums are planned to discuss the issues and recommendations. The future for policy development in the area of pathogen research and DURC will be shaped by these recommendations and subsequent activities.

About the speakers:

Dr. Paul Keim holds the E. Raymond and Ruth Cowden Endowed Chair in Microbiology at Northern Arizona University (NAU), where he is also a Regents Professor of Biology. In addition, he directs the Pathogen Genomics Division at The Translational Genomics Research Institute (TGen). Both institutions are based in Flagstaff, Arizona. His biological interests span many types of organisms and microbes, but revolve around genetic diversity and its organization in populations and species. This necessarily has involved systematic and phylogenetic analyses to understand how observable genetic diversity is based upon past evolutionary processes. Biodefense programs have capitalized upon his approach of using genomic analysis to understand bacterial pathogen populations for microbial forensics and molecular epidemiological analyses. His laboratory was heavily involved in analysis of evidentiary material from the 2001 anthrax-letter attacks. He has published extensively on the evolution and population genetics of Bacillus anthracis, Yersinia pestis, Francisella tularensis, Burkholderia pseudomallei, Burkholderia mallei, Brucella spp., and Coxiella burnetii. Recently, these same principles have been applied to other public health-related and clinically important pathogens such as S. aureus and E. coli. In all, he has published over 230 scientific or policy papers. Dr. Keim received his B.S. in Biology and Chemistry from Northern Arizona University in 1977 and his Ph.D. in Botany in 1981 from the University of Kansas. Dr. Keim has previously served on the editorial boards of Crop Science and Molecular Breeding; he currently serves on the editorial boards of Infection Genetics and Evolution, Investigative Genetics, and Biotechniques.

Dr. David Relman is a professor of medicine – infectious diseases, and of microbiology and immunology at Stanford. He joined CISAC as an affiliated faculty member in November 2011. He is also chief, Infectious Diseases Section, at the VA Palo Alto Health Care System. Among his other activities, Dr. Relman currently serves as Vice-President of the Infectious Diseases Society of America, Chair of the U.S. National Academies of Science Institute of Medicine's Forum on Microbial Threats, and member of the National Science Advisory Board for Biosecurity. David A. Relman, M.D., is the Thomas C. and Joan M. Merigan Professor in the Departments of Medicine, and of Microbiology and Immunology at Stanford University, and Chief of Infectious Diseases at the Veterans Affairs Palo Alto Health Care System in Palo Alto, California. He is also Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford, and served as science co-director at the Center for International Security and Cooperation at Stanford from 2013-2017. He is currently director of a new Biosecurity Initiative at FSI.

Relman was an early pioneer in the modern study of the human indigenous microbiota. Most recently, his work has focused on human microbial community assembly, and community stability and resilience in the face of disturbance. Ecological theory and predictions are tested in clinical studies with multiple approaches for characterizing the human microbiome. Previous work included the development of molecular methods for identifying novel microbial pathogens, and the subsequent identification of several historically important microbial disease agents. One of his papers was selected as “one of the 50 most important publications of the past century” by the American Society for Microbiology.

Dr. Relman received an S.B. (Biology) from MIT, M.D. from Harvard Medical School, and joined the faculty at Stanford in 1994. He served as vice-chair of the NAS Committee that reviewed the science performed as part of the FBI investigation of the 2001 Anthrax Letters, as a member of the National Science Advisory Board on Biosecurity, and as President of the Infectious Diseases Society of America. He is currently a member of the Intelligence Community Studies Board and the Committee on Science, Technology and the Law, both at the National Academies of Science. He has received an NIH Pioneer Award, an NIH Transformative Research Award, and was elected a member of the National Academy of Medicine in 2011.
