In this session of the Shorenstein APARC Corporate Affiliate Visiting Fellows Research Presentations, the following will be presented:

Liang Fang, China Sunrain Solar Energy Company, "Comparison of Mobile Internet Innovation between U.S. and China's Internet Companies"

The rapid penetration of smartphones in China has stimulated the innovation in mobile internet and therefore resulted in many new business models.  Today, China is highly developed in some areas like e-commerce, mobile commerce, social media and O2O (offline to online sales) based on the characteristic of China’s online world.  Other factors that are stimulating China’s speed of innovation in mobile internet are 1) economics of scale based on high numbers of users, 2)  a large supply of software engineers and ambitious entrepreneurs, and 3) the government’s encouragement for national innovation.  Fang has applied case-study methods to analyze several of China’s most innovative internet companies and compare them with players in the U.S.  Fang also tracked a few representatives Chinese internet companies which have moved beyond China to enter the U.S. market.  According to his findings, Fang tried to answer the question of “How differently are current Chinese internet companies from their peers in the U.S. in aspects of innovation?” and “How far will Chinese internet companies go beyond the China market with their own innovation?”

Wataru Fukuda, Shizuoka Prefectural Government, "Promotional Strategies and Tactics in the Tourism Market, Focusing on Practices in the U.S."

In 2014, nearly 900,000 Americans visited Japan.  However, only 2-3% of those travelers visited the Shizuoka area, which is located between Tokyo and Kyoto – two of the most favorites areas to visit in Japan.  Shizuoka has the largest number of Japanese Inns (Ryokan), and the fourth largest market share of Japanese travelers.  With the tourism resources and an ideal location, which is frequently accessed from Tokyo and Kyoto, Shizuoka has a huge potential to expand the market share.  In his research, the statistical framework first identified the demographics profile and the characteristics of American travelers to Japan.  Within the luxury market, there is a growing number of affluent millenials who are looking for authentic experiences in their travels.  Fukuda has researched the possibilities of developing an inbound tourism market in Japan, specifically in Shizuoka, learning from practices in the United States.  His research identifies the affluent millenials as specific potential customers for the next decade and investigates the possibilities of the tourism resources in Shizuoka to satisfy their wants and needs.

Ryuichiro Takeshita, The Asahi Shimbun, "Should Human Beings or Computer Algorithms Be the Editors of News? - A Case Study of SmartNews (a Tokyo-based media start-up)"

SmartNews is a Japanese news aggregation app which expanded its service to the United States in 2014. The app is beautifully designed and readers can enjoy a mix of news stories from different publishers such as CNN, NBC News, Wired, Etc.  Instead of human editors deciding which news to put on page one, SmartNews uses computer algorithms to collect and distribute news.  The computer program cannot only analyze social media, but is able to track down how and when people read news.  Therefore, instead of relying on human intuition and experience, it can calculate which article will be most “important” to the mass audience.  Is this a kind of artificial intelligence and a defeat of human knowledge?  Is it using technology to generate collective intelligence?  Takeshita will illustrate the race against machines in the media industry and try to figure out how human beings could build an ideal relationship with machines.

Professor Jaeho Yeom, president of the elite Korea University in Seoul and a Stanford Political Science PhD will examine the historical development, current changes, and future course of East Asian universities. Drawing on his own experience at Korea University, where his initiatives include the "pioneering intellectuals" program to encourage and support student creativity, President Yeom will examine many aspects of higher education, including shifts in educational methodologies, demographics, the pressures of globalization, and changes in government and private funding. 

Professor Jaeho Yeom earned a PhD in political science at Stanford University for his research on Japanese industrial policy for high technology. He has taught public administration at Korea University since 1990. He was Executive Vice President of Korea University before being appointed President in March 2015. President Yeom has also taught or conducted research in Japan, Australia, China, and the United Kingdom. He served as an expert member of the Korean Presidential Commission of Science and Technology Policy and a board member of the Korea Science and Engineering Foundation. He also served as president of The Korean Association for Policy Studies in 2007 and of The Korean Association for Contemporary Japanese Studies in 2008. Currently, he is chairperson of the Policy Advisory Committee of the Ministry of Foreign Affairs and Trade, member of Public Service Evaluation Committee, and Editor in Chief of Asian Research Policy. President Yeom is the author of numerous books and studies, including Future Strategy for Test, Research, and Evaluation of Food and Drug (2011, NIFDS).

Global Talent seeks to examine the utility of skilled foreigners beyond their human capital value by focusing on their social capital potential, especially their role as transnational bridges between host and home countries. Gi-Wook Shin (Stanford University) and Joon Nak Choi (Hong Kong University of Science and Technology) build on an emerging stream of research that conceptualizes global labor mobility as a positive-sum game in which countries and businesses benefit from building ties across geographic space, rather than the zero-sum game implied by the "global war for talent" and "brain drain" metaphors.

The book empirically demonstrates its thesis by examination of the case of Korea: a state archetypical of those that have been embracing economic globalization while facing a demographic crisis—and one where the dominant narrative on the recruitment of skilled foreigners is largely negative. It reveals the unique benefits that foreign students and professionals can provide to Korea, by enhancing Korean firms' competitiveness in the global marketplace and by generating new jobs for Korean citizens rather than taking them away. As this research and its key findings are relevant to other advanced societies that seek to utilize skilled foreigners for economic development, the arguments made in this book offer insights that extend well beyond the Korean experience.

Gi-Wook Shin is the director of the Walter H. Shorenstein Asia-Pacific Research Center; the Tong Yang, Korea Foundation, and Korea Stanford Alumni Chair of Korean Studies; the founding director of the Korea Program; a senior fellow of the Freeman Spogli Institute for International Studies; and a professor of sociology, all at Stanford University. As a historical-comparative and political sociologist, his research has concentrated on social movements, nationalism, development, and international relations.

Shin is the author/editor of more than a dozen books and numerous articles. Joon Nak Choi is an associate professor in the Department of Management at Hong Kong University of Science and Technology. Prior to joining HKUST, he was a Postdoctoral Fellow at the Shorenstein Asia-Pacific Research Center at Stanford University. He earned his Ph.D and M.A in Sociology at Stanford  University and his B.A. in Economics and International Relations from Brown University. His ongoing research continues to focus upon the effects of social and political capital, especially in Korea.

 

Hwy-Chang Moon joined the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for the 2015-2016 academic year. During his time at Shorenstein APARC, Moon will be working on a research project titled, “The Global Strategy of Korean Firms in Silicon Valley.”

Moon received his PhD from the University of Washington and is currently a professor of international business strategy in the Graduate School of International Studies at Seoul National University in South Korea, where he also served as the Dean. He has previously taught at the University of Washington, University of the Pacific, State University of New York at Stony Brook, Helsinki School of Economics, Keio University, and Hitotsubashi University. Moon has also consulted for several multinational companies, international organizations, and governments (e.g., Malaysia, Dubai, Azerbaijan, and the Guangdong Province of China).

Gi-Wook Shin is the William J. Perry Professor of Contemporary Korea in the Department of Sociology, senior fellow at the Freeman Spogli Institute for International Studies, and the founding director of the Korea Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC) since 2001, all at Stanford University. In May 2024, Shin also launched the Taiwan Program at APARC. He served as director of APARC for two decades (2005-2025). As a historical-comparative and political sociologist, his research has concentrated on social movements, nationalism, development, democracy, migration, and international relations.

In Summer 2023, Shin launched the Stanford Next Asia Policy Lab (SNAPL), which is a new research initiative committed to addressing emergent social, cultural, economic, and political challenges in Asia. Across four research themes– “Talent Flows and Development,” “Nationalism and Racism,” “U.S.-Asia Relations,” and “Democratic Crisis and Reform”–the lab brings scholars and students to produce interdisciplinary, problem-oriented, policy-relevant, and comparative studies and publications. Shin’s latest book, The Four Talent Giants, a comparative study of talent strategies of Japan, Australia, China, and India to be published by Stanford University Press in the summer of 2025, is an outcome of SNAPL.

Shin is also the author/editor of twenty-seven books and numerous articles. Shin is not only the recipient of numerous grants and fellowships, but also continues to actively raise funds for Korean/Asian studies at Stanford. He gives frequent lectures and seminars on topics ranging from Korean nationalism and politics to Korea's foreign relations, historical reconciliation in Northeast Asia, and talent strategies. He serves on councils and advisory boards in the United States and South Korea and promotes policy dialogue between the two allies. He regularly writes op-eds and gives interviews to the media in both Korean and English.

Before joining Stanford in 2001, Shin taught at the University of Iowa (1991-94) and the University of California, Los Angeles (1994-2001). After receiving his BA from Yonsei University in Korea, he was awarded his MA and PhD from the University of Washington in 1991.

Joon Nak Choi is the 2015-2016 Koret Fellow in the Korea Program at Stanford University's Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC). A sociologist by training, Choi is an assistant professor at Hong Kong University of Science and Technology. His research and teaching areas include economic development, social networks, organizational theory, and global and transnational sociology, within the Korean context.

Choi, a Stanford graduate, has worked jointly with professor Gi-Wook Shin to analyze the transnational bridges linking Asia and the United States. The research project explores how economic development links to foreign skilled workers and diaspora communities.

Most recently, Choi coauthored Global Talent: Skilled Labor as Social Capital in Korea with Shin, who is also the director of the Korea Program. From 2010-11, Choi developed the manuscript while he was a William Perry postdoctoral fellow at Shorenstein APARC.

During his fellowship, Choi will study the challenges of diversity in South Korea and teach a class for Stanford students. Choi’s research will buttress efforts to understand the shifting social and economic patterns in Korea, a now democratic nation seeking to join the ranks of the world’s most advanced countries.
 
Supported by the Koret Foundation, the Koret Fellowship brings leading professionals to Stanford to conduct research on contemporary Korean affairs with the broad aim of strengthening ties between the United States and Korea. The fellowship has expanded its focus to include social, cultural and educational issues in Korea, and aims to identify young promising scholars working on these areas.

Hwy-Chang Moon has joined the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for the 2015-2016 academic year. During his time at Shorenstein APARC, he will be working on a research project entitled, “The Global Strategy of Korean Firms in Silicon Valley," and will also teach a course on Korean economy and business in the fall quarter.

Moon is a professor of international business strategy at the Graduate School of International Studies (GSIS), Seoul National University, where he also served as the dean of GSIS.

Professor Moon is the editor-in-chief of the Journal of International Business and Economy, and has published numerous articles and books on topics covering international business strategy, cross-cultural management and economic development in East Asia with a focus on South Korea. He frequently provides his perspectives on global economy and business through interviews and televised debates, and his writings appear regularly in South Korean newspapers. The New York Times and NHK World TV have also asked for his perspectives on these topics.

Professor Moon received a PhD from the University of Washington, and has previously taught at the University of Washington, University of the Pacific, State University of New York at Stony Brook, Helsinki School of Economics, Keio University, and Hitotsubashi University. "'Critical Engagement': British Policy toward the DPRK" examines the United Kingdom's policy toward the Democratic People's Republic of Korea (DPRK). The policy known as "critical engagement" has been applied for over 14 years. 

"UK efforts are not going to have the immediate result we all want. However, they do show...that it is possible to carry out engagement and hopefully reduce the chasm between DPRK thinking and the rest of the world," author Mike Cowin writes. He suggests that the British approach is similar to that advised by a Stanford research team in Tailored Engagement.

Cowin wrote an earlier policy paper on relations between the DPRK and the European Union in March 2015.

Mike Cowin is the 2014-15 Pantech Fellow in the Korea Program at the Walter H. Shorenstein Asia-Pacific Research Center. Before coming to Stanford, he served as the deputy head of mission at the British Embassy in Pyongyang, North Korea. He has also served in the British embassies in Seoul from 2003 to 2007, and in Tokyo from 1992 to 1997.

North Korea fired off short-range missiles last Tuesday close to the arrival of U.S. Secretary of Defense Ashton Carter to the region. Carter, who was on his inaugural trip to Asia as the newly confirmed Secretary of Defense, said the launch was a sign of the region’s continued tensions.

The United States consistently expresses concern over North Korea’s nuclear and missile capabilities, yet attempts to resume the Six-Party Talks, the negotiations to denuclearize North Korea which began in 2003, have been unsuccessful. The United Kingdom, although not an official participant in the Talks, has had diplomatic relations with North Korea since 2000, setting itself apart from many in the West, and from Japan which do not have formal diplomatic ties with the country. 

In a new policy brief, Mike Cowin, the 2014-15 Pantech Fellow at the Walter H. Shorenstein Asia-Pacific Research Center (APARC), discusses lesser-known channels of engagement between the United Kingdom and North Korea.

Cowin is the former deputy head of mission at the British Embassy Pyongyang, and implemented many of the programs he describes in the paper, "Critical Engagement": British Policy Towards the DPRK.

Typically small-scale and led largely in collaboration with European NGOs, the Embassy’s initiatives span from humanitarian aid – providing water supplies and sewage systems – to exchanges – hosting visiting delegations of North Korean paralympic athletes and English teachers.

The Embassy also works to build a stronger understanding of modern Britain in North Korea. They have shown films such as Wallace and Grommit and Philomena at the Pyongyang International Film Festival, and supplemented reading materials in the Grand People’s Study House, a central library in Pyongyang.

Cowin says that it’s not easy to construct these exchanges, but if established, they provide small steps in the right direction, and help set the stage for critical engagement in the future. The United Kingdom’s approach shares commonalities with the suggestions made by a Stanford research team in Tailored Engagement, he says.

“The United Kingdom’s efforts are not going to have the immediate result we all want. However, they do show that the DPRK is not completely isolated from the Western world and that it is possible to carry out engagement,” he says.

Cowin is also the author of an earlier policy brief on relations between North Korea and the European Union.

Political fragmentation early on exacerbated the post-communist economic transitions in the Soviet Union and Eastern Europe, new Stanford research shows.

In a new paper, Stanford sociology professor Andrew Walder says that the neoliberal economic policies introduced in those former communist countries did not cause their economic collapses. Neoliberal is a modified form of liberal policies tending to favor free-market capitalism.

In an interview, Walder said, "Policy choices mattered, but they did not create the initial problems that they were intended to solve."

Rather, the longer the decline of the communist system before regime change and the greater the uncertainty over state ownership of assets, the more likely the country fell into prolonged decline.

The lesson for surviving communist or socialist regimes is that future transitions will be less economically damaging if they are rapid and political certainty exists about the ownership of state-owned assets, wrote Walder and co-authors Andrew Isaacson and Qinglian Lu, both Stanford graduate students in sociology.

The worldwide transformation of state socialism during the 1990s saw many of those countries plunge into recession, usually far beyond initial expectations, he said. Most analysts originally expected short-run hardships as those societies and their economies were restructured. It did not happen that way.

"Sharp recessions in the first states to emerge from the revolutions of 1989 were followed by much deeper economic crises in new states that emerged from the breakup of the Soviet Union," said Walder, the Denise O'Leary and Kent Thiry Professor in the Humanities and Sciences and a senior fellow at the Freeman-Spogli Institute for International Studies.

The few surviving communist autocracies that retooled their economies avoided recessions and grew more rapidly, despite once being considered the least promising places for market reform. China and Vietnam are two examples.

Recessions and politics

The researchers examined economic and growth-rate data from 31 countries for the period from 1989 to 2007. They analyzed three competing explanations for post-socialist economic performance – policy choice, initial economic circumstances and reform-era political institutions.

They found that by far the largest differences in growth rates across some 31 transitioning economies were due to wide differences in the initial years of the 1990s. After these initial crises passed in the mid-1990s, growth rates were similar.

They studied those countries that experienced no regime change, like China; those that experienced rapid regime change, like Poland; and those that experienced a prolonged and deep deterioration of political institutions before their eventual collapse.

The initial recessions were a result of the political disruption that accompanies regime change, and state socialist economies were particularly vulnerable to the collapse of communist parties. The political nature of state socialism makes it unusually vulnerable to this problem, Walder said.

"Communist parties played a central role in defining and enforcing the state's property rights over assets – especially important because almost all assets were the property of the state," the authors wrote.

So, when a communist party's ability to perform this function declined for a prolonged period, the economy was undermined by uncertainty over ownership claims.

"This was a problem in all communist regimes that collapsed shortly after 1988, but the political decline of the Soviet Union in its final years was far more protracted and severe than in other communist regimes, where regime change was much more abrupt," they wrote.

The big picture

In the big picture, Walder noted that at the time of the collapse of many post-Soviet economies in the 1990s, everyone's attention was focused on "what is to be done," and this pitted proponents of Chinese style "gradualism" versus "big bang" reforms prescribed by many Western economists.

"It later led to charges that neoliberal policy advice led to the collapse of economies, and to counter-arguments that it was a failure to properly carry out these policies – or something about a country's fundamentals – that was actually the cause of economic collapse," according to Walder.

In retrospect, he said, the worst economic crises were well advanced before any of these policy approaches were carried out, and the real causes were political in nature and rooted in different patterns of decline of communist parties in the prior period, something that eluded the attention of those on both sides of these debates.

It also shows that the heated debates about privatization – its speed and extent – were of secondary importance during the initial years of post-communism.

Walder said, "What mattered most was the capacity of a state to define and enforce property rights of any kind. This is the root cause of the economic collapse in so many of the former Soviet republics."

And so, the alleged merits of Chinese-style "gradualism" were confused with the advantage of not having political institutions collapse, he added.

Soviet Union collapse

The Soviet decline was far more prolonged and pronounced than in all of the other states where communist parties eventually surrendered power, said Walder. Two factors contributed to this:

One was a set of ill-conceived economic reforms that undermined the communist party's control over state assets several years before the Soviet collapse. The other factor was the fall of the Soviet communist party-state. By 1989, the party was already disintegrating, so ownership claims over state assets became unclear, Walder said.

"When communist parties deteriorated deeply over the medium run – as in the USSR – it set off a struggle to control assets, leading to deep economic crises that were intensified in states that broke apart into new entities, which in turn often led to hyperinflation and armed warfare," said Walder.

This is a time at which the global movement for universal health coverage (UHC) is under intense review.  As an isolated country which recently opened up to the world, Myanmar has endorsed the goal of achieving UHC by 2030. However, current evidence has shown that there will be significant challenges for Myanmar to achieve this target.  The Myanmar health system comprises a pluralistic mix of public and private systems both in financing and provision. It was ranked the second worst in terms of ‘overall health system performance’ by the WHO in 2000. According to World Bank (2012), the country’s out-of-pocket payment burden is one of the highest in the world, at 81% of total health expenditures, resulting in high levels of catastrophic health expenditure. About three-quarters of Myanmar’s citizens, including the poorest and most marginalized communities, find themselves with very limited access to essential health services. And too many of these same populations suffer a further burden of being pushed, or kept, in poverty because they have to pay for their health care. Recognizing the fragility of its health system, Myanmar launched some transformations in the health sector in 2011. The most significant changes were increasing the health budget four-fold since 2011, launching some health insurance programs in some areas, starting to collaborate with a diversity of actors in the health sector, and major structural changes in the Ministry of Health, Myanmar. This colloquium will reflect upon these transformations and discuss how the changes will shape Myanmar’s future health system, drawing upon comparisons with health reforms in other South East Asian countries.

Phyu Phyu Thin Zaw is currently a visiting scholar at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC). Her research interests are reproductive health, equity, health policies and gender issues.  

After receiving her MBBS degree from the University of Medicine (Mandalay), Phyu Phyu worked for two years at a public hospital. In 2009, she became an active researcher at the Department of Medical Research (Upper Myanmar). As a researcher, she participated in various clinical and public health researches and presented papers at national and international conferences. She was also actively involved in the welfare of underprivileged groups in Myanmar. She earned her PhD in Epidemiology from the Prince of Songkla University, Thailand in 2013. After her PhD, she continued her work at DMR (Upper Myanmar) as a research officer as well as a member of the secretariat of the Academic Committee. She was also as a field supervisor in two national surveys on HIV and RH commodities and services in Myanmar. She has also published journal articles on equity, gender differences and RH services utilization among the poor.

At APARC, Phyu Phyu will study the current trends of Myanmar health policies in general, as well as the specific sex education programs of the country. She will investigate how Myanmar/Burmese culture affects the objectives of the current sex education programs at schools based on the perceptions of adolescent students, teachers and parents.

China has a relatively weak primary healthcare system as well as the highest absolute disease burden of diabetes in the world, accounting for almost one in three diabetes patients globally. An estimated 74.2% of the 114 million Chinese patients with diabetes are untreated. Extending treatment will add a heavy burden on the health care system. As the most developed Chinese city that spends a modest 5.1% GDP on health with excellent outcomes, Hong Kong may serve as a cost-effective model for strengthening primary  care for chronic disease management, with diabetes care as an example.

In this seminar, Professor Leung will discuss the health system in Hong Kong, the importance of primary care, and recent research assessing the ‘value for money’ of care for all 631,469 patients with diabetes who attended the public sector in Hong Kong between 2006 and 2013.  He argues that the publicly funded and provided integrated model of Hong Kong may serve as a useful value-for-money reference as mainland China scales up to address the national epidemic of chronic disease like diabetes.

Gabriel Leung became the fortieth Dean of the Li Ka Shing Faculty of Medicine in August 2013. Leung, a clinician and a respected public health authority, concurrently holds the Chair of Public Health Medicine. Previously he was Professor and Head of Community Medicine and served as Hong Kong’s first Under Secretary for Food and Health and fifth Director of the Chief Executive's Office in government.

Leung specialises in the field of public health medicine, a statutorily accredited specialty that covers the full range of public health sciences and their constituent disciplines.

Within the broad scope of public health medicine, his major interests revolve around topics that 1) have major population health impact locally, 2) where Hong Kong is a reliable and unique epidemiologic sentinel for mainland China, or 3) where Hong Kong is particularly endowed and best placed to address the fundamental science at hand. As such his research crosses the traditional boundaries of individual disciplines or fields of enquiry.

Koret Distinguished Lecture Series: Lecture VI

Facing increasingly daunting challenges at home and abroad, South Korea will hold its next presidential election in December 2017. At home, South Koreans are concerned about a rapidly aging society, imminent population decline, economic slowdown, and an inadequate social welfare net. Abroad, they worry about the strength of their alliance with the United States, confrontation among the countries of Northeast Asia over history and territorial issues, and military buildups in the region, including North Korea’s continuing pursuit of nuclear weapons. Thus, the 19th presidential election may prove to be the most important in Korea’s history. Yet problems with Korea’s current presidential system and candidate selection process are all too apparent. The Honorable Hyong O Kim, a former Speaker of Korea’s National Assembly who has been heavily engaged in many past presidential elections, will analyze the outlook for the 2017 presidential election and recommend ways of dealing with the weighty issues it entails.
