Expansion of irrigated land can cause local cooling of daytime temperatures by up to several degrees Celsius. Here the authors compare the expected cooling associated with rates of irrigation expansion in developing countries for historical (1961-2000) and future (2000-30) periods with climate model predictions of temperature changes from other forcings, most notably increased atmospheric greenhouse gas levels, over the same periods. Indirect effects of irrigation on climate, via methane production in paddy rice systems, were not considered. In regions of rapid irrigation growth over the past 40 yr, such as northwestern India and northeastern China, irrigation's expected cooling effects have been similar in magnitude to climate model predictions of warming from greenhouse gases. A masking effect of irrigation can therefore explain the lack of significant increases in observed growing season maximum temperatures in these regions and the apparent discrepancy between observations and climate model simulations. Projections of irrigation for 2000-30 indicate a slowing of expansion rates, and therefore cooling from irrigation expansion over this time period will very likely be smaller than in recent decades. At the same time, warming from greenhouse gases will likely accelerate, and irrigation will play a relatively smaller role in agricultural climate trends. In many irrigated regions, therefore, temperature projections from climate models, which generally ignore irrigation, may be more accurate in predicting future temperature trends than their performance in reproducing past observed trends in irrigated regions would suggest.

The response of air temperatures to widespread irrigation may represent an important component of past and/or future regional climate changes. The quantitative impact of irrigation on daily minimum and maximum temperatures (Tmin and Tmax) in California was estimated using historical time series of county irrigated areas from agricultural censuses and daily climate observations from the U.S. Historical Climatology Network. Regression analysis of temperature and irrigation changes for stations within irrigated areas revealed a highly significant (p < 0.01) effect of irrigation on June–August average Tmax, with no significant effects on Tmin (p > 0.3). The mean estimate for Tmax was a substantial 5.0°C cooling for 100% irrigation cover, with a 95% confidence interval of 2.0°–7.9°C. As a result of small changes in Tmin compared to Tmax, the diurnal temperature range (DTR) decreased significantly in both spring and summer months. Effects on percentiles of Tmax within summer months were not statistically distinguishable, suggesting that irrigation’s impact is similar on warm and cool days in California. Finally, average trends for stations within irrigated areas were compared to those from nonirrigated stations to evaluate the robustness of conclusions from previous studies based on pairwise comparisons of irrigated and nonirrigated sites. Stronger negative Tmax trends in irrigated sites were consistent with the inferred effects of irrigation on Tmax. However, Tmin trends were significantly more positive for nonirrigated sites despite the apparent lack of effects of irrigation on Tmin from the analysis within irrigated sites.

Together with evidence of increases in urban areas near nonirrigated sites, this finding indicates an important effect of urbanization on Tmin in California that had previously been attributed to irrigation. The results therefore demonstrate that simple pairwise comparisons between stations in a complex region such as California can lead to misinterpretation of historical climate trends and the effects of land use changes.

Abstract: In this age of increasing "Global Transparency," commercial satellite imagery has now made it possible for anyone to remotely peer "over the fence" and view what heretofore had been otherwise impossible...clandestine nuclear facilities (most significantly, those capable of producing fissile material suitable for use in nuclear weapons). The synergistic combination of readily available tools: personal computers, the internet, three-dimensional virtual globe visualization applications such as Google Earth, and high resolution commercial satellite imagery has gone beyond what anyone could have imaged just a few years ago. The downside of all this is that those who want to keep their clandestine nuclear facilities and associated activities from being either detected, identified, and/or monitored, are becoming more adept in their use of camouflage, concealment, and deception.

Iran is one such case where it has followed a steep learning curve of adapting to the threat that overhead observation can pose. After repeated dissident group revelations about Iran's clandestine nuclear facilities, together with confirming media broadcast of commercial satellite images of those facilities followed by verification inspections by the International Atomic Energy Agency (IAEA); the government of Iran has become increasingly aware of this threat and gone to greater and greater lengths to try and defeat it. Iran's cover-up tactics have improved with time...from concealed infrastructure and false cover stories (Natanz)...to refurbishment and sanitization of facilities following removal of incriminating equipment (Kalaye Electric and Lashkar Abad), to the wholesale razing of facilities together with the removal of dirt and vegetation to defeat IAEA forensic environmental sampling (Lavizan).

While the international community continues to debate the issue of whether or not Iran's nuclear program is purely peaceful in nature (helping it to stay an "open case"), Iran is defiantly pursuing its goal of fissile material production. Syria, on the other hand (evidently together with North Korea), was also quite aware of the overhead observation threat, taking great pains to conceal its plutonium production reactor at Al-Kibar. Syria disguised the true function of the facility by employing minimal site security (no fences or guard towers), having minimal support infrastructure (with non visible powerlines and only buried water lines), not installing a telltale reactor ventilation stack or cooling tower, hiding the reactor building in a ravine (terrain masking), and finally camouflaging the facility with a false façade to make it appear as a byzantine fortress. Nonetheless, despite all those steps, a leak of ground-level reactor construction and interior photographs, which formed the basis for the subsequent bombing of the facility by Israel, successfully thwarted that effort (the "closed case?"). Rather than confessing the truth about al-Kibar, the Syrian government rushed to remove all traces of the destroyed reactor and supplant it with a new larger footprint building for as yet unknown purposes while continuing to claim it was previously only a disused military warehouse. The IAEA asked d Syria for permission to inspect not only the Al-Kibar site, but reportedly up to three other sites thought to be associated with it. The Syrians refused access to all but the now heavily sanitized Al-Kibar location. We must now all await the IAEA report on the findings of that singular onsite inspection.

Frank Pabian is a Senior Nonproliferation Infrastructure Analyst at Los Alamos National Laboratory who has over 35 years experience in the nuclear nonproliferation field including six years with the Office of Imagery Analysis and 18 years with Lawrence Livermore National Laboratory's "Z" Division.  Frank also served as a Chief Inspector for the IAEA during UN inspections in Iraq from 1996-1998 focusing on "Capable Sites." In December 2002, Frank served as one of the first US nuclear inspectors back in Iraq with UN/IAEA. While at Los Alamos, Frank has developed and presented commercial satellite imagery based briefings on foreign clandestine nuclear facilities to the International Nuclear Suppliers Group, the IAEA, NATO, and the Foreign Ministries of China and India on behalf of the NNSA and STATE.

During late World War II, the Japanese army starts loosing the battle.  Special junior officers including Kamio (Kenichi Matsuyama) board Yamato and meet officer Moriwaki (Takashi Sorimachi) and Uchia (Shidou Nakamura).  However, this battle marks the virtual end of the combined fleet of the ikmperial Japanese Navy.  Then in April 1945. Yamato is ordered to carry out a suicide mission and sets out tot he waters of Okinawa...

Matei "Matt" Georgescu is a Post-doctoral Scholar in the Center on Food Security and the Environment. His general research focuses on the use of mesoscale numerical modeling to study the interaction(s) between the land and overlying atmosphere.  Human alteration of the earth's surface has changed (and continues to change) the manner in which solar radiation is absorbed by the surface and in turn modifies the fluxes of energy and water back into the atmosphere, with significant implications for weather and climate.

Specifically, he is interested in the regional climatic impact of changing landscapes, due to, for example, altered agricultural practices or urbanization. At Stanford, his main goal will be to quantify how local and regional climate responds to landscape change resulting from increased biofuel production.

Dr. Georgescu completed his Ph.D. at Rutgers University in May, 2008. His current work at Stanford is a direct extension of his work at Rutgers, where he investigated, using a numerical modeling approach, the climatic effect of one of the most rapidly urbanizing areas in the United States - the Greater Phoenix region. A recipient of a NASA Earth System Science Fellowship, his work showed the significant impact of anthropogenic landscape modification, in a semi-arid region, on regional climate.

The Environmental Ethics Working Group has embarked on two distinct and experimental approaches to environmental ethical research. One approach explores the normative dimensions of quantitative environmental research. The other approach seeks either to integrate scientific data into normative arguments or to examine the real world quantitative implications of such arguments. The combination of quantitative and normative work is an exciting new interdisciplinary adventure.

Last quarter's environmental ethics working group kicked off with Marilyn Cornelius (1st year PhD student in the Interdisciplinary Program in Environment and Resources -- IPER) presenting a paper on global identity and climate justice. Last quarter's presentations were made by graduate students and post-docs in Education, Public Policy, Global Justice, Ethics and Society, Philosophy, and IPER on topics including national savings and sustainability, national obligations to prevent catastrophic climate change, how moral and political values affect research, the security impacts of climate change, who should bear the costs of Indian energy policy changes and what drinking water standards are appropriate for rural areas.

The group meets once a week to discuss a member's research and is funded through Woods Institute Environmental Venture Project and the Program on Global Justice Program. Debra Satz, Joshua Cohen and Kenneth J. Arrow serve as faculty advisors. Aside from eventually publishing the papers, the group is organizing a workshop for Winter 2009.

Leading matters is an inspirational stanford tour that reveals how the university is changing and reinventing itself. Designed exclusively for Stanford alumni, family, and friends, Leading Matters is being held in 17 locations that stretch from London to Hong Kong. Speakers include Stanford President John Hennessy, distinguished deans, and faculty. Each event features thought-provoking faculty panels, stimulating seminars, and a state-of-the-art media presentation.

Several FSI faculty members presented their research findings at Leading Matters events in Seattle, San Diego, and Hong Kong, which were sponsored by The Stanford Challenge and the Stanford Alumni Association.

In Seattle, on January 26, FSI faculty led the panel, “Emerging Superpowers: Influence and Supremacy in the 21st Century,” which addressed how the landscape of world power has evolved since the end of the Cold War and what factors contribute to the making of current superpowers.

The panel, moderated by Dean Robert Joss of the Graduate School of Business, included William J. Perry, Michael and Barbara Berberian Professor, FSI Senior Fellow, and the 19th secretary of defense; Michael A. McFaul, professor of political science, Peter and Helen Bing Senior Fellow, Hoover Institution, and director of CDDRL; and Stephen J. Stedman, professor of political science (by courtesy) and senior fellow at CISAC and FSI. Said Perry, on efforts to reduce nuclear arms worldwide, “If we want to end the dangers that nuclear weapons pose to our civilization, we should not be waiting for divine intervention. We ourselves must take the necessary action.”

Rosamond L. Naylor, director of the Program on Food Security and the Environment and Julie Wrigley Senior Fellow, presented as part of the panel, “Big Plans for a Small Planet: Can We Feed the World Without Wrecking the Oceans?” moderated by Dean Pamela Matson of the School of Earth Sciences. Addressing some of the economic and environmental ramifications of the world’s growing dependence on the oceans for food, Naylor said, “Promoting environmentally sustainable fish farming operations requires knowledge of waste flows from open netpens, the ecological impacts of farming on wild fish populations, the economics of farming, and the regulatory Decisive Gifts Enable Summer Fellows Program to Continue with Bold Vision institutions governing the industry. Stanford is unique in integrating all of these factors into its analysis of the aquaculture sector.”

In San Diego, on March 8, Dean Richard Saller of the School of Humanities and Sciences moderated a panel on “Clash of Cultures,” featuring Stephen D. Krasner, Graham H. Stuart Professor of International Relations and FSI Senior Fellow; Abbas Milani, Moghadam Director of Iranian Studies, research fellow and co-director of the Iran Democracy Project at the Hoover Institution; and Martha Crenshaw, professor of political science (by courtesy) and senior fellow at CISAC and FSI. They explored how cultural differences influence power relations between nations in the post–Cold War world. Said Crenshaw, “Actually, the ‘new’ terrorism is not so different from the ‘old’ in terms of goals, methods, and organization. Terrorism in a variety of forms has occurred in all cultural contexts. What all expressions of the phenomenon have in common is political motivation. Terrorist violence is best understood as politics, not culture.”

In Hong Kong on April 19, President Hennessy and FSI Director Coit D. Blacker addressed the changing balance of power between the U.S., China, and India. Scott Rozelle, Helen F. Farnsworth Senior Fellow, spoke on the panel, “Troubled Waters,” moderated by Dean Pamela Matson. Noting that more than 1.1 billion people have no access to safe or plentiful water, Rozelle addressed implications for global health and economic development.

Asked Rozelle, “Is China facing a water crisis? Some say yes. It could destablize China. It could even push China to ‘starve the world’ by reducing its ability to produce food and force it to turn to international markets, which would push up the cost of food globally. Can Stanford’s research help build ‘bridges’— sound policy bridges — over troubled waters? Should Freeman Spogli Institute researchers be involved in such work? We believe the answer is unequivocally yes. We are getting involved in the solutions to society’s most complicated problems. We are building partnerships with government officials, academics, and community leaders — and most of all the poorest of the poor, in trying to become builders of bridges.”

Four years after the ouster of the extremist Taliban government , Afghanistan is moving ahead but needs investment and expertise to recover from 30 years of war, the country’s ambassador to the United States said during a Nov. 14 luncheon at the Freeman Spogli Institute for International Studies.

“Afghanistan has come a long way but the journey has just started,” said Said Tayeb Jawad, a former exile who returned to work for his homeland in 2002. The one-time San Francisco-based legal consultant was named Afghanistan’s ambassador to Washington two years ago by then-Interim President Hamid Karzai. “We would like to join the family of nations once again and stand on our own feet as soon as possible,” he said.

In an address to about 100 faculty, students, staff, and donors, Jawad spoke of his country’s strategic role in the war on terrorism. “Global security is one concept,” he said. “In order to fight terrorism effectively, better investment in Afghanistan is needed to stabilize the country and make [it] a safer place for Afghans and, therefore, global security.”

Afghanistan has established all the institutions needed for the emergence of a civil society, Jawad said. A new constitution was approved in January 2004, presidential elections took place in October of that year, and elections for a new parliament were held two months ago. “The constitution we have adopted is the most liberal in the region,” he said. Although problems abound—Afghanistan is the poorest country in Asia, only 6 percent of its residents have access to electricity and only 22 percent have clean water—the ambassador expressed hope for the future. About 3.6 million refugees have returned home, he said, and 86 percent of Afghans think they are better off today than four years ago, according to an Asia Foundation survey.

Émigrés are the leading investors in the country, Jawad said, noting that an Afghan American recently pumped $150 million into the country’s nascent cell phone system. Many others, including Jawad himself, have heeded President Karzai’s call for émigré professionals to aid their homeland. Other international expertise is also moving in: Eleven foreign banks have opened for business and 60,000 skilled workers from Pakistan and Iran have moved to Kabul. “We are trying to reconnect the country by building roads and the communication system,” Jawad said. “Reconnecting the country is important for national unity but also for the fight against terrorism and narcotics.”

Tackling the profitable opium trade is a top challenge facing the government and its greatest obstacle to national reconstruction, Jawad said. “Its proceeds feed into terrorism and lawlessness,” he said. In the past, horticulture comprised 70 percent of Afghanistan’s exports. But 30 years of war decimated a generation of farmers and destroyed traditional farming. “If you have a vineyard or orchard, you have to have a prospect of 10 years,” the ambassador said. “If you don’t have a sense of hope, you grow poppy seeds. It takes three months to harvest poppy. You can put it in a bag, take it with you and become a refugee again.”

While terrorists and the Taliban are defeated in Afghanistan, Jawad said, they are not eliminated and they continue to attack what he described as soft targets: schools and mosques and aid workers. But in the last two days, a U.S. soldier and NATO peacekeepers were killed in attacks, which police blame on al-Qaida. To help counter this, efforts are under way to build a trained national army and police force. More than 36,000 soldiers already have been trained. While the country is grateful for foreign military assistance, the ambassador said, “It’s our job to defend our country.”

The country’s leadership also allowed lower-ranking Taliban to join the government; three former officials have been elected to the new parliament. “This was a decision that was difficult to take,” Jawad said. “But we want to deny terrorists a recruiting ground. We are trying to pursue a policy of reconciliation. We cannot afford to have another circle of violence and another circle of revenge.”

At the end of the address, FSI Director Coit D. Blacker reiterated a formal statement initially made in August inviting President Karzai to visit Stanford.
