Agriculture in Africa has grown steadily for the past 15 years. But that economic improvement is just making up for the preceding two decades of stagnation, says Ousmane Badiane, Africa director for the International Food Policy Research Institute (IFPRI).

And future progress toward industrialization depends on continued agricultural growth, he says.

Badiane will deliver a lecture on April 7, titled Why Has Africa Been Slow in Developing its Agriculture?. He will discuss the current state of agriculture in Africa, the technological resources available and policies needed for economic growth, and how agriculture can address the country's challenge of poverty.

The talk will begin at 4 p.m. at the Bechtel Conference Center in Encina Hall. It is free and open to the public.

A citizen of Senegal working in IFPRI's Washington, D.C., office, Badiane coordinates the organization's food policy research and communications throughout Africa.

From 1998 until mid-2008, Badiane worked at the World Bank as a lead specialist for food and agricultural policy for the Africa region.

As a senior research fellow at IFPRI from 1989 until 1997, Badiane led the institute's work on market reforms and development. He taught as an adjunct professor at the John Hopkins School of Advanced International Studies from 1993 until 2003.

Stanford's Program for Food Security and the Environment (FSE) sponsors the two-year Global Food Policy and Food Security Symposium Series, which is funded by a $1 million grant from the Bill and Melinda Gates Foundation.

Jeff Raikes, chief executive officer of the Gates Foundation, and Greg Page, chief executive officer and chairman of Cargill Inc., delivered the first lecture, Improving Food Security in the 21st Century: What are the Roles for Firms and Foundations, in February.

Future seminars will cover policy development to increase wealth, agricultural productivity and resource stewardship.

All lectures will be videotaped and posted on the symposium website, Global Food Policy and Food Security Symposium Series.

Lyushun Shen earned his doctorate in International Relations from the University of Pennsylvania. He started his career at the School of Law, University of Maryland before deciding to become a professional diplomat.  He has enjoyed a distinguished career serving Taiwan in its overseas missions in America and Europe, including in Washington D.C., Kansas City, Geneva and Brussels.  Prior to his current appointment he was Taiwan’s representative to the European Union. His publications include:  “The Republic of China’s Perspective on the US Omnibus Trade and Competitiveness Act of 1988” (The Chinese Yearbook of International Law and Affairs, 1989), The Issue of US Arms Sales and Peking’s Policy toward Taiwan (Taipei, 1986), “Is Peking’s Claim over Taiwan Internationally Recognized?” Monograph Series of the Asia and World Forum (Taipei, 1984), “The Washington-Peking Controversy over US Arms Sales to Taiwan: Diplomacy of Ambiguity and Escalation” (The Chinese Yearbook of International Law and Affairs, 1982), and “The Taiwan Issue in Peking’s Foreign Policy during the 1970’s, A Systematic Review” (The Chinese Yearbook of International Law and Affairs, 1981).

In this special event, Vice Foreign Minister Shen will reflect on the century-long relationship between the Republic of China and the United States, and address the future prospects and challenges of this relationship.

Visiting Scholar Program on Arab Reform and Democracy

Ahmed Benchemsi is a visiting scholar at Stanford University's Program on Arab Reform and Democracy at the Center on Democracy, Development and the Rule of Law. His focus is on the democratic grassroots movement that recently burgeoned in Morocco, as in Tunisia and Egypt. Ahmed researches how and under what circumstances a handful of young Facebook activists managed to infuse democratic spirit which eventually inspired hundreds of thousands, leading them to hit the streets in massive protests. He investigates whether this actual trend will pave the way for genuine democratic reform or for the traditional political system's reconfiguration around a new balance of powers - or both.  

Before joining Stanford, Ahmed was the publisher and editor of Morocco's two best-selling newsweeklies TelQuel (French) and Nishan (Arabic), which he founded in 2001 and 2006, respectively. Covering politics, business, society and the arts, Ahmed's magazines were repeatedly cited by major media such as CNN, BBC, Al Jazeera and more, as strong advocates of democracy and secularism in the Middle East and North Africa.

Ahmed received awards from the European Union and Lebanon's Samir Kassir Foundation, notably for his work on the "Cult of personality" surrounding Morocco's King. He also published op-eds in Le Monde and Newsweek where he completed fellowships.

Ahmed received his M.Phil in Political Science in 1998 from Paris' Institut d'Etudes Politiques (aka "Sciences Po"), his M.A in Development Economics in 1995 from La Sorbonne, and his B.A in Finance in 1994 from Paris VIII University.

It is now widely recognized that a rigorous, policy-relevant impact evaluation embeds the counterfactual analysis of impact in a wider analysis of the underlying program theory (theory of change) of the intervention, also referred to as causal chain analysis. Unpacking the causal chain requires a combination of factual and counterfactual analysis. The seminar will present examples of causal chains. The types of data collection and analysis – both quantitative and qualitative – to analyze the different links in the chain will be discussed. A major challenge in mixed methods is to truly integrate quantitative and qualitative approaches.

About the speaker

Howard White formerly led the impact evaluation program of the Independent Evaluation Group of the World Bank, where he was responsible for impact studies on basic education in Ghana, health and nutrition in Bangladesh, rural electrification, rural development in Andhra Pradesh and a review of impact studies of water supply and sanitation.

Egyptian activists made history in February 2011 when they overturned a thirty-year dictatorship, in part thanks to their mastery of social media.

On April 4, the Center on Democracy, Development, and the Rule of Law at Stanford University together with the Cloud to Street Initiative, will be holding a Digital Townhall meeting to connect activists who were leading the protest movement in Cairo with researchers at Stanford, Harvard, and the University of British Columbia. This will be an opportunity to hear directly from activists about their experiences leading protests, using social media to influence events, and what assistance they could use to increase their influence going forward. 

The format will include a panel of four activists speaking by live video feed, with participants in North America sending questions by chat. You may log in to the conversation from any internet connection, or you may join us in person from the CISAC conference room in Encina Hall.

Sabah Hamamou is one of Egypt’s most acclaimed new media journalists.  A 36-year-old whose Youtube channel has some 370,000 upload views, she is also a deputy editor at Al Ahram, the country’s most prestigious newspaper. Sabah initially joined the protests as a reporter, but when the protesters came under attack on the first evening of the revolution, she posted the videos she had taken from Tahrir Square, and instantly had 90,000 hits.  Sabah then led an in-house revolt at Al-Ahram over the newspaper’s insistence on reporting regime propaganda about the revolution.  When Al Ahram started reporting the truth about the protests in early February, people throughout Egypt began to realize how much the Mubarak regime had lost popular support.

Mona Shahien is a founder of the Revolutionary Youth Union, a group formed out of the masses in Tahrir Square that sparked initiatives to treat wounded protesters and to clean up the Square, two activities that went viral and demonstrated the new sense of civic engagement that underlies Egypt’s revolution.  She recently founded Tahrir Lounge as a space to bring activists together to communicate, train and collaborate.

Abdel Rahman Faris is a one of three independents on the Revolutionary Youth Council, the coordinating group of youth movements that planned the January 25 protests that set off the revolution.  Frustrated by censorship in the mainstream media, Faris set up the blog www.abdofares.blogspot.com, which he uses to mobilize online communities to engage in political activity.

Please join the Program on Human Rights at the Center on Democracy, Development, and the Rule of Law, in welcoming Kenneth Roth, Executive Director of Human Rights Watch for a special event on the topic of President Obama's human rights record. Mr. Roth will speak about the US response to human rights abuses around the world, including recent uprisings in the Middle East and North Africa.

The event will be chaired by Professor David Abernethy, Professor Emeritus in the Stanford department of Political Science.  

How is Obama doing on human rights?
Executive Director Kenneth Roth will assess the Obama Administration's human rights record. How has the president done in addressing the uprisings in the Middle East and North Africa? How has he performed on legacy issues, such as Guantanamo and torture? How has he handled competing national interests in places like China? Has his greater emphasis on multilateral diplomacy, especially at the United Nations, helped or hurt the promotion of human rights? 

Kenneth Roth is the executive director of Human Rights Watch, one of the world's leading international human rights organizations, which operates in more than 80 countries. Prior to joining Human Rights Watch in 1987, Roth served as a federal prosecutor in New York and for the Iran-Contra investigation in Washington. A graduate of Yale Law School and Brown University, Roth has conducted numerous human rights investigations and missions around the world. He has written extensively on a wide range of human rights abuses, devoting special attention to issues of international justice, counterterrorism, the foreign policies of the major powers, and the work of the United Nations.

Warren M. Christopher, a highly respected attorney, former Secretary of State and former chair of the Stanford Board of Trustees died on March 18, 2011, at the age of 85.

A graduate of the University of Southern California, Warren Christopher attended Stanford Law School, where he was president of the Law Review and was a member of the Order of the Coif.

Upon graduation, Mr. Christopher joined the Los Angeles law firm of O'Melveny& Myers LLP. He would blend a highly regarded and very distinguished law career with an equally distinguished record of public service to several American presidents.

From 1997 to 1982, Mr. Christopher served President Jimmy Carter as Deputy Secretary of State of the United States. President Carter awarded him the Medal of Freedom, the nation's highest civilian award, in January of 1981 for his role in negotiating the release of 52 Americans hostages in Iran. Mr. Christopher then rejoined O'Melveny & Myers in 1981, serving as chairman of the firm until 1992.

In 1991, Mr. Christopher was Chairman of the Independent Commission of the Los Angeles Police Department, which proposed significant reforms in the aftermath of the Rodney King incident. Mr. Christopher headed the search for a running mate for both Governor Clinton's and Vice President Gore's presidential campaigns and served as Director of the Presidential Transition Process for President Clinton.

Mr. Christopher was called on by President Clinton to serve as Secretary of State. He was sworn in as the 63rd Secretary in January of 1993 and served until January 1997. As Secretary of State, he helped bring peace to Bosnia and to parts of the Middle East. He rejoined his firm, O'Melveny & Myers, as its senior partner in 1997.

Mr. Christopher's activities have included service as President of the Board of Trustees of Stanford and as Chairman of the Board of Trustees of Carnegie Corporation of New York. He has been a Director and Vice Chairman of the Board of the Council on Foreign Relations. He was also a co-chair, with James Baker, of the National War Powers Commission, convened to determine the respective roles of the president and the congress in taking the nation to war.

He authored four books: In the Stream of History: Shaping Foreign Policy for a New Era (Stanford, 1998), Chances of a Lifetime (Scriber 2001), Diplomacy, the Neglected Imperative (published privately in 1981) and Random Harvest (published privately in 2005).

"Warren Christopher was a distinguished attorney, an outstanding diplomat, an astute statesman and a wonderful person,"In 2008, O'Melveny & Myers and a number of its current and retired partners committed $1.5 million to endow the Warren Christopher Professorship of the Practice of International Law and Diplomacy, a joint appointment between Stanford Law School and the Freeman Spogli Institute for International Studies.

"Warren Christopher was a unique and a very special person," said Law School Dean Larry Kramer. "He was brilliant and thoughtful, generous, modest, and unselfish to the core. In everything he said and did, he embodied what we mean when we talk of someone as classy.

 "Warren Christopher was a distinguished attorney, an outstanding diplomat, an astute statesman and a wonderful person," said Coit D. Blacker, Director of the Freeman Spogli Institute for International Studies and the Olivier Nomellini Professor in International Studies. "How appropriate it is to have a gift that lives on for the next generation of leaders and public servants that honors his talent, his prescience, his leadership and his remarkable career in both the law and diplomacy. We will miss him and his wise counsel."

Yes, Mohammed VI’s March 9 speech was indeed historic. But no, it is not because it announced a major constitutional reform. If this speech is to be marked, it is because, by delivering it, a Moroccan King surrendered to popular pressure – a spectacular first since the country’s independence in 1956. This alone demonstrates that history, in Morocco, is already in the making.

The monarchy and the people engaged in arm wrestling on February 20. That day, 120,000 Moroccans prompted by young Facebook activists hit the streets of no less than 53 cities and villages in Morocco, claiming – among other things – a democratic constitution. In order to avoid Arabic revolutions’ contagion, the government let the demonstrations go unchallenged. As a consequence, the demonstrators realized how numerous they were, and the wall of fear suddenly collapsed.

Since then, numerous sit-ins were held in the four corners of the Kingdom and abundant op-eds were published in the press and on the Internet, all of which increased the democratic pressure--from substantial in February, to intolerable in March. On the 9th, the King appeared on television announcing a spectacular constitutional reform. Among his many promises: the “rule of law”, an “independent judiciary” and an "elected government that reflects the will of the people, through the ballot box." Go for democratic victory chants? Wait a minute…

Whoever reads the speech carefully will notice the devil in the details. Boldest case: by promising to “consolidate the status of the Prime Minister”, the King envisions the latter as the head of “an” executive branch, rather than “the” executive branch. Meaning: there will be another one elsewhere – in the royal Palace, for example. With or without constitutional reform, the “executive monarchy” (as King Mohammed himself puts it) is not done encroaching on the government’s territory. It’s as if you were stepping on somebody’s feet and instead of stepping aside, you promise this person new shoes…

The problem is obviously not with the Prime Minister’s powers. It is with the King’s – especially his spiritual powers, given that Islam is Morocco’s state religion. During his March 9 speech, King Mohammed firmly stated that those “immutable values of sacred character” shall not be debated. The Constitution’s articles 19 and 23 assert that the monarch is the “Commander of the faithful” and that his person in “sacred”. Add to this that article 29 gives him the right to govern by issuing dahirs, which are non-questionable and non-opposable royal decrees.

Long story short: the King of Morocco can do absolutely anything he wants, and no one is granted the slightest power to stop him – all of this in the name of Islam. In 1994, late King Hassan, who crafted this unanswerable argument (pretending it was “immemorial tradition”), once justified it by quoting the Prophet Muhammad: “Those who obey me obey God, and those who disobey me disobey God”. How clearer could that be? Said Mohammed VI: democracy supposes that people in charge are accountable. Yet this doesn’t apply to him. You can’t really ask for accounts from the “representative of God on his land” – as the allegiance act to the King of Morocco puts it.

On another hand, the reform’s scope is likely to be lessened by the identity of its enforcers. The day after his speech, the King appointed a constitutional reform commission formed by 18 local experts, the overwhelming majority of whom are loyal civil servants. Little independent spirit is consequently expected.  The commission’s president, Abdeltif Menouni, 67, is a member of this flock of law experts that was hired in the 1980s by former regime strongman Driss Basri in order to provide some legal justification to King Hassan’s autocracy. A fine connoisseur of constitutional law, Mr. Menouni proved skilled in this exercise. He once explained the notion of “royal prerogative” as “the monarch’s discretionary privilege to act for the good of the country in the absence of constitutional provisions or by his personal interpretation of any.[1]” It is hardly imaginable that this man, who just reached the peak of his career, would dismantle the autocratic “prerogatives” he himself defined.

Yet, despite his ensnared speech and his barely credible commission, Mohammed VI has put himself in a difficult position. Whatever the final draft constitution looks like, it will have to be validated through a referendum. If only because of that, the King will be forced to open the system one way or another. Having the “No” campaigners speak on public TV would already greatly challenge the supposedly untouchable “sacredness” paradigm. How can the royal palace admit that some Moroccans may reject a proposition from the Commander of the faithful? Put under pressure, the monarchy is reaching its ultimate contradiction: Sacred or democratic? It is now time to choose.

The protesters, who are not necessarily aware of these profound political stakes, are waiting on their part for tangible signs of change. The repression of a Casablanca March 13 peaceful protest already casted doubts on the regime’s intentions. Why such violence, only days after the King promised democracy? What if he was not sincere?

Bigger scale protests are scheduled starting March 20. It seems that the government has no good options. Dropping the mask by meeting the demonstrators with brutal repression may well escalate their anger. Up until now, the King himself was spared by the street slogans. This could change, paving the way to an Egyptian-style scenario, indeed the authorities’ worst nightmare. On the other hand, allowing the demonstrations to happen freely would empower the people and encourage them to hit the streets more, thus increasing pressure on the monarchy.

Sooner or later, Mohammed VI will have to make new concessions. When and to what extent? The highly unstable situation makes that hard to predict. One thing is certain: the democratic Pandora’s box is open, and will not be closed again.
