Ron E. Hassner (speaker) is an assistant professor of political science at University of California, Berkeley. He returns to CISAC as a visiting professor, having served as predoctoral fellow from 2000 to 2003. His research revolves around symbolic and emotive aspects of international security with particular attention to religious violence, Middle Eastern politics and territorial disputes. His publications have focused on the role of perceptions in entrenching international disputes, the causes and characteristics of conflicts over sacred places, the characteristics of political-religious leadership and political-religious mobilization and the role of national symbols in conflict.

Hassner was a fellow of the MacArthur Consortium on Peace and Security in 2000-2003. In 2003-2004 he was a postdoctoral scholar at the Olin Institute for International Security, Harvard University. He is a graduate of Stanford University with degrees in political science and religious studies.

Jacob Shapiro (discussant) is a CISAC postdoctoral fellow. His primary research interest is the organization of terrorism and insurgency. His other research interests include international relations, organization theory, and security policy. Shapiro's ongoing projects study the balance between secrecy and openness in counterterrorism, the impact of international human rights law on democracies' foreign policy, the causes of militant recruitment in Islamic countries, and the relationship between public goods provision and insurgent violence in Iraq and Afghanistan. His research has been published in International Security, International Studies Quarterly, Foreign Policy, and a number of edited volumes. Shapiro is a Harmony Fellow at the Combating Terrorism Center at the United States Military Academy. As a Naval Reserve officer he was assigned to the Office of Naval Intelligence and the Naval Warfare Development Command. He served on active duty at Special Boat Team 20 and onboard the USS Arthur W. Radford (DD-968). He holds a PhD in political science and an MA in economics from Stanford University and a BA in political science from the University of Michigan.

The Chinese Communist Party's 17th Congress held in October was yet another landmark event in shaping the future leadership and policy direction of China. It selected the next generation of leaders and defined broad policies for Hu Jintao's second term. The Congress had major implications for both domestic policies as well as China's relationship to the United States and the world.

Distinguished experts from the Shorenstein Asia-Pacific Research Center's China Program and UC San Diego will discuss the outcome of the party congress and the signposts it provides for the future. They will look at leadership trends, political succession, socio-economic policy and Chinese foreign policy. Professor Jean Oi will moderate.

Jean C. Oi is the William Haas Professor of Chinese Politics in the department of political science and a Senior Fellow of the Freeman Spogli Institute for International Studies at Stanford University. She is the founding director of the Stanford China Program at the Walter H. Shorenstein Asia-Pacific Research Center. Professor Oi is also the founding Lee Shau Kee Director of the Stanford Center at Peking University.

A PhD in political science from the University of Michigan, Oi first taught at Lehigh University and later in the Department of Government at Harvard University before joining the Stanford faculty in 1997.

Her work focuses on comparative politics, with special expertise on political economy and the process of reform in transitional systems. Oi has written extensively on China's rural politics and political economy. Her State and Peasant in Contemporary China (University of California Press, 1989) examined the core of rural politics in the Mao period—the struggle over the distribution of the grain harvest—and the clientelistic politics that ensued. Her Rural China Takes Off (University of California Press, 1999 and Choice Outstanding Academic Title, 1999) examines the property rights necessary for growth and coined the term “local state corporatism" to describe local-state-led growth that has been the cornerstone of China’s development model. 

She has edited a number of conference volumes on key issues in China’s reforms. The first was Growing Pains: Tensions and Opportunity in China's Transformation (Brookings Institution Press, 2010), co-edited with Scott Rozelle and Xueguang Zhou, which examined the earlier phases of reform. Most recently, she co-edited with Thomas Fingar, Fateful Decisions: Choices That Will Shape China’s Future (Stanford University Press, 2020). The volume examines the difficult choices and tradeoffs that China leaders face after forty years of reform, when the economy has slowed and the population is aging, and with increasing demand for and costs of education, healthcare, elder care, and other social benefits.

Oi also works on the politics of corporate restructuring, with a focus on the incentives and institutional constraints of state actors. She has published three edited volumes related to this topic: one on China, Going Private in China: The Politics of Corporate Restructuring and System Reform (Shorenstein APARC, 2011); one on Korea, co-edited with Byung-Kook Kim and Eun Mee Kim, Adapt, Fragment, Transform: Corporate Restructuring and System Reform in Korea (Shorenstein APARC, 2012); and a third on Japan, Syncretism: The Politics of Economic Restructuring and System Reform in Japan, co-edited with Kenji E. Kushida and Kay Shimizu (Brookings Institution, 2013). Other more recent articles include “Creating Corporate Groups to Strengthen China’s State-Owned Enterprises,” with Zhang Xiaowen, in Kjeld Erik Brodsgard, ed., Globalization and Public Sector Reform in China (Routledge, 2014) and "Unpacking the Patterns of Corporate Restructuring during China's SOE Reform," co-authored with Xiaojun Li, Economic and Political Studies, Vol. 6, No. 2, 2018.

Oi continues her research on rural finance and local governance in China. She has done collaborative work with scholars in China, including conducting fieldwork on the organization of rural communities, the provision of public goods, and the fiscal pressures of rapid urbanization. This research is brought together in a co-edited volume, Challenges in the Process of China’s Urbanization (Brookings Institution Shorenstein APARC Series, 2017), with Karen Eggleston and Wang Yiming. Included in this volume is her “Institutional Challenges in Providing Affordable Housing in the People’s Republic of China,” with Niny Khor. 

As a member of the research team who began studying in the late 1980s one county in China, Oi with Steven Goldstein provides a window on China’s dramatic change over the decades in Zouping Revisited: Adaptive Governance in a Chinese County (Stanford University Press, 2018). This volume assesses the later phases of reform and asks how this rural county has been able to manage governance with seemingly unchanged political institutions when the economy and society have transformed beyond recognition. The findings reveal a process of adaptive governance and institutional agility in the way that institutions actually operate, even as their outward appearances remain seemingly unchanged.

Before coming to CDDRL, Miriam Abu Sharkh was employed at the United Nation's specialized agency for work, the International Labour Organization, in Geneva, Switzerland. As the People's Security Coordinator (P4), she analyzed and managed large household surveys from Argentina to Sri Lanka. She also worked on the Report on the World Social Situation for the United Nation's Department of Economic and Social Affairs in New York. Previously, she had also been a consultant for the German national development agency (Gesellschaft für Technische Zusammenarbeit, GTZ) in Germany where she focused on integrating core labor standards into German technical cooperation.

She has written on the spread and effect of human rights related labour standards as well as on welfare regimes, gender discrimination, child labour, social movements and work satisfaction.

Currently, she holds a grant by the German National Science Foundation (Deutsche Forschungsgemeinschaft) to study the evolvement of worldwide patterns of gender discrimination in the labor market, specifically the effects of international treaties. These questions are addressed in longitudinal, cross-national studies from the 1950´s to today.

This research builds on her previous work as a Post-doctoral Fellow at CDDRL as well as her dissertation on child labor for which she received a "Summa cum Laude" ( Freie Universität Berlin, Germany-joint dissertation committee with Stanford University). After discussing various labor standard initiatives, the dissertation analyzes when and why countries ratify the International Labour Organization's Minimum Age Convention outlawing child labour via event history models. It then examines the effect of ratification on child labor rates over three decades through a panel analyses. While her dissertation employed quantitative methods, her Diplom thesis (Freie Universität Berlin, Germany) builds on extensive fieldwork in South Africa examining the genesis, strategies, and structures of the South African women's movement.

This is a CDDRL's Special Research Seminar within our Democracy in Taiwan Program. In this seminar, Dr. Szu-chien Hsu will explore whether "democracy" is really perceived differently in today's China in comparison with in the West. And if there is different perception, what are the implications for China's prospect of democratic reform?

 

Dr. Szu-chien Hsu is an Assistant Research Fellow of the Institute of Political Science at Academia Sinica. Dr. Hsu's research interests include China's political reform, China's "developmental state" in high-tech economic sectors, and cross-strait relations. On China's political reform, Dr. Hsu is analyzing how the Hu-Wen administration conducts reforms on political institutions as an adaptation of the authoritarian regime. The analysis focuses on how the intrinsic institutional principles of the party-state condition and the path and scope of Hu's political reform. Szu-chien Hsu earned his Ph.D. in political science from Columbia University in the City of New York in 1997.

The Consulate General of Japan in San Francisco would like to announce that Michael Armacost has been chosen at a recipient of the 2007 Autumn Conferment of Decoration in recognition of the following contributions:

1) Contributions to the progress of bilateral relations as United States Ambassador to Japan

As the United States ambassador to Japan from 1989 to 1993, Dr. Michael Armacost contributed to the resolution of major issues such as the Gulf War and economic tensions between Japan and the United States. In addition to his dedicated efforts to address these concerns, he arranged for President Bush's visit to Japan in January of 1992. Dr. Armacost's extensive work has contributed to the further development of bilateral relations and excellent friendship between Japan and the United States.

2) Contributions to the further development of Japan-U.S. relations through accomplishments at research institutions, the Department of State, and the Department of Defense

After teaching at the International Christian University in the 1960s, Dr. Armacost served as a special assistant to Robert Ingersoll, then United States ambassador to Japan. He also held positions involving Asian affairs with the Department of State, the Department of Defense, and the National Security Council. As under secretary of state for political affairs, he participated in the planning of policies towards Asian countries including Japan. With considerable experience in Japan-U.S. relations and through exchanges with people from various fields in Japan, Dr. Armacost has helped bring mutual benefit to the two countries.

3) Contributions to promote the Japan-U.S. relationship through achievements following his work as a diplomat.

Since leaving his position as a diplomat, Dr. Armacost has continued his efforts at think tanks and research institutions of universities. Through his academic publications and lectures on such topics as Japan-U.S. relations and international security in Northeast Asia, he has promoted further understanding of Japanese foreign policy. Dr. Armacost has brought deeper knowledge about Japan to a wide audience of American politicians, business leaders, and scholars of Japan.

Ambassador Armacost will travel to Japan to receive this decoration from Emperor Akihito on November 6 in the Imperial Palace.

The 2007 Ukrainian elections are a clear move forward in a variety of ways. Ambassador Steven Pifer sets out why, as well as the options for the creation of a coalition government. Mr. Pifer also clearly explains the number of key issues that the new government will have to face.

Synopsis

Ambassor Pifer begins by explaining the election results from September 2007. He reveals who he believes were the winners and losers, as well as who thinks we will have to wait for and see. Mr. Pifer argues that, in any case, the election was good news for democratization in Ukraine. Citing that this has been the third consecutive national election, he believes that the country is getting a grip of how elections are to be run. Mr. Pifer reinforces this by explaining that the election was free, fair, and basically fraudless. Another point Mr. Pifer emphasizes is the fact that the parties generally accepted the outcome, as well as that major parties such as Tymoshenko’s bloc are breaking out of their regional bases.

However, Mr. Pifer explains that the elections do not mean the work is over as a coalition is yet to be formed. He examines the possibility of the an ‘orange restoration’ involving a coalition between President Yushchenko and Yulia Tymoshenko, but there are some fears that Tymoshenko may not receive the necessary number of votes in Ukraine’s parliament to become prime minister. On the other hand, others have looked towards the possibility of a coalition between President Yushchenko and Viktor Yanukovych. Mr. Pifer believes this seems more natural, but he is again not sure deputies would support it. Mr. Pifer also examines what President Yushchenko might want personally and what would benefit him politically.

Although which coalition will be formed is not clear, Mr. Pifer feels there are some clear challenges for the government to face when it comes into power. He argues that while the economy is strong, evidence includes the emergence of a middle class, there are several steps to be made on the economy. He explains that Ukraine must complete WTO accession, abolish its outdated commercial code, free the sale of agricultural land, and reform the tax and regulatory systems. Most urgently, Mr. Pifer argues that energy security must be taken care of, and this must be part of a necessary effort to manage relations with Russia better. Inside the government, Mr. Pifer notes ambiguities in the constitution which must be amended, and he stresses serious steps must be taken to counter corruption. Mr. Pifer also hopes that Ukrainian government can develop habits of cooperation and compromise and move beyond politics to pass policies. He concludes by emphasizing that he is optimistic about Ukraine’s opportunities, but he also feels Ukraine has a tendency to miss them rather than seize them.

Steven Pifer is a senior adviser with the Center for Strategic and International Studies. A retired Foreign Service officer, his more than 25 years with the State Department focused on U.S. relations with the former Soviet Union and Europe, as well as on arms control and security issues. His assignments included deputy assistant secretary of state in the Bureau of European and Eurasian Affairs (2001-2004), ambassador to Ukraine (1998-2000), and special assistant to the president and National Security Council senior director for Russia, Ukraine and Eurasia (1996-1997). He also served at the U.S. embassies in Warsaw, Moscow and London, as well as with the U.S. delegation to the Intermediate-Range Nuclear Forces negotiations in Geneva. He holds a B.A. in economics from Stanford University, where he later spent a year as a visiting scholar at Stanford's Institute for International Studies. He is a member of the Council on Foreign Relations.

Ray Salvatore Jennings is a practitioner scholar with extensive experience within war to peace transitions in over 20 countries including Iraq, Afghanistan, Lebanon, Indonesia, Bosnia-Herzegovina, Serbia, Montenegro, Kosovo, Macedonia, Peru, and Sierra Leone. Over the last twenty years, he has served as country director and senior consultant with the United States Institute of Peace, the United Nations, the United States Agency for International Development, the World Bank, and many non-governmental organizations. He has served as a Senior Fellow with the United States Institute of Peace, and as a Public Policy Scholar and an Eastern European Research Scholar with the Woodrow Wilson Center for Scholars in Washington, DC. He is currently conducting research with the Stanford University Center for Democracy, Development and the Rule of Law on comparative cases of democratic breakthrough, teaching post-conflict reconstruction and transitional development at Georgetown and Syracuse Universities and is a social development consultant to the World Bank on Middle East and North African affairs. He is the author of numerous articles and is co-authoring a book on democratic breakthrough with Michael McFaul. His media appearances include CNN, CSPAN, NPR and the BBC.

No country is changing as rapidly as China has done since the reform process started close to three decades ago. China - until then a country at the margin of the global economy - has become the third largest economy in the world and the world's second largest trading nation. In some respects, China is hardly recognizable. In other respects, it is very much so. The latter is particularly true of the political system which, even though much less "micro authoritarian" than it used to be, remains Leninist at its core.

At the recent party congress, the word "democracy" was used more than 60 times. Still, the aim is clearly to reform rather than dismantle the one-party state. Respect for human rights has been written into the constitution, but fundamental rights such as freedom of speech and freedom of association do not exist and the legal system is far from independent of the party. More and more people are, however, demanding their rights and "rights consciousness" is on the rise.

Where will these conflicting developments take China and how should the international community relate to China? There is a lot of talk about containing China but how could that be done and would it be desirable? In practice, most countries, like the US and the member countries of the European Union, Sweden included, try to engage China on a broad frontier, economically as well as when it comes to human rights, climate change and other issues of great concern for the future of us all.

Ambassador Börje Ljunggren, will address these issues on the basis of his own experiences as Swedish ambassador to China between 2002 and 2006 and as scholar.

Ambassador Börje Ljunggren has served as head of the Political Section of the Intelligence Department, Swedish National Defence (1968-70), Regional Economist for Asia at the Swedish International Development Authority (SIDA) (1970-73), secretary, Swedish Commission for the Review of Development Cooperation (1976-78), deputy director, Area Division, SIDA (1980-83; 1984-86), coordinator, Swedish Asia Strategy Project, Ministry for Foreign Affairs (1997-98), and deputy director general, head of the Department for Asia and the Pacific, Swedish Ministry of Foreign Affairs (1999-2002). In addition, he has served as Swedish ambassador to Vietnam (1994-97) and as head of the Development Cooperation Office at the Swedish Embassy of Bangladesh (1973-75), Laos (1978-80), and Tanzania (1984). He has been a scholar in residence at the Rockefeller Center in Bellagio, Italy (1994), a diplomat in residence at the Research School of Pacific and Asian Studies, Australian National University (1997), and a visiting scholar at the Harvard Institution for International Development (1990-91). Most recently, Dr. Ljunggren served as the Swedish ambassador to China (2002-06), before accepting his current post as ambassador with the Asia Department of the Ministry of Foreign Affairs.

This seminar is jointly presented by Stanford University's Forum on Contemporary Europe, Shorenstein Asia-Pacific Research Center, and by the Dui Hua Foundation.

Dr. Alejandro Toledo was democratically elected President of Peru from July 2001-July 2006.

He was born in a small and remote village in the Peruvian Andes, 12,000 feet above sea level. He is one of sixteen brothers and sisters from a family of extreme poverty. At the age of six, he worked as a street shoe shiner and simultaneously sold newspapers and lotteries to supplement the family income.

Thanks to an accidental access to education, Dr. Toledo was able to go from extreme poverty to the most prestigious academic centers of the world, later becoming one of the most prominent democratic leaders of Latin America. He is the first Peruvian president of indigenous descent to be democratically elected in five hundred years.

He received a BA from San Francisco University in Economics and Business Administration. From Stanford University, he received a MA in Economics of Human Resources, a MA in Economics, and a PhD in Economics of Human Resources.

Larry Diamond is a senior fellow at the Hoover Institution; a Stanford professor of political science, and sociology by courtesy; and coordinator of the Democracy Program at the Center for Democracy, Development, and the Rule of Law (CDDRL). A specialist on democratic development and regime change and U.S. foreign policy affecting democracy abroad, he is the founding co-editor of the Journal on Democracy.

He has written extensively on the factors that facilitate and obstruct democracy in developing countries and on problems of democracy, development, and corruption, particularly in Africa. He is the author of Squandered Victory:The American Occupation and the Bungled Effort to Bring Democracy to Iraq; Developing Democracy: Toward Consolidation; and Promoting Democracy in the 1990s.

He received a BA, MA, and PhD from Stanford University, all in Sociology.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J.
