Environment

FSI scholars approach their research on the environment from regulatory, economic and societal angles. The Center on Food Security and the Environment weighs the connection between climate change and agriculture; the impact of biofuel expansion on land and food supply; how to increase crop yields without expanding agricultural lands; and the trends in aquaculture. FSE’s research spans the globe – from the potential of smallholder irrigation to reduce hunger and improve development in sub-Saharan Africa to the devastation of drought on Iowa farms. David Lobell, a senior fellow at FSI and a recipient of a MacArthur “genius” grant, has looked at the impacts of increasing wheat and corn crops in Africa, South Asia, Mexico and the United States; and has studied the effects of extreme heat on the world’s staple crops.

In this session of the Shorenstein APARC Corporate Affiliate Visiting Fellows Research Presentations, the following will be presented:

 

Kazuma Fukai, "Current Situation of Shale Gas Revolution and its Impact on the U.S. and Japan"

Shale gas is called a “game changer”. According to the Energy Information Administration, shale gas will be the major source of incremental U.S. natural gas supply, increasing its share of production from 23% in 2010 to 49% in 2035. President Obama expressed even as the U.S. develops next generation energy technologies, the U.S will continue to rely on oil and gas. Due to the shale gas boom, the current price of natural gas (U.S. Henry Hub) is declining, about 1/8 of the peak price in 2005. Given the importance of environmental issues and efficiency, combined with depressed natural gas prices, the demand for natural gas in the power sector will grow rapidly. In Japan, the unprecedented nuclear disaster at the Fukushima Daiichi Nuclear Power Plant affected energy policy dramatically. While the future of nuclear power in Japan is still unclear, natural gas power plants would be one of the most important energy resources to compensate for the loss of nuclear power plants as a realistic and reliable short and middle term approach. If the abundance of natural gas in the U.S. flows to Japan, it would contribute to a choice of supplier and different price formula for Japan. Fukai will present information based on the current state of shale drilling in the U.S., environmental issues, and interviews with many key experts and professors in shale gas as well as his experience at Kansai Electric Power Company.

 

Katsunori Hirano, "Learning from Sustainable Energy Financing Models Operating in the U.S. Market:  A Study for Japan's Clean and Safe Energy Future after Fukushima"

The Fukushima meltdown, which followed a devastating natural disaster in March 2011, presented the Japanese citizenry clear evidence that the way to meet their energy needs had not been sustainable. They have found the value of improving their resilience and security by their own initiative, intelligence, and foresight. The growth in the energy efficiency and renewable energy market is the defining feature of Japan’s energy future.

A substantial number of financing models are being implemented to help encourage investment in energy efficiency improvements and renewable energy deployments in the United States. In his research, Hirano tries to identify the best model operating in the U.S. market to provide financing opportunities for sustainable energy.  The local authorities in Japan can swiftly and flexibly apply this model for local households and businesses in their jurisdiction.

 

Yuji Kamimai, "A New Business Model for the Media Industry"

For a long time, it has been said that media is the mirror of the times we live in.  In his research, Kamimai tries to understand the ascent of and vast changes of media through a historical backdrop to help explain and recognize new service and technological innovation in the Silicon Valley.  Additionally, he examines some trends other than media that could help provide a deeper understanding.  From the rise of media and the latest IT business model, Kamimai learns what is important for the media to do, and explains what the next action steps are.  

 

Masami Miyashita, "A Study about the Ecosystem that Creates and Develops Global Start-ups"

Innovation is critical to economic growth, and entrepreneurship and startups are pivotal ingredients of innovation. After Japan’s economic bubble bursting in 1990, there was much talk about the lack of entrepreneurship in Japan as a driver of creative destruction and economic revival. The “Silicon Valley model” of entrepreneurship was heavily studied. Beginning in the late 1990s, the Japanese government rapidly developed institutional and social frameworks for startups in Japan. In the early 2000s, however, few Japanese startups were global in scale, and the presence in Silicon Valley of Japanese entrepreneurs and startup were still very limited. After the first decade of the 21st century, there are preliminary indications of a new wave of startups by Japanese entrepreneurs making inroads in Silicon Valley. Compared to other groups, such as Chinese or Indians, the number of Japanese entrepreneurs in Silicon Valley still remains miniscule. However, for the Japanese entrepreneurs to take advantage of the Silicon Valley entrepreneurial and innovation opportunities, lessons from the experiences and challenged faced by Japanese based in Silicon Valley are important.  In his research, Miyashita provides some of the key factors that are feeding this new wave of startups.

Minoru Aosaki, "Banking System and Sovereign Risk in Japan"

After the financial crisis of 2008, European financial markets have experienced sharp increases of sovereign risk. This adversely affected the solvency of banking institutions as they suffered losses from their sovereign holdings and deterioration in their funding conditions. Meanwhile, Japan's sovereign market remained stable, but market participants were cautious as the country’s debt-to-GDP ratio is the highest in the world, and its banking sector holds as much as 44% of domestic sovereign debt. The question is how Japanese policy makers should address the sovereign risk in the banking system. In pursuit of this question, Aosaki compares the market environment in Japan and the Euro Area, examining the reasons banks hold sovereign bonds and the channels that connect sovereign risk with the banking system.

Prashant Pandya, "Cell-based Therapies -- Current Trends and Future Prospects"

Stem cells have been the subject of considerable excitement and debate over the last decade. Stem cell therapy is emerging as a potentially revolutionary new way to treat disease and injury, with wide-ranging medical benefits. Stem cell research provides the opportunity to advance our understanding of human biology and treatment of various diseases. In Pandya’s research, he shares his experience about major challenges related to the commercial development of stem cell therapies and key technology drivers. This research is based on consultations with several prestigious regulatory agencies—including the U.S. Food and Drug Administration, European Medicines Agency, and Therapeutic Goods Administration of Australia—as well as interviews with 45 CEOs and senior scientists of large and small biotech companies and professors from leading universities across five countries. Pandya’s research reveals that there are many intriguing aspects of stem cells still remaining to be elucidated. Stem cells have the potential to treat an enormous range of diseases and conditions that plague millions of people and offer exciting promise for future therapies. But significant technical hurdles remain that will only be overcome through years of intensive research, and successful commercialization of cell-based therapies requires more than proving safety and efficacy to regulators. Ultimately the therapy must be commercially viable.

Ramnath Ramanathan, "Designing Toxicology Studies for Small Interfering Ribo Nucleic Acid"

The field of medicine has improved drastically over the period of time. Medical treatment has evolved from using plant extracts to chemical drugs to stem cell and gene therapies. Discovery of small interfering Ribo Nucleic Acid (siRNA) was one of the most important recent breakthroughs in the field of medicine. This was due to siRNA’s capability of posttranscriptional gene silencing by destruction of mRNA and thereby reducing the protein synthesis. Though the efficacy studies conducted in vitro and in animal models are promising, there have also been circumstances where there were adverse effects including mortality of animals treated with siRNA. Since RNA interference is a relatively new technique, it is very important to understand the toxicity involved before using it as a therapy. For this purpose, toxicology studies have to be designed in order to address all questions on the safety aspects of siRNA. In addition to the traditional toxicity studies, several other tests will have to be conducted. These additional studies will have to address issues specific to siRNA therapy such as immune activation, formation of tetraplex DNA, down regulation of non-target mRNA, interaction with cellular proteins, etc. Through Ramanathan’s work, he has designed a battery of toxicology studies to understand the side effects so that only relatively safe therapy is tried on humans during clinical trials. Ramanathan will present his findings.

The Program on Human Rights concluded its ninth and final installment of the Sanela Diana Jenkins International Speakers Series on March 13 with presentations with Dr. Mohammed Mattar, executive director of the Protection Project and professor at Johns Hopkins University and Professor Alison Brysk, chair of Global Governance, Global and International Studies at UC Santa Barbara.

Dr. Mattar noted that while effective anti-trafficking laws depend on law enforcement and survivor protection, the key intellectual and ethical rationale of such laws is the concept of the exploitation of vulnerable people in vulnerable circumstances. Dr. Mattar explained the legal distinction between “human trafficking” and “slavery,” emphasizing that the latter is based on twin ideas of human beings as commodities to be bought and sold, as well as the exercise of ownership of one person over another. “There is no doubt that human trafficking is a degrading and severe violation of basic human rights and fundamental freedoms, but it is unnecessary to label human trafficking as slavery because to do so we would need to identify the exercise of powers attached to the right of ownership,” Mattar said.

Among the challenges for a more effective anti-trafficking effort, Dr. Mattar listed the need to hold corporations responsible for their acts, to provide access to justice that allows for victim compensation, the engagement of civil society, and criminal enforcement and accountability under existing national and international law.

Professor Brysk explained that globalization has produced pernicious side effects.  The acceleration of migration, especially of women, increases the incidence of gender violence and the commodification of “disposable people.” All these factors enable the increase of human trafficking. Brysk observed that international recognition of trafficking as a form of contemporary slavery has been helpful in influencing policy change. “There is a slavery spectrum,” Brysk said. “We need to work to guarantee physical integrity of people, migration rights and children’s rights.”

She also noted that the focus on sex slavery has high costs because it is based on “protection and not empowerment,” and “rescue over rights.” The individualistic emphasis and sexual focus of anti-trafficking efforts fails to recognize many forms of exploitative globalized labor. Women and children are put in dangerous and debilitating non-sexual jobs. There are also many forms of sexual and gender violence in other forms of exploitative globalized labor, such as in sweatshops.

Together, the speakers in the final session of the Program on Human Rights speaker series made a strong plea for more sophisticated understanding of the dynamics of human trafficking in the 21st century. Sustained research that accounts for contemporary conditions, they told the Stanford audience, is needed to give policy makers and legislators the information and tools they need to combat the alarming global acceleration of human trafficking.

His talk, National Oil Companies: Fueling Anxiety, will draw on PESD’s research on NOCs to assess which fears about the dominance of state-controlled oil companies are and are not grounded in reality.

Mark C. Thurber is Associate Director of the Program on Energy and Sustainable Development (PESD) at Stanford University, where he studies and teaches about energy and environmental markets and policy. Dr. Thurber has written and edited books and articles on topics including global fossil fuel markets, climate policy, integration of renewable energy into electricity markets, and provision of energy services to low-income populations.

Dr. Thurber co-edited and contributed to Oil and Governance: State-owned Enterprises and the World Energy Supply  (Cambridge University Press, 2012) and The Global Coal Market: Supplying the Major Fuel for Emerging Economies (Cambridge University Press, 2015). He is the author of Coal (Polity Press, 2019) about why coal has thus far remained the preeminent fuel for electricity generation around the world despite its negative impacts on local air quality and the global climate.

Dr. Thurber teaches a course on energy markets and policy at Stanford, in which he runs a game-based simulation of electricity, carbon, and renewable energy markets. With Dr. Frank Wolak, he also conducts game-based workshops for policymakers and regulators. These workshops explore timely policy topics including how to ensure resource adequacy in a world with very high shares of renewable energy generation.

Dr. Thurber has previous experience working in high-tech industry. From 2003-2005, he was an engineering manager at a plant in Guadalajara, México that manufactured hard disk drive heads. He holds a Ph.D. from Stanford University and a B.S.E. from Princeton University.

Shinyoung is a PhD candidate at the Graduate Institute of International and Development Studies, Geneva, and joined FSE as a visiting researcher and recipient of a 2012 Fellowship for prospective researchers from the Swiss National Science Foundation.

Her dissertation focuses on agricultural transformation in Indonesia. She recently completed her field research in rural Java in 2011, dealing with challenges facing small farmers in the current process of Indonesian agricultural transformation, and their responses to these challenges. She is analyzing how Indonesian small subsistence farmers can increase labour productivity in the evolving context of the middle-income country trap and green restructuring. She is currently writing about labour transition from agriculture to non-agriculture in middle-income countries, with a focus on rural Java, and the various challenges associated with this process.

Her interests center on occupations in transition, dealing with restructured jobs, labour, and skills. She has worked as a consultant for the International Labour Organization on two projects related to green jobs; she was a coauthor of the joint ILO/EU publication, Skills for Green Jobs, and a contributing author to reports on skills and occupational needs in the green economy.

For most scholars the concept of security encompasses issues of state legitimacy, economic and political sovereignty, and protection from military, nuclear, or terrorist assault. Yet billions of people, particularly in the developing world, face more severe, individual security threats on a daily basis, such as inadequate nutrition, disease burdens, lack of potable water, and risks of sexual assault or human trafficking. Such human security concerns can become national security issues when citizens rise up against their governments or threaten to rebel. Human security issues can also emerge as international security threats—those that create conflict or galvanize cooperation among governments—with escalating income and resource inequities between countries. Stanford University has a strong tradition of scholarship in conventional areas of national and international security, as well as in the areas of global food security and health policy. On November 10, 2011, Stanford’s Freeman Spogli Institute for International Studies (FSI) held a major conference to integrate these areas of scholarship, and to launch the Center on Food Security and the Environment (FSE) as a major thrust of its international research and teaching agenda.

Climate change has the potential to be a source of increased variability if crops are more frequently exposed to damaging weather conditions. Yield variability could respond to a shift in the frequency of extreme events to which crops are susceptible, or if weather becomes more variable. Here we focus on the United States, which produces about 40% of the world’s maize, much of it in areas that are expected to see increased interannual variability in temperature. We combine a statistical crop model based on historical climate and yield data for 1950–2005 with temperature and precipitation projections from 15 different global circulation models. Holding current growing area constant, aggregate yields are projected to decrease by an average of 18% by 2030–2050 relative to 1980–2000 while the coefficient of variation of yield increases by an average of 47%. Projections from 13 out of 15 climate models result in an aggregate increase in national yield coefficient of variation, indicating that maize yields are likely to become more volatile in this key growing region without effective adaptation responses. Rising CO2 could partially dampen this increase in variability through improved water use efficiency in dry years, but we expect any interactions between CO2 and temperature or precipitation to have little effect on mean yield changes.
