Environment

FSI scholars approach their research on the environment from regulatory, economic and societal angles. The Center on Food Security and the Environment weighs the connection between climate change and agriculture; the impact of biofuel expansion on land and food supply; how to increase crop yields without expanding agricultural lands; and the trends in aquaculture. FSE’s research spans the globe – from the potential of smallholder irrigation to reduce hunger and improve development in sub-Saharan Africa to the devastation of drought on Iowa farms. David Lobell, a senior fellow at FSI and a recipient of a MacArthur “genius” grant, has looked at the impacts of increasing wheat and corn crops in Africa, South Asia, Mexico and the United States; and has studied the effects of extreme heat on the world’s staple crops.

This talk will examine how technology can amplify deliberative democracy to foster a more informed and engaged society. Drawing on findings from two nationally representative online Deliberative Polls called America in One Room, the talk will demonstrate how online deliberation is alleviating polarization and producing lasting effects with hopes for a more deliberative society. The talk will also explore how the AI-assisted Stanford Online Deliberation Platform, which has logged over 100,000 deliberation hours in over 35 countries and 25 languages, has been used to facilitate high-quality, structured discussions on complex issues, including democratic reform and the implications of generative AI and metaverse governance. By integrating insights from research and practice, the session will demonstrate how deliberation can empower voters, improve decision-making, and counteract the polarization threatening democracy.

While the potential benefits of artificial intelligence are significant and far-reaching, AI’s potential dangers to the global order necessitates an astute governance and policy-making approach, panelists said at the Freeman Spogli Institute for International Studies (FSI) on May 23.

An alumni event at the Ford Dorsey Master’s in International Policy (MIP) program featured a panel discussion on “The Impact of AI on the Global Order.” Participants included Anja Manuel, Jared Dunnmon, David Lobell, and Nathaniel Persily. The moderator was Francis Fukuyama, Olivier Nomellini senior fellow at FSI and director of the master’s program.

Manuel, an affiliate at FSI’s Center for International Security and Cooperation and executive director of the Aspen Strategy Group, said that what “artificial intelligence is starting to already do is it creates superpowers in the way it intersects with other technologies.”

An alumna of the MIP program, Manuel noted an experiment a year ago in Switzerland where researchers asked an AI tool to come up with new nerve agents – and it did very rapidly, 40,000 of them. On the subject of strategic nuclear deterrence, AI capabilities may upend existing policy approaches. Though about 30 countries have voluntarily signed up to follow governance standards in how AI would be used in military conflicts, the future is unclear.

“I worry a lot,” said Manuel, noting that AI-controlled fighter jets will likely be more effective than human-piloted craft. “There is a huge incentive to escalate and to let the AI do more and more and more of the fighting, and I think the U.S. government is thinking it through very carefully.”

Geopolitical Competition


Dunnmon, a CISAC affiliate and senior advisor to the director of the Defense Innovation Unit, spoke about the “holistic geopolitical competition” among world powers in the AI realm as these systems offer “unprecedented speed and unprecedented scale.”

“Within that security lens, there’s actually competition across the entirety of the technical AI stack,” he said.

Dunnmon said an underlying security question involves whether a given AI software is running on top of libraries that are sourced from Western companies then if software is being built on top of an underlying library stack owned by state enterprises. “That’s a different world.”

He said that “countries are competing for data, and it’s becoming a battlefield of geopolitical competition.”

Societal, Environmental Implications


Lobell, a senior fellow at FSI and the director of the Center for Food Security and the Environment, said his biggest concern is about how AI might change the functioning of societies as well as possible bioterrorism.

“Any environment issue is basically a collective action problem, and you need well-functioning societies with good governance and political institutions, and if that crumbles, I don’t think we have much hope.”

On the positive aspects of AI, he said the combination of AI and synthetic biology and gene editing are starting to produce much faster production cycles of agricultural products, new breeds of animals, and novel foods. One company found how to make a good substitute for milk if pineapple, cabbage and other ingredients are used.

Lobell said that AI can understand which ships are actually illegally capturing seafood, and then they can trace that back to where they eventually offload such cargo. In addition, AI can help create deforestation-free supply chains, and AI mounted on farm tractors can help reduce 90% of the chemicals being used that pose environmental risks.

“There’s clear tangible progress being made with these technologies in the realm of the environment, and we can continue to build on that,” he added.

AI and Democracy


Persily, a senior fellow and co-director of FSI’s Cyber Policy Center, said, “AI amplifies the abilities of all good and bad actors in the system to achieve all the same goals they’ve always had.”

He noted, “AI is not social media,” even though it can interact with social media. Persily said AI is so much more pervasive and significant than a given platform such as Facebook. Problems arise in the areas of privacy, antitrust, bias and disinformation, but AI issues are “characteristically different” than social media.

“One of the ways that AI is different than social media is the fact that they are open-source tools. We need to think about this in a little bit of a different way, which is that it is not just a few companies that can be regulated on closed systems,” Persily said.

As a result, AI tools are available to all of us, he said. “There is the possibility that some of the benefits of AI could be realized more globally,” but there are also risks. For example, in the year and a half since OpenAI released ChatGPT, which is open sourced, child pornography has multiplied on the Internet.

“The democratization of AI will lead to fundamental challenges to establish legacy infrastructure for the governance of the propagation of content,” Persily said.

Balance of AI Power


Fukuyama pointed out that an AI lab at Stanford could not afford leading-edge technology, yet countries such as the U.S. and China have deeper resources to fund AI endeavors.

“This is something obviously that people are worried about,” he said, “whether these two countries are going to dominate the AI race and the AI world and disadvantage everybody.”

Manuel said that most of AI is now operating with voluntary governance – “patchwork” – and that dangerous things involving AI can be done now. “In the end, we’re going to have to adopt a negotiation and an arms control approach to the national security side of this.” 

Lobell said that while it might seem universities can’t stay up to speed with industry, people have shown they can reproduce those models’ performances just days after their releases.

On regulation — the European Union is currently weighing legislation — Persily said it would be difficult to enforce regulations and interpret risk assessments, so what is needed is a “transparency regime” and an infrastructure so civil entities have a clear view on what models are being released – yet this will be complex.

“I don’t think we even really understand what a sophisticated, full-on AI audit of these systems would look like,” he said.

Dunnmon suggested that an AI governance entity could be created that’s similar to how the U.S. Food and Drug Agency reviews pharmaceuticals before release.

In terms of AI and military conflicts, he spoke about the need for AI and humans to understand the rewards and risks involved, and in the case of the latter, how the risk compares to the “next best option.”

“How do you communicate that risk, how do you assess that risk, and how do you make sure the right person with the right equities and the right understanding of those risks is making that risk trade-off decision?” he asked.

An environmental catastrophe is brewing in the Gaza Strip – large swaths of Gaza’s infrastructure have been destroyed, agricultural lands have been ruined, air pollution and sewage risks are escalating, and water resources are contaminated, panelists said on a webinar hosted by the Visiting Fellows in Israel Studies,  a program at the Freeman Spogli Institute for International Studies, on April 8.

Larry Diamond, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies, and Professor Alon Tal, a Visiting Fellow in Israel Studies, moderated the event, Environmental Lessons and Implications of the Gaza War.”

Panelists included Galit CohenDr. Tareq Abu Hamed, Dorit Banet, and Victor Weiss. Since Hamas’ terror attacks on Israel on Oct. 7, 2023, and Israel’s military response into Gaza afterwards, the environmental ramifications from the war have become perilous, the panelists noted. Given possible long-lasting ecological implications, the United Nations has already started a comprehensive assessment of the impacts from the conflict in Gaza – a slow-going process as fighting continues.

Estimated $18 Billion Reconstruction 


To begin with, projected reconstruction costs to rebuild Gaza currently total $18 billion, said Galit Cohen, director of the Program on Climate Change at the Israel Institute for National Security. She has experience identifying and analyzing risks and opportunities for Israel’s national security in the field of climate change.

Water, sewage, waste, food and air pollution risks abound in Gaza, which is one of the most densely populated areas in the world, Cohen said. At least 57 percent of water, sanitation and health facilities in Gaza have been destroyed so far, including desalinization plants, and only 3-7 liters of water is typically available per day for each person, which is well below the recommended minimum of 50-100 liters.

“In the current situation in regard to the environmental issues, it's about the water security and about the sewage, sanitation and construction waste – all the list of those issues that need to be mitigated and also dealt with,” Cohen said. For example, “there is no active wastewater treatment facility now in Gaza,” and the many unclaimed dead bodies deep in the rubble pose environmental risks as well.

As for solutions, she said, “Trying to build the institutions and the government that can undertake the responsibility of the civil society there” is the first step to working together on a rebuild of Gaza. The goal should be to create a new coalition with the U.S. and countries such as Egypt, Jordan, UAE, and Saudi Arabia (and others) that can undertake a reconstruction of Gaza so Palestinians can live there without enduring an environmental catastrophe.

“This is the only way we can survive here – Israel and all the rest,” Cohen said.
 


In such areas, this needs to be totally agreed upon with totally new regulation in Israel.

Coalition Building


Dr. Tareq Abu Hamed, director of the Arava Institute for Environmental Studies, described the sensitive environmental interdependence of countries in the region.

“The streams and rivers originating in Israel and the West Bank originate in Jordan, and in Israel the vast majority of the aquifers of underground water in our region is shared between Israel and its neighbors – between Jordan and its neighbors, and it’s shared between Palestine and its neighbors. That means if there’s an environmental challenge or an environmental issue with the water that we have, one country alone cannot deal with it. Regional cooperation is a must,” he said.

Dr. Hamed has served as the Israeli Ministry of Science’s Deputy Chief Scientist, and later the Acting Chief Scientist, and was the highest ranking Palestinian in the Israeli government. About his current position at the Arava Institute, he said, “We use the environment as a tool. We use science as [a] diplomacy tool to bring people together. We use science to build bridges, to build trust, and to build understanding.”

The regional effects in climate change could be exacerbated by the war in Gaza, he said. “The region that we live in is a hotspot when it comes to climate change, the heat waves, and the sea level rise.”

The warming of the Eastern Mediterranean is increasing, and it is already much higher than any other place in the world, he said. On top of this, climate change often produces migration to other areas, creating possible instability effects for existing populations in the new areas, and statistics show people already have been moving out of Gaza and other countries in the immediate region, likely due to the worsening climate, and in addition now, to the conflict.

He said the intense bombing of Gaza has significantly damaged farmlands, infrastructure, including apartment buildings, the roads, water treatment plants, wastewater treatment plants and water wells. “What happened on Oct. 7 happened because of the lack of knowledge of the other side.” 

He added, “This is a great chance for us to rethink what happened and to rebuild a better future for all of us.”

Renewable Energy Concerns – or Opportunity?


The war in Gaza seriously affects the prospect of green or renewable energy in the immediate conflict area, said Dorit Banet, who co-founded the Eilat-Eilot Renewable Energy Initiative and has been Israel’s leading government official in the area of renewable energy for two decades.

More than 100,000 Israelis were estimated to be displaced from their homes in southern Israel after Oct. 7. Banet has noted in prior media stories that some in Israel are eying a push to “build back better” by transforming the region into a more sustainable area. Israel has committed to reaching 30% renewable energy by 2030, though that may be difficult.

Banet said at least another 2 gigawatts of solar renewable energy could be immediately produced in one particular Israeli area based on the existing infrastructure – and eventually as much as another 8.5 gigawatts of solar energy. 

This would offer people in the area much more energy resilience, she said. “In such areas, this needs to be totally agreed upon with totally new regulation in Israel.”

Promoting Resilience


Victor Weiss, director of sustainability for the Israel National Security Council, said the ongoing war could have a negative impact on the global economy, the availability of budget, and the willingness of countries to allocate resources to climate issues.   

“A regional war is expected to affect fuel markets and lead to damaged supply chains” and the general instability of markets, said Weiss, who was a senior military officer and founder of the Israel Defense Force’s Environmental Unit.

“We have to build a new relationship and partnerships with the other regional countries to promote resilience,” he added.

Weiss said that Israel’s National Security Council recently defined climate issues as a strategic threat to that country’s national security. “The climate chapter was written in the National Security Council Risk Assessment and the main threats were mapped. We are working to define the threats, to formulate the national response to those threats,” he said.

An opportunity exists for Israel, Gaza and every population affected by this conflict to “go forward on the hope of an optimistic future to our region,” he said.

 

‘Powerful, Informative’


In closing, Prof. Diamond described the discussion as “very powerful, informative and in the end, also moving” for the audience. “There’s going to be a staggering challenge of reconstruction when this war is over, and hopefully we can get started on it as soon as possible.”

Alon Tal added, “We’ve only begun this discussion about the reconstruction. Let’s hope that very quickly we can end the destruction, the death and the suffering, and move forward to a time of renewal.”

Environmental experts examined the challenge of sustainable restoration and preserving environmental quality for the future of Gazans and residents of the region in the wake of the Israel-Hamas War.

How does climate volatility alter citizen demands, change voting behavior, and affect the long-term reputation of elected (and unelected) officials? Does this effect come primarily through the economic damages caused by climate volatility or through alternative channels? Are they persistent or transitory?

As climate volatility becomes more extreme, so too will its destabilizing impact on politics. Yet we know relatively little about its effects on voting behavior, particularly in the developing world, and even less about downstream effects on the reputation of candidates and political institutions. Exploring the mechanisms behind these effects is also difficult due to a lack of data with the spatial and temporal resolution necessary for credible subnational analysis.

Here, we provide some of the first large-scale evidence on climate volatility’s effect on several measures of political accountability by combining several sources of survey data with high-resolution meteorological and climatic data. We also utilize a novel source of subnational economic data generated by combining remote sensing data with a convolutional neural network to generate annual, high-resolution estimates of growth at the 1x1km level for all of Africa. This ML-generated measure is a considerable improvement over nightlights-based alternatives and permits credible mediation analysis linking negative political outcomes to climate volatility through reductions in economic growth. We supplement our focus on Africa with companion estimates from Latin America, exploiting variation in national-level institutions to examine whether they can explain the substantial effect heterogeneity we observe in our reduced-form results.

Amanda Kennard is an Assistant Professor of Political Science at Stanford University. She studies the politics of decarbonization and the impacts of climate change on political systems. She holds a Ph.D. from Princeton University, an M.S. from Georgetown University, and a B.A. from New York University.

Brandon de la Cuesta is currently a Postdoctoral Fellow at the Stanford Center on Democracy, Development and the Rule of Law (CDDRL) and the Center on Food Security and the Environment (FSE), working primarily with Marshall Burke and other members of the Environmental Change and Human Outcomes (ECHO) lab to estimate the impact of climate change on various measures of political accountability. Brandon specializes in comparative political economy and causal inference with a strong regional focus on sub-Saharan Africa. Many of his current projects involve the use of remote sensing data and machine learning algorithms, particularly convolutional neural nets, to create global, high-resolution data that can be used for downstream inference tasks. A development economics application of this data was recently featured as the cover article in Nature.

About the Speaker

Mr. Bo Li assumed the role of Deputy Managing Director at the IMF on August 23, 2021. He is responsible for the IMF’s work on about 90 countries as well as on a wide range of policy issues.

Before joining the IMF, Mr. Li worked for many years at the People’s Bank of China, most recently as Deputy Governor. He earlier headed the Monetary Policy, Monetary Policy II, and Legal and Regulation Departments, where he played an important role in the reform of state-owned banks, the drafting of China’s anti-money-laundering law, the internationalization of the renminbi, and the establishment of China’s macroprudential policy framework.

Outside of the PBoC, Mr. Li served as Vice Mayor of Chongqing—China’s largest municipality, with a population of over 30 million—where he oversaw the city’s financial-sector development, international trade, and foreign direct investment. Mr. Li was also Vice Chairman of the All-China Federation of Returned Overseas Chinese. He started his career at the New York law firm of Davis Polk & Wardwell, where he was a practicing attorney for five years.

Mr. Li holds a Ph.D. from Stanford University and an M.A. from Boston University, both in economics, as well as a J.D., magna cum laude, from Harvard Law School. He received his undergraduate education from Renmin University of China in Beijing.



The family of Dr. Sam-Chung Hsieh donated his personal archive to the Stanford Libraries' Special Collections and endowed the Dr. Sam-Chung Hsieh Memorial Lecture series to honor his legacy and to inspire future generations. Dr. Sam-Chung Hsieh (1919-2004) was former Governor of the Central Bank in Taiwan. During his tenure, he was responsible for the world's largest foreign exchange reserves, and was widely recognized for achieving stability and economic growth. In his long and distinguished career as economist and development specialist, he held key positions in multilateral institutions including the Asian Development Bank, where as founding Director, he was instrumental in advancing the green revolution and in the transformation of rural Asia. Bruce Cain suggests that the unique complex of politics, technology, and logistics that once won the West must be rethought and reconfigured to win it anew in the face of these accelerating threats. These challenges are complicated by the region’s history, the deliberate fractiousness of the American political system, and the idiosyncrasies of human behavior.

Cain analyzes how, in spite of coastal flooding and spreading wildfires, people continue to move into, and even rebuild in, risky areas, how local communities are slow to take protective measures, and how individual beliefs, past adaptation practices and infrastructure, and complex governing arrangements across jurisdictions combine to flout real progress. Driving this analysis is Cain’s conviction that understanding the habits and politics that lead to procrastination and obstruction is critical to finding solutions and making necessary adaptations to the changing climate. In his new book, Under Fire and Under Water, Cain offers a detailed look at the rising stakes and urgency of the various interconnected issues. ABOUT THE SPEAKER

Bruce Cain is an expert in U.S. politics, particularly the politics of California and the American West. A pioneer in computer-assisted redistricting, he is a prominent scholar of elections, political regulation, and the relationships between lobbyists and elected officials. Prior to joining Stanford, Professor Cain was director of the Institute of Governmental Studies at UC Berkeley from 1990-2007 and executive director of the UC Washington Center from 2005-2012. He was elected to the American Academy of Arts and Sciences in 2000 and has won awards for his research (Richard F. Fenno Prize, 1988), teaching (Caltech, 1988 and UC Berkeley, 2003), and public service (Zale Award for Outstanding Achievement in Policy Research and Public Service, 2000).

As the climate crisis grows more urgent, so does the question of how we can encourage citizens to mitigate it. We partner with a municipal government and NGO in Lebanon to evaluate a program that tracks and inspects citizens’ waste and then sends personalized feedback on how they can improve sorting quality. Two months after the intervention, the program improved sorting quality by an average of 0.3 out of 5 stars (14%) overall and 1.1 stars (42%) among those who complied with the program. Treated households were also over three times as likely to sign up for a raffle for ‘green’ prizes four months later (5.4% vs. 1.6%) — demonstrating an impact on other environmentally-conscious behaviors. However, positive effects disappear after the program ends. We find null results on sorting quality at the 12-month mark for all but a select few households who continue complying with the program even after inspections stop. We also observe negative treatment effects on the likelihood of volunteering for other environmental initiatives, indicating fatigue. The results suggest that information combined with monitoring can boost civic behaviors — but that continuous monitoring is likely needed to unlock durable results.

Salma Mousa is a scholar of social cohesion — typically using field experiments and partnerships with local governments and NGOs to explore the question of how to build it in the Middle East and beyond. Currently an Assistant Professor at UCLA's political science department, her research has been published in Science and covered by The Economist, BBC, Der Spiegel, the Times of London, and PBS NOVA. Salma received her PhD from Stanford University's political science department in 2020 and was previously an Assistant Professor of political science at Yale University.

An Egyptian-Canadian raised in Saudi Arabia, the UAE, Qatar, and Canada, Salma Mousa received her PhD in Political Science from Stanford University in 2020. A scholar of comparative politics, her research focuses on migration, conflict, and social cohesion.  Salma's dissertation investigates strategies for building trust and tolerance after war. Leveraging field experiments among Iraqis displaced by ISIS,  American schoolchildren, and British soccer fans, she shows how intergroup contact can change real-world behaviors — even if underlying prejudice remains unchanged.   A secondary research agenda tackles the challenge of integrating refugees in the United States. Combining a meta-analytic review, ethnographic fieldwork, and field experiments with resettlement agencies, this project identifies risk factors and promising policies for new arrivals.  Salma has held fellowships at the U.S. Institute of Peace, Stanford’s Immigration Policy Lab, the Freeman Spogli Institute, the Stanford Center for International Conflict and Negotiation, the McCoy Center for Ethics in Society, and the Stanford Center on Philanthropy and Civil Society. Her work has been supported by the Abdul Latif Jameel Poverty Action Lab (JPAL), the Innovations for Poverty Action Lab (IPA), the King Center on Global Development, the Institute for Research in the Social Sciences (IRiSS), the Program on Governance and Local Development (GLD), and the Abbasi Program in Islamic Studies. The Visiting Fellows in Israel Studies program at the Freeman Spogli Institute for International Studies (FSI) is pleased to welcome Professor Alon Tal as a visiting fellow. He will be based at FSI’s Center on Food Security and the Environment (FSE)

Professor Tal’s research looks at a broad range of issues involving public policy and sustainability, primarily considering the effect of rapidly growing populations on natural resources and the environment. Over the course of his career, Tal has balanced the demands of both academia and public interest advocacy. He has worked in government as a member of Israel’s parliament and as a professor with appointments at Tel Aviv University, Stanford, Ben Gurion, Hebrew, Michigan State, Otago, and Harvard Universities.

Prior to joining FSI, Tal was a visiting professor at the Stanford Graduate School of Business. He is also the founder of several environmental organizations in Israel, including Adam Teva V’Din, the Israel Union for Environmental Defense, and the Arava Institute.

To get a better understanding of how environmental issues are intersecting with other challenges unfolding in Israel and the region, we spoke to Dr. Tal about his research, his time in government, and his recommendations for what can be done to affect more action to address climate change.



Can you give us a general overview of how the Middle East as a region currently approaches climate-related and environmental policies?

Given the availability of inexpensive oil, it is not the surprising that many countries in the Middle East have a significant “carbon footprint.” Historically, there has been resistance to modify that energy profile. This is now starting to change. Just in December 2023, at the UN climate conference in Dubai, for the first time all Middle Eastern countries signed a pledge which ostensibly should lead to a decarbonized region. It’s fairly clear what needs to be done to achieve this, but there are enormous institutional and political obstacles to actually doing it. Each country in the Middle East functions as an “energy island” making renewable deployment much more difficult. Creating a regional electricity grid is a good place to start.

Israel has an extremely creative climate tech ecosystem that’s producing everything from green hydrogen and fuel cells to cultured meat and milk. I am encouraged that countries like the United Arab Emirates have already begun to invest in Israeli start-ups and more established companies to provide the muscle they need to become transformative. A year ago, Israel, Jordan, and the UAE signed an agreement which, for the first time, will provide clean solar energy from Jordan (which has ample open space in its deserts) to Israel. In exchange, Israel will deliver inexpensive desalinized water to Jordan, which is perhaps the world’s most water scarce country.

Beyond the sustainability dividends, given the prevailing tensions, I believe that such cooperative efforts in the environment will not only make the region healthier, but will serve as a basis to reduce the historic enmity. Indeed, I have been involved in a range of cooperative projects with Palestinian and Jordanian partners for almost thirty years.

Ready or not, the climate crisis is here, and making these issues part of the country’s political agenda and keeping them in the spotlight is important. The younger generations know this and are speaking out, and we have a responsibility to make sure they are heard.

You have firsthand experience working on policy as a member of the Knesset, Israel’s parliament. What success did you see there, and what challenges remain in addressing environmental issues? 

Israeli politics is quite polarized, not unlike the U.S., but issues relating to the environment generally enjoy support from all political parties. I did a lot of work with partners on the Israeli right and amongst religious politicians to engage them and receive support for a green agenda. The press made a big deal about this “bi-partisan” orientation, but it feels very natural to me. Regardless of people’s political orientation, everyone wants their children to breath clean air, drink potable war, and live in a planet with a stable climate.

That being said, I worry that public awareness of these issues remains deficient in Israel even though we are considered a “climate hotspot.” Other issues, particularly those involving security, don’t leave our citizens very much bandwidth to think about other matters, even urgent ones like climate change.

That’s why having a committee that convenes regular meetings and pushes the executive branch to be more conscientious in its mitigation and adaptation efforts from inside government is so critical. While I was serving, we held hearings on increasing shading in urban areas, removing bureaucratic obstacles to installation of “agrovoltaic” systems (solar panels on farmlands), expediting sales of electric vehicles through tax incentives, and many other topics. 

Our paramount objective was to pass a “climate law,” which would provide a statutory basis for the energy transition that needs to be accelerated. This is a step many state and national governments have taken in recent years. Unfortunately, the “Government of Change” that my party was part of in Israel fell apart before this critical legislation could be passed. That’s truly unfortunate. But the cabinet did make a commitment to reach net-zero emissions of greenhouse gases by 2050.  

Ready or not, the climate crisis is here, and making these issues part of the country’s political agenda and keeping them in the spotlight is important. The younger generations know this and are speaking out, and we have a responsibility to make sure they are heard.


What environmental implications does the ongoing war between Hamas and Israel have for the region?

For me, the war is not just about personal security, but also environmental security. Extremist, Islamist forces, and proxies for the Iranian government all threaten the kind of cooperation which is critical for the region.

I am encouraged that not one of my environmental colleagues from Arab countries — including many Palestinian colleagues — has broken off interactions with me since the war began. We continue to do research with a West Bank Palestinian group from Al Quds University about exposures to pharmaceutical products from wastewater reuse. We urgently need more of this kind of cooperation if we are going to address the pressing needs being created by this crisis.

Consider, for example, the groundwater situation in Gaza. When Egypt held the Gaza Strip in the 1960s, the aquifers were contaminated by salt water intrusion from the Mediterranean Sea caused by over pumping. It is absolutely critical that the people of Gaza have desalinated water (like Israel does) both to meet their immediate needs now and as climate-driven droughts continue to change local hydrological conditions in the future. For this to happen, whoever rules Gaza will have to stop investing limited local resources in military weaponry and focus on environmental infrastructure.

The human toll of this war is heartbreaking on all sides. But I believe that when the dust settles, there will be a victory for those who want to work together on critical environmental issues.

If we are going to meet the unprecedented challenges posed by the climate crisis, the world as we know it will have to change. And that won’t happen without effective public policies.

How can institutions like Stanford help in addressing these issues?

There’s no question that higher education is evolving. Universities generally divide up their departments according to disciplinary distinctions that were germane at the advent of the twentieth century but often make less sense today. In the fields I work in, it’s common lip service to talk about “interdisciplinary solutions.” But what that actually means in practice is that students need to be given literacy in topics ranging from chemistry and biology to economics, social science, and even aesthetics. I am very impressed with Stanford’s new Doerr School of Sustainability, which is aspiring to serve as an example of how this can be done. 

The course I am currently teaching, “Public Policy and Sustainability Challenges: Israel and the Middle East,” is designed to give the students a sense of what policies appear to work and which ones do not.  For instance, carbon taxes used to be a theoretical idea. But with 61 countries having introduced policies that monetize carbon, we can now dispassionately evaluate these interventions.

The students I see in my class are a healthy mix of MBA and sustainability scholars. They break up into groups of four and serve as consultants for a variety of climate tech companies, applying what they have learned to the real-life regulatory challenges which these promising ventures face. Stanford is preparing leaders, many of whom are committed to working in the climate space. I hope that the class provides them with valuable insights and tools to do this.


Looking to the future, what policies would you like to see put in place to precipitate meaningful action on climate-related issues in both the short and long term?

It is increasingly clear that despite increased global awareness, humanity is not meeting its goals for reducing greenhouse emissions. The population is growing, and billions of people are justifiably seeking a higher standard of living. If we are going to meet the unprecedented challenges posed by the climate crisis, the world as we know it will have to change; we are going to have undergo a complete technological makeover. This means an end to the fossil fuel era, beef as it is raised today, steel, cement, plastics – you name it. And this won’t happen without effective public policies.

One of the things that we started doing in Israel is requiring every school child from kindergarten to grade 12 to take 40 hours of classes about climate related topics during the course of the school year. That’s only a start, but it’s an important one. At Tel Aviv University, ten different departments have collaborated to produce a massive online open class, or “MOOC,” to get that expertise out of the university and into the hands of people. Education, coupled with urgency and action, is crucial. These are the kinds of initiatives that I believe are needed if we are going to see any real progress.

When I arrived at Stanford in September 2022, I’d just stepped out of a product manager role at a large government contractor. My career had focused on providing policymakers with the best open-source information possible around a myriad of foreign policy issues. Over the preceding years, that work had become increasingly intertwined with artificial intelligence (AI), not just as a subject of analysis but as a critical tool in the analytic process. In enrolling in the Ford Dorsey Master’s in International Policy (MIP) program, situated in the heart of Silicon Valley, I hoped I could better understand AI and how it would reshape geopolitics. 

My timing was serendipitous. Just as I settled in, OpenAI unveiled ChatGPT, and the world changed. It was a whirlwind period of wild speculation, anxiety, and excitement. To cut through the noise, I sat in on an advanced course on machine learning and enrolled in the Computer Science department’s core course, Programming Abstractions, to build my programming skills. Blending my policy framework development in MIP courses with technical study at Stanford’s renowned Computer Science department was exactly what I hoped Stanford would provide. 

What I didn’t expect, however, was how differently I was starting to think about my future after the program.

The Entrepreneurial Leap

The original plan for MIP was to get smart and then apply what I learned within an established organization, like my former employer or the government. I began to wonder if, rather than providing information to decision-makers as I had previously in my career, I could combine my product management experience and burgeoning CS competency in a different way. Could I attack the same problems I’d been working on for years, but from the bottom up? Could I use technology to empower the broader public to become more resilient to misinformation and polarization?

The approaching summer seemed like the opportunity to test my product ideas and the possibility of starting a business around them. MIP’s summer funding made it feasible to take advantage of that opportunity while still paying my rent. It also added helpful structure to my plan, requiring me to record my hours and find a mentor to oversee my progress.

My former colleague, David, with whom I have a strong relationship built on trust and shared vision, agreed to be my mentor. He had recently launched his own company in a related space and was able to share a wealth of experience and insights.

The Summer of Coding and Discover

Summer came, and I dove headfirst into coding, dedicating countless hours at the corner desk of my Hoskins apartment to building something tangible that embodied my vision. I also began immersing myself in the Bay Area’s tech ecosystem - attending AI seminars, venture capital events, and networking with founders.

The results of those first weeks were encouraging. I prduced a working prototype that used AI to identify misleading information online and, by referencing trusted sources, provide missing context and corrective information to the reader. It was real progress toward a world where we no longer rely on ineffective fact-checking after readers are exposed to misleading information and form their opinions. Instead, AI could help every news reader spot deceptive content in real-time - during the opinion formation process.

Despite my progress, I realized that if I were going to keep up with the pace of the hyper-competitive AI startup field, I would need a partner.

Finding a Co-founder 

With a working prototype of my Critical Reader Google Chrome extension, I felt ready to seek out an experienced partner who could help scale my vision. Y Combinator’s co-founder matching platform was my arena. It was a whirlwind of meetings and ideas, but eventually, I connected with the former CTO of a successful startup, who shared my commitment to revolutionizing digital information sharing.

We hit it off and decided to test our partnership with a 30-day trial. We examined my prototype critically and decided to pivot towards a simpler, more marketable product. In a few weeks, we had a minimum viable product ready and began user testing. As expected, the feedback was a mixture of praise and criticism, but it was energizing to have the critical data we needed to iterate and improve.

Beyond coding, we invested considerable effort into refining a mutual vision and business strategy. We began exploring non-profit frameworks and various hybrid business models that could achieve the scalability of a for-profit enterprise while preserving the principles that motivated us.

The experience developing financial forecasts and strategic plans significantly enhanced my professional toolkit and gave me first-hand experience with the reality of starting a business.

Renewed Vision 

In a few short months, my curiosity had evolved into a venture with real users and a business model. I had also changed. The experience developing financial forecasts and strategic plans significantly enhanced my professional toolkit and gave me first-hand experience with the reality of starting a business. 

Now, as I enter my penultimate quarter at Stanford, I am able to develop products and explore partnerships with a newfound clarity of purpose. My summer of entrepreneurship added a new dimension to my MIP experience and has set the stage for what comes after the program ends.
