Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

In an unprecedented collaboration, Stanford's Deliberative Democracy Lab has spearheaded the first-ever Industry-Wide Forum, a cross-industry effort putting everyday people at the center of decisions about AI agents. This unique initiative involving industry leaders Cohere, Meta, Oracle, PayPal, DoorDash, and Microsoft marks a significant shift in how AI technologies could be developed.

AI agents, advanced artificial intelligence systems designed to reason, plan, and act on behalf of users, are poised to revolutionize how we interact with technology. This Industry-Wide Forum provided an opportunity for the public in the United States and India to deliberate and share their attitudes on how AI agents should be deployed and developed.

The Forum employed a method known as Deliberative Polling, an innovative approach that goes beyond traditional surveys and focus groups. In November 2025, 503 participants from the United States and India engaged in an in-depth process on the AI-assisted Stanford Online Deliberation Platform, developed by Stanford's Crowdsourced Democracy Team. This method involves providing balanced information to participants, facilitated expert Q&A sessions, and small-group discussions. The goal is to capture informed public opinion that can provide durable steers in this rapidly evolving space.

As part of the process, academics, civil society, and non-profit organizations, including the Collective Intelligence Project, Center for Democracy and Technology, and academics from Ashoka University and Institute of Technology-Jodhpur, vetted the briefing materials for balance and accuracy, and some served as expert panelists for live sessions with the nationally representative samples of the United States and India.

The deliberations yielded clear priorities for building trust through safeguards during this early phase of agentic development and adoption. Currently, participants favor AI agents for low-risk tasks, while expressing caution about high-stakes applications in medical or financial domains. In deliberation, participants indicated an openness to these higher-risk applications if provided safeguards around privacy or user control, such as requiring approval before finalizing an action.

The Forum also revealed support for culturally adaptive agents, with a preference for asking users about norms rather than making assumptions. Lastly, the discussions underscored the need for better public understanding of AI agents and their capabilities, pointing to the importance of transparency and education in fostering trust in these emerging technologies.

The U.S.-Israel military aid framework is defined by a 10-year Memorandum of Understanding (MOU) for fiscal years 2019–2028, providing $38 billion ($3.3B annual Foreign Military Financing + $500M annual missile defense). The 2026 National Defense Strategy issued by the Pentagon, for example, describes Israel as a "model ally" — a skilled and fiscally responsible partner, bringing substantial national security benefits to the U.S. At the same time, in a recent interview with The Economist, Israeli Prime Minister, Benjamin Netanyahu, declared he intends to wean Israel off U.S. military aid entirely over the next 10 years. What factors influence U.S.-Israel security cooperation and long-term defense finance planning? How might these relations evolve over the coming decade in a world increasingly defined by war and potential great power conflict? Join former U.S. Ambassador to Israel, Daniel Shapiro, for a conversation about these essential questions.

ABOUT THE SPEAKER

Ambassador Daniel B. Shapiro is a distinguished fellow with the Atlantic Council’s Scowcroft Middle East Security Initiative. From 2022 to 2023, he was the Director of the N7 Initiative.

In his most recent government service, Shapiro was Deputy Assistant Secretary of Defense for the Middle East from 2024 to 2025, and prior to that was Senior Adviser on Regional Integration in the State Department’s Bureau of Near Eastern Affairs. He is a former US ambassador to Israel, serving from 2011 to 2017. Prior to his appointment, he worked as senior director for the Middle East and North Africa on the National Security Council at the White House, following his role as senior policy adviser in Barack Obama’s presidential campaign.

From 2001 to 2007, Shapiro worked as legislative director and later as deputy chief of staff for then-U.S. Senator Bill Nelson. From 1999 to 2001, he was director for legislative affairs at the National Security Council, serving as congressional liaison for National Security Adviser Sandy Berger. Shapiro also previously served as a staff member on the House Foreign Affairs Subcommittee on Europe and the Middle East and as a senior foreign policy adviser to US Senator Dianne Feinstein.

Shapiro has served as an adjunct professor at the Georgetown University School of Foreign Service, and in 2007, he was named vice president of Timmons & Company. Shapiro was a distinguished visiting fellow at the Institute for National Security Studies in Tel Aviv from 2017 to 2021. Concurrently, he was a principal at WestExec Advisors.

Dr. Tomer Persico is a Senior at the Shalom Hartman Institute and a Senior Research Scholar at the UC Berkeley Center for Middle Eastern Studies. Persico was the Koret Visiting Assistant Professor at the UC Berkeley Institute for Jewish Law and Israel Studies for three years and has taught for eight years at Tel Aviv University. His fields of expertise include cultural history, the liberal order, Jewish modern identity, contemporary spirituality, and Jewish fundamentalism. His books include The Jewish Meditative Tradition (Hebrew, Tel Aviv University Press, 2016), Liberalism: its Roots, Values and Crises (Hebrew, Dvir, 2024 and German, NZZ Libro, 2025) and In God's Image: How Western Civilization Was Shaped by a Revolutionary Idea (Hebrew, Yedioth,2021, English, NYU Press,2025). Persico is a liberal activist in Israel and has written hundreds of articles on current events for legacy media outlets, including Haaretz and The Washington Post. He lives in Jerusalem with his wife and two sons.

Sunday morning, we awoke to the good news that Jesús Armas, a Venezuelan civic leader and 2022 alumnus of the Fisher Family Summer Fellows Program at Stanford University's Center on Democracy, Development and the Rule of Law (CDDRL), had been released from prison after more than a year in detention. He was forcibly disappeared and detained in Venezuela by security forces in December 2024 following the country’s stolen presidential election earlier that year. We are deeply relieved that he is now free from imprisonment in El Helicoide — a place, Jesús wrote upon his release, “that has been a symbol of torture, evil, and authoritarianism.”

Jesús is a dedicated public servant, engineer, and activist who has worked bravely with the opposition to promote peaceful democratic participation, free and fair elections, and civic unity in Venezuela. His detention occurred amid a broader wave of arrests targeting opposition organizers, journalists, and civil society actors in the country, and his case drew sustained international concern.

Reflecting on his experience, Jesús wrote that “nobody should be behind bars for thinking differently,” underscoring the principle that peaceful dissent must not be met with imprisonment.

We hope this development contributes to continued progress toward the release of all individuals unjustly detained for peaceful civic and political engagement, in Venezuela and beyond, and toward renewed respect for human dignity, fundamental rights, and the rule of law.

At a recent seminar hosted by APARCʼs China Program, Professor Jessica Chen Weiss, the David M. Lampton Professor of China Studies at the Johns Hopkins University's School of Advanced International Studies, presented findings from her forthcoming book, Faultlines: The Tensions Beneath China's Global Ambitions (under contract with Oxford University Press), which examines how domestic politics and regime insecurity shape China’s foreign policy ambitions, prospects for peaceful coexistence, and the future of international order. Drawing on research and fieldwork in China, Weiss argued that understanding Beijingʼs behavior on the world stage requires looking beyond ideology to the contested priorities and political calculations that drive decision-making within the Chinese Communist Party (CCP).

Weiss proposed a framework centered on three pillars that have sustained CCP legitimacy since the late 1970s: sovereignty (nationalism), security (civility), and development. Her analysis reveals that China's objectives are not static but moving targets shaped by competing domestic interests, leadership priorities, and international pressures.

The Sovereignty-Security-Development Paradigm
 

At the heart of Weissʼs argument is the recognition that the CCPʼs foremost concern is domestic survival. In the face of the collapse of most communist regimes, the Party has remained vigilant against what it calls “peaceful evolution” and democratic contagion.

On issues touching core sovereignty concerns – Taiwan, Hong Kong, and maritime territorial claims – China has been “hyperactive” in making demands, even when doing so invites international censure. Weiss explained that the more central an issue is to CCP domestic legitimacy, the harder it becomes to make concessions, and the more likely international pressure is to backfire.

Yet tensions exist between competing priorities. China has compromised on certain border disputes to shore up domestic security, while its evolving stance on climate change reflects a shift from viewing carbon limits as threats to growth to recognizing the greater threat environmental catastrophes present to the nation’s stability.

Beyond the Monolith: China's Internal Contestation
 

Weissʼs research demonstrates that authoritarian China is far from monolithic. Different geographic, economic, institutional, and even ideological interests shape policy debates, even if most actors lack formal veto power. Local governments can resist central directives, as evidenced during the COVID-19 outbreak, when local officials initially withheld information about human-to-human transmission from the central government to prevent panic from disrupting important political meetings.

This pattern of center-local tension extends to China's international commitments. Local officials often game environmental regulations to juice growth and secure promotions, undermining Beijingʼs pledges on carbon emissions. On issues ranging from Belt and Road investments to export controls, implementation frequently diverges from stated policy as local actors pursue their own interests.

Weiss’s framework distinguishes among issues that are both central and uncontested (such as Taiwan), those that are central but contested (like climate change and trade policy), and peripheral issues where Beijing has shown greater flexibility (such as demonstrated by many UN peacekeeping initiatives). This helps explain why international pressure succeeds in some domains but fails spectacularly in others.

"The more central an issue is domestically, the more pressure the government faces to perform, and the harder it is to defy these domestic expectations," Weiss said. As a result, international pressure on these central issues is more likely to backfire, forcing the government to be seen as defending its core interests. She underscored that "even on these central issues, there's often tension with other central priorities, and managing these trade-offs comes with a number of different risks. It also means that sometimes an issue that touches on one pillar of regime support can yield to another."

Nationalism as Constraint and Tool
 

Weiss described nationalism as both a pillar of the CCPʼs legitimacy and a potential vulnerability when the government’s response appears weak. While large-scale anti-foreign protests have become rare, nationalist sentiment remains active online and shapes diplomatic calculations.

During Speaker Nancy Pelosiʼs 2022 visit to Taiwan, Chinese social media erupted with calls for the PLA to shoot down her plane. One interlocutor told Weiss his 14-year-old son and friends had stayed up past bedtime to watch Pelosiʼs plane land, illustrating nationalismʼs penetration into Chinese society.

Survey research reveals Chinese public opinion is quite hawkish, with majorities supporting military spending and viewing the U.S. presence in Asia as a threat. The government often refrains from suppressing nationalist sentiment to avoid backlash, even when doing so creates diplomatic complications. Weissʼs public opinion survey experiments, however, reveal that tough but vague threats can provide the government with wiggle room for de-escalation, although disapproval emerges when action is not sufficiently tough.

Regime Security Without Ideological Crusade
 

Weiss pushed back against arguments that China is bent on global domination or that ideology drives conflict with the West. While the CCP seeks a less ideologically threatening environment, it must balance this against development and market access.

This pragmatic calculus explains China's constrained support for Russiaʼs war in Ukraine — Beijing fears secondary sanctions more than it values autocratic solidarity. Rather than exporting revolution, China has worked with incumbents of all political stripes in the service of its national interests.

Chinaʼs strategy focuses on making autocracy viable at home, not on defeating democracy globally. This suggests room for coexistence if both sides can reach a détente on interference in internal affairs.

“China's activities are making autocracy more viable and, to the extent that China is succeeding, making China's example more appealing as a consequence. But its strategy doesn't hinge on defeating democracy around the world,” argued Weiss. This implies, to her view, that “there is more room for coexistence between autocracies and democracies if these different systems can find or reach a potential détente in the realm of ideas about how countries govern themselves, and importantly, they need to pull back their efforts in other societies across boundaries.”

Interdependence and Future Trajectories
 

Weiss concluded by outlining how her framework suggests different engagement strategies depending on where issues fall within the centrality-contestation matrix. On central but uncontested issues like Taiwan, pressure proves counterproductive, and reciprocal restraint may be most promising. On central but contested issues like currency, multilateral pressure can influence certain Chinese constituencies against others. On peripheral issues, such pressure is most effective unless powerful domestic constituencies subvert implementation.

Addressing questions about U.S.-China decoupling, Weiss noted that both sides recognize there are interdependencies that don’t have quick solutions. Even in a critical area like minerals, diversification will take at least a decade, and Chinese processing will still dominate globally. The goal of diversification should be to preempt coercion, not to achieve true decoupling.

Drawing on theories of political communication and elite cueing, identity salience, and threat perception, we hypothesize that the outbreak of a war of aggression by a major power increases the use of nationalist rhetoric by heads of government in other, non-belligerent, states.

To test this hypothesis, we analyse over 10,000 tweets by heads of government from 130 countries before and after the Russian invasion of Ukraine in February 2022. Using word embeddings, we map politicians' tweets along a nationalist–cosmopolitan spectrum and show a significant shift toward nationalist political discourse on the online platform.

Subgroup analysis reveals that this effect was stronger among leaders of member states of the North Atlantic Treaty Organization (NATO). Yet, leaders from countries that are members of the pro-Russia Collective Security Treaty Organization (CSTO) and those with past experiences of irredentism or territorial armed conflicts — thus resembling the Russia–Ukraine war — did not increase their resort to nationalist rhetoric.

These findings offer new insights into how — in the digital age — conflict in one place can diffuse into politics elsewhere.

Introduction and Motivation:


Social scientists and philosophers have shown increased interest in the concept of descriptive representation. Indeed, the identities and life experiences of those doing the representing may be critical for enacting the preferences of those being represented. This is especially the case for historically marginalized groups — upper-class, educated men may simply fail to adequately represent lower-class, uneducated, or women voters. In addition to considerations of fairness, there is growing recognition that descriptive representation can improve policy outcomes, such as service delivery or trust in government.

However, the study of descriptive representation has been hampered by data availability. Identifying simple correlations across the world’s democracies — for example, between proportions of working-class legislators and levels of social welfare provision — has hitherto been impossible.

In “The Global Legislators Database,” Nicholas Carnes, Joshua Ferrer, Miriam Golden, Esme Lillywhite, Noam Lupu, and Eugenia Nazrullaeva introduce the largest dataset of biographic and demographic information on national legislators ever assembled. GLD will enable scholars to assess just how much voters elect those with life experiences resembling their own. The authors compile information on five descriptive variables across 97 democracies: legislators’ party affiliation, gender, age, highest level of education, and previous occupation (to assess their social class). By contrast, prior datasets have focused only on heads of state or cabinet members, or on only a selection of more developed democracies.

Some questions around descriptive representation would seem to have intuitive answers: Wouldn’t developed countries have more women representatives, or wouldn’t women legislators feature less prominently in right-wing parties? Scholars can now hope to do more than merely gesture at answers.

The authors introduce the largest dataset of biographic and demographic information on national legislators ever assembled. GLD will enable scholars to assess just how much voters elect those with life experiences resembling their own.

Characteristics, Validity Checks, and Applications:


GLD comprises countries that (a) have a population of over 300,000 and (b) meet the standard for what Freedom House calls “Electoral Democracy” — having some minimum of political rights and civil liberties. Excluding six cases of data availability constraints, this yields 97 countries, including India, the United States, Brazil, Mexico, Nigeria, and the Philippines. Scholars of Pakistan, Bangladesh, or Turkey — who would likely characterize these countries as authoritarian during the 2015-17 time period — will be pleased that the authors chose a more forgiving measure of democracy.

Biographic data is drawn from the national legislature in unicameral countries and the lower chamber in bicameral countries. (By contrast, upper chambers are sometimes indirectly appointed or hereditary, which sheds less light on whether voters choose descriptively similar representatives.) This yields over 19,000 individuals who held office during at least one legislative session in 2015, 2016, and 2017. GLD has remarkably complete data for the five variables mentioned above: age and education data are presented for over 90% of legislators in the dataset, for over 93% as regards occupation, and nearly 100% for gender.

In order to assess GLD’s validity, the authors compare select variables to those in comparable datasets. For example, the gender variable is compared with gender data from the Varieties of Democracy (V-Dem) project, which shows that the two measures are nearly identical. So too is the age data nearly identical to an index from 15 affluent democracies.

For categories like education and prior occupation — where comparable data are unavailable — the authors conduct “face validity” tests: these draw on our intuitions that legislators are, for example, mostly educated and not working class. And indeed, these intuitions are borne out in the distributions of GLD data. In terms of total coverage, GLD includes information on more legislators than the comparable Global Leadership Project database for all but two countries, and in many cases, the differences are large.

The authors then use GLD in application to a number of questions for which scholars have lacked global data. First, some have hypothesized that in legislatures with more (a) uneducated, (b) female, and (c) working-class representatives, incumbency rates will be lower. This is because individuals from these three groups might have a harder time overcoming challenges relating to expertise, sexism, and fundraising, respectively. Correlating GLD data with a global reelection database, the authors find only evidence for (b), suggesting that women may face higher barriers to remaining in office. These are only correlations, but they point to fruitful areas for exploration: why might women face unique barriers, and what distinguishes countries with lower versus higher barriers?

A second application involves public financing of elections, which is thought to favor more working-class legislators who would have a harder time fundraising. Correlating V-Dem data on public financing with the GLD variable on prior occupation, however, the authors find limited evidence for this conjecture. Finally, some have proposed that countries with a stronger rule of law would favor a higher proportion of lawyers in the national legislature. Looking again at GLD prior occupation data alongside V-Dem rule of law data, the authors find limited evidence for this hypothesis.

These varied applications point to how the Global Legislators Database can serve as a valuable resource for scholars interested in the causes and consequences of descriptive representation. Although the GLD covers only a single point in time, it can serve as a bedrock for additional data-collection efforts. In addition to expanding its temporal coverage, scholars may also wish to gather data on upper chambers. Especially in ethnically diverse countries like Bosnia and Herzegovina, upper chambers are intended to mirror the descriptive composition of specific regions. However, it may be the case that ethnic representatives are still vastly more wealthy or educated than their constituents, thus impeding their ability to represent.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

Anna Grzymała-Busse is a professor in the Department of Political Science, the Michelle and Kevin Douglas Professor of International Studies, senior fellow at the Freeman Spogli Institute for International Studies and the director of The Europe Center. Her research interests include political parties, state development and transformation, informal political institutions, religion and politics, and post-communist politics.

In her first book, Redeeming the Communist Past, she examined the paradox of the communist successor parties in East Central Europe: incompetent as authoritarian rulers of the communist party-state, several then succeeded as democratic competitors after the collapse of these communist regimes in 1989.

Rebuilding Leviathan, her second book project, investigated the role of political parties and party competition in the reconstruction of the post-communist state. Unless checked by a robust competition, democratic governing parties simultaneously rebuilt the state and ensured their own survival by building in enormous discretion into new state institutions.

Anna's third book, Nations Under God, examines why some churches have been able to wield enormous policy influence. Others have failed to do so, even in very religious countries. Where religious and national identities have historically fused, churches gained great moral authority, and subsequently covert and direct access to state institutions. It was this institutional access, rather than either partisan coalitions or electoral mobilization, that allowed some churches to become so powerful.

Anna's most recent book, Sacred Foundations: The Religious and Medieval Roots of the European State argues that the medieval church was a fundamental force in European state formation.

Other areas of interest include informal institutions, the impact of European Union membership on politics in newer member countries, and the role of temporality and causal mechanisms in social science explanations.

Or (Ori) Rabinowitz is a tenured senior lecturer (Associate Professor) at the International Relations Department of the Hebrew University and a Visiting Fellow of Israel Studies at Stanford, 2025-2026. After receiving the British Foreign Office's Chevening Scholarship, Rabinowitz completed a PhD at the War Studies Department of King’s College London in 2011. Her first book, Bargaining on Nuclear Tests, was published in 2014 by Oxford University Press. Her second book, currently under contract with Cambridge University Press, explores the evolution of US-Israeli collaboration in countering nuclear proliferation in the Middle East. She has published numerous peer-reviewed articles, think pieces, and op-eds in leading journals and magazines. She is also the recipient of several grants and awards, including two personal grants from the Israel Science Foundation.
