Policies promoting ethanol and biodiesel production and use in the U.S., Europe, and other parts of the world since the mid-2000s have had profound—and largely unintended—consequences on global food prices, agricultural land values, land acquisition, and food security in developing countries. They have also created regional opportunities in the form of agricultural investments, crop yield growth, and booming farm economies. Rising incomes in emerging economies are generating increased demand for transportation fuels, thus stimulating further growth of the global biofuel industry. This seminar will explore the politics, economics, and global food security implications of the expanding biofuel sector. Several policy questions will be raised, including the role of biofuel mandates on food prices, the role of trade policies for stabilizing food prices in an era of increasingly tight demand, and the role of land policies and institutions for feedstock production and income distribution in the developing world.

Siwa Msangi, Senior Research Fellow in the Environment and Production Technology Division at the International Food Policy Research Institute (IFPRI) will provide commentary. Msangi's work focuses on the major socio-economic and bio-physical drivers affecting agricultural production and trade, and their impacts on nutrition, poverty and the environment. Dr. Msangi manages a research portfolio that includes the economic and environmental implications of biofuels, and has coordinated the project Biofuels and the Poor in partnership with FSE.

Rosamond Naylor is the William Wrigley Professor in Earth System Science, a Senior Fellow at Stanford Woods Institute and the Freeman Spogli Institute for International Studies, the founding Director at the Center on Food Security and the Environment, and Professor of Economics (by courtesy) at Stanford University. She received her B.A. in Economics and Environmental Studies from the University of Colorado, her M.Sc. in Economics from the London School of Economics, and her Ph.D. in applied economics from Stanford University. Her research focuses on policies and practices to improve global food security and protect the environment on land and at sea. She works with her students in many locations around the world. She has been involved in many field-level research projects around the world and has published widely on issues related to intensive crop production, aquaculture and livestock systems, biofuels, climate change, food price volatility, and food policy analysis. In addition to her many peer-reviewed papers, Naylor has published two books on her work: The Evolving Sphere of Food Security (Naylor, ed., 2014), and The Tropical Oil Crops Revolution: Food, Farmers, Fuels, and Forests (Byerlee, Falcon, and Naylor, 2017).

She is a Fellow of the Ecological Society of America, a Pew Marine Fellow, a Leopold Leadership Fellow, a Fellow of the Beijer Institute for Ecological Economics, a member of Sigma Xi, and the co-Chair of the Blue Food Assessment. Naylor serves as the President of the Board of Directors for Aspen Global Change Institute, is a member of the Scientific Advisory Committee for Oceana and is a member of the Forest Advisory Panel for Cargill. At Stanford, Naylor teaches courses on the World Food Economy, Human-Environment Interactions, and Food and Security.

Mark Tessler is Samuel J. Eldersveld Collegiate Professor of Political Science. He is also Vice Provost for International Affairs.   Professor Tessler specializes in Comparative Politics and Middle East Studies. He has studied and/or conducted field research in Tunisia, Israel, Morocco, Egypt, and Palestine (West Bank and Gaza).  He is one of the very few American scholars to have attended university and lived for extended periods in both the Arab world and Israel.  He has also spent several years teaching and consulting in Sub-Saharan Africa.

Professor Tessler also co-directs the Arab Barometer Survey project.  The first wave of Arab Barometer surveys, carried out in eight Arab countries and completed in 2009, was named the best new data set in comparative politics by the American Political Science Association in 2010.  The second wave of Arab Barometer surveys is currently under way.

Professor Tessler has also conducted research and written extensively on the Israeli-Palestinian conflict. He is the author of A History of the Israeli-Palestinian Conflict, which won national honors and was named a “Notable Book of 1994” by The New York Times. An updated and expanded edition of this book was published in 2009.

Professor Tessler is General Editor of the Indiana University Press series in Middle East Studies. He is also on the editorial board of Public Opinion Quarterly and a number of other scholarly journals. He served from 1995 to 2004 as president of the American Institute for Maghrib Studies, which maintains research facilities in Tunisia, Algeria and Morocco; is a past president of the Association for Israel Studies; and was a founding member of the Palestinian-American Research Center.

David Lobell is the Benjamin M. Page Professor at Stanford University in the Department of Earth System Science and the Gloria and Richard Kushel Director of the Center on Food Security and the Environment. He is also the William Wrigley Senior Fellow at the Stanford Woods Institute for the Environment, and a senior fellow at the Freeman Spogli Institute for International Studies (FSI) and the Stanford Institute for Economic Policy and Research (SIEPR).

Lobell's research focuses on agriculture and food security, specifically on generating and using unique datasets to study rural areas throughout the world. His early research focused on climate change risks and adaptations in cropping systems, and he served on the Intergovernmental Panel on Climate Change (IPCC) Fifth Assessment Report as lead author for the food chapter and core writing team member for the Summary for Policymakers. More recent work has developed new techniques to measure progress on sustainable development goals and study the impacts of climate-smart practices in agriculture. His work has been recognized with various awards, including the Macelwane Medal from the American Geophysical Union (2010), a Macarthur Fellowship (2013), the National Academy of Sciences Prize in Food and Agriculture Sciences (2022) and election to the National Academy of Sciences (2023).

Prior to his Stanford appointment, Lobell was a Lawrence Post-doctoral Fellow at Lawrence Livermore National Laboratory. He holds a PhD in Geological and Environmental Sciences from Stanford University and a Sc.B. in Applied Mathematics from Brown University.

This paper adopts a unified approach to an understanding of the development processes of the East Asian economies, Chinese, Japanese and South Korean, in terms of common five phases starting with Malthusian equilibria and extended to forthcoming post-demographic transitions characterized by the shrinkage of the working-age group share in the population. Notwithstanding of the basic commonality, however, there are also marked differences among the East Asian economies in the timing of turning points, durations, and substantive forms of the phases. The paper claims that those differences need to be co-explained by accompanying variations in institutional trajectories. It identifies the Malthusian origins of contrasting political-economic and social-norm characteristics in Chinese and Japanese institutional arrangements and discusses their transformations over successive phases. By delineating institutional characteristics of China and Japan from a game-theoretic perspective, it implicitly challenges prevailing views that contrast the East and the West in such general terms as kinship vs. the third party enforcement of contracts, Confucianism vs. Protestantism, collectivism vs. individualism, authoritarianism vs. liberal democracy, and the like. These dichotomies are too simplistic for explaining the uniqueness, commonality and variations of institutional arrangements in East Asia and their impacts on development processes of respective economies.

Sixty-six years ago, a small group of scientists, policy makers and military leaders embarked upon a highly secretive project to build a nuclear bomb. It would change the world forever. Today, the tightly-controlled knowledge and technologies of the Manhattan Project have given way to the open culture of the internet and the Information Age.

The revolution in technology and information dissemination that has transpired since the dawn of the nuclear age has had far-reaching effects on the entire national security apparatus. It has presented dangers, but also opportunities. In the arms control arena, new communication tools allow treaties to be negotiated with greater speed, and computing models help sustain nuclear stockpiles without testing. Verification techniques and technologies are developing in new and innovative directions. However, the traditional tools of arms control policy are limited in how they apply to cyber-weapons and warfare; new ones will be needed.

Identifying the challenges associated with the Information Age, as well as solutions and opportunities, will drive the arms control agenda for the next century.

Speaker's Biography: Rose Gottemoeller was sworn in as the Assistant Secretary of State for the Bureau of Arms Control, Verification and Compliance, on April 6, 2009. She was the chief negotiator of the New Strategic Arms Reduction Treaty (New START) with the Russian Federation. Since 2000, she had been with the Carnegie Endowment for International Peace. She most recently was a senior associate in the Carnegie Russia & Eurasia Program in Washington, D.C., where she worked on U.S.–Russian relations and nuclear security and stability. She also served as the director of the Carnegie Moscow Center from January 2006 – December 2008.

Formerly Deputy Undersecretary of Energy for Defense Nuclear Nonproliferation and before that, Assistant Secretary for Nonproliferation and National Security, also at the Department of Energy, she was responsible for all nonproliferation cooperation with Russia and the Newly Independent States. She first joined the Department of Energy in November 1997 as director of the Office of Nonproliferation and National Security.

Prior to her work at the Department of Energy, Ms. Gottemoeller served for 3 years as Deputy Director of the International Institute for Strategic Studies in London. From 1993 to 1994, she served on the National Security Council in the White House as director for Russia, Ukraine, and Eurasia Affairs, with responsibility for denuclearization in Ukraine, Kazakhstan, and Belarus. Previously, she was a social scientist at RAND and a Council on Foreign Relations International Affairs Fellow. She has taught on Soviet military policy and Russian security at Georgetown University.

Ms. Gottemoeller received a B.S. from Georgetown University and a M.A. from George Washington University. She is fluent in Russian.

Twenty-seven rising leaders from emerging democracies around the world have been named to the 2011 class of Draper Hills Summer Fellows on Democracy and Development at CDDRL.

Twenty-seven rising leaders from emerging democracies around the world have been named to the 2011 class of Draper Hills Summer Fellows on Democracy and Development at CDDRL.

This group represents the seventh class of Draper Hills Summer Fellows and is composed of democracy activists, development practitioners, academics, policymakers, journalists, and entrepreneurs, among others. The finalists were selected from a competitive pool of over 200 applicants and represent a dynamic cohort of mid-career professionals who are committed to improving or establishing democratic governance, economic growth, and rule of law in their home countries.

The program is funded by generous support from Bill and Phyllis Draper and Ingrid von Mangoldt Hills.

Some interesting statistics to illustrate the diverse nature of this class are as follows: 50% are women, the average age is 37 years, almost half hold graduate degrees, and Africa and the Middle East represent the largest geographical proportion of the incoming class.

Collectively, the Draper Hills Summer Fellows are helping to accelerate social and political change by developing multiparty democracy in Ghana, fighting for minority rights in Nepal, promoting good governance in Zimbabwe, training political parties in Iraq, and advocating for constitutional reform in Venezuela.

This group will convene at Stanford University July 25-August 12 for a three-week intensive executive education program led by an interdisciplinary team of leading faculty affiliated with CDDRL. During this time, the Draper Hills Summer Fellows will hear from distinguished speakers, engage in peer learning, and meet with executives of leading Silicon Valley companies and non-profit organizations to share best practices and expand their professional networks.

This high-impact program helps to create a broader community of global activists and practitioners intent on sharing experiences to bring positive change where democracy is at risk.

CISAC's Tom Isaacs participated in a discussion on nuclear energy in America for the World Affairs Council Northern California. 

Event Description:

The 8.9 earthquake and tsunami that struck Japan on March 11, 2011 set in motion one of the largest nuclear disasters in almost three decades. It also renewed the debate over the future of nuclear energy in the US and abroad. With 104 nuclear power plants across the country, generating about 20 percent of America's energy, there is no doubt that we are currently dependent on nuclear energy, yet the debate over this highly contentious technology is far from resolved. The three panelists will discuss what this disaster means for the future of US energy. How will the disaster at the Fukushima Daiichi plant shape future energy policies and public opinion, and are there existing renewable technologies capable of fulfilling the world’s energy needs? Will nuclear energy be the fuel of the 21st century, or a relic of the past?

Tom is Co-Principal Investigator for the Nuclear Threat Initiative (NTI) Developing Spent Fuel Strategies (DSFS) project coordinating international cooperation on issues at the back end of the nuclear fuel cycle with emphasis on spent fuel management and disposal in Pacific Rim countries. Participants include senior nuclear officials from Japan, Korea, China, Taiwan, Canada, and the United States.

Tom advises national nuclear waste programs on facility siting, communications, stakeholder engagement, and public trust and confidence. He has worked with the Canadian Nuclear Waste Management Organization (NWMO) for 15 years.

Tom was recently named as the Chair of the recently formed Experts Team to support Southern California Edison  at the San Onofre Nuclear Generating Station.

Previously Tom was a Consulting Professor at CISAC, lead advisor to the Blue Ribbon Commission on America’s Nuclear Future, Member of the National Academy of Sciences Nuclear and Radiation Studies Board, Director of Planning at Lawrence Livermore National Laboratory, and long time senior executive at the Department of Energy where he led the siting of Yucca Mountain as the nation’s candidate site for a geologic repository.

He has degrees in Engineering, Applied Physics, and Chemical Engineering from Harvard University and the University of Pennsylvania.

Since news of the March 11 Great Tohoku Earthquake broke, the Walter H. Shorenstein Asia Pacific Research Center, which has deep, longstanding ties to Japan, has closely followed and responded to this ongoing situation.

“We are still trying to absorb the magnitude and meaning of an earthquake that dwarfed anything seen in Japan—a country that is known for seismic activity—for probably more than a millennium,” said Daniel C. Sneider, associate director for research at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC), while moderating an April 26 seminar co-sponsored by the School of Earth Sciences and the Freeman Spogli Institute for International Studies (FSI).

It is too soon to know the full domestic and global impact of the March 11 Great Tohoku Earthquake and its ensuing tsunami and nuclear accident. Japan is grappling to aid victims, to resolve the danger at the Fukushima nuclear complex, and to move forward with rebuilding amidst political debates and disrupted systems. The global supply chain suffered setbacks of unknown scale, and the disaster-readiness of the world’s other earthquake-prone coastal areas have come under scrutiny. Since news of the earthquake broke, Shorenstein APARC, which has deep, longstanding ties to Japan, has closely followed and responded to this ongoing situation.

During a March 21 CISAC event about the nuclear crisis, Shorenstein APARC director emeritus Daniel I. Okimoto predicted that Japan would weather the blow to its economy and emerge with a “new sense of national mission.” The next week, Michio Harada, Deputy Counsel General at San Francisco’s Consulate General of Japan, joined a Shorenstein APARC discussion before an overflowing audience of concerned students and interested public on the future of Japan’s energy, economy, and politics. Participants agreed that the disaster could have long-term government and policy impacts and that resolving the nuclear situation was the most immediate concern. Despite the challenges, they predicted that Japan would ultimately recover.

During an April 22–23 conference organized by the center’s Stanford Project on Japanese Entrepreneurship (STAJE), a panel of Japan scholars discussed the implications of the disaster for business and research trends. Takeo Hoshi of the University of California, San Diego (UCSD) suggested that the post-disaster redistribution of human capital could potentially accelerate Japan's long-term growth. UCSD scholar and STAJE Academic Advisory Group member Ulrike Schaede offered a detailed analysis of the sometimes hidden but vital place of Japanese firms in the global supply chain and the impact of the earthquake on that role.

Masahiko Aoki, an FSI senior fellow affiliated with Shorenstein APARC, presented at the April 26 seminar moderated by Sneider, the second in a two-day series about the domestic and global impacts of the earthquake. He offered insights into social, economic, and institutional aspects of the March events, noting the element of human error involved in the Fukushima accident. Aoki suggested that the situation presented an opportunity for significant institutional reform in Japan, including a reorganization of the country’s nuclear energy system.

Above all, Shorenstein APARC believes that Japan will recover, and its connection to its friends, colleagues, and affiliates there remains an important center priority. In addition to frequent telephone and e-mail communication, the center will reconnect in person with a large number of its Japan affiliates in September during the annual Stanford Kyoto Trans-Asian Dialogue (DISCONTINUED).
