Gabrielle Hecht is Associate Professor of History at the University of Michigan.  Her first book, The Radiance of France:  Nuclear Power and National Identity after World War II (MIT 1998), won awards from the American Historical Association and the Society for the History of Technology.  The French translation appeared with La Découverte in 2004, and MIT will publish a new English-language edition in 2009.  Her current project, entitled Uranium from Africa and the Power of Nuclear Things, draws on archival and field work conducted in Africa, Europe, and North America.  Focusing especially on Gabon, Madagascar, South Africa, Namibia, and Niger, this project examines uranium mining in these places and the flow of uranium from these places. It argues that the view from Africa transforms our understanding of the "nuclear" as a political, technological, and occupational category, as well as our perspective on the transnational power of nuclear things. 

Alexander Montgomery, a visiting assistant professor in 2008-09, was a postdoctoral fellow at CISAC in 2005-2006 and is an assistant professor of political science at Reed College. He has published articles on dismantling proliferation networks and on the effects of social networks of international organizations on interstate conflict. His research interests include political organizations, social networks, weapons of mass disruption and destruction, social studies of technology, and interstate social relations. His current book project is on post-Cold War U.S. counterproliferation policy, evaluating the efficacy of policies towards North Korea, Iran, and proliferation networks.

He has been a joint International Security Program/Managing the Atom Project Research Fellow at the Belfer Center for Science and International Affairs in the Kennedy School of Government at Harvard University. He has also worked as a research associate in high energy physics on the BaBar experiment at Lawrence Berkeley National Laboratory and as a graduate research assistant at the Center for International Security Affairs at Los Alamos National Laboratory. He has a BA in physics from the University of Chicago, an MA in energy and resources from the University of California, Berkeley, and an MA in sociology and a PhD in political science from Stanford University.

Max Abrahms is a PhD candidate at UCLA focusing on the interface of terrorism and international relations theory. Abrahms has published in International Security, Security Studies, Terrorism and Political Violence, Studies in Conflict and Terrorism, and Middle East Policy. Prior to coming to Stanford, Abrahms was a research associate at Harvard University's Belfer Center for Science and International Affairs; a fellow at Tel Aviv University; a fellow at the Washington Institute for Near East Policy; and a commissioned op-ed writer on Palestinian terrorism for the Los Angeles Times. He has appeared as a terrorism analyst on ABC News, Al-Arabiyya, Al-Hurra, Al-Jazeera, BBC, CBS, CNN, CNN Financial, Fox News, National Public Radio, and PBS. Abrahms is a graduate of the University of Pennsylvania (summa cum laude) and Oxford University, where he read his MPhil in International Relations.

Paul Stockton is a senior research scholar at Stanford University's Center for International Security and Cooperation (CISAC). He was formerly the associate provost at the Naval Postgraduate School in Monterey, California, and was the founding director of its Center for Homeland Defense and Security. His research focuses on how U.S. security institutions respond to changes in the threat (including the rise of terrorism), and the interaction of Congress and the Executive branch in restructuring national security budgets, policies and institutional arrangements. Stockton also serves as co-teacher of the CISAC Honors Program, which assists Stanford seniors in writing theses on international security.

Stockton joined the faculty of the Naval Postgraduate School (NPS) in August 1990. From 1995 until 2000, he served as director of NPS' Center for Civil-Military Relations. From 2000-2001, he founded and served as the acting dean of NPS' School of International Graduate Studies. He was appointed associate provost in 2001.

Stockton is the editor of Homeland Security, a graduate text to be published by Oxford University Press in 2009. Stockton serves on the editorial review board of Homeland Security Affairs, the quarterly journal he helped establish in 2005. His research has appeared in Political Science Quarterly, International Security, and Strategic Survey. He is co-editor of Reconstituting America's Defense: America's New National Security Strategy (1992). He has also published an Adelphi Paper and has contributed chapters to a number of books, including James Lindsay and Randall Ripley, eds., U.S. Foreign Policy After the Cold War (1997).

From 1986-1989 Stockton served as legislative assistant to U.S. Senator Daniel Patrick Moynihan. Stockton was Senator Moynihan's personal representative on the Senate Foreign Relations Committee, and was principal advisor to the senator on defense, intelligence, counter narcotics policy and foreign affairs. Stockton was awarded a Postdoctoral Fellowship for 1989-1990 by CISAC. During his graduate studies at Harvard, he served as a research associate at the International Institute for Strategic Studies in London.

Stockton received a bachelor's degree from Dartmouth College in 1976 and a doctorate in government from Harvard in 1986.

As the new year begins, the administration of ROK President Lee Myung-bak faces an unusually complex and rapidly evolving regional security landscape as he seeks to craft a strategy that simultaneously deepens ties with the U.S., protects South Korean equities in North Korea, continues to reduce tensions with neighboring countries and promotes economic objectives in Northeast Asia (including eastern Siberia). What are his options, considerations and prospects for success?

The past year witnessed an accelerated pace and apparent deepening in substance of the nascent security ties between and among the nations of Northeast Asia. A veritable whirlwind of diplomatic activity featured “upgraded” dialogue and symbolic steps. Meanwhile, as token of warming relations and impetus for even closer regional cooperation, China, Japan and the ROK met trilaterally on an array of issues. Ambitious proposals – and cutthroat bargaining – attended competition for a stake in Russian energy resources and potential infrastructure projects in the conjunction of eastern Siberia, Korea and China. Through the year all involved parties – the ROK, China, Russia, Japan, and the U.S. – met in the Six-Party talks context. Each party, excepting North Korea, paid public obeisance to the goal of “transforming” the talks into a new regional security mechanism.

But the year 2009 dawns against the backdrop of uncertainties that cast a cloud over the promise suggested by these developments: the global economic and financial crisis; battered, untested or unpopular political leaderships; competing nationalisms – and national interests; and the import and implications of China’s “rise.”

Mr. Keyser retired from the U.S. Department of State in September 2004 after a 32-year career. He had been a member of the Senior Foreign Service since 1990, and held Washington-based ambassadorial-level assignments 1998-2004. Donald W. Keyser retired from the U.S. Department of State in September 2004 after a 32-year career.  He had been a member of the Senior Foreign Service since 1990, and held Washington-based ambassadorial-level assignments 1998-2004.  Throughout his career he focused on U.S. policy toward East Asia, particularly China, Taiwan, Hong Kong, Japan and the Korean Peninsula. Fluent in Chinese and professionally conversant in Japanese, Russian and French, he served three tours at the American Embassy in Beijing, two tours at the American Embassy in Tokyo, and almost a dozen years in relevant domestic assignments.  In the course of his career, Keyser logged extensive domestic and foreign experience in senior management operations, conflict resolution, intelligence operations and analysis, and law enforcement programs and operations.  A Russian language major in college and a Soviet/Russian area studies specialist through M.A. work, Keyser served 1998-99 as Special Negotiator and Ambassador for Regional Conflicts in the Former USSR.   He sought to develop policy initiatives and strategies to resolve three principal conflicts, leading the U.S. delegation in negotiations with four national leaders and three separatist leaders in the Caucasus region.

Keyser earned his B.A. degree, Summa Cum Laude, with a dual major in Political Science and Russian Area Studies, from the University of Maryland.  He pursued graduate studies at The George Washington University, Washington, D.C., from 1965-67 (Russian area and language focus) and 1970-72 (Chinese area and language focus).   He attended the National War College, Fort McNair, Washington (1988-89), earning a certificate equivalent to an M.S., Military Science; and the National Defense University Capstone Program (summer 1995) for flag-rank military officers and civilians.

Marcus Mietzner is currently Lecturer in Indonesian Studies at the Faculty of Asian Studies, Australian National University. Between 1998 and 2008, he lived, worked and researched in Indonesia. He has published extensively on Indonesian politics, among others in Journal of Southeast Asian Studies, Southeast Asian Research and Contemporary Southeast Asia. His most recent book is Military Politics, Islam, and the State in Indonesia: From Turbulent Transition to Democratic Consolidation, published by ISEAS in Singapore in December 2008.

As evidence emerges that the gunmen who caused the carnage in Mumbai were operatives of the Pakistan-based Lashkar-e-Taiba, one question reverberates: Was the Pakistani government responsible for the Mumbai terror attacks?

This is the wrong question to ask. During the late 1980s and the 1990s, the Pakistani government created terror organizations such as Lashkar-e-Taiba as tools of asymmetric warfare against Indian rule in Jammu and Kashmir. In recent years, however, the jihadis, like the magic brooms in Goethe's tale, "The Sorcerer's Apprentice," have taken on a life of their own; along with the government, the army and the intelligence services, such groups now comprise one of the main centers of gravity within Pakistan.

Several factors have enabled them to reach this point. The jihadis have been armed and trained by elements of the Pakistani military and security services, and are funded by a sophisticated international financial network. In addition, they enjoy street popularity, and remain a useful means of combatting India's presence in Kashmir. Consequently, the Pakistani government has balked at opportunities to shut them down.

As a result, the militants are now in a position to conduct their own policy. Like the Goethe's magic brooms, they often act against the interests of their creators, attacking security personnel, assassinating government officials and seizing territory within Pakistan, as well as launching attacks on India that could trigger a regional war. The question, then, is not whether the Pakistani government was responsible for the Mumbai attacks, but who will now play the role of sorcerer and rein in the jihadis.

In theory, either the Pakistani or the Indian government could do so. But Mumbai has shown that neither side is up to the task. The Pakistani government cannot prevent militants from using its soil to strike India. The Indians are completely unable to anticipate or repel such attacks. In addition, they lack the military capabilities needed to clear militant strongholds within Pakistani territory.

The situation requires a radical re-thinking of South Asia's security. Both sides must adopt policies that transcend their traditional comfort zones. The Pakistani government must forswear militancy, end support for the jihadis and accept international military and financial assistance in crushing them. The Pakistani government needs to recognize that the costs of supporting militancy outweigh its benefits, and that Mumbai may be the last chance to get control of the situation. If the government does not act against the militants now, then it may lose control of the state, or find itself drawn into a catastrophic conflict with India in the wake of another terrorist attack.

The Indians, for their part, must start to take their own security more seriously. In 1991, after suffering a major financial crisis, the Indian government came to terms with the failures of its socialist development model and adopted a free-market approach to economic growth. Similarly, India must use this crisis to wholly revamp its security infrastructure. If it fails to do so, the country's impressive economic expansion of recent years will be for naught. Simply put, international corporations will view the country as being too dangerous and refuse to do business there.

The road to real improvement in India will be long and complex, but the Indians can start by properly training and equipping their police and domestic security personnel, who were outgunned and outwitted for nearly three days in Mumbai by just a handful of terrorists. Simultaneously, New Delhi must address the legitimate concerns of its own Muslim community, including the long-aggrieved Kashmiri population, so that overseas terrorists do not find willing collaborators within India.

Finally, there is another player in this subcontinental drama: the United States. The United States, which has forged a strategic partnership with India, can quietly and privately nudge New Delhi to address the internal tensions in Kashmir. More important, however, the United States must use its leverage as Pakistan's largest source of bilateral assistance to press the Pakistanis to end their support for the jihadis. It cannot continue to provide Islamabad with billions of dollars to fight the war on terror while Pakistan-based militant groups conduct operations like the Mumbai attacks. If Pakistan is to continue to benefit from American largesse, it must demonstrate a tangible commitment to ending support for such organizations.

None of these steps will provide an overnight solution to the problems laid bare by the Mumbai attacks. But, in time, they can help South Asia to create its own modern-day sorcerer, and deal with the militant forces that Pakistan has unleashed over decades. If the region fails to do so, its story, unlike Goethe's, will not have a happy ending.

As China launches a new round of rural reforms after 2005 and associated initiatives, many questions arise regarding the nature of the institutions across the countryside through which leaders will attempt to implement their new rural development strategies. Has the political economy-one which was the foundation of the first round of rural reforms-changed since the early 1980s? How have the efforts of the mid-1990s to begin to create a new regulatory approach and reform the administrative apparatus in China's urban economy affected rural areas? Are institutions in rural China that allow the upper level government to implement its policies effective and are they facilitating the development of a local, sustaining system of governance?

Scott Rozelle is the Helen F. Farnsworth Senior Fellow and the co-director of Stanford Center on China's Economy and Institutions in the Freeman Spogli Institute for International Studies and Stanford Institute for Economic Policy Research at Stanford University. He received his BS from the University of California, Berkeley, and his MS and PhD from Cornell University. Previously, Rozelle was a professor at the University of California, Davis and an assistant professor in Stanford’s Food Research Institute and department of economics. He currently is a member of several organizations, including the American Economics Association, the International Association for Agricultural Economists, and the Association for Asian Studies. Rozelle also serves on the editorial boards of Economic Development and Cultural Change, Agricultural Economics, the Australian Journal of Agricultural and Resource Economics, and the China Economic Review.

His research focuses almost exclusively on China and is concerned with: agricultural policy, including the supply, demand, and trade in agricultural projects; the emergence and evolution of markets and other economic institutions in the transition process and their implications for equity and efficiency; and the economics of poverty and inequality, with an emphasis on rural education, health and nutrition.

Rozelle's papers have been published in top academic journals, including Science, Nature, American Economic Review, and the Journal of Economic Literature. His book, Invisible China: How the Urban-Rural Divide Threatens China’s Rise, was published in 2020 by The University of Chicago Press. He is fluent in Chinese and has established a research program in which he has close working ties with several Chinese collaborators and policymakers. For the past 20 years, Rozelle has been the chair of the International Advisory Board of the Center for Chinese Agricultural Policy; a co-director of the University of California's Agricultural Issues Center; and a member of Stanford's Walter H. Shorenstein Asia-Pacific Research Center and the Center on Food Security and the Environment.

In recognition of his outstanding achievements, Rozelle has received numerous honors and awards, including the Friendship Award in 2008, the highest award given to a non-Chinese by the Premier; and the National Science and Technology Collaboration Award in 2009 for scientific achievement in collaborative research.

Jean C. Oi is the William Haas Professor of Chinese Politics in the department of political science and a Senior Fellow of the Freeman Spogli Institute for International Studies at Stanford University. She is the founding director of the Stanford China Program at the Walter H. Shorenstein Asia-Pacific Research Center. Professor Oi is also the founding Lee Shau Kee Director of the Stanford Center at Peking University.

A PhD in political science from the University of Michigan, Oi first taught at Lehigh University and later in the Department of Government at Harvard University before joining the Stanford faculty in 1997.

Her work focuses on comparative politics, with special expertise on political economy and the process of reform in transitional systems. Oi has written extensively on China's rural politics and political economy. Her State and Peasant in Contemporary China (University of California Press, 1989) examined the core of rural politics in the Mao period—the struggle over the distribution of the grain harvest—and the clientelistic politics that ensued. Her Rural China Takes Off (University of California Press, 1999 and Choice Outstanding Academic Title, 1999) examines the property rights necessary for growth and coined the term “local state corporatism" to describe local-state-led growth that has been the cornerstone of China’s development model. 

She has edited a number of conference volumes on key issues in China’s reforms. The first was Growing Pains: Tensions and Opportunity in China's Transformation (Brookings Institution Press, 2010), co-edited with Scott Rozelle and Xueguang Zhou, which examined the earlier phases of reform. Most recently, she co-edited with Thomas Fingar, Fateful Decisions: Choices That Will Shape China’s Future (Stanford University Press, 2020). The volume examines the difficult choices and tradeoffs that China leaders face after forty years of reform, when the economy has slowed and the population is aging, and with increasing demand for and costs of education, healthcare, elder care, and other social benefits.

Oi also works on the politics of corporate restructuring, with a focus on the incentives and institutional constraints of state actors. She has published three edited volumes related to this topic: one on China, Going Private in China: The Politics of Corporate Restructuring and System Reform (Shorenstein APARC, 2011); one on Korea, co-edited with Byung-Kook Kim and Eun Mee Kim, Adapt, Fragment, Transform: Corporate Restructuring and System Reform in Korea (Shorenstein APARC, 2012); and a third on Japan, Syncretism: The Politics of Economic Restructuring and System Reform in Japan, co-edited with Kenji E. Kushida and Kay Shimizu (Brookings Institution, 2013). Other more recent articles include “Creating Corporate Groups to Strengthen China’s State-Owned Enterprises,” with Zhang Xiaowen, in Kjeld Erik Brodsgard, ed., Globalization and Public Sector Reform in China (Routledge, 2014) and "Unpacking the Patterns of Corporate Restructuring during China's SOE Reform," co-authored with Xiaojun Li, Economic and Political Studies, Vol. 6, No. 2, 2018.

Oi continues her research on rural finance and local governance in China. She has done collaborative work with scholars in China, including conducting fieldwork on the organization of rural communities, the provision of public goods, and the fiscal pressures of rapid urbanization. This research is brought together in a co-edited volume, Challenges in the Process of China’s Urbanization (Brookings Institution Shorenstein APARC Series, 2017), with Karen Eggleston and Wang Yiming. Included in this volume is her “Institutional Challenges in Providing Affordable Housing in the People’s Republic of China,” with Niny Khor. 

As a member of the research team who began studying in the late 1980s one county in China, Oi with Steven Goldstein provides a window on China’s dramatic change over the decades in Zouping Revisited: Adaptive Governance in a Chinese County (Stanford University Press, 2018). This volume assesses the later phases of reform and asks how this rural county has been able to manage governance with seemingly unchanged political institutions when the economy and society have transformed beyond recognition. The findings reveal a process of adaptive governance and institutional agility in the way that institutions actually operate, even as their outward appearances remain seemingly unchanged.

A central element of Deng Xiaoping's political reforms initiated during the 1980s was to reform the ways that the Chinese Communist Party (CCP) related to other national institutions (the state and military), sectors of society, and the Party itself.  While there have been significant ups and downs over the past thirty years, many elements of Deng's original vision for Party reform have been carried out and continue to be pursued. As a result, today's Chinese Communist Party is a stronger institution that has survived the collapse of the Soviet Union and other communist party-states worldwide. Yet, it faces new challenges, to which it must adapt. Professor Shambaugh's lecture will assess the CCP's adaptations and reforms over the past three decades.

David Shambaugh has been Professor of Political Science & International Affairs in the Elliott School of International Affairs at The George Washington University since 1996.  He directed the Elliott School's Sigur Center for Asian Studies from 1996-98, and since that time has been the founding Director of the China Policy Program.  He has also been a Nonresident Senior Fellow in the Foreign Policy Studies Program and Center for Northeast Asian Policy Studies at The Brookings Institution since 1998.  In 2008 he was also appointed an Honorary Research Professor at the Shanghai Academy of Social Sciences.

Before joining the faculty at George Washington, he previously taught at the University of London's School of Oriental & African Studies (1987-1996), served as Editor of The China Quarterly (1991-1996), and directed the Asia Program of the Woodrow Wilson International Center for Scholars (1986-87).  He received his B.A. in East Asian Studies from the Elliott School at George Washington, an M.A. in International Affairs from Johns Hopkins SAIS, and Ph.D. in Political Science from the University of Michigan.  Professor Shambaugh has published widely-having authored or edited 25 books, approximately 200 articles and book chapters, and 100 opinion-editorials and book reviews.  He is a frequent commentator on Chinese and Asian affairs in the international media, sits on the editorial boards of a number of scholarly journals, and has served as a consultant to various governments, research institutes, and private corporations.

Peter Henry's research on emerging markets provides fundamental insights about the impact of economic reform on the lives of people in developing countries. It uses theory and data to grapple objectively with some of the most important and contentious economic questions of our time: Does debt relief help or hurt poor countries? Should emerging nations permit capital to flow freely in and out of their economies? Is it possible to reduce inflation without undermining economic growth? Peter's answers to these questions appear in the leading academic journals and have led him to testify before the U.S. Congress and various United Nations Ambassadors.

Peter is Konosuke Matsushita Professor of International Economics, the John and Cynthia Fry Gunn Faculty Scholar, and Associate Director of the Center for Global Business and the Economy at the Stanford University Graduate School of Business. He is also a Senior Fellow of the Stanford Institute for Economic Policy Research, a Research Associate at the National Bureau of Economic Research, a Nonresident Senior Fellow of the Brookings Institution, and a member of the Council on Foreign Relations. From 2000-2001 he was a National Fellow at the Hoover Institution. The National Science Foundation's Early CAREER Development Program supported his research and teaching from 2001-2006. In 2004 Peter participated in the Copenhagen Consensus, an international conference on how to make the most efficient use of the world's scarcest resources. The Economist magazine named the published proceedings of the conference one of the best business books of 2004.

Peter received his PhD in economics from the Massachusetts Institute of Technology in 1997. While in graduate school, he served as a consultant to the Governors of the Bank of Jamaica and the Eastern Caribbean Central Bank (ECCB). His research at the ECCB contributed to the intellectual foundation for establishing the first stock market in the Eastern Caribbean Currency Area.

Prior to attending MIT, Peter was a Rhodes Scholar at Oxford University where he received a BA in mathematics and a Full Blue in basketball. He also holds a BA in economics from The University of North Carolina at Chapel Hill where he was a Morehead Scholar, a National Merit Scholar, a member of Phi Beta Kappa, a Marshall Scholar-Elect, a reserve wide receiver on the varsity football team, and a finalist in the 1991 campus-wide slam-dunk competition.

Born in Jamaica, Peter became a U.S. citizen in 1986. His wife of 12 years, Lisa J. Nelson, received her BA and MD from Yale University. She is a child psychiatrist and was a Glaxo Welcome Fellow of the American Psychiatric Association from 1995 to 1997. They have four sons: Christian Blair, Langston Alexander, Hayden Montgomery, and Harrison Elbert.

Peter Blair Henry is the Class of 1984 Senior Fellow at Stanford University’s Hoover Institution, Senior Fellow at Stanford’s Freeman Spogli Institute for International Studies (FSI), and Dean Emeritus of New York University’s Leonard N. Stern School of Business. The youngest person ever named to the Stern Deanship, Peter served as Dean from January 2010 through December 2017 and doubled the school’s average annual fundraising. Formerly the Konosuke Matsushita Professor of International Economics at Stanford University’s Graduate School of Business, from 2001–2006 Peter’s research was funded by an NSF CAREER Award, and he has authored numerous peer-reviewed articles in the flagship journals of economics and finance, as well as a book on global economic policy, Turnaround: Third World Lessons for First World Growth (Basic Books).

A Vice Chair of the Boards of the National Bureau of Economic Research and the Economic Club of New York, Peter also serves on the Boards of Citigroup and Nike. In 2015, he received the Foreign Policy Association Medal, the highest honor bestowed by the organization, and in 2016 he was honored as one of the Carnegie Foundation’s Great Immigrants.

With financial support from the Hoover Institution and the Alfred P. Sloan Foundation, Peter leads the PhD Excellence Initiative, a predoctoral fellowship program in economics that identifies high-achieving students with the deepest commitment to economic research and prepares them for the rigors of pursuing a PhD in the field. For his leadership of the PhD Excellence Initiative, Peter received the 2022 Impactful Mentoring Award from the American Economic Association. Peter received his PhD in economics from MIT and Bachelor’s degrees from Oxford University, where he was a Rhodes Scholar, and the University of North Carolina at Chapel Hill, where he was a Morehead-Cain Scholar, a member of Phi Beta Kappa, a reserve wide receiver on the football team, and a finalist in the 1991 campus-wide slam dunk competition.

Compared to other Communist parties that were falling apart in the 1980s, the China Communist Party's success since 1978 is extraordinary. Deng did not start opening and reform, but he made it work. How? What kind of person was he? How was he prepared for his job? One important strategy was setting goals but not drawing bluebrints. He tried experiments, learnt from them, and then let new institutions develop organically. His key experiments were in Guangdong and Fujian. What were the politics and the economics of these experiments and what did they learn?

Ezra Vogel is Henry Ford II Research Professor of Social Sciences at Harvard, honorary director of the Program on US-Japan Relations and former director of Harvard's East Asia Research Center. He was also the second chairman of the Council for East Asian Studies, the first director of the Harvard University Asia Center and former director for the Program on US-Japan Relations at the Center for International Affairs. He has been a professor at Harvard since 1967. Vogel holds a bachelor's degree from Ohio Wesleyan, a PhD from Harvard and ten honorary degrees. He received the Japan Foundation Prize in 1996 and lectures frequently in Asia. Professor Vogel is currently writing a biography of Deng Xiaoping.

Mark Fathi Massoud's research focuses on the development of law in volatile states rife with violent conflict. An attorney of the California Bar, he received his JD and PhD in Jurisprudence and Social Policy from the University of California, Berkeley, School of Law.

Massoud's current research examines tensions between international rule-of-law aid and local perceptions of rights in a divided society.

Massoud's dissertation, which he is revising into a book manuscript at Stanford, builds on the interdisciplinary tradition of law and society to examine the role of law in development. Taking Sudan as a case, it explores how government officials, civil society activists, and the international aid community all use law to construct and maintain their influence over society.
