Ethnic Europe examines the increasingly complex ethnic challenges facing the expanding European Union. Essays from eleven experts tackle such issues as labor migration, strains on welfare economies, the durability of local traditions, the effects of globalized cultures, and the role of Islamic diasporas, separatist movements, and threats of terrorism. With Europe now a destination for global immigration, European countries are increasingly alert to the difficult struggle to balance minority rights with social cohesion. In pondering these dilemmas, the contributors to this volume take us from theory, history, and broad views of diasporas, to the particularities of neighborhoods, borderlands, and popular literature and film that have been shaped by the mixing of ethnic cultures.

Milan Svolik is an Assistant Professor in the Department of Political Science at the University of Illinois at Urbana-Champaign. He received his Ph.D. in the Department of Political Science at the University of Chicago in 2006.

His current research is in two main areas: i) the politics of authoritarian regimes and ii) the politics of democratic transitions and consolidation. His broader research interests are in comparative and international politics, particularly the political economy of institutions, formal political theory, and statistical methodology.

His research on the politics of authoritarian regimes consists of a series of papers that investigate power-sharing, institutions, leader survival, and accountability in authoritarian regimes. He has also collected original data on leadership change in authoritarian regimes and data on coups d'état across regime types. He is currently incorporating this research into a book manuscript, provisionally entitled The Politics of Authoritarian Rule.

Susan Hyde is an Assistant Professor of Political Science and International Affairs at Yale University, where she is affiliated with the MacMillian Center and the Institute for Social and Policy Studies. She earned her Ph.D. from the University of California, San Diego in 2006, and has held fellowships at the Brookings Institution in Washington, D.C. and Princeton University's Niehaus Center for Globalization and Governance. Her research interests include international influences on domestic politics, elections in developing countries, international norm creation, election manipulation, and the use of natural and field experimental research methods. Her current research explores the effects of international democracy promotion efforts, and her research has been published in World Politics, Comparative Political Studies, Perspectives on Politics, the Journal of Politics. She has recently completed a book entitled The Pseudo-Democrat's Dilemma: Why Election Monitoring Became an International Norm.  She has served as an international observer with several organizations for elections in Albania, Indonesia, Nicaragua, Pakistan and Venezuela, and has worked for the Democracy Program at The Carter Center. She teaches courses on international organizations, democracy promotion, the global spread of elections, and the role of non-state actors in world politics.

From 2007 to 2010, a financial and economic crisis gripped the United States, Europe and the world. 7 million Americans lost their jobs, 10 million were pushed below the poverty line, thousands of families lost their homes, and many lost their savings. Somewhat lower numbers were reported from Europe, although the structural mechanisms behind the crisis were seemingly similar, eventually affecting not only the West, but the whole world. It is foreseen that the effects of the crisis will last for years, and it is still uncertain if a full recovery will be possible.

Given that a variety of highly speculative practices put into place by the banking and finance sector during the "neoliberal“ decades between the early 1990s and 2007 allegedly played a role in triggering the crisis, the request for more down-to-earth and sustainable ways of dealing with money and finance has surfaced to international attention. Particularly in Europe, social banks were among the most successful financial institutions during the crisis years, with annual growth rates of up to 30%, factually doubling their assets between 2007-10. This unprecedented success was supposedly due to the fact that many European savers shifted their assets from mainstream banks to social banks, driven by the hope that the latter would handle their money in less abstract and egoistic, and more realistic and community oriented ways. In recent years, social banks have forged influential global networks such as the Global Alliance of Banking on Values and the International Association of Investors in the Social Economy, which pursue the ambitious strategy of reaching out to 1 billion people by 2020.

Given that, not least as a result of the crisis, increasing numbers of people are improving their financial literacy and are taking a growingly critical stance towards the mainstream international banking and finance sector as we knew it before the crisis, the seminar poses the questions of whether (and how) social banking and social finance may concretely contribute to improving the current financial system, and how they might help to restore confidence in capitalism by providing “best practice” examples in selected fields.

The seminar will try to provide some answers to these questions by examining the pros and cons of contemporary social finance and by outlining perspectives of structural complimentarity and cooperation between speculative and sustainable finance.

 

Audio Synopsis:

In his seminar, Professor Roland Benedikter argues that too little has been done to reform the banking and financial sectors in the wake of the recent crisis, then presents social banking and social finance as an alternative system. First, he argues that the widespread bank bailouts of the past few years have "saved the wrong system" and points out that many of the largest US banks, for example, have actually grown since the crisis despite calls by the Obama administration for these banks to downsize or break in to smaller pieces. He acknowledges that new measures initiated by both the Obama administration (establishing a consumer protection bureau; imposing limits on fees by financial intermediaries) and by European countries (banning high-risk transactions in Germany; reducing public liability for private bank bailouts) are steps in the right direction. He adds his own suggestions, including increased regulation, better international agreements on regulating capital flows, a fee on high-risk speculative transactions, and a preventative tax on banks to protect against future crises. Many of these reforms, however, have faced enormous opposition from the major players in the banking and finance sectors in Britain, the United States, and China.  Progress seems to have stalled, with popular figures like Niall Ferguson, who once led calls for dramatic reform, now insisting that the system is too resistant to change, and that simpler goals such as a new hippocratic oath for the financial sector will suffice.

Benedikter then presents social banking and social finance as an answer to the seemingly intractable problems of the traditional system.  He first describes the industry in terms of what it is not. Traditional banks, he argues, made three major mistakes leading up to the crisis: irresponsibility (loans that were too high, too much derivative investment); lack of transparency; and unsustainability (by participating in speculation and contributing to market bubbles). The current economy, he explains, is based on a tripolar system: a "real" economy of manufacturing and tangible goods; and two "side economies" of real estate and financial derivatives, which have steadily drawn capital away from the real economy since 1989. A breakdown of this unsustainable system was predicted by multiple think tanks before 2007, based partly on the frantic growth of the derivatives market (from  $100 trillion to $516 trillion annually between 2001 and 2006 - for perspective, Benedikter cites the annual world GDP figure of approximately $50 trillion).

Social banks, on the other hand, invest 100% of their capital toward responsible, transparent, and sustainable ventures such as green technology and social initiatives. Banks emphasize knowing their customers, which requires them to operate on a smaller scale than traditional banks, and conversely customers know where their money is invested and can even participate in making investment decisions. These decisions  are meant to take the potential social as well as financial return on an investment into account. Benedikter describes this as a "Triple Bottom Line" approach, emphasizing profit, people, and the planet.

A discussion period following the presentation addressed questions including:  What are the mechanisms available to enforcing the triple bottom line approach in social banking and social finance? Are social banks guided by a common charter? What are the details of the proposed high-risk transaction fee? Why have some US social banks been successful while others have struggled?

As human rights education (HRE) becomes a more common feature of international policy discussions, national textbook reforms, and grassroots educational strategies worldwide, greater clarity about what HRE is, does, and means is needed. This presentation reviews existing definitions and models of HRE and offers a case study of one non-governmental organization's (NGO) approach to school-based instruction in India.  Specifically, findings are presented on how household-, school-, and community-level factors mediated students' understandings of HRE.  Data suggest that a variety of factors at the three levels contribute to the HRE program's successful implementation in government schools serving marginalized students (where most NGO programs are in operation in India today).

Professor Monisha Bajaj has been a faculty member in the Department of International and Transcultural Studies at Teachers College, Columbia University since 2005. She teaches in the Programs in International and Comparative Education and advises students in the concentrations of peace education, international humanitarian issues in education, and African education. Her interests are in the areas of comparative and international education, peace and human rights education, the politics of education, social inequalities, critical pedagogy, and curriculum development in the U.S. and abroad. She has focused on research and programmatic work in sub-Saharan Africa, South Asia, Latin America & the Caribbean, and the United States.

Prof. Bajaj received her Ed.D. at Teachers College, Columbia University in International Educational Development, and her M.A. in Latin American Studies and B.A. in Sociology at Stanford University. She has previously worked in the field of human rights and developed a teacher training manual on human rights education for UNESCO while studying as a Fulbright scholar in the Dominican Republic.  She has also consulted on curriculum development issues, particularly related to the incorporation of peace education, human rights, and sustainable development, for non-profit educational service providers in New York City and inter-governmental organizations, such as UNICEF.  Her professional work focuses on examining possibilities for formal and non-formal education to influence social change.

Nathan Eagle, Founder and CEO of txteagle spoke at the weekly Liberation Technology Seminar Series on Dececember 2, 2010 about mobile phone usage in the developing world.

Although txteagle began in 2007 as a purely academic project, the current goal of the company and of its founder and CEO, Nathan Eagle, is to give one billion people a five percent raise. In his presentation, Eagle described the context for which txteagle was designed, how the company's focus has evolved over the past three years, and what steps the company is taking to move closer to achieving this goal in the future.

Eagle began by offering some background information to explain the initial impetus behind txteagle. Today, about 63% of global mobile phone usage takes place in the developing world, making airtime usage in emerging markets worth about $200 billion a year. Mobile phone users at the so-called "Base of the Pyramid" typically spend 10% of their income on mobile phone airtime. Through his experience living in emerging markets and teaching mobile application development in universities across sub-Saharan Africa, Eagle began to see that a significant opportunity space existed to reduce the cost of airtime for people at the base of the pyramid, in effect giving these people a raise.

Mobile applications developed as a part of MIT's Entrepreneurial Research on Programming and Research on Mobiles (EPROM) project offered some insights into the potential of mobile-based tools. In Rwanda, where electricity is a prepaid service, one of Eagle's former students quickly cornered a significant share of the market by creating scratch cards for crediting one's electricity bill via mobile phone. In Eastern Kenya, a program called SMS Blood Bank was created to enable real time monitoring of blood supplies at local district hospitals in Eastern Kenya. Although SMS reporting of low blood levels resolved the huge amount of latency in the system of local district hospitals (where responses to dips in supply had typically taken up to 4 weeks), the price of reporting blood levels via SMS represented a pay cut for local nurses; despite nurses' initial enthusiasm, SMS reporting tapered off within weeks. When the idea of sending about 10 cents of airtime to compensate nurses for each SMS report of blood level data proved a success, the model behind txteagle was born.

Designed as a means to monetize people's downtime, txteagle has grown rapidly through partnerships with over 220 mobile operators in about 80 countries around the world. In turn for helping these operators analyze their customer data, txteagle has gained access to about 2.1 billion mobile subscribers. Partnering with txteagle is a winning proposition for mobile operators, since the airtime compensation mobile subscribers receive from txteagle improves operators' Average Revenue per User (ARPU), a statistic that had been plummeting as more and more poor people became mobile phone users. By enabling people to carry out work via web browsers or SMS and compensating them via mobile money or airtime, txteagle has become a market leader at efficiently gathering data in the developing world.

Since txteagle was first created, the company has attempted to move from an outsourcing/back-office model to an emphasis on work that leverages a person's unique local knowledge and information. Typically outsourced tasks such as forms processing, audio transcription, inventory management, data cleaning, tagging, and internet search, tend to be less rewarding to the worker. By focusing on local data instead, txteagle enables unprecedented insight into emerging markets, all while optimizing engagement with local customers. Typical tasks include: maps and directions, local market prices and businesses, survey research and polling, and other forms of local knowledge gathering.

One of txteagle's central initiatives, GroundTruth, leverages this local knowledge-based model to carry out better market research. Today, global brands are already spending about $125 billion annually in emerging markets to engage the "next billion," but they typically carry out this research in a sub-optimal way. Through the txteagle platform, Eagle suggests, brands and organizations can use advertising money to design better products and services, conduct market research, and carry out brand engagement. Recent success cases include the use of txteagle to help a program of the United Nations to reach survey respondents directly and to enable the World Bank to obtain better local market price data at lower cost. 

Although txteagle's rapid growth and early successes have been encouraging, the company has ambitious goals for the next two years. The company began by focusing on outside sales through its GroundTruth market research program. Next year, the company  hopes to generate syndicated data and ultimately to create a self-source platform enabling anyone to conduct their own population-level surveys.  By continuing to focus on improving the quality of both their data and workers over time, txteagle aims to have an even greater positive impact on the incomes of the hundreds of millions of mobile phone users at the base of the pyramid.

As in much of the Arab world, 2011 was a year of social upheaval and momentous change for Yemen. Following eleven months of popular protest, and under significant international pressure, former President Ali Abdullah Saleh agreed to a UN-backed transition initiative in November 2011. The initiative ensured a transfer of power from Saleh to his deputy, Abd Rabbo Mansour Hadi, and mandated a two-year period of national dialogue to resolve long-standing political issues and produce a new constitution before elections are held in 2014.

In this analysis of the region, Hicham Ben Abdallah points out that, while political issues are important to understanding the authoritarian political structures of the Arab world, it is also important to understand the dynamics of culture.  Ben Abdallah demonstrates the proliferation of cultural practices through which societies and individuals learn to live in a complex mix of parallel and conflicting ideological tendencies -- with the increasing Islamicization of everyday ideology developing alongside the proliferation of secular forms of cultural production, while both negotiate for breathing room under the aegis of an authoritarian state. 

He describes how the state takes advantage of a segmented cultural scene by posing as a restraint against the extremes of the salafist norm, while channeling modernist cultural expression into safe institutional and patronage reward systems  and into a commercialized process of "festivalization," all of which celebrate a depoliticized "Arab" identity. 

Hicham Ben Abdallah refers us to the deep history of Islam, which protected divergent cultural and intellectual influences as the patrimony of mankind.  He suggests a new cultural paradigm, inspired by this history while understanding the necessity for political democratization and cultural modernism.  We must, he argues, be unafraid to face the challenges implied in the tension between the growing influence of a salafist norm and the widespread embrace of implicitly secular cultural practices throughout the Arab world.   

Hicham Ben Abdallah El Alaoui received a B.A. in Politics from Princeton University, and an M.A in Politics from Stanford University. He recently founded the Moulay Hicham Foundation for Social Science Research on North Africa and the Middle East, and serves as its Director.   

Through this Foundation he has established the Program on Good Governance and Political Reform in the Arab World, at The Freeman Spogli Institute's Center on Democracy, Development, and the Rule of Law at Stanford University.  Hicham Ben Abdallah is a member of the Advisory Board of the Freeman Spogli Institute. 

He has also recently founded a program in Global Climate Change, Democracy and Human Security (known as the "Climate Change and Democracy Project), in the Division of Social Sciences, Orfalea Center for Global and International Studies, at the University of California, Santa Barbara.   

In 1994, at Princeton University, Hicham Ben Abdallah endowed the Institute for the Trans-regional Study of the Contemporary Middle East, North Africa, and Central Asia.  This Institute has become an important venue for study and debate on the region. 

Hicham Ben Abdallah is also active in global humanitarian and social issues. He serves on the Human Rights Watch Board of Directors for the Middle East and North Africa.   He has worked with the Carter Center on a number of initiatives, including serving as an international observer with the Carter Center delegations during elections in Palestine in 1996 and 2006, and in Nigeria in 2000.  In 2000, he served as Principal Officer for Community Affairs with the United Nations Mission in Kosovo . 

Hicham Ben Abdallah is also an entrepreneur in the domain of renewable energy.  His company, Al Tayyar Energy, develops projects that produce clean energy at competitive prices.  He has implemented several of these projects in Asia, Europe and North America.

Hicham Ben Abdallah received his B.A. in Politics in 1985 from Princeton University, and his M.A. in Political Science from Stanford in 1997. His interest is in the politics of the transition from authoritarianism to democracy.

He has lectured in numerous universities and think tanks in North America and Europe. His work for the advancement of peace and conflict resolution has brought him to Kosovo as a special Assistant to Bernard Kouchner, and to Nigeria and Palestine as an election observer with the Carter Center. He has published in journals such Le Monde,  Le Monde Diplomatique,Pouvoirs, Le Debat, The Journal of Democracy, The New York Times, El Pais, and El Quds.

In 2010 he has founded the Moulay Hicham Foundation which conducts social science research on the MENA region. He is also an entrepreneur with interests in agriculture, real estate, and renewable energies. His company, Al Tayyar Energy, has a number of clean energy projects in Asia and Europe.

China and the World: The Stanford China Program, in cooperation with the Center for East Asian Studies, will host a special series of seminars to examine China as a major political and economic actor on the world stage. Over the course of the autumn and winter terms, leading scholars will examine China's actions and policies in the new global political economy. What is China's role in global governance? What is the state of China's relations with its Asian neighbors? Is China being more assertive both diplomatically as well as militarily? Are economic interests shaping its foreign policies? What role does China play amidst international conflicts?

M. Taylor Fravel is the Cecil and Ida Green Career Development Associate Professor of Political Science and member of the Security Studies Program at MIT. He studies international relations, with a focus on international security, China, and East Asia.  His current projects examine the evolution of China's military strategy since 1949 and the relationship between material capabilities and political influence in China's rise as a great power.
