FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.
Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.
The Future of Crime
The unprecedented rapid rate of scientific progress is creating new opportunities for transnational criminal and terrorist organizations to exploit advances in technology for unintended nefarious purposes. While much research has been dedicated on the common cyber security threats of today, little if any study has been devoted to next generation forms of technological crime and terrorism.
This discussion will provide an engaging and entertaining futurist perspective on the effects technological progress on crime, policing and national security. Specific topics to be covered include the criminal and terrorist implications of emerging technologies such as robotics, nanotechnology, artificial intelligence, synthetic biology, the human genome, virtual worlds, the social data revolution and ubiquitous computing.
Speaker Biography: Marc Goodman is a global thinker, writer and consultant focused on the disruptive impact of advancing technologies on security, business and international affairs. Over the past twenty years, he has built his expertise in next generation security threats such as cyber crime and cyber terrorism working with organizations such as Interpol, the United Nations, NATO, the Los Angeles Police Department and the U.S. Government. Marc provides a front seat view into the digital underground and insights into the emerging technological, geopolitical, and security trends shaping our common future.
Mr. Goodman frequently advises industry leaders, security executives and global policy makers on transnational cyber risk and intelligence and founded the Future Crimes Institute to inspire and educate others on the security implications of newly emerging technologies. In addition, Mr. Goodman serves as the Chair for Policy, Law and Ethics at Silicon Valley’s Singularity University, a NASA and Google sponsored educational venture dedicated to using advanced science and technology to address humanity’s grand challenges.

A newly released film tells the story of U.S. nuclear policy
The National Security Archive recently released a history of U.S. nuclear policy featuring CISAC's Lynn Eden, David Holloway, and Scott D. Sagan. The 2005 film, produced by Sandia National Laboratories, covers the years 1945 to 2004.
Roland Hsu (TEC) on Human Rights, Gender Equality, Roma Schools, and Reconciling Post-atrocity Communities with the Arts
Roland Hsu, Associate Director of The Europe Center at the Stanford Freeman Spogli Institute for International Studies was interviewed by the Media Project on the subjects of The Europe Center's research, and its sponsorship of the United Nations Association International Film Festival. Hsu was asked to discuss the research and policy implications of the subjects of key films in this year's international documentary film festival. Among the subjects that Hsu underlines:
International Law and Human Rights: The International Criminal Court and the challenges and strategies of the Court's Chief Prosecutor Luis Moreno Ocampo to bring indictments for crimes against humanity -- even indictments of sitting sovereign leaders.
Cultural Minority Rights: Roma communities in Europe (east and west) and the struggle among political and community leaders, as well as residents and school teachers, to balance the preservation and perpetuation of cultural specificity with the need for adaptation and assimiliation.
Reconciliation: how do victims and perpetrators of atrocities and social repression find ways to process their memories, and to live on as neighbors in reconciled community. Models for such deep truth and reconciliation include the well-known institutions of Truth & Reconciliation Commissions, and also the mediating influence of cultural production in literature and the visual arts.
Among the research and public outreach projects at The Europe Center discussed by Hsu was “Islam in the West: Conflict and Reconciliation” designed to answer the challenge of social and political integration within the high immigration West. With an effective focus on the European Union and the transatlantic West, The Europe Center is opening a seminar series on “Islam and the West” with partner The Abassi Program in Islamic Studies (Stanford) and European partners including Oxford University, which seeks to investigate the challenges of social integration. "The design is based on our years of achievement in this area, delivering insight on EU policy towards its newest members, East-West and transatlantic relations, crime and social conflict, and European models of universal citizenship," says Hsu.
The plan for this series began with the book Ethnic Europe: Ethnicity in Today’s Europe: Mobility Identity, and Conflict in a Globalized World” (edited and with an essay by Roland Hsu.) Hsu explains, "This book was developed from the Center’s international conference on the topic, and reveals path breaking data and proposals for immigration, integration, and a ‘civic Islam’ in a globalizing Europe."

Dr. Lambin's research is in the area of human-environment interactions in land systems. He develops integrated approaches to study land use change by linking remote sensing and socio-economic data. This includes research to better detect subtle land changes based on time series of Earth observation satellites at multiple scales. He aims at better modeling causes and impacts of deforestation, dryland degradation, agricultural intensification, and conflicts between wildlife and agriculture around natural reserves. He also studies responses by rural communities to environmental changes. He focuses on land use transitions - i.e., the shift from deforestation (or land degradation) to reforestation (or land sparing for nature) that is taking place in some forest countries or drylands. This research identifies the conditions for a sustainable land use by rural communities. He also conducts projects on the impact of land change on vector-borne disease, through integrated analyzes of interactions between people, vectors, animal hosts and land. His research is mostly focused on tropical regions.
Authorship and Responsibility: Literary Trials and the Ethics of Writing (France, 19th-21st Centuries)
What are the limits of literary freedom? Writers' claims for autonomy have encountered legal restrictions to their freedom of speech. As suggested by Foucault, censorship has shaped the very notion of authorship. This talk will confront the diverging conceptions of the author’s responsibility in France and the beliefs in the power of writing that underlie them through the debates surrounding literary trials, including the cases of Béranger, Courier, Flaubert, Baudelaire, the naturalists, and the purge trials after World War II. In reaction to these conceptions, writers developed their own code of ethics, which contributed to the emergence of an autonomous literary field and to the construction of the figure of the public intellectual, embodied by Zola and by Sartre.
Gisèle Sapiro is Research director at the CNRS and Director of Studies at the Ecole des hautes études en sciences sociales. She is also head of the Centre européen de sociologie et de science politique, Paris, and been a visiting professor at the University of Freiburg and at NYU, among other places. Her interests include the sociology of intellectuals, literature, publishing and translation. She is the author of La Guerre des écrivains, 1940-1953 (Fayard, 1999; forthcoming in English translation with Duke University Press), La Responsabilité de l’écrivain. Littérature, droit et morale en France (19e-20e siècles) (Seuil, 2011), and of numerous articles published in journals of sociology, history, political science, aesthetics and literature, cultural studies and French studies. She is also editor or co-editor of Pour une histoire des sciences sociales (Fayard, 2004), Pierre Bourdieu, sociologue (Fayard, 2004), Translatio. Event Summary
Sapiro describes how writers during the inter-war period were targeted for social and political subversion, and even accused of being responsible for the French military defeat. The belief in the power of the written word, a legacy from the French Revolution, along with the Catholic fear of the dangers of reading, contributed to the perception of the printed word as a vehicle for inciting crime. Censorship was prevalent, with many prosecutions for writing and publishing carried out during the 19th century.
Sapiro traces how this repression led to the development of two competing ideas of professional ethics around writing: the idea of art for art's sake, and the political commitment of public intellectuals. She also describes the application of objective and subjective responsibility theories, ideas about criminality, and the absence of a professional ethics in writing, to the laws of free press during this period. Sapiro outlines several specific cases of prosecution against prominent authors in France, and the variety of arguments used in the defense - sometimes unsuccessfully.
A discussion session following the talk raised such questions as: How does the identity of the author relate to concepts of citizenship? Could the trials of authors be considered a form of censorship? Were there structural similarities between the trials and the public debate? Was there any reaction in the literary realm? Was there ever any criticism about the legal mechanism as the appropriate arena for discussing this moral debate? Why wasn't the debate held within the government?

What’s next for Libya after Qaddafi’s death?
The killing of Muammar Qadaffi marks an end to one of the most dramatic chapters of the Arab Spring. But what follows after the death of a dictator who has held power for 42 years? Lina Khatib, the head of the Arab Reform and Democracy program at the Center on Democracy, Development, and the Rule of Law at Stanford’s Freeman Spogli Institute for International Studies, discusses Qaddafi’s death and its significance for Libya and its neighbors.
What’s next for Libya?
Libya faces a complicated journey ahead. Qaddafi never developed state institutions in Libya, so the National Transitional Council faces the challenge of building a state system almost from scratch. This makes democratic transition in Libya much more difficult than that in Egypt and Tunisia. Another challenge is potential internal power struggles over leadership of the country, which may be fueled by existing tribal rivalries.
Is this the end of an era of Arab autocrats in the Middle East and North Africa?
Qaddafi's death signals the end of an era for Libya, and a sobering reminder to Arab autocrats who are refusing to listen to their people of their potential fate. However, I wish Qaddafi were captured alive and given a fair trial. That would have sent a stronger message to other Arab autocrats--unfortunately, for some, Qaddafi's death has already transformed him into a celebrated martyr.
Is Qaddafi’s death a larger victory for the Arab Spring?
It is only a matter of time before leaders like Assad of Syria and Saleh of Yemen are forced to step down, whether violently or not. Qaddafi's death, however, will not necessarily make those leaders more likely to cede power.
It is possible that, following a now-established pattern of thinking of themselves in exceptional terms, they might think that, unlike Qaddafi, they can "outsmart" their oppositions and the international community.
I think we need to think about what this death means for the people in places like Syria and Yemen. It may take time, but Arab protesters in Yemen and Syria will prevail, and Qaddafi's death is an empowering factor to them. The death of Qaddafi is not going to be the biggest catalyst for autocrats to leave power; the steadfastness of the people on the street is the deciding factor.

What is conscience, what was conscience, and what is its future?
The purpose of the conference is to examine the authority of conscience as it is presently invoked in various arenas of contemporary life—including law, medicine, journalism, and politics—and as its meaning is inflected by scholarly debates in the fields of history, literature, religious studies, psychology, and philosophy. From their various fields of expertise and interest, participants will address the central question the conference raises: in our post-Freudian and post-Nietzschean age, to what degree does conscience possess the kind of authority that an earlier and less secular age reserved for first things? This question entails a host of others. Do our invocations of conscience reveal it to be the still-vital residue of a kind of certainty linked to infallible authority from which we cannot alienate ourselves even when we’d like to? If so, is the enduring vitality of conscience a sign that the process of secularization remains incomplete, even in secular rationalists, those who might consider themselves to be exempt from the religiosity that distinguishes United States culture from those of other modern Western democracies? Do we regard conscience as a type of knowledge? Or is it possible to understand conscience ontologically, as a category of self or mind that—insofar as it speaks to all humanity by means of a "small, still voice" issuing from each human heart—bridges the gap between individual and corporate being? Whether or not underwritten by a discipline or a tradition, conscience is commonly invoked to justify a range of acts and behaviors: what relation do these invocations of moral law, even when unexamined, bear to the burgeoning interest in ethics we see across the humanities disciplines and into the legal, medical, and journalistic fields? Between the extremes of authoritarianism and anarchy, where do we place conscience in American political life and how do we understand its peculiar agency?

For her work on the gacaca trials in post-genocide Rwanda, documentary filmmaker Anne Aghion won the UNESCO Fellini Prize, an Emmy Award, the Human Rights Watch 2009 Nestor Almendros Prize, and she was a nominee for the 2009 Gotham Award. Her feature-length documentary, My Neighbor, My Killer, was one of the few documentaries to be an Official Selection at the Cannes Film Festival.
