Security

FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.

Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.

Military tensions between China and Taiwan rise, and the U.S. government informs the Japanese government that it wants to deploy U.S. forces in Japan to defend Taiwan. At the same time, China sends a message through various channels that it will not touch Japan at all if it does not cooperate with the U.S. military and remains neutral.

In the event of a Taiwan contingency, It is highly likely that military conflict between China and Taiwan will lead to a decision by the U.S. military to intervene, followed by the deployment of fighter jets and naval vessels from U.S. military bases in Japan. In the process, Japan will be forced to make a major choice. 

If U.S. forces are deployed to the area around Taiwan, U.S. bases located in Japan, including Okinawa, will serve as bases. Under the so-called “Far East Clause” of Article 6 of the Japan-U.S. Security Treaty, U.S. forces can use Japanese facilities and areas “to contribute to the maintenance of international peace and security in the Far East.” However, the deployment of U.S. forces under the Far East Clause requires prior consultation with the Japanese side. Nevertheless, there is little chance that the Japanese government will turn the US down for fear of a confrontation with China. If Japan were to refuse at the last minute, the trust between Japan and the U.S. would be damaged, and the Japan-U.S. Security Treaty regime would effectively collapse. As a result, Japan would have no choice but to confront China alone. This would be a bad move that would only be a temporary fix. 

However, some officials from the Ministry of Defense and the Self-Defense Forces are concerned about how the public would react. From China's point of view, this is a point to take advantage of, and by communicating that "Japan will be safe if it declares its neutrality," it may be able to divide Japan, the U.S., and Taiwan. 

The phrase "a Taiwan contingency is a Japan contingency" was introduced by former Prime Minister Shinzo Abe at a symposium sponsored by a Taiwanese think tank in 2006. This comment was followed by the statement, "It is also a contingency for the Japan-U.S. alliance." How will Japanese public opinion react to the "ultimate choice" in the face of a Taiwan contingency? 

An interesting study, part of the Stanford Japan Barometer, conducted by Stanford University sociologist Kiyoteru Tsutsui and his colleagues examined this issue using a method called conjoint experiments. 

The subjects were presented with two scenarios: "In the event of an emergency in Taiwan, under what circumstances would you be more likely to support military involvement by the Self-Defense Forces?" The subjects were presented with two scenarios and asked to choose the one in which they would be more likely to support Japan's military involvement. 

In the event of a Taiwan contingency, the researchers presented three options in each of five categories: "Chinese actions," "U.S. actions," "Chinese actions toward Japan," "U.S. actions toward Japan," and "international community reaction. In an experiment in which each of more than 7,000 subjects was asked to answer which of two scenarios in which they were randomly combined would support Japan's military involvement in the event of an emergency in Taiwan. The series of scenarios reflect the opinions of security experts who participated in simulations of a Taiwan contingency conducted by various agencies in the United States. The results show whether support for Japan's military involvement strengthened or weakened when each scenario was presented.

The survey results indicate that Japan is hesitant to fight China but would respond to a request from the U.S. military for logistical support.

One of these scenarios is precisely related to the aforementioned issue. When China promised Japan that it would not touch Japanese territory, including the Senkaku Islands, support for Japan's military involvement weakened. On the other hand, if China landed on and occupied the Senkaku Islands at the same time as its invasion of Taiwan, support for Japan's military involvement increased. The result is clear: "Japanese people place the highest priority on the impact on Japanese territory," said Professor Tsutsui. 

The survey results indicate that Japan is hesitant to fight China but would respond to a request from the U.S. military for logistical support. How will Japan be involved in a Taiwan contingency? Public opinion is not yet settled. 

In reality, many experts believe that if U.S. forces deployed from bases in Japan clash with Chinese forces, the next request will be for cover by the Self-Defense Forces. It is quite a narrow pass to say that they will not participate in combat and only provide logistical support. 

As for why Japan should get involved in a Taiwan contingency, the debate tends to settle on supply chain issues, particularly in the area of semiconductors, or geopolitical importance. Many Japanese, however, may feel that such reasons alone are not sufficient to make a decision to put the lives of Self-Defense Force personnel on the line and the residents of the Nansei Islands at risk. 
The supply chains that Japanese firms have built in East Asia, including China, would also be severely damaged. In addition, Chinese nationalism would flare up violently if it were to fight Japan again. The cost of fighting China as a neighbor is extremely high for Japan. 

Where Did You Get the Money To Pay for the Succession?
 

The issue of money is also unavoidable. In order to prepare for contingencies, we must also consider financing the cost of war. 

If the armed conflict with China is prolonged, huge fiscal outlays will be required not only for the continuation of the war but also for the repair of domestic infrastructure. In addition to supplementary budgets, it will be necessary to issue government bonds. 

However, Japanese financial institutions alone may not be able to digest the Japanese Government Bonds. For this reason, a simulation by the Japan Strategy Research Forum this year called for the direct underwriting of Japanese Government Bonds by the Bank of Japan. 

Junichi Kanda, a Bank of Japan alumnus in the House of Representatives who served as finance minister, opposed this proposal, saying, "It would cause a sudden loss of confidence in Japan's finances and the yen, leading to a significant depreciation of the yen to over 300 yen to the dollar and an increase in interest rates to over 10%. Such an extreme depreciation of the yen would also hinder the purchase of equipment and materials in foreign currency. 

Instead, Kanda suggested issuing foreign currency-denominated government bonds for foreigners. However, since there has been no such issuance since 1988, it is necessary to gradually issue these bonds from normal times to develop investors, he said. 

The prerequisite is that confidence in Japan's finances is secured. Japan needs to maintain fiscal discipline on a regular basis in case of emergency," said Kanda. Even in peacetime, there is a strong argument in Japan for using government bonds as a source of funds for increased defense spending. If the government cannot even raise taxes, China will question its seriousness. More open and substantive discussions are needed if the Japanese people are to be convinced to accept the costs of a Taiwan contingency.

Join the Visiting Fellows in Israel Studies Program at the Freeman Spogli Institute for International Studies for a discussion about the 1973 Yom Kippur War, its historic importance for Israel’s statehood and security as well as the country’s strategic and operational lessons from the war. 

The seminar, featuring guest speaker Professor (Emeritus) Meron Medzini of the Hebrew University of Jerusalem, Israel, is presented in cooperation with The Helen Diller Institute for Jewish Law and Israel Studies (U.C. Berkeley) and the Consulate General of the State of Israel to the Pacific Northwest. Promotional support is provided by the Stanford Jewish Alumni Network and Hillel at Stanford. 

Larry Diamond, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies, will moderate the discussion.

About the Speakers:

Meron Medzini is Professor (emeritus) at Hebrew University of Jerusalem, Israel. In 1962 he was appointed Director of the Israel Government Press Office in Jerusalem and in that capacity he served as spokesman for Prime Ministers Levi Eshkol (1965-1969), Golda Meir (1973-1974) and Yitzhak Rabin (1974-1975). He was sent on many speaking missions for the Jewish Agency, the United Jewish Appeal and served as Scholar In Residence for the World Zionist Organization multiple times. From 1973- 2017 he taught courses on Israel, Zionism, Israeli politics and foreign policy at the Rothberg International School of the Hebrew University. His book Golda - A Political Biography (De Gruyters, Oldenburg, 2016) won the Israeli Prime Minister’s Award for books on Israeli leaders for the year 2010. He was the editor of the Series Israel’s Foreign Relations – Selected Documents, published by the Israel Foreign Ministry, 18 volumes were printed from 1997-2001. 

Ron E. Hassner is the Chancellor’s Professor of Political Science and Helen Diller Family Chair in Israel Studies at the U.C. Berkeley. He teaches courses on international conflict and religion. His research explores the role of ideas, practices, and symbols in international security with particular attention to the leadership between religion and violence. 

Or Rabinowitz, is an Associate Professor in the International Relations Department of the Hebrew University of Jerusalem, Israel. During the 2022-2023 she is a visiting associate professor at Stanford FSI’s Center for International Security and Cooperation. Her research interests focuses on nuclear proliferation, intelligence studies, and Israel-U.S. relations.

Gil-Ii Vardi is a Core Lecturer in the History Department of Stanford University. Her research examines the interplay between organizational culture, doctrine, and operational patterns in military organizations, and focuses on the incentives and dynamics of change in military thought and practice.

Gil-li Vardi joined CISAC as a visiting scholar in December 2011. She completed her PhD at the London School of Economics in 2008, and spent two years as a research fellow at the Oxford Leverhulme Programme on the Changing Character of War at the University of Oxford, after which she joined Notre Dame university as a J. P. Moran Family Assistant Professor of Military History.

Her research examines the interplay between organizational culture, doctrine, and operational patterns in military organizations, and focuses on the incentives and dynamics of change in military thought and practice.

Driven by her interest in both the German and Israeli militaries and their organizational cultures, Vardi is currently revising her dissertation, "The Enigma of Wehrmacht Operational Doctrine: The Evolution of Military Thought in Germany, 1919-1941," alongside preparing a book manuscript on the sources of the Israeli Defence Forces’ (IDF) early strategic and operational perceptions and preferences.

Or (Ori) Rabinowitz will join Stanford’s Freeman Spogli Institute for International Studies in summer 2026 as a Senior Research Scholar, with appointments at both CDDRL’s Jan Koum Israel Studies Program and CISAC. She arrives at Stanford following her time as a tenured Senior Lecturer (Associate Professor) in the Department of International Relations at the Hebrew University of Jerusalem.

A recipient of the British Foreign Office’s Chevening Scholarship, Rabinowitz completed her PhD in the Department of War Studies at King’s College London in 2011. Her first book, Bargaining on Nuclear Tests, was published by Oxford University Press in 2014. Her second book, Protecting the Nuclear Monopoly, forthcoming with Cambridge University Press, examines the evolution of U.S.–Israeli collaboration in countering nuclear proliferation in the Middle East. Rabinowitz has published widely in leading academic journals as well as in prominent policy and public-facing outlets. She is the recipient of multiple grants and distinctions, including two competitive personal grants from the Israel Science Foundation.

The Freeman Spogli Institute for International Studies (FSI) is pleased to announce that Colin Kahl has resumed his position at FSI as the Steven C. Házy Senior Fellow at the Center for International Security and Cooperation (CISAC), effective July 17, 2023. 

Professor Kahl was on a two-year leave of absence from Stanford to serve as the Under Secretary of Defense for Policy at the Pentagon, where he was the principal advisor to the Secretary of Defense for defense policy and led the formulation and coordination of national security policy within the Department of Defense. 

Under Kahl’s leadership, the Department rolled out its National Defense Strategy, focusing on the challenge of the People’s Republic of China, and he helped ensure more than $40 billion in security assistance for Ukraine since it was invaded by Russia in February 2022.

In recognition of his work at the Pentagon, Secretary of Defense Lloyd Austin awarded Kahl with the Department of Defense Medal for Distinguished Public Service

“Colin’s work at the Pentagon had a critical impact on our country’s national security,” said Michael McFaul, director at the Freeman Spogli Institute. “Stanford is lucky to have him back. Our students and faculty have much to learn from him.”

Professor Kahl joined FSI in 2017, and became co-director of the Center for International Security and Cooperation, alongside Rodney Ewing, in 2018. He was also a founder and leader of FSI’s Middle East Initiative

Kahl’s research focuses on the resurgence of geopolitical competition, American grand strategy, and the international security implications of emerging technologies such as artificial intelligence and machine learning.

Prior to joining the Freeman Spogli Institute, Kahl was Deputy Assistant to the President and National Security Advisor to the Vice President. In that position, he served as a senior advisor to President Obama and Vice President Biden on all matters related to U.S. foreign policy and national security affairs, and represented the Office of the Vice President as a standing member of the National Security Council Deputies’ Committee. 

Kahl is the co-author of Aftershocks: Pandemic Politics and the End of the Old International Order (New York: St. Martin’s Press, 2021) and States, Scarcity, and Civil Strife in the Developing World (Princeton, NJ: Princeton University Press, 2006), and he has published widely on international security and U.S. foreign and defense policy, including in Foreign Affairs, Foreign Policy, Middle East Policy, the National Interest, the New Republic, the New York Times, Politico, War on the Rocks, and the Washington Post, among others. 

At CISAC, he will return his focus to research and teaching CISAC undergraduate courses and graduate courses in FSI's Master's in International Policy program.

 “The world is more complex and dangerous than at any time since the end of the Cold War, and the scholars and students at FSI have much to contribute to addressing this rapidly evolving security environment,” said Professor Kahl. “I’m thrilled to return to FSI to contribute to this vital work.”

The sixth installment in a special event series on the occasion of Shorenstein APARC's 40th Anniversary, "Asia in 2030, APARC@40"


How will key technologies shape India’s strategic capacity, and its relationship with the United States, in the years ahead? The Indian and U.S. governments both recognize that critical and emerging technologies, from artificial intelligence to synthetic biology, are increasingly vital for national security and global influence. Effectively harnessing those technologies requires the right mix of state policy, academic research, and private-sector-led innovation. The South Asia Initiative will bring together leading researchers and practitioners to better understand India’s approach to applying technologies in its defense industrial base, and the evolution of US-India cooperation on strategic technologies. 

An initial keynote session will provide an overview of key trends and policy priorities for India and the bilateral relationship. Two research presentations will then examine how India has sought to develop its defense industrial sector, with new partnerships and private sector involvement, and an aspirational goal of indigenization; and how the major powers including the US and India have traditionally managed the expectations, conditions, and anticipated returns of high technology transfers. The research will be critically evaluated by dedicated discussants who draw from both academic scholarship and personal experience as technology-sector practitioners. By the end of the workshop, we anticipate setting a rigorous baseline appreciation of how India and the US-India relationship approach the strategic applications of key technologies, and generating important new cues for future research and public-private collaboration.

Rudra Chaudhuri is the director of Carnegie India. His research focuses on the increasingly important role of emerging technologies in diplomacy and statecraft. He works on comparative models of cross-border data flows and how data is treated by national capitals in inter-state and multilateral negotiations. He is the author of Forged in Crisis: India and the United States Since 1947, and the editor of War and Peace in Contemporary India. He is also a visiting professor of international relations at Ashoka University, New Delhi. From 2009 to 2022 (on leave since 2018), Rudra was  a lecturer and a senior lecturer at the Department of War Studies at King’s College London, and in 2012, he established the U.K. Foreign, Commonwealth, and Development Office's (FCDO) Diplomatic Academy for South Asia at King’s College London. He holds a PhD in War Studies from King’s College London.

Joshua T. White is Professor of the Practice of International Affairs at The Johns Hopkins University School of Advanced International Studies (SAIS) in Washington, and serves as the inaugural director of the U.S.-ASEAN and U.S.-Pacific Institutes for Rising Leaders. He is also a Nonresident Fellow in the Foreign Policy program at The Brookings Institution. He previously served at the White House as Senior Advisor & Director for South Asian Affairs at the National Security Council, where he staffed the President and National Security Advisor on the full range of South Asia policy issues pertaining to India, Pakistan, Afghanistan, and the Indian subcontinent, and led efforts to integrate U.S. government policy planning across South and East Asia. Prior to joining the White House, White was a Senior Associate and Co-Director of the South Asia program at The Stimson Center and, previously, Senior Advisor for Asian and Pacific Security Affairs in the Office of the Secretary of Defense, a position he held in conjunction with an International Affairs Fellowship from the Council on Foreign Relations. White has written on a wide range of issues including defense policy, electoral politics, Islamic movements, and nuclear deterrence.

Sameer Lalwani is a senior expert on South Asia at the U.S. Institute of Peace. He is also a non-resident senior fellow with the Center for Strategic and Budgetary Assessments. Lalwani’s research interests include nuclear deterrence, interstate rivalry, alliances, crisis behavior, counterinsurgency and Indo-Pacific security. He has conducted field research in India, Pakistan and Sri Lanka. Lalwani is a term member with the Council on Foreign Relations, and a contributing editor to War on the Rocks. He earned his doctorate in political science from the Massachusetts Institute of Technology and was an affiliate of the MIT Security Studies Program. From 2015 to 2022, Lalwani was a senior fellow for Asia strategy and the director of the South Asia program at the Stimson Center. He was also as an adjunct professor at George Washington University’s Elliott School of International Affairs and a Stanton nuclear security postdoctoral fellow at the RAND Corporation.

Join the new Visiting Fellow in Israel Studies program for a panel discussion on democracy in Israel as the country marks its 75th Independence Day. Since its founding in 1948, Israel has established itself as a vibrant democracy and a powerful geopolitical actor on the regional and global stage.

Amid escalating tensions between the United States and China and as the U.S. government is exploring how to further limit China's access to U.S. technology, discussions about the possibility of decoupling between the two countries have intensified. As businesses operating in China grapple with the potential consequences of decoupling, APARC’s China Program hosted a panel of executives across industries from tech, retail, and finance currently engaged in reshaping their China businesses to provide a view from the ground and consider the future of decoupling with China.

The event was the second installment in a special series celebrating APARC’s 40th anniversary. Titled Asia in 2030, APARC@40, the series highlights core areas of the center’s expertise, examines Asia’s transformation over the past four decades, and considers the drivers and shapers of the region’s future.

The panel featured Dan Brody, the managing director of Tencent Investments, who is responsible for the company’s overseas investments; Frits Van Paasschen, a change management expert, former CEO of Starwood Hotels and Resorts, and former president of EMEA at Nike; and Stuart Schonberger, a founding partner of CDH Investments, one of the leading China-focused alternative asset managers. China Program Director Jean Oi chaired the panel.

Risks and Opportunities

Van Paasschen described his extensive experience developing strategies for expanding licensing and retail in China, which involved navigating the country's infrastructure and legal framework and, as CEO of Starwood Hotels, overseeing the construction of over 100 hotels. He ascribed his success in the country to his recognition of China’s strengths and weaknesses and his finding ways to interact positively with Chinese stakeholders.

The term decoupling is an oversimplification of the relationship between the complex Chinese and U.S. economies, said Van Paasschen. He noted that retailers in many cases are looking to sources from alternative markets to China, but that he believes there are still opportunities for investment in and co-development with China that remain unaffected by current frictions. He highlighted in this context the interplay between the U.S. and Chinese travel and tourism industries before the COVID-19 pandemic.

Schonberger, who also challenged the notion of decoupling as a misleading shorthand, emphasized the need for cognitive empathy between the world’s two great powers and understanding the motivation behind China's actions. He noted that the challenges facing China today are complex, including debt problems, real estate slowdown, and productivity stagnation, but said these are "known knowns" that the Chinese government is actively working to correct.

Schonberger sees two distinct issues facing institutional equity investors worried about China: government policies that negatively affect growth and corporate prospects, and longer-term risks arising from China's geopolitical position. For private investors who are focused on total return and can tolerate overt political pressures, China remains investable, as Chinese stocks have been some of the best performers on the public markets recently, said Schonberger. The challenges are greater, however, for public entities and bond investors who are more affected by political risk in their decisions. While the risks are higher, Schonberger's firm continues to invest in Chinese companies in multiple sectors.

Changes Underway

Brody said that China remains a key player in the global economy. As a personal anecdote, he noted that, while he makes fewer trips to the United States, he is traveling more frequently to Europe, India, Japan, and Southeast Asia. According to Brody, the extent to which the Chinese economy would be affected by international fluctuations is unclear, but he expects the country to continue its economic growth and attract foreign investors. He stated that a huge amount of value in the tech sector is still being created in America, so economically driven foreign investors in the tech sector still pay close attention to developments in Silicon Valley.

Van Paasschen, by contrast, pointed out that by decoupling with China, the United States would miss out on a generational opportunity for development and could potentially lose out to other countries. China still presents an enormous opportunity for businesses, he said, particularly in the hotel industry, given the country’s rate of urbanization. He reminded the audience that every country and region presents its own set of challenges and risks for investors. The imperative is to ensure Beijing and Washington maintain a dialogue and businesses are willing to take risks to invest in China.

Van Paasschen went on to describe how the U.S.-China political tensions are affecting business operations in various sectors. For instance, in the biotechnology sector, companies might consider protecting intellectual property and ensuring sustainability in their supply chain. In the apparel business, there is a growing concern about human rights and the opacity of the cotton supply chain. Overall, Van Paasschen sees a transition underway from a bilateral and straightforward approach to trade to a much more nuanced and complicated approach.

When asked if political tensions would affect some sectors more than others, Van Paasschen responded affirmatively. He gave the example of a sovereign wealth fund that refused to support investments in Chinese hotels because of the uncertainty zero-COVID policies had created. He also said that further uncertainty could arise from countries' reactions to China’s foreign policy stance, such as China's support of Russia in Ukraine.

Whatever your political position as an American is on China, you would want more people-to-people ties, which have always been a net positive.

What advice would the three business experts give Washington?

Van Paasschen expressed his hope the United States finds ways to avoid being reactive. Schonberger, urging policymakers to keep working towards peaceful coexistence, emphasized it would be counter-productive to frame China as an enemy. He also highlighted the importance of redundancy and efficiency in trade relationships and cautioned against overlooking the cost of decoupling, reminding the audience that engagement with China has boosted global trade, lifted millions out of poverty, and created a vibrant society.

From Brody’s perspective, predictability is crucial for business, regardless of the country one is conducting business in. He also stressed that, from a personal perspective and regardless of one’s political stance on China, the reduction in people-to-people ties between China and the United States due to recent travel restrictions is unfortunate. Ultimately, these ties have always been a net positive, and it is important to recognize their value even in the midst of tensions between the two nations. While political leaders may grapple with complex geopolitical issues, the connections between ordinary citizens remain a vital foundation for maintaining a constructive relationship. By fostering personal exchanges, the United States and China can build bridges and promote mutual understanding, even in the face of challenging circumstances.

Nora Fisher-Onar will present an original and timely key to (Turkey’s) politics as driven not by any perineal conflict between “Islamist vs. secularist,” “Turk vs. Kurd,” or “Sunni vs. Alevi.” Rather, she argues, the driving force of political contestation is shifting coalitions of moderates across camps who seek to pluralize public life, versus coalitions of those who champion ethno- and ethno-religious nationalism. Using the key to retell Turkey’s political history from the late Ottoman empire through to the present, she concludes with insights for coalition dynamics today. The talk emanates from her book, Contesting Pluralism(s): Islam, Liberalism, and Nationalism in Turkey and Beyond (Cambridge University Press, forthcoming).

Nora Fisher-Onar is Associate Professor and Director of the Masters of Arts in International Studies at the University of San Francisco, as well as coordinator of Middle East Studies. Her research interests include IR and social theory, comparative politics (Turkey, Middle East, Europe), foreign policy analysis, political ideologies, gender, and history/memory.

She received a doctorate in IR from Oxford and holds master's and undergraduate degrees in international affairs from Johns Hopkins (SAIS) and Georgetown universities, respectively.

Fisher-Onar is the lead editor of the volume, Istanbul: Living With Difference in a Global City (Rutgers University Press, 2018) and author of Contesting Pluralism(s): Islam, Liberalism and Nationalism in Turkey (Cambridge University Press, forthcoming).

She has published extensively in academic journals like the Journal of Common Market Studies (JCMS), Conflict and Cooperation, Global Studies Quarterly, Millennium, Theory and Society, Women’s Studies International Forum, and Turkish Studies.

Fisher-Onar also contributes policy commentary to platforms like the Washington Post, Foreign Affairs, the Guardian, and OpenDemocracy, and fora like Brookings, Carnegie, and the German Marshall Fund (GMF). Research on remedies for affective polarization has primarily focused on psychological interventions, and limited studies consider how state institutions might depolarize voters. I argue that compulsory military service—a central state institution—can depolarize voters because it prevents early partisan sorting and increases the likelihood of contact between partisans during their impressionable years.

Leveraging the staggered abolition of mandatory conscription laws in fifteen European countries and employing a regression discontinuity design, I show that men exempt from mandatory conscription report higher levels of affective polarization than men who were subject to mass conscription. This effect is mainly driven by partisan parochialism among men exempt from service and is unrelated to ideological change. My findings emphasize the potential depolarizing effects of state institutions and illustrate how the abolition of mandatory service contributed to intensified patterns of affective polarization in Europe, contributing to the literature on the institutional origins of affective polarization.

Chagai M. Weiss is a postdoctoral fellow at the Conflict and Polarization Initiative at the King Center on Global Development at Stanford University. After spending two years as a research fellow at Harvard University's Middle East Initiative, Chagai received a Ph.D. from the Department of Political Science at the University of Wisconsin - Madison. Chagai's primary interest is in understanding the potential role of institutions in reducing prejudice and conflict in divided societies. Chagai's work has been published or is forthcoming in multiple venues, including Cambridge University Press (Elements in Experimental Political Science), the Proceeding of the National Academy of Sciences, the American Journal of Political Science, the American Political Science Review, and Comparative Political Studies.

On April 26, 2023, Israel will mark its 75th birthday as a modern independent state. It is a bittersweet anniversary.

On the one hand, Israelis can (and do) look back at 75 years of remarkable socio-economic, technological, diplomatic, and political development achieved under conditions of extreme adversity. On the other hand, Israel is currently experiencing its worst constitutional crisis and is facing a number of internal and external challenges that threaten to unravel its political order, divide its people, distance it from its closest allies, empower its adversaries, and undermine its national security.

The occasion of this significant anniversary provides a unique opportunity to discuss the past, present, and possible futures of Israeli democracy.
