FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.
Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.
FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.
Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.
Nuclear Nonproliferation in Central Asia
Bekhzod Yuldashev is a CISAC Visiting Scholar. He served as a consultant-advisor at the International Atomic Energy Agency in 2006-2007. Prior to that, he was director-general of the Institute of Nuclear Physics of the Uzbekistan Academy of Science from 1990 to 2006. From 1984 to 1990, he served as head of the laboratory in the Physical Technical Institute in Tashkent, where he had been a senior researcher since 1972.
Yuldashev has published about 300 scientific papers dedicated to various subjects of particle and nuclear physics in the wide range of primary energies. His experimental research has revealed or proven important concepts in nuclear energy, and he holds more than 20 patents on nuclear applications.
He is a full member of the Academy of Science of Uzbekistan and served as the academy's president from September 2000 through November 2005. In 2000-2004 he was elected a Member of Parliament of the Republic of Uzbekistan, and in 2004-2005 was elected a Senator.
He is a fellow of Islamic Academy of Sciences, a member of the American Physical Society. From 1992 to 2002, he was an elected member of the Scientific Council of the Joint Institute of Nuclear Research, in Dubna, Russia, one of two international nuclear centers in the world. He is also a member of the IAEA's Standing Advisory Group for Nuclear Applications, a fellow of the Islamic Countries Academy, and foreign member of the National Academy of Kazakhstan. He is an honorary professor of Samarkand State University and honorary doctor of the Joint Institute of Nuclear Research (2004). He won the 2004 Economic Cooperation Organization's excellence award in science and technology and the 1983 Uzbekistan State Prize for Science and Technology.
Yuldashev graduated from Tashkent and Moscow Universities in 1968. He earned his PhD in physics and mathematics from the Joint Institute of Nuclear Research, Dubna, Russia, in 1971.

Jeffery H. Richardson
Jeff Richardson is an affiliate and former visiting scholar at CISAC. He came to CISAC after a 35-year career at Lawrence Livermore National Laboratory. At LLNL he held a variety of program management positions, including Division Leaders of Chemistry and later of Proliferation Prevention. He spent two tours in Washington DC, supporting NNSA in Nonproliferation R&D and DoD in the USAF Directorate of Nuclear Operations, Plans and Requirements. He recently completed 4-year assignment working for CRDF as the U.S. Science Advisor for the ISTC program, administered by the Office of Cooperative Threat Reduction, State Department. At CISAC he is focused on science diplomacy, using science as a tool for international engagement and promoting regional security.
Jeff earned his BS degree in chemistry from CalTech and his PhD in organic chemistry from Stanford University. His work at LLNL included chemical and materials science research, energy research, materials development for nuclear weapons programs, radiation detection for border security, nuclear materials protection, and proliferation detection, science cooperation for international security, and support for the Chemical Weapons Convention. He has authored over 100 papers. More recent papers include LLNL and WSSX, a contribution to Doomed to Cooperate: How American and Russian scientists joined forces to avert some of the greatest post-Cold War nuclear dangers, and Shifting from a Nuclear Triad to a Nuclear Dyad, which explored an alternate future strategy for the US nuclear arsenal.
China Watcher: Confessions of a Peking Tom
This audacious and illuminating memoir by Richard Baum, a senior China scholar and sometime policy advisor, reflects on forty years of learning about and interacting with the People's Republic of China, from the height of Maoism during the author's UC Berkeley student days in the volatile 1960s through globalization. Anecdotes from Baum's professional life illustrate the alternately peculiar, frustrating, fascinating, and risky activity of China watching - the process by which outsiders gather and decipher official and unofficial information to figure out what's really going on behind China's veil of political secrecy and propaganda. Baum writes entertainingly, telling his narrative with witty stories about people, places, and eras.
Richard Baum is distinguished professor of political science at UCLA and director emeritus of the UCLA Center for Chinese Studies. He is the author of Burying Mao: Chinese Politics in the Age of Deng Xiaoping (Princeton U. Press) and the founder and list manager of Chinapol, an
electronic forum serving the international China-watching community. His 48-lecture video course, "The Fall and Rise of China," produced for The Teaching Company's Great Courses series, was released last month.

Investment in Vocational vs. General Schooling: Evaluating China’s Expansion of Vocational Education and Laying the Foundation for Further Vocational Education Evaluation
A key policy question in developing countries, including China, is how to balance investments between vocational and general education in a way that supports economic growth and reduces social inequality. There is no definitive study in any developing country on the returns to vocational education and training (VET). In the absence of information on how VET might affect the earnings of workers, it is unclear if recent efforts of the Chinese government to expand VET are sound. If the returns are negligible, the government might consider slowing the expansion or improving the quality of VET.
Additionally, it is estimated that only about 40% of the students that graduate from junior high school in poor, rural areas continue with their studies; the rest enter the unskilled labour force. Why are these rates so low? Surprisingly, little is known about the factors that keep students out of school. There is no systematic study of what is working in VET and what is not. Despite the rapid expansion of VET, China has set up few mechanisms to evaluate the quality of VET programs.
The goal of this project is to help the Chinese government evaluate the effectiveness of the expansion of VET. It aims to provide empirical evidence on the returns to VET; the factors that might keep disadvantaged students from receiving quality schooling; and measure the quality and cost-effectiveness of VET programs.
This study will estimate the returns from VET versus general schooling using various “quasi-experimental” methods. It will follow a randomized control trial design and randomly assign junior high students to programmes that provide vouchers for VET schooling, vouchers for academic schooling, and academic counselling for students to become better informed about their schooling/employment options. The project will assess if students work harder, perform better and matriculate to academic high school and VET at higher rates when they have sufficient financial aid and counselling. Finally, it will also develop an Entrance/Exit Examination that can be used by principals of VET institutions and local officials in charge of VET to assess the quality of their programs. The findings of these quality studies of VET will be useful in influencing policy on one of China’s most debated education issues.
FSI's Technology, Governance, and Global Development Conference
In mid April, FSI convened a special conference on Technology, Governance, and Global Development, to examine how technical innovation solves, or fails to solve, the problems of chronic global underdevelopment. Experts from business, medicine, philanthropy, academia, government and non-governmental organizations, along with young Stanford alumni, addressed technology's ability to help secure gains in health, economic development, agricultural innovation, food security, and human development.
With a wealth of expertise and on-the-ground experience, panelists tackled central issues and engaged in spirited debate, animated by moderator Philip Taubman. "The Promise of Information and Communications Technology" examined whether technology can transform lives of individuals, even in poorly governed countries, finding encouraging evidence in technology-based medical and health services and novel approaches to economic development, including sharing vital information and banking via mobile phones.
A panel of young Stanford alumni discussed their entrepreneurial efforts that led to the development of a low-cost, lifesaving incubator for low birth weight babies, the FACE AIDS program begun at Stanford that now has 20 chapters and has contributed some $2 million for treatment of people with AIDS in Africa, a new Global Health Corps to train health care workers, and other innovations to save lives in underserved areas.
Condoleezza Rice,
former Secretary of State and National Security Advisor, gave the lunchtime
keynote with a focus on why democracies are more effective and ultimately more
efficient in delivering economic development. Democracies are better at
protection of rule of law and property rights, she noted. Democracies are less
corrupt, more in touch with their people, more stable, and better able to
deliver the benefits of human capital development, health, and education to
their population as a whole.
A third panel on "Governance, Innovation, and Service Delivery" addressed how
innovative institutions and technologies could overcome poor governance and
deliver needed services in underdeveloped regions. "Despite extraordinary
growth in our technical capacity to prevent and treat child illness and death, we
are seeing stagnation or a rise in mortality rates of children under five in
some areas," said pediatrician Paul Wise. "This reflects gross failures in
delivering highly efficacious health interventions." Some 9 million children
still die each year, and 65 percent of child deaths in unstable areas are
preventable, he noted. Wise has launched a new program to improve child health
in areas of unstable governance through new integrated technical and political
strategies.
A fourth session on "Creative Markets for Technical Innovation" honed in on the institutions, innovations, and incentives needed to stimulate development of products and services that address the needs of the poor. Panelists focused on pharmaceuticals, agricultural innovation, use of mobile technologies to share information on best practices, improved food security through innovative technology - such as solar-powered irrigation to expand growing seasons, crops, and incomes, and the development of human capital in China through rigorous evaluation, field trials, and nutritional intervention.
Among the experts addressing these vital issues were Google.org's Megan Smith, BP Solar's Reyad Fezzani, Center for Global Development President Nancy Birdsall, Gates Foundation Director of Agricultural Development Sam Dryden, Gilead Science's Clifford Samuel, dynamic Stanford alumni Nava Ashraf ‘97, Jared Cohen ‘04, Jane Chen ‘08, and Jonny Dorsey ‘07, and FSI's Coit D. Blacker, Joshua Cohen, Stephen D. Krasner, Paul H. Wise, Rosamond L. Naylor, and Scott Rozelle.
FSI Payne Lecturer Bill Gates, Co-chair of the Bill & Melinda Gates Foundation and Chairman, Microsoft, gave an address on "Giving Back: Finding the Best Way to Make a Difference." He urged students to become involved in the central issues of global health—including the need to reduce child mortality through more vaccines and better delivery systems—and education, saying we need to find out "what works" and use the Internet to share lessons learned globally.
"We need to shift talent toward bigger needs," Gates said, urging students to provide the passion and ideas to drive us forward in health, education, and energy. To make a difference, Gates advised, "Get your hands dirty, do the hard work in the actual environment, early in your career." Telling students that he is looking for "great ideas," he challenged them to post answers on the Gates Foundation Facebook wall to three questions: What problems are you working on? What draws you in? How will you draw other people in to work on solutions to the world's great challenges.
''New Beginnings'' in the U.S.-ROK Alliance: Recommendations to the Obama Administration (released in 2010)
Between 2009 and 2010, major new developments in and around the Korean Peninsula profoundly affected the context of U.S.-South Korean relations. The global economy, led by Northeast Asia, began slowly to recover from the economic recession that followed the U.S. financial crisis. As China’s economy continued its dramatic development, East Asian countries strengthened the architecture of regional cooperation. The international community focused increasingly on multilateral problems such as climate change and environmental issues. The United States maintained its focus on terrorism and the Middle East and South Asia. President Obama initiated a global nonproliferation campaign, but little progress was made in curbing the Iranian and North Korean nuclear programs.
The members of the New Beginnings policy study group on U.S.-Korean relations offer the following major recommendations to the Obama administration:
- Seek immediate Congressional approval of the KORUS FTA
- Bolster alliance security arrangements, and review the U.S.-Korean agreement on the transfer of wartime operational control
- Increase international pressure on North Korea to engage seriously in Six Party Talks on ending its nuclear weapons program, and strengthen international measures against North Korean proliferation
- Closely coordinate with the ROK a strong and effective bilateral and international response to the Cheonan sinking, depending on the findings of the investigation
- Highlight the human rights situation in North Korea; facilitate increased private exchanges with North Korea; and press China to take a humanitarian approach to North Korean refugees on its territory
- Identify additional opportunities for U.S.-South Korean global cooperation
- Increase support for the Work, English Study and Travel (WEST) student exchange program, and seek full Congressional funding for a new U.S. embassy chancery and residential facilities in Seoul.
Climate Change and China's Agricultural Sector: Impacts, Adaptation, and Mitigation
Although China and the United States are the two largest emitters of greenhouse gases, China’s emissions on a per capita basis are significantly lower than those of the U.S.: in 2005, per capita emissions in China were 5.5 metric tons—much less than the U.S. (23.5 metric tons per capita), and also lower than the world average of 7.03 metric tons. China’s total GHG emissions were 7,234.3 million tons of CO2 equivalent (tCO2e) in 2005, 15.4 percent of which came from the agricultural sector. By comparison, total U.S. emissions were 6,931.4 million tCO2e, 6.4 percent of which were from agriculture. Within China’s agriculture sector, 54.5 percent of emissions come from nitrous oxide, and 45.5 percent come from methane, which is the opposite of the composition of global GHG emissions from agriculture.
Economic studies show that climate change will affect not only agricultural production, but also agricultural prices, trade and food self-sufficiency. The research presented here indicates that producer responses to these climate- induced shocks will lessen the impacts of climate change on agricultural production compared to the effects predicted by many natural scientists. This study projects the impacts of climate change on China’s agricultural sector under the A2 scenario developed by the Intergovernmental Panel on Climate Change (IPCC), which assumes a heterogeneous world with continuous population growth and regionally-oriented economic growth. Depending on the assumptions used related to CO2 fertilization, in 2030 the projected impacts of climate change on grain production range from -4 percent to +6 percent, and the effects on crop prices range from -12 percent to +18 percent. The change in relative prices in domestic and international markets will in turn impact trade flows of all commodities. The magnitude of the impact on grain trade in China will equal about 2 to 3 percent of domestic consumption. According to our analysis, trade can and should be used to help China mitigate the impacts of climate change; however, the overall impact on China’s grain self-sufficiency is moderate because the changes in trade account for only a small share of China’s total demand.
The effect of climate change on rural incomes in China is complicated. The analysis shows that the average impact of higher temperatures on crop net revenue is negative, but this can be partially offset by income gains resulting from an expected increase in precipitation. Moreover, the effects of climate change on farmers will vary depending on the production methods used. Rain-fed farmers will be more vulnerable to temperature increases than irrigated farmers, and the impact of climate change on crop net revenue varies by season and by region.
In recent years, China has made tangible progress on the implementation of adaptation strategies in the agricultural sector. Efforts have been made to increase public investment in climate change research, and special funding has been allocated to adaptation issues. An experiment with insurance policies and increased public investment in research are just two examples of climate adaptation measures. Beyond government initiatives, farmers have implemented their own adaptation strategies, such as changing cropping patterns, increasing investment in irrigation infrastructure, using water saving technologies and planting new crop varieties to increase resistance to climatic shocks.
China faces several challenges, however, as it seeks to reduce emissions and adapt to climate change. Fertilizers are a major component of nitrous oxide emissions, and recent studies indicate that overuse of fertilizer has become a significant contributor to water pollution. Application rates in China are well above world averages for many crops; fields are so saturated with fertilizer that nutrients are lost because crops cannot absorb any more. Changing fertilizer application practices will be no easy task. Many farmers also work outside of agriculture to supplement their income and opt for current methods because they are less time intensive.
In addition, the expansion of irrigated cropland has contributed to the depletion of China’s water table and rivers, particularly in areas of northern China. Water scarcity is increasing and will constrain climate change mitigation strategies for some farmers. One of the main policy/research issues—as well as challenges for farm households—will be to determine how to increase water use efficiency.
Despite the sizeable amount of greenhouse gases emitted by and the environmental impact of China’s agriculture sector, it also offers important and efficient mitigation opportunities. To combat low fertilizer use efficiency in China, the government in recent years has begun promoting technology aimed at calibrating fertilizer dosages according to the characteristics of soil. In addition, conservation tillage (CT) has been considered as a potential way to create carbon sinks. Over the last decade, China’s government has promoted the adoption of CT and established demonstration pilot projects in more than 10 provinces. Finally, extending intermittent irrigation and adopting new seed varieties for paddy fields are also strategies that have been supported and promoted as part of the effort to reduce GHG emissions.
Norway's Evolving Champion: Statoil and the Politics of State Enterprise
Executive summary:
Statoil was founded in 1972 as the national oil company (NOC) of Norway. Along with Brazil's Petrobras, Statoil today is a leader in several technological areas including operations in deep water. With its arm's length relationship to the Norwegian government and partially-private ownership, it is generally considered to be among the state-controlled oil companies most similar to an international oil company in governance, business strategy, and performance.
Statoil's development and performance have been intimately connected to its relationship with the Norwegian government over the years. The "Norwegian Model" of distinguishing Statoil's commercial responsibilities in hydrocarbons from regulatory and policy functions granted to other government bodies has inspired admiration and imitation as the canonical model of good bureaucratic design for a hydrocarbons sector.
However, the reality is that Norway's comparative success in hydrocarbons development, and that of Statoil, has been about much more than a formula for bureaucratic organization. Belying the notion of a pristine "Norwegian Model" that unfolded inexorably from a well-designed template, the actual development of Norway's petroleum sector at times was, and often still is, a messy affair rife with conflict and uncertainty. But Norway had the advantage of entering its oil era with a mature, open democracy as well as bureaucratic institutions with experience regulating other natural resource industries. Thus far, the diverse political and regulatory institutions governing the petroleum sector-and governing the NOC-have collectively proven robust enough to handle the strains of petroleum development and correct the worst imbalances that have arisen.
Mark Thurber and Benedicte Tangen Istad make the following six principal observations from their research.
First, Norway's policy orientation from the start was focused on maintaining control over the oil sector, as opposed to simply maximizing revenue. As a result, the country was more concerned with understanding and mitigating the possible negative ramifications of oil wealth than with any special advantage that could be gained from it.
Second, the principal means through which Norway was able to exert control over domestic petroleum activities was a skillful bureaucracy operating within a mature and open political system. Civil servants gained knowledge of petroleum to regulate the sector through systematic efforts to build up their own independent competence, enabling them to productively steer the political discourse on petroleum management after the first commercial oil discovery was made. Robust contestation between socialist and conservative political parties also helped contribute to a system of oil administration that supported competition (including between multiple Norwegian oil companies as well as international operators) and was able to evolve new checks and balances as needed.
Third, Statoil did play an important role in contributing to the development of Norwegian industry and technological capability, in large part because it had the freedom to take a long-term approach to technology development. With a strong engineering orientation and few consequences for failure as a fully state-backed company, Statoil developed a culture valuing innovation over development of a lean, commercially-oriented organization. These priorities may not have always contributed to maximization of government revenues in the short run-costs came to be perceived as high in Norway (for various reasons not all related to Statoil) and Statoil was on occasion responsible for significant overruns. However, the focus on innovation contributed to significant technological breakthroughs and helped spur the development of a high-value-added domestic industry in oil services.
Fourth, the formal relationship between Statoil and the government has become more arm's-length as Norway's resources and oil expertise have matured. Under its first CEO, experienced Labour politician Arve Johnsen, Statoil aggressively flexed its political muscles to gain special advantages in licensing and access to acreage. As domestic resources began to mature, Statoil's leadership (starting with Harald Norvik in 1988, and continuing through the tenures of subsequent CEOs Olav Fjell and Helge Lund) focused more on forging an independent corporate identity and governance structure that would allow the company to compete effectively abroad.
Fifth, notwithstanding changes in their formal relationship, it has remained impossible to sever the close ties between the Norwegian state and a company with the domestic significance of Statoil. These residual ties can manifest in various ways, including: 1) the effect on policy decisions of direct personal connections between Statoil leaders and politicians; 2) persistent "Norway-centric" influences on Statoil's strategy even in the larger context of efforts to internationalize; and 3) public pressure from politicians who continue to see themselves as Statoil's masters. Such pressures can affect large strategic companies, public or private, in any country, but their effect is magnified by Norway's small size and Statoil's importance within it as the largest petroleum developer.
Sixth, Statoil's experience thus far casts doubt upon the conventional wisdom that NOC-NOC connections provide material benefit in opening resource access around the world. To the extent that such linkages are important, Statoil would seem to be among the best-positioned to benefit from them as both a highly competent producer and a company that might be sympathetic to the needs of resource-rich countries. However, there are few instances so far where Statoil's status as an NOC has been an obviously decisive factor in unlocking resources that would otherwise be off-limits.
Escaping the 'Half-pipe of Doom:' Is the IPCC Model Transferable to Issues of Safety and Security of Biotechnology?
Exponential advances in the life sciences, particularly in the realm of biotechnology, have been held to raise the classic concerns of "dual-use" research: the same technologies that propel scientific advances critical to human health, the environment and economic growth also could be misused to develop biological weapons, including for bioterrorism. However, there is significant disagreement as to whether this depiction appropriately frames the nature of the problem. Some scientists have characterized the prevailing policy discourse on the life sciences as the "half-pipe of doom," a bipolar approach that artificially disaggregates and decontextualizes the promise and peril of advances in the life sciences. The panel will discuss proposals to address such concerns, focusing on whether the Intergovernmental Panel on Climate Change (IPCC) offers a transferable model of scientific and policy consensus-building for issues of safety and security of biotechnology.
Stephen J. Stedman joined CISAC in 1997 as a senior research scholar, and was named a senior fellow at FSI and CISAC and professor of political science (by courtesy) in 2002. He served as the center's acting co-director for the 2002-2003 academic year. Currently he directs the Ford Dorsey Program in International Policy Studies at Stanford and CISAC's Interschool Honors Program in International Security Studies. His current research addresses the future of international organizations and institutions, an area of study inspired by his recent work at the United Nations. In the fall of 2003 he was recruited to serve as the research director of the U.N. High-Level Panel on Threats, Challenges and Change. Upon completion of the panel's report, A More Secure World: Our Shared Responsibility, Annan asked Stedman to stay on at the U.N. as a special advisor with the rank of assistant secretary-general, to help gain worldwide support in implementing the panel's recommendations. Following the U.N. world leaders' summit in September 2005, during which more than 175 heads of state agreed upon a global security agenda developed from the panel's work, Stedman returned to CISAC. Before coming to Stanford, Stedman was an associate professor of African studies at the Johns Hopkins University School of Advanced International Studies in Washington, D.C. He has served as a consultant to the United Nations on issues of peacekeeping in civil war, light weapons proliferation and conflict in Africa, and preventive diplomacy. In 2000 Scott Sagan and he founded the CISAC Interschool Honors Program in International Security Studies. Stedman received his PhD in political science from Stanford University in 1988.
Donald Kennedy is the editor-in-chief of Science, the journal of the American Association for the Advancement of Science, and a CESP senior fellow by courtesy. His present research program entails policy on such trans-boundary environmental problems as: major land-use changes; economically-driven alterations in agricultural practice; global climate change; and the development of regulatory policies.
Kennedy has served on the faculty of Stanford University from 1960 to the present. From 1980 to 1992 he served as President of Stanford University. He was Commissioner of the US Food and Drug Administration from 1977-79. Previously at Stanford, he was as director of the Program in Human Biology from 1973-1977 and chair of the Department of Biology from 1964-1972.
Kennedy is a member of the National Academy of Sciences, the American Academy of Arts and Sciences, and the American Philosophical Society. He served on the National Commission for Public Service and the Carnegie Commission on Science, Technology and Government, and as a founding director of the Health Effects Institute. He currently serves as a director of the Carnegie Endowment for International Peace, and as co-chair of the National Academies' Project on Science, Technology and Law. Kennedy received AB and PhD degrees in biology from Harvard University.
Drew Endy is a synthetic biologist with the Stanford Department of Bioengineering. He was a junior fellow and later an assistant professor in the Department of Biological Engineering at MIT prior to coming to Stanford in September 2008 as an assistant professor in the Department of Bioengineering. Endy's research focus is on synthetic biology. With researchers at MIT he works on the engineering of standardized biological components, devices, and parts, collectively known as "BioBricks." He is one of several founders of the Registry of Standard Biological Parts, and invented an abstraction hierarchy for integrated genetic systems. Endy is known for his opposition to limited ownership and supports free access to genetic information. He has been one of the early promoters of open-source biology, and helped to start the Biobricks Foundation, a non-profit supporting open-source biology.
Tarun Chhabra is a JD candidate and Paul and Daisy Soros Fellow at Harvard Law School, and a doctoral candidate in international relations at Oxford University. Tarun previously worked in the Executive Office of UN Secretary-General Kofi Annan, and on the staff of Annan's High-level Panel on Threats, Challenges and Change. He also served as a consultant-advisor to the Norwegian Foreign Ministry on nuclear non-proliferation and disarmament initiatives. He was a Fulbright Scholar in Russia at the Moscow State Institute for International Relations (MGIMO) and received a Marshall Scholarship to study at Merton College, Oxford, where he earned a MPhil in international relations and was an instructor in international relations at Stanford House. He holds a BA from Stanford University, where he worked at the Martin Luther King, Jr., Papers Project and was in the honors program at CISAC. Tarun is a Fellow of the Truman National Security Project and a member of the International Institute for Strategic Studies.
Chris Field is the founding director of the Carnegie Institution's Department of Global Ecology, Professor of Biology and Environmental Earth System Science at Stanford University, and Faculty Director of Stanford's Jasper Ridge Biological Preserve. He also is co-chair of Working Group 2 of the Intergovernmental Panel on Climate Change (IPCC) and will lead the fifth assessment report on climate change impacts, adaptation, and vulnerability. The author of more than 200 scientific publications, Field’s research emphasizes impacts of climate change, from the molecular to the global scale. Field’s work with models includes studies on the global distribution of carbon sources and sinks, and studies on environmental consequences of expanding biomass energy. Field has served on many national and international committees related to global ecology and climate change and was a coordinating lead author for the fourth assessment report of the Intergovernmental Panel on Climate Change. Field has testified before House and Senate committees and has appeared on media from NPR “Science Friday” to BBC “Your World Today”. He is a member of the US National Academy of Sciences. Field received his PhD from Stanford in 1981 and has been at the Carnegie Institution for Science since 1984.

Stephen Stedman is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) and the Center on Democracy, Development and the Rule of Law (CDDRL), an affiliated faculty member at CISAC, and professor of political science (by courtesy) at Stanford University. He is director of CDDRL's Fisher Family Honors Program in Democracy, Development and Rule of Law, and will be faculty director of the Program on International Relations in the School of Humanities and Sciences effective Fall 2025.
In 2011-12 Professor Stedman served as the Director for the Global Commission on Elections, Democracy, and Security, a body of eminent persons tasked with developing recommendations on promoting and protecting the integrity of elections and international electoral assistance. The Commission is a joint project of the Kofi Annan Foundation and International IDEA, an intergovernmental organization that works on international democracy and electoral assistance.
In 2003-04 Professor Stedman was Research Director of the United Nations High-level Panel on Threats, Challenges and Change and was a principal drafter of the Panel’s report, A More Secure World: Our Shared Responsibility.
In 2005 he served as Assistant Secretary-General and Special Advisor to the Secretary- General of the United Nations, with responsibility for working with governments to adopt the Panel’s recommendations for strengthening collective security and for implementing changes within the United Nations Secretariat, including the creation of a Peacebuilding Support Office, a Counter Terrorism Task Force, and a Policy Committee to act as a cabinet to the Secretary-General.
His most recent book, with Bruce Jones and Carlos Pascual, is Power and Responsibility: Creating International Order in an Era of Transnational Threats (Washington DC: Brookings Institution, 2009).

Donald Kennedy is the editor-in-chief of Science, the journal of the American Association for the Advancement of Science, and a CESP senior fellow by courtesy. His present research program entails policy on such trans-boundary environmental problems as: major land-use changes; economically-driven alterations in agricultural practice; global climate change; and the development of regulatory policies.
Kennedy has served on the faculty of Stanford University from 1960 to the present. From 1980 to 1992 he served as President of Stanford University. He was Commissioner of the US Food and Drug Administration from 1977-79. Previously at Stanford, he was as director of the Program in Human Biology from 1973-1977 and chair of the Department of Biology from 1964-1972.
Kennedy is a member of the National Academy of Sciences, the American Academy of Arts and Sciences, and the American Philosophical Society. He served on the National Commission for Public Service and the Carnegie Commission on Science, Technology and Government, and as a founding director of the Health Effects Institute. He currently serves as a director of the Carnegie Endowment for International Peace, and as co-chair of the National Academies' Project on Science, Technology and Law. Kennedy received AB and PhD degrees in biology from Harvard University.

Chris Field is the Perry L. McCarty Director of the Stanford Woods Institute for the Environment.
His research focuses on climate change, ranging from work on improving climate models, to prospects for renewable energy systems, to community organizations that can minimize the risk of a tragedy of the commons.
Field has been deeply involved with national and international scale efforts to advance science and assessment related to global ecology and climate change. He served as co-chair of Working Group II of the Intergovernmental Panel on Climate Change from 2008-2015, where he led the effort on the IPCC Special Report on “Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation” (2012) and the Working Group II contribution to the IPCC Fifth Assessment Report (2014) on Impacts, Adaptation, and Vulnerability.
Field assumed leadership of the Stanford Woods Institute for the Environment in September 2016. His other appointments at Stanford University include serving as the Melvin and Joan Lane Professor for Interdisciplinary Environmental Studies in the School of Humanities and Sciences; Professor of Earth System Science in the School of Earth, Energy & Environmental Sciences; and Senior Fellow with the Precourt Institute for Energy. Prior to his appointment as Woods' Perry L. McCarty Director, Field served as director of the Carnegie Institution for Science's Department of Global Ecology, which he founded in 2002. Field's tenure at the Carnegie Institution dates back to 1984.
His widely cited work has earned many recognitions, including election to the U.S. National Academy of Sciences, the Max Planck Research Award, the American Geophysical Union’s Roger Revelle Medal and the Stephen H. Schneider Award for Outstanding Science Communication. He is a fellow of the American Academy of Arts and Sciences, the American Association for the Advancement of Science, and the Ecological Society of America.
Field holds a bachelor’s degree in biology from Harvard College and earned his Ph.D. in biology from Stanford in 1981.
