International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

Two former U.S. ambassadors to Russia recently shared the stage at the Freeman Spogli Institute, where they discussed the Arab Spring, their mutual respect for former President Barack Obama, and of course, Russian President Vladimir Putin.

William Burns — the Russian ambassador from 2005 to 2008 — told Freeman Spogli Institute Director Michael McFaul — who was in the position from 2012 to 2014 — that Putin is a “combustible combination of grievance and ambition and insecurity all wrapped up together.”

Standing at about 5 feet and 6 inches tall, Putin is not the most physically intimidating person in the world, but he carries himself with self-assurance, Burns said.

“He told me, ‘You Americans need to listen more — you can’t just have everything your own way,’” Burns said of his first meeting with Putin. “That was vintage Putin…it was not subtle, it was defiantly charmless, but it was quite direct.”

Burns talked about his experience in the Foreign Service, which began at the height of the Cold War in the early ‘80s. Because most of his research in graduate school focused on the Middle East, Burns said he spent two years perfecting the Russian language at the beginning of his career.

“You can’t operate in a place like Russia unless you speak the language well,” Burns said. “Moscow in those days was one of the biggest embassies we had in the world. As creepy as the relationship can be, Russia is still a place that matters.”

Burns said that while former President George H.W. Bush, his Secretary of State James Baker, and his National Security Advisor Brent Scowcroft made their share of mistakes during Bush’s tenure in office, the former president and his team deserve a lot of credit for what they accomplished in Russia and the Middle East.

“In hindsight, Germany’s reunification within less than a year after the end of the Cold War and the fall of the Berlin Wall — and ensuring that the reunification of Germany would remain within NATO — was not a small achievement,” he said. “That took real skill, and it was not inevitable.”

When asked by McFaul whether the U.S. should have been more aggressive in pushing the burgeoning Russian leaders in a more democratic direction after the collapse of the Soviet Union, Burns said he thinks Russia would have been resistant to an “intrusive” American role in their economy at that time.  

“Russians — at the end of the Cold War, and the disintegration of the Soviet Union — had suffered a real crisis in their own confidence,” he said. “I’ve never really bought the argument that a Marshall Plan-scale set of assistance for Russia or the former soviet states in that period would have been that productive. Russia’s future after the end of communism was something that only Russia could shape in the end.”

Shifting focus to the past decade, Burns said that he “always had huge respect for President Obama’s long game in the Middle East,” adding that he thought the former president was unfairly criticized for wanting to disengage the U.S. from the Middle East during his time in office.

“The Arab revolts unfolding in Tunisia, Egypt, Libya and Syria were on a scale and at a pace which would have been hard for any president to adapt to,” Burns said. “On the surface they looked very similar, but they were unfolding in different societies, in different ways … a concern with which I deeply sympathized was not getting dragged into another big military intervention in the Middle East.”

We are proud to announce our next year's cohort of CDDRL Honors Program students! We selected a diverse group of undergraduate majors for the program who will be writing their senior theses on a subject touching upon DDRL with a global impact. Students will work to complete their thesis under the guidance and consultation of CDDRL faculty, but may have a primary thesis advisor from their own department. Upon fulfilling individual department course requirements and completing the honors program, the student will graduate in his/her major with a certificate of honors in Democracy, Development, and Rule of Law.

Although there is progress regarding the code of conduct (COC) for the South China Sea between ASEAN and China, the South China Sea is not without tensions. China’s first aircraft carrier took part in a naval review, along with latest-generation nuclear submarines, destroyers, and fighter jets in late April, marking the People’s Republic navy’s 70th anniversary. Despite warming up with China, Philippine president Rodrigo Duterte recently threatened a "suicide mission" if Beijing does not back off from a Manila-occupied island in the South China Sea. The United States and Japan held a 2+2 meeting reaffirming the “Free and Open Indo-Pacific” approach with primary emphasis on the South and East China Seas. In March, the US Navy sent the assault ship USS Wasp — a small aircraft carrier operating 20 F-35B Joint Strike Fighters and a Marine Expeditionary Force — to exercise with the Filipino Navy. In addition to the freedom of navigation operations (FONOPs) conducted by the US Navy, the US Coast Guard also turned increasingly towards the Asia-Pacific, dispatching its service members to countries such as Vietnam. Abstract: Before the CCP came to power, China lay broken. Today it is a force on the global stage, but its leaders remain haunted by the past. Sulmaan Khan will tell the story of the grand strategies pursued by China’s paramount leaders: the shrewd, dangerous Mao Zedong, who made the country whole and kept it so; the caustic, impatient Deng Xiaoping who dragged the country into the modern world; Jiang Zemin and Hu Jintao who served as cautious custodians of Deng’s legacy; and Xi Jinping who combines assertiveness with insecurity. For all their considerable costs, China’s grand strategies have been largely successful. But whether or not they can meet the challenges of the twenty-first century remains to be seen.

Sulmaan Wasif Khan teaches international history and Chinese foreign relations at the Fletcher School, Tufts University, where he also directs the Water and Oceans Program at the Center for International Environment and Resource Policy. He is the author of Haunted by Chaos: China’s Grand Strategy from Mao Zedong to Xi Jinping (Harvard University Press: 2018), which was named a top book of 2018 by The American Interest, and Muslim, Trader, Nomad, Spy: China’s Cold War and the People of the Tibetan Borderlands (University of North Carolina Press: 2015). He has written for The Economist, Foreign Affairs, The American Interest, and YaleEnvironment360, among others, on topics ranging from Burmese Muslims to dolphin migration through the Bosphorus. He received his Ph.D. in History from Yale University in 2012.

27 April 2019 marked the first anniversary of the historic Panmunjom summit between North Korean leader Kim Jong-un and South Korean leader Moon Jae-in.

The meeting jumpstarted the whirlwind of North Korea’s summit diplomacy and prompted a new wave of hope that diplomacy could be effective after years of confrontation and tensions.

But the anniversary was marked with mixed messages and dissonant attitudes — it was celebrated by the South Koreans alone. North Korea remained unresponsive to the South’s invitation to the anniversary ceremony, and North Korea’s Committee for the Peaceful Reunification of the Country openly demanded that the South explore ‘more active measures’ to improve inter-Korean ties. Abstract: Sound strategy requires alignment of ends, ways, and means. A significant gap in ends (the objectives to be achieved) and means (the resources to be applied towards that objective) result in risk and likely policy failure. Few policies over the last decade have had a wider gap between ends and means than Syria. Declared U.S. objectives – “Assad must go” – were not matched by the resources for achieving that objective nor considered thought as to how it might realistically be achieved. This situation has worsened in the Trump administration as the declared objectives have increased but the available resources and political commitment have decreased. McGurk will discuss Syria policy across both administrations based on his own experience leading the U.S. response to ISIS. He has traveled to Syria extensively and calls for an urgent realignment of ends and means to drawn down risk to the United States. The lessons to be drawn are then applied to other foreign policy challenges and offer a ready formula for assessing the declared objectives of U.S. policy.  The talk will be based on McGurk’s recent article in the May/June issue of Foreign Affairs magazine.

 

Speaker's Biography: Brett McGurk is the Frank E. and Arthur W. Payne Distinguished Lecturer at the Freeman Spogli Institute and Center for Security and Cooperation at Stanford University.

 

McGurk’s research interests center on national security strategy, diplomacy, and decision-making in wartime.  He is particularly interested in the lessons learned over the presidencies of George W. Bush, Barack Obama, and Donald Trump regarding the importance of process in informing presidential decisions and the alignment of ends and means in national security doctrine and strategy.  At Stanford, he will be working on a book project incorporating these themes and teaching a graduate level seminar on presidential decision-making beginning in the fall of 2019.  He is also a frequent commentator on national security events in leading publications and as an NBC News Senior Foreign Affairs Analyst. 

 

Before coming to Stanford, McGurk served as Special Presidential Envoy for the Global Coalition to Defeat ISIS at the U.S. Department of State, helping to build and then lead the coalition of seventy-five countries and four international organizations in the global campaign against the ISIS terrorist network.  McGurk was also responsible for coordinating all aspects of U.S. policy in the campaign against ISIS in Iraq, Syria, and globally.

 

McGurk previously served in senior positions in the George W. Bush and Barack Obama administrations, including as Special Assistant to President Bush and Senior Director for Iraq and Afghanistan, and then as Deputy Assistant Secretary of State for Iraq and Iran and Special Presidential Envoy for the U.S. campaign against the Islamic State under Obama.

 

McGurk has led some of the most sensitive diplomatic missions in the Middle East over the last decade. His most recent assignment established one of the largest coalitions in history to prosecute the counter-ISIS campaign. He was a frequent visitor to the battlefields in both Iraq and Syria to help integrate military and civilian components of the war plan. He also led talks with Russia over the Syria conflict under both the Trump and Obama administrations, initiated back-channel diplomacy to reopen ties between Iraq and Saudi Arabia, and facilitated the formation of the last two Iraqi governments following contested elections in 2014 and 2018.

 

In 2015 and 2016, McGurk led fourteen months of secret negotiations with Iran to secure the release of Washington Post reporter Jason Rezain, U.S. Marine Amir Hekmati, and Pastor Saad Abadini, as well as three other American citizens.

 

During his time at the State Department, McGurk received multiple awards, including the Distinguished Honor Award and the Distinguished Service Award, the highest department awards for exceptional service in Washington and overseas assignments.

 

McGurk is also a nonresident senior fellow in the Middle East Program at the Carnegie Endowment for International Peace.

 

McGurk received his JD from Columbia University and his BA from the University of Connecticut Honors Program.  He served as a law clerk to Chief Justice William H. Rehnquist on the U.S. Supreme Court, Judge Denis Jacobs on the U.S. Court of Appeals for the 2d Circuit, and Judge Gerard E. Lynch on the U.S. District Court for the Southern District of New York.

Bureaucrats become powerful when they stage emotionally calibrated performances as “servants” before state principals, earn their trust, and carve out space for action through “whispering,” “propagating,” cultivating patrons, and building coalitions behind the scenes and on the sidelines of official interaction. These servant performances involve what sociologist Arlie Hochschild calls “emotional labor,” that is, the management of feelings when fulfilling the requirements of a job. Prof. Nair will develop a theory of emotional labor in international bureaucracies that explains why bureaucrats perform such work and how, if skilfully done, it can empower them. He will test the theory with an ethnography of the Secretariat of the Association of Southeast Asian Nations (ASEAN) in Jakarta—a “hard” case that does not fit prevailing theorizations of bureaucratic power. Prof. Nair will also show how his theory can be applied to other, Euro-American bureaucracies.

Deepak Nair researches the everyday practices and performances that produce international relations. His writings include ASEAN-related articles in journals such as International Political Sociology on topics that include golf, sociability, and diplomacy; on the practices of face-saving in diplomacy in the European Journal of International Relations; and on institutions, norms, and crisis in Asian Survey and Contemporary Southeast Asia. He earned his PhD and BA at the London School of Economics and Political Science and Delhi University, respectively.
