Since World War II, a major element of globalization has involved the expansion of human rights norms, rules, and institutions.  This broad movement represents a dramatic shift from earlier emphases on the rights and duties of citizens of national states.  The human rights movement stresses universal and global rights, and the general responsibility to support these rights anywhere in the world, independent of national sovereignty boundaries.  This research project focuses both on the expansion of the human rights movement at the global level and the impact of the movement on national states and societies around the world. 
 
Research studies in the program track, and attempt to account for, the rapid expansion of human rights treaties, inter-governmental organizations, non-governmental organizations, and popular and professional discourse advocating human rights.  The studies also track the rapid expansion of the substantive rights involved, from simple principles of protection and due process to greatly expanded human rights to active cultural and political participation and self-expression.  And the studies track the expansion, over the whole post-War period, of the groups particularly emphasized in the human rights movement women, children, older people, indigenous people, poor people, handicapped people, gay and lesbian people, and members of all sorts of religious and ethnic minorities. 
 
Since 1970, the world human rights movement has expanded its earlier focus on the legal protections of the individual person, to a more empowered and empowering focus on human rights education.  And studies in the program now focus heavily on the expansion worldwide of human rights education.

John Meyer is a professor of sociology (and by courtesy, education) emeritus, at Stanford; a faculty member at CDDRL; and a senior fellow, by courtesy, at FSI. He received his PhD from Columbia University, and taught there for several years before coming to Stanford. His research has focused on the spread of modern institutions around the world, and their impact on national states and societies. He is particularly interested in the spread and impact of scientific activity, and in the expansion and standardization of educational models. He has made many contributions to organizational theory (e.g., Organizational Environments, with W. R. Scott, Sage 1983), and to the sociology of education, developing lines of thought now called neoinstitutional theory. Since the late 1970s, he has worked on issues related to the impact of global society on national states and societies (e.g., Institutional Structure, co-authored with others, Sage 1987). Currently, he is completing a collaborative study of worldwide science and its impact on national societies (Drori, et al., Science in the Modern World Polity, Stanford, 2003), and is working on a study of the rise and impact of the worldwide human rights regime.

Francisco O. Ramirez is Professor of Education and (by courtesy) Sociology at Stanford University where he is also the Associate Dean for Faculty Affairs in the Graduate School of Education. His current research interests focus on the rise and institutionalization of human rights and human rights education, on the worldwide rationalization of university structures and processes, on terms of inclusion issues as regards gender and education, and on the scope and intensity of the authority of science in society. His comparative studies contribute to sociology of education, political sociology, sociology of gender, and sociology of development. His work has contributed to the development of the world society perspective in the social sciences. Ramirez received his BA in social sciences from De La Salle University in the Philippines and his MA and PhD in sociology from Stanford University.

At this workshop, Mark Goodale will be delivering a talk entitled "Human Rights in an Anthropological Key." Mark is an anthropologist who specializes in legal anthropology, human rights and culture, comparative ethical practice and epistemology, the anthropology of morality, and conflict studies. He has been conducting research in Bolivia since 1996 and during 2003-2004 (as a Fulbright scholar) he studied Romania’s efforts to reform its political and legal institutions in preparation for accession to the European Union in 2007. He came to George Mason's Institute for Conflict Analysis and Resolution in the fall of 2003 after serving as the first Marjorie Shostak Distinguished Lecturer in Anthropology at Emory University. His Ph.D. is from the University of Wisconsin-Madison (2001).

He is the author of two recent books: Surrendering to Utopia: An Anthropology of Human Rights (Stanford University Press, 2009) and Dilemmas of Modernity: Bolivian Encounters with Law and Liberalism (Stanford University Press, 2008). He is currently at work on two new books: the first is an ethnographic analysis of sociopolitical change and the moral imagination in Bolivia based on three years of research funded by the National Science Foundation and the Wenner-Gren Foundation; the second is a volume of essays on human rights and moral creativity.

Since President Lee Myung-bak introduced the "Green Growth" policy in 2008, Korea has actively advocated it in every aspect of the society as a new engine of growth. The Presidential Committee on Green Growth was created as a control tower of the policy developments and green industries were identified, and along the same line of efforts, the Basic Law on Green Growth was enacted.  Korea, among the developing countries under the United Nations Framework on Climate Change (UNFCCC), was the first to volunteer to reduce emissions by 30 percent of anticipated BAU by 2020.  It also initiated the East Asia Climate Partnership through which 200 million USD was pledged to assist developing countries in the region to cope with climate change.  The Lee administration has revealed its ambitious plans to launch Global Green Growth Institute (GGGI) next year, which is presumed to play a catalyst role in inducing a low carbon economy.  Furthermore, it is expected that Korea, as Chair of the G20 in 2010, will aggressively promote green finance and green technology.

Suh Yong Chung is Associate Professor in the Division of International Studies at Korea University and is an international expert on sustainable development law and policy. His research covers various emerging issues in the environment and sustainable development such as climate change, marine environment, and biodiversity both at global and regional level. His most recent works focus on internationalization of Green Growth policy, post-2010 climate change regime formation, and regional environmental institution building in Northeast Asia.  He is a member of the Compliance Committee of the UN Basel Convention, and has participated in various activities of international organizations including the United Nations Industrial Development Organization (UNIDO), UNDP/GEF Yellow Sea Large Marine Ecosystem Project, UNEP’s Northwest Pacific Action Plan (NOWPAP), and United Nations Economic and Social Commission for Asia and Pacific (UNESCAP). He has also advised on international law and policy issues in Korea for the Presidential Committee on Green Growth, Ministry of Foreign Affairs and Trade, Ministry of Knowledge Economy, Ministry of Environment and the Organizing Committee of the 2012 Yeosu EXPO.
 
Suh Yong Chung holds degrees in law and international relations from Seoul National University, the London School of Economics and Stanford Law School. He was a researcher at Shorenstein APARC and has continuously been involved in its activities as the Secretary General of the Stanford APARC Forum in Korea.

A well-known puzzle in the study of Asian democratization is the inverse relationship between the level of democracy and the support for the "D" word. According to the latest Asian Barometer survey, Thailand, China, Vietnam, Mongolia, and Cambodia have a much higher level of overt support for democracy than those well-recognized democracies such as Japan, South Korea, and Taiwan. To unravel this puzzle, the authors develop a new regression method for the two-dimensional typological analysis including the "D" word and the liberal democratic attitude. Four ideal types of democratic orientation are defined and analyzed: Consistent Democrats (high support for democracy, high liberal democratic value), Critical Democrats (low support for democracy, high liberal democratic value), Non-Democrats (low support for democracy, low liberal democratic value), and Superficial Democrats (High support for democracy, low liberal democratic value). Different from most of the regression methods, the dependent variables in typological regression include the radius and the azimuth and therefore transform the categorical nature of the two-by-two typology into distinctive types with a continuous character. The preliminary result indicates the high support rate of the "D" word in those less democratic countries is associated with a phenomenon that the word "democracy" has lost its distinctive semantic meaning and could embrace all desirable political values, covering any variety of political systems in the world.

Professor Min-hua Huang received his Ph.D. in Political Science from University of Michigan, and his B.A. in Business Administration from National Taiwan University. He is currently teaching at the Department of Political Science, Texas A&M University. In this special seminar, he will address the above issues, leading us to reconsider democracy and democratization in Asia.

Frank A. Wolak is a Professor in the Department of Economics at Stanford University. His fields of specialization are Industrial Organization and Econometric Theory. His recent work studies methods for introducing competition into infrastructure industries -- telecommunications, electricity, water delivery and postal delivery services -- and on assessing the impacts of these competition policies on consumer and producer welfare. He is the Chairman of the Market Surveillance Committee of the California Independent System Operator for electricity supply industry in California. He is a visiting scholar at University of California Energy Institute and a Research Associate of the National Bureau of Economic Research (NBER).

Professor Wolak received his Ph.D. and M.S. from Harvard University and his B.A. from Rice University.

Since the 2001 anthrax attacks, members of the biosecurity community and US government officials have expressed a growing sense of alarm at the threat of a biological attack.  The Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism recently predicted that a terrorist attack involving WMD is likely to take place by 2013 and identified biological terrorism as the most likely contingency.  To counter this threat, increasing emphasis has been placed on the role of microbial forensics in deterring an attack. New infrastructure has been established by the US government to develop capabilities to identify the source of a pathogen used in an attack and identify the perpetrators. However, many open questions remain about the potential efficacy of this approach both from a technological capabilities standpoint and from a deterrence perspective.

Existing technologies can be borrowed from molecular biology to identify elements in a pathogen's DNA, which could help investigators trace it back to a specific source strain. However, these tools are limited, and new methods should be developed to increase confidence in microbial forensics analyses. Moreover, a comprehensive genome database of pathogen strains is necessary for an effective investigation in the event of an attack. Who will cover the costs of sequencing pathogen genome strains to generate such a database? Will there be obstacles to gaining cooperation from academic and government facilities within the United States and internationally?  In the best-case scenario, advances in microbial forensics could enable us to identify the source of a biological attack; would these capabilities effectively deter non-state actors? These questions must be addressed to determine the extent to which microbial forensics programs can meet their stated goals.

Jaime Yassif is a doctoral candidate in the Biophysics Group at UC Berkeley. She is conducting her thesis research in the Liphardt lab, where she studies the dynamics of RNA-binding proteins using a single-molecule technique called plasmon rulers.

Prior to her graduate work, Ms. Yassif worked for several years in science and security policy and arms control.  She began as a research assistant at the Federation of American Scientists, where she contributed to the writing of Senate Foreign Relations Committee testimony on radiological weapons and authored a piece on radiological decontamination in Defense News. She then worked as a program officer at the Nuclear Threat Initiative, where she provided support for the organization's four key program areas-Russia/New Independent States, Biological, Regional and Communications-and managed the organization of an international workshop on Global Best Practices in Nuclear Materials Management. This was followed by a fellowship to study the Chinese nuclear posture at Tsinghua University in Beijing.

Ms. Yassif holds an MA in Science and Security from the War Studies Department at King's College London, where she wrote her thesis on verification of the Biological Weapons Convention.  She received her bachelor's degree in Biology from Swarthmore College. Ms. Yassif is former president of the student-run Science, Technology and Engineering Policy group at UC Berkeley and a member of Women in International Security.

Martha Crenshaw is a senior fellow at the Center for International Security and Cooperation and the Freeman Spogli Institute, and professor of political science (by courtesy). Her current research focuses on why the United States is the target of terrorism, the effectiveness of counter terrorism policies, and mapping terrorist organizations. Professor Crenshaw served on the Executive Board of Women in International Security and chaired the American Political Science Association (APSA) Task Force on Political Violence and Terrorism. She was a Guggenheim Fellow in 2005-2006. Her edited book, The Consequences of Counterterrorism in Democracies, is being published by the Russell Sage Foundation.

Nonproliferation efforts have traditionally focused on controlling supply of proliferation-relevant technology, expertise, and material. As barriers to diffusion of all three have been lowered, there is increased acknowledgement of the need to reduce demand for such weapons, and, in cases where efforts to prevent proliferation have failed, the need to develop effective international responses. However, with few exceptions, approaches to nonproliferation have not changed qualitatively in the last 40 years. This research explores the concept of resilience as understood for other complex interactive systems, extracts key features, and applies them to nonproliferation. In addition, it examines unintended consequences of traditional nonproliferation strategies and feedbacks among them.  Based on insights gained from this exercise, a new analytical framework for nonproliferation will be proposed.

Arian L. Pregenzer is a 2009-2010 CISAC visiting scholar and a Senior Scientist in the Global Security Program at Sandia National Laboratories in Albuquerque, New Mexico. She is responsible for initiating new programs in arms control and nonproliferation and for developing strategies for international engagement for multiple laboratory programs. In addition, she provides leadership for Sandia's efforts to integrate across nuclear weapons, arms control, and nonproliferation missions to effectively meet nuclear security challenges.

Most recently, Dr. Pregenzer has focused on near-term steps that can enhance nuclear security while advancing the goals of NPT Article VI. She is particularly interested in how international technical cooperation on topics such as verification methods for nuclear arms control, nuclear weapons security and accountability, and nuclear fuel cycle management can establish the technical basis for moving toward a world without nuclear weapons.

Dr. Pregenzer has bachelors' degrees in physics, mathematics, and philosophy from the University of New Mexico, and a Ph.D. in theoretical condensed matter physics from the University of California at San Diego. Prior to her career in international security, she worked at Sandia to develop lithium ion sources for particle-beam-driven inertial confinement fusion.

When discussing Korea's "Chinese Decade," roughly defined as the dozen or so years prior to the Sino-Japanese War of 1894-1895, most of the attention is focused on the heavy-handed activities of Yuan Shikai in Seoul.  Less well known is that part of this Chinese effort to bind Korea more closely to China involved the absorption of Korea's newly-formed Maritime Customs Service.  Several scholars have looked at this period and the actions of some of the key players such as Sir Robert Hart, Li Hongzhang, Henry F. Merrill, and Paul Georg von Mollendorff.  Using the recently-discovered correspondence of the first commissioner of customs in Pusan, this talk will discuss some heretofore unknown aspects of this attempted takeover by China.

Wayne Patterson received his undergraduate degree in history from Swarthmore College, and his graduate degrees in history and international relations from the University of Pennsylvania.  He has authored or edited eleven books on modern Korea, including The Korean Frontier in America: Immigration to Hawaii, 1896-1910 (1994) and The Ilse: First-Generation Korean Immigrants in Hawaii, 1903-1973 (2000).  He has taught Korean history at a number of institutions in the United States, including Harvard University, the University of Chicago, the University of Wisconsin-Madison, the University of South Carolina, the University of Kansas, and the University of Pennsylvania.  He has also taught Korean history abroad, including Ewha University, Korea University, Yonsei University, as Fulbright Distinguished Lecturer, and most recently, at the University of the Philippines, as Korea Foundation Visiting Professor.  His home institution is St. Norbert College in Wisconsin, where he is professor of history.  He is currently teaching Korean history as a visiting professor at the University of California - Berkeley.

While information technologies have transformed our way of life in rich countries, in developing regions there remain many barriers to adopting new technologies, including high costs, unreliable power and network infrastructures, and lack of real or perceived benefits.  Consequently, technology ownership and usage in resource-poor environments is often limited to a small number of near-and-dear devices, which may include a television, video player, or mobile phone.  Devices that are unfamiliar are unlikely to be used.

In this talk, I will describe three projects that seek to adapt or apply familiar technologies to advance new goals in socio-economic development:

  1. A new platform for citizen journalism that enables tribal communities to record and share audio newscasts over a mobile phone,
  2. A new platform for interactive educational content using ordinary TVs and DVD players, and
  3. A new system for monitoring and improving healthcare delivery by using off-the-shelf biometric technologies. 

While all projects are in their early stages, they have each been deployed in India; I will relate our experiences gained and highlight recurring themes at the intersection of technology and development.

Bill Thies is a researcher at Microsoft Research India, where he is a member of the Technologies for Emerging Markets Group.  His research focuses on creating appropriate information and communication technologies to promote socio-economic development, as well as the description and automation of biology protocols on platforms such as microfluidic chips.  Bill was trained as a computer scientist and received all of his degrees from the Massachusetts Institute of Technology, completing his Ph.D. in 2009.  His graduate research focused on programming languages and compilers for parallel computing.

Abstract
In the same world where there are 1.4 billion Internet users, a very different 1.4 billion people live below the World Bank's poverty line. As if in sudden recognition of this gap, the past decade has seen incredible interest in applying information and communication technologies for global development, an endeavor often abbreviated "ICT4D." How do you design user interfaces for an illiterate migrant worker? Can you keep five rural schoolchildren from fighting over one PC? What value is technology to a farmer earning $1 a day?

Interventionist ICT4D projects seek to answer these kinds of questions, but the excitement has also generated a lot of hype about the power of technology to solve the deep problems of poverty. In this talk, I will present 10 myths of ICT4D which continue to persist, despite increasing evidence to the contrary. My hope is to temper the brash claims of technology with realism about its true potential.

Summary of the Seminar
Kentaro identified a number of myths that surround the field of ICT4D and argued that these can confuse our thinking about the proper role for technology in addressing development problems.

Myth 1: Technology x will save the world: The history of writing on technology shows that each new advance tends to be greeted with unbridled enthusiasm about its potential impact. Where once people were convinced television could solve all social and political problems, today we are putting that burden onto mobile phones.

Myth 2: Poor people have no alternatives:  We can often assume that technology is the only way that poor people will be access certain goods. In reality, there are usually non-technological routes to information and services that are free and therefore preferable.

Myth 3: ‘Needs' are more pressing than desires: A high proportion of the income of the very poor goes on what Western observers might view as ‘luxury' items: (music, photos, festivals & weddings) rather than ‘basics' such as healthcare.

Myth 4: ‘Needs' translate into business models: Building a business model around the needs of poor communities is possible, but there are significant barriers. Poor populations are harder to reach, and they may not want to pay for the services you provide, even if their value seems obvious to you.

Myth 5: If you build it, they will come: Spending is not always rational. An eye hospital in India offers extremely high quality cataract operations for free and covers all related costs. 10% of those offered the service will still refuse to have the operation.

Myth 6: ICT undoes the problem of the rich getting richer: In contexts where literacy and social capital are unevenly distributed, technology tends to amplify inequalities rather than reduce them. An email account cannot make you more connected unless you have some existing social network to build on.

Myth 7: Hardware and software are one-time costs: Kentaro estimates that the average One Laptop per Child will in fact cost $250 per child per year to cover breakage, connectivity, power, maintenance and training.

Myth 8: Automated is always cheaper and better: Where labor is cheap and populations are illiterate, automated systems are not necessarily preferable. Greater accuracy may be another reason to favor voice and human mediated systems.

Myth 9: Information is the real bottle-neck:  Those in the ICT4D world are prone to overestimate the significance of information gaps. Even if you connect a farmer to an agricultural expert via a PC, there are a host of other barriers to be overcome before he can actually increase his yields, including: literacy, poor transport links, and a lack of volume buyers for seeds, pesticides etc.

Kentaro contends that when technology makes a difference in development, it is always as much to do with the input of committed and competent individuals and organizations. Despite this, the focus when reporting ICT4D projects quickly slips into extolling the virtues of the technology itself, not the human component. This says much about the seductive quality of technology. Myths about its potential persist because we have a strong desire to see the triumph of clever ideas and ingenuity, and to believe that one time catalytic investments can have such an impact. The reality is always more complex.

Kentaro Toyama is a visiting scholar at the School of Information at the University of California, Berkeley.

Until 2009, he was assistant managing director of Microsoft Research India, which he co-founded in 2005. At MSR India, he started the Technology for Emerging Markets research group, which conducts interdisciplinary research to understand how the world's poorer communities interact with electronic technology and to invent new ways for technology to support their socio-economic development. He co-founded the IEEE/ACM International Conference on Information and Communication Technologies and Development (ICTD) to provide a global platform for rigorous academic research in this field.

Prior to his time in India, Kentaro did computer vision and multimedia research at Microsoft Research in Redmond, WA, USA and Cambridge, UK, and taught mathematics at Ashesi University in Accra, Ghana. Kentaro graduated from Yale with a PhD in Computer Science and from Harvard with a bachelors degree in Physics.
