Abstract:

The Chinese bureaucracy presents a set of anomalies that need to be explained: In the presence of a strong central authority, why do we observe widespread collusive behaviors at the local level? Why are violations and problems uncovered in the inspection processes are left unaddressed? Why is performance evaluation conducted by the higher authorities is subsequently ignored by the local authorities? We develop a theoretical model on authority relationships in the Chinese bureaucracy by conceptualizing the allocation of control rights in goal setting, inspection and incentive provision among the principal, supervisor and agent. Variations in the allocation of control rights give rise to different modes of governance and entail distinct behavioral implications among the parties involved. The proposed model provides a unified framework and a set of analytical concepts to examine different governance structures, varying authority relationships, and behavioral patterns in the Chinese bureaucracy. We illustrate the proposed model in a case study of authority relationships and the ensuing behavioral patterns in the environmental protection arena over a 5-year policy cycle.

Xueguang Zhou is the Kwoh-Ting Li Professor in Economic Development, a professor of sociology, and a Freeman Spogli Institute for International Studies senior fellow. His main area of research is on institutional changes in contemporary Chinese society, focusing on Chinese organizations and management, social inequality, and state-society relationships. Xueguang Zhou is the Kwoh-Ting Li Professor in Economic Development, a professor of sociology, and a Freeman Spogli Institute for International Studies senior fellow. His main area of research is on institutional changes in contemporary Chinese society, focusing on Chinese organizations and management, social inequality, and state-society relationships.

One of Zhou's current research projects is a study of the rise of the bureaucratic state in China. He works with students and colleagues to conduct participatory observations of government behaviors in the areas of environmental regulation enforcement, in policy implementation, in bureaucratic bargaining, and in incentive designs. He also studies patterns of career mobility and personnel flow among different government offices to understand intra-organizational relationships in the Chinese bureaucracy.

Another ongoing project is an ethnographic study of rural governance in China. Zhou adopts a microscopic approach to understand how peasants, village cadres, and local governments encounter and search for solutions to emerging problems and challenges in their everyday lives, and how institutions are created, reinforced, altered, and recombined in response to these problems. Research topics are related to the making of markets, village elections, and local government behaviors.

His recent publications examine the role of bureaucracy in public goods provision in rural China (Modern China, 2011); interactions among peasants, markets, and capital (China Quarterly, 2011); access to financial resources in Chinese enterprises (Chinese Sociological Review, 2011, with Lulu Li); multiple logics in village elections (Social Sciences in China, 2010, with Ai Yun); and collusion among local governments in policy implementation (Research in the Sociology of Organizations, 2011, with Ai Yun and Lian Hong; and Modern China, 2010).

Before joining Stanford in 2006, Zhou taught at Cornell University, Duke University, and Hong Kong University of Science and Technology. He is a guest professor at Peking University, Tsinghua University, and the People's University of China. Zhou received his Ph.D. in sociology from Stanford University in 1991.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

One of the major aims of implementing a national health insurance program in Taiwan in 1995 was to provide financial risk protection to the country's 23 million citizens. Households may differ in how they allocate the resources freed up and available to them as a result of health insurance. This study presented by Jui-fen Rachel Lu aims to evaluate the impact of social insurance on household consumption patterns.

About the Speaker

Jui-fen Rachel Lu, ScD, is a professor in the Department of Health Care Management and dean of the College of Management at Chang Gung University in Taiwan, where she teaches comparative health systems, health economics, and health care financing. Her research focuses on equity issues in Taiwan's health care system; the impact of the National Health Insurance program on the health care market and household consumption patterns; and comparative health systems in the Asia-Pacific region. She earned her BS from National Taiwan University, and her MS and ScD from Harvard University.

Lu has served as a member of various government committees dealing with health care issues in Taiwan, and is the recipient of various awards. She is the author of Health Economics, and has published papers in journals including Health Affairs, Medical Care, and Journal of Health Economics. Her detailed CV can be found online.

Entrepreneurs and entrepreneurship played a critical role in transforming Japan’s  telecommunications sector. Between the mid-1990s and mid-2000s, in a sector long dominated by a stable set of large actors with well-established patterns of interaction, entrepreneurs introduced new technologies, new business models, and new norms of  interaction.

The subsequent transformation of Japan’s telecommunications sector was dramatic, providing consumers with not only fast and sophisticated services but also low prices and an entire new ecosystem of mobile content—a considerable departure from Japan’s long track record of being known as producer- rather than consumer-oriented, with consumers enjoying high-end services and products, but at high prices.

Yet, these transformative entrepreneurs were not acting in a vacuum. Regulatory shifts in telecommunications were critical in providing opportunities for entrepreneurs, while simultaneously protecting them from large incumbent firms. These regulatory shifts were driven by the political dynamics of the 1990s as Japan struggled through its post-bubble economic malaise and political changes.

Kenji E. Kushida was a research scholar with the Japan Program at the Walter H. Shorenstein Asia-Pacific Research Center from 2014 through January 2022. Prior to that at APARC, he was a Takahashi Research Associate in Japanese Studies (2011-14) and a Shorenstein Postdoctoral Fellow (2010-11).
 
Kushida’s research and projects are focused on the following streams: 1) how politics and regulations shape the development and diffusion of Information Technology such as AI; 2) institutional underpinnings of the Silicon Valley ecosystem, 2) Japan's transforming political economy, 3) Japan's startup ecosystem, 4) the role of foreign multinational firms in Japan, 4) Japan's Fukushima nuclear disaster. He spearheaded the Silicon Valley - New Japan project that brought together large Japanese firms and the Silicon Valley ecosystem.

He has published several books and numerous articles in each of these streams, including “The Politics of Commoditization in Global ICT Industries,” “Japan’s Startup Ecosystem,” "How Politics and Market Dynamics Trapped Innovations in Japan’s Domestic 'Galapagos' Telecommunications Sector," “Cloud Computing: From Scarcity to Abundance,” and others. His latest business book in Japanese is “The Algorithmic Revolution’s Disruption: a Silicon Valley Vantage on IoT, Fintech, Cloud, and AI” (Asahi Shimbun Shuppan 2016).

Kushida has appeared in media including The New York Times, Washington Post, Nihon Keizai Shimbun, Nikkei Business, Diamond Harvard Business Review, NHK, PBS NewsHour, and NPR. He is also a trustee of the Japan ICU Foundation, alumni of the Trilateral Commission David Rockefeller Fellows, and a member of the Mansfield Foundation Network for the Future. Kushida has written two general audience books in Japanese, entitled Biculturalism and the Japanese: Beyond English Linguistic Capabilities (Chuko Shinsho, 2006) and International Schools, an Introduction (Fusosha, 2008).

Kushida holds a PhD in political science from the University of California, Berkeley. He received his MA in East Asian Studies and BAs in economics and East Asian Studies with Honors, all from Stanford University.

A number of countries have emerged as stable (though minimalist) democracies despite low levels of modernization, lack of democratic neighboring countries and other factors consistently related to democratic stability in the literature. Strikingly many cases of democratization can be accounted for by these mainstream theories of democratization. In this perspective, it is all the more important to understand how some cases have beaten the odds and established and maintained at least an electoral democracy within unfavorable structural settings. Existing studies of deviant democracies are short of explanations. A growing literature suggests that a number of damaging factors have been absent in these countries. However, it offers no actual positive explanation of what drives this surprising process of change. Seeberg will present an overview of deviant democracies and discuss ways to understand the emergence and endurance of democracy in these cases.

Current accounts stress the absence of ‘damaging factors’ as decisive for the successful emergence of democracy. With the project, Michael Seeberg hope to refine existing explanations of democratization while, on the other hand identify the positive drivers that also contributed to new stable democracies. The overall aim is to build a foundation for a better understanding of why some regime changes result in stable democracies whereas others are stuck as hybrid regimes or return to the set of outright autocracies.

Prior to his PhD studies, Michael Seeberg has been a visiting scholar at the University of Washington, Seattle, assistant attaché at the Danish Mission to the United Nations in New York, and a visiting scholar at the Danish Institute for International Studies in Copenhagen, Denmark. He holds an MSc in political science from Aarhus University. Concurrently with his PhD studies, Michael Seeberg is engaged in the Scouts in Denmark, where he is a member of the executive board at the YMCA Scouts, and member of the Steering Committee for the Project supporting Guiding and Scouting in Eastern and Central Europe.

Prior to March 11, 2011, many observers had all but written Japan's economy off; after all, it was said, Japan produced only 10 percent of global manufacturing output. Four days later, the world realized that a good portion of that 10 percent sits at a critical upstream spot in the global supply chain, in many products that we not only like (such as the iPad) but also need (e.g., fine chemicals for lithium-ion batteries, silicon wafers, or microcontrollers). In some cases, more than half of global output in critical input materials was located in the Tohoku region. Remarkably, by May 2011, most of the factories not located in the radiation zone had repaired the earthquake damage and resumed operations. 

This presentation explores Japan's role in producing components and materials that are critical in global manufacturing, and then zooms in to analyze the speedy efforts at reconstruction by Japanese business after the Tohoku disaster. It argues that Japan is unlikely to relinquish its leading role in supplying critical components due to this shock, precisely because these "New Japan" companies are competitive, nimble, and fast.

Ulrike Schaede studies Japan’s corporate strategy, business organization, management, financial markets, and regulation. Her book Choose and Focus: Japanese Business Strategies for the 21st Century (Cornell UP, 2008) argues that Japan’s business organization has undergone a strategic inflection so fundamental that our knowledge of Japanese business practices from the 1980s and 1990s is no longer adequate. Her current research looks at “New Japan” companies that have assumed global supply chain leadership in materials and components. She also works on projects regarding corporate restructuring, changing human resource practices, and entrepreneurship in Japan.

Schaede holds an MA from Bonn University, and a PhD from the Philipps-Universtät in Marburg, Germany. She is trilingual and has spent a total of more than eight years of research and study in Japan. She has been a visiting scholar at the research institutes of the Bank of Japan, Japan's Ministry of Finance, and the Ministry of Economy, Trade and Industry, and at the Development Bank of Japan. Before joining the University of California, San Diego in 1994, Schaede held academic positions in Germany (Philipps-Universtät Marburg) and Japan (Hitotsubashi University, Tokyo), and she was a visiting professor at the business schools of UC Berkeley and Harvard.

So much has been written and said about the Obama administration’s “pivot” toward Asia that one might think diplomacy has become ballet. More than three years have passed since February 2009 when Hillary Clinton broke a 48-year-old precedent at the State Department by choosing Asia as the destination for her first trip abroad as secretary of state. “As the war in Iraq winds down and America begins to withdraw its forces from Afghanistan,” she wrote in November in Foreign Affairs, “the United States stands at a pivot point.” A skeptic might have stressed the negative: a pivot away from failure in the Middle East. She preferred the positive: a pivot towards greater “investment—diplomatic, economic, strategic, and otherwise—in the Asia-Pacific region,” itself the designated pivot of “America’s Pacific century.” 

How much of this pivot talk is hype, and how much is real? How have Asians responded to this apparent turn toward them? What global and regional scenarios and strategies could it imply? Will future historians remember the pivot as the start of a Sino-American cold war, or the requisite of a realistic entente? Does the pivot illustrate renewed American leadership in foreign affairs, or belated American acquiescence in a multi-polar world? Is Washington being implicated in conflict over the South China Sea? Even if Obama is re-elected this November, will Clinton’s replacement continue to pivot? Or is it time for the pivot’s critics to do some pivoting of their own—to stop worrying about the downside, start acknowledging the upside, and help make the ballet a constructive performance for all concerned?

Donald K. Emmerson has discussed the pivot recently with analysts in Asia, Canada, and the United States. “America Pivots toward ASEAN” and “US, China Role Play for ASEAN,” datelined November 2011 in Asia Times Online, reflect his impressions of the East Asia Summit that President Obama and Secretary Clinton attended that month in Bali. Forthcoming work includes an essay on Southeast Asia in the Journal of Democracy and a chapter in Indonesia Rising: The Repositioning of Asia’s Third Giant.

At Stanford, in addition to his work for the Southeast Asia Program and his affiliations with CDDRL and the Abbasi Program in Islamic Studies, Donald Emmerson has taught courses on Southeast Asia in East Asian Studies, International Policy Studies, and Political Science. He is active as an analyst of current policy issues involving Asia. In 2010 the National Bureau of Asian Research and the Woodrow Wilson International Center for Scholars awarded him a two-year Research Associateship given to “top scholars from across the United States” who “have successfully bridged the gap between the academy and policy.”

Emmerson’s research interests include Southeast Asia-China-US relations, the South China Sea, and the future of ASEAN. His publications, authored or edited, span more than a dozen books and monographs and some 200 articles, chapters, and shorter pieces.  Recent writings include The Deer and the Dragon: Southeast Asia and China in the 21st Century (ed., 2020); “‘No Sole Control’ in the South China Sea,” in Asia Policy  (2019); ASEAN @ 50, Southeast Asia @ Risk: What Should Be Done? In the course of his career, he has taken part in numerous policy-related working groups focused on topics related to Southeast Asia; has testified before House and Senate committees on Asian affairs; and been a regular at gatherings such as the Asia Pacific Roundtable (Kuala Lumpur), the Bali Democracy Forum (Nusa Dua), and the Shangri-La Dialogue (Singapore). Places where he has held various visiting fellowships, including the Institute for Advanced Study and the Woodrow Wilson International Center for Scholars. 



Emmerson has a Ph.D. in political science from Yale and a BA in international affairs from Princeton. He is fluent in Indonesian, was fluent in French, and has lectured and written in both languages. He has lesser competence in Dutch, Javanese, and Russian. A former slam poet in English, he enjoys the spoken word and reads occasionally under a nom de plume with the Not Yet Dead Poets Society in Redwood City, CA. He and his wife Carolyn met in high school in Lebanon. They have two children. He was born in Tokyo, the son of U.S. Foreign Service Officer John K. Emmerson, who wrote the Japanese Thread among other books.

Scott D. Sagan is Co-Director and Senior Fellow at the Center for International Security and Cooperation, the Caroline S.G. Munro Professor of Political Science, and the Bass University Fellow in Undergraduate Education at Stanford University. He also serves as Co-Chair of the American Academy of Arts and Sciences’ Committee on International Security Studies. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon.

Sagan is the author of Moving Targets: Nuclear Strategy and National Security (Princeton University Press, 1989); The Limits of Safety: Organizations, Accidents, and Nuclear Weapons (Princeton University Press, 1993); and, with co-author Kenneth N. Waltz, The Spread of Nuclear Weapons: An Enduring Debate (W.W. Norton, 2012). He is the co-editor of Insider Threats (Cornell University Press, 2017) with Matthew Bunn; and co-editor of The Fragile Balance of Terror (Cornell University Press, 2022) with Vipin Narang. Sagan was also the guest editor of a two-volume special issue of DaedalusEthics, Technology, and War (Fall 2016) and The Changing Rules of War (Winter 2017).

Recent publications include “Creeds and Contestation: How US Nuclear and Legal Doctrine Influence Each Other,” with Janina Dill, in a special issue of Security Studies (December 2025); “Kettles of Hawks: Public Opinion on the Nuclear Taboo and Noncombatant Immunity in the United States, United Kingdom, France, and Israel”, with Janina Dill and Benjamin A. Valentino in Security Studies (February 2022); “The Rule of Law and the Role of Strategy in U.S. Nuclear Doctrine” with Allen S. Weiner in International Security (Spring 2021); “Does the Noncombatant Immunity Norm Have Stopping Power?” with Benjamin A. Valentino in International Security (Fall 2020); and “Just War and Unjust Soldiers: American Public Opinion on the Moral Equality of Combatants” and “On Reciprocity, Revenge, and Replication: A Rejoinder to Walzer, McMahan, and Keohane” with Benjamin A. Valentino in Ethics & International Affairs (Winter 2019).

In 2022, Sagan was awarded Thérèse Delpech Memorial Award from the Carnegie Endowment for International Peace at their International Nuclear Policy Conference. In 2017, he received the International Studies Association’s Susan Strange Award which recognizes the scholar whose “singular intellect, assertiveness, and insight most challenge conventional wisdom and intellectual and organizational complacency" in the international studies community. Sagan was also the recipient of the National Academy of Sciences William and Katherine Estes Award in 2015, for his work addressing the risks of nuclear weapons and the causes of nuclear proliferation. The award, which is granted triennially, recognizes “research in any field of cognitive or behavioral science that advances understanding of issues relating to the risk of nuclear war.” In 2013, Sagan received the International Studies Association's International Security Studies Section Distinguished Scholar Award. He has also won four teaching awards: Stanford’s 1998-99 Dean’s Award for Distinguished Teaching; Stanford's 1996 Hoagland Prize for Undergraduate Teaching; the International Studies Association’s 2008 Innovative Teaching Award; and the Monterey Institute for International Studies’ Nonproliferation Education Award in 2009.

In October 1986, a historic summit meeting was held at Reykjavik, Iceland, between the United States, under the leadership of President Ronald Reagan, and the Soviet Union, under the leadership of President Mikhail Gorbachev. What began as a summit with an agenda of limited reduction of nuclear weapons and human rights quickly transformed into a discussion by the two leaders advocating for elimination of all nuclear weapons. The prospect of a world without nuclear weapons had never before been held at such a high level and has never been held since. These negotiations were truly historic and in many ways groundbreaking in helping to end the Cold War.

Reykjavik, a one-act play, written by Richard Rhodes, is a dialogue taken from the actual transcripts of the negotiations between the two presidents. Rhodes is the author or editor of twenty-four works of history, memoir, and fiction, including The Making of the Atomic Bomb, which won a Pulitzer Prize, a National Book Award, and a National Book Critics Circle Award. A past visiting scholar at MIT and Harvard University, he is presently an associate of the Stanford Center for International Security and Cooperation. 

The play runs for seventy-five minutes and will be followed by a question-and-answer session on May 8 with Richard Rhodes and on May 9 with a panel of nuclear security experts led by Charles Ferguson, president of the Federation of American Scientists.
