China’s 13th Five-Year Plan, launched in March 2016, provides a sound policy platform for the protection of marine ecosystems and the restoration of capture fisheries within China’s exclusive economic zone. What distinguishes China among many other countries striving for marine fisheries reform is its size—accounting for almost one-fifth of global catch volume—and the unique cultural context of its economic and resource management. In this paper, we trace the history of Chinese government priorities, policies, and outcomes related to marine fisheries since the 1978 Economic Reform, and examine how the current leadership’s agenda for “ecological civilization” could successfully transform marine resource management in the coming years. We show how China, like many other countries, has experienced a decline in the average trophic level of its capture fisheries during the past few decades, and how its policy design, implementation, and enforcement have influenced the status of its wild fish stocks. To reverse the trend in declining fish stocks, the government is introducing a series of new programs for sustainable fisheries and aquaculture, with greater traceability and accountability in marine resource management and area controls on coastal development. As impressive as these new plans are on paper, we conclude that serious institutional reforms will be needed to achieve a true paradigm shift in marine fisheries management in China. In particular, we recommend new institutions for science-based fisheries management, secure fishing access, policy consistency across provinces, educational programs for fisheries managers, and increasing public access to scientific data.

Stanford researchers view ocean management as next front for China to compete as global sustainability leaders.

As global fish stocks continue sinking to alarmingly low levels, a joint study by marine fisheries experts from within and outside of China concluded that the country’s most recent fisheries conservation plan can achieve a true paradigm shift in marine fisheries management – but only if the Chinese government embraces major institutional reform.

The researchers, led by Stanford University’s Ling Cao and Rosamond Naylor, published their perspective piece “Opportunity for Marine Fisheries Reform in China,” in the Proceedings of the National Academy of Sciences of the United States of America.

The researchers examined the history of Chinese government priorities, policies, and outcomes related to marine fisheries since China’s 1978 Economic Reform, and examined how its leaders’ agenda for “ecological civilization” could successfully transform marine resource management in the coming years.

“The goal of our research was to explore the opportunities for marine fisheries reform in China that arise from their 13th Five-Year Plan and show how the best available science can be used in the design and implementation of fisheries management in China's coastal and ocean ecosystems,” said Cao, a Research Scholar with Stanford’s Center on Food Security and the Environment (FSE) and Shanghai Jiao Tong University.

The most recent plan provides a policy platform for the protection of marine ecosystems and the restoration of fisheries within China’s exclusive economic zone – an area of coastal water and seabed to which China claims exclusive rights for fishing, drilling, and other economic activities. They found that while China has attempted to reverse the trend of declining fish stocks in the past, serious institutional reforms are needed to achieve a true shift in marine fisheries management. The authors recommend new institutions for science-based fisheries management, secure fishing access, policy consistency across provinces, educational programs for fisheries managers, and increasing public access to scientific data.

The paper emphasizes the cultural norms that underpin China’s fisheries management – norms that are often overlooked and misunderstood by Western scientists. “China will follow its own cultural norms in governing its fisheries resources,” observed Roz Naylor, FSE Director and William Wrigley Professor in Earth System Science at Stanford University. “Understanding cultural differences will promote a stronger international community in marine science and sustainable fisheries management.”

As China accounts for almost one-fifth of global catch volume, it has made great efforts to carry out conservation and management of fisheries resources by adopting and practicing various measures over the past three decades. The government is introducing a series of new programs for sustainable fisheries and aquaculture, with greater traceability and accountability in marine resource management and area controls on coastal development. The most recent plan notably includes marine ecosystem protection as a significant component of the central government’s environmental agenda.

The timing of this research comes at a unique phase in China’s fisheries conservation strategy as they recently introduced specific goals for both the Ocean and Fisheries Five-Year Plans. “The Chinese government is poised to take serious action on marine ecosystem management,” Cao said. “Time is of the essence.”

Although the paper’s authors view China’s efforts as a signal of dedication toward furthering fisheries conservation, they hope their perspective paper helps highlight the need for true institutional reform in order to see the Chinese government’s goals realized.

 “Fisheries management and resource conservation is a complex undertaking. To rebuild China's depleted fisheries, serious institutional reforms are needed. The road ahead is still long,” said co-author Yingqi Zhou from Shanghai Ocean University.

 

Ling Cao is a research scholar with the Center on Food Security and the Environment, and a faculty member of the Institute of Oceanography at Shanghai Jiaotong University.

Rosamond Naylor is the director of the Center on Food Security and the Environment, William Wrigley Professor of Earth System Science at Stanford and a senior fellow at the Freeman Spogli Institute for International Studies.

Latin American trade with China has grown exponentially since 2000. From insignificant amounts, trade with China now constitutes 13 percent of Latin America’s total global trade. Major loans and investments also add to China’s growing role in the region’s economy. China has become an important alternative for capital, trade and technology for Latin America, but without the policy conditionality that regional governments have traditionally experienced in relations with developed countries. China’s growing economic role has been welcomed by Latin America’s political classes, and China has advocated for a ‘comprehensive and cooperative relationship.’ However, some critics observe that economic relations with China have only benefited Latin America’s commodity exporters while its manufacturers have struggled to compete. Others have raised concerns that China may use its growing role to press Latin American states to roll back gains made on labor, environmental, and human rights to favor Chinese investors. Yet others have suggested that China enables some political leaders in the region to pursue policies that undermine democracy and contribute to political instability. As part of a project on China-Latin American relations at the Brookings Institution, Harold Trinkunas assesses how China’s growing economic relations actually influence politics and policies across the region. Trinkunas will be joined in conversation with Shorenstein APARC Fellow Thomas Fingar.

Harold Trinkunas joined FSI’s Center for International Security and Cooperation (CISAC) in the concomitant role of Senior Research Scholar and Associate Director for Research. Trinkunas comes to CISAC from the Brookings Institution, where he was the Charles W. Robinson Chair and Senior Fellow as well as Director of the Latin America Initiative. Previously, he served as Chair of the National Security Affairs Department at the Naval Postgraduate School, where he was also an Associate Professor. One of the nation's leading Latin America specialists, Trinkunas' work has examined civil-military relations, ungoverned spaces, terrorist financing, emerging power dynamics, and global governance. His newest book, Aspirational Power: Brazil's Long Road to Global Influence, co-authored with David Mares of UCSD, was published this summer by Brookings Institution Press. Born and raised in Venezuela, Trinkunas earned his doctorate in political science from Stanford University in 1999 and has been a predoctoral fellow and later a visiting professor at CISAC.

Thomas Fingar is the Shorenstein APARC Fellow in the Freeman Spogli Institute for International Studies at Stanford University. From 2005 to 2008, he served concurrently as the first deputy director of national intelligence for analysis and as chairman of the National Intelligence Council. He served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2004–2005), principal deputy assistant secretary (2001–2003), deputy assistant secretary for analysis (1994–2000), director of the Office of Analysis for East Asia and the Pacific (1989–1994), and chief of the China Division (1986–1989). Fingar’s most recent books are The New Great Game: China and South and Central Asia in the Era of Reform (Stanford University Press, 2016); and Uneasy Partnership: China and Japan, the Koreas, and Russia in the Age of Reform (Stanford University Press, 2017, forthcoming).

Dr. Tien will reflect on security and economic trends in the Asia-Pacific region, and speak about Taiwan's foreign policy strategy in light of these trends. 

Bio

Dr. Hung-mao Tien received his Ph.D. in Political Science from the University of Wisconsin-Madison. Since September 2016, he has been the the chairman of the Straits Exchange Foundation, the semi-official body in Taiwan responsible for direct exchanges and dialogue with the People's Republic of China. He is also the president and board chairman of the Institute for National Policy Research in Taipei, as well as an advisor to the Carnegie Endowment for International Peace, and board member of several foundations and business corporations in Taiwan. He previously served as Minister of Foreign Affairs, ROC (Taiwan), Representative (ambassador) to the United Kingdom, and presidential advisor to former President Lee Teng-hui.  He has also served in an advisory capacity to Harvard University’s Asia Center, The Asia Society in New York, and the Brookings Institution in Washington, D.C.  Dr. Tien has taught in universities in both the US and Taiwan as professor of political science.  His numerous publications in English (author, editor and co-editor) include: Government and Politics in Kuomintang China 1927-37 (Stanford University Press); The Great Transition: Social and Political Change in the Republic of China (Stanford: Hoover Institution Press); and Democratization in Taiwan, Implications for China (St. Anthony’s Series, Oxford University), Consolidating the Third Wave Democracies, Themes and Perspectives (Baltimore and London: The Johns Hopkins University Press), China Under Jiang Zemin (Rienner), and The Security Environment in the Asia-Pacific (M.E. Alluding to the famous dictum by China’s late leader, Deng Xiaoping, Min Weifang, the executive president of Chinese Society for Education Development Strategies and professor at Peking University (PKU), China, noted that the “water has become very deep, it is difficult to touch the stones [to cross the river].” Min’s comments came at the end of a conference titled “Building World-Class Universities: An Institutional Perspective,” and they specifically referred to the challenges facing Chinese institutions of higher learning. Yet, the phrase nicely captured the challenges facing institutions of higher education worldwide in remolding institutions, social norms and structures to better adapt to the 21st century. Institutions of higher learning – whether “world-class” or not – need to grasp the demands of a rapidly changing future that is hard to discern. Speakers highlighted the complexities of globalization, market pressures, and a contracting public purse which encumber university governance and produce conflicting goals.

The conference, which was hosted at the Stanford Center at Peking University from Nov. 4-5, was part of the Beijing Forum 2016 and brought together over 30 scholars, university presidents and other thought leaders from 11 countries in Europe, Russia, North America and the Asia-Pacific region. The Forum aimed to focus on the institutional contexts that promote the construction and longevity of world-class universities. The second half of the Forum featured debates about the criteria for and, even, the very definition of “world-class.”

The Forum generated cross-cutting themes among a wide range of experts in attendance. The most prominent themes that emerged included the role of the government; government-university relations; and the tensions between education and knowledge production in universities. The Forum first highlighted the various “world-class university-projects” and elite national university-projects around the globe including in China, Russia, South Korea, Japan and Pakistan. Forum discussions then shifted to focus on questions such as “what is a university?” and “what is world-class”? Various university ranking systems drew skepticism, yet were also recognized as a resource used by donors, governments, alumni and prospective students.

As a policy prescription, a heavy role of the government in university education drew the most fire especially from Chinese colleagues who emphasized China’s need for greater university autonomy from government interference. All could agree, however, upon the important role of the government in tertiary education and, in particular, for building world-class universities, even if striking the proper balance between the role of the government and university administration necessarily differed depending on the national context.

Panelists agreed that contemporary challenges facing top-tier universities are many. They include social and economic pressures that favor “multiversities” over smaller, more cohesive universities; tensions among conflicting stakeholders in “multiversities”; intensification of science, technology, engineering and math (STEM) research; commercialization of knowledge; diminishing focus on undergraduate education; overproduction of doctoral degrees; inequality in access to and quality of higher education; and increasing administrative scale and complexity of university management. Many panelists throughout the conference appeared to concur that accelerated knowledge production, a more direct connection to national development goals, increased specialization and commercialization have produced significant benefits in recent years. But they also acknowledged that these benefits have come with a price – perhaps in the form of excellence in undergraduate teaching.

The gains that Peking University and Tsinghua University, in particular, and Chinese universities, in general, have made were widely acknowledged. Increasing numbers of Asian universities, too, have entered the top-tier in global rankings. Yet, solving 21st century demands – as opposed to just managing them – still appeared difficult as experts and thought leaders grappled with what, if any, institutional models can best meet those demands. Some experts suggested providing students access to different kinds of tertiary education (for example, in the form of community colleges, vocational colleges, liberal arts and research universities, as in the U.S. context). Most experts, if not all, agreed that universities need to shore up their educational missions and ensure balanced support for both the humanities and social sciences as well as the sciences and technical fields. In addition, many experts emphasized the need to address societal imbalances and provide better access to quality higher education to all socioeconomic classes.
