She is a PhD candidate at the political science department. Her research interests include civil conflict, state building, and internal migration. Her dissertation studies China's institutional solution to the challenges of territorial control.

Shan Huang joined the Walter H. Shorenstein Asia-Pacific Research Center (APARC) as APARC Predoctoral Fellow for the 2020-2021 academic year and is currently a doctoral candidate in anthropology at Stanford University. He is broadly interested in urban studies and contemporary social movements with an area focus of Hong Kong and Mainland China. His dissertation examines how Hong Kong government’s developmental schemes are confronted by grassroots actions aimed at democratizing urban planning and promoting alternative urban futures. An ethnographic account of Hong Kong’s political culture in the post-Handover era, it also seeks to reflect on urbanism of our times.

Shorenstein Postdoctoral Fellow in Contemporary Asia, 2020-2021

Nhu Truong joined the Walter H. Shorenstein Asia-Pacific Research Center (APARC) as Shorenstein Postdoctoral Fellow for the 2020-2021 academic year. Her research focuses on authoritarian politics and the nature of communist and post-communist regimes, particularly pertaining to regime repressive-responsiveness, dynamics of social resistance, repertoires of social contention, and political legitimation. As a Shorenstein Fellow, Nhu Truong worked to develop her dissertation into a book manuscript. More specifically, she worked on buttressing the theory by contrasting Cambodia with China and Vietnam, as well as exploring the variable outcomes and knock-on effects of authoritarian responsiveness as groundwork for her next comparative project.

Nhu Truong’s dissertation explains how and why the two most similar communist, authoritarian regimes of China and Vietnam differ in their responsiveness to mounting unrest caused by government land seizures. Authoritarian regimes manage social unrest not merely by relying on raw coercive power, but also by demonstrating responsiveness to social demands. Yet, not all authoritarian regimes are equally responsive to social pressures. Despite their many similarities, Vietnam has exhibited greater institutionalized responsiveness, whereas China has been relatively more reactive. Theory and empirical findings based on 16 months of fieldwork and in-depth comparative historical analysis of China and Vietnam illuminate the divergent institutional pathways and the nature of responsiveness to social pressures under communist and authoritarian rule.

Nhu Truong obtained her Ph.D. in comparative politics in the Department of Political Science at McGill University, with an area focus on China, Vietnam, and Southeast Asia. She received an MPA in International Policy and Management from New York University, Wagner Graduate School of Public Service, an MA in Asian Studies from the University of Texas at Austin, and a BA in International Studies from Kenyon College. Prior to embarking on her doctoral study, she had work experience in international development in Vietnam, Cambodia, and policy research on China.

Shorenstein Postdoctoral Fellow in Contemporary Asia, 2020-2021

Jeffrey Weng joined the Shorenstein Asia-Pacific Research Center as the Shorenstein Postdoctoral Fellow in Contemporary Asia for the 2020-2021 academic year.  His research focuses on the evolution of language, ethnicity, and nationalism in China. At Shorenstein APARC, Weng continued to publish papers based on his doctoral research while reworking his dissertation into a book manuscript.

Jeffrey's dissertation examined language in the context of Chinese nation-building. Mandarin Chinese was artificially created about a century ago and initially had few speakers. Now, it is the world’s most-spoken language. How did this transition happen? Weng's research shows how the codification of Mandarin was done with the intention to match existing practices closely, but not exactly. Top-down efforts by the state to spread the new language faced enormous difficulties, and ultimately its wide-spread adoption may have been catalyzed more by economic growth and urban migration. By investigating how these monumental social and political changes occurred, Weng’s work deepens the understanding of societal shifts, past and present, in one of the world’s predominant nations, while also contributing more broadly to scholarship on class, the educational reproduction of privilege, and the construction and reconstruction of race, ethnicity, and nation.

He completed his Ph.D. in sociology at the University of California, Berkeley. He holds a BA in political science from Yale University, and his work has appeared in the Journal of Asian Studies and Theory and Society.

Over four months ago, the Chinese army entered territory that India has long considered its own, and never left. In effect, the multiple incursions have changed the Line of Actual Control (LAC) and India has lost territory, at least for the time being. How could this happen?

In part, it was a failure of the warning-intelligence system. Either Indian intelligence services did not collect sufficient data of Chinese intentions and early moves, or they did not interpret it correctly, or their policy and military customers failed to take the warning seriously. Wherever the fault lay, the system apparently failed.

In part, however, the problem also lay in the Army’s concepts for defending the country’s borders. It is, as the current crisis shows, simply not postured or prepared for the type of security threat China presents. (Continue reading the full article in The Hindu.)

Michael's research interests include infrastructure policy, project finance, public-private partnerships and institutional design in the infrastructure sector. International institutions established after WWII and shaped by the Cold War facilitated attainment of unprecedented peace and prosperity.  But what worked well in the past may no longer be adequate to address the challenges and opportunities in the world these institutions helped to create.  Should legacy institutions be reformed, replaced, or supplemented by new mechanisms to manage new global challenges?  This program will examine whether existing institutions of global governance are adequate, and if not, why changing them will be difficult.

Dr. Thomas Fingar
Thomas Fingar is a Shorenstein APARC Fellow in the Freeman Spogli Institute for International Studies at Stanford University. He was the inaugural Oksenberg-Rohlen Distinguished Fellow from 2010 through 2015 and the Payne Distinguished Lecturer at Stanford in 2009. From 2005 through 2008, he served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. Fingar served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2000-01 and 2004-05), principal deputy assistant secretary (2001-03), deputy assistant secretary for analysis (1994-2000), director of the Office of Analysis for East Asia and the Pacific (1989-94), and chief of the China Division (1986-89). Between 1975 and 1986 he held a number of positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.

Fingar's most recent books are The New Great Game: China and South and Central Asia in the Era of Reform, editor (Stanford, 2016), Uneasy Partnerships: China and Japan, the Koreas, and Russia in the Era of Reform (Stanford, 2017), and Fateful Decisions: Choices that will Shape China’s Future, co-edited with Jean Oi (Stanford, 2020).

 

Dr. Stephen J. StedmanStephen Stedman is a Freeman Spogli senior fellow at the Center on Democracy, Development, and the Rule of Law and FSI, an affiliated faculty member at CISAC, and professor of political science (by courtesy) at Stanford University. 

In 2011-12 Professor Stedman served as the Director for the Global Commission on Elections, Democracy, and Security, a body of eminent persons tasked with developing recommendations on promoting and protecting the integrity of elections and international electoral assistance. The Commission is a joint project of the Kofi Annan Foundation and International IDEA, an intergovernmental organization that works on international democracy and electoral assistance. In 2003-04 Professor Stedman was Research Director of the United Nations High-level Panel on Threats, Challenges and Change and was a principal drafter of the Panel’s report, A More Secure World: Our Shared Responsibility. In 2005 he served as Assistant Secretary-General and Special Advisor to the Secretary- General of the United Nations, with responsibility for working with governments to adopt the Panel’s recommendations for strengthening collective security and for implementing changes within the United Nations Secretariat, including the creation of a Peacebuilding Support Office, a Counter Terrorism Task Force, and a Policy Committee to act as a cabinet to the Secretary-General.  His most recent book, with Bruce Jones and Carlos Pascual, is Power and Responsibility: Creating International Order in an Era of Transnational Threats (Washington DC: Brookings Institution, 2009).
