Chin-fen Chang is a full-time Research Fellow at the Institute of Sociology of Academia Sinica in Taiwan.

Currently she is working a book on The Sociology of Labor Markets, to be published in Chinese, addressed to a Chinese audience. As part of the book, but also for separate article publication, she works on another two specific empirical projects at Stanford, both of which are comparative analyses among East Asian Countries (mainly Japan, Korea, and Taiwan).

Even though employed women are still overrepresented in poorly-paid, low-status jobs, the gender wage gap has narrowed over the past two decades in most countries. A similar trend occurred in the East Asian region too. However, it remains unknown whether the smaller gender wage gap is a result of better endowments of women (more education and work experience, factors emphasized by human capital theory) or of more comparable returns for women's qualifications (supporting institutional perspectives and/or contributions of women's movements in reducing discrimination). This project utilizes the decomposition method to solve the puzzle.

The second project aims to compare differences of social identities among East Asian countries. In addition to the class perspective as being conventionally used in the past literature, this paper will compare gender differences of the status evaluation from a feminist perspective.

Chang got her Ph.D. in Sociology from The Ohio State University (1989), M.A. in Sociology from the University of Iowa (1986), and B.A. in Economics from National Taiwan University (1980). She served as the chief editor of Taiwanese Journal of Sociology from the year of 2004 to 2006.

Ward Wilson is an award-winning scholar living in Trenton, NJ. He has written, studied and read extensively about nuclear weapons issues for more than twenty-five years. After training as a historian at the American University in Washington, DC with a special emphasis on philosophy, he was a Fellow at the Robert Kennedy Memorial Foundation in 1981 where he wrote about nuclear weapons issues. He has been published in The Bulletin of the Atomic Scientists, Dissent, the Chicago Tribune, Nonproliferation Review and International Security (among others). His work has been described as "some of the most original and exacting thinking being done about nuclear weapons today." In 2007 he published a ground-breaking study of the bombing of Hiroshima in International Security titled "The Winning Weapon? Rethinking Nuclear Weapons in Light of Hiroshima." The distinguished physicists Freeman Dyson has said that the article "effectively demolishes the generally-accepted myth that the atomic bombings brought World War II to an end." Wilson argues that "Much of what has been written about nuclear weapons is conceptually muddled. A great deal of work is necessary to intellectually recast the field." He advocates an approach rooted in the work of William James and Ludwig Wittgenstein that emphasizes examining the usefulness of nuclear weapons. "The only important question is ‘Are nuclear weapons useful?' If the answer is no, why keep them?" Wilson writes regularly at www.rethinkingnuclearweapons.org.

Barton Bernstein began his current position as Professor of History at Stanford University in 1965, after receiving his Ph.D. in History from Harvard University in 1964. At Stanford, he has served as the director of the History Honors Program, the International Relations program, and the International Policy Studies program. Prof. Bernstein is a member of the American Historical Association, the Conference on Peace Research in History, and has served on the Editorial Advisory Committee for the Nuclear Age Series at Stanford University. He has been awarded numerous grants and research positions, including the National Endowment for the Humanities Fellowship and the Lawrence-Livermore Grant. Prof. Bernstein was a CISAC fellow during the 1985-86 academic year.  Many of Prof. Bernstein's publications and articles have received national acclaim. He co-edited, with Don Kennedy, a series in Modern American History. A beloved professor and prolific author, Prof. Bernstein's research interests include U.S. foreign policy, modern U.S. political history, and science and technology policy. His talk "Why did Japan Surrender in World War II" addresses and challenges false or outdated conceptions of Japan's role in WWII.

The Shorenstein Asia-Pacific Research Center at Stanford University, the Center for Pacific and Asian Studies at The University of Tokyo and the Department of Area Studies at The University of Tokyo will present a 3 part discussion comparing the formation of divided memories in Japan, China, South Korea, Taiwan and the United States.

The aim of this research is that it puts Japanese textbooks in a comparative framework, and changes the nature of the dialogue about these issues as a result. We will NOT focus on Japanese textbooks per se but rather on the comparative analysis.

Gi-Wook Shin is the William J. Perry Professor of Contemporary Korea in the Department of Sociology, senior fellow at the Freeman Spogli Institute for International Studies, and the founding director of the Korea Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC) since 2001, all at Stanford University. In May 2024, Shin also launched the Taiwan Program at APARC. He served as director of APARC for two decades (2005-2025). As a historical-comparative and political sociologist, his research has concentrated on social movements, nationalism, development, democracy, migration, and international relations.

In Summer 2023, Shin launched the Stanford Next Asia Policy Lab (SNAPL), which is a new research initiative committed to addressing emergent social, cultural, economic, and political challenges in Asia. Across four research themes– “Talent Flows and Development,” “Nationalism and Racism,” “U.S.-Asia Relations,” and “Democratic Crisis and Reform”–the lab brings scholars and students to produce interdisciplinary, problem-oriented, policy-relevant, and comparative studies and publications. Shin’s latest book, The Four Talent Giants, a comparative study of talent strategies of Japan, Australia, China, and India to be published by Stanford University Press in the summer of 2025, is an outcome of SNAPL.

Shin is also the author/editor of twenty-seven books and numerous articles. He gives frequent lectures and seminars on topics ranging from Korean nationalism and politics to Korea's foreign relations, historical reconciliation in Northeast Asia, and talent strategies. He serves on councils and advisory boards in the United States and South Korea and promotes policy dialogue between the two allies. He regularly writes op-eds and gives interviews to the media in both Korean and English.

Before joining Stanford in 2001, Shin taught at the University of Iowa (1991-94) and the University of California, Los Angeles (1994-2001). After receiving his BA from Yonsei University in Korea, he was awarded his MA and PhD from the University of Washington in 1991.

Daniel C. Sneider is a lecturer in international policy at Stanford's Ford Dorsey Master’s in International Policy and a lecturer in East Asian Studies at Stanford. His own research is focused on current U.S. foreign and national security policy in Asia and on the foreign policy of Japan and Korea.  Since 2017, he has been based partly in Tokyo as a Visiting Researcher at the Canon Institute for Global Studies, where he is working on a diplomatic history of the creation and management of the U.S. security alliances with Japan and South Korea during the Cold War. Sneider contributes regularly to the leading Japanese publication Toyo Keizai as well as to the Nelson Report on Asia policy issues.

Sneider is the former Associate Director for Research at the Walter H. Shorenstein Asia-Pacific Research Center at Stanford. At Shorenstein APARC, Sneider directed the center’s Divided Memories and Reconciliation project, a comparative study of the formation of wartime historical memory in East Asia. He is the co-author of a book on wartime memory and elite opinion, Divergent Memories, from Stanford University Press. He is the co-editor, with Dr. Gi-Wook Shin, of Divided Memories: History Textbooks and the Wars in Asia, from Routledge and of Confronting Memories of World War II: European and Asian Legacies, from University of Washington Press.

Sneider was named a National Asia Research Fellow by the Woodrow Wilson International Center for Scholars and the National Bureau of Asian Research in 2010. He is the co-editor of Cross Currents: Regionalism and Nationalism in Northeast Asia, Shorenstein APARC, distributed by Brookings Institution Press, 2007; of First Drafts of Korea: The U.S. Media and Perceptions of the Last Cold War Frontier, 2009; as well as of Does South Asia Exist?: Prospects for Regional Integration, 2010. Sneider’s path-breaking study “The New Asianism: Japanese Foreign Policy under the Democratic Party of Japan” appeared in the July 2011 issue of Asia Policy. He has also contributed to other volumes, including “Strategic Abandonment: Alliance Relations in Northeast Asia in the Post-Iraq Era” in Towards Sustainable Economic and Security Relations in East Asia: U.S. and ROK Policy Options, Korea Economic Institute, 2008; “The History and Meaning of Denuclearization,” in William H. Sneider’s writings have appeared in many publications, including the Washington Post, the New York Times, Slate, Foreign Policy, the New Republic, National Review, the Far Eastern Economic Review, the Oriental Economist, Newsweek, Time, the International Herald Tribune, the Financial Times, and Yale Global. He is frequently cited in such publications.

Prior to coming to Stanford, Sneider was a long-time foreign correspondent. His twice-weekly column for the San Jose Mercury News looking at international issues and national security from a West Coast perspective was syndicated nationally on the Knight Ridder Tribune wire service. Previously, Sneider served as national/foreign editor of the Mercury News. From 1990 to 1994, he was the Moscow bureau chief of the Christian Science Monitor, covering the end of Soviet Communism and the collapse of the Soviet Union. From 1985 to 1990, he was Tokyo correspondent for the Monitor, covering Japan and Korea. Prior to that he was a correspondent in India, covering South and Southeast Asia. He also wrote widely on defense issues, including as a contributor and correspondent for Defense News, the national defense weekly.

Sneider has a BA in East Asian history from Columbia University and an MPA from the John F. Kennedy School of Government at Harvard University.

Drawing on over 200 interviews conducted in Washington, Seoul, Tokyo and other Asian capitals – as well as insights gained from Mr. Chinoy’s 14 trips to Pyongyang – Meltdown provides a detailed account of the behind-the-scenes policy debates within the Bush administration and other governments that drove the recent confrontation over North Korea’s nuclear weapons program.  It also offers important new details of the impact the crisis had on U.S. relations with its key regional allies – Japan and South Korea – and on Washington’s fraught relationship with Beijing.

Mike Chinoy is one of America’s keenest observers of Asian affairs, having reported on the most important events in the region for almost thirty years. He previously served as CNN’s senior Asia correspondent (2000-06), its Hong Kong bureau chief (1996-2000), and Beijing bureau chief (1987-95).  Earlier, he spent four years as a reporter with NBC’s Hong Kong Bureau, and from 1975-78 he was a Hong Kong-based freelance reporter, contributing to CBS News as well as Newsday, The Far Eastern Economic Review and other publications.

Mr. Chinoy received an Emmy Award, an ACE Award, a Dupont Award and a Peabody Award for his coverage of the 1989 Tiananmen Square crisis.  His critically-acclaimed reporting during those weeks has been credited with strengthening CNN as an authoritative force in international news coverage. Mr. Chinoy has also covered North Korea extensively, traveling there 14 times since 1989.  In April 1994, he became the first broadcaster to file live TV reports from North Korea, and was the only journalist to travel with former U.S. President Jimmy Carter on his historic trip to Pyongyang in June of that year.

The election of a new American president is an event of great importance to the entire world, not just the United States. From Japan to Afghanistan, the United States plays a crucial role in the security, political, and economic affairs of the region. America's 44th president will face many challenges once in office including rebuilding trust in America, reviving the American economy without protectionism, and how to combat terrorism. Ultimately, the United States must effectively utilize and support multilateral institutions to uphold international law and foster the common interests such as international justice. Future relations with Northeast, Southeast, and South Asia depend on how these efforts unfold.

Shorenstein APARC director Gi-Wook Shin offered his analysis of the possible scenarios for succession of power in North Korea in an interview with the New York Times. Shin told The Times that he thought the Kim dynasty would continue to play a role, even if symbolic in the structure, of power in North Korea. "My guess is like this: they will keep the Kim family as a social and political institution like the emperor system in Japan, offering symbolic and moral power for North Koreans, but are likely to establish a collective leadership system in which the military will play a key role. We may, then, witness some political instability in the North."

Donald W. Keyser retired from the U.S. Department of State in September 2004 after a 32-year career.  He had been a member of the Senior Foreign Service since 1990, and held Washington-based ambassadorial-level assignments 1998-2004.  Throughout his career he focused on U.S. policy toward East Asia, particularly China, Taiwan, Hong Kong, Japan and the Korean Peninsula. Fluent in Chinese and professionally conversant in Japanese, Russian and French, he served three tours at the American Embassy in Beijing, two tours at the American Embassy in Tokyo, and almost a dozen years in relevant domestic assignments.  In the course of his career, Keyser logged extensive domestic and foreign experience in senior management operations, conflict resolution, intelligence operations and analysis, and law enforcement programs and operations.  A Russian language major in college and a Soviet/Russian area studies specialist through M.A. work, Keyser served 1998-99 as Special Negotiator and Ambassador for Regional Conflicts in the Former USSR.   He sought to develop policy initiatives and strategies to resolve three principal conflicts, leading the U.S. delegation in negotiations with four national leaders and three separatist leaders in the Caucasus region.

Keyser earned his B.A. degree, Summa Cum Laude, with a dual major in Political Science and Russian Area Studies, from the University of Maryland.  He pursued graduate studies at The George Washington University, Washington, D.C., from 1965-67 (Russian area and language focus) and 1970-72 (Chinese area and language focus).   He attended the National War College, Fort McNair, Washington (1988-89), earning a certificate equivalent to an M.S., Military Science; and the National Defense University Capstone Program (summer 1995) for flag-rank military officers and civilians.

For the past ten years, Japan has undergone aggressive, government-driven reforms aimed at changing its financial systems, labor markets, and corporate governance institutions. Faced with the challenges of globalization and an ageing population, Japan undertook these reforms to regain its former competitiveness. What remains uncertain, however, is whether these reforms will also be effective in creating an environment
that is more favorable to entrepreneurship and innovation. If the reforms are effective, at what pace, and in what shape will new firms emerge? Will Japan’s system mirror the institutions that have evolved in regions such as Silicon Valley, or will it develop into a new framework of innovation?

The persistent decline in Japanese asset values during the 1990s engendered many policy and legal responses. Among these was a series of business policy and associated legal reforms intended to foster the creation of new companies, new industries, and new financial institutions. Starting in 1997, these reforms included changes in how firms are formed. For example, the capital required to start a stock-issuing firm was reduced from ten million yen to a mere one yen. The yugen kaisha—a secondary form of Japanese company—was also abolished and the limited liability partnership created instead. Holding companies were allowed, mergers were deregulated, treasury shares were authorized, and the liability of company directors was limited.

Additional reforms were promulgated to encourage new forms of financial intermediation. Tax benefits created for “angel” investors, foreign venture capitalists, foreign private equity, and foreign lawyers became common. Purchase of shares with shares, triangular mergers, and repurchase of shares were all allowed. Moreover, several new stock exchanges were created expressly for relatively new companies.

Corporate governance laws were also revised. For one, Japanese firms may now use U.S.-style board of director committees, with an upper limit placed on directors’ liabilities. Japanese auditors are now required to be outsiders, and consolidated accounting is likewise compulsory, as well as “mark-to-market” rules for financial reporting. These are just a few of the changes, all of which combine to increase transparency in Japan’s markets.

The results were noticeable. By 2006, new companies were garnering price-to-earnings ratios of greater than 100 to 1 in the new markets; the number of IPOs per year was comparable to the rate during the U.S. Internet bubble; and the mergers and acquisition market was transformed from one of the most moribund in the world to one of the most dynamic. Venture capital firms proliferated, as did new law firms, private equity firms, and foreign banks. Existing Japanese banks merged, new banks formed, and money-lending began again. Some new companies even gained sufficient liquidity and stature to turn their founders into celebrities and some of the wealthiest people in Japan. Rakuten, Mixi, ValueCommerce, and Cybird are just a few of these success stories. Japan is currently in its seventy-first month of economic expansion—the longest of the postwar period.

The future, however, is unclear. As Professor Yoko Ishikura, of Hitotsubashi University, recently observed at a SPRIE seminar at Stanford, “Japan is at a turning point and it is uncertain which direction it will choose.” For 2008, IPO valuations have returned to levels more comparable to those in the United States, and the climate for startups has moderated somewhat. New company startup rates are flat and IPO rates have recently dipped significantly. Some prominent studies of the entrepreneurial climate in various countries rank Japan among the least favorable. Many observers are impatient for more evidence of results from the reforms. It remains an open question whether Japan is being affected by the U.S. slowdown and commodity price increases, or if the country is simply retreating from it entrepreneurial gains.

In light of these developments, scholars remain curious: Are the reforms permanently changing the Japanese economy? Are the reforms sufficient to meet the challenges that Japan faces? Will the reforms be effective? Alternatively, are these reforms even desirable? SPRIE and the U.S.-Asia Technology Management Center, in cooperation with selected experts and research organizations in Japan, are undertaking
a major project to study the seemingly contradictory corporate and social climate in Japan, which is at present stretched between entrepreneurial and more conservative forces.

Japan’s economic relationship with the countries of the Pacific Rim—and indeed with the rest of the world—is vital to all of the economies involved. If Japan is transforming into a new economic culture, an understanding of that transformation is relevant both to global economic development and to the study of entrepreneurial growth.

As the most indebted country in the Organization for Economic Cooperation and Development (OECD), Japan’s dire fiscal situation is no secret. Yet despite its financial woes, in March 2008 the Japanese government failed to renew a relatively minor tax on gasoline that had been in force for thirty-four years. The government introduced a bill that would renew the so-called “provisional” gas tax. Although it passed the House of Representatives at the end of February, the Democratic Party of Japan (DPJ) blocked the bill in the opposition-controlled House of Councilors in March, causing the provisional tax to expire. With more than a two-thirds majority in the House of Representatives, the ruling Liberal Democratic Party (LDP)-led coalition overrode the House of Councilors at the end of April, and passed the extension of the provisional tax. What can one make of this episode and what does it say about the government’s ability to rebuild its precarious finances?

Prime Minister Yasuo Fukuda’s stance on the gasoline tax is an attempt to take the high ground, sticking to the position that the government must take painful but necessary steps to address Japan’s public debt crisis. After being selected as the head of the LDP and prime minister, Fukuda appeared set to prioritize fiscal reconstruction. He appointed well-known fiscal hawks to key party posts and cabinet positions and indicated a need to raise taxes. Fukuda soon backed away from a general tax increase, but on the provisional gasoline tax issue he stood his ground, arguing that its abolition would worsen Japan’s deficit and also run counter to the government’s effort to reduce greenhouse emissions.

The Fukuda administration’s stance on the provisional gasoline tax proved to be a disaster for both his cabinet and the LDP. The largest opposition party, the DPJ, skillfully turned the gasoline tax into an issue that it used to attack the LDP. During a recent by-election in Yamaguchi prefecture, historically a LDP stronghold, the DPJ candidate, Hiraoka Hideo, soundly defeated the LDP candidate, taking 70 percent of the vote. Hiraoka and the DPJ touted their success in abolishing the gasoline tax, while denouncing the government’s move to deduct health insurance premiums from seniors seventy-five years and older.

The DPJ successfully turned the provisional gasoline tax into a winning issue in large part because the tax has been viewed as a funding source that feeds the LDP-run pork barrel machine. The heart of the matter is not the tax, but how tax revenues are spent. Funds from the gasoline tax have been earmarked for road construction projects that are widely viewed as inefficient, corrupt, and driven above all by political considerations. Although the DPJ could only temporarily block the government’s bill to renew the gasoline tax, the action signaled the DPJ’s commitment to cutting wasteful government spending. The DPJ also advocates further constraints on road spending by abolishing the earmarking of funds from the basic, nonprovisional gasoline tax. Prime Minister Fukuda has now agreed to consider this proposal, indicating the extent to which public opinion has turned against such earmarking.

While the DPJ scored a political victory with its symbolic attack on road spending, it is less clear if it or the LDP will be able to take the much harder step of increasing taxes in the future. One proposal that has emerged is to earmark revenues from an increase of the national value-added tax (VAT) for social security spending. This proposal is intended to dampen resistance to the move by ensuring that the revenues will not be diverted to wasteful projects but rather used for popular welfare programs. Some within the LDP support such a plan. The DPJ has publicly endorsed turning the VAT into a “social security” tax, but it remains vague on the details. However, a poll from the Nikkei Shimbun revealed that only 34 percent of the population supports an increase in the VAT, even if the revenues are used for social security.

It has always been politically perilous to raise taxes. This fact is not lost on the LDP, which suffered declining support after it introduced the VAT in the 1980s and then raised it under Prime Minister Ryutaro Hashimoto (1996–98). This realization largely explains why LDP-led administrations have attempted to pursue fiscal reconstruction through cuts on the expenditure side while avoiding measures to increase revenue. From “fiscal reconstruction without tax increases” during the 1980s to Junichiro Koizumi’s structural
reforms without raising taxes, this formula has proved durable.

If Japan is to get serious about restoring its public finances, it cannot indefinitely postpone the issue of increasing revenue. The fundamental problem, however, is the public’s widespread belief that the government is wasteful, corrupt, and inefficient. Ultimately, if Japan is to succeed in raising taxes and rebuilding the nation’s finances, the LDP, DPJ, or any new party that may emerge will have to address this deep-seated public perception.
