When major political change in North Korea will occur is difficult to predict, but it is inevitable, suggests David Straub, associate director of the Stanford Korean Studies Program. In a March 21, 2011, Seoul Shinmun op-ed, Straub urges, "Since we cannot predict exactly when or how change will come to North Korea or what its nature will be, South Koreans and their allies and friends abroad need to begin to prepare now for many possibilities." Sooner or later, I believe, there will be major change in North Korea. The system may be very strong, but it is also very brittle. Without democratic electoral processes and free speech, smooth and gradual adjustments cannot be made to meet changing circumstances and the needs of the people.

In the mid-1990s, after the death of Kim Il Sung, I heard many top U.S. officials, speaking privately, predict that the North Korean regime would collapse in a matter of just a few years, if not months. I was younger then and assumed they knew what they were talking about. They didn't. They didn't know much about North Korea. They simply compared it to the situation in the Soviet Union and Eastern Europe, where communist regimes had just collapsed, and thought the same thing would happen in the very different circumstances of North Korea. Everyone was saying it would happen, so it must true, people assumed. Americans don't like the North Korean regime, so wishful thinking also contributed to this consensus among Americans.

These days, as another leadership succession is underway in North Korea, many people again are speculating about the "collapse" of the Pyongyang regime. The fact of the matter is that no one, not even in Pyongyang, really knows what is going to happen there. I believe there could be dramatic change in the regime in North Korea even as you are reading this, but I also believe it is possible that the regime could last many decades more.

A former colleague, Bill Newcomb, recently compared the situation in North Korea to the buildup of pressure along a fault zone. No one, he noted, can predict when a particular earthquake will occur and how large it will be, but scientists today can say with confidence that a major earthquake will inevitably occur in a certain area eventually. Pyongyang is indeed like that.

Sooner or later, I believe, there will be major change in North Korea. The system may be very strong, but it is also very brittle. Without democratic electoral processes and free speech, smooth and gradual adjustments cannot be made to meet changing circumstances and the needs of the people.

Whether the political earthquake in Pyongyang occurs sooner or later, it is only prudent to prepare thoroughly. The United States and other countries will help the Republic of Korea when dramatic change occurs in North Korea, but it will be the Republic of Korea and the people of North and South Korea who, inevitably, will bear the most risk and stand to gain the most.

Since we cannot predict exactly when or how change will come to North Korea or what its nature will be, South Koreans and their allies and friends abroad need to begin to prepare now for many possibilities. I understand that some South Koreans are concerned that such a discussion will offend and anger Pyongyang and may cause its own problems. But the consequences of not preparing could be far worse. This should not be a matter of pushing for collapse, much less risking war, but for preparing prudently to meet real dangers and real opportunities.

South Koreans need to pool their wisdom and their resources, so that they will be able to respond quickly and effectively no matter what eventually happens in North Korea. There needs to be much more thorough study and debate, both within the government and among the citizenry, about how to deal with various possible crises on the Korean Peninsula, including unification.

I worked on German affairs in the U.S. State Department shortly after German unification, and observed as the government in Bonn, while making heroic efforts, made many serious mistakes. Policies regarding currency unification, wages and pensions, property claims and many other issues caused human suffering and national problems that linger today, twenty years later. How great is the understanding in South Korea among government officials and the public about these issues?

One of the things that many South Koreans seem to have concluded from German unification is that unification will be too risky and too costly. There certainly will be risks and the costs will be great when unification occurs. But unification may occur whether all South Koreans want it or not, and whether they are ready or not. And most costs, if carefully planned, will actually be investments. Moreover, there will not only be risks; there will be opportunities for enormous gain. Unified Korea could be stronger, safer, more prosperous, and happier, not just for the people of North Korea but for all Koreans.

We all remember the earthquake that hit a very poor and unprepared Haiti last year, killing at least 100,000 people and leaving a million homeless. The terrible earthquake that Japan has just experienced was 1,000 times more powerful. Just imagine the consequences if Japan had not prepared as well as it had. It is time for the Republic of Korea to begin to prepare seriously for the eventual political earthquake on the Korean Peninsula.

1994년 김일성이 사망한 뒤, 나는 미국의 많은 고위관리들이 사견으로 북한 정권이 몇 개월내 혹은 몇년 내 붕괴할 것이라고 예측하는 것을 들었다. 그때 나는 그들 스스로가 무엇을 얘기하고 있는지 알고 있다고 추측했다. 그러나 그들은 몰랐다. 그들은 단순히 북한을, 공산주의 정권이 붕괴됐던 소련과 동유럽의 상황과 비교했고, 이 같은 상황이 매우 다른 환경의 북한에서도 발생할 것이라고 생각했다. 미국인들은 북한정권을 좋아하지 않기 때문에 (북한이 망할 것이라는) ‘희망적 생각'(wishful thinking)도 이런 일치된 예측에 기여했다.

요즘 북한에서 권력 승계가 진행되면서, 많은 사람들이 북한 정권의 ‘붕괴'에 대해 다시 추측하고 있다. 이 문제와 관련해 명확한 사실은, 누구도, 심지어 평양에 있는 사람도, 거기서 실제 무슨 일이 일어나고 있는지 정확히 모른다는 것이다. 나는 북한 정권에 상당한 변화가 있을 수 있지만, 그 정권이 수십년 더 지속하는 것이 가능하다고도 생각한다.

●北시스템 강한만큼 깨지기도 쉬워

전직 동료인 윌리엄 뉴콤(전 미 재무부 경제자문관)은 최근 북한 상황을 ‘단층대를 따라 고조되는 압력'에 비유했다. 그는, 누구도 어떤 특별한 지진이 언제 발생할 것이고 얼마나 클 것인지 예측할 수 없지만, 오늘날 과학자들은 대규모 지진이 불가피하게 어느 지역에서 결국 발생할 것이라고 확신을 갖고 말할 수 있다고 지적했다.

평양은 정말로 이런 상황과 같다. 나는 조만간 북한에 큰 변화가 있을 것이라고 생각한다. 북한의 시스템은 매우 강할 수 있지만 역시나 매우 깨지기 쉽다. 민주주의적 선거 과정과 표현의 자유 없이, 사람들의 수요와 변하는 환경을 충족시키기 위한 평탄하고 단계적인 조정은 불가능하다.

평양에서 ‘정치적인 지진'이 조만간 일어나든 아니든, 철저하게 대비하는 것이 현명하다. 미국과 다른 나라들은 북한에 극적인 변화가 일어날 경우 한국을 도울 것이다. 그러나 남한과 남북한 사람들이 불가피하게 가장 위험을 감수하고, 가장 많은 이득도 얻게 될 것이다.

우리는 변화가 언제 어떻게 올지, 그것의 모습이 무엇일지 정확하게 예측하기 어렵다. 때문에 남한 사람들과 동맹국들, 우방들은 지금부터 많은 가능성에 대해 준비해야 한다.

나는 일부 남한 사람들이 그런 논의가 북한을 화나게 할 것이고 북한 내 문제를 유발할 것이라고 걱정하는 것을 알고 있다.

그러나 준비하지 않는 것의 결과는 훨씬 나쁠 수 있다. 이것은 붕괴를 재촉하는 문제가 아니라, 실제로 맞닥뜨릴 위험과 기회에 대해 신중하게 준비해 나가야 하는 문제다.

남한 사람들은 북한에 결국 무슨 일이 발생하든 신속하고 효과적으로 대응할 수 있도록 지혜와 자원을 공유할 필요가 있다. 정부와 민간에서 통일을 포함, 한반도에서 발생 가능한 다양한 위기들에 대해 어떻게 대처할 것인지에 대한 더 많은 철저한 연구와 논쟁이 필요하다.

나는 독일 통일 직후 미 국무부에서 독일 담당 업무를 했다. 당시 독일 정부가 용감하게 노력했지만 심각한 실수를 많이 한 것을 관측했다. 화폐 단일화, 임금, 연금, 재산권 등과 관련된 정책들이 20년이 지난 오늘날에도 맴돌고 있는 국민 고통과 문제를 야기했다. 한국의 관료들과 대중 가운데 이런 문제들에 대해 얼마나 이해하고 있는가?

●신속 대응위한 지혜·자원 공유를

많은 남한 사람들이 독일 통일로부터 결론을 내린 것으로 보이는 것들 중 하나는, 통일은 매우 위험하고 비용이 많이 들 것이라는 것이다. 통일이 이뤄질 때 위험과 비용은 당연히 클 것이다.

그러나 통일은 남한 사람들이 원하든 원치 않든, 준비가 돼 있든 아니든 일어날 수 있다. 그리고, 대부분의 비용은, 주의 깊게 계획된다면, 실제로는 투자가 될 것이다. 게다가 위험만 있는 것은 아니다. 엄청난 이득을 위한 기회도 있을 것이다.

통일된 한국은 단지 북한 사람들뿐 아니라 모든 한국인들을 더 강하고, 안전하고, 번영하고, 행복하게 할 수 있다.

우리는 지난해 준비되지 않은 아이티를 강타한 지진의 엄청난 피해를 기억한다. 최근 일본의 대지진은 아이티 지진보다 1000배 강력했다. 일본이 준비하지 않았다면 어떤 결과가 발생했을지 상상해 보라. 이제 남한은 한반도의 정치적 지진에 대해 심각하게 준비해야 한다.

The Stanford Program on International and Cross-Cultural Education (SPICE) presented two workshops at the 2011 EARCOS Teachers' Conference in Kota Kinabalu, Malaysia.

On March 24, 2011, SPICE conducted a workshop entitled "The Atomic Bombings and Their Legacies." This session introduced upper elementary and secondary school teachers to activities and resources from the SPICE curriculum units "Examining Long-Term Radiation Effects" and "Sadako's Paper Cranes and Lessons of Peace." Given the recent events in Japan, SPICE focused on presenting content from the curriculum unit, "Examining Long-Term Radiation Effects," and worked with participants to develop classroom activities to engage their students in a discussion about nuclear issues.

On March 25, 2011, SPICE presented a second workshop entitled "Infectious Diseases and Global Public Health." This session introduced secondary school teachers to lessons and activities from two SPICE curriculum units: "Infectious Diseases and Global Public Health" and "TeachAIDS: A Comprehensive HIV/AIDS Prevention Curriculum."  Participants engaged in a series of interactive activities and learned about new online teacher resources from SPICE and TeachAIDS, http://teachaids.org/.

The East Asia Regional Council of Schools (EARCOS) is an organization of 120 member schools in East Asia. EARCOS' mission is to inspire adult and student learning through its leadership and service.

Shorenstein Asia-Pacific Research Center (Shorenstein APARC) extends its deepest sympathy and support in the wake of the devastating earthquake and tsunami that took place on March 11. You have been in our thoughts as we have watched news of the recovery efforts unfold and we have been grateful for the contact that we have had with many of you, confirming your safety amidst the difficulties that you have endured and those still facing Japan during this period of recovery.

Shorenstein APARC's ties to Japan are longstanding, and from faculty to staff, these events have touched everyone at the center. We admire the strength and calmness with which the people of Japan are coming together to help one another and to move forward with life despite the staggering loss and destruction that you have so recently witnessed. In September, Crystal Chang and Jeremy M. Menchik will join the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) as its Shorenstein Fellows for the 2011–2012 academic year. 



Crystal ChangCrystal Chang, a PhD candidate with the Department of Political Science at the University of California, Berkeley, is currently completing her dissertation on China's growing independent automotive industry. Her research examines Chinese automakers alongside historical case studies from Japan and Korea. During her time at Shorenstein APARC, she will expand her dissertation to include a comparative study of India's contemporary automotive industry, which, like China's, has experienced domestic and international success. She will also continue research that she is currently conducting about China's private energy sector, with a focus on the solar power industry. Chang holds an MPIA degree in international management from the University of California, San Diego, and a BA in international relations from Stanford University.



Jeremy M. MenchikJeremy Menchik, a PhD candidate with the Department of Political Science at the University of Wisconsin-Madison (UW-Madison), is finishing his dissertation, which poses the question: what is the basis for religious tolerance in Indonesia, and why does it sometimes break down? He addresses this question through a study of Indonesian civil society and of three of the country's largest and oldest Islamic organizations: Nahdlatul Ulama, Muhammadiyah, and Persatuan Islam. Menchik has conducted extensive field research in Indonesia during the course of his graduate studies. At Shorenstein APARC, he will prepare his dissertation for publication and develop related projects on Islamic law, political tolerance, and political symbolism in Indonesian elections. Menchik holds an MA in political science from UW-Madison and a BA, also in political science, from the University of Michigan.

 

Established in 2002 through the generosity of Walter H. Shorenstein, the Shorenstein Fellowship in Contemporary Asia is an exciting opportunity for junior scholars to spend a year at Shorenstein APARC, engaging with other scholars and experiencing the world-class resources—ranging from libraries to events—that Stanford University has to offer. Shorenstein APARC looks forward to welcoming Chang and Menchik to the center in the coming academic year.

This panel of experts will look at how Japan has responded to a still unfolding tragedy of unprecedented historical proportions and examine what this challenge may mean for the future of Japan's energy policy, economy, politics and relations with the rest of the world.

Michio Harada, Deputy Consul General of the Consulate General of Japan in San Francisco, was born in Okayama Prefecture. He joined Japan's Ministry of Foreign Affairs in 1979 and spent the next 30 years working around the world in various positions, including: First Secretary, Consulate General of Japan in New York City; Assistant Director of the WTO Affairs Division, Embassy of Japan in Malaysia; and Consul and Director of the Economic Affairs Bureau, Policy Planning and Administration Division, Consulate General of Japan in Hong Kong. Harada graduated from Okayama University where he majored in law.

Siegfried S. Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI). He was co-director of CISAC from 2007-2012. From 1986 to 1997, Dr. Hecker served as the fifth Director of the Los Alamos National Laboratory. Dr. Hecker is an internationally recognized expert in plutonium science, global threat reduction, and nuclear security.

Dr. Hecker’s current research interests include nuclear nonproliferation and arms control, nuclear weapons policy, nuclear security, the safe and secure expansion of nuclear energy, and plutonium science. At the end of the Cold War, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. In June 2016, the Los Alamos Historical Society published two volumes edited by Dr. Hecker. The works, titled Doomed to Cooperate, document the history of Russian-U.S. laboratory-to-laboratory cooperation since 1992.

Dr. Hecker’s research projects at CISAC focus on cooperation with young and senior nuclear professionals in Russia and China to reduce the risks of nuclear proliferation and nuclear terrorism worldwide, to avoid a return to a nuclear arms race, and to promote the safe and secure global expansion of nuclear power. He also continues to assess the technical and political challenges of nuclear North Korea and the nuclear aspirations of Iran.

Dr. Hecker joined Los Alamos National Laboratory as graduate research assistant and postdoctoral fellow before returning as technical staff member following a tenure at General Motors Research. He led the laboratory's Materials Science and Technology Division and Center for Materials Science before serving as laboratory director from 1986 through 1997, and senior fellow until July 2005.

Among his professional distinctions, Dr. Hecker is a member of the National Academy of Engineering; foreign member of the Russian Academy of Sciences; fellow of the TMS, or Minerals, Metallurgy and Materials Society; fellow of the American Society for Metals; fellow of the American Physical Society, honorary member of the American Ceramics Society; and fellow of the American Academy of Arts and Sciences.

His achievements have been recognized with the Presidential Enrico Fermi Award, the 2020 Building Bridges Award from the Pacific Century Institute, the 2018 National Engineering Award from the American Association of Engineering Societies, the 2017 American Nuclear Society Eisenhower Medal, the American Physical Society’s Leo Szilard Prize, the American Nuclear Society's Seaborg Medal, the Department of Energy's E.O. Lawrence Award, the Los Alamos National Laboratory Medal, among other awards including the Alumni Association Gold Medal and the Undergraduate Distinguished Alumni Award from Case Western Reserve University, where he earned his bachelor's, master's, and doctoral degrees in metallurgy.

Phillip Y. Lipscy was the Thomas Rohlen Center Fellow at the Freeman Spogli Institute for International Studies and Assistant Professor of Political Science at Stanford University until August 2019. His fields of research include international and comparative political economy, international security, and the politics of East Asia, particularly Japan.

Lipscy’s book from Cambridge University Press, Renegotiating the World Order: Institutional Change in International Relations, examines how countries seek greater international influence by reforming or creating international organizations. His research addresses a wide range of substantive topics such as international cooperation, the politics of energy, the politics of financial crises, the use of secrecy in international policy making, and the effect of domestic politics on trade. He has also published extensively on Japanese politics and foreign policy.

Lipscy obtained his PhD in political science at Harvard University. He received his MA in international policy studies and BA in economics and political science at Stanford University. Lipscy has been affiliated with the Reischauer Institute of Japanese Studies and Weatherhead Center for International Affairs at Harvard University, the Institute of Social Science at the University of Tokyo, the Institute for Global and International Studies at George Washington University, the RAND Corporation, and the Institute for International Policy Studies.

Daniel C. Sneider is a lecturer in international policy at Stanford's Ford Dorsey Master’s in International Policy and a lecturer in East Asian Studies at Stanford. His own research is focused on current U.S. foreign and national security policy in Asia and on the foreign policy of Japan and Korea.  Since 2017, he has been based partly in Tokyo as a Visiting Researcher at the Canon Institute for Global Studies, where he is working on a diplomatic history of the creation and management of the U.S. security alliances with Japan and South Korea during the Cold War. Sneider contributes regularly to the leading Japanese publication Toyo Keizai as well as to the Nelson Report on Asia policy issues.

Sneider is the former Associate Director for Research at the Walter H. Shorenstein Asia-Pacific Research Center at Stanford. At Shorenstein APARC, Sneider directed the center’s Divided Memories and Reconciliation project, a comparative study of the formation of wartime historical memory in East Asia. He is the co-author of a book on wartime memory and elite opinion, Divergent Memories, from Stanford University Press. He is the co-editor, with Dr. Gi-Wook Shin, of Divided Memories: History Textbooks and the Wars in Asia, from Routledge and of Confronting Memories of World War II: European and Asian Legacies, from University of Washington Press.

Sneider was named a National Asia Research Fellow by the Woodrow Wilson International Center for Scholars and the National Bureau of Asian Research in 2010. He is the co-editor of Cross Currents: Regionalism and Nationalism in Northeast Asia, Shorenstein APARC, distributed by Brookings Institution Press, 2007; of First Drafts of Korea: The U.S. Media and Perceptions of the Last Cold War Frontier, 2009; as well as of Does South Asia Exist?: Prospects for Regional Integration, 2010. Sneider’s path-breaking study “The New Asianism: Japanese Foreign Policy under the Democratic Party of Japan” appeared in the July 2011 issue of Asia Policy. He has also contributed to other volumes, including “Strategic Abandonment: Alliance Relations in Northeast Asia in the Post-Iraq Era” in Towards Sustainable Economic and Security Relations in East Asia: U.S. and ROK Policy Options, Korea Economic Institute, 2008; “The History and Meaning of Denuclearization,” in William H. Sneider’s writings have appeared in many publications, including the Washington Post, the New York Times, Slate, Foreign Policy, the New Republic, National Review, the Far Eastern Economic Review, the Oriental Economist, Newsweek, Time, the International Herald Tribune, the Financial Times, and Yale Global. He is frequently cited in such publications.

Prior to coming to Stanford, Sneider was a long-time foreign correspondent. His twice-weekly column for the San Jose Mercury News looking at international issues and national security from a West Coast perspective was syndicated nationally on the Knight Ridder Tribune wire service. Previously, Sneider served as national/foreign editor of the Mercury News. From 1990 to 1994, he was the Moscow bureau chief of the Christian Science Monitor, covering the end of Soviet Communism and the collapse of the Soviet Union. From 1985 to 1990, he was Tokyo correspondent for the Monitor, covering Japan and Korea. Prior to that he was a correspondent in India, covering South and Southeast Asia. He also wrote widely on defense issues, including as a contributor and correspondent for Defense News, the national defense weekly.

Sneider has a BA in East Asian history from Columbia University and an MPA from the John F. Kennedy School of Government at Harvard University.

CISAC: My understanding is that Three Mile Island set back the industry because afterward there was no appetite for building new reactors.

Thomas Isaacs: It's not clear that it was Three Mile Island. It was certainly in that time frame. Others would say it was a combination of a reduction in the demand for electricity at that time and the emergence of alternative energy sources that were less expensive to get started. You saw less of an appetite not just because of the concern about Three Mile Island -- although that was probably a contributing factor -- but because it just no longer made sense to build new, huge, expensive power plants, particularly nuclear power plants.

CISAC:  Experts now say that what's going on in Japan is worse than Three Mile Island. If so, how might that affect the building of nuclear reactors in the future?

Isaacs: The effects are probably unknown and unknowable now. We'll need to have a much better idea of what actually transpires, and how it is handled by the Japanese. We'll also have to see what the consequences are and what the perceived consequences are, and the ability of the Japanese government and utilities to generate a sense of confidence, which is lacking right now. All of that will have an effect and it will be different for a variety of countries, but it's hard to speculate. My own assumption is that in countries where there is more of a national, organized effort to build nuclear, principally in places like China and India, you might not see as much effect as you might see in countries where nuclear has been much more of a controversial issue, and where the public has much more engagement in the decision-making process. In emerging countries that now have no or very few plants, you might see much more controversy. 

CISAC: What about regulation? Might there be more regulation, both here and in China, India, and elsewhere?

Isaacs: I think we don't know that yet either. You would hope that people would view this as a sobering event -- an opportunity to learn lessons for the future. As a result of Three Mile Island and then Chernobyl we have organizations like the World Association of Nuclear Operators, who come together from all over the world to share lessons learned. This will be an example of a place where you would hope they will take this very seriously -- I'm sure they will -- and they will ask very searching questions about whether our regulations or anybody's regulations are appropriate given what we've experienced. There's no question that the track record for U.S. reactors has been outstanding and getting better over the last 20 to 30 years. Should that lead to a sense of comfort? No. It should lead to a sense that we've always had an obligation to ask ourselves if we're doing everything that makes sense, and we can continue to learn from experience and improve.

CISAC: The issue of nuclear waste is important in this country and elsewhere. How might it fit into what we're seeing in Japan right now?

Isaacs: There is spent nuclear fuel, which is a waste form if it's not reprocessed. That's what would ultimately go into the repository, and that potentially is one of the problems that's causing the release of radioactivity at some of these plants. More broadly, you need to feel confident you know how to handle waste, both in the short term and in the very long term, because it is potentially hazardous for geologic time periods. Most people who work in that business believe that disposing of it in a geologic repository, in a stable geologic formation that has the right characteristics, is a very fine way to solve that problem, and pretty much every country that has decided to move toward nuclear waste disposal has chosen that approach. But from a societal point of view and a political point of view, it's a very tough problem. It's not just the science and technology problem.

As Japan's nuclear troubles continue, CISAC's Alan Hanson discusses the range of scenarios and how to prevent catastrophe.

CISAC: What is the range of events that could happen over the next several days and weeks?

Alan Hanson: The earthquake and resulting tsunami that hit northern Japan last Friday are unprecedented in modern times. These two nearly simultaneous natural disasters did significant damage to the Fukushima nuclear power stations operated by the Tokyo Electric Power Company (TEPCO). Despite this damage, including a total loss of off-site power and emergency backup power, TEPCO personnel have been making a heroic effort to bring the situation under control. To date off-site releases of radiation appear not to have had severe effects to the local population; because of prevailing westerly winds, the radiation releases have not been in the direction of major population centers.

It is impossible to predict the sequence of events that will unfold over the next few days and weeks. Under the best of circumstances, TEPCO will continue to take actions limiting further releases. To do so they must continue to cool the nuclear fuel in two separate regions of each reactor in the two stations; these regions are the reactor core itself and the used fuel storage pool. This means that enough water must be continually injected to keep the fuel covered. More dire circumstances could occur if the nuclear fuel is uncovered for a lengthy period of time. In the reactor core, this could lead to partial or total fuel melting, followed by failure of the primary steel containment due to excessive heat and pressure. Since some fuel has been uncovered for some time intervals, it is believed that partial melting may have already occurred and that the primary containment has been damaged in one or two of the reactors. If used fuel in the storage pools is uncovered, it could lead to fuel cladding failures from high temperatures releasing radioactive gases directly into the atmosphere. In a very unlikely scenario burning of the fuel cladding would release more gases and also particulate matter into the atmosphere. The reactor cores are of immediate concern because that is where the highest temperatures are located. The fuel pools become of greater concern over the intermediate term as water is boiled off or if some other event causes draining of a pool.

CISAC: What can be done to prevent the worst?

Hanson: Both worst-case scenarios described above can be prevented by keeping the nuclear fuel covered with water by any means available including the use of sea water, which has been initiated already. The weather will play an important role, too. As long as winds blow radioactive gases off shore and away from population centers, the public health effects should be minimal; if winds shift and blow toward Japanese cities, the situation would be significantly worse.

CISAC: How can we prevent this sort of thing from happening again?

Hanson: It is too early to speculate about the possibility of future accidents such as this one. Suffice it to say that the combination of a magnitude 9.0 earthquake and a 30-plus foot tsunami is a highly unlikely event. If early reports from the site turn out to be true, the reactors rode out the earthquake reasonably well and all of them shut down in the orderly fashion planned for an earthquake. Without the subsequent tsunami, it is very doubtful that the ongoing crisis at Fukushima would be anywhere near the magnitude we are witnessing. The nuclear industry has a good record of learning from accidents and making the appropriate changes to prevent reoccurrence or to at least mitigate the consequences should something similar happen in the future. Actions will certainly be taken by the industry and regulatory bodies in this vein once the immediate emergency is behind us.
