Shorenstein Asia-Pacific Research Center (S-APARC) at Stanford University started Stanford Summer Juku (SSJ) in 2013.  In SSJ, researchers on Japanese politics and Japanese economy get together and discuss their research in a relaxed setting. The third annual meeting is held at Stanford on August 10-13, 2015.  The first two days again focus on research in political science/political economy and international relations, and the latter two days focus on research in economics and business.

We bring together scholars working at the intersection of archaeology, anthropology, sociology and law to offer a broader understanding of the intricacies of multilateral institutions and global civic society in shaping contemporary heritage governance. North Korea claimed it successfully tested a hydrogen bomb on Jan. 6, according to a broadcast from the nation’s Korean Central Television. Experts at the Freeman Spogli Institute for International Studies offered their analyses to media.

Scholars from the Walter H. Shorenstein Asia-Pacific Center (APARC) and the Center for International Security and Cooperation (CISAC) contributed to a Stanford news release. Although the scholars said they are skeptical of North Korea’s claim, they also said the test would have a destabilizing effect on the region.

In a Q&A, Siegfried Hecker answered nine questions, offering perspective on the situation and how the United States should respond. Hecker, a CISAC senior fellow, is a former director of the Los Alamos National Laboratory and has visited North Korea seven times since 2004.

David Straub, associate director of the Korea Program, commented on the North Korean nuclear program in an NK News article. He said the timing of the nuclear test, now the nation’s fourth, was likely only marginally influenced by external factors such as Kim Jong-un’s birthday. The primary factor is technical, he said. Straub also spoke with Yonhap News on Feb. 12. In the interview, Straub said "although the United States and the People's Republic of China certainly have differences [in dealing with the North Korean nuclear issue], they pale in comparison to U.S.-Soviet differences." 

Straub also offered, in an extended interview with South Korea's Segye Ilbo newspaper, his thoughts on Pyongyang's motivations for pursuing nuclear weapons. He argued that the appropriate policy response is to continue to increase pressure on the regime. Pressure applied by Washington is meant to convince Pyongyang that nuclear weapons will bring more cost than benefit, while holding open the door to good-faith negotiations to resolve peninsular issues.

Shorenstein APARC Associate Director for Research Daniel Sneider talked with Al Jazeera America and Slate about the developments. He said the nuclear test signified North Korea’s uneasiness and was largely an accommodation of domestic politics.

In early February, South Korea announced temporary closure of Kaesong Industrial Complex (KIC), a jointly held project with North Korea. In Chosun Ilbo newspaper, Straub argued that South Korea's closure of KIC was a necessary response to North Korea's fourth nuclear test and latest satellite rocket launch. Last June, a lively and well-equipped preschool opened in one of the poorest villages in Shaanxi province, as part of a pilot project seeking ways to improve childhood development called Nurturing the Future. The pilot is being run by the national health commission and the Rural Education Action Plan (REAP), a joint research program conducted by Shaanxi Normal University in the northwestern city of Xi'an, the Chinese Academy of Sciences and Stanford University in the U.S. state of California.

The experiment sees idle primary school classrooms and government offices in certain rural areas of Shaanxi Province converted into early childhood development centers like the one Mengjie and her grandmother visit.

The project's organizers also conducted the first study to look at how parenting practices influence the cognitive development of children in China's villages. That research, conducted from 2013 to 2015, found that the best time to have the most impact on rural children's educational performance and growth is during the first three years of life. Yue Ai, a senior researcher from Shaanxi Normal University, said data from the REAP studies of 100 rural villages across the country have consistently pointed to the same conclusion.

Many rural children start to fall behind in terms of cognitive development from an early age, said Luo Renfu, who develops the curriculum for preschools run by the project. In fact, two out of five youngsters aged 18 to 42 months showed significant delays in either cognitive or motor development, or both, the study found.

These early problems can, of course, impact children later in their education, Luo said. "One-third of rural children drop out of high school" because they can't catch up after their bad start.

A lack of parental interaction is strongly linked to developmental delays in rural babies, the study concludes. Another REAP study of over 1,400 toddlers aged 18 to 30 months found that only 5 percent of the parents tell stories to their infants and about 37 percent sang to them. None of the parents or grandparents interviewed reported talking to their babies regularly, often saying, "Why would I talk to the baby? It can't understand me yet!"

Researchers found that when parents spoke directly to their toddlers, the children experienced faster development in language and other cognitive skills. All learning after the age of three depends on this early training, Luo said.

The problem is exacerbated by the fact that millions of children in rural villages are left in the care of grandparents, who are semi-literate or too weak to care for children left by parents who move to cities to work, researchers said. One in five rural babies less than 12 months old is cared for by their grandparents, REAP researchers found. The number increases three-fold for toddlers aged 24 to 30 months.

Multiple international studies have shown that intervening in children's development during the first 1,000 days of their birth will produce the most impact at the lowest cost. Only two out of five villages in the study had a preschool for children above the age of three, and none of them had a day care for younger infants.

China spends 0.2 percent of its GDP on early childhood education and care facilities each year. This figure trails that of many developing countries, such as Argentina or Brazil, which spend 0.5 percent. Although China's education budget accounted for 4.3 percent of its national GDP in 2013, there is no specific allocation for early childhood development.

Cai Jianhua, an official at the National Health and Family Planning Commission, said setting up a preschool in every village or rural community would cost about 60 billion yuan, or 0.1 percent of GDP. Cai also suggests training some of the current family planning officials to become early education teachers.

"Even if the country uses just a fraction of the energy it spends on family planning policies to improve the quality of rural education, it will have a brighter future," said Shi Yaojiang, a professor on education at Shaanxi Normal University.

Need for Skills

The country's changing economy requires people with more advanced skills, who can learn quickly, Zhang Linxiu, a researcher at the Chinese Academy of Sciences, said.

"The job market in the future will be quite different," she said. "People who have only farming skills will have trouble competing in cities."

Industries need highly skilled workers if the country is to transition from basic manufacturing to high-end products. In the 1960s and 1970s, "the world's factories" were South Korea, Taiwan, Hong Kong, Singapore and Mexico, said Scott Rozelle, co-director of REAP.

"But by the 1980s and 1990s, as wages increased, the unskilled garment workforce gradually transformed to highly skilled workers in the technology and service sectors," he said. "In Japan, South Korea, Taiwan and Singapore, almost all workers have at least a high school diploma.

"This high-quality workforce guarantees these countries their industrial upgrade capability. In contrast, in Mexico, only 40 percent of the rural population has completed senior high school and a majority of its labor force had droped out from junior high … So the economy has lost its momentum."

A survey by Rozelle of automobile service shops in Shaanxi Province showed that 90 percent of the vocational school graduates didn't have access to the Internet. "So we have to ask what this low-skilled labor force will do in 20 years," he said.

In China, left behind kids battle a social stigma, even if their material conditions are sometimes better than that of children living in homes without migrant income. Conventional wisdon, even among grandparents, is that the grandparents of leff-behind children are not capable of raising children who succeed in school or in life.

Experts are divided on how much children being raised by grandparents are hurt, in terms of educational or even physical development — or even if there is a negative impact at all.

There are trade-offs involved in having a migrant in the family, says Scott Rozelle, professor of economics at Stanford University and co-founder of the Rural Education Action Program, which has been collecting data on children in China’s remote rural areas for a decade. He conducted one of the largest studies so far of the state of China’s rural children, both with and without parents.

The study’s findings go against the conventional wisdom. “Left behind children are not the most vulnerable in rural China,” the study’s authors write, adding they “perform equally or even better than children living with parents on the health, nutrition and education indicators we examine”.

“Anemia prevalence, height for age and weight for age . . . mathematics, Chinese and English scores, junior high school and vocational high school dropout rates . . . are the same as those among children living with their parents.” In fact, children living with parents are in slightly worse health. Mr Rozelle is not sure why. “Maybe access to more resources helps, at least in part, to offset the negative effects of the absence of parental care,” he suggests. Or maybe those who choose to migrate are more intelligent than the average villager — “and so granny is smarter too”.

Mr Rozelle’s point is not that things are just fine for left behind kids — but that both kids living with and without parents in rural areas are vulnerable, and that increasing government resources targeted to helping left behind kids, such as surrogate parenting programmes, may be misspent.

Less than four years after Mao Zedong’s death, Deng Xiaoping declared that China needed to move away from an “over-concentration of power” by an individual leader to establish a more institutionalized system of governance. Xi Jinping’s ascension to power in 2013 promised a new era of reform of the Communist Party of China (CCP), specifically intended to preserve the party’s power.  Rather than addressing governance issues, however, Xi’s actions, such as the anti-corruption campaign, have served to concentrate power in his hands, showing the weakness of political institutionalization in China after decades of collective leadership.  While decision-making processes continue to be a black box, by reclaiming the CCP’s authority over policy-making, and by chairing CCP small leading groups, Xi appears to have moved China back to Mao-style personalistic rule.   The puzzles that remain are how personalistic authoritarian rule has returned to a country characterized by a growing middle class and a modern open market economy; and what this reversion to personalistic leadership tells us about the ambiguities of institutions in communist ruling parties.  

 

Susan Shirk is the Chair of the 21st Century China Program and Research Professor at the School of Global Policy and Strategy at the University of California - San Diego. She is also director emeritus of the University of California’s Institute on Global Conflict and Cooperation (IGCC). Susan Shirk first visited China in 1971 and has been teaching, researching and engaging China diplomatically ever since. 

From 1997-2000, Shirk served as Deputy Assistant Secretary of State in the Bureau of East Asia and Pacific Affairs, with responsibility for China, Taiwan, Hong Kong and Mongolia.

In 1993, she founded, and continues to lead, the Northeast Asia Cooperation Dialogue (NEACD), a Track II forum for discussions of security issues among defense and foreign ministry officials and academics from the U.S., Japan, China, Russia, South Korea and North Korea.

Shirk's publications include her books, China:  Fragile Superpower; How China Opened Its Door: The Political Success of the PRC's Foreign Trade and Investment Reforms; The Political Logic of Economic Reform in China; Competitive Comrades: Career Incentives and Student Strategies in China; and her edited book, Changing Media, Changing China.

Shirk served as a member of the U.S. Defense Policy Board, the Board of Governors for the East-West Center (Hawaii), the Board of Trustees of the U.S.-Japan Foundation, and the Board of Directors of the National Committee on United States-China Relations. She is a member of the Trilateral Commission, the Council on Foreign Relations, and an emeritus member of the Aspen Strategy Group. Dr. Shirk received her BA in Political Science from Mount Holyoke College, her MA in Asian Studies from the University of California, Berkeley, and her PhD in Political Science from the Massachusetts Institute of Technology.

Thirty-five years after its nationwide implementation, China finally announced the end of the one-child policy in late 2015. How did this change come about? What are the demographic, economic, and social imperatives that have led to this much-delayed policy reversal? What are the historical legacies of this unprecedented birth control policy in human history, and what are the implications of this policy and China’s new demographics for China’s economy in the years to come? This presentation will address these questions and discuss in particular the roles of China’s changed demographics in its economic growth and political governance in the coming decades.

 

Feng WANG is a professor of sociology at the University of California, Irvine and at Fudan University, China, and a non-resident senior fellow of the Brookings Institution. Wang Feng is the author of several books and many articles on contemporary social and demographic changes in China, on comparative historical demography and social organization in Eurasia, and on income and social inequalities in post-socialist China.

Two leading economists on China will launch this year’s China Program Winter Colloquia Series, China's New Normal, by examining the slower growth and its implications.  Barry Naughton proactively asks “why be normal”.  Is slower growth what the economy needs to be stabilized?.  Scott Rozelle asks whether there is a hidden demographic disaster that accentuate existing human capital inequality that derail a soft landing.

 

Barry Naughton is an economist and Professor at the School of Global Policy and Strategy, at the University of California, San Diego.  Naughton has published extensively on the Chinese economy, with a focus on four interrelated areas: market transition; industry and technology; foreign trade; and Chinese political economy. His pioneering study of Chinese economic reform, Growing Out of the Plan: Chinese Economic Reform, 1978-1993 (Cambridge University Press, 1995) won the Masayoshi Ohira Memorial Prize. Dr. Naughton’s comprehensive survey, The Chinese Economy: Transitions and Growth, was published by MIT Press in 2007, and his most recent book (co-edited with Kellee Tsai), State Capitalism, Institutional Adaptation and the Chinese Miracle, has just appeared from Cambridge University Press (2015). Naughton also publishes regular quarterly analyses of China’s economic policy-making online at China Leadership Monitor. Dr. Naughton received his Ph.D. in Economics from Yale University in 1986, and is a non-resident fellow of the Brookings Institution in Washington, D.C.

 

Scott Rozelle is the Helen F. Farnsworth Senior Fellow and the co-director of the Rural Education Action Program in the Freeman Spogli Institute for International Studies at Stanford University. He received his BS from the University of California, Berkeley, and his MS and PhD from Cornell University. His research focuses almost exclusively on China and is concerned with: agriculture; the emergence and evolution of markets and other economic institutions and their implications for equity and efficiency; and the economics of poverty and inequality, with an emphasis on rural education, health and nutrition. In recognition of his outstanding achievements, Rozelle has received numerous honors and awards, including the Friendship Award in 2008, the highest award given to a non-Chinese by the Premier; and the National Science and Technology Collaboration Award in 2009 for scientific achievement in collaborative research.
