A History of the Emergence and Phenomenal Success of Memory as a Discursive-Frame
The subject of the lecture is the emergence of memory-life. I consider the early 1980s to effectively bring the twentieth century to a close. In this time of the collapse of Communism it became obvious that the Utopian experiments, based on continuous, deep state intervention on the macro-sphere, could no longer be sustained. Memory as a discursive frame became available and readily usable for anybody, for millions of people, who lost their future because they lost their past, both in the East and West, and especially in East and Central Europe. By making use of the readily available Memory frame, they managed to find a past under a new description. Memory has emerged as a tool with which to reimagine and represent both individual and collective identity. Instead of analyzing notions of individual or collective memory, I will focus my talk on the emergence of Memory as a discursive and existential frame. I will closely examine the emergence of a specific interactive type, The Survivor, The Living Memorial, who considers it as his or her obligation to bear witness to his or her refashioned, newly found past.
Synopsis
Professor Rev begins by explaining that the 20th century had led to the emergence of the science of memory. Prof. Rev shows how there is an unfortunate and unnecessary line between history and memory when in fact they should complement each other. Aiming to survey the public discourse from the mid-1980s , Prof. Rev begins his story at a time where the after effect of the Vietnam War was deeply pitted in the American psyche, there was serious alarm at the high incidents of child abuse, and fundamental critiques were being made of the typical bourgeois family. He discusses the crucial notion of trauma through the example of the work of Catherine MacKinnon in trying to associate mass rape during the Balkans conflict of the 1990s as genocide due to its attacks on sex and ethnicity. Prof. Rev also explains the intense discussions of the trauma in the section on mass rape of the U.N. archives on humanitarian violence in former Yugoslavia. To Prof. Rev, this along with other historical factors, such as the outbreak of hysteria in France in the 1970s, led to a new kind of memory born from the previously unrecognizable state called trauma and the previously unknown kind of forgetting called repression.
Prof. Rev explores how memories of atrocities are closely connected with traumatic silence, as well as the theory of how trauma can be passed onto others by listening, making trauma an intergenerational experience. The significance of such transmission has led to a belief that the history of events such as the Holocaust is better experienced than understood. Prof. Rev also examines how such historical events really came to light once communism had fallen, and there was a ready made discursive frame for the past to be made sense of. The significance of memory, in particular in Eastern Europe, was that memory was a tool of unmediated access to the past or a source of authenticity after decades of censored, centrally written history. Consequently, issues such as the Holocaust departed from being shameful taboos to a respected identity for the Jewish people. Prof. Rev explains how through memory such an identity could really be formed.
Prof. Rev also analyzes how the fall of the Soviet Union led the liberation of memories through key works such as Alice Miller’s ‘Breaking Down the Wall of Silence.’ Miller links difficult childhoods to the acts of great tyrants such as Hitler and Stalin. Prof. Rev reveals how a tough childhood stunts the growth disabling one reach the full human capacity of being able to feel inclinations such as compassion. He links this with the work of Jeffrey Mason, archivist for Freud’s archives, who emphasized that sexual, physical, and emotional violence is a tragic part of the lives of many children. Mason’s book played a serious role in the recovered memory movement. Prof. Rev brings this all together by expressing that, to him, the Holocaust is a symptom as well as a cause of repressed memories of child abuse.
In a lengthy question-and-answer session, Prof. Rev and the audience raise of a number of points. For example, Prof. Rev further explores the concept of inherited or transgenerational memory. In addition, he reiterates his concern about the clash between historians and memory scientists. Another notable point Prof. Rev addressed among a variety of others was the history of the status accorded to victims and the fraudulent behavior that may be caused by this phenomenon.
About the speaker
Istvan Rev is Professor of History and Political Science at the Central European University, Budapest, where he is also the Academic Director of the Open Society Archive. He has been a visiting faculty member at the University of California, Berkeley on several occasions. Since the early 1980s, Rev has published widely on the political cultural, and architectural history of Hungary and other Eastern bloc countries. He is the author of "Retroactive Justice" (Stanford University Press, 2005). He edited the special issue of Representations on "Monumental Histories"(1991).

Sorry States: Apologies in International Politics
What is the role of apologies in international reconciliation? Jennifer Lind finds that while denying or glorifying past violence is indeed inimical to reconciliation, apologies that prove to be domestically polarizing may be diplomatically counterproductive. Moreover, apologies were not necessary in many cases of successful reconciliation. What then is the relationship between historical memory and international reconciliation?
Jennifer Lind is Assistant Professor in the Department of Government, Dartmouth College. She received a Ph.D. in Political Science from the Massachusetts Institute of Technology, a Master's in Pacific International Affairs from the University of California, San Diego, and a B.A. from the University of California, Berkeley. Professor Lind is the author of Sorry States: Apologies in International Politics, a book that examines the effect of war memory on international reconciliation (Cornell University Press, 2008). She has also authored scholarly articles in International Security and Security Studies, and has written for wider audiences within the Atlantic and Foreign Policy. Professor Lind has worked as a consultant for RAND and for the Office of the Secretary, U.S. Department of Defense, and has lived and worked in Japan. Her current research interests include the resilience of the North Korean regime, planning for U.S. military missions in the event of North Korean collapse, energy competition and its security implications for East Asia, and democratization and stability in East Asia.

Co-ordinating Counterterrorism: Organizational Routines in the United States, France and Britain
Frank Foley, a 2008-09 Zukerman Fellow, is a postdoctoral student in international security at CISAC. His research concerns counterterrorist policy and operations, the reform of intelligence and police agencies and the increasing role of judicial and prosecutorial actors in the field of security. His PhD dissertation, currently under revision for publication, is a comparative analysis of British and French counterterrorist policies, which argues that western states' different institutional characteristics and norms in the field of security are shaping their responses to Islamist terrorism, leading to divergent approaches to a common problem. At CISAC, Frank is analyzing the co-ordination of counterterrorist agencies within the United States, France and Britain, drawing on organization theory to explain why some countries achieve higher levels of inter-agency co-operation than others. He has also written on European Union security policy and on terrorism and community conflict in Northern Ireland. Upcoming projects include a review of the terrorism and counterterrorism literature for the International Studies Association's Compendium Project and an analysis of the forces shaping international co-operation on counterterrorism at both the diplomatic and operational levels.
Frank received his PhD from the Department of Political and Social Sciences at the European University Institute in Florence, Italy, and is a graduate of the University of Cambridge (MPhil) and University College Cork (BA, MA). He worked as a journalist in Brussels and as a researcher in Northern Ireland between 2001 and 2004.
Martha Crenshaw is a senior fellow at CISAC and FSI and a professor of political science by courtesy. She was the Colin and Nancy Campbell Professor of Global Issues and Democratic Thought and professor of government at Wesleyan University in Middletown, Conn., from 1974 to 2007. Her current research focuses on innovation in terrorist campaigns, the distinction between "old" and "new" terrorism, why the United States is the target of terrorism, and the effectiveness of counterterrorism policies.
She has written extensively on the issue of political terrorism; her first article, "The Concept of Revolutionary Terrorism," was published in the Journal of Conflict Resolution in 1972. Her recent work includes "Terrorism, Strategies, and Grand Strategies," in Attacking Terrorism (Georgetown University Press), "Terrorism and Global Security," in Leashing the Dogs of War: Conflict Management in a Divided World (United States Institute of Peace Press), and "Explaining Suicide Terrorism: A Review Essay," in the journal Security Studies. She is also the editor of a projected volume, The Consequences of Counterterrorist Policies in Democracies, for the Russell Sage Foundation in New York.
She served on the Executive Board of Women in International Security and chaired the American Political Science Association (APSA) Task Force on Political Violence and Terrorism. She has also served on the Council of the APSA and is a former President and Councilor of the International Society of Political Psychology (ISPP). In 2004 ISPP awarded her its Nevitt Sanford Award for Distinguished Scientific Contribution and in 2005 the Jeanne Knutson award for service to the society. She serves on the editorial boards of the journals International Security, Orbis, Political Psychology, Security Studies, and Terrorism and Political Violence. She coordinated the working group on political explanations of terrorism for the 2005 Club de Madrid International Summit on Democracy, Terrorism and Security. She is a lead investigator with the National Center for the Study of Terrorism and the Response to Terrorism (START) at the University of Maryland, funded by the Department of Homeland Security. She was a Guggenheim Fellow in 2005-2006. She served on the Committee on Law and Justice and the Committee on Determining Basic Research Needs to Interrupt the Improvised Explosive Device Delivery Chain of the National Research Council of the National Academies of Science. She was a senior fellow at the National Memorial Institute for the Prevention of Terrorism in Oklahoma City for 2006-2007.

Why Terrorism Still Does Not Work
Max Abrahms is a PhD candidate at UCLA focusing on the interface of terrorism and international relations theory. Abrahms has published in International Security, Security Studies, Terrorism and Political Violence, Studies in Conflict and Terrorism, and Middle East Policy. Prior to coming to Stanford, Abrahms was a research associate at Harvard University's Belfer Center for Science and International Affairs; a fellow at Tel Aviv University; a fellow at the Washington Institute for Near East Policy; and a commissioned op-ed writer on Palestinian terrorism for the Los Angeles Times. He has appeared as a terrorism analyst on ABC News, Al-Arabiyya, Al-Hurra, Al-Jazeera, BBC, CBS, CNN, CNN Financial, Fox News, National Public Radio, and PBS. Abrahms is a graduate of the University of Pennsylvania (summa cum laude) and Oxford University, where he read his MPhil in International Relations.
Paul Stockton is a senior research scholar at Stanford University's Center for International Security and Cooperation (CISAC). He was formerly the associate provost at the Naval Postgraduate School in Monterey, California, and was the founding director of its Center for Homeland Defense and Security. His research focuses on how U.S. security institutions respond to changes in the threat (including the rise of terrorism), and the interaction of Congress and the Executive branch in restructuring national security budgets, policies and institutional arrangements. Stockton also serves as co-teacher of the CISAC Honors Program, which assists Stanford seniors in writing theses on international security.
Stockton joined the faculty of the Naval Postgraduate School (NPS) in August 1990. From 1995 until 2000, he served as director of NPS' Center for Civil-Military Relations. From 2000-2001, he founded and served as the acting dean of NPS' School of International Graduate Studies. He was appointed associate provost in 2001.
Stockton is the editor of Homeland Security, a graduate text to be published by Oxford University Press in 2009. Stockton serves on the editorial review board of Homeland Security Affairs, the quarterly journal he helped establish in 2005. His research has appeared in Political Science Quarterly, International Security, and Strategic Survey. He is co-editor of Reconstituting America's Defense: America's New National Security Strategy (1992). He has also published an Adelphi Paper and has contributed chapters to a number of books, including James Lindsay and Randall Ripley, eds., U.S. Foreign Policy After the Cold War (1997).
From 1986-1989 Stockton served as legislative assistant to U.S. Senator Daniel Patrick Moynihan. Stockton was Senator Moynihan's personal representative on the Senate Foreign Relations Committee, and was principal advisor to the senator on defense, intelligence, counter narcotics policy and foreign affairs. Stockton was awarded a Postdoctoral Fellowship for 1989-1990 by CISAC. During his graduate studies at Harvard, he served as a research associate at the International Institute for Strategic Studies in London.
Stockton received a bachelor's degree from Dartmouth College in 1976 and a doctorate in government from Harvard in 1986.

Rethinking Nuclear Latency: When is a State a Virtual Nuclear Weapons Power?
Abstract: Scholars and policy-makers, when seeking to predict the future of nuclear proliferation, often refer to "nuclear capable states," or "latent nuclear weapons states," or "virtual nuclear powers." There is consensus, however, about what such terms mean or how to measure a state's "nuclear latency," a condition that leads to widespread miscommunication and misunderstanding in the field. This talk reviews alternative methods for measuring "nuclear latency" in the political science and technical literatures. It provides historical evidence of the wide range of time-lines for different states to move from one state of nuclear weapons development to more advanced states of development and identifies a set of political factors (including organizational competency, ambivalent political leadership, different arsenal size ambitions) that can influence the time-lags that states experience in their nuclear weapons programs.
Scott Sagan is a professor of political science and co-director of Stanford's Center for International Security and Cooperation. He is on sabbatical in 2008-09. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as a special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon. He has also served as a consultant to the office of the Secretary of Defense and at the Sandia National Laboratory and the Los Alamos National Laboratory.
Sagan is the author of Moving Targets: Nuclear Strategy and National Security (Princeton University Press, 1989), The Limits of Safety: Organizations, Accidents, and Nuclear Weapons(Princeton University Press, 1993), and with co-author Kenneth N. Waltz, The Spread of Nuclear Weapons: A Debate Renewed (W.W. Norton, 2002). He is the co-editor of Peter R. Lavoy, Scott D. Sagan, and James L. Wirtz, Planning the Unthinkable (Cornell University Press, 2000). Sagan was the recipient of Stanford University's 1996 Hoagland Prize for Undergraduate Teaching and the 1998 Dean's Award for Distinguished Teaching. As part of CISAC's mission of training the next generation of security specialists he and Stephen Stedman founded Stanford's Interschool Honors Program in International Security Studies in 2000.
His recent articles include "How to Keep the Bomb From Iran," in Foreign Affairs (September-October 2006); "The Madman Nuclear Alert: Secrecy, Signaling, and Safety in October 1969" co-written by Jeremi Suri and published in International Security in spring 2003; and "The Problem of Redundancy Problem: Will More Nuclear Security Forces Produce More Nuclear Security?" published in Risk Analysis in 2004. The first piece warns against "proliferation fatalism" and "deterrence optimism" to argue that the United States should work to prevent Iran's pursuit of nuclear weapons by addressing the security concerns that are likely motivators for Iran's nuclear ambitions. The International Security piece looks into the events surrounding a secret nuclear alert ordered by President Nixon to determine how effective the alert was at achieving the president's goal of forcing negotiations for the end of the Vietnam War. It also questions many of the assumptions made about nuclear signaling and discusses the dangers of new nuclear powers using this technique. Sagan's article on redundancy in Risk Analysis won Columbia University's Institute for War and Peace Studies 2003 Best Paper in Political Violence prize. In this article, Sagan looks at how we should think about nuclear security and the emerging terrorist threat, specifically whether more nuclear facility security personnel increases our safety. His article, "Realism, Ethics, and Weapons of Mass Destruction" appears in Ethics and Weapons of Mass Destruction: Religious and Secular Perspectives, edited by Sohail Hashmi and Steven Lee. In addition to these works, Sagan is also finishing a collection of essays for a book tentatively entitled Inside Nuclear South Asia.

In 2022, Sagan was awarded Thérèse Delpech Memorial Award from the Carnegie Endowment for International Peace at their International Nuclear Policy Conference. In 2017, he received the International Studies Association’s Susan Strange Award which recognizes the scholar whose “singular intellect, assertiveness, and insight most challenge conventional wisdom and intellectual and organizational complacency" in the international studies community. Sagan was also the recipient of the National Academy of Sciences William and Katherine Estes Award in 2015, for his work addressing the risks of nuclear weapons and the causes of nuclear proliferation. The award, which is granted triennially, recognizes “research in any field of cognitive or behavioral science that advances understanding of issues relating to the risk of nuclear war.” In 2013, Sagan received the International Studies Association's International Security Studies Section Distinguished Scholar Award. He has also won four teaching awards: Stanford’s 1998-99 Dean’s Award for Distinguished Teaching; Stanford's 1996 Hoagland Prize for Undergraduate Teaching; the International Studies Association’s 2008 Innovative Teaching Award; and the Monterey Institute for International Studies’ Nonproliferation Education Award in 2009.
Can Hearts and Minds be Bought? The Economics of Counterinsurgency in Iraq
Jacob N. Shapiro is Assistant Professor of Politics and International Affairs at Princeton University. His primary research interests are the organizational aspects of terrorism, insurgency, and security policy. Shapiro's ongoing projects study the balance between secrecy and openness in counterterrorism, the causes of militant recruitment in Islamic countries, and the relationship between public goods provision and insurgent violence in Iraq and Afghanistan. His research has been published in International Security, International Studies Quarterly, Foreign Policy, Military Operations Research, and a number of edited volumes. Shapiro is a Harmony Fellow at the Combating Terrorism Center at the United States Military Academy. Professor Shapiro served as a Naval Reserve officer with the Office of Naval Intelligence and the Naval Warfare Development Command. On active duty he served at Special Boat Team 20 and onboard the USS Arthur W. Radford (DD-968). Ph.D. Political Science, M.A. Economics, Stanford University. Lieutenant Colonel David Ottignon is a national security affairs fellow for 2008-2009 at the Hoover Institution. LTCOL Ottignon represents the U.S. Marine Corps. Ottignon graduated from Ithaca College and was commissioned in the Marine Corps in 1987 as a combat engineer. He participated in Operation Restore Hope in Somalia, Operation Enduring Freedom in the Philippines, and most recently, in Operation Iraqi Freedom from 2007 to 2008. Other previous assignments include service in the U.S. Pacific Command, Assistant Professor of Military Science at the University of Rochester and Commanding Officer, 2d Combat Engineer Battalion, 2d Marine Division. He has earned his MBA from the Simon School, University of Rochester and a Masters in National Security and Strategic Studies from the Naval War College. Explaining Sexual Violence During Civil War
Dara Kay Cohen, the 2008-09 Zukerman Fellow, is a Ph.D. candidate in Stanford's Department of Political Science, the Teaching Assistant for CISAC's Honors Program and a 2008-09 Peace Scholar Dissertation Fellow at the United States Institute for Peace. Her dissertation, "Explaining Sexual Violence During Civil War," studies how rape was used during civil wars between 1980-99. She has completed seven months of fieldwork in Sierra Leone and East Timor, where she interviewed more than 200 ex-combatants and noncombatants. She is a 2007-2008 recipient of the National Science Foundation Doctoral Dissertation Improvement Grant.
Dara's previous research focused on the politics of homeland security, and the escalation of international military crises. Her research has appeared in the Stanford Law Review and International Security. Dara graduated with honors with an A.B. in Political Science and Philosophy from Brown University in 2001, and served as a paralegal in the Outstanding Scholars Program in the Counterterrorism Section of the U.S. Department of Justice from 2001-2003.
Benedetta Faedi is a Graduate Fellow at the Michelle Clayman Institute for Gender Research, Stanford University, and a doctoral candidate at Stanford Law School. Her work focuses on sexual violence against women in Haiti and their active involvement in armed violence. She earned her LL.B. from the University of Rome "La Sapienza," (Summa Cum Laude), a M.A. in Political Science from the University of Florence, and an LL.M. from the London School of Economics and Political Science.
