Does Border Enforcement Matter? What Mexican Migrants Can Teach Us
What has the United States accomplished with its unprecedented build-up of immigration enforcement along the U.S.-Mexico border and in the interior of the country since 1993? How has this effort shaped the migration projects of Mexicans? From the standpoint of U.S. policymakers, what has “worked,” what has not, and why? In explaining major changes in migration flows since 2007, which matters most: U.S. border enforcement or the Great Recession? In addressing these questions, Professor Cornelius will draw upon extensive fieldwork conducted in 2010 in rural Jalisco, the San Francisco Bay area, and Oklahoma City, as well as a new analysis of survey data from UCSD’s Mexican Migration Field Research and Training Program covering 2007-2010.
Wayne A. Cornelius is Co-Director, Education Programs, of the University of California’s Global Health Institute (UCGHI); Associate Director, UC Center of Expertise on Migration and Health; and a Core Faculty Member, Division of Global Public Health, School of Medicine, University of California-San Diego. He is Director Emeritus of the UCSD Center for Comparative Immigration Studies; Distinguished Professor of Political Science, Emeritus; and Theodore E. Gildred Professor of U.S.-Mexican Relations at UCSD. He is a past President of the Latin American Studies Association and an elected member of the Council on Foreign Relations (New York). One of the world's foremost experts on Mexican migration to the United States, comparative immigration policy, international migration and health, and the Mexican political system, Cornelius conducted field research in Mexico and the United States nearly every year from 1970 to 2009. His latest among more than 280 publications on migration is a book titled Mexican Migration and the U.S. Economic Crisis: A Transnational Perspective.

Second and Third Generation Human Rights in Africa: Ethics of Healthcare Workforce Maldistribution -- Zimbabwe as a Case Study
Building on the foundation of 2009-10 workshop Legalizing Human Rights in Africa, the 2010-11 interdisciplinary research workshop will extend the examination of human rights discourse and institutions in Africa to broader questions around second and third generation rights. The workshop will canvas human rights insights from a broad sweep of disciplinary expertise, such as history, science, engineering anthropology, sociology, philosophy, law and political science. The goal of the workshop is to broaden human rights scholarship beyond single disciplinary domains.
Because the field of second and third generation human rights is broad, we have narrowed the discussion topics to the most urgent ones that are well suited to interdisciplinary analysis by anticipated workshop participants. Initial sessions will lay the foundation for the generational framework of human rights in Africa and the recent progression beyond civil and political rights. The workshop will proceed to discuss a wide range of the most significant and timely second and third generation human rights challenges in Africa.

Economic and Social Implications of Population Aging in Asia
How will population aging impact the economies and social protection systems of Japan, South Korea, China, and India? This colloquium showcases research addressing that question by contributors to a new Shorenstein APARC book, Aging Asia, co-edited by Karen Eggleston and Shripad Tuljapurkar. Dr. Bloom discusses how aging of the baby boom generation, declines in fertility rates, and an increase in life expectancy imply several changes for the economies of the region. Notwithstanding the potential challenges, Bloom argues that population aging may have less of a negative effect on economic growth than some have predicted. Bloom will also discuss the longitudinal aging study in India.
David Bloom is Clarence James Gamble Professor of Economics and Demography at Harvard University, Chair of the Department of Global Health and Population at the Harvard School of Public Health, and Director of Harvard University’s Program on the Global Demography of Aging (funded by the National Institute of Aging). He is Research Associate at the National Bureau of Economic Research, where he serves as a member of three research programs: Labor Studies, Aging, and Health Economics. He co-chairs the Public Policy Committee of the American Foundation for AIDS Research. Bloom received a B.S. in Industrial and Labor Relations from Cornell University in 1976, an M.A. in Economics from Princeton University in 1978, and a Ph.D. in Economics and Demography from Princeton University in 1981.

The Global Challenge of Antimicrobial Resistance: Insights from Economic Analysis
The prevalence of antimicrobial resistance (AR) limits the therapeutic options for treatment of infections, and increases the social benefit from disease prevention. Like an environmental resource, antimicrobials require stewardship. The effectiveness of an antimicrobial agent is a global public good. We argue for greater use of economic analysis as an input to policy discussion about AR, including for understanding the incentives underlying health behaviors that spawn AR, and to supplement other methods of tracing the evolution of AR internationally. Ambassador Susan Rice: Fight poverty and fundamental inequalities
When Susan Rice graduated from Stanford in 1986, the Soviet Union was a formidable foe, China barely registered on the global economic scene and the first computer laptops – weighing in at 12 pounds each – were just hitting the market.
And if someone had told her that she'd serve in the Cabinet of the country's first black president as ambassador to the United Nations, "I would've asked them what they were smoking."
But in her remarks delivered during Stanford University's 119th Commencement on Sunday, Rice put the advances of the past 24 years in perspective. She called the fight against global poverty "not only one of the great moral challenges of all time, but also one of the great national security challenges of our time."
"The planet is still divided by fundamental inequalities," she said. "Some of us live in peace, freedom and comfort while billions are condemned to conflict, poverty and repression. These massive disparities erode our common security and corrode our common humanity."
While she did not discuss any specifics of her role as the country's ambassador to the United Nations or the organization's recent move to impose a fourth round of sanctions on Iran, Rice did talk about the link between poverty and security.
"When a country is wracked by war or weakened by want, its people
suffer first. But poor and fragile states can incubate
threats that spread far beyond borders – terrorism, pandemic disease,
nuclear proliferation, criminal networks, climate change, genocide and
more. In our interconnected age, a threat to development anywhere is a
threat to security everywhere."

Rice's address marked a very public return to Stanford. She graduated with a bachelor's in history from the university as a junior Phi Beta Kappa and Truman Scholar in 1986.
She was confirmed as ambassador to the United Nations in 2009 after being nominated by President Obama. It was a job that followed her role as Obama's senior adviser for national security affairs during his presidential campaign in 2007 and 2008. Before that, she served as the country's assistant secretary of state for African affairs and as a special assistant to President Clinton. She was also a senior director for African affairs at the National Security Council.
During a trip to a displaced persons camp in war-torn Angola in 1995, Rice saw firsthand the global poverty she talked about on Sunday. Of all the people she saw in the camp, she said one of her most striking memories is the smile she received from a malnourished little boy when she gave him her baseball cap.
But she's haunted by thoughts of what may have happened to him.
"I had to leave that camp," she said. "And when I did, I left that little boy in hell. I like to think, and I sure hope, that kid is OK. But he could well have become one of the 9 million children under the age of 5 who die each year from preventable and treatable afflictions."
And that boy, she said, should be a symbol to Stanford's graduates of the challenges that face them and the good they can do in the world.
"That little boy's future is tied to ours," she said. "Our security is ultimately linked to his well-being. So we must shape the world he deserves."
Rice's weighty remarks still left room for graduation levity. And the student procession – known as the Wacky Walk – showcased much of it.
The graduates hit the field of Stanford Stadium with balloons and signs thanking mom and dad. They were dressed as Egyptian kings and Vikings, wizards and butterflies. Some wore bathing suits and flowing togas. Others covered up with costumes paying homage to the pop culture past of Pac-Man, as well as more timeless pursuits like dominoes and poker.
It was a final blast of carefree fun for college students about to contend with an uncertain job market.
"We have everything we need on campus," said Tyler Porras, a graduating biology major who took to the field with a bolo tie and black cowboy hat. "Now it's off to the real world where you need to find a job."
The ceremony marked the award of 1,722 bachelor's degrees, 2,100 master's degrees and 980 doctoral degrees.
Departmental honors were awarded to 365 seniors, and 272 graduated with university distinction. Another 74 graduated with multiple majors and 33 received dual bachelor's degrees. There were 110 graduates receiving both bachelor's and master's degrees.
Among international students, there were 102 undergraduates from 45 countries other than the United States, and 955 graduate students from 75 foreign countries.
"As you leave Stanford, I hope you carry a deep appreciation of the values and traditions that are everlasting, as well as a willingness to be bold and to approach challenges with a fresh perspective," Stanford President John Hennessy told the graduates.
The day also gave parents a time to beam and brag.
"These kids have the potential to contribute so much to the world," said Tim Roake, whose daughter, Caitlin Roake, is graduating as a biology major and is planning to join the Peace Corps.
Roake and his wife, Kathleen Gutierrez, had front-row seats in the stadium bleachers next to Dave and Lori Gaskin. Their son, Greg, has been dating Caitlin Roake since their freshman year.
"The last four years for Greg have been such an enriching experience from an academic perspective but also on a personal level," Lori Gaskin said. "I attribute that not only to the university but the wonderful people he's met and the relationships he's made."
Escaping the 'Half-pipe of Doom:' Is the IPCC Model Transferable to Issues of Safety and Security of Biotechnology?
Exponential advances in the life sciences, particularly in the realm of biotechnology, have been held to raise the classic concerns of "dual-use" research: the same technologies that propel scientific advances critical to human health, the environment and economic growth also could be misused to develop biological weapons, including for bioterrorism. However, there is significant disagreement as to whether this depiction appropriately frames the nature of the problem. Some scientists have characterized the prevailing policy discourse on the life sciences as the "half-pipe of doom," a bipolar approach that artificially disaggregates and decontextualizes the promise and peril of advances in the life sciences. The panel will discuss proposals to address such concerns, focusing on whether the Intergovernmental Panel on Climate Change (IPCC) offers a transferable model of scientific and policy consensus-building for issues of safety and security of biotechnology.
Stephen J. Stedman joined CISAC in 1997 as a senior research scholar, and was named a senior fellow at FSI and CISAC and professor of political science (by courtesy) in 2002. He served as the center's acting co-director for the 2002-2003 academic year. Currently he directs the Ford Dorsey Program in International Policy Studies at Stanford and CISAC's Interschool Honors Program in International Security Studies. His current research addresses the future of international organizations and institutions, an area of study inspired by his recent work at the United Nations. In the fall of 2003 he was recruited to serve as the research director of the U.N. High-Level Panel on Threats, Challenges and Change. Upon completion of the panel's report, A More Secure World: Our Shared Responsibility, Annan asked Stedman to stay on at the U.N. as a special advisor with the rank of assistant secretary-general, to help gain worldwide support in implementing the panel's recommendations. Following the U.N. world leaders' summit in September 2005, during which more than 175 heads of state agreed upon a global security agenda developed from the panel's work, Stedman returned to CISAC. Before coming to Stanford, Stedman was an associate professor of African studies at the Johns Hopkins University School of Advanced International Studies in Washington, D.C. He has served as a consultant to the United Nations on issues of peacekeeping in civil war, light weapons proliferation and conflict in Africa, and preventive diplomacy. In 2000 Scott Sagan and he founded the CISAC Interschool Honors Program in International Security Studies. Stedman received his PhD in political science from Stanford University in 1988.

He was Commissioner of the US Food and Drug Administration from 1977-79. Drew Endy is a synthetic biologist with the Stanford Department of Bioengineering. He was a junior fellow and later an assistant professor in the Department of Biological Engineering at MIT prior to coming to Stanford in September 2008 as an assistant professor in the Department of Bioengineering. Endy's research focus is on synthetic biology. With researchers at MIT he works on the engineering of standardized biological components, devices, and parts, collectively known as "BioBricks." He is one of several founders of the Registry of Standard Biological Parts, and invented an abstraction hierarchy for integrated genetic systems. Endy is known for his opposition to limited ownership and supports free access to genetic information. He has been one of the early promoters of open-source biology, and helped to start the Biobricks Foundation, a non-profit supporting open-source biology.
Tarun Chhabra is a JD candidate and Paul and Daisy Soros Fellow at Harvard Law School, and a doctoral candidate in international relations at Oxford University. Tarun previously worked in the Executive Office of UN Secretary-General Kofi Annan, and on the staff of Annan's High-level Panel on Threats, Challenges and Change. He also served as a consultant-advisor to the Norwegian Foreign Ministry on nuclear non-proliferation and disarmament initiatives. He was a Fulbright Scholar in Russia at the Moscow State Institute for International Relations (MGIMO) and received a Marshall Scholarship to study at Merton College, Oxford, where he earned a MPhil in international relations and was an instructor in international relations at Stanford House. He holds a BA from Stanford University, where he worked at the Martin Luther King, Jr., Papers Project and was in the honors program at CISAC. Chris Field is the founding director of the Carnegie Institution's Department of Global Ecology, Professor of Biology and Environmental Earth System Science at Stanford University, and Faculty Director of Stanford's Jasper Ridge Biological Preserve. He also is co-chair of Working Group 2 of the Intergovernmental Panel on Climate Change (IPCC) and will lead the fifth assessment report on climate change impacts, adaptation, and vulnerability. The author of more than 200 scientific publications, Field’s research emphasizes impacts of climate change, from the molecular to the global scale. Field’s work with models includes studies on the global distribution of carbon sources and sinks, and studies on environmental consequences of expanding biomass energy. Field has served on many national and international committees related to global ecology and climate change and was a coordinating lead author for the fourth assessment report of the Intergovernmental Panel on Climate Change. Field has testified before House and Senate committees and has appeared on media from NPR “Science Friday” to BBC “Your World Today”. He is a member of the US National Academy of Sciences. Field received his PhD from Stanford in 1981 and has been at the Carnegie Institution for Science since 1984.

Stephen Stedman is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) and the Center on Democracy, Development and the Rule of Law (CDDRL), an affiliated faculty member at CISAC, and professor of political science (by courtesy) at Stanford University. He is director of CDDRL's Fisher Family Honors Program in Democracy, Development and Rule of Law, and will be faculty director of the Program on International Relations in the School of Humanities and Sciences effective Fall 2025.
In 2011-12 Professor Stedman served as the Director for the Global Commission on Elections, Democracy, and Security, a body of eminent persons tasked with developing recommendations on promoting and protecting the integrity of elections and international electoral assistance. The Commission is a joint project of the Kofi Annan Foundation and International IDEA, an intergovernmental organization that works on international democracy and electoral assistance.
In 2003-04 Professor Stedman was Research Director of the United Nations High-level Panel on Threats, Challenges and Change and was a principal drafter of the Panel’s report, A More Secure World: Our Shared Responsibility.

Chris Field is the Perry L. McCarty Director of the Stanford Woods Institute for the Environment.
His research focuses on climate change, ranging from work on improving climate models, to prospects for renewable energy systems, to community organizations that can minimize the risk of a tragedy of the commons.
Field has been deeply involved with national and international scale efforts to advance science and assessment related to global ecology and climate change. He served as co-chair of Working Group II of the Intergovernmental Panel on Climate Change from 2008-2015, where he led the effort on the IPCC Special Report on “Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation” (2012) and the Working Group II contribution to the IPCC Fifth Assessment Report (2014) on Impacts, Adaptation, and Vulnerability.
Field assumed leadership of the Stanford Woods Institute for the Environment in September 2016. His other appointments at Stanford University include serving as the Melvin and Joan Lane Professor for Interdisciplinary Environmental Studies in the School of Humanities and Sciences; Professor of Earth System Science in the School of Earth, Energy & Environmental Sciences; and Senior Fellow with the Precourt Institute for Energy. Global meat production has tripled in the past three decades and could double its present level by 2050, according to a new report on the livestock industry by an international team of scientists and policy experts. The impact of this "livestock revolution" is likely to have significant consequences for human health, the environment and the global economy, the authors conclude.
"The livestock industry is massive and growing," said Harold A. Mooney, co-editor of the two-volume report, Livestock in a Changing Landscape (Island Press). Mooney is a professor of biology, senior fellow at the Woods Institute for the Environment and senior fellow at FSI, by courtesy.
"This is the first time that we've looked at the social, economic, health and environmental impacts of livestock in an integrated way and presented solutions for reducing the detrimental effects of the industry and enhancing its positive attributes," he said.
Among the key findings in the report are:
- More than 1.7 billion animals are used in livestock production worldwide and occupy more than one-fourth of the Earth's land.
- Production of animal feed consumes about one-third of total arable land.
- Livestock production accounts for approximately 40 percent of the global agricultural gross domestic product.
- The livestock sector, including feed production and transport, is responsible for about 18 percent of all greenhouse gas emissions worldwide.
Although about 1 billion poor people worldwide derive at least some part of their livelihood from domesticated animals, the rapid growth of commercialized industrial livestock has reduced employment opportunities for many, according to the report. In developing countries, such as India and China, large-scale industrial production has displaced many small, rural producers, who are under additional pressure from health authorities to meet the food safety standards that a globalized marketplace requires.
Beef, poultry, pork and other meat products provide one-third of humanity's protein intake, but the impact on nutrition across the globe is highly variable, according to the report. "Too much animal-based protein is not good for human diets, while too little is a problem for those on a protein-starved diet, as happens in many developing countries," Mooney noted.
While overconsumption of animal-source foods - particularly meat, milk and eggs - has been linked to heart disease and other chronic conditions, these foods remain a vital source of protein and nutrient nutrition throughout the developing world, the report said. The authors cited a recent study of Kenyan children that found a positive association between meat intake and physical growth, cognitive function and school performance.
Human health also is affected by pathogens and harmful substances transmitted by livestock, the authors said. Emerging diseases, such as highly pathogenic avian influenza, are closely linked to changes in the livestock production but are more difficult to trace and combat in the newly globalized marketplace, they said.
Environmental impacts
The livestock sector is a major environmental polluter, the authors said, noting that much of the world's pastureland has been degraded by grazing or feed production, and that many forests have been clear-cut to make way for additional farmland. Feed production also requires intensive use of water, fertilizer, pesticides and fossil fuels, added co-editor Henning Steinfeld of the United Nations Food and Agriculture Organization (FAO).
Animal waste is another serious concern. "Because only a third of the nutrients fed to animals are absorbed, animal waste is a leading factor in the pollution of land and water resources, as observed in case studies in China, India, the United States and Denmark," the authors wrote. Total phosphorous excretions are estimated to be seven to nine times greater than that of humans, with detrimental effects on the environment.
The beef, pork and poultry industries also emit large amounts of carbon dioxide, methane and other greenhouse gases, Steinfeld said, adding that climate-change issues related to livestock remain largely unaddressed. "Without a change in current practices, the intensive increases in projected livestock production systems will double the current environmental burden and will contribute to large-scale ecosystem degradation unless appropriate measures are taken," he said.

The report concludes with a review of various options for introducing more environmentally and socially sustainable practices to animal production systems.
"We want to protect those on the margins who are dependent on a handful of livestock for their livelihood," Mooney said. "On the other side, we want people engaged in the livestock industry to look closely at the report and determine what improvements they can make."
One solution is for countries to adopt policies that provide incentives for better management practices that focus on land conservation and more efficient water and fertilizer use, he said.
But calculating the true cost of meat production is a daunting task, Mooney added. Consider the piece of ham on your breakfast plate, and where it came from before landing on your grocery shelf. First, take into account the amount of land used to rear the pig. Then factor in all the land, water and fertilizer used to grow the grain to feed the pig and the associated pollution that results.
Finally, consider that while the ham may have come from Denmark, where there are twice as many pigs as people, the grain to feed the animal was likely grown in Brazil, where rainforests are constantly being cleared to grow more soybeans, a major source of pig feed.
"So much of the problem comes down to the individual consumer," said co-editor Fritz Schneider of the Swiss College of Agriculture (SHL). "People aren't going to stop eating meat, but I am always hopeful that as people learn more, they do change their behavior. If they are informed that they do have choices to help build a more sustainable and equitable world, they can make better choices."
Livestock in a Changing Landscape is a collaboration of the FAO, SHL, Woods Institute for the Environment, International Livestock Research Institute (ILRI), Scientific Committee for Problems of the Environment (SCOPE), Agricultural Research Center for International Development (CIRAD), and Livestock, Environment and Development Initiative (LEAD).
