The ability to inventory and map soil salinity at regional scales remains a significant challenge to scientists concerned with the salinization of agricultural soils throughout the world. Previous attempts to use satellite or aerial imagery to assess soil salinity have found limited success in part because of the inability of methods to isolate the effects of soil salinity on vegetative growth from other factors. This study evaluated the use of Moderate Resolution Imaging Spectroradiometer (MODIS) imagery in conjunction with directed soil sampling to assess and map soil salinity at a regional scale (i.e., 10-105 km2) in a parsimonious manner. Correlations with three soil salinity ground truth datasets differing in scale were made in Kittson County within the Red River Valley (RRV) of North Dakota and Minnesota, an area where soil salinity assessment is a top priority for the Natural Resource Conservation Service (NRCS). Multi-year MODIS imagery was used to mitigate the influence of temporally dynamic factors such as weather, pests, disease, and management influences. The average of the MODIS enhanced vegetation index (EVI) for a 7-yr period exhibited a strong relationship with soil salinity in all three datasets, and outperformed the normalized difference vegetation index (NDVI). One-third to one-half of the spatial variability in soil salinity could be captured by measuring average MODIS EVI and whether the land qualified for the Conservation Reserve Program (a USDA program that sets aside marginally productive land based on conservation principles). The approach has the practical simplicity to allow broad application in areas where limited resources are available for salinity assessment.

Higher growing season temperatures can have dramatic impacts on agricultural productivity, farm incomes, and food security. We used observational data and output from 23 global climate models to show a high probability (>90%) that growing season temperatures in the tropics and subtropics by the end of the 21st century will exceed the most extreme seasonal temperatures recorded from 1900 to 2006. In temperate regions, the hottest seasons on record will represent the future norm in many locations. We used historical examples to illustrate the magnitude of damage to food systems caused by extreme seasonal heat and show that these short-run events could become long-term trends without sufficient investments in adaptation.
On December 1, 2009 the Treaty of Lisbon entered into force, bringing to an end eight years of discussions on treaty reforms in the European Union (EU). It included many of the institutional reforms that were originally part of the proposed EU Constitution, voted down by voters in France and the Netherlands in 2005. The Treaty of Lisbon could potentially be one of the most important EU treaties, depending on whether, for example, the newly created permanent European Council Presidency will manage to assert its authority and whether the Parliament will succeed at imposing its interpretation of the treaties. The objectives of this seminar are twofold. First, it will present an overview of the most important political and institutional reforms of the Treaty of Lisbon, and discuss its implications. Second, it will focus on EU trade policy and study how the Treaty of Lisbon will affect it. Trade policy is a good policy area to analyze, because it is one of the areas in which the EU’s powers are most extensive, and because the Parliament acquired new powers in this area, as it did in many other policy domains. Procedurally trade policy differs significantly from other EU policies: the Commission negotiates trade agreements based on mandates it receives from the Council. Agreements need final approval from the Council and, since December, the Parliament. The seminar will present a political-economic analysis of EU trade policy, analyze the role of the mandate, and study the implications of the increased role of the Parliament.
Christophe Crombez is a specialist of European Union (EU) politics and business-government relations in Europe. His research focuses on EU institutions, the institutions' impact on EU policies under alternative procedural arrangements, EU institutional reform, lobbying in the EU, and electoral laws and their consequences for voter representation, party politics and government formation.
Crombez has been at the Forum on Contemporary Europe (FCE) at the Freeman Spogli Institute for International Studies at Stanford University as a visiting professor since 1999. At FCE he organizes seminars and other events on European Union politics and economics and European political systems. Crombez is also visiting professor at Stanford's Graduate School of Business, where he teaches a course on Politics and Business in Europe. He also teaches in the International Relations Program.
Furthermore, Crombez is professor of political economy and strategy at the University of Leuven in Belgium. He has been teaching in Leuven's business and economics department since 1994. His teaching responsibilities include political business strategy and applied game theory.

Professor Crombez first highlights key characteristics of the EU treaty system: each iteration of the treaty increases European integration; the growth of majority voting promotes smoother decision making; and every new treaty requires compromise between member states, and between political factions within the EU. Crombez then outlines changes in the Lisbon Treaty, including new policy areas for cooperation such as climate change, space policy, sports, judicial and police cooperation, and homeland security. The treaty establishes the European External Action Service, a kind of European diplomatic corps. Majority voting has been implemented in 68 new policy areas, including transport policy, immigration policy, and social security for migrant workers. The treaty grants significant new power to Parliament in multiple policy areas, and creates a permanent EU presidency. Progress has not been smooth, however: the Lisbon Treaty was voted down by Ireland in 2008 (before later being ratified), and much progress on actual policy is slowed by the reluctance of member state representatives to vote against the views of their constituents. Areas for optimism, Crombez explains, include two clauses that enable progress without a change to the treaty:
1. Passerelle Clause: 8 articles outlining new policy areas previously requiring unanimous decisions which can now be decided through majority voting, except on defense-related issues.
2. Flexibility Clause: decisions can now be made on issues where the EU lacks explicit authority if those issues promote the goals of the treaty. Unanimity is required, but not a formal change of the treaty.
Professor Crombez then turns his focus to trade policy under the Lisbon Treaty. An important change is that Parliament now has the option of codecision, in addition to the existing procedure of consultation (where the Council approves the Commission's proposal by unanimous decision). Codecision, in contrast, allows for qualified majority voting - leading the Commission to propose policies it may not think are ideal but which will more likely pass. In this way, Crombez feels codecision has made EU trade policy resemble US trade policy, wherein the executive branch may desire more liberal policies than what the legislature will accept. Crombez predicts this system may "lower the bar" and lead to more protectionist trade policies.

Christophe Crombez is a political economist who specializes in European Union (EU) politics and business-government relations in Europe. His research focuses on EU institutions and their impact on policies, EU institutional reform, lobbying, party politics, and parliamentary government.
Crombez is Senior Research Scholar at The Europe Center at the Freeman Spogli Institute for International Studies at Stanford University (since 1999). He teaches Introduction to European Studies and The Future of the EU in Stanford’s International Relations Program, and is responsible for the Minor in European Studies and the Undergraduate Internship Program in Europe.
Furthermore, Crombez is Professor of Political Economy at the Faculty of Economics and Business at KU Leuven in Belgium (since 1994). His teaching responsibilities in Leuven include Political Business Strategy and Applied Game Theory. He is Vice-Chair for Research at the Department for Managerial Economics, Strategy and Innovation.

Berkeley and Stanford - Climate change could increase the likelihood of civil war in sub-Saharan Africa by over 50 percent within the next two decades, according to a new study led by a team of researchers at University of California, Berkeley, Stanford University, New York University and Harvard University, and published in today's (Monday, Nov. 23) online issue of the journal Proceedings of the National Academy of Sciences (PNAS).
The study provides the first quantitative evidence linking climate change and the risk of civil conflict. It concludes by urging accelerated support by African governments and foreign aid donors for new and/or expanded policies to assist with African adaptation to climate change.
"Despite recent high-level statements suggesting that climate change could worsen the risk of civil conflict, until now we had little quantitative evidence linking the two," said Marshall Burke, the study's lead author, a graduate student at UC Berkeley's Department of Agricultural and Resource Economics, and research associate at the Program on Food Security and the Environment. "Unfortunately, our study finds that climate change could increase the risk of African civil war by over 50 percent in 2030 relative to 1990, with huge potential costs to human livelihoods."
"We were definitely surprised that the linkages between temperature and recent conflict were so strong," said Edward Miguel, professor of economics at UC Berkeley and faculty director of UC Berkeley's Center for Evaluation for Global Action. "But the result makes sense. The large majority of the poor in most African countries depend on agriculture for their livelihoods, and their crops are quite sensitive to small changes in temperature. So when temperatures rise, the livelihoods of many in Africa suffer greatly, and the disadvantaged become more likely to take up arms."
Understanding the causes and consequences of civil strife in much of the African continent has been a major focus of the social sciences for decades, said Miguel, given the monumental suffering has resulted from it.
In the study, the researchers first combined historical data on civil wars in sub-Saharan Africa with rainfall and temperature records across the continent. They found that between 1980 and 2002, civil wars were significantly more likely in warmer-than-average years, with a 1 degree Celsius increase in temperature in a given year raising the incidence of conflict across the continent by nearly 50 percent.
Building on this historical relationship between temperature and conflict, the researchers then used projections of future temperature and precipitation change to quantify future changes in the likelihood of African civil war. Based on climate projections from 20 global climate models, the researchers found that the incidence of African civil war could increase 55 percent by 2030, resulting in an additional 390,000 battle deaths if future wars are as deadly as recent wars.
All climate models project rising temperatures in coming decades, said David Lobell, study co-author and an assistant professor of environmental earth system science at Stanford and center fellow at Stanford's Program on Food Security and the Environment, a joint program of the Freeman Spogli Institute for International Studies and the Woods Institute for the Environment.
"On average, the models suggest that temperatures over the African continent will increase by a little over 1 degree Celsius by 2030," he added. "Given the strong historical relationship between temperature rise and conflict, this expected future rise in temperature is enough to cause big increases in the likelihood of conflict."
To confirm that this projection was not the result of large effects in just a few countries or due to overreliance on a particular climate model, the researchers recalculated future conflict projections using alternate data. "No matter what we tried - different historical climate data, different climate model projections, different subsets of the conflict data - we still found the same basic result," said Lobell.
It's easy to think of climate change as a long way off, said the researchers, but their study shows how sensitive many human systems are to small increases in temperature, and how fast the negative impacts of climate change could be felt.
"Our findings provide strong impetus to ramp up investments in African adaptation to climate change, for instance by developing crop varieties less sensitive to extreme heat and promoting insurance plans to help protect farmers from adverse effects of the hotter climate," said Burke.
Applying findings from this study could prove useful to policy makers at the upcoming Copenhagen negotiations in December in determining both the speed and magnitude of response to climate change, the authors said.
"If the sub-Saharan climate continues to warm and little is done to help its countries better adapt to high temperatures, the human costs are likely to be staggering," said Burke.
Armed conflict within nations has had disastrous humanitarian
consequences throughout much of the world. Here we undertake the first
comprehensive examination of whether global climate change will exacerbate
armed conflict in sub-Saharan Africa. We find strong historical linkages
between civil war and temperature on the continent, with warmer years leading
to significant increases in the likelihood of war. When combined with climate
model projections of future temperature trends, this historical response to
temperature suggests a roughly 60% increase in armed conflict incidence by
2030, or an additional 390,000 battle deaths if future wars are as deadly as
recent wars. Our results suggest
an urgent need to reform African governments' and foreign aid donors' policies
to deal with rising temperatures.

Since that time he has served as the Agricultural Development Council representative at the University of the Philippines, Los Banos from 1982-85, and as assistant, associate and full professor in the Department of Agricultural and Consumer Economics, University of Illinois, Urbana-Champaign from 1985 to 2008. He is now an agricultural economist at the International Food Policy Research Institute (IFPRI) in Washington, DC specializing in climate change.
