Julia Dahlvik is a sociologist and interpreter. She earned her PhD in Sociology in 2014 as an external fellow to the Initiative College "Empowerment through Human Rights" (Ludwig Boltzmann Institute Human Rights) at the University of Vienna. Her thesis investigated everyday professional and bureaucratic practices of administrating asylum applications in Austria and was honored with the Dissertation Prize for Migration Research of the Austrian Academy of Science and the Dissertation Prize of the Austrian Sociological Association. She is currently editing her thesis into a publication Inside Asylum Bureaucracy with IMISCOE Springer.

Julia currently holds a lecturer position at the University of Vienna and is a project researcher at the Austrian Academy of Science in a project on "Interethnic Coexistence in European Cities". Before that, she coordinated a project on "Health Literacy of Migrants in Austria" at the Ludwig Boltzmann Institute Health Promotion Research. From 2009 to 2014, she coordinated the "Platform on Migration and Integration Research" at the University of Vienna. Julia is the local program coordinator for the Research Committee Sociology of Law for the ISA Forum 2016.

Americans think of South Korea as one of the most pro-American of countries, but in fact many Koreans hold harsh and conspiratorial views of the United States. If not, why did a single U.S. military traffic accident in 2002 cause hundreds of thousands of Koreans to take to the streets for weeks, shredding and burning American flags, cursing the United States, and harassing Americans? Why, too, the death threats against American athlete Apolo Ohno and massive cyberattacks against the United States for a sports call made at the Utah Winter Olympics by an Australian referee? 

These are just two of the incidents detailed in David Straub’s book, the story of an explosion of anti-Americanism in South Korea from 1999 to 2002. Straub, a Korean-speaking senior American diplomat in Seoul at the time, reviews the complicated history of the United States’ relationship with Korea and offers case studies of Korean anti-American incidents during the period that make clear why the outburst occurred, how close it came to undermining the United States’ alliance with Korea, and whether it could happen again.   

Anti-Americanism in Democratizing South Korea is recommended reading for officials, military personnel, scholars, students, and business people interested in anti-Americanism, U.S.-Korean relations, and U.S. foreign policy and military alliances.

David Straub has been associate director of the Korea Program at Stanford University’s Walter H. Shorenstein Asia-Pacific Research Center since 2008, following a thirty-year diplomatic career focused on U.S. relations with Korea and Japan.

About the Topic: How do school narratives in history and civics textbooks negotiate the competing demands of promoting a sense of national belonging and social stability, on the one hand, while simultaneously legitimating drastic overhauls in state structure and ideology, on the other hand? In this talk, Michaels focuses on the use and frequency of what she calles primordial tropes of blood, land, and graves in Slovak history textbooks across these multiple regimes. She illustrates how these tropes promote an exclusionary concept of the nation, positing non-Christians and non-Slavs as eternal outsiders. Moreover, Michaels evidences the persistence of these primordial tropes in school texts even during periods of democratization, revealing a discordant lamination of exclusive, ethnic narratives on top of declarations of human rights and liberal democratic values. Michaels argues that this narrative dissonance presents a rich opportunity for educators to guide students in the kind of historical inquiry that would foster critical civic consciousness and, thus, positively contribute to a democratic, multicultural society (Wineburg, 2002; Callan, 2004).

About the Speaker: Deborah Michaels is an Assistant Professor of Education at Grinnell College. She earned her B.S. at Cornell University and her M.A. and Ph.D. in Educational Foundations and Policy at the University of Michigan. Her research focuses on national identity politics and the exclusion of minorities in schooling. She is currently working on a book project tentatively titled Revising the Nation: Citizenship and Belonging in Slovak Schooling, 1910-2010. She is a co- editor and author in three special journal issues (2011-2012) dedicated to investigating how schools teach the Holocaust in post-socialist Europe. Deborah has been conducting research since 2009 with Native Americans on how to make history teaching more inclusive of indigenous peoples’ perspectives.

Abstract: Governments around the world have been targeting and killing individuals to prevent them from committing terror attacks or other atrocities. They use this method secretly, sometimes without even taking responsibility for such operations, and without making public most of the relevant information: who is being targeted and what are the criteria for targeting individuals, what evidence is used to make targeting decisions, and what procedures are adopted to identify mistakes or misuse of this method. Recently released documents, such as the U.S. Department of Justice Drone Memo (analyzing lethal operations against U.S. citizen Anwar Al-Aulaqi), the more general White Paper on targeted killings of US citizens, or the Report of the Israeli Special Investigatory Commission on the targeted killing of Salah Shehadeh, shed some light on otherwise highly secretive decision-making processes, thereby introducing to the public debate important information previously unavailable. At the same time, in revealing only a small amount of relevant information, they emphasize the thick veil of secrecy that still surrounds the discussions in this field. Moreover, the information that is available demonstrates the vague nature of the relevant rules; the security-oriented implementation of these rules; and the inadequacy of current oversight mechanisms of targeted killing operations. These challenges to a process designed to take human lives emphasize the need to develop effective and independent accountability mechanisms, with powers to investigate high-level policymakers as well as operational-level decision-makers. This policy-paper proposes concrete solutions to the main weaknesses of the current legal framework: it narrowly (and clearly) defines legal terms such as ‘imminent threat,’ ‘feasibility,’ and ‘last resort’; it develops an activity-based test for determinations on direct participation in hostilities; it designs an independent ex post review mechanism; and it calls for governmental transparency and meaningful oversight. Most importantly, it promotes a targeted killing policy that protects civilians from both terror and counter-terror attacks.

About the Speaker: Shiri Krebs is a JSD Candidate at Stanford Law School, specializing in international criminal and humanitarian law. She was recently awarded the Christiana Shi Stanford Interdisciplinary Graduate Fellowship in International Studies and is a Law and International Security Predoctoral Fellow at Stanford Center on International Security and Cooperation (CISAC).

Her doctoral dissertation focuses on war crimes investigations and fact-finding during armed conflicts. This interdisciplinary research project combines theories and methods from law, psychology, sociology and political science, including online survey experiments.

From 2005 to 2010 Shiri served as legal advisor on international law matters in the Chief-Justice's chambers, the Israeli Supreme Court. During that time she has taught public international law at the Hebrew University of Jerusalem, a teaching assistantship which granted her the Dean's award for excellent junior faculty members, as well as 'best teacher' award. After leaving the Supreme Court, Shiri joined the Israeli Democracy Institute as a researcher, working on 'Terrorism and Democracy' projects, and publishing frequent op-eds in various newspapers and blogs.

In September 2010 Shiri started her graduate studies at Stanford Law School. Her Masters thesis - an empirical analysis of preventive detention cases - was presented in several international conferences and has won the Steven M. Block Civil Liberties Award. 

In 2012, while working on her dissertation, Shiri was appointed as a Teaching Scholar at Santa Clara University School of Law, teaching international criminal law and international humanitarian law. She is currently serving as a Teaching Assistant for the Stanford Interschool Honors Program in International Security Studies.

Ernst Röhm (1887-1934) was an early member of the Nazi Party and Hitler’s closest friend.  As head of the Nazi SA (Sturmabteilung), Röhm was one of the most powerful men in the Third Reich, at least until his execution during the “Night of Long Knives” in the summer of 1934.  Röhm was also openly homosexual.   This talk considers Röhm’s rise, the disclosure of his homosexuality in 1931 in two widely-publicized trials (for violation of the anti-sodomy statute), his role in the consolidation of Nazi control, and his downfall.  The talk also considers how Hans Blüher’s theory of the Männerbund (male association) might help analyze not only Röhm and the Nazis but also contribute more broadly to the historical sociology of nationalist revolution.

What does 20 years mean when we are dealing with traumas of war? How do people symbolize the war, what kind of imaginary do they create when they try to make sense of what happened to them and their country, and how do they come to terms with their losses?

In the last years, I have visited both Srebrenica and St. Louis in Missouri, home of the largest community of Bosnian refugees in the US. The way these two communities deal with trauma is radically different. However, they strangely find similar dilemmas when they search for the remains of their loved ones with the help of forensic analysis.

Trauma, however, has not surpassed also the observers - the Dutch soldiers who witnessed the genocide and did nothing to prevent it. But did the other observers - the international community - learn anything from Srebrenica? Did not the lack of reflection on failure of intervention in Srebrenica, paradoxically, allow other future failures to multiply?

Renata Salecl is a philosopher and sociologist. She is Senior Researcher at the Institute of  Criminology at the Faculty of Law in Ljubljana, Slovenia, professor at the School of Law, Birkbeck College, University of London and Recurring Visiting Professor at Cardozo School of Law in New York. Salecl is the author of The Spoils of Freedom (Routledge 1994), (Per)versions of Love and Hate (Verso, 1998), On Anxiety (Routledge 2004), Tyranny of Choice (Profile Books 2010).  Her books have been translated into more than 10 languages.  She also writes commentaries for the leading daily newspaper Delo in Ljubljana, Slovenia. In the last years, she has been named Slovenian Woman Scientist of the Year as well as Woman of the Year.
