By any measure, China’s economy and defense budget are second only to those of the United States. Yet tremendous uncertainties persist concerning China’s military development and national trajectory, and areas with greater information available often conflated misleadingly. Fortunately, larger dynamics elucidate both areas. Particularly since the 1995-96 Taiwan Strait Crisis, China has made rapid progress in aerospace and maritime development, greatly facilitating its military modernization. The weapons and systems that China is developing and deploying fit well with Beijing’s geostrategic priorities. Here, distance matters greatly: after domestic stability and border control, Beijing worries most about its immediate periphery, where its unresolved disputes with neighbors and outstanding claims lie primarily in the maritime direction. Accordingly, while it would vastly prefer pressuring concessions to waging war, China is already capable of threatening potential opponents’ military forces should they intervene in crises over islands and maritime claims in the Yellow, East, and South China Seas and the waterspace and airspace around them. Far from mainland China, by contrast, it remains ill-prepared to protect its own forces from robust attack. Fortunately for Beijing, the non-traditional security focus of its distant operations makes conflict unlikely; remedying their vulnerabilities would be difficult and expensive. Despite these larger patterns, critical unknowns remain concerning China’s economic development, societal priorities, industrial efficiency, and innovation capability. Dr. Erickson will examine these and related issues to probe China’s development trajectory and future place in the international system.

Dr. Andrew S. Erickson is an Associate Professor in the Strategic Research Department at the U.S. Naval War College and a core founding member of the department’s China Maritime Studies Institute (CMSI). He is an Associate in Research at Harvard University’s John King Fairbank Center for Chinese Studies (2008-). Erickson also serves as an expert contributor to the Wall Street Journal’s China Real Time Report (中国实时报), for which he has authored or coauthored 25 articles. In spring 2013, he deployed in the Pacific as a Regional Security Education Program scholar aboard USS Nimitz (CVN68), Carrier Strike Group 11.

Erickson received his Ph.D. and M.A. in international relations and comparative politics from Princeton University and graduated magna cum laude from Amherst College with a B.A. in history and political science. He has studied Mandarin in the Princeton in Beijing program at Beijing Normal University’s College of Chinese Language and Culture and Japanese language, politics, and economics in the year-long Associated Kyoto Program at Doshisha University.

Erickson’s research, which focuses on Asia-Pacific defense, international relations, technology, and resource issues, has been published widely in English- and Chinese-language edited volumes and in such peer-reviewed journals as China QuarterlyAsian SecurityJournal of Strategic StudiesOrbisAsia Policy (forthcoming January 2014), and China Security; as well as in Foreign Affairs, The National InterestThe American InterestForeign PolicyJoint Force QuarterlyChina International Strategy Review (published in Chinese-language edition, forthcoming in English-language edition January 2014), and International and Strategic Studies Report (Center for International and Strategic Studies, Peking University). Erickson has also published annotated translations of several Chinese articles on maritime strategy. Stanford-Sasakawa Peace Foundation New Channels Dialogue 2014

Energy Challenge and Opportunities for the United States and Japan

Japan Studies Program at Shorenstein APARC, Stanford University has launched a three-year project from 2013 to create new channels of dialogue between experts and leaders of younger generations from the United States, mostly from the West Coast, and Japan under a name of "New Channels: Reinvigorating U.S.-Japan Relations," with the goal of reinvigorating the bilateral relationship through the dialogue on 21st century challenges faced by both nations, with a grant received from the Sasakawa Peace Foundation.

The dialogue would be structured to examine the new challenges of the 21st century, in particular, economic growth and employment creation; innovation and entrepreneurship; energy; and East Asian regionalism, including regional security issues, with the aim of developing mutual understanding and constructing a new relationship for cooperation in dealing with 21st century challenges through the dialogue between scholars, entrepreneurs, and policy makers from the two countries. We are hoping that this multi-year initiative will generate a network of trans-Pacific expertise as a vital supplement to existing avenue of communications.

Given the recent dramatic changes in energy environments in both countries, such as shale gas developments in the U.S, and after Fukushima challenges in Japan, this year, as an inaugural year, we will be examining energy issues. Panel discussions open to the public, with the title of "Energy Challenges and Opportunities for the U.S. and Japan," will be held on February 13th, followed by a dialogue among invited participants on 14th, at Stanford University with the participation of policy makers, business leaders, scholars, and experts from both countries.

In the panel discussions we will examine following issues:

  1. Discovery of shale gas deposits in various parts of the world has drastically changed the geopolitics of energy.
  2. New technologies for energy production have been creating various challenges to the existing system of energy supply.
  3. As emerging economies grow rapidly, they will demand increasing amount of energy. They face a challenge of creating a sustainable and secure energy supply system.
  4. After the Fukushima Daiichi nuclear disaster, the call for enhancing safety of nuclear power plants has intensified. While public’s trust in nuclear technology wanes, increasing number of nuclear power plants are built in emerging countries. Nuclear energy policy has become politically contentious.
  5. Use of information technology, such as smart grid, is likely to change the ways energy is supplied and distributed.
  6. The world has not found an effective international framework for slowing the global warming and securing reliable energy supply to support economic growth.

We are very pleased that we were able to invite quite impressive participants, policy makers, business leaders, scholars and experts from the two countries, who would appear as panelists in the panel discussions on February 13th.

We expect that through this panel discussion we would be able to define the challenges we are facing, indicate the pathways we should proceed to, and identify the areas for cooperation.

On the following day, February 14th, we will have the dialogue closed to the public discussing issues and possible cooperation between the U.S. and Japan on energy among invited participants.

We hope to publish a summary of conference presentations and the dialogue discussion after the conference.

The Silicon Valley Project of Stanford Graduate School of Business and the Stanford Chinese Faculty and Family Club (SCFFC) are pleased to announce a special seminar featuring Andrew Ng, Associate Professor in Computer Science at Stanford University, and Cofounder of Coursera.

There have been some exciting new advances on understanding how we learn and how we teach effectively.


About the speaker

Andrew Ng is an Associate Professor of Computer Science at Stanford University and the Director of the Stanford Artificial Intelligence Lab, the main AI research organization at Stanford, with 15 professors and about 150 students/post docs.

Ng is also a cofounder of Coursera, which offers online courses from top universities for free.  Ng's goal is to give everyone in the world access to a high quality education for free. Today, with over 80 university and other partners and and nearly 400 courses, Coursera partners with top universities and is the largest MOOC platform in the world.

In addition to his work on online education, Ng’s work at Stanford is on machine learning, with an emphasis on deep learning. His previous work includes autonomous helicopters, the STanford AI Robot (STAIR) project, and ROS (the most widely used open-source robotics software platform today). He also founded and led a project at Google to develop massive-scale deep learning algorithms, leading to the famous “Google Cat” result in which a massive neural network with one billion parameters learned, from unlabeled YouTube, a cat detector. Ng is the author or co-author of over 150 published papers in machine learning, and his group has won best paper/best student paper awards at ICML, ACL, CEAS, 3DRR.

He is a recipient of the Alfred P. Sloan Fellowship, and the 2009 IJCAI Computers and Thought award, one of the highest honors in AI. In 2008, Ng was featured in MIT's Technology Review TR35, a list of "35 remarkable innovators under the age of 35".  In 2013, Time named him to the annual list of its 100 most influential people of the world.

This paper reports on a survey conducted among more than 800 engineering students at elite universities in China and the United States. Results from the survey reveal that US and Chinese students are roughly equivalent in their desire to form or join startup ventures. Far more US students, however, plan on actually doing so. In contrast, Chinese students are more likely to join the state/government sector. Our results also reveal a wide gap in perceptions on the availability of financing, mentorship and other innovation resources. The findings suggest that the innovation ecosystem in China remains underdeveloped in certain important respects.

The Empirical Studies of Conflict Project (ESOC) addresses critical challenges to international security through methodologically rigorous, evidence-based analyses of insurgency, civil war and other sources of politically motivated violence. The project is comprised of leading scholars from across the country from a variety of academic disciplines. ESOC aims to empower high quality of conflict analysis by creating and maintaining a repository of micro-level data across multiple conflict cases and making these data available to a broader community of scholars and policy analysts.

At Stanford University, Dr. Dasher has directed the US-Asia Technology Management Center since 1994, and he has been Executive Director of the Center for Integrated Systems since 1998. He holds Consulting Professor appointments at Stanford in the Departments of Electrical Engineering (technology management), Asian Languages and Cultures (Japanese business), and at the Asia-Pacific Research Center for his work with the Stanford Program on Regions of Innovation and Entrepreneurship. He is also faculty adviser to student-run organizations such as the Asia-Pacific Student Entrepreneurship Society and the Forum for American/Chinese Exchange at Stanford.

From 2004, Dr. Dasher became the first non-Japanese person ever asked to join the governance of a Japanese national university, serving a term as a Board Director (理事) of Tohoku University . He continued as a member of the Management Council (経営協議会) until March 2010, and he now serves as Senior Advisor to the President (総長顧問) of Tohoku University. Dr. Dasher has been a member of the high-profile Program Committee of the World Premier International Research Center Initiative (WPI) of the Japanese Ministry of Education (MEXT) since 2007. He has served on the Multidisciplinary Assessment Committee of the C$500 million Canada Foundation for Innovation Leading Edge Fund in 2007 and again in 2010, and as a member of the Phase I and Phase II Review Panels of the C$200 million Canada Excellence Research Chairs Program in 2008 and again in 2010. He was a distinguished reviewer of the Hong Kong S.A.R. study on innovation in 2008–09, and since 2007 he has been a member of the Foresight Panel of the German Ministry of Education and Research. From 2001–03, Dr. Dasher was on the International Planning Committee advising the Japanese Minister of State for Science and Technology Policy in regard to the formation of the Okinawa Institute of Science and Technology.

As allowed by Stanford policy, Dr. Dasher maintains an active management consulting practice, through which he is an advisor to start-up companies and large firms in the U.S., Japan, and China. He has been a board director of Tokyo-based ZyCube Inc. since 2006, and he is founder and chairman of Pearl Executive Shuttle in Valdosta, Georgia, U.S.A. In the non-profit sector, he is a Board Director of the Japan Society of Northern California and the Keizai Society U.S. – Japan Business Forum, and he is an advisor to organizations such as the Chinese Information and Networking Association, the Silicon Valley – China Wireless Technology Association, and the International Foundation for Entrepreneurship in Science and Technology (iFEST). In 2010 he served as a consultant to The Indus Entrepreneurs (TiE) in regard to their establishment of a worldwide remote mentoring program for entrepreneurs. Dr. Dasher frequently gives speeches and seminars throughout Japan and Asia, as well as in the U.S. Recent appearances include the Nikkei Shimbun Business Innovation Forum, the Foreign Correspondents Club of Japan, speaking tours of Japan co-sponsored by METI and the U.S. Embassy in Tokyo, and guest lectures at Chubu University, Kochi University of Technology, Ritsumeikan Asia Pacific University, and the University of Tokyo.

From 1990–93, Dr. Dasher was a board director of two privately-held Japanese companies in Tokyo, at which he developed new business in international licensing of media rights packages and other intellectual properties. From 1986–90, he was Director of the U.S. State Department’s Foreign Service Institute advanced field schools in Japan and Korea, which provide full-time language and area training to U.S. and select Commonwealth country diplomats assigned to those countries. He received M.A. and Ph.D. degrees in Linguistics from Stanford University and, along with Prof. Elizabeth Closs Traugott, he is co-author of the often-cited book Regularity in Semantic Change (Cambridge University Press, 2002). He received the Bachelor of Music degree in clarinet and orchestra conducting from the San Francisco Conservatory of Music, where he served on the faculty from 1978-85.

Africa (Proceedings of the National Academy of Sciences 2013): USAID and the UN's World Food Program have proposed strategies for allocating ready-to-use (therapeutic and supplementary) foods to children in developing countries. Analysis is needed to investigate whether there are better alternatives. We use a longitudinal data set of 5657 children from Bwamanda to construct a statistical model that tracks each child's height and weight  throughout the first five years of life. We embed this model into an optimization framework that chooses which individual children should receive food based on a child's sex, age, height and weight, to minimize the mean number of disability-adjusted life years per child subject to a budget constraint. Our proposed policy compares favorably to those proposed by the aid groups. Time permitting, we will also discuss a recent analysis of a nutrition program in Guatemala that quantifies the age dependence in the impact of supplementary food, and develops a food allocation policy that exploits this age dependence and reduces child stunting.

India: Motivated by India's nationwide biometric program for social inclusion, we analyze verification (i.e., one-to-one matching) in the case where we possess 12 similarity scores (for 10 fingerprints and two irises) between a resident's biometric images at enrollment and his biometric images during his first verification. At subsequent verifications, we allow individualized strategies based on these 12 scores: we acquire a subset of the 12 images, get new scores for this subset that quantify the similarity to the corresponding enrollment images, and use the likelihood ratio to decide whether a resident is genuine or an imposter. Compared to the policy currently used in India, our proposed policy provides a five-log (i.e., 100,000-fold) reduction in the false reject rate while only increasing the mean delay from 31 to 38 seconds.

Lawrence Wein is the Jeffrey S. Skoll Professor of Management Science at the Graduate School of Business, Stanford University, and an affiliated faculty member at CISAC. After getting a PhD in Operations Research from Stanford University in 1988, he spent 14 years at the Sloan School of Management at MIT, where he was the DEC Leaders for Manufacturing Professor of Management Science. His research interests include mathematical models in operations management, medicine and biology.

Since 2001, he has analyzed a variety of homeland security problems. His homeland security work includes four papers in Proceedings of the National Academy of Sciences, on an emergency response to a smallpox attack, an emergency response to an anthrax attack, a biometric analysis of the US-VISIT Program, and an analysis of a bioterror attack on the milk supply. He has also published the Washington Post op-ed "Unready for Anthrax" (2003) and the New York Times op-ed "Got Toxic Milk?", and has written papers on port security, indoor remediation after an anthrax attack, and the detention and removal of illegal aliens.

For his homeland security research, Wein has received several awards from the International Federation of Operations Research and Management Science (INFORMS), including the Koopman Prize for the best paper in military operations research, the INFORMS Expository Writing Award, the INFORMS President’s Award for contributions to society, the Philip McCord Morse Lectureship, the Frederick W. Lanchester Prize for best research publication, and the George E. Kimball Medal. He was Editor-in-Chief of Operations Research from 2000 to 2005, and was elected to the National Academy of Engineering in 2009.
