NCSE conference links environment and security, new strategies needed
While many of us here in the US wake up concerned about political, economic, and military unrest at home and abroad, billions still wake up with more basic, human security concerns, opened FSE director Rosamond L. Naylor in a plenary connecting climate, energy, food, water, and health.
Are we going to have enough to eat today? How am I going to feed my family or care for family members struggling with HIV/AIDS and other infectious diesease? Is there enough water to drink, bathe, and still water my crops?
Naylor emphasized the need to bring these human security issues back into the forefront of our global conscious. While these are 'humanitarian needs at the core', they are also related to national and international security.
"When people are desperate enough, and we've seen this particularly with the food price spike in recent years, they take to the streets, and sometimes when they take to the streets they realize they are disgruntled about a number of things in addition to food prices," said Naylor.
The Arab Spring and wave of rebellions throughout the Middle East last year demonstrate the connections between food security, unmet basic needs, and national security. It has been a chaotic time for world food markets, said Naylor.
Naylor's global statistics are discouraging. Over a billion people still suffer from chronic hunger and malnutrition, 1/5 don't have physical access to water, and roughly 1.6 billion are facing economic water constraints (do not have the economic resources to access available water). Food and water insecurity are exacerbating the incidence and transmission of infectious disease.
At a time when investment is sorely needed, the Hill has been making dramatic cutbacks in foreign assistance and foreign investment is falling short. Efforts made by the private sector, philanthropy, and civil society, while valuable, remain siloed. Opportunties are being missed by not addressing the interrelated nature of food and health issues.
Despite this dire outlook, Naylor offered solutions to help us rethink our development strategy.
- Invest in more diversified and nutritious crops that have more climate adaptation potential.
- Consider new irrigation strategies, particularly in areas like Africa where 96% of the continent is still not irrigated. Not large dams, but small, distributed irrigation systems that rely on solar and wind.
- Integrate food and health programs and the way we think about domestic and productive water uses.
Naylor was joined on the panel by Jeff Seabright (Vice President, The Coca-Cola Company), Daniel Gerstein (Deputy Under Secretary for Science and Technology, U.S. Department of Homeland Security), and Geoff Dabelko (Woodrow Wilson International Center for Scholars). Q&A: Fingar shares insight on Chinese vice president's U.S. visit
Chinese Vice President Xi Jinping recently visited the United States to meet with top officials and tour various cities. China experts followed the trip closely because Xi is anticipated to become China’s next president. Thomas Fingar spoke with the Shanghai Oriental Morning Post about the visit, and about the Obama administration’s Asia policy.
How will the Obama administration’s strategic adjustments towards the Asia-Pacific shape or influence Xi’s visit? Given the fast-changing environment and shift of power towards Asia, will there be any changes or differences in the United States’s treatment of China’s anticipated future leader?
The primary impact is likely to be on the discussions between Xi and his American interlocutors. I assume that U.S. officials will want to explain the announced strategic adjustments and that Xi will seek authoritative answers to questions that he and other Chinese leaders have about the objectives and implications of the adjustments.
Contrary to your question, I do not believe the environment is changing rapidly—shifts in the global system and the shift in dynamism and wealth toward Asia have been under way for decades. The United States has been and will remain a part of that transition. The U.S. goal is to ensure that the changes result in increased security and prosperity for all—a win-win situation not unlike what happened when first Japan and then the other “Asian tigers” preceded China on the path toward greater wealth and power.
What interests Washington most about Vice President Xi? What expectations does the United States have for his visit?
Washington expects Xi to succeed Hu Jintao and understands that he will be first among equals in a collective leadership that constrains Xi’s ability to act independently. But U.S. officials also understand that Xi, like all leaders, brings personal preferences and agendas to the job and that dealing with him will be influenced by his personality, understanding of American culture, and goals for the relationship. Simply stated, the Americans Xi meets will want to get to know him and what he is like.
U.S. officials understand that he is here as China’s vice president and therefore is unlikely to be bringing new initiatives. They do expect him to have questions about U.S. and Obama administration positions on a wide range of global issues and to have questions about U.S. intentions in Asia.
Is the U.S. “pivot to Asia” strategy aimed at containing or encircling China? Almost all U.S. official statements try to clarify that the United States is not trying to contain China, but its policy focus and military deployments in the Asia-Pacific have made many Chinese scholars doubtful of U.S. intentions. What are your observations? Is U.S. rhetoric consistent with its actions?
I do not like the term “pivot to Asia” and am pleased that U.S. officials seem to have stopped using that term. The United States is not returning to Asia; we never left. I think the basic point of recent statements is that with the end of the U.S. role in the conflict in Iraq and plans to draw down in Afghanistan, the United States will be able to focus more attention on other parts of the world. Asia is, and has been, the most dynamic, fastest changing, and in many ways most-challenging region of the world for many years. The region is also very important to the United States and deserves more attention than it has received. The Asia-Pacific is a region of superlatives—biggest economies, largest militaries, most nuclear powers, largest military budgets, largest foreign exchange reserves, etc. It would be unwise and impossible not to pay attention to developments in and affecting the region and its relations with other parts of the global system.
I have been working on China for more than 45 years and working with Chinese counterparts for 40 years. I must say that I have just about abandoned efforts to persuade important groups in China that the United States is not attempting to surround, contain, or thwart China’s rise. They seem determined to believe that it is the case no matter what we say or do. It is impossible for me to look at the policies and actions of the last eight administrations and come to any conclusion except that the United States means what its leaders have said: that it is in the interest of the United States for China to be strong, secure, and prosperous. The record shows quite clearly that the United States has assisted China’s rise. It also shows that China’s rise has been beneficial to the United States. We are not poorer or weaker or more insecure because China’s people live better and China plays an increasingly important role on the world stage.
Do you think the Obama administration has changed the direction of U.S. strategy toward China or Asia compared with the Bush administration?
The short answer is, “no. ” The Bush administration was preoccupied by terrorism, Iraq, and Afghanistan and devoted less time and attention to Asia. Obama is redressing the balance and better aligning attention with current interests. Arguably what has changed is the perception of China held by others in the region. A series of foreign policy blunders in 2010 undercut the success of China’s diplomacy and increased regional concern about China’s intentions. That prompted requests for reassurance that the United States would remain engaged in the region and that the Bush administration’s “neglect” of certain regional meetings was not a harbinger of a retreat from Asia. The Obama administration seeks to provide that assurance and to make clear that we are engaged in Asia because we are a Pacific power with great interests in the region. We are not there to contain or block anybody.
The United States is struggling with its economy and also cutting its defense budget. Do you think this strategy comes at the right time?
Downturns in the economy never come at a good time. The great recession has taken a heavy toll but we are recovering and will recover. We have been spending too much for too long and need to cut back. In my opinion, we also need to tax ourselves more to pay for modernization of infrastructure, better schools, and other requisites of continued prosperity. We are winding down two long and expensive wars and should reduce our defense budget. It will take time to replace worn out equipment and to reduce the large role that defense expenditures played in the U.S. economy during the Cold War, but we will get there eventually. More importantly, now is a good time to reduce defense expenditures and reorganize our military because we do not have any enemies and are not bent on conquering other nations.
Is the “pivot to Asia” strategy concrete or more of a “paper tiger” given the fact that other challenges, including Iran, are still occupying the United States?
As previously noted, the term “pivot to Asia” exaggerates the amount of change. The United States never left or lost interest in Asia, but is now able to devote more attention to the most dynamic, and in some respects most dangerous place in the world. Building a new security architecture that is inclusive—including China—and addresses concerns in and about North Korea is and should be a priority. Forging institutions to ensure continued stability and prosperity in the region despite paralysis at the global level and adjusting to changes in production and supply chains are among the long list of specific issues that need attention. The United States has a stake in the way these issues are addressed and must be engaged in the search for solutions.

Japan's Reflection on a Rising China: The Domestic Politics of Japan's China Policy
Japan's experience with China's rise thus far suggests an increasingly tumultuous Northeast Asia. For a decade or more, the Sino-Japanese relationship has been punctuated with a series of political crises, and while the two governments in Beijing and Tokyo have sought to define a new forward looking agenda for their nations, it is the management of these crises that have shaped Japanese attitudes towards a rising China. Sheila Smith will present her analysis of Japan's domestic response to China's rise, and how it has affected the constellations of interests that shape Japan's policy response. She argues that these various moments of contention in Japan's relations with China, from Koizumi's Yasukuni Shrine visits, to resource development in the East China Sea, to the Gyoza "war," and the Senkaku "shock," could have provided the opportunity for building cooperative more effective conflict resolution mechanisms in the Sino-Japanese relationship. Yet within Japan, these various issues of contention have hardened Japanese attitudes rather than produced support for greater diplomatic compromise. As Chinese influence grows, Japan's postwar institutions and policy preferences are being sorely tested not only in the diplomatic realm, but from deeply within Japan's own society. Postwar beliefs about Japan's past, its security and its ability to cope with an increasingly volatile Northeast Asia are all being challenged.
Sheila A. Smith, an expert on Japanese politics and foreign policy, is senior fellow for Japan studies at the Council on Foreign Relations (CFR). Smith directed the Council on Foreign Relation’s New Regional Security Architecture for Asia Program and currently leads a project on China and India as Emerging Powers: Challenge or Opportunity for the United States and Japan? She joined CFR from the East-West Center in 2007, where she directed a multinational research team in a cross-national study of the domestic politics of the U.S. military presence in Japan, South Korea, and the Philippines. Smith was on the faculty of the Department of International Relations at Boston University (1994–2000), and on the staff of the Social Science Research Council (1992–1993). She has been a visiting researcher at two leading Japanese foreign and security policy think tanks, the Japan Institute of International Affairs and the Research Institute for Peace and Security, and at the University of Tokyo and the University of the Ryukyus. Smith earned her PhD and MA degrees from the Department of Political Science at Columbia University. She regularly contributes to CFR’s Asia Unbound blog.

An opportunity to engage: US public diplomacy and the rise of Islamist parties
One year after the Arab Spring, American public diplomacy is still facing the now-established conundrum of linking words and actions. The rise of Islamist political parties as the new leaders in the Arab world is the latest challenge for U.S. public diplomacy, but it is also an opportunity.
Since the attacks of September 11, the United States has been matching its military activity in the Middle East with outreach to Muslim and Arab communities. By and large, this outreach has not been successful. As several public diplomacy experts have been arguing for a number of years now, the limited impact of this outreach is due to the negative perception of U.S. foreign policy towards the Middle East by citizens in the region. When actions and words do not match, words are perceived with a hefty dose of suspicion.
When the Egyptian revolution began on January 25, 2011, U.S. foreign policy took some time to catch up with sentiment on the Egyptian street. To make matters worse, the “Made in USA” tear gas canisters that protesters in Tahrir Square angrily displayed to the cameras of the international media were a further reminder of the United States’ cozy relationship with the Mubarak regime.
Since then, the U.S. has improved its words and actions by declaring both rhetorical and policy support for the Arab world’s revolutionaries (albeit in varying degrees), and as a result, public opinion about the U.S. in the region has improved. The 2011 Arab Public Opinion Pollshows a significant increase in favorability towards the U.S., compared with the 2010 poll, from 10% to 26%. The U.S. must continue to enhance this record.
Back in 2006, after much hype by the U.S. about the importance of free and fair elections in Palestine, the U.S. backtracked when Hamas swept the Palestinian Legislative Council elections in Gaza,withdrawing aid and boycotting the elected Gaza government. As Islamist parties sweep free and fair elections in one country after another in the region—starting with Tunisia, then Egypt—it is fairly safe to declare that in the immediate aftermath of the Arab Spring, the Arab world will be led by Islamists. So far, the U.S. has not repeated the mistake of 2006 with Hamas’ election in Gaza, accepting the results of the elections as democratic and as representing the will of the people.
But this is not enough. Of course, the United States currently has an easier task, since none of the groups that have been elected to-date in the Arab region are on the U.S.’s “terrorist” list. However, merely accepting election results will not cause a significant change in the perception of the U.S. on the Arab street.
The U.S. recognizes the current period as one of opportunity: it is the time to reinvigorate U.S. assistance with civil society, economic aid, and cultural outreach in the Arab world. But the most important “action” of all remains how foreign policy will play out. The Islamist groups that have assumed leadership positions in Tunisia and Egypt, namely Ennahda and the Muslim Brotherhood, have one very old dream: to be recognized as statesmen nationally and internationally. If U.S. foreign policy in this new era is going to be successful, it must be based on treating those leaders as such.
This is not just important on the traditional diplomatic level; it is also important for the success of U.S. public diplomacy. The Islamist leaders now assuming positions as Prime Ministers or House Speakers (and who knows, perhaps also presidents in the near future) reached power through having been elected by their constituents. The U.S. cannot reach out to those constituents while treating their leaders differently. In the past, U.S. public diplomacy towards Egypt appeared insincere because the U.S. attempted to engage the Egyptian people while taking a soft stance towards the Mubarak regime, which had been jailing, harassing, and—as in the case of Khaled Said—killing those same people.
For the first time in the Arab world’s history, there is a real opportunity for the U.S. to match its words and actions towards the region, and to have foreign policy become the basis upon which to formulate a truly engaging public diplomacy.
Signs of growth in post-Fukushima Japan, say Stanford experts
Nearly a year has passed since an earthquake triggered a tsunami that swept away entire communities on Japan’s northeastern coast, leading to a series of accidents at the Fukushima nuclear complex. Since the March 11 disaster, Japan is experiencing a growing sense of community, and it faces a potential opportunity for innovation in the energy industry and economy. Masahiko Aoki and Kenji E. Kushida discuss post-March 11 developments, and a related conference at Stanford scheduled for February 27.
Aoki is the Henri and Tomoye Takahashi Professor Emeritus of Japanese Studies, and director of the Japan Studies Program at the Shorenstein-Asia Pacific Research Center at Stanford University.

One Year After Japan's 3/11 Disaster will bring together experts from Stanford, Japan, and Europe for a discussion of the major economic, political, energy, and societal challenges and growth in post-Fukushima Japan.
Looking back a year later, what do you think are important lessons we can learn from March 11?
Masahiko Aoki: Japan has often faced disasters leading to the complete destruction of cities and enormous losses of life. In the last century alone, there was the great Tokyo earthquake of 1923; wartime damage in Hiroshima, Nagasaki, and other metropolitan areas; the Kobe earthquake of 1995; and so on. Each time, Japan rebuilt its life and infrastructure anew. Accepting the reality of a disaster and making efforts to rebuild is in a sense deeply embedded in Japan’s collective DNA. However, the March 11 disaster was not only just a natural disaster. People are now well aware that there were lots of elements of human and institutional error in terms of preparing for and coping with natural disasters. Recent geographical studies and historical documents reveal that large-scale earthquake-tsunami disasters comparable to March 11 have occurred four times in the last 4,000 years. It provides Japan with a good opportunity for thinking about how to build sustainable societies and cities.
Kenji Kushida: Big shocks always cause big changes, and the type of change depends on the kind of shock. With March 11, there was the human tragedy of people literally getting washed away. It also raised the question of how to restructure energy markets, which is an area where outcomes in Japan can affect worldwide restructuring. This particular shock then is triggering a whole set of fairly slow moving, but very transformative changes that could take place over the next few years.
What trends are we seeing in Japan’s energy industry now, and what are the implications for Japan’s future energy policy?
Aoki: When I flew into Tokyo the day after the great earthquake, the city was quite dark. But by the summertime, it was not only lit up, but there was a blue hue to the light—this was due to the wide adoption of energy-efficient LED lighting. Even with the nuclear plants down and 25 percent of the electric capacity gone, there were no major blackouts thanks to energy-saving measures. This kind of incident motivates people to explore ways to innovate the energy industry. For example, Japan’s energy-efficient auto industry took off in the late 1970s in reaction to the Oil Shock.
Japan’s energy industry is currently run by regional monopolies. Tokyo Electric Power Company (TEPCO), for example, monopolizes everything from power generation to retail distribution. In the past, there had been an attempt to break up the different parts of the power monopolies into separate entities. But only a bit of reform was made because of very strong resistance from TEPCO. Now TEPCO is on the verge of insolvency, so Japan has a very good chance to restructure its power industry. People are again starting to think about breaking up the regional monopolies and about innovation, which several experts will discuss during our conference.
Kushida: We will also draw on Stanford’s being in California to think about how to prevent Enron-style market manipulation and rolling blackouts from happening in Japan. A lot of it has to do with the rules and regulations that create an energy market. In the tsunami-devastated areas of Japan, there is also a tremendous opportunity for ground-up investment in new forms of energy. Silicon Valley technologies and companies can help design the next generation of renewable, sustainable energy systems in those areas.
In Japan, there is a sense that people have rediscovered their ties to one another after the disaster.

During the recovery, many Japanese citizens demonstrated a remarkable strength and collaborative spirit. Has this changed?
Aoki: Annually on New Year’s Day in Japan, a high-level Buddhist priest writes the calligraphy for a word representing the spirit of the people. This year he wrote “絆”—“bond” (kizuna)—signifying the ties both among Japan’s citizens, and between Japanese and the generous help and aid that poured in after March 11.
In Japan, there is a sense that people have rediscovered their ties to one another after the disaster. Before March 11, there was some worry that young people were not so concerned about others and about tradition. Many young people now want to become volunteers, and there is also a better sense of community.
What has the impact been on Japan’s economy, and what are the prospects for recovery?
Aoki: There is an increasing awareness that Japan cannot sustain the same kinds of export-oriented, manufacturing-based industrial structures it has over the past decades.
Since 2007, Japan’s net foreign exchange receipts from royalties, investments, and the like have exceeded those from trade. The economic structure is becoming less export oriented, so the March 11 disaster might trigger the acceleration of a more domestic-oriented economy. It might also lead to an increase in foreign direct investment, prompted in part by population aging and partly by appreciation of the yen. Japan will become more domestic market oriented, while at the same time more internationally active. A lot next year depends on what will happen with Europe’s economy, but otherwise the prospect for Japan’s GDP is not bad because of reconstruction demand.
Kushida: Recovering from March 11 presents a potentially more productive experience than the 2008 global financial crisis. In 2008, Japan’s exports dropped dramatically for a few months and then there was a sharp recession that recovered quickly. There was not a whole lot that people or companies could do, other than adjust to the potential decline. March 11 provides more opportunities for innovation at the company and individual level.
As it is finding growth in the domestic market, Japan has been criticized lately for being “inward-looking.” But two things from this latest crisis are contributing to looking outward a little more. One is the sense of vulnerability and transience, so strengthening Japan’s economic base becomes a much more urgent matter. The second is that in the aftermath of the euro crisis, the very strong yen has also led to a huge move toward outward acquisitions that are becoming integrated with the domestic economy.

Joseph L. C. Cheng joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) in 2012 from the University of Illinois at Urbana-Champaign where he is currently professor of international business and director of the CIC Center for Advanced Study in International Competitiveness. CIC (Committee on Institutional Cooperation) is the nation’s primer consortium of top-tier research universities in the Midwest, including the Big Ten Conference members and the University of Chicago.
During his time at Shorenstein APARC, Cheng will conduct research on the international competitiveness of multinational firms from the Asia-Pacific, with a focus on the JACKS countries (Japan, Australia, China, Korea, and Singapore). The project has two main objectives: (1) to identify the key competitive advantages of the JACKS countries both individually and collectively as a cluster of economies; and (2) to investigate how indigenous firms from the JACKS countries internationalize and leverage home-based advantages to enhance their competitiveness overseas. The research findings will be reported in a forthcoming book that Cheng is currently writing: Asia-Pacific and the JACKS Multinationals: Economics, Culture, and International Competitiveness.
Cheng is a consulting editor for the Journal of International Business Studies and senior editorial consultant to the European Journal of International Management. He is also a guest editor for an upcoming special issue of Long Range Planning on “China Business and International Competitiveness: Economics, Politics, and Technology.” Additionally, he currently serves or has served on the editorial boards of several other journals, including Management International Review, Journal of World Business, Organizational Dynamics, and Journal of Engineering and Technology Management.
Cheng holds a PhD in business administration from the University of Michigan and a BS (with honors) in industrial engineering from the University of Wisconsin-Madison.

Tu Weiming, has been instrumental in developing discourses on dialogue among civilizations, Cultural China, reflection on the Enlightenment mentality of the modern West, and multiple modernities. He is currently studying the modern transformation of Confucian humanism in East Asia and tapping its spiritual resources for human flourishing in the global community. He is a Fellow of the American Academy of Arts and Sciences (AAAS), and a Member of the International Philosophical Society (IIP).
Francis Fukuyama, has written widely on issues relating to democratization and international political economy. His most recent book, The Origins of Political Order, was published in April 2011. He is a resident in FSI’s Center on Democracy, Development and the Rule of Law at Stanford University, a senior fellow at the Johns Hopkins SAIS Foreign Policy Institute, and a non-resident fellow at the Carnegie Endowment for International Peace.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.
Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.
Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.
Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

A screening of RFK IN THE LAND OF APARTHEID. A high point of the film is Kennedy's meeting with one of the unknown giants of African history - the banned President of the African National Congress, and Nobel Peace Prize winner, Chief Albert Lutuli - living under house arrest in a remote rural area. The film travels with Robert Kennedy to Soweto, South Africa's largest black township, where he meets thousands of people and gives voice to Chief Lutuli's silenced call for a free South Africa.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.
Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad. A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).
During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.
Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab World; Will China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.
