Foreign Policy

The conference seeks to take a fresh look at the geopolitical consequences of a major shift to natural gas in the coming decades; indeed by most estimates global consumption of gas will double by 2030. But in the ares of highest projected demand - North America, Europe, China, and South and East Asia - demand is expected to outstrip indigenous supply. This implies the need for a huge amount of investment in the expansion of cross border gas transport infrastructure to bring gas from supply centers - particularly Russia and the Middle East.

What are the geopolitical implications of a more gas-intensive world? What can the history of cross-border gas infrastructure investment tell us about the political, economic, and legal issues we are likely to face as we become more dependent of natural gas? Is there a "resource curse" for gas? What is the likelihood that gas producers form a cartel to control prices - a Gas OPEC?

Hosted by former Secretary of State James Baker, the Geopolitics of Gas: From Today to 2030 conference will bring together experts from industry and academia to discuss these questions and more. PESD and the Baker Institute will present results from historical case studies of major cross-border gas infrastructure investments and results from the first integrated global gas trade model; keynote speakers include the Minister of Energy and Mines for Algeria.

Leffler is the Edward R. Stettinius Professor of History at U.Va. He joined the faculty in 1986, after teaching at Vanderbilt, and chaired U.Va.'s Corcoran Department of History from 1990 to 1995. One of the country's leading authorities on modern U.S. foreign relations, he won the Bancroft Prize for his book A Preponderance of Power in 1993.

Leffler was a senior fellow at the Nobel Peace Institute in Oslo during 1993 and 1998, where he lectured on the Cold War. He served as president of the Society of Historians of American Foreign Relations in 1994.

In 1990, he was a member of the U.S. delegation to a joint Soviet-American symposium on the Cold War in Moscow and Washington. He served in the office of the Secretary of Defense during the Carter years, where he worked on arms control, confidence-building measures, and contingency planning as a fellow of the Council on Foreign Relations.

Paal is the director of the American Institute in Taiwan, the unofficial instrument for U.S. relations with Taiwan. Previously, he was president of the Asia Pacific Policy Center (APPC), a nonprofit institution in Washington, DC, which advocated bipartisan policy in the promotion of trade and investment, as well as defense and security ties across the Pacific. Prior to forming the APPC, Mr. Paal was special assistant to President Bush for National Security Affairs and senior director for Asian Affairs on the National Security Council, where he also served in the Reagan Administration. Mr. Paal has worked in the State Department with the Policy Planning Staff and as a senior analyst for the CIA. He also served in the U.S. Embassies in Singapore and Beijing. He studied Asian history at Brown and Harvard Universities and the Japanese language in Tokyo. He has published frequently on Asian affairs and national security issues.

Korea's leading companies have awarded a $2 million gift to support the Korean Studies Program at APARC. The gift will support groundbreaking conferences, new fellowships, and critical ongoing research.

Korea's leading companies, Pantech Co., Ltd., and Curitel Communications, Inc. (known as the Pantech Group) have awarded a $2 million gift to support the Korean Studies Program at the Asia-Pacific Research Center (APARC), within the Stanford Institute for International Studies.

The Pantech gift will create the Stanford Korea Forum, led by Professor Gi-Wook Shin, which will convene a conference every year on different aspects of the U.S.-Korea relationship. Three fellowships will also be established: one for mid-career professionals in public service, journalism, and business who will spend three to nine months at Stanford as Pantech Fellows; one for invited Korean scholars to come to Stanford during the summer; and a third for undergraduate and graduate students interested in Korean studies. In addition, the gift will help to sustain critical activities of the Korean Studies Program in APARC, such as public lectures, ongoing research, and policy briefs.

Under the leadership of Byeong Yeop Park, the Founder and Chairman, the Pantech Group had combined sales of 14 million sets worldwide, with a total gross revenue of U.S. $1.7 billion in 2003, placing them in the top three mobile handset manufacturers in Korea, and the eighth largest in the global market.

The Korean government has recognized Mr. Park's achievements with numerous awards. His strong investment in R&D and his recruitment of top technological talent have led to steady and sustainable profits for Pantech, and the company has a record of supporting broad social programs in local communities.

Regarding the company's commitment to Stanford, Mr. Park said, "I am extremely pleased to be part of this outstanding and unique program on Korean Studies. I recognize Stanford's contribution to promoting mutual understanding between Korea and the U.S. by bringing together prominent scholars, policymakers, and business leaders of both countries. I'm so proud that Pantech Group will be contributing to developing the next generation of leaders in building the relationship between Korea and the United States. I hope that our pledge will help attract to Stanford some of the brightest young minds of our two countries."

Professor Shin was delighted about the generous Pantech gift. Korean Studies have blossomed at Stanford over the past three years under Shin's leadership, and he notes that this new commitment will "facilitate American understanding of Korea and elevate Stanford's Korean studies program to the next level of excellence." Shin also underscored the importance of the timing of this gift, "as the United States is now entering a new era in its relations with both North and South Korea."

The Asia-Pacific Research Center (APARC) is a unique Stanford University institution focused on the study of contemporary Asia. APARC's mission is to produce and publish Asia Pacific-focused interdisciplinary research; to educate students, scholars, and corporate and governmental affiliates about the importance of U.S.-Asian relations; to promote constructive interaction to understand and resolve the region's challenges; to influence U.S. policy toward the Asia-Pacific; and to guide Asian nations on key foreign relations, government, political economy, technology, and social issues. APARC is part of the Stanford Institute for International Studies.

Hawke will investigate SOE restructuring issues in the context of attracting foreign investment, through the prism of IMC's experience attempting to buy into Chinese companies on the nonperforming loan lists. IMC Global is the world's largest producer of phosphate and potassium fertilizers, about to merge with the fertilizer assets of Cargill to form a new company.

Prior to joining IMC in 1997, Hawke was a director at Salomon Brothers responsible for investment banking in China and, before that, a vice president of Citibank and Citibank's chief representative in China.

In the last three years, partly as the result of the efforts of a burgeoning conservative movement, the issue of human rights in North Korea has attained greater prominence in the statements and policy positions of the U.S. government. The administration connects this shift in emphasis in U.S. policy to its calls for greater moral clarity in foreign policy. At the same time, the administration has clearly enunciated its desire for regime change in North Korea, and the human rights issue has served as a method of cultivating public support for this policy, both domestically and internationally. Toward this end, the administration has revived a Cold War foreign policy approach from the 1970s and 1980s that connected human rights to economic and security issues--exemplified in the Jackson-Vanik amendment linking trade to emigration levels for Soviet Jews and the inclusion of human rights issues in the 1975 Helsinki Accords. The application of this model to North Korea demonstrates a failure to understand the differences between Eastern Europe and East Asia in general and the nature of civil society under Soviet communism and North Korean juche. It also fails to draw any useful lessons from the experience of the European Union and South Korea in dealing with Pyongyang on human rights. The unquestionably dire human rights situation in North Korea--and the character of its government and society--requires a set of policy approaches that need updating from the Cold War period and adaptation to the North Korean and East Asian context. John Feffer's most recent book is North Korea, South Korea: U.S. Policy at a Time of Crisis (Seven Stories, 2003). He is also the editor of the Foreign Policy in Focus book Power Trip: U.S. Unilateralism and Global Policy after September 11 (Seven Stories, 2003). His other books include Beyond Detente: Soviet Foreign Policy and U.S. Options (Hill & Wang, 1990) and Shock Waves: Eastern Europe After the Revolutions (South End, 1992). His other edited collections include Living in Hope: People Challenging Globalization (Zed Books, 2002) and (with Richard Caplan) Europe's New Nationalism: States and Minorities in Conflict (Oxford University Press, 1996). Paul Farmer, MD, PhD, a physician, infectious disease expert and medical anthropologist who has dedicated his life to treating some of the world's poorest populations, spoke to an overflow crowd on April 8, 2004 at the Stanford Institute for International Studies. Farmer spoke in his capacity as the inaugural S.T. Lee Lecturer.

In his talk, titled "The Nexus of Health and Human Rights," Farmer spoke about the clinic he directs in Cange, Haiti. The clinic has become the center of a thriving community-based medical care system that is tackling Haiti's HIV problem head-on, demonstrating that complex medical treatments can be implemented successfully in poor, underdeveloped nations. Farmer, who has won several awards for his humanitarian work, also talked about promoting access to medical care as a basic human right.

The S.T. Lee Lectureship is named for Seng Tee Lee, a business executive and noted philanthropist. Mr. Lee endowed the lectureship in order to raise public understanding of the complex policy issues facing the global community today.

From techie to truck driver in Silicon Valley. From tea broker to techie in Bangalore. The wave of jobs heading offshore causes wrenching loss--and produces enticing gains. Rafiq Dossani comments.

In Silicon Valley 200,000 workers have lost their jobs since 2001, albeit only 6,000 of those jobs headed overseas, Stanford University researcher Rafiq Dossani estimates. But that number will grow, he says, as the offshoring pace accelerates for jobs in software programming and product development. Already 150,000 engineers hack away in Bangalore--20,000 more than in Silicon Valley, the Times of India reports. Cisco used only a few Infosys workers in Bangalore six years ago; now it uses almost 300 contract staff, plus 550 full-fledged employees in its own Bangalore office. In two years PeopleSoft's Bangalore offshore force has grown to 200 freelancers and 350 full-timers.

The book details the Cheney-Wolfowitz-Rowen war plan -- dubbed "Operation Scorpion" -- which proposed an invasion of Iraq from the west, through the country's empty desert regions toward the Euphrates River.

While campaigning for president in 2000, George W. Bush downplayed his lack of foreign policy experience by emphasizing that he would surround himself with a highly talented and experienced group of political veterans. This core group, consisting of Donald Rumsfeld, Dick Cheney, Colin Powell, Paul Wolfowitz, Richard Armitage, and Condoleezza Rice, has a long history together dating back 30 years in some cases. Dubbing themselves the Vulcans, they have largely determined the direction and focus of the Bush presidency. In this new book, Mann traces their careers and the development of their ideas in order to understand how and why American foreign policy got to where it is today.
