In recent years, the United States and its European Union partners have often diverged in their policy outlooks towards the wider European periphery—the diverse region stretching from the Balkans and Turkey, to the Westernmost former-Soviet republics and Russia. Whether a temporary hiatus or a more profound strategic divergence, this state of affairs reflects a departure from the mission of extending peace, freedom and prosperity to the European continent that the two sides have pursued in the post-Cold War period.

Fabrizio Tassinari, PhD, is Head of Foreign Policy and EU Studies Unit at the Danish Institute for International Studies in Copenhagen. He is also a non-resident Fellow at the Centre for European Policy Studies (CEPS) in Brussels and at the Center for Transatlantic Relations at Johns Hopkins’ SAIS in Washington, DC. He has written extensively on European security and integration. His book, Why Europe Fears Its Neighbors, was published on September 30, 2009.

 

Event Synopsis:

Dr. Tassinari's talk draws upon his recent book, "Why Europe Fears its Neighbors" (Praeger Security International, 2009), which attempts to survey and quantify the many challenges facing Europe with respect to its borders. Tassinari describes Europe's position toward neighbor countries as being influenced by the threat of immigration. He describes a "security-integration nexus" in progress since 1945, involving a gradual economic opening of Europe's borders to promote stability. While the EU today maintains to some degree its enlargement policy toward Turkey and the Western Balkans, other border-region states are classified under a "European neighborhood policy" with no prospects for EU membership. Recent policy discourse has decoupled security concerns from integration. The neighborhood approach, undermines EU policy by keeping neighbor states at too great a distance.

Next Tassinari offers Turkey and Russia as case studies. The debate within Turkey is leaning away from EU membership as the primary path toward modernization. Recent dialogue focuses less on meeting technical standards for EU membership and more on reckoning with issues of religion, identity and history within Turkey. With regards to Russia, in the past decade the country has become more assertive abroad and moved away from cooperation with the EU, preferring not to be grouped with countries like Ukraine, Moldova, and Georgia in the EU's approach to foreign policy.

In addressing the transatlantic relationship, Dr. Tassinari reflects that the US and EU have long disagreed about EU membership for Turkey, the direction of state building in the Balkans, and integration of some of Europe's neighbor states into NATO.

Finally, responding to the question of whether this divergence comes from a conflict over the "European power constellation" or rather is simply the result of issue-specific philosophical differences, Dr. Tassinari offers three arguments:

  1. Strategic: EU policy reflects multi-level integration, wherein countries can be "more than partners and less than members." Tassinari believes even countries with no prospect for membership should be integrated as much as possible. 
  2. Normative - in reality, the US and EU share goals for Europe's "neighborhood" - promoting democracy, human rights, and other values. Despite this, each side's initiatives are viewed with suspicion by the other. 
  3. Institution - US policymakers buy in to the EU enlargement policy, with its firm commitments and well-rehearsed conditionality process, and don't see alternative policies such as the "neighborhood" approach as being useful. 

A Q&A session following the talk raised such issues as: Will the EU’s problems with “deepening” its relationships with neighbors hurt its prospects for “widening” through enlargement? What are the reasons for the mixed signals to Turkey from the EU? Do arguments about the EU’s denial of Turkey’s membership being based on racism hold any merit? If the Lisbon Treaty is ratified, what cross-border policy areas will remain the prerogative of nation-states and which might fall under EU Commission jurisdiction?

Beth Van Schaack is Associate Professor of Law with Santa Clara University School of Law, where she teaches and writes in the areas of human rights, transitional justice, international criminal law, public international law, international humanitarian law, and civil procedure. 

Prof. Van Schaack joined the law faculty from private practice at Morrison & Foerster LLP where her practice focused on international law, commercial law, criminal defense, and human rights. Prior to entering private practice, Prof. Van Schaack was Acting Executive Director and Staff Attorney with The Center for Justice & Accountability, a non-profit law firm in San Francisco dedicated to the representation of victims of torture and other grave human rights abuses. She was also a law clerk with the Office of the Prosecutor of the International Criminal Tribunal for the Former Yugoslavia.

Stephen Krasner is a former director of CDDRL, deputy director of FSI, an FSI senior fellow, and the Graham H. Stuart Professor of International Relations at Stanford University.

From February 2005 to April 2007 he served as the Director of Policy Planning at the US State Department. While at the State Department, Krasner was a driving force behind foreign assistance reform designed to more effectively target American foreign aid. He was also involved in activities related to the promotion of good governance and democratic institutions around the world

At CDDRL, Krasner was the coordinator of the Program on Sovereignty. His work has dealt primarily with sovereignty, American foreign policy, and the political determinants of international economic relations. Before coming to Stanford in 1981 he taught at Harvard University and UCLA. At Stanford, he was chair of the political science department from 1984 to 1991, and he served as the editor of International Organization from 1986 to 1992.

He has been a fellow at the Center for Advanced Studies in the Behavioral Sciences (1987-88) and at the Wissenschaftskolleg zu Berlin (2000-2001). In 2002 he served as director for governance and development at the National Security Council. He is a fellow of the American Academy of Arts and Sciences and a member of the Council on Foreign Relations.

His major publications include Defending the National Interest: Raw Materials Investment and American Foreign Policy (1978), Structural Conflict: The Third World Against Global Liberalism (1985), and Sovereignty: Organized Hypocrisy (1999). Publications he has edited include International Regimes (1983), Exploration and Contestation in the Study of World Politics (co-editor, 1999), and Problematic Sovereignty: Contested Rules and Political Possibilities (2001). He received a BA in history from Cornell University, an MA in international affairs from Columbia University and a PhD in political science from Harvard.

The capture and permanent storage of CO2 emissions from coal combustion is now widely viewed as imperative for stabilization of the global climate.  Coal is the world’s fastest growing fossil fuel.  This trend presents a forceful case for the development and wide dissemination of technologies that can decouple coal consumption from CO2 emissions—the leading candidate technology to do this is carbon capture and storage (CCS). 

China simultaneously presents the most challenging and critical test for CCS deployment at scale.   While China has begun an handful of marquee CCS demonstration projects, the stark reality to be explored in this paper is that China’s incentives for keeping on the forefront of CCS technology learning do not translate into incentives to massively deploy CCS in power plant applications as CO2 mitigation scenarios would have it.  In fact, fundamental and interrelated Chinese interests—in energy security, economic growth and development, and macroeconomic stability—directly argue against large-scale implementation of CCS in China unless such an implementation can be almost entirely supported by outside funding.  This paper considers how these core Chinese goals play out in the specific context of the country’s coal and power markets, and uses this analysis to draw conclusions about the path of CCS implementation in China’s energy sector. 

Finally, the paper argues that effective climate change policy will require both the vigorous promotion and careful calculation of CCS’s role in Chinese power generation.  As the world approaches the end of the Kyoto Protocol in 2012 and crafts a new policy architecture for a global climate deal, international offset policy and potential US offset standards need to create methodologies that directly address CCS funding at scale.  The more closely these policies are aligned with China’s own incentives and the unique context of its coal and power markets, the better chance they have of realizing the optimal role for CCS in global climate efforts.

Allegra received her Ph.D. in Modern Thought and Literature from Stanford and her J.D. from Yale Law School. After law school, Allegra clerked for the Honorable M. Margaret McKeown of the U.S. Court of Appeals for the Ninth Circuit and served as an Arthur Liman Public Interest Fellow providing pro bono representation to immigrants detained at the California-Mexico border. As a Liman Fellow, Allegra also conducted research on the intersections of U.S. criminal and immigration policies. 

Allegra’s Ph.D. dissertation, entitled Exporting U.S. Criminal Justice: Crime, Development, and Empire After the Cold War, addressed the globalization of U.S. criminal procedural and transnational crime control models. In her dissertation, she systematically examined the range of U.S. government programs engaged in foreign criminal justice reform and the functions these programs fulfilled in terms of fashioning a regime for global governance and neoliberal restructuring during the 1990s and beyond.

At Stanford, Allegra worked to revise and publish her dissertation manuscript and continued her research on the criminalization of migration policy and criminal justice and development.

In 2011, the Program on Human Rights (PHR) launched its research initiative on human trafficking to address the main challenges and generate new knowledge on this issue of international concern. Working in collaboration with Stanford faculty and students, this project builds on research underway across the university to create a forum on human trafficking. The goal is to produce collaborative research and policy recommendations to better address the multiple dimensions of human trafficking.

This dialogue will bring together distinguished experts from Stanford and Silicon Valley, top specialists from around the region, and leaders in various fields such as business, politics, academia, and media.  We will begin with an exploration of the influence of energy competition on international relations in Asia.  After establishing the geopolitical context the group will explore new ideas on how to promote energy efficiency, clean technology, and the reduction of carbon emissions.

Experts will look closely at the Japanese experience in the development and dissemination of energy efficient and pollution-control technologies, critical elements of meeting growing demands for energy without causing greater harm to the environment.  We will discuss how the United States, under the new Obama administration, may contribute more to the reduction of carbon emissions and the advance of alternative energy technologies.  And we will analyze how the growing energy consumers in developing Asia can join a post-Kyoto Protocol that effectively mitigates the environmental impact of energy use and reduces the tensions arising from competition for energy resources.

FSI benefactor Ronald P. Spogli, former U.S. ambassador to Italy and San Marino (2005-09), has been elected by the Stanford University Board of Trustees to a five-year term beginning in October 2009. Spogli will take his seat at the next meeting, scheduled for Oct. 12-13. Spogli has had a highly distinguished career in business as well as public service as a founding partner of Freeman Spogli & Co, a private equity investment firm he established in 1983 with fellow Stanford alumnus Bradford M. Freeman. Both Freeman and Spogli have offered exemplary leadership to Stanford in many capacities. Freeman served on the Stanford Board of Trustees from 1995 to 2005 and both Freeman and Spogli currently serve on the FSI Advisory Board.

The Stanford University Board of Trustees recently elected Ronald P. Spogli, former U.S. ambassador to Italy and San Marino, to a five-year term beginning in October.

The board, which last met in June, used electronic ballots to conduct the election, which took place in July. Spogli will take his seat at the next meeting, scheduled for Oct. 12-13.

Including Spogli, the board will have 31 members, four fewer than its limit of 35.

"Ron Spogli has a long track record of commitment to and support for Stanford, and we are fortunate to have him join the board," said Leslie Hume, chair of the Board of Trustees. "With a distinguished career in both business and in public service, he brings a global perspective to the board that will serve the university well."

Spogli, who was nominated by former President George W. Bush as U.S. ambassador to Italy, was sworn in as ambassador in August 2005. In 2006, Spogli also became the American ambassador to San Marino—the first person to hold the title in the small mountainous country, which is completely surrounded by Italy. Both terms ended last February.

Spogli is a founding partner of Freeman Spogli & Co., a private equity investment firm he established in 1983 with Bradford M. Freeman in Los Angeles. In 2005, the longtime business partners and friends donated $50 million to Stanford's International Initiative. The initiative was launched to promote collaboration on campus on three themes: pursuing peace and security; improving governance locally, nationally and internationally; and advancing human well-being.

In recognition of their generous gift, the university changed the name of the Stanford Institute for International Studies to the Freeman Spogli Institute for International Studies. Currently, Spogli is a member of the institute's advisory board.

When he became an ambassador in 2005, Spogli was required to sever all ties with Freeman Spogli & Co. He rejoined the firm in June 2009.

Spogli, who was born in Los Angeles in 1948, earned a bachelor's degree in history from Stanford in 1970. During his junior year, Spogli was elected to the Phi Beta Kappa Society, the nation's oldest academic honor society.

As an undergraduate, Spogli traveled to Italy to study at Stanford's Florence campus. After graduating, he spent a year working as an assistant to the directors of the Florence program. Later, he spent more than a year living in Milan, where he was the lead researcher for a project studying the social impact of labor migration from southern Italy to the Italian industrial north.

In 1975, Spogli earned an MBA from Harvard Business School.

In 2002, President Bush appointed Spogli to a three-year term with the J. William Fulbright Foreign Scholarship Board, which establishes worldwide policies and procedures for the Fulbright Program and issues an annual report.

From 2002 to 2005, Spogli also served on the Overseas Studies Program Council, an advisory panel to what is now known as Stanford's Bing Overseas Studies Program.

Spogli has endowed two positions at Stanford: The Gesue and Helen Spogli Professorship in Italian Studies, which was named in honor of his Italian immigrant grandfather, who arrived in America in 1912, settled in Pennsylvania and moved to California in 1941, and his mother; and The Spogli Family Overseas Studies Director position in Florence, Italy.

Spogli served as regional chair of the major gifts committee of the Campaign for Undergraduate Education from 2000 to 2004. The campaign, which ended in 2005, raised more than $1 billion.

Spogli also has served as an active volunteer at many Stanford events. He served as co-chair of the "Think Again" event in Los Angeles and as a member of the steering committee for the "Think Again" event in San Diego. The 12-city tour – a component of the Campaign for Undergraduate Education – was designed to reacquaint alumni with the university and the strides it had made in undergraduate education over the past decade. He also served as co-chair of the Special Gifts Committee for his 35th class reunion.

Lynne Joiner, author of Honorable Survivor: Mao's China, McCarthy's America and the Persecution of John S. Service will discuss and read from her new book, available October 7, 2009.

John Stewart Service (3 August 1909 - 3 February 1999) was an American diplomat who served in the Foreign Service in China prior to and during World War II. Considered one of the State Department's "China Hands," he was an important member of the Dixie Mission to Yan'an. Service correctly predicted that the Communists would defeat the Nationalists in a civil war, but he and other diplomats were blamed for the "loss" of China in the domestic political turmoil following the 1949 Communist triumph in China. In the immediate postwar years, Service was indicted in the Amerasia Affair in 1945, of which a Grand Jury cleared him of wrongdoing.  In 1950 U.S. Senator Joseph McCarthy launched an attack against Service, which led to investigations of the reports Service wrote while stationed in China. Secretary of State Dean Acheson fired Service, but in 1957 the U.S. Supreme Court ordered his reinstatement in a unanimous decision.
