During its first term as a member of the UN Human Rights Council - the United States has capitalized on the human rights challenges that have erupted during the "Arab Spring" to change the agenda at the Human Rights Council and reform the body through action. The cases of Libya, Syria, Tunisia, and Yemen have been brought to the top of the Human Rights Council agenda in the past 9 months. The new found ability of the Council to create effective mechanisms to confront crisis situations marks an important turning point for the Human Rights Council, as it becomes an effective vehicle through which the international community addresses human rights situations.


Speaker biography:

Ambassador Eileen Chamberlain Donahoe is the first United States Permanent Representative to the UN Human Rights Council. She was previously an affiliated scholar at CISAC. Her research focused on norms on use of force, UN reform, and the international rule of law. Her Ph.D. dissertation addressed conflicting legal and ethical justifications for humanitarian military intervention.

She received her B.A. from Dartmouth College, a Masters in Theology from Harvard University, her J.D. from Stanford Law School, an M.A. in East Asian Studies from Stanford University, and her Ph.D. in Ethics from the University of California’s Graduate Theological Union.

RRamesh Srinivasan, assistant professor at UCLA in design and media/information studies, delivered the Oct. 20 Liberation Technology seminar. The talk was entitled, “Layers of Networks: How the Street, Institutions, and Mediascape Converge in Egypt.” This wide ranging talk takes us through his fieldwork in Kyrgyzstan, India and other countries and culminates with his recent fieldwork in Egypt on the use of social media in the revolution. Through these journeys he argues that technology has the potential to act as a ‘bridge’ that could connect peoples across cultures.

Ramesh discusses his field experiments in India where he provided people in his fieldwork villages with video cameras to document any issue that was valuable to them, and discovered that the process of recording and watching the videos helped in developing broad social priorities. Similarly during his work in Kyrgyzstan and in Egypt he observed that a small sphere of bloggers used social media to create strong ties among themselves, and given the media ecology with the social media having connections with other media, they ended up having a broader reach among the international community. In essence, they served as bridges communicating across boundaries.

The key themes of the talk revolved around the concepts of bridges, interfaces and networks. Ramesh argued that he has sought to understand the role that technology could play in fostering meaningful dialogue among peoples who have different vocabularies and understandings with which they approach the world i.e. “What bridges will bring people together in terms of multi-cultural interaction?” Ramesh argued that technologies are culturally constructed, and culturally created and that technologies can serve as bridges if diverse cultural values or ontologies are considered in their design. Technologies can then act as bridges to connect people across networks.

The talk takes us through the complexities of social media serving as a bridge and discusses preliminary ideas for designing an online architecture that could provide a space for multiple voices and serve as a bridge across different cultures.

In the October 13 seminar entitled, "The Last Mile: Grassroots Development and Technology in Africa” Joshua Stern, executive director of Envaya, and Jesse Young, CTO of Envaya, shared their insights into how software could be used to strengthen grassroots development in Africa. Envaya’s mission is to build and deploy a software platform that provides “the last mile” of connection between grassroots activists and the larger development sector. 

Stern suggested that one of the biggest challenges in the development space currently was the lack of coordination between the community-based organizations, the NGOs and the foundations. He further argued that a system is only as strong as its weakest links. He therefore suggests that it is important to strengthen the weakest links. In the case of Tanzania and many other developing countries, Stern argued that the weakest link was in the connection between the community-based organizations and the international NGOs that often provided critical financial support. The community-based organizations are essential to focus on because they are embedded within the communities they are working in and have institutional memory, and they stay with the communities unlike international organizations and volunteers that come and go.

In Africa, Stern argued, there is a pretty robust grassroots civil society but often people are working on very similar work and do not know one another. Furthermore, organizations have trouble navigating secure funding. There is therefore a huge potential for collaboration. In particular, there is room for greater leveraging technology. Stern argued, “Despite leaps and bounds in hardware infrastructure, software is still tailored to the developed world.” Community organizations have therefore not been able to take advantage of the IT revolution. Envaya fills this gap by providing software that is optimized to work with infrastructure in these localities, thus enabling these organizations to make use of the connectivity that is now becoming available to them.

Josh and Jesse inspired us with the vision of Envaya to provide a technology platform for civil society organizations in developing countries so that communication and collaboration can take place beyond the occasional conference.  Young discussed the technical details Envaya’s innovation that enabled the rapid spread of their platform among the grassroots organizations in Tanzania and elsewhere.

Andrew McLaughlin, a lecturer at the Stanford Law School and the executive director of the Creative Commons delivered this inaugural lecture for the fall season of the liberation technology seminar series at Stanford. McLauglin argues that the internet originally evolved into a diffused and decentralized system amidst a small set of trusted organizations and security was not major concern at that stage.  The expansion of the internet has created substantial risks, and some of these risks are in areas over which no entity is in charge.  The question of who should address these and what role governments should play in it has implications for sovereignty and free speech.

In the current architecture of the internet, private organizations such as Certificate Authorities, browser makers, internet service providers and ICANN play an important and co-dependent role.  Their decisions have implications for the smooth operation of the internet and security of the cyberspace.  The growing importance of the internet to economies and increasing security risks makes a case for government intervention, and intervention in turn has implications for free speech.  The significance of such entities based in foreign countries also raises questions of sovereignty.

While free speech and other considerations present a case for governments not to intervene in regulating the internet, the decentralized architecture of the internet presents collective action problems.  Some of the security risks can be addressed only by collaborative effort between entities, but no entity has the mandate or the incentive to initiate the necessary changes.  This presents a dilemma for the governments, and McLauglin argues that instead of dictating solutions governments can play a role in creating solutions by convening meetings amongst various key groups, and thus create the impetus to address the risks.

The talk also deals with issues such as whether the decentralized nature of the internet is under threat, and promising models to address some of the specific risks mentioned above.

The Program on Human Rights at the Center on Democracy, Development, and the Rule of Law (CDDRL) is hosting the Human Rights Watch 2011 Voices for Justice honorees at a special event at Stanford University on November 18, 2011. This year's honorees —Consuelo Morales and Sussan Tahmasebi— will discuss their work defending human rights on the front lines in Mexico and Iran.

The Program on Human Rights at the Center on Democracy, Development, and the Rule of Law (CDDRL) is hosting the Human Rights Watch 2011 Voices for Justice honorees at a special event at Stanford University on November 18, 2011. This year's honorees —Consuelo Morales and Sussan Tahmasebi— will discuss their work defending human rights on the front lines in Mexico and Iran.

“These women are powerful and inspirational leaders," said Helen Stacy, director of the Program on Human Rights at CDDRL. "It is a rare and unique opportunity for the Stanford community to learn from their experiences and heroism.” Sitting at the intersection of research and policy, the Program on Human Rights provides a forum for Stanford faculty who work in disciplines that engage or border on human rights and student-initiated human rights groups on campus.

Human Rights Watch is one of the world’s leading independent organizations dedicated to defending and protecting human rights. Each year Human Rights Watch honors individuals who have put their lives and safety at risk in the name of defending human rights, presenting these human rights defenders with The Alison Des Forges Award for Extraordinary Activism.

Consuelo Morales works in Mexico defending victims of human rights violations to hold their abusers accountable. Security forces have committed widespread violations against civilians in Mexico—including torture, rape, and “disappearances”—yet their crimes are virtually never investigated. In the face of intimidation, Morales’s organization continues to lead efforts in the state of Nuevo Leon to document these abuses, litigate key cases, and provide critical support for victims of violent crime. Human Rights Watch honors Morales because of her courageous efforts to end impunity and aid victims of abuses in Mexico’s “war on drugs.”

Sussan Tahmasebi raises broad public awareness about how discriminatory laws violate the human rights of women in Iran. She helped found the award winning One Million Signatures Campaign, which rallies support for an end to Iran’s gender-biased laws. Tahmasebi has been harassed by security forces and was banned from traveling abroad because of her work. Human Rights Watch honors Tahmasebi for her fearless commitment to promoting civil society and bringing national prominence to women's rights issues in Iran.

“We are proud to be honoring two remarkable women and we are thrilled to be able to bring these exceptional defenders to engage with the Stanford human rights community,” said Andrea Dew Steele, director of the California Committee North at Human Rights Watch.

The Human Rights Defenders on the Front Line event will be held at the Bechtel Conference Center at Encina Hall on November 18 from 12:00 to 1:30PM.

Ronald I. McKinnon is an applied economist whose primary interests are international economics and economic development-with strong secondary interests in transitional economies and fiscal federalism. Understanding financial institutions in general, and monetary institutions in particular, is central to his teaching and research. His interests range from the proper regulation of banks and financial markets in poorer countries to the historical evolution of global and regional monetary systems. His books, numerous articles in professional journals, and op-eds in the financial press such as The Economist, The Financial Times, and The Wall Street Journal reflect this range of interests.

 

 

Event Summary

Professor McKinnon first outlines the two major assumptions behind his paper (available on this page). First, that from December 2008 to August 2011, an inflow of "hot money" to emerging economies resulted from low U.S., European, and Japanese interest rates. Since then, the trend has reversed in the wake of the European banking crisis and bank lending has fallen. Second, the dollar remains the widespread central bank reserve currency despite instability in the U.S. system. 

 

McKinnon voices concern about Federal Reserve Chairman Ben Bernanke's zero interest rate policy, calling it an overreaction to the crisis and a "lose-lose" policy as it deters investment in the U.S. while simultaneously spurring destabilizing hot money flows to surrounding emerging markets. These countries are in turn forced to suppress interest rates to mitigate the inflows, and to build up dollar reserves to keep exchange rates in check. The zero interest rate policy also stimulates carry trades in commodities by speculators.

 

The belief that under a zero interest rate regime, inflation will stimulate the economy by bringing real interest rates to negative levels, is misplaced in McKinnon's view. He argues that this simply adds uncertainty and interferes with efficient bank intermediation, as banks hold high excess reserves and tighten lending, causing a procyclical contraction as has been seen in the United States and Europe. He contrasts this approach with China, which stabilized its economy following the “dot-com” bust by expanding rather than contracting bank credit. He criticizes U.S. pressure on China to appreciate or float its currency, asserting that these strategies would fail to reduce China's trade surplus.

 

McKinnon suggests that international reforms should target interest rates instead of exchange rates.  He recommends coordination between central banks of the major industrialized countries, especially the United States, European countries, and Japan - to collectively raise interest rates to approximately 2%. This would improve overall bank intermediation, and would benefit both central and peripheral countries in Europe.

 

A question and answer session following the talked addressed topics including: the likelihood of a coordinated effort between central banks; the potential effects of Kucinich's monetary reform proposal; the potential negative effects on real growth from carry trades, and whether this is a cause for concern; and the effects of bank borrowing trends in Europe on the European monetary system.

Ronald McKinnon is the William D. Eberle Professor of International Economics at Stanford University. Currently, he is researching trade and financial policy in less-developed countries, the transition from socialism in Asia and Eastern Europe, the foreign exchange market and U.S.-Japan trade disputes, European monetary unification and international monetary reform, and the economics of market-preserving federalism.

Recent books by McKinnon include The Order of Economic Liberalization: Financial Control on the Transition to a Market Economy, 2nd edition (1993); The Rules of the Game: International Money and Exchange Rates (1996); and Dollar and Yen: Resolving Economic Conflict between the United States and Japan (with K. Ohno, 1997). Recent (1997) articles include "Credible Liberalizations and International Capital Flows: The Overborrowing Syndrome" (with H. Pill); "The East Asian Dollar Standard, Life after Death?" (1999); and "The Syndrome of the Ever-Higher Yen: American Mercantile Pressure on Japanese Monetary Policy" (with K. Ohno and K. Shirono, 1999). McKinnon teaches international trade and finance, economic development, money and banking, and financial control in developing and transitional socialist economies.

Recognizing the political consequences for Europe of Muslim immigration, and relying on a novel identification strategy, this paper investigates why Muslim assimilation into French cultural norms is incomplete, and provides experimental and survey evidence that reveals the low expected payoffs that Muslim immigrants in France receive for full assimilation. While the data show that rooted French people initially distrust Muslims (compared to a matched set of Christians)  in part due to their unwillingness to fully assimilate, the real source of Muslim reluctance to fully assimilate is their perception that in anonymous transactions (i.e., through French institutions) they will always be perceived as foreign and face discrimination.

David Laitin is the James T. Watkins IV and Elise V. Watkins Professor of Political Science at Stanford University. He received his B.A. in Political Science from Swarthmore College and his Ph.D. in Political Science from the University of California, Berkeley. His research interests include comparative politics, nation-state formation, ethnic conflict, and religion. Among his publications are Politics, Language and Thought: The Somali Experience (1977), Hegemony and Culture: Politics and Religious Change among the Yoruba (1986), Language Repertoires and State Construction in Africa (1992), Identity in Formation: The Russian-Speaking Populations in the Near Abroad (1998), and Nations, States and Violence (2007). Prof. Laitin has been a recipient of fellowships from the Howard Foundation, the Rockefeller Foundation, the Guggenheim Foundation, and the Russell Sage Foundation. He is an elected member of the American Academy of Arts and Sciences and the National Academy of Sciences.

 

Event Summary

Professor Laitin opens the seminar by providing background on the research project that motivated the paper. This examined: whether Muslim immigrants in France faced unique social and economic barriers; the source of the barriers; and whether French republicanism exacerbated or lessened the barriers. He provides a brief summary of studies examining the first and third points, but the focus of his talk was on the second point: if there are higher barriers for Muslims, who is building them?

Professor Laitin then describes the study his research team carried out on a Senegalese population in France for 15 years, drawing on equal-sized groups of Muslims and Christians from similar social and economic conditions. Through a series of games and surveys, the team observed that within Senegalese Muslims in France, certain groups assimilate more than others, and those that assimilate less are treated worse by French individuals and institutions. Many of the Muslims expected to be treated less generously by French individuals, and reported more experiences of discrimination from French institutions, which Professor Laitin's team found was more difficult to overcome than individual discrimination. This group also exhibited stronger financial ties (measured by investments and remittances sent to Senegal from France) and emotional ties (measured by desire to be buried in Senegal rather than France after death). The results of the study are used to provide a series of decision rules and reward matrixes for incoming Senegalese Muslims, including the likelihood of penalties and rewards for assimilation, such as giving children French names.

During a discussion period following the presentation, such questions were raised as: Do the results of the study have more to do with the respondents being Muslim, or simply not being French - or, do other ethnic or religious groups have the same problems assimilating into French Catholic society? Is the example of preferences for burial locations more about ties to Senegal than lack of ties to France? How much of the effect is due to being black rather than Muslim? Will the results of the study change as the Muslim population in France increases? What has been the reception in France to the prohibition of collecting ethnographic data? Why is "incomplete assimilation" framed as a "response" to the discrimination - is it a choice or is it just the way things are? Where does the fault lie in the discrimination reported in the survey?

David Laitin is the James T. Watkins IV and Elise V. Watkins Professor of Political Science and a co-director of the Immigration Policy Lab at Stanford. He has conducted field research in Somalia, Nigeria, Spain, Estonia and France. His principal research interest is on how culture – specifically, language and religion – guides political behavior. He is the author of “Why Muslim Integration Fails in Christian-heritage Societies” and a series of articles on immigrant integration, civil war and terrorism. Laitin received his BA from Swarthmore College and his PhD from the University of California, Berkeley.

The unprecedented rapid rate of scientific progress is creating new opportunities for transnational criminal and terrorist organizations to exploit advances in technology for unintended nefarious purposes. While much research has been dedicated on the common cyber security threats of today, little if any study has been devoted to next generation forms of technological crime and terrorism.

This discussion will provide an engaging and entertaining futurist perspective on the effects technological progress on crime, policing and national security. Specific topics to be covered include the criminal and terrorist implications of emerging technologies such as robotics, nanotechnology, artificial intelligence, synthetic biology, the human genome, virtual worlds, the social data revolution and ubiquitous computing.


Speaker Biography: Marc Goodman is a global thinker, writer and consultant focused on the disruptive impact of advancing technologies on security, business and international affairs.  Over the past twenty years, he has built his expertise in next generation security threats such as cyber crime and cyber terrorism working with organizations such as Interpol, the United Nations, NATO, the Los Angeles Police Department and the U.S. Government.  Marc provides a front seat view into the digital underground and insights into the emerging technological, geopolitical, and security trends shaping our common future.

Mr. Goodman frequently advises industry leaders, security executives and global policy makers on transnational cyber risk and intelligence and founded the Future Crimes Institute to inspire and educate others on the security implications of newly emerging technologies.  In addition, Mr. Goodman serves as the Chair for Policy, Law and Ethics at Silicon Valley’s Singularity University, a NASA and Google sponsored educational venture dedicated to using advanced science and technology to address humanity’s grand challenges.
