Daniel C. Sneider is a lecturer in international policy at Stanford's Ford Dorsey Master’s in International Policy and a lecturer in East Asian Studies at Stanford. His own research is focused on current U.S. foreign and national security policy in Asia and on the foreign policy of Japan and Korea.  Since 2017, he has been based partly in Tokyo as a Visiting Researcher at the Canon Institute for Global Studies, where he is working on a diplomatic history of the creation and management of the U.S. security alliances with Japan and South Korea during the Cold War. Sneider contributes regularly to the leading Japanese publication Toyo Keizai as well as to the Nelson Report on Asia policy issues.

Sneider is the former Associate Director for Research at the Walter H. Shorenstein Asia-Pacific Research Center at Stanford. At Shorenstein APARC, Sneider directed the center’s Divided Memories and Reconciliation project, a comparative study of the formation of wartime historical memory in East Asia. He is the co-author of a book on wartime memory and elite opinion, Divergent Memories, from Stanford University Press. He is the co-editor, with Dr. Gi-Wook Shin, of Divided Memories: History Textbooks and the Wars in Asia, from Routledge and of Confronting Memories of World War II: European and Asian Legacies, from University of Washington Press.

Sneider was named a National Asia Research Fellow by the Woodrow Wilson International Center for Scholars and the National Bureau of Asian Research in 2010. He is the co-editor of Cross Currents: Regionalism and Nationalism in Northeast Asia, Shorenstein APARC, distributed by Brookings Institution Press, 2007; of First Drafts of Korea: The U.S. Media and Perceptions of the Last Cold War Frontier, 2009; as well as of Does South Asia Exist?: Prospects for Regional Integration, 2010. Sneider’s path-breaking study “The New Asianism: Japanese Foreign Policy under the Democratic Party of Japan” appeared in the July 2011 issue of Asia Policy. He has also contributed to other volumes, including “Strategic Abandonment: Alliance Relations in Northeast Asia in the Post-Iraq Era” in Towards Sustainable Economic and Security Relations in East Asia: U.S. and ROK Policy Options, Korea Economic Institute, 2008; “The History and Meaning of Denuclearization,” in William H. Overholt, editor, North Korea: Peace? Nuclear War?, Harvard Kennedy School of Government, 2019; and “Evolution or new Doctrine? Japanese security policy in the era of collective self-defense,” in James D.J. Brown and Jeff Kingston, eds, Japan’s Foreign Relations in Asia, Routledge, December 2017.

Sneider’s writings have appeared in many publications, including the Washington Post, the New York Times, Slate, Foreign Policy, the New Republic, National Review, the Far Eastern Economic Review, the Oriental Economist, Newsweek, Time, the International Herald Tribune, the Financial Times, and Yale Global. He is frequently cited in such publications.

Prior to coming to Stanford, Sneider was a long-time foreign correspondent. His twice-weekly column for the San Jose Mercury News looking at international issues and national security from a West Coast perspective was syndicated nationally on the Knight Ridder Tribune wire service. Previously, Sneider served as national/foreign editor of the Mercury News. From 1990 to 1994, he was the Moscow bureau chief of the Christian Science Monitor, covering the end of Soviet Communism and the collapse of the Soviet Union. From 1985 to 1990, he was Tokyo correspondent for the Monitor, covering Japan and Korea. Prior to that he was a correspondent in India, covering South and Southeast Asia. He also wrote widely on defense issues, including as a contributor and correspondent for Defense News, the national defense weekly.

Sneider has a BA in East Asian history from Columbia University and an MPA from the John F. Kennedy School of Government at Harvard University.

Korea stands at a critical juncture, as it transitions from mid-level to advanced country status. Yet at this important time, Korea seems to have lost its sense of direction. Ideological confrontations, uncertainty about identity, mistrust of the political process and the government, reform fatigue, and, above all, lack of vision have become endemic. Such symptoms are not unique in this global "age of deconstruction," but they are more salient in Korea, where crushing ideological disputes, ongoing inter-Korean conflict, and fallout from of rapid, intensive modernization have put the country in crisis.

If Korea is to move forward, politics and government must regain the confidence of the people. The country cannot become an advanced nation if its ideological obsessions remain entrenched. Creative, pragmatic leadership will bring outcomes-oriented vision, inclusiveness, and focus to the goal of sustainable development on the Korean Peninsula.

A period of historic uncertainty often ushers in an era of progress, and the current crisis presents a tremendous opportunity. Now is the time for Korea's leaders to learn from the past, embrace pragmatism, and make history.

Goh served as the Acting President when the current President, Roh Moo Hyun, was indicted for impeachment by the National Assembly on March 12, 2004 and his powers, including those of Commander-in-Chief, were transferred to Prime Minister Goh until Roh was acquitted by the Constitutional Court in May of the same year. As Acting President, Goh was widely acclaimed for his crucial role in restoring South Korea's stability, handling foreign affairs skillfully, and managing the central government effectively.

Goh has served as the 30th Prime Minister (1997-1998), twice as the Mayor of Seoul, (1998-2002, 1988-1990), Minister of Home Affairs (1987), Member of the National Assembly (1985-1988), Minister of Agriculture and Marine Affairs (1981-1982), Minister of Transportation (1980-1981), and Chief Secretary of Political Affairs to the President (1979-1980).

He holds the record as the youngest Governor in South Korea. At the age of 37, he became the Governor of Jeonnam Province in 1975. He was appointed by the President to lead a national agricultural modernization program called the New Village Movement, which transformed South Korea's agricultural sector into one of the most modernized and productive in Asia.

Between government posts, Goh has served as the Chairman of Transparency International in Korea to fight corruption in South Korea, a life-long cause for Goh. He has also served as the Co-President of Korean Federation for Environment Movement and president of Myong Ji University. He is a 1960 graduate of the Seoul National University. He was a Visiting Fellow at Harvard University in 1983 and a Visiting Professor at MIT in 1984. He is married with three sons.

The pace of policy reform is important in new democracies, where the status quo policies, established by non-democratic regimes, may be far from the preferences of popular majorities. Slowing policy reform slows down governmental implementation of democratic policy mandates. This, in turn, may offset (at least partly) the positive effects of broader participation and greater accountability.

Whether the net impact of procedural reform is to accelerate or to slow policy reform depends on the particular procedures involved, and the political context. In this paper, the authors consider a procedure that, on the surface, appears likely to accelerate reform, thereby promoting change in the policy status quo. This is a sunset rule.

This paper focuses on the sunset rule adopted in South Korea, at the end of the Kim Young Sam administration. Kim's support for the sunset rule at the end of his term is puzzling. Why would a lame duck president support a rule that would seem to limit the life of the regulations passed in his own term?

Jeeyang Rhee Baum, is Assistant Professor of Political Science at the University of California, San Diego. She earned her Ph.D. in political science at the University of California, Los Angeles. Her research interests include comparative political institutions, administrative law, and bureaucracies with a particular emphasis on East Asia. Her most recent publications include: "Presidents Have Problems Too: The Logic of Intra-branch Delegation in East Asian Democracies", British Journal of Political Science (forthcoming) and "Breaking Authoritarian Bonds: The Political Origins of the Taiwan Administrative Procedure Act", Journal of East Asian Studies.

On May 18 a roundtable organized jointly by CDDRL and CREEES and chaired by SIIS Senior Fellow Gail W. Lapidus brought together visiting scholars Temuri Yakobashvili from Georgia, Volodymyr Kulyk from Ukraine, Uladzimir Rouda from Belarus, and Wall Street Journal reporter Steve LeVine to examine the dramatic wave of democratic revolutions and protest movements which have transformed the geopolitics of the post-Soviet region over the past 2 years.

The participants argued that although the "Rose Revolution"in Georgia in October 2003, the Ukrainian "Orange Revolution" of November-December 2004, and the more recent regime change in Kyrgyzstan were all precipitated by popular protest against fraudulent elections, they expressed a deeper dissatisfaction with the widespread corruption and failures of the three governments, combined with the emergence of an increasingly mature and organized political opposition. While international organizations and actors played a supportive role in delegitimizing electoral fraud and nurturing civil society, domestic factors were the decisive ones in bringing about peaceful regime change.

The panelists also concurred that the "easy"revolts were now over. They predicted that future upheavals in the region were inevitable, but were far less likely to go smoothly. In Belarus, although popular hostility to a tyrannical political regime is growing, inspired by the successful example of neighboring Ukraine and the attraction of Europe, the absence of a united and organized opposition remains a major barrier. In Uzbekistan, the repressive regime of President Karimov has demonstrated its willingness to resort to violence to put down opposition, and to forestall international criticism by stigmatizing opponents as Islamist terrorists.

Congressman Weldon represents the Seventh Congressional District of Pennsylvania. He is in his tenth term and is the most senior Republican in the Pennsylvania delegation. He is a senior member of the House Armed Services Committee and a leading House supporter of a national missile defense program. The Congressman has worked to strengthen the dialogue between the US and North Korea for the past three years. He has worked closely with Ambassador Han of North Korea as well as former Secretary Powell and Ambassador Pritchard to urge both sides to continue their participation in the six-party talks.

General Cha achieved the rank of Lieutenant General in the Army of the Republic of Korea. He has had a distinguished career, serving both in the public and the private sector, including as policy advisor to the Ministry of Unification, director general of the Policy Planning Bureau and deputy minster for Policy, and as an assistant professor in international relations. He has a B.A. in political science from Seoul National University, a B.S. in mechanical engineering from the Korea Military Academy, and a Ph.D. in political science from the University of Paris. He is the author of several books and articles on Korean security issues, published in both Korean and English.

In its communication on Wider Europe in 2003, the Commission launched a new program to structure its relations with its neighbors, the European Neighborhood Policy (ENP). With the 2004 EU enlargement in mind the EU wanted to start forging closer bonds with its new neighbors in the East. The objectives of the ENP would be to provide political stability and economic prosperity to its neighbors. The ENP would thus prevent that the new EU borders would become stark political and economic dividing lines. In exchange for reforms the EU would offer its neighbors further economic integration. The integration would fall short of EU membership, however. Prospects for membership would not be provided in the medium term, even though the approach is reminiscent of the path taken in the enlargement process. In the two years that have transpired since its launch, the EU has set out strategies and action plans for different countries as part of the ENP.

The workshop intends to study a variety of aspects of the ENP: legal, institutional, economic and political issues. It will analyze the specific characteristics of the policy and its expected political and economic impact on the neighbors, the EU's border regions and the rest of the EU. In studying these various issues a wide range of points of view will be considered: views from within the EU and from within the EU institutions, as well as perspectives from Eastern Europe, North-Africa, the Middle East and North-America.

Christophe Crombez is a political economist who specializes in European Union (EU) politics and business-government relations in Europe. His research focuses on EU institutions and their impact on policies, EU institutional reform, lobbying, party politics, and parliamentary government.

Crombez is Senior Research Scholar at The Europe Center at the Freeman Spogli Institute for International Studies at Stanford University (since 1999). He teaches Introduction to European Studies and The Future of the EU in Stanford’s International Relations Program, and is responsible for the Minor in European Studies and the Undergraduate Internship Program in Europe.

Furthermore, Crombez is Professor of Political Economy at the Faculty of Economics and Business at KU Leuven in Belgium (since 1994). His teaching responsibilities in Leuven include Political Business Strategy and Applied Game Theory. He is Vice-Chair for Research at the Department for Managerial Economics, Strategy and Innovation.

Crombez has also held visiting positions at the following universities and research institutes: the Istituto Italiano di Scienze Umane, in Florence, Italy, in Spring 2008; the Department of Political Science at the University of Florence, Italy, in Spring 2004; the Department of Political Science at the University of Michigan, in Winter 2003; the Kellogg Graduate School of Management at Northwestern University, Illinois, in Spring 1998; the Department of Political Science at the University of Illinois at Urbana-Champaign in Summer 1998; the European University Institute in Florence, Italy, in Spring 1997; the University of Antwerp, Belgium, in Spring 1996; and Leti University in St. Petersburg, Russia, in Fall 1995.

Despite the increasing centrality of computer software in modern weapons systems, computing remains relatively underrepresented in public debates about weapons policy. For example, in 1991, a software glitch in the Patriot missile defense system killed 28 people, yet physicists remain the most prominent technical critics of this system. This talk suggests that the different patterns of political intervention exhibited by physicists and computer experts cannot be explained by technical relevance. It suggests alternate explanations by examining the processes by which technical judgments are generated and rendered authoritative in the political arena, using insights from science and technology studies. These processes are then illustrated by comparing how computer experts and physicists intervened in political controversy about the feasibility of 'Star Wars', President Ronald Reagan's proposal to develop a missile defense that would render the massive Soviet nuclear arsenal 'impotent and obsolete.' I compare how critical groups of physicists and computer professionals attempted to persuade the public that a perfect missile shield could not be built. This analysis suggests that sharp differences in the two groups' technical frames of analysis, rhetoric, and professional organizations all contributed to the physicists' ability to demonstrate a much higher level of consensus and authority in the political arena.
