Understanding the emotional connection that people have to products inspires the innovative research and work of current Corporate Affiliates Program Fellow Yuichi Moronaga.

Moronaga engaged in policy-related work for Japan's Ministry of Economy, Trade, and Industry (METI) for nearly a decade, and he most recently served as a deputy manager for the Prime Minister's Cabinet Secretariat. As a student, Moronaga, who holds a bachelor's degree in mechanical engineering and a master's degree in biomedical engineering from Keio University in Yokohama, studied universal design--the design of making products, such as drinking fountains, and spaces, such as public parks, accessible to all. Moronaga took universal design one-step further by considering the emotional aspect of design, factoring positive feeling into accessibility.

In his work for METI, Moronaga applied his creativity and knowledge of universal design to numerous projects, including a child-focused policy agenda. Moronaga and his colleagues considered the psychology and physique of children when developing the agenda, noting the curiosity of children for exploring places considered dangerous by adults--those that are high, dark, and enclosed--and the broad range of variations in children's physiques. Mean data is not appropriate for child-focused design, says Moronaga, and so he and his team measured approximately 50 different body parts in order to provide a broad data set for designers to work from. After five years, child-focused design is catching on in Japan. A Kids Design award is now in place and the Kids Design Association, a non-profit organization, monitors products, businesses, and public spaces for child safety. Nearly 80 businesses in Japan are now dedicated to child-focused design. At the recent APEC Forum held in Japan, METI sponsored a booth displaying child-friendly products. Moronaga hopes that the trend will spread to other countries.

At the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC), Moronaga is now engaging in research about essential value, which he describes as the "background story" behind companies and their products. Marketing based on essential value focuses on such things as a tradition of excellence, quality materials, and careful craftsmanship behind a company or product, which causes consumers to feel good about their purchase. The online shoe retailer Zappos, which emphasizes its customer service, is an example of a company that markets essential value. Moronaga is currently studying how social media enhances essential value, such as the way that positive consumer recommendations raise the value of a product. Already widespread in the United States-especially California, Moronaga says consumer reviews are catching on more in Japan.

Moronaga values the opportunity to speak with people at Stanford University and in local companies about his research and work experience, and about topics ranging from the environment to politics. Amidst the prevalence of hybrid cars and exciting green technology research in California, he was surprised to find that energy-saving technologies, such as solar panels, are not as widespread as in Japan. On the other hand, he appreciates discussions and hearing American perspectives on political topics, such as security issues, that he feels are less commonly discussed in Japan.

Moronaga views the connections with people that he and his family are making while at Shorenstein APARC this year as long term and he hopes that his son, who is four years old, will have a happy adjustment to living in the United States and remember the experience for the rest of his life.

Mariano-Florentino Cuéllar  (MA ’96, PhD ’00), a lawyer, scholar, and former official in the Clinton and Obama administrations, will assume the position of co-director of the Center for International Security and Cooperation (CISAC) at Stanford's Freeman Spogli Institute for International Studies (FSI) at the conclusion of the current academic year, FSI Director Coit D. Blacker and Law School Dean Larry Kramer have announced.

An expert in administrative law, international security, and public health and safety, Cuéllar is Professor and the Deane F. Johnson Faculty Scholar at Stanford Law School, and is also professor (by courtesy) of political science in the School of Humanities and Sciences. He is a longtime affiliated faculty member at CISAC, where he currently serves on the executive committee. He has collaborated with or served on the boards of several civil society organizations, including the Haas Center for Public Service, Asylum Access, and the American Constitution Society.

“I’m delighted that Tino has agreed to serve as co-director of FSI’s Center for International Security and Cooperation,” says Coit D. Blacker, FSI’s director and the Olivier Nomellini Professor in International Studies. “He will bring to the job just the right combination of skills, talents, and sensibilities to assure the Center’s continuing relevance and future success. Tino is an acclaimed scholar, an outstanding teacher, and an experienced policymaker who thinks hard and very creatively about the most pressing national and international security issues of our time – including problems of executive power and accountability, public health, and migration. Finding someone to take the reins at CISAC following Scott D. Sagan’s long and successful tenure as co-director was never going to be easy. But with Siegfried S. Hecker and now Tino Cuéllar at the helm, I think we’ve put together a winning team.”

Cuéllar has had an extensive record of public service since joining Stanford Law School faculty in 2001. Recently, he served in the Obama Administration as Special Assistant to the President for Justice and Regulatory Policy at the White House. In that role, he led the Domestic Policy Council’s work on criminal justice and drug policy, public health and food safety, regulatory reform, borders and immigration, civil rights, and rural and agricultural policy.  Among other responsibilities, he represented the Domestic Policy Council in the development of the first-ever Quadrennial Homeland Security Review, and coordinated the President’s Food Safety Working Group.

"Tino's decision to become co-director of CISAC is good for everyone,” said Larry Kramer, Richard E. Lang Professor and Dean of Stanford Law School. “It's a great opportunity for him to pursue and build on his expertise in national security. It adds an innovative and forward-thinking mind and voice to CISAC. And it will generate tremendous new opportunities for collaboration between the Law School and CISAC, to the great benefit of our students and faculty."

In July 2010, when Cuéllar left the Obama administration to return to Stanford, he also accepted an appointment from the President of the United States to the Council of the Administrative Conference of the United States, a non-partisan agency charged with recommending improvements in the efficiency and fairness of federal regulatory programs.  Before joining the White House staff, Cuéllar co-chaired the Obama-Biden Transition’s Immigration Policy Working Group.  Earlier in his career, during the second term of the Clinton Administration, Cuéllar worked at the U.S. Department of the Treasury as Senior Advisor to the Under Secretary for Enforcement, focusing on countering financial crime, improving border coordination, and enhancing anti-corruption measures.

Cuéllar graduated from Calexico High School in rural Southern California, going on to receive a BA magna cum laude from Harvard University in 1993, a JD from Yale Law School in 1997, and a PhD in political science from Stanford University in 2000. Cuéllar clerked for Chief Judge Mary M. Schroeder of the U.S. Court of Appeals for the Ninth Circuit from 2000 to 2001.

Cuéllar will join current CISAC co-director Siegfried Hecker, professor (research) of management science and engineering and FSI senior fellow, in leading one of the country’s preeminent university-based research centers on international security and cooperation. He will succeed longtime co-director Scott Sagan, who has been leading the Center since 1998. “I am extremely pleased that Tino Cuéllar will be joining me,” said Hecker.  “He will build on the extraordinary leadership that Scott Sagan has provided over the last 12 years, and his outstanding academic credentials and deep experience in Washington crafting security policy will be a tremendous asset to CISAC."

Sagan, the Caroline S.G. Munro Professor of Political Science and FSI senior fellow, will continue as an important presence at CISAC and FSI, with plans to focus on policy-related research for the American Academy of Arts and Science's Global Nuclear Future Initiative, where he serves as the co-chair with Harvard’s Steven Miller. Sagan has been instrumental in building CISAC’s capacity as an international leader in interdisciplinary university-based research and training aimed at tackling some of the world's most difficult security problems. “CISAC is a small national treasure inside this great university: a multidisciplinary research institution that consistently produces rigorous policy-relevant scholarship and creatively trains the next generation of international security specialists,” said Sagan. “I am proud to have helped lead the Center for the past 12 years, and am equally excited to be staying on at CISAC as a faculty member in residence."

"Tino Cuéllar will be a spectacular co-director for CISAC,” he added. “His joint legal and political science training brings new perspectives to international and national problems and his research on the security implications of U.S. immigration law, on efforts to combat terrorist financing, and on the politics of transnational law enforcement places new and important subjects directly onto the CISAC global policy agenda."

Foreign Affairs editor Gideon Rose will describe how the United States has failed in the aftermaths of every major 20th-century war-from WWI to Afghanistan-routinely ignoring the need to create a stable postwar environment. He will argue that Iraq and Afghanistan are only the most prominent examples of such bunging, not the exceptions to the rule. Rose will draw upon historic lessons of American military engagement and explain how to effectively end our wars.

Gideon Rose is  the editor of Foreign Affairs. He served as managing editor of the magazine from 2000 to 2010 . From 1995 to December 2000 he was Olin senior fellow and deputy director of national security studies at the Council on Foreign Relations (CFR), during which time he served as chairman of CFR's Roundtable on Terrorism and director of numerous CFR study groups. He has taught American foreign policy at Columbia and Princeton Universities. From 1994 to 1995 Rose served as associate director for Near East and South Asian affairs on the staff of the National Security Council. From 1986 to 1987, he was assistant editor at the foreign policy quarterly The National Interest, and from 1985 to 1986 held the same position at the domestic policy quarterly The Public Interest. Rose received his BA from Yale University and his PhD from Harvard University.

Professor David Kinley holds the Chair in Human Rights Law at University of Sydney, and is the Law Faculty's Associate-Dean (International). He is also an Academic Panel member of Doughty Street Chambers in London, the UK's leading human rights practice. He has previously held positions at Cambridge University, The Australian National University, the University of New South Wales, Washington College of Law, American University, and was the founding Director of the Castan Centre for Human Rights Law at Monash University (2000-2005). He was a Senior Fulbright Scholar in 2004, based in Washington DC, and Herbert Smith Visiting Fellow at the Faculty of Law, University of Cambridge in 2008. He is author and editor of eight books and more than 80 articles, book chapters, reports and papers.

He has worked for 15 years as a consultant and adviser on international and domestic human rights law in Vietnam, Indonesia, South Africa, Thailand, Iraq, Nepal, Laos, China, and Myanmar/Burma, and for such organizations as the UN High Commissioner for Human Rights, the World Bank, the Ford Foundation, AusAID, and the Asia Pacific Forum of National Human Rights Institutions, and a number of transnational corporations, and NGOs.  He has also previously worked for three years with the Australian Law Reform Commission and two years with the Australian Human Rights Commission.

His latest publications include the critically acclaimed Civilising Globalisation: Human Rights and the Global Economy (CUP, 2009), Corporations and Human Rights (Ashgate 2009), and The World Trade Organisation and Human Rights: Interdisciplinary Perspectives (Edward Elgar, 2009) Another edited collection entitled Principled Engagement: Promoting Human Rights in Pariah States will be published by UNU Publications in 2011.  He is currently working on another book investigating the interrelations between human rights and global finance.

David was born in Belfast, Northern Ireland and brought up there during the 1960s and 70s.  He studied in England in the 1980s at Sheffield Hallam University and the Universities of Sheffield and Cambridge, and after obtaining his doctorate from the latter in 1990 he moved to Australia.  He now lives in Sydney with his wife and three children.

Professor Wein received his PhD in Operations Research from Stanford in 1988 and has taught core MBA courses in operations management throughout his entire career, both at MIT's Sloan School of Management from 1988 to 2002 and, since 2002, at Stanford's Graduate School of Business, where he is currently Paul  E. Holden Professor of Management Science. He has also been a Senior Fellow (by courtesy) at FSI since 2003.

Since 2001, Wein has analyzed a variety of homeland security problems. His homeland security work includes four papers in the Proceedings of the National Academy of Sciences: one on an emergency response to a smallpox attack,  a second on an emergency response to an anthrax attack, a third presenting a biometric analysis of the US-VISIT Program, and a fourth analyzing a bioterror attack on the milk supply. He has also published the Washington Post op-ed "Unready for Anthrax" (2003) and the New York Times op-ed "Got Toxic Milk?" (2005) and has written papers on port security, indoor remediation after an anthrax attack, and the detention and removal of illegal aliens.  He was also Editor-in-Chief of Operations Research from 2000 to 2005. Wein has won several awards, including the 1993 Erlang Prize for the outstanding applied probabilist under 35 years of age and the 2002 Koopman Prize for the best paper in military operations research.

Lawrence Wein is the Jeffrey S. Skoll Professor of Management Science at the Graduate School of Business, Stanford University, and an affiliated faculty member at CISAC. After getting a PhD in Operations Research from Stanford University in 1988, he spent 14 years at the Sloan School of Management at MIT, where he was the DEC Leaders for Manufacturing Professor of Management Science. His research interests include mathematical models in operations management, medicine and biology.

Since 2001, he has analyzed a variety of homeland security problems. Lanchester Prize for best research publication, and the George E. Kimball Medal. He was Editor-in-Chief of Operations Research from 2000 to 2005, and was elected to the National Academy of Engineering in 2009.

The world first became concerned about North Korea's nuclear development program in 1989 through satellite photos of a facility under construction near the town of Yongbyon. Since then, there have been on-again, off-again negotiations with North Korea by the United States, the Republic of Korea (ROK), and other countries in the region to halt and dismantle North Korea's nuclear weapons program.

A consistent strategy focused on dialogue and diplomacy is essential to get out of the current quagmire, urged Song Min-soon, a member of the Korean National Assembly and a former Minister of Foreign Affairs and Trade, at a Korean Studies Program public seminar on October 18. Although the United States and the ROK must lead efforts, China's active involvement is also crucial. Resolving the nuclear issue is necessary to help ensure the long-term peace and prosperity of not only the Korean Peninsula but also the entire East Asia region.

Song explored reasons why previous negotiation attempts failed, especially the lack of a shared vision among the concerned countries for the future of the peninsula and region. He suggested that this rendered China less willing to play a stronger role in the negotiations. The imbalance of power among the negotiating countries is another significant factor. North Korea's only effective bargaining card is its nuclear weapons program, argued Song, while countries like the United States have the capability to offer or withhold important aid, such as energy and development assistance.

Song advocated a firm, direct approach, stating that the United States has not adopted a real strategy for effecting nuclear disarmament. Instead, it has opted for the "slogan" of "strategic patience." He cautioned against taking a hard line, such as the current ROK administration is pursuing. Song expressed the hope that the United States would focus more on developing a well-planned diplomatic strategy for resolving the nuclear issue and that the ROK would adopt a more conciliatory approach toward North Korea.

To move forward in the Six-Party Talks-negotiations among the United States, the ROK, North Korea, China, the Russian Federation, and Japan-and effectively resolve the North Korea nuclear issue, Song made several recommendations. He pointed to the long-term benefit of building trust incrementally by fulfilling small, strategic commitments to North Korea. To balance the asymmetry of negotiating cards, Song suggested that the other countries proceed with fulfilling their commitments and allow North Korea more time to fulfill its own obligations. Bringing China fully on board by building a logical basis for its involvement is also a crucial element of the negotiations, he offered. Finally, Song asserted that the United States, the ROK, and China must develop a shared, solid vision for peaceful coexistence on the peninsula, taking into account different scenarios and the roles each country should play.

Song expressed confidence that the approach he outlined would not only eventually resolve the nuclear issue but would also open the way for stability and prosperity for everyone in East Asia, including North Korea.
