The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

New scientific tool, GAPI, assesses impact of global aquaculture. FSE research associate Alice Chiu on the advisory committee that pulled together this new tool and report.

Industrial-scale aquaculture production magnifies environmental degradation, according to the first global assessment of the effects of marine finfish aquaculture (e.g. salmon, cod, turbot and grouper) released today. This is true even when farming operations implement the best current marine fish farming practices.

University of Victoria marine ecologist Dr. John Volpe and his research team have developed the Global Aquaculture Performance Index (GAPI), an unprecedented system for objectively measuring the environmental performance of fish farming.

"Scale is critical," says Volpe. "Over time, the industry has made strides in reducing the environmental impact per ton of fish, but this does not give a complete picture. Large-scale farming of salmon, for example, even under the best current practices, creates large-scale problems."

The fish farming industry is an increasingly important source of seafood, especially as many wild fisheries are in decline. Yet farming of many marine fish species has been criticized as causing ecological damage. For instance, the researchers found that the relatively new marine finfish aquaculture sector in China and other Asian countries lags in environmental performance.

Adds Volpe: "The fastest growing sector is Asia, where we found a troubling combination of poor environmental performance and rapidly increasing production."

With support from the Lenfest Ocean Program, Volpe and his team developed GAPI, which uses 10 different criteria to assess and score environmental impacts. Incorporating information such as the application of antibiotics and discharge of water pollutants, GAPI allows researchers to gauge which farmed species and countries of production have the best or worst environmental performance.

The researchers examined the environmental impact of marine fish farming per ton of fish produced and the cumulative environmental impact for each country producing a major farmed species.

"GAPI provides a valuable tool for developing environmentally responsible fish farming. Governments can use GAPI to inform policies and regulations to minimize the environmental footprint of fish farming. Farmers can use it to improve production practices. And buyers can use it to compare and select better, more environmentally friendly seafood options," says Chris Mann, senior officer and director of the Pew Environment Group's Aquaculture Standards Project, which collaborated on the work.

The Center for Northeast Asian Policy Studies and the Economic Research Institute for Northeast Asia (ERINA) will host a seminar on the potential areas of cooperation between the U.S., Japan, and China on developing clean coal technology and clean energy markets and policies titled, "Developing Clean Energy Markets: Toward China-Japan-U.S. Trilateral Cooperation" on October 25, 2010.

Researcher He will be participating in the Prospects and Bottlenecks for Clean Energy Cooperation portion of the seminar.

Event Summary from Brookings

In recent years, the United States and China have engaged in high-profile discussions and collaborated on various aspects of clean energy. The United States and China have also separately worked with Japan. However, these nations-the world's three largest economies and three of the four largest energy consumers-have not worked together in a trilateral format.

On October 25, the Center for Northeast Asian Policy Studies at Brookings and the Economic Research Institute for Northeast Asia hosted a seminar featuring presentations by experts from Japan, China, and the U.S. Panelists will describe existing bilateral cooperation on developing clean energy markets and policies, and will illuminate opportunities for truly trilateral cooperation, especially in the areas of energy efficiency and clean coal.

After each panel, the speakers took audience questions.

Gang He's work focuses on China's energy and climate change policy, carbon capture and sequestration, domestic coal and power sectors and their key role in both the global coal market and in international climate policy framework.  He also studies other issues related to energy economics and modeling, global climate change and the development of lower-carbon energy sources. 

Prior to joining PESD, he was with the World Resources Institute as a Cynthia Helms Fellow.  He has also worked for the Global Roundtable on Climate Change of the Earth Institute at Columbia University. With his experiences both in US and China, he has been actively involved in the US-China collaboration on energy and climate change. 

Mr. He received an M.A. from Columbia University on Climate and Society, B.S. from Peking University on Geography, and he is currently doing a PhD in the Energy and Resources Group at UC Berkeley.

Carbon capture and storage (CCS) is now widely viewed as imperative for global climate stabilisation. Coal is the world’s fastest growing fossil fuel, and coal combustion is now the largest single source of anthropogenic CO2 emissions.

China’s coal sector is the world’s largest and the rapid industrialisation of China is inexorably tied to the same process that fuelled the West’s development - burning coal. International Energy Agency (IEA) projections suggest that China will have 1,332 gigawatts (GW) of coal power generation capacity by 2030, compared to 583 GW in the US and EU combined.

Expanding croplands to meet the needs of a growing population, changing diets, and biofuel production comes at the cost of reduced carbon stocks in natural vegetation and soils. Here, we present a spatially explicit global analysis of tradeoffs between carbon stocks and current crop yields. The difference among regions is striking. For example, for each unit of land cleared, the tropics lose nearly two times as much carbon (∼120 tons·ha-1 vs. ∼63 tons·ha-1) and produce less than one-half the annual crop yield compared with temperate regions (1.71 tons·ha-1·y-1 vs. 3.84 tons·ha-1·y-1). Therefore, newly cleared land in the tropics releases nearly 3 tons of carbon for every 1 ton of annual crop yield compared with a similar area cleared in the temperate zone. By factoring crop yield into the analysis, we specify the tradeoff between carbon stocks and crops for all areas where crops are currently grown and thereby, substantially enhance the spatial resolution relative to previous regional estimates. Particularly in the tropics, emphasis should be placed on increasing yields on existing croplands rather than clearing new lands. Our high-resolution approach can be used to determine the net effect of local land use decisions.

Daisuke Maeda
, 2008-2009 Corporate Affiliates fellow, embraced the opportunity of being at Stanford University in order to actively engage with students, scholars, and Silicon Valley entrepreneurs. Connecting in person in an environment of innovation and entrepreneurship informed Maeda's thinking about his work with the Sumitomo Corporation, both retrospectively and for the future.

Established in 1919 but with business roots extending back into the 17th century, Sumitomo Corporation is a Tokyo-based general trading company with approximately 200 offices and 800 subsidiaries worldwide, including such major global cities as Beijing, London, Madrid, Istanbul, Casablanca, Sao Paulo, and New York City. Sumitomo is divided into seven business units based on its wide diversification: metal products; transportation and construction systems; infrastructure; media, network, and lifestyle; mineral resources, energy, chemical, and electronics; general product and real estate; and financial and logistics. Some of its subsidiary companies include Discovery Japan, Inc.; Barneys Japan; and Pacific Summit Energy, LLC. The corporation's mission statement expresses a strong focus on social responsibility.

Before coming to Stanford, Maeda had the responsibility for overseeing the marketing strategy of one of Sumitomo's e-commerce companies and while at Stanford he then conducted research about the "long tail" statistical theory which emphasizes the strength of a vendor, such as Amazon, selling a wide array of specialty goods. Maeda looked at arguments for and against this theory and spoke with Stanford students and Silicon Valley entrepreneurs on this subject.  In addition to his research, Maeda met with local startup companies and offered advice on marketing their products in Japan.

Maeda is now a director in the mobile and internet department of Sumitomo's media, network, and lifestyle business unit, which is home to Japan's largest cable television provider, the biggest home shopping television channel, and a major households goods e-commerce website. His current work involves developing a Japan-focused online marketing strategy for Sumitomo's healthcare business offerings.

Maeda urges current fellows to seize the opportunity of being at Stanford, saying, "Don't hesitate. Time is limited." He explains that he actively sought out opportunities to enrich his own knowledge and potential, including meeting and talking with people. "I promise that this program could change your mind and future," he concludes.

Justin McGrath is a postdoctoral scholar in the Center on Food Security and the Environment. His research examines the impacts of environmental change on crop physiology, yield and quality. Recent projects have studied how water status alters crop response to elevated carbon dioxide concentrations, and how nutrient quality changes when crops are grown in elevated carbon dioxide. Ongoing studies will examine how these changes in crop quantity and quality will affect calorie and nutrient intake of populations in food-insecure regions of the world.

Justin received his degree from the University of Illinois, Urbana-Champaign in 2009 where he examined the molecular and physiological basis for changes in crop canopy structure when grown in elevated carbon dioxide, and he received a B.S. from Bradley University in 2004.

Richard Rhodes is the author or editor of twenty-three books including The Making of the Atomic Bomb, which won a Pulitzer Prize in Nonfiction, a National Book Award and a National Book Critics Circle Award; Dark Sun: The Making of the Hydrogen Bomb, which was shortlisted for a Pulitzer Prize in History; an investigation of the roots of private violence, Why They Kill; a personal memoir, A Hole in the World; a biography, John James Audubon; and four novels. He has received numerous fellowships for research and writing, including grants from the Ford Foundation, the Guggenheim Foundation, the MacArthur Foundation Program in International Peace and Security and the Alfred P. Sloan Foundation. He has been a visiting scholar at Harvard and MIT and a host and correspondent for documentaries on public television's Frontline and American Experience series.

He is an affiliate of the Center for International Security and Cooperation at Stanford University. A third volume of nuclear history, Arsenals of Folly: The Making of the Nuclear Arms Race, was published in October 2007 by Alfred A. Knopf. It examines the international politics of nuclear weapons thoughout the Cold War.  A fourth and final volume, The Twilight of the Bomb, is currently in bookstores. Rhodes lectures frequently to audiences in the United States and abroad (see Lecturing tab, above). With his wife Ginger Rhodes, a clinical psychologist in private practice in San Francisco, he lives near Half Moon Bay, California.

The world first became concerned about North Korea's nuclear development program in 1989 through satellite photos of a facility under construction near the town of Yongbyon. Since then, there have been on-again, off-again negotiations with North Korea by the United States, the Republic of Korea (ROK), and other countries in the region to halt and dismantle North Korea's nuclear weapons program.

A consistent strategy focused on dialogue and diplomacy is essential to get out of the current quagmire, urged Song Min-soon, a member of the Korean National Assembly and a former Minister of Foreign Affairs and Trade, at a Korean Studies Program public seminar on October 18. Although the United States and the ROK must lead efforts, China's active involvement is also crucial. Resolving the nuclear issue is necessary to help ensure the long-term peace and prosperity of not only the Korean Peninsula but also the entire East Asia region.

Song explored reasons why previous negotiation attempts failed, especially the lack of a shared vision among the concerned countries for the future of the peninsula and region. He suggested that this rendered China less willing to play a stronger role in the negotiations. The imbalance of power among the negotiating countries is another significant factor. North Korea's only effective bargaining card is its nuclear weapons program, argued Song, while countries like the United States have the capability to offer or withhold important aid, such as energy and development assistance.

Song advocated a firm, direct approach, stating that the United States has not adopted a real strategy for effecting nuclear disarmament. Instead, it has opted for the "slogan" of "strategic patience." He cautioned against taking a hard line, such as the current ROK administration is pursuing. Song expressed the hope that the United States would focus more on developing a well-planned diplomatic strategy for resolving the nuclear issue and that the ROK would adopt a more conciliatory approach toward North Korea.

To move forward in the Six-Party Talks-negotiations among the United States, the ROK, North Korea, China, the Russian Federation, and Japan-and effectively resolve the North Korea nuclear issue, Song made several recommendations. He pointed to the long-term benefit of building trust incrementally by fulfilling small, strategic commitments to North Korea. To balance the asymmetry of negotiating cards, Song suggested that the other countries proceed with fulfilling their commitments and allow North Korea more time to fulfill its own obligations. Bringing China fully on board by building a logical basis for its involvement is also a crucial element of the negotiations, he offered. Finally, Song asserted that the United States, the ROK, and China must develop a shared, solid vision for peaceful coexistence on the peninsula, taking into account different scenarios and the roles each country should play.

Song expressed confidence that the approach he outlined would not only eventually resolve the nuclear issue but would also open the way for stability and prosperity for everyone in East Asia, including North Korea.
