The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Abstract:

Burning of biomass for cooking is associated with health problems and climate change impacts. Many previous efforts to disseminate improved stoves – primarily by governments and NGOs – have not been successful. Based on interviews with 12 organizations selling improved biomass stoves, we assess the results to date and future prospects of commercial stove operations in India.

Specifically, we consider how the ability of these businesses to achieve scale and become self-sustaining has been influenced by six elements of their respective business models: design, customers targeted, financing, marketing, channel strategy, and organizational characteristics.

The two companies with the most stoves in the field shared in common generous enterprise financing, a sophisticated approach to developing a sales channel, and many person-years of management experience in marketing and operations. And yet the financial sustainability of improved stove sales to households remains far from assured. The only company in our sample with demonstrated profitability is a family-owned business selling to commercial rather than household customers. The stove sales leader is itself now turning to the commercial segment to maintain flagging cash flow, casting doubt on the likelihood of large positive impacts on health from sales to households in the near term.

On Monday, June 13, 2011 at 4:15 p.m. in Panofsky Auditorium, Richard Morse of Stanford University will present a colloquium, "Addressing the 'Coal Renaissance' in a Post-Kyoto World."

Coal has been the world's fastest growing source of fossil fuel since 2000, contributing more to global primary energy supplies than any other source of energy.  Yet it is also the world's leading source of CO2 emissions.  As the Kyoto Protocol approaches its end in 2012 and global carbon policy is fragmented into regional efforts, efforts to mitigate global emissions will require taking a hard look at the realities of coal markets and developing pragmatic strategies that don't rely on carbon policy.

Richard Morse of Stanford's Program on Energy and Sustainable Development will discuss the outlook for global carbon policy, how international coal markets are evolving, and what strategies and technologies might realistically be used to reduce emissions from coal.   Discussion of carbon policy will include the latest developments in Europe, China, and the US, and analysis of international coal markets will highlight key issues for the future of Chinese energy consumption.  Arguing that renewable energy in its current state can only address the coal emissions problem at the margin, Morse will consider the portfolio of carbon mitigation options that can operate at scale, including carbon capture and storage (CCS).  Finally, in light of the recent nuclear tragedy in Japan, Morse will discuss with the SLAC community how to evaluate the relative risks of coal and climate change against the risk of nuclear catastrophe.

Japan leads, chased closely by South Korea, with China, on a vastly larger scale, not far behind. Not as mercantilist development states nor as threats to America's high-tech industry, but rather as the world’s most rapidly aging societies.  

A wave of unprecedented demographic change is sweeping across East Asia, the forefront of a phenomenon of longer life expectancy and declining birthrates that together yield a striking rate of aging. Japan already confronts a shrinking population. Korea is graying even more quickly. And although China is projected to grow for another couple of decades, demographic change races against economic development. Could China become the first country to grow old before growing rich? In Southeast Asia, Singapore also is confronting a declining birthrate and an aging society. Increasingly, Asia’s aging countries look to its younger societies, such as Vietnam, Indonesia, and India, as sources of migrant labor and even wives. Those countries in turn face different demographic challenges, such as how to educate their youth for global competition.

The third Stanford Kyoto Trans-Asian Dialogue will focus on demographic change in the region and its implications across a wide range of areas, including economies, societies, and security. Asia’s experience offers both lessons and warnings for North America and Europe, which are facing similar problems. Questions to be addressed include:

  • What are the inter-relationships between population aging and key macroeconomic variables such as economic growth, savings rates, and public and private intergenerational transfers?
  • How and why do policy responses to population aging differ in Japan, South Korea, and across different regions of China?
  • What are the effects of demographic change on national institutions such as employment practices, pension and welfare systems, and financial systems?
  • What policies can or should be pursued to influence future outcomes?
  • How will demographic change affect security in the Asia-Pacific region?
  • How have patterns of migration impacted society and culture in East Asia, in comparative perspective?
  • How will demographic change influence the movement of people across the region and the prevalence of multicultural families?
  • What lessons can Asia, the United States, and Europe learn from each other to improve the policy response to population aging?

The Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) established the Stanford Kyoto Trans-Asian Dialogue in 2009 to facilitate conversation about current Asia-Pacific issues with far-reaching global implications. Scholars from Stanford University and various Asian countries start each session of the two-day event with stimulating, brief presentations, which are followed by engaging, off-the-record discussion. Each Dialogue closes with a public symposium and reception, and a final report is published on the Shorenstein APARC website.

Previous Dialogues have brought together a diverse range of experts and opinion leaders from Japan, South Korea, China, Vietnam, Thailand, Indonesia, Singapore, India, Australia, and the United States. The first Dialogue examined the global environmental and economic impacts of energy usage in Asia and the United States. It also explored the challenges posed by competition for resources and the possibilities for cooperating to develop sustainable forms of energy and better consumption practices. Last year’s Dialogue considered the question of building an East Asian Community similar in concept to the European Union. Participants discussed existing organizations, such as ASEAN and APEC, and the economic, policy, and security implications of creating an integrated East Asia regional structure.

Policies promoting ethanol and biodiesel production and use in the U.S., Europe, and other parts of the world since the mid-2000s have had profound—and largely unintended—consequences on global food prices, agricultural land values, land acquisition, and food security in developing countries. They have also created regional opportunities in the form of agricultural investments, crop yield growth, and booming farm economies. Rising incomes in emerging economies are generating increased demand for transportation fuels, thus stimulating further growth of the global biofuel industry. This seminar will explore the politics, economics, and global food security implications of the expanding biofuel sector. Several policy questions will be raised, including the role of biofuel mandates on food prices, the role of trade policies for stabilizing food prices in an era of increasingly tight demand, and the role of land policies and institutions for feedstock production and income distribution in the developing world.

Siwa Msangi, Senior Research Fellow in the Environment and Production Technology Division at the International Food Policy Research Institute (IFPRI) will provide commentary. Msangi's work focuses on the major socio-economic and bio-physical drivers affecting agricultural production and trade, and their impacts on nutrition, poverty and the environment. Dr. Msangi manages a research portfolio that includes the economic and environmental implications of biofuels, and has coordinated the project Biofuels and the Poor in partnership with FSE.

Rosamond Naylor is the William Wrigley Professor in Earth System Science, a Senior Fellow at Stanford Woods Institute and the Freeman Spogli Institute for International Studies, the founding Director at the Center on Food Security and the Environment, and Professor of Economics (by courtesy) at Stanford University. She received her B.A. in Economics and Environmental Studies from the University of Colorado, her M.Sc. in Economics from the London School of Economics, and her Ph.D. in applied economics from Stanford University. Her research focuses on policies and practices to improve global food security and protect the environment on land and at sea. She works with her students in many locations around the world. She has been involved in many field-level research projects around the world and has published widely on issues related to intensive crop production, aquaculture and livestock systems, biofuels, climate change, food price volatility, and food policy analysis. In addition to her many peer-reviewed papers, Naylor has published two books on her work: The Evolving Sphere of Food Security (Naylor, ed., 2014), and The Tropical Oil Crops Revolution: Food, Farmers, Fuels, and Forests (Byerlee, Falcon, and Naylor, 2017).

She is a Fellow of the Ecological Society of America, a Pew Marine Fellow, a Leopold Leadership Fellow, a Fellow of the Beijer Institute for Ecological Economics, a member of Sigma Xi, and the co-Chair of the Blue Food Assessment. Naylor serves as the President of the Board of Directors for Aspen Global Change Institute, is a member of the Scientific Advisory Committee for Oceana and is a member of the Forest Advisory Panel for Cargill. At Stanford, Naylor teaches courses on the World Food Economy, Human-Environment Interactions, and Food and Security.

Frank Wolak was a panelist at a one-day symposium in Tokyo put on by the Center for International Public Policy Studies entitled “Can Japan have a new economic paradigm after the catastrophic quake and tsunami on 11th March?”.

Wolak described how active demand-side participation by consumers through the use of dynamic pricing could help manage Japan’s current energy shortfall and benefit Japanese industry by stimulating the demand for the advanced metering and other electronic equipment necessary to implement dynamic pricing. Wolak summarized the results of several PESD research projects demonstrating significant price-responsiveness at both the residential and industrial level to retail prices that vary with real-time system conditions.

The major topic at the symposium was how Japan would meet its current and future electricity supply needs and what role nuclear power should play. There was general agreement among the panelists that nuclear power should remain part of Japan’s energy mix for both economic and energy security reasons, along with more stringent nuclear safety regulations. Other participants included Junichiro Koizumi (former Prime Minister of Japan) and Chief Executive Officers from a number of major Japanese corporations including Toshiba, Nippon Steel, Toyota, Panasonic, and Canon.

The Stanford Program on Regions of Innovation and Entrepreneurship hosted an international forum at Stanford University on Innovation Beyond Boundaries: Partnerships for Advancing Smart, Green Living from June 29 to 30. The forum gathered leading thinkers and practitioners to advance understanding and practice on the important topic of public-private partnerships for innovation. Dr. Kristina Johnson, former Under Secretary of Energy, and Dr. Curtis Carlson, President and CEO of SRI International provided the opening and closing keynotes respectively.

Around the world, innovation at the intersection of information technologies and clean energy is a major activity. The challenges for smart, green living require innovation across organizations, industries, disciplines, and countries. Some of the most important efforts are not those of government or industry alone but from public-private partnerships. These kinds of partnerships were actively discussed at the forum. Throughout the two-day event, experts from academia, government, and industry addressed lessons from the United States, Asia, and Europe.

Key questions probed by the speakers and the participants included roles of public-private partnerships and other forms of collaboration playing to advance innovations in smart, green industries, such as in the built environment and intelligent transportation; innovations in processes, models, and platforms that are leading the way; the results from living labs, leading cities, and other outstanding examples of public-private partnerships around the world; and the implications for business strategies and the impact of government policies to nurture advancement in these partnerships.

This forum was an invitation-only exchange in which approximately 70 participants shared experiences about multi-company collaborations, public-private partnerships, non-profit partnerships, and government-funded consortia.

Why did Sweden choose, in the late 1960s, to abandon its long-standing nuclear weapons plans? A number of historical investigations have analyzed some aspects of this issue, particularly as it related to the public political debate in Sweden and the formulation of the Swedish defense doctrine in the postwar years. Some studies have attempted to explicate, from a more overarching perspective, why Sweden opted not to develop anuclear weapons capability, but these efforts have generally been hampered by heavy dependence on secondary source materials consisting of published English-language works. Taken together, these studies provide a far-from-complete picture of Sweden’s historical nuclear weapons plans. The main reason for this lack of a comprehensive picture has been the paucity of primary sources. Today, however, the end of the cold war and the declassification of large parts of the relevant documentary record, especially concerning the technical preparations for nuclear weapons production, have created the prerequisites for a more penetrating analysis of this important historical issue. The purpose of this presentation is to summarize the research on Sweden’s plans to acquire nuclear weapons based on primary sources. This overarching analysis is then tested against International Relation theories which have sought to explain factors of proliferation and non-proliferation.

Audio Synopsis:

First, Professor Jonter explains that Sweden initiated nuclear weapons research in the 1950’s because of the presence of a large uranium supply, ample technological and scientific knowledge, and concerns about self-defense. He cites wide support for nuclear research during that time, including from Prime Minister Tage Erlander, the Defense Ministry, and the military. In 1945 the Swedish National Defense Research Establishment created plans for a nuclear weapons program within a civilian nuclear power program, necessitating high levels of cooperation between military and civilian entities.  Despite pressure from the United States to abandon nuclear research, uranium production began in 1955 along with the construction of two reactors. Eventually, social groups within Sweden protested and a debate emerged within Parliament, resulting in a decision that Sweden would only pursue research related to self-defense against the Soviet Union. Behind the scenes, however, nuclear weapons research carried on covertly for some time. Jonter addresses questions of whether the program was really weapons-based or simply scientific research, how the debates in Sweden were influenced by criticisms at home and abroad, the role of private investors in the Swedish nuclear research program, and the factors that ultimately allowed Sweden to publicly back away from a weapons program.

Professor Jonter then examines implications for the international system by analyzing the Swedish nuclear case in light of several international relations theories. He also considers the argument that "outward looking" states which are active in international trade are less likely to develop nuclear weapons. Jonter asserts that research on this topic would benefit from more historical analysis of primary resources, although the secret nature of nuclear records make them difficult to access.

 A question and answer period following the presentation addressed such issues as: How does the Swedish case study compare with the Danish case? Did the Swedish government tie its hands with a public decision not to pursue weapons development? Is there evidence of Sweden having to balance nuclear weapons research with other military expenses?  Why did the government switch from high levels of secrecy about the nuclear program decisions to a policy of openness and public discussion?

Pinstrup-Andersen, H.E. Babcock Professor of Food, Nutrition and Public Policy and J. Thomas Clark Professor of Entrepreneurship at Cornell University will talk about new evidence on the linkages among agriculture, nutrition, and health, with a special emphasis on sub-Saharan Africa. Currently lost in debate—growing more food does not necessarily lead to better nutrition or health unless other things are put in place. Pinstrup-Aandersen is a world-renowned specialist on undernutrition, health, poverty, and food, and in 2001 was named World Food Prize Laureate.

Eran Bendavid, Assistant Professor of Medicine (infectious diseases) and CHP/PCOR Associate, will provide additional commentary. Bendavid was trained at Harvard Medical School, and is currently a FSE collaborator on a rural health and development project that examines the links between food production, health, water and nutrition in sub-Saharan Africa.

My academic focus is on global health, health policy, infectious diseases, environmental changes, and population health. Our research primarily addresses how health policies and environmental changes affect health outcomes worldwide, with a special emphasis on population living in impoverished conditions.

Our recent publications in journals like Nature, Lancet, and JAMA Pediatrics include studies on the impact of tropical cyclones on population health and the dynamics of SARS-CoV-2 infectivity in children. These works are part of my broader effort to understand the health consequences of environmental and policy changes.

Collaborating with trainees and leading academics in global health, our group's research interests also involve analyzing the relationship between health aid policies and their effects on child health and family planning in sub-Saharan Africa. My research typically aims to inform policy decisions and deepen the understanding of complex health dynamics.

Current projects focus on the health and social effects of pollution and natural hazards, as well as the extended implications of war on health, particularly among children and women.

Specific projects we have ongoing include:

  • What do global warming and demographic shifts imply for the population exposure to extreme heat and extreme cold events?

  • What are the implications of tropical cyclones (hurricanes) on delivery of basic health services such as vaccinations in low-income contexts?

  • What effect do malaria control programs have on child mortality?

  • What is the evidence that foreign aid for health is good diplomacy?

  • How can we compare health inequalities across countries? Is health in the U.S. uniquely unequal?

Abstract

Norway has administered its petroleum resources using three distinct government bodies: a national oil company engaged in commercial hydrocarbon operations; a government ministry to direct policy; and a regulatory body to provide oversight and technical expertise. Norway's relative success in managing its hydrocarbons has prompted development institutions to consider whether this “Norwegian Model” of separated government functions should be recommended to other oil-producing countries.

By studying ten countries that have used widely different approaches in administering their hydrocarbon sectors, we conclude that separation of functions is not a prerequisite to successful oil sector development. Countries where separation of functions has worked are characterized by the combination of high institutional capacity and robust political competition. Unchallenged leaders often appear able to adequately discharge commercial and policy/regulatory functions using the same entity, although this approach may not be robust against political changes. Where institutional capacity is lacking, better outcomes may result from consolidating commercial, policy, and regulatory functions until such capacity has further developed. Countries with vibrant political competition but limited institutional capacity pose the most significant challenge for oil sector reform: Unitary control over the sector is impossible but separation of functions is often difficult to implement.
