The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

The Stanton Foundation has made a $5 million gift to the Center for International Security and Cooperation to establish the Frank Stanton Professorship in Nuclear Security and reinforce CISAC’s longstanding mission to build a safer world.

The endowed chair will allow Stanford to appoint an internationally recognized scholar to conduct research in nuclear security and energy, and related issues relevant to international arms control policy. The professor also will teach a course at CISAC related to nuclear security issues, enhancing CISAC’s mandate to advance interdisciplinary research on international security and cooperation, and to train the next generation of security specialists.

“How societies throughout the world handle nuclear security challenges will have a profound impact on our future,” said Tino Cuéllar, CISAC’s co-director and next director of its umbrella organization, the Freeman Spogli Institute for International Studies. “The Stanton chair will help CISAC, the Freeman Spogli Institute and Stanford continue a tradition going back three decades of being at the forefront in global efforts to understand nuclear energy and its enormous consequences for civilization.”

Former CBS president Frank Stanton established the foundation, which also funds CISAC’s Stanton Nuclear Security Fellowships for pre- and post-doctoral students and junior faculty who are studying policy-relevant issues related to nuclear security.

Stanton became actively engaged in international security issues in 1954 when President Dwight D. Eisenhower appointed him to a committee to develop the first comprehensive plan for the nation’s survival following a nuclear attack. He was responsible for developing plans for international communications in the aftermath of a nuclear war.

"The Stanton Foundation has played a huge role, through its generous fellowship funding, to enable CISAC and other leading research institutions help train the next generation of nuclear security specialists,” said Scott Sagan, a political science professor and senior fellow at CISAC and FSI.

Sagan, co-author of “The Spread of Nuclear Weapons: An Enduring Debate,” and a scholar of nuclear nonproliferation and weapons of mass destruction, has been closely tied to the foundation since he served as CISAC co-director from 1998-2011 and helped to usher in the Stanton Nuclear Security Fellowship program.

“This gift from Stanton will ensure that CISAC's important role in policy-relevant research on nuclear issues will continue in perpetuity,” Sagan said.

We consider the vulnerability of nuclear power plants to a disaster like the one that occurred at Fukushima Daiichi. Examination of Japanese nuclear plants affected by the earthquake and tsunami on March 11, 2011 shows that three variables were crucial at the early stages of the crisis: plant elevation, sea wall elevation, and location and status of backup generators. Higher elevations for these variables, or waterproof protection of backup generators, could have mitigated or prevented the disaster. We collected information on these variables, along with historical data on run-up heights, for 89 coastal nuclear power plants in the world. The data shows that 1. Japanese plants were relatively unprotected against potential inundation in international comparison, but there was considerable variation for power plants within and outside of Japan; 2. Older power plants and plants owned by the largest utility companies appear to have been particularly unprotected.

China and the World

This multiyear project, coordinated by Thomas Fingar, Oksenberg-Rohlen Distinguished Fellow, at the Freeman Spogli Institute for International Studies at Stanford University, looks sequentially and systematically at China’s interactions with countries in all regions and across many issue areas. The project seeks to clarify China’s objectives and policies to achieve them, but it also seeks to identify and explain the goals and policy calculations of other countries that see opportunities and perils associated with China’s greater activism on the world stage.

Phase one of the project examined China’s engagement with Japan, the Republic of Korea (ROK), and the Democratic People’s Republic of Korea. Scholars and foreign policy practitioners from China, Japan, the ROK, Russia, and the United Stated discussed these questions at a two-day workshop in Beijing in March 2012. Participants from several Southeast Asian countries also attended the workshop to ensure that questions explored were broad enough to facilitate comparisons and the search for patterns and learning across issues and areas at the follow-on regional workshop held in Singapore in November 2012.

The Singapore workshop, phase 2, discussed China's objectives and policies with respect to Southeast Asia, but focused primarily on the ways in which China's approach and actions are perceived by individual countries in the region and what regional countries seek to achieve with respect to China. Implicit in some of the presentations was the notion that China was trying to restore its traditional primacy in the region and to prevent any country inside or outside of Southeast Asia from exercising greater regional influence. Other participants emphasized material goals, including access to resources, markets for Chinese goods, and fostering economic dependence on China. Participants agreed that China's influence and impact are large and growing, and that states in the region are pursuing different strategies to advance their own interests and maximize their own freedom of action.

The third workshop, to be held at Stanford University on June 20-21, 2013, will examine China’s relationship with South and Central Asia. While there is a focus on the bilateral relationship between China and India, the largest and most powerful regional actor, the conference will also look at other key bilateral relationships, such as with Pakistan, and at interactions on a regional level, including in the economic sphere. The workshop will explore the management of cross border issues such as migration flows, water, and energy resource development. The sessions on Central Asia will offer broader understanding of China’s intersection with other powers such as Russia and India in that region.

On December 16, 2012, Japan’s Liberal Democratic Party (LDP), which was swept from power in 2009 by the Democratic Party of Japan (DPJ) after more than half a century of dominance, roared back with a landslide of its own. Entering the election with only 118 of 480 seats in the House of Representatives, the lower house of the National Diet, the LDP emerged with a whopping 294 seats, more than a third of them captured by first-time candidates. Moreover, the LDP and its long-time coalition partner, the Komeito, jointly surpassed the two-thirds threshold needed to override vetoes from the upper house, the House of Councillors, where the coalition lacks a majority—at least until the upper house election this July. The incumbent DPJ, which had taken power with an even more impressive 308 seats in 2009, retained just 57 seats this time, barely managing second place after three difficult years in government.

How did the LDP do it? In this presentation, Smith will highlight the key findings of two chapters on the LDP’s candidate selection and election results from the forthcoming volume, Japan Decides 2012 (Palgrave Macmillan, 2013), edited by Robert Pekkanen, Steven R. Reed, and Ethan Scheiner.

Daniel M. Smith was a postdoctoral fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) during the 2012–13 academic year.

He is an expert on Japanese politics whose research interests include political parties, elections and electoral systems, candidate recruitment and selection, and coalition government. During his time at Shorenstein APARC, he will be completing a book manuscript about the causes and consequences of political dynasties in developed democracies, with a particular focus on Japan.

Smith earned his PhD and MA in political science from the University of California, San Diego, and his BA in political science and Italian from the University of California, Los Angeles. He has conducted research in Japan as a Ministry of Education, Culture, Sports, Science, and Technology research scholar at Chuo University (2006–2007), and as a Fulbright IIE dissertation research fellow at the Institute of Social Science at the University of Tokyo (2010–2011). After completing his fellowship at Shorenstein APARC, he will join the Department of Government at Harvard University as an assistant professor.

Rod Ewing, a mineralogist and materials scientist who is an expert on nuclear waste management and policy, will join Stanford University to focus on sustainable energy, security and environmental research at the intersection of physical science and public policy.

Ewing has been named to a joint appointment as Professor of Geological and Environmental Sciences in the School of Earth Sciences and a Senior Fellow at the Center for International Security and Cooperation, within the Freeman Spogli Institute for International Studies. He also becomes the inaugural Stanton Professor in Nuclear Security Studies, an endowed chair established with a $5 million gift from the Stanton Foundation.

Ewing was appointed by President Barack Obama in 2012 to serve as the chair of the Nuclear Waste Technical Review Board, which is responsible for the technical review of Department of Energy activities related to transporting, packaging, storing and disposing of spent nuclear fuel and high-level radioactive waste.

Ewing, who earned his Ph.D. at Stanford and was granted a patent for the development of a highly durable material for the immobilization of excess weapons plutonium, is currently the Edward H. Kraus Distinguished University Professor in the Department of Earth & Environmental Sciences at the University of Michigan.

He will take up his new position at Stanford next January and will help bridge Earth Sciences and CISAC to encourage collaboration on scientific and public policy projects.

“What is important to me is to be able to see the connections between subjects that, at first glance, do not appear to be connected,” said Ewing, a former visiting professor at CISAC. His research will continue to focus on the response of materials to extreme environments and the increasing demand for strategic minerals for use in the development of sustainable energy technologies.

Ewing, who has been at the University of Michigan for 16 years, will take advantage of Stanford’s state-of-the-art laboratory facilities, such as the Stanford Synchrotron Radiation Lightsource, for his work on the response of materials to extreme environments.

Ewing said in the past five years there has been growing interest in the performance of materials under extreme conditions, such as inside a nuclear reactor.

“There is a practical interest because new types of materials may form under extreme conditions that have never been previously synthesized,” he said. “And in some cases, these new materials may have very useful properties.”

He expects to teach courses in nuclear security, mineralogy, and energy issues.

Pamela A. Matson, the Chester Naramore Dean of Earth Sciences at Stanford, said Ewing would help the school define a program in strategic minerals.

“This is an area of renewed interest to us, particularly in light of the need for these resources in renewable energy technologies,” Matson said. “To address the sustainability challenges of the 21st century, we need to both innovate in science and technology areas, and also understand the social and political environments in which decisions are made – and Rod does both. We believe he will help us build a strong partnership between the School of Earth Sciences and CISAC, thus strengthening Stanford’s efforts to solve critical environment and energy problems.”

Ewing spent a year on sabbatical at CISAC during the 2010-2011 academic year. “The quality and diversity of topics really swept me away; everything from terrorism, to nuclear issues to the ethics of war,” he said of his year in Encina Hall.

“Rod Ewing will serve as a vital bridge between science and policy,” said Mariano-Florentino Cuéllar, Co-Director of CISAC.  “His research addresses fundamental questions about nuclear energy with enormous importance to global security.”

Ewing’s interest in nuclear science was sparked in childhood, when he saved up his allowance to buy the Disney book, “Our Friend the Atom.”

“Looking back at the book, one might call it propaganda, but it certainly captured my imagination,” said Ewing, who would go on to author or co-author more than 600 research publications and become the founding editor of the magazine, “Elements.”

As a graduate student on a National Science Foundation grant, he worked on a neglected field of metamict minerals, a relatively rare group of minerals damaged by radiation emitted by uranium and thorium atoms. The study of these unusual minerals in the last 30 years has blossomed into a broadly based research program on radiation effects in complex ceramic materials. This has led to the development of techniques to predict the long-term behavior of materials, such as those used in radioactive waste disposal.

Ewing will continue to chair the Nuclear Waste Technical Review Board as the DOE continues its efforts to find, characterize and license a geological repository for highly radioactive nuclear waste.

“The first issue at hand in the United States is to develop a process for selecting a repository site,” said Ewing. “The challenge will be to combine scientific and technical criteria with the consent of local communities, tribal nations and states.”

Analysts at CISAC, together with the James Martin Center for Nonproliferation Studies, are playing a leading role in deriving new and timely information of global security relevance from a variety of open-source geospatial tools. These include digital virtual globes like Google Earth together with satellite imagery available from commercial vendors via cloud computing. This article describes some discoveries, by CISAC researchers and others, which have recently become possible through the use of such tools.

China’s commitment to agricultural development over the last thirty years has dramatically transformed the country’s economy. Rural income per capita has risen an astounding 20 times after 30 prior years of stagnation. Its poverty rate (US$1.25/day) has dropped from 40 percent to less than five, and 350 million rural people between the ages of 18-65 are now working in the industrial or service sector, enjoying rising wages and new economic opportunities.

This rapid transformation is largely the result of three key agricultural policy decisions: putting land in the hands of farmers, market deregulation, and major public investment in the agricultural sector. Although China must now contend with extreme inequality, high levels of pollution, and an aging farming sector there are still lessons to draw from China’s experience that could hasten the transformation of other developing countries.

China expert and agricultural economist Scott Rozelle broke these lessons down at FSE’s fourteenth Global Food Policy and Food Security Symposium Series last week, opening with an underlying theme of the series.

“Growth and development starts with agriculture,” said Rozelle. “Agriculture provides the basis for sound, sustained economic growth needed to build housing, invest in education for kids, start self-employed enterprises, and finance moves off the farm.”

To prove this point he referenced China’s ‘lost decades’ (1950s-1970s) when 80 percent of the population lived in the rural sector and relied on communal, subsistence agriculture. Poor land rights, weak incentives, incomplete markets and inappropriate investments left the average rural farmer poorer at the end of 70s than they were in the 50s with almost no off-farm employment growth.

So what changed? Incentives, market deregulation and strategic investments by the state were key.

Creating the right incentives

In 1978 the Chinese government broke the communes down into small “family farms” such that every rural resident was allocated a small parcel of land. A family of five farmed an area the size of a football field. While they did not own nor could sell the land, they had the right to choose what crops and inputs they used and the right to the income generated from their land.

“Incentives are important, and can be enough in the short run,” said Rozelle. “Hard work led to money in the pockets of farmers and China was off.”

“Every two and half years China added another California in term of agriculture,” said Rozelle.

Between 1979 and 1985 productivity for wheat, maize, and rice went up 50 percent using the same amount of labor, land and inputs. Agriculture across the spectrum has grown at an astounding rate of 5 percent since 1988 (about four times the population growth rate). Livestock and fisheries have grown even faster – accounting for most of the output of the agricultural sector by 2005.

Income growth from farming enabled family members to begin to seek work off the farm. Between 1980 and 2011, off-farm work increased 71 percent with more than 90 percent of households reporting that at least one family member worked off the farm.

Increasing efficiency through liberalization and investment

Another key policy decision was China’s commitment to market liberalization and investment in public goods.

“Markets can be an effective, pro-poor tool of development,” said Rozelle. “A remarkable partnership is formed when you let farmers do production and government do infrastructure…let markets guide decisions.”

The government dismantled state-owned grain trading companies and deregulated trading rules. Prices were set once a week the same day across China to better integrate markets, and eventually prices for major crops closely mirrored those of world prices. Villages began specializing in crops and livestock and incomes of the poor increased. By not providing government input subsidies (e.g, pesticides, fertilizers), traders were incentivized to participate in the market.

“Giving land to farmers and letting the private sector emerge is an easy thing for governments, even without a lot of money, to do,” said Rozelle.

The government provided more indirect market support by publicly investing in better roads, communications, and surface water irrigation. Groundwater was left to the private sector. There were no water or pumping fees nor subsidies for electricity, keeping it completely deregulated. As a result, 50 percent of cultivated land in China is irrigated, compared to 10 percent in the US and only four percent in sub-Saharan Africa.

Finally, China has invested heavily in agricultural research and development (R&D). One percent of China’s agricultural GDP is now invested in agricultural R&D while US investment has fallen over time. US$2 billion alone goes to investments in Chinese biotechnology.

Despite major investment, China only has one major success story to show for so far. The introduction of Bt cotton led to a significant drop in pesticide use (with important health benefits for farmers), and drop in labor and seed price; resulting in a huge 30 percent increase in net income.

“GM technology benefits exist but big policy decisions still need to be made in the face of much resistance both in China and elsewhere in the world on its application,” said Rozelle.

Status of China’s economy

China has largely solved the country’s macro-nutrient food security problem at the household level (>3000 Kcal/day/person) and millions have been lifted out of poverty. Practically all 16-25 years old are now working off the farm.

“This is a real transformation, and one that could not have happened without a major investment in agriculture,” said Rozelle.

While China’s agricultural accomplishments have been major, Rozelle recognizes the system is far from perfect. For starters, there are serious food safety concerns due to lack of traceability. An astounding 98 percent of Beijing consumers think their food is tainted, said Rozelle.

Water is being pumped like crazy and farmers are aging. The younger generation is neither willing nor interested in following in their parents’ farming footsteps. To make up for a labor deficit farmers are applying huge amounts of fertilizer on their land with serious environmental consequences. As a result of changing demographics and an increasing demand for meat, fish, fruits and vegetables, China is likely to be a net importer of food in the long run.

China also faces major urban and rural inequality issues. Even though wages have risen, inequality has not fallen, largely a result of China’s decision not to privatize rural land.

“Rural people have no assets on which to build wealth while urban people were given assets in the form of housing,” said Rozelle. “Housing prices in major cities in China now rival those in the Bay Area!”

The Chinese government fears losing control of the land, but this comes at a price of less individual incentive to invest and inability to build larger farmers. As agricultural growth slows, Rozelle worries high levels of inequality could lead to instability.

Adding fuel to the fire, investment in rural health, nutrition, and education remains far from sufficient. Only 40 percent of the rural poor go to high school resulting in 200 million people who can barely read or write.

“What’s going to happen in 20 years when low skill manufacturing jobs move to other countries?” asked Rozelle. “The rural, uneducated poor are going to become unemployable.”

China’s record leaves room for improvement, but presents a strong case for supporting smallholder agriculture. For those countries emerging out of their own lost decades, smallholder agriculture should remain a primary focus of investment and development.
