This image is having trouble loading!FSI researchers examine the role of energy sources from regulatory, economic and societal angles. The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

After the 51-48 defeat of the Comprehensive Test Ban Treaty in the Senate, General John Shalikashvili (Former Chair, Joint Chiefs of Staff) commissioned the National Academy of Sciences to examine the following technical issues,* which will be summarized:

  •  US capacity to maintain safety/reliability and design/evaluation of its nuclear stockpile without testing.
  • International/US capability to monitor a nuclear test ban, including evasion scenarios.
  • Ability of nations to increase nuclear capability with/without cheating and the potential effect of cheating on US security.
The talk will describe monitoring progress since the NAS study and it will also suggest topics for future research and broader questions to be resolved to maintain the CTBT process.  Input from the audience will be encouraged to help focus future research.

David Hafemeister is an emeritus professor of physics at California Polytechnic State University.  He spent a dozen years in Washington as Professional Staff Member on the Senate Committees on Foreign Relations and Governmental Affairs (1990-93 on arms control treaties at the end of the Cold War), Science Advisor to Senator John Glenn (1975-77), Special Assistant to Under Secretary of State Benson and Deputy-Under Secretary Nye (1977-78), Visiting Scientist in the State Department Office of Nuclear Proliferation Policy (1979) and Office of Strategic Nuclear Policy (1987), Foster Fellow in the ACDA Strategic Negotiations Division (1997-98), and Study Director at the National Academy of Sciences (2000-02).  He has led technical staffs on nuclear-testing with the State Department (1987), the Senate Foreign Relations Committee (1900-02) and the National Academy of Sciences (2000-02).

The presentation examines the practical problems of reducing the danger of accidental launch and suggests that the current approach to the problem should be reconsidered. First, the U.S. launch-on-warning posture may represent a bigger problem than that of Russia. Second, the efforts to repair or augment the Russian early-warning system should not be pursued as part of the de-alerting agenda, since they probably increase risk of an accidental launch. Finally, the notion of transparency in de-alerting should be reconsidered, for verification prevents de-alerting from being effective. Pavel Podvig joined CISAC as a research associate in 2004. Before that he was a researcher at the Center for Arms Control, Energy and Environmental Studies at the Moscow Institute of Physics and Technology (MIPT). He spent several years as a visiting researcher with the Security Studies Program at MIT and with the Program on Science and Global Security at Princeton University, and he taught physics in MIPT's General Physics Department for more than ten years. At the Center for Arms Control Studies, he worked on various technical and political issues of missile defense; U.S.-Russian arms control negotiations, and structure and history of the Russian strategic forces. During that time he was a principal investigator of a Russian Nuclear Forces research project, which produced a book, Russian Strategic Nuclear Forces. Podvig graduated with honors from the Moscow Institute of Physics and Technology in 1988, with a degree in physics. In 2004 he received a PhD in political science from the Moscow Institute of World Economy and International Relations.

Dr. M. Elisabeth Paté-Cornell was born in Dakar, Senegal. Her academic degrees are in mathematics and physics (BS, Marseilles, France, 1968), applied mathematics and computer science (MS and Engineer Degree, Institut Polytechnique de Grenoble, France, 1970; 1971), operations research (MS, Stanford, 1972), and engineering-economic systems (Stanford, PhD, 1978). She was an Assistant Professor of Civil Engineering at MIT (1978 to 1981). In 1981, she joined the Stanford Department of Industrial Engineering and Engineering Management, where she became Professor (1991), then Chair (1997). In 1999, she was named the Burt and Deedee McMurtry Professor in the Stanford School of Engineering. She oversaw from 1999, the merger of two Stanford departments to form a new department of Management Science and Engineering, which she chaired from January 2000 to June 2011. She is a Senior Fellow (by courtesy) of the Stanford Freeman Spogli Institute for International Studies. She joined CISAC as an affiliated faculty member in September 2011.

She was elected to the National Academy of Engineering in 1995, to its Council (2001-2007), and to the French Académie des Technologies (2003). She was a member of the President’s Intelligence Advisory Board (2001-2004; 2006-2008). Her current memberships include the Boards of Trustees of the Aerospace Corp. (2004-), of InQtel (2006-) and of Draper Corporation (2009-). She is a member of the Board of Advisors of the Naval Postgraduate School, which she chaired from 2004 to 2006.

She is a world leader in engineering risk analysis and management and more generally, the use of Bayesian probability to process incomplete information. Her research and that of her Engineering Risk Research Group at Stanford have focused on the inclusion of technical and management factors in probabilistic risk analysis models with applications to the NASA shuttle tiles, offshore oil platforms and medical systems. Since 2001, she has combined risk analysis and game analysis to assess intelligence information and risks of terrorist attacks.

She is past president (1995)/fellow of the Society for Risk Analysis, and fellow of the Institute for Operations Research and Management Science. She has been a consultant to many industrial firms and government organizations. She has authored or co-authored more than a hundred papers in refereed journals and conference proceedings. She has received several best-paper awards from professional organizations and peer-reviewed journals.

Meat production is projected to double by 2020 due to increased incomes, population growth, and rising per capita global consumption of meat. In order to meet this demand, industrialized animal production systems are proliferating and grain production for feed is expanding. These trends will have major consequences on the global environment-affecting the quality of the atmosphere, water, and soil due to nutrient overloads; impacting marine fisheries both locally and globally through fish meal use; and threatening human health, as, for example, through excessive use of antibiotics.

Continued growth in farmed salmon production worldwide--combined with emerging growth in the production of other lucrative farmed finfish species such as bluefin tuna, cod, and halibut--threatens marine ecosystems and heightens the need for sustainable solutions to farming practices. The debate over "whither farmed salmon" remains widely polarized, with environmental groups calling for the complete elimination of marine aquaculture or a move to land-based systems that are economically unviable under current market conditions.

Ariel (Eli) Levite is the Principal Deputy Director General of the Israeli Atomic Energy Commission (IAEC). Dr. Levite has extensive experience dealing with issues of nuclear proliferation as both a scholar and practitioner. Before that, Dr. Levite was a visiting fellow at CISAC, where he also served as co-leader of the CISAC Discriminate Force Project. His previous jobs include Deputy National Security Advisor (Defense Policy) and Head of the Bureau of International Security at the Israeli Ministry of Defense.

Dr. Levite has written and published extensively on issues of international security, strategy, and Middle East politics. His two most recent publications include "Never Say Never Again: Nuclear Reversal Revisited" in International Security, Winter 2002-03, and, co-authored with Elizabeth Sherwood-Randall, "The Case for Discriminate Force" in Survival, Winter 2002-03. He holds a bachelor's degree from Tel-Aviv University, and an M.A. and Ph.D. from Cornell University.
