The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Bob Carlin is a Visiting Scholar at CISAC. From both in and out of government, he has been following North Korea since 1974 and has made 25 trips there. He recently co-authored a lengthy paper to be published by the London International Institute of Strategic Studies, entitled "Politics, Economics and Security: Implications of North Korean Reform."

Carlin served as senior policy advisor at the Korean Peninsula Energy Development Organization (KEDO) from 2002-2006, leading numerous delegations to the North for talks and observing developments in-country during the long trips that entailed.

From 1989-2002, he was chief of the Northeast Asia Division in the Bureau of Intelligence and Research, U.S. Department of State. During much of that period, he also served as Senior Policy Advisor to the Special Ambassador for talks with North Korea, and took part in all phases of US-DPRK negotiations from 1992-2000. From 1971-1989, Carlin was an analyst at the Central Intelligence Agency, where he received the Exceptional Analyst Award from the Director of Central Intelligence.

Carlin received his AM in East Asian regional studies from Harvard University in 1971 and his BA in political science from Claremont Men's College.

Ambassador James E. Goodby is a nonresident senior fellow at the Brookings Institution and a research affiliate at the Massachusetts Institute of Technology. He has held several senior government positions dedicated to arms control and nonproliferation, including deputy to the special adviser to the president and secretary of state on the Comprehensive Test Ban Treaty (CTBT), 2000-2001; special representative of President Clinton for the security and dismantlement of nuclear weapons, 1995-1996; chief negotiator for nuclear threat reduction agreements, 1993-1994, and vice chair of the U.S. delegation to the Strategic Arms Reduction Treaty talks, 1982-1983. He served as U.S. ambassador to Finland in 1980-1981.

Bart Bernstein is a Professor of American history at Stanford University. He has written very widely on post-World War II American history, including the surrender of Japan at the end of World War II, economic policy, diplomacy, nuclear history, and scientific discovery.

Nuclear fuel supply assurance is a long-term issue that has been studied in various venues since the beginning of the nuclear area. This topic has recently gained greater urgency with various countries now embarking on their own nuclear power programs and considering construction of their own fuel cycle facilities, including enrichment plants, to provide for their own fuel. Some of these fuel facilities could however be diverted for weapons material production within clandestine military programs. In this context the assured provision of internationally supplied nuclear fuel and fuel supply guarantees are meant to discourage new nuclear countries from developing domestic sensitive fuel cycle facilities. An IAEA initiative on this topic has culminated in a September 2006 IAEA Special Event Seminar held in conjunction with the 50th General Conference. Eleven different proposals for instituting fuel supply assurance arrangements were presented (some prior to and some during) the meeting. Noted among them was the NTI proposal that included a commitment from Warren Buffet to contribute 50 Million Dollars towards the purchase of a Uranium stockpile that would form the basis of a Nuclear Fuel Bank to be managed by the IAEA.

In this presentation I will review and comment on the recent supply assurance proposals made. I will discuss technical and institutional issues I have raised in reviewing these proposals, and I will rank all the proposals based on their ease of implementation and contribution to nonproliferation.

Chaim Braun is a CISAC science fellow working on issues of nuclear power and nonproliferation. Prior to his Stanford position, Braun worked in various technical and management positions in Altos Management Partners, Bechtel Power Corporation, United Engineers and Constructors, the Electric Power Research Institute (EPRI), and Brookhaven National Laboratory (BNL). While at CISAC Chaim authored papers with Chris Chyba on "Proliferation Rings" and with Mike May on "International Regime for Fresh Fuel Supply and Spent Fuel Disposal." He also co-authored two chapters in the CISAC book , U.S. Nuclear Weapons Policy: Confronting Today's Threats, made numerous technical presentations, and was instrumental in bringing to CISAC the research project on U.N. Security Council Resolution 1540.

The siting and construction of high-level biocontainment facilities involves a complex review process with environmental impact documents, legally mandated reviews, and public involvement in decision making about associated risks. In some cases, serious public opposition and legal challenges may arise during the review and approval stages of a project. The recent proposed construction of NIH-NIAID regional and national biocontainment labs provided an opportunity for a real-time study of the review and approval processes associated with labs in many different locations. By analyzing environmental impact documents, mass media coverage, internet communications, and detailed timelines at the various labs, it was possible to identify common issues and features associated with labs in general, as well as specific concerns associated with those where public controversies and opposition arose. The study focused on both good and bad experiences at various recently proposed lab sites and compared them with other past case examples to identify 'lessons learned' that are relevant to both current and future biocontainment projects. Overall, the study documented the continuing importance of trust, transparency, and due process in public decision making and highlighted the importance of developing and implementing a comprehensive pro-active risk communication strategy at the earliest stages of project planning. The study also documented indications of public insecurity associated with biodefense research, which may translate into future problems for public health researchers.

Margaret Race is an ecologist working with NASA through the SETI Institute in Mountain View, Calif. She recently completed a study on public decision making and risk communication associated with the construction of BSL-3 and BSL-4 biocontainment labs nationwide. The study, which was begun during a fellowship at Stanford University and CISAC, reflects her longstanding interest in risk perceptions, legal and societal issues, public communication and education associated with controversial science and technological proposals. In her work with NASA, she focuses on planetary protection and the search for extraterrestrial life--which will someday involve construction of a BSL-4 biocontainment lab for handling and testing scientific samples returned from Mars and other solar system locaitons. During the past decade, she has been a lead member of an international team of researchers that helped NASA develop a protocol for the quarantine, handling, and testing of extraterrestrial samples from Mars. She has served on numerous National Resource Council studies analyzing risk communication and societal issues associated environmental protection on Earth and in space. Dr. Race received her BA degree in Biology and MS degree in Energy Management and Policy from the University of Pennsylvania, and her Ph.D. in Ecology/Zoology from the University of California at Berkeley. Her teaching and research work has included positions at Stanford University (Human Biology Program), UC Berkeley (Assistant Dean, College of Natural Resources), and Office of the President, University of California (Senior Science Policy Analyst and Director of Planning). She was also a Postdoctoral Fellow in Marine Policy and Ocean Management at Woods Hole Oceanographic Institution.

National Security Consequences of U.S. Oil Dependency, a report by the Council on Foreign Relations Independent Task Force on Energy, concludes that the “lack of sustained attention to energy issues is undercutting U.S. foreign policy and U.S. national security.” The report goes on to examine how America’s dependence on imported oil—which currently comprises 60 percent of consumption— increasingly puts it into competition with other energy importers, notably the rapidly growing economies of China and India.

The task force was chaired jointly by James R. Schlesinger, a former secretary of defense and secretary of energy, and John Deutch, former director of Central Intelligence and undersecretary of energy, and drew from industry, academia, government, and NGOs. PESD Director David Victor directed the task force and FSI senior fellow by courtesy James Sweeney, director of Stanford’s new Precourt Institute for Energy Efficiency, served as a member.

The task force unanimously concluded that incentives are needed to slow and eventually reverse the growth in petroleum consumption, particularly in the transportation sector, but was unable to agree on which specific incentives—such as gasoline tax-funded energy technology R&D, more stringent and broadly applied Corporate Average Fuel Efficiency (CAFE) standards, and a cap-and-trade permit system for gasoline—would most effectively achieve this result.

The task force report included additional recommendations regarding the supply and consumption of energy including the following:

  • Encourage oil supply from all sources
  • Promote better management and governance of oil revenues
  • Remove the protectionist tariff on imported ethanol
  • Increase the efficiency of oil and gas consumption in the United States and elsewhere
  • Switch from oil-derived products to alternatives such as biofuels
  • Make the oil and gas infrastructure more efficient and secure
  • Increase investment in energy technology R&D
  • Promote the proper functioning and efficiency of energy markets
  • Revitalize international institutions such as the International Energy Agency (IEA)

The report stressed that the U.S. government must reorganize to integrate energy issues with foreign policy to address the threats to national security created by energy dependence. The task force offered a number of recommendations to better promote energy issues in foreign policy deliberations as follows:

  • Establish an energy security directorate at the National Security Council to lead an interagency process to influence the discussion and thinking of the NSC principals
  • Fully inform and engage the secretary of energy on all foreign policy matters with an important energy aspect
  • Include energy security issues in the terms of reference of all planning studies at the NSC, Defense, State, and the intelligence community

The task force restricted its inquiry to the challenges of managing U.S. and global dependence on imported oil and gas and did not address other important energy security issues such as nuclear proliferation and global warming.

Timely reunion panel hosted by Stanford president John Hennessy, moderated by Stanford alum Ted Koppel, and featuring Bill Perry and George Shultz.

The final decade of the 20th century was a time of great optimism. The fall of the Iron Curtain ushered in a new era of democracy and freedom for millions. The expansion of the European Union promised to open borders to trade and opportunity. The technology revolutions of the 1990s promised to bridge cultural gaps and unite diverse people.

Yet, in the first decade of the 21st century, this optimism has faded in the face of myriad threats: the menace of terrorism and nuclear proliferation, the danger of virulent pandemics, the global dependence on oil from volatile regions, and the far-reaching and often unsettling implications of an interconnected planet.

In such uneasy times, is it safe to feel safe? What is the way forward in the midst of these challenges? What will it take? What is Stanford doing to help address these issues?

The history of groundwater in China is one of extremes, or apparent extremes. Before the 1960s, the story was one of neglect; only a small fraction of China's water supply came from groundwater (Nickum, 1988). Almost none of the Ministry of Water Resource's investment funds were allocated to the groundwater sector until the late 1960s. Certainly, to the extent that underground water resources were valuable, China was ignoring a valuable resource. Since the mid-1970s, however, the prominence of the groundwater sector has risen dramatically. Over the last 30 years, agricultural producers, factory managers and city officials, far from ignoring groundwater resources, have entered an era of exploitation (Smil, 1993; Brown and Halweil, 1998). Arguably, there have been more tube wells sunk in China over the last quarter century than anywhere else in the world. As a share of total water supply, ground water has risen from a negligible amount across most of China to being a primary source of water for agriculture, industry and domestic use in many of the nation's most productive regions. Unfortunately, the resulting fall in groundwater tables has been one of China's most serious environmental problems.

Given Tehran's defiant response to the European and American effort to constrain its nuclear program, it is time for bolder diplomacy out of Washington. U.S. President George W. Bush should take a page from the playbook of Ronald Reagan, who negotiated with an evil Soviet regime--competing in the war of ideas, but addressing the enemy's security concerns through arms-control agreements.

Iran's intransigence is both deeply unfortunate and perfectly predictable. It is unfortunate because Tehran's refusal to suspend its uranium-enrichment operations immediately--as demanded in July by the U.N. Security Council in a legally binding resolution--suggests that Iran is moving more quickly than expected toward a nuclear-weapons capability. Tehran has now turned the nuclear crisis into a test of the whole U.N. Security Council system. And Russia and China's current position, threatening to veto any biting sanctions against Iran, suggests that the Security Council may well fail this crucial test.

Tehran's response is predictable, however, because the offer on the table contains both inadequate economic carrots and barely credible threats of sanctions and military force. The carrots appeared impressive at first glance--in return for a suspension of enrichment we reportedly promised to provide light-water nuclear reactors and to help Iran with civil aviation and telecommunications technology. But we did not offer the one incentive that might possibly work, security guarantees that could reduce Iran's desire for nuclear weapons.

This omission is striking. The Iranian government can't talk openly about their security concerns because that would blow their cover story that the nuclear program is only for energy production. And Washington does not want to discuss such worries because it wants to keep open the possibility of removing the regime by force. "Security assurances are not on the table," U.S. Secretary of State Condoleezza Rice too cleverly argued this spring: "It is a little strange to talk about security guarantees ... I thought the Iranian position was that they weren't developing a nuclear bomb."

This is partly a crisis of our own making, as the Bush administration has practiced the reverse of Teddy Roosevelt's maxim--speaking loudly and carrying a small stick. Think about how Tehran reacted when Bush stated (in his second Inaugural Address), "The rulers of outlaw regimes can know that we still believe as Abraham Lincoln did: 'Those who deny freedoms to others deserve it not for themselves; and, under the rule of a just God, cannot long retain it." Or when Bush dramatically told reporters last April that "all options are on the table," in direct response to a question about whether he was considering a nuclear attack against Iran. Such statements only encourage Iran to develop a nuclear deterrent quickly, before the United States can carry out its perceived aggressive intent. Last month, Iran's National Security Council Secretary Ali Larijani pointedly complained about such rhetoric. "How can a side that wants to topple the regime also attempt to negotiate?"

Given the current vulnerability of U.S. forces in Iraq, the deteriorating situation in Afghanistan, and the lack of Israeli success against Hizbullah, Iranian officials seem confident that they face no immediate threat of a U.S. military assault. But they are clearly worried that Bush just might attack Iran right before he leaves office in January 2009, or that his successor might do so once U.S. forces withdraw from Iraq.

The best way to prevent a nuclear Iran is for Washington to offer the kind of security assurances that might reduce support in Tehran for building a nuclear arsenal. It will be hard to make such assurances credible, but a public U.S. promise to take forcible regime change off the table, and a U.N. Security Council commitment to protect the "political sovereignty" of Iran could help. Involving the Security Council could also pull China and Russia back into the nonproliferation coalition and enhance the U.N.'s legitimacy.

There is very little time left, which means negotiations should begin despite Iran's unfortunate opening position. Tehran's response reportedly indicated a willingness to negotiate all aspects of its nuclear program, so working out an agreement for Iran to limit itself to low-level uranium enrichment might still be possible. This would work only if Tehran accepts full IAEA inspections and a freeze on future centrifuge construction. Will they? The one thing that might cause Tehran to do so, and that would compensate for any loss of face, would be an assurance that the United States will not launch another preventive war, as it did in Iraq, to remove the Iranian regime. If in turn we get a nuclear-free Iran, that's a good deal for the West as well.
