This image is having trouble loading!FSI researchers examine the role of energy sources from regulatory, economic and societal angles. The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Abstract: 50 years of fundamental antineutrino detection experiments at nuclear reactors have laid the groundwork for a  new discipline, Applied Antineutrino Physics. Our LLNL/SNL team has successfully demonstrated the utility of antineutrino detectors for cooperative monitoring of the operational status, power, and fissile content of reactors, non-intrusively and in real time. These capabilities are relevant for global nonproliferation and nuclear materials control regimes, especially IAEA reactor safeguards. In addition, many facets of the detector science overlap with needs for next generation dark matter and neutrino experiments. I will discuss results of our several successful deployments of prototype cooperative monitoring antineutrino detectors, and the intersection of this work with nuclear science and particle astrophysics.

Dr. Adam Bernstein leads the Advanced Detectors Group in the Physics Division at Lawrence Livermore National Laboratory. He works on the development of radiation detectors for applications in nuclear nonproliferation and nuclear arms control, and on detector development for fundamental physics experiments. He received his B.A. in Physics from the University of California at Berkeley, and his Ph.D. in Experimental High Energy Physics from Columbia University. He has pioneered the use of cubic meter scale detectors as a practical means for non-intrusive real-time measurement of changes in the plutonium content of operating reactors. Bernstein has also developed large-scale liquid scintillator detectors for improved passive and active detection of Plutonium and Highly Enriched Uranium. In 2005, Discover Magazine cited Bernstein's and co-investigators' work on rapid detection of fissile material in cargo as one of the top hundred most significant scientific stories of the year. He is a member of the Large Underground Xenon (LUX) dark matter search experiment, an international collaboration which will directly measure or place the world's most stringent limit on the mass and coupling of a theoretically favored class of dark matter particle, known as the  Weakly Interacting Massive Particle or WIMP.

Abstract
An accurate estimate of the ultimate production of oil, gas, and coal would be helpful for the ongoing policy discussion on alternatives to fossil fuels and climate change. By ultimate production, we mean total production, past and future. It takes a long time to develop energy infrastructure, and this means it matters whether we have burned 20% of our oil, gas, and coal, or 40%. In modeling climate change, the carbon dioxide from burning fossil fuels is the most important factor. The time frame for the climate response is much longer than the time frame for burning fossil fuels, and this means that the total amount burned is more important than the burn rate. Oil, gas, and coal ultimates are traditionally estimated by government geological surveys from measurements of oil and gas reservoirs and coal seams, together with an allowance for future discoveries of oil and gas. We will see that where these estimates can be tested, they tend to be too high, and that more accurate estimates can be made by curve fits to the production history.

Professor Rutledge is the Tomiyasu Professor of Electrical Engineering at Caltech, and a former Chair of the Division of Engineering and Applied Science there.  He is the author of the textbook Electronics of Radio, published by Cambridge University Press, and the popular microwave computer-aided-design software package Puff.  He is a Fellow of the IEEE, a winner of the IEEE Microwave Prize, and a winner of the Teaching Award of the Associated Students at Caltech.  He served as the editor for the Transactions on Microwave Theory and Techniques, and is a founder of the Wavestream Corporation, a manufacturer of high-power transmitters for satellite uplinks.

Abstract: For the last five years CISAC affiliate David Montague has been studying the viability and implications of sustainable energy options. He first presented his work in an initial paper entitled "Sustainable Energy Independence - A National and International Security Imperative" at CISAC in 2006. It proposed an holistic approach to energy independence on a time table much shorter than the Bush administration's halfhearted approach. This seminar presents his most recent work that "peels the onion" several layers deeper from a national security perspective and quantitatively examines pro and con arguments raised about the various advocated concepts.

Dave Montague an independent consultant and CISAC affiliate, retired as President of the Missile Systems Division at Lockheed Martin Missiles and Space in 1996. A member of the National Academy of Engineering, Mr. Montague has 50 years of background in design, development and management of strategic and tactical military systems, In addition to his development expertise in both tactical and strategic strike, surveillance, and defensive systems, his experience includes the requirements, development, and national security policy issues of strategic forces and research into strategic energy issues and the viability of electric vehicles.

An Engineering graduate of Cornell University Dave is a fellow of the American Institute of Aeronautics and Astronautics. Until recently he served on the National Research Council's Naval Studies Board. Consulting for Los Alamos and Livermore National Labs and NASA, for three years he was a member of the Los Alamos National Lab Director's Senior Advisory Group. He previously served on numerous other government advisory groups and studies, including eight years on the Navy Strategic Systems Steering Task Group, various Naval Studies Board committees, and task forces for both the U.S. Army and the Defense Science Board.

Dave has written and been a major contributor to numerous reports including the recent National Academies Report on Conventional Prompt Global Strike. He was a major contributor to the American Physical Society Report on the Science and Technology of Boost Phase Defense in Review of Modern Physics  July 2004,  and is the Author of "Restoring Trust", copyright 2001, a book on Organizational and Project Management currently available on the Web.

The purpose of this presentation is to indicate possible ways in which nuclear power plant (NPP) projects and possibly related nuclear fuel cycle facilities (should there be any) could be subverted to hide and clandestinely support nuclear weapons development programs. The discussion here is generic in nature; however, special applicability to the newly emerging nuclear programs in the Middle East is noted. The speaker's purpose is not to provide a ‘cookbook' for would-be proliferators on how to utilize NPP projects to support clandestine weapons development programs, but rather to provide indication to the nonproliferation-minded as to what to look for and guard against when a number of new NPP projects are initiated within a short time frame in a region with limited past nuclear experience as a direct response to the Iranian quest for ‘nuclear power'. This is not to imply that there are nefarious intents behind the sudden desire to acquire nuclear power capabilities by several countries that are mostly well endowed with oil and natural gas resources. My intent here is rather to provide a general assessment on how such NPP projects might be utilized, should their national owners decide to do so in situations of "supreme national interest', as a guise for clandestine nuclear weapons programs.

Chaim Braun is a CISAC consulting professor specializing in issues related to nuclear power economics and fuel supply, and nuclear nonproliferation. At CISAC, Braun pioneered the concept of proliferation rings dealing with the implications of the A.Q. Khan nuclear technology smuggling ring, the concept of the Energy Security Initiative (ESI), and the re-evaluation of nuclear fuel supply assurance measures, including nuclear fuel lease and take-back.

Braun, currently, is working on an analysis of new nuclear power plant prospects in the Middle East, and the potential for nuclear proliferation from prospective nuclear plants in industrializing countries. He also works on extensions of nuclear fuel supply assurance concepts to regional fuel enrichment plants operated on a ‘black box' mode, particularly as applied to the South Asian, Central Asian and South American regions.

Previously, Braun worked at CISAC on a study of safeguarding the Agreed Framework in North Korea, was the co-leader of a NATO Study of Terrorist Threats to Nuclear Power Plants, led CISAC's Summer Study on Terrorist Threats to Research Reactors and, most recently, chaired a working group on the back-end of the nuclear fuel cycle, as a part of a CISAC summer study on Nuclear Power Expansion and Nonproliferation Implications.

Braun is a member of the World Nuclear Association (WNA) committees on Nuclear Economics and Assured Fuel Supplies. He is a permanent lecturer at the World Nuclear University's (WNU) One-Week Courses. Braun was a member of the Near-Term Deployment and the Economic Cross-Cut Working Groups of the Department of Energy (DOE) Generation IV Roadmap study. He conducted several nuclear economics-related studies for the DOE Nuclear Energy Office, the Energy Information Administration (EIA), the Electric Power Research Institute (EPRI), the Nuclear Energy Institute (NEI), the Non-Proliferation Trust International, and other organizations.

Before joining CISAC, Braun worked as a member of Bechtel Power Corporation's Nuclear Management Group, and led studies on power plant performance and economics used to support maintenance services. He also managed nuclear marketing in East Asia and Eastern Europe. Prior to that, Braun worked at United Engineers and Constructors (UE&C), EPRI and Brookhaven National Laboratory (BNL).

This paper describes a "base camp" on the path to the "summit" of nuclear elimination in which the current tradition of nuclear non-use has been strengthened significantly, so that nuclear use and nuclear threats are delegitimized as instruments of national power. Before describing this future world and the steps that could lead up to or beyond it, the paper presents some essential background information on nuclear delegitimization.

Given the dramatic change in Russia's economic circumstances a year after Medvedev's ascendancy to president and Putin's move to the office of prime minister, now is a particularly appropriate time to evaluate the political causes and effects of Russia's latest economic troubles. This article surveys Putin's economic legacy in Russi and argues that despite eight years of rapid growth, by the first quarter of 2009, Russia became caught in the same cycle of problems that it suffered in the 1990's when growth was negative, unemployment and inflation were high, and oil export prices were low. The same weak manufacturing sector that characterized Russia in 1998 reemerged from behind the shadow of high world oil prices ten years later.

Charli Carpenter joined the Department of Political Science at University of Massachusetts-Amherst in Fall 2008, after teaching for four years at University of Pittsburgh's Graduate School of Public and International Affairs. Her teaching and research interests include national security ethics, the laws of war, transnational advocacy networks, gender and political violence, war crimes, comparative genocide studies, humanitarian affairs and the role of information technology in human security. She has a particular interest in the gap between intentions and outcomes among advocates of human security. She is the author of Innocent Women and Children: Gender, Norms and the Protection of Civilians, and the editor of Born of War: Protecting Children of Sexual Violence Survivors in Conflict Zones. She has also published numerous articles in journals such as International Organization, International Studies Quarterly, International Feminist Journal of Politics, Security Dialogue and Human Rights Quarterly and has served as a consultant for the United Nations. Dr. Carpenter's current research focuses on global agenda-setting, investigating why certain issues but not others end up on the human security agenda. With funding from the National Science Foundation, she is directing a project on Transnational Advocacy Networks. In addition to teaching and research, Dr. Carpenter spends her time raising two future members of the American electorate, surfing, snowboarding, and rambling about international politics at Duck of Minerva and asymmetric warfare at Complex Terrain Lab. 

Alexander Montgomery, a visiting assistant professor in 2008-09, was a postdoctoral fellow at CISAC in 2005-2006 and is an assistant professor of political science at Reed College. He has published articles on dismantling proliferation networks and on the effects of social networks of international organizations on interstate conflict. His research interests include political organizations, social networks, weapons of mass disruption and destruction, social studies of technology, and interstate social relations. His current book project is on post-Cold War U.S. counterproliferation policy, evaluating the efficacy of policies towards North Korea, Iran, and proliferation networks.

He has been a joint International Security Program/Managing the Atom Project Research Fellow at the Belfer Center for Science and International Affairs in the Kennedy School of Government at Harvard University. He has also worked as a research associate in high energy physics on the BaBar experiment at Lawrence Berkeley National Laboratory and as a graduate research assistant at the Center for International Security Affairs at Los Alamos National Laboratory. He has a BA in physics from the University of Chicago, an MA in energy and resources from the University of California, Berkeley, and an MA in sociology and a PhD in political science from Stanford University.

Mired in political gridlock, battered by economic crisis, and uncertain about its foreign relations, Ukraine faces a difficult year, a year that will end with a presidential election.  How is Ukraine coping with these difficulties?  And how should the West respond in helping Ukraine meet the challenges before it?

Synopsis

Ambassador Pifer begins his assessment of Ukraine’s challenges by identifying the four key issues it will have to face this coming year. Firstly, Mr. Pifer argues that a serious problem is the incompatible relations between Ukraine’s president, Viktor Yushchenko, and Ukraine’s prime minister, Yulia Tymoshenko. Mr Pifer identifies the energy situation as a key battle issue between the two. Most seriously, Mr. Pifer believes that such feuding compromises Ukraine’s ability to deal with serious issues such as energy and the economic crisis. In addition, Russia seems to play the two against each other. Therefore, Mr. Pifer argues that the West begin by getting the two to cooperate on key issues. Mr. Pifer also stresses the need for a coordinated US-EU stance and also proposes the possible revival of a US-Ukraine bi-national commission.

An aspect of Ukraine clearly being affected by this feud is Ukraine’s handling of the economy. Mr. Pifer examines how Ukraine was suddenly hit hard by the global financial crisis in October 2008. This was partly caused by a fall in the global demand for steel, one of Ukraine’s key exports, and led to further inflation and investors avoiding the country. Ukraine also received $16 billion from the IMF on the conditions of having almost no budget deficit and fell short of this condition earlier this year leading to a delay in the transfer of funds from the IMF. While some believe in a possible recovery in 2010, Mr. Pifer argues the West can help in several ways. Firstly, it must push Ukraine to continue to follow IMF conditions to receive the vital funding. Mr. Pifer also proposes an international donor conference for Ukraine to receive the additional money it needs but will not receive from the IMF. He argues for the abolition of Ukraine’s “communist” commercial code and the freer sale of land to get the agricultural market flowing.

Another possible crisis point is Ukraine’s energy situation. Mr. Pifer examines Ukraine’s dependence on Russia and how during the January crisis it did not pass any reserve gas onto its Western neighbors, weakening its international reputation. Mr. Pifer does recognize Ukraine’s efforts to lessen its use of natural gas, particularly due to the increase in prices. However, he argues Ukraine is still very vulnerable, and this is not helped by the fact that Ukraine’s own energy agency is nearing bankruptcy as it maintains unsustainably low prices. Therefore, Mr. Pifer believes the first step forward is, although tough, for energy prices to be raised. Then, the West should offer technical assistance to improve the efficiency of Ukraine’s energy system. Finally, Ukraine should seek EU funding to modernize its pipelines.

The final issue Mr. Pifer addresses is Ukraine’s complex foreign policy. Mr. Pifer explains Ukraine’s difficult relationship with Russia is marred by differences over energy, NATO, and Georgia. Mr. Pifer also cites Russia’s resources in Ukraine to stir tension if it wants to weaken the country. Another serious aspect is Ukraine’s uncertain relationship with the EU consisting of support from the Baltic states and reluctance from the Western states such as France and Germany. Mr. Pifer feels it is important for the West not to give up on Ukraine but to push the country to forge a consistent line between president and prime minister. The US should also let Ukraine know how much support it would receive were it to become involved in an economic conflict with Russia.

Mr. Pifer concludes by stating that the US should be clear that this new attempt at resetting relations might not survive a Russian-initiated crisis with Ukraine.

In answering the audience's multitude of questions, a variety of issues were raised. Discussion included key points such as the receptiveness of Ukrainian leaders to international advice or the impact of Ukraine's membership of the World Trade Organization. One issue Mr. Pifer particularly emphasized was his belief that Ukraine should not be part of NATO as long as public opinion stands against it.

Steven Pifer is a visiting fellow at the Brookings Institution and a (non-resident) senior adviser with the Center for Strategic and International Studies. A retired Foreign Service officer, his more than 25 years with the State Department focused on U.S. relations with the former Soviet Union and Europe, as well as on arms control and security issues. His assignments included deputy assistant secretary of state in the Bureau of European and Eurasian Affairs (2001-2004), ambassador to Ukraine (1998-2000), and special assistant to the president and National Security Council senior director for Russia, Ukraine and Eurasia (1996-1997). He also served at the U.S. embassies in Warsaw, Moscow and London, as well as with the U.S. delegation to the Intermediate-Range Nuclear Forces negotiations in Geneva. He holds a B.A. in economics from Stanford University, where he later spent a year as a visiting scholar at Stanford's Institute for International Studies. He is a member of the Council on Foreign Relations.
