Solar-powered drip irrigation systems significantly enhance household incomes and nutritional intake of villagers in arid sub-Saharan Africa, according to a new study from Stanford's Program on Food Security and the Environment published in the January 14 issue of the Proceedings of the National Academy of Sciences (PNAS). The study found that solar-powered pumps installed in remote villages in the West African nation of Benin provide a cost-effective way of delivering much-needed irrigation water, particularly during the long dry season.

 
"There was an overwhelming sense of pride in the new system by teachers, children and women participating in the farmer groups," said Jennifer Burney, a postdoctoral scholar with the Program on Food Security and the Environment at Stanford.
 

"Our case study on women's farming groups in rural Benin revealed solar-powered drip irrigation – a clean, cost-competitive technology – significantly improved nutrition and food security as well as household incomes in one year," said lead author Jennifer Burney, a postdoctoral scholar with the Program on Food Security and the Environment at Stanford.

"Solar-powered drip irrigation systems break seasonal rainfall dependence, which typically limits farmers to a three- to six-month growing season, and support the production of diversified, high-value crops in rural Africa," Burney added.

She and her co-authors noted that much of sub-Saharan Africa's rural population is considered "food insecure," surviving on less than $1 per person per day. "And whereas most are engaged in agricultural production as their main livelihood, they still spend 50 to 80 percent of their income on food, and are often net consumers of food," they wrote.

Benin pilot project

In 2007, with support from Stanford's Woods Institute for the Environment, Burney and her colleagues partnered with the nonprofit Solar Electric Light Fund (SELF) on a pilot irrigation project in rural Benin. SELF financed and led the installation of three solar-powered drip irrigation systems in two villages in Benin's Kalalé district. Each system is used by a local women's agricultural group, which typically consists of 30 to 35 women who share the maintenance costs of the new irrigation technology.

"In Kalalé, 80 percent of the villagers live on less than $1.25 per day, which is representative of a number of poor, rural communities in Africa," said study co-author Rosamond L. Naylor, director of the Program on Food Security and the Environment and a professor of environmental Earth system science at Stanford.

In rural Benin, women and girls traditionally are responsible for hauling water by hand, often from very long distances. The solar-powered irrigation systems were designed to free them from hauling water to grow vegetable crops, particularly during the dry season.

To measure the impact of the solar-powered drip irrigation technology, the researchers monitored the agricultural groups using the new irrigation systems, as well as two "control" villages where women continued growing vegetables in traditional hand-watered gardens. Household surveys were conducted at the start of the project in November 2007 and again in November 2008.

Nutrition and income

The results were striking. "In just one year, we saw that photovoltaic drip irrigation systems had important implications for food and nutrition security, as well as household income," Burney said.

The three solar-powered irrigation systems supplied on average 1.9 metric tons of produce per month, including such high-valued crops as tomatoes, okra, peppers, eggplants and carrots. In villages irrigated with solar-powered systems, vegetable intake increased to three to five servings per day – the U.S. Department of Agriculture's Recommended Daily Allowance for vegetables – with most of the improvement taking place during the long dry season. In a world where 20 to 25 percent of global disease burden for children is due to malnutrition, such improvements could have a large impact over time, Burney said.

"Seventeen percent of project beneficiaries reported feeling less food insecure, demonstrating a remarkable effect on both year-round and seasonal food access," Naylor added.

As for household income, the authors found that women who used solar-powered irrigation became strong net producers of vegetables and earned extra income from sales, allowing them to significantly increase their purchases of high-protein food and other staples during the dry season.

Project benefits quickly spread to other community members, Burney said. For example, an elementary school curriculum was developed to help village children learn about the benefits of solar drip technology. "There was an overwhelming sense of pride in the new system by teachers, children and women participating in the farmer groups," she added.

Sustainability

Each solar-powered drip irrigation system is about 1.24 acres (0.5 hectare) in size, costs approximately $18,000 to install and requires about $5,750 a year to maintain, the authors said. Based on the projected earnings of the farmers, the system should pay for itself in about 2.3 years, they concluded. And despite higher up-front costs, the durable solar systems should be more economical in the long run than less expensive irrigation systems that use gasoline, diesel or kerosene pumps, with the added benefit of being emissions free, they added.

Focusing on novel irrigation technologies for farmers could be the needed tool for escaping poverty in sub-Saharan Africa, according to Burney. "The photovoltaic irrigation drip system could potentially become a 'game changer' for agricultural development over time," she added.

"Solar-powered irrigation provides a cleaner source of energy that is less susceptible to global price fluctuations," Naylor said. "Improved agricultural productivity in the developing world can play a critical role in global poverty alleviation, and productivity-enhancing technologies provide a sense of hope for persistently poor households."

Other co-authors of the PNAS study are Lennart Woltering and Dov Pasternak of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) in Niger and Marshall Burke of the Department of Agricultural and Resource Economics at the University of California-Berkeley.

Ahmet Evin is Professor of Political Science and the founding dean of Faculty of Arts and Social Sciences at Sabanci University (Istanbul, Turkey). He received his Ph.D. in Middle East Studies and Cultural History from Columbia University. He has taught at New York University, Harvard University, Hacettepe University, University of Pennsylvania, University of Hamburg, Bilkent University and Sabanci University. His research interests include theories of the State and elites; Turkish political development; and democracy and civil society. Prof. Evin currently works on current foreign policy issues related to the European enlargement, its significance for Turkey and the region as well as its effect on Transatlantic relations. Prof. Evin has initiated, with the European Commission's support, a policy dialogue on the future European architecture, EU's eastward expansion, its Mediterranean policy, and the customs union agreement with Turkey. Some 700,000 Koreans, 40,000 Chinese and 35,000 Allied POWs performed forced labor for private companies within Japan during the Asia Pacific War. Kyushu coal mines were a wartime center of this injustice and Fukuoka is a major locus of ongoing redress efforts, which the presenter has closely observed. A front-row account of the interaction between community activists in Japan, Korea, China and North America will be provided and key results will be discussed. The Japanese government has been prodded into sending the remains of Korean labor conscripts to South Korea and handing over the long-suppressed records that Seoul needs to fully implement its own compensation program. Lawsuits in Japanese courts stemming from forced labor by Chinese proved partially successful, raising expectations that more Japanese firms may voluntarily settle the especially strong Chinese claims. Amid the controversy surrounding former Prime Minister Aso's admission that there were POWs at Aso Mining, Japan issued new official apologies and is expanding a POW reconciliation program. Fluid networks of independent researchers and Internet-empowered activists continue to influence developments within Japan's changing political landscape. This transnational grassroots activism also faces barriers and limitations.

Mr. Underwood's doctoral research at Kyushu University analyzed the reparations movement for Chinese forced labor in Japan during World War Two, locating it within the global trend toward repairing historical injustices. His articles for The Asia-Pacific Journal: Japan Focus (www.japanfocus.org) provide the fullest descriptions of forced labor redress activities involving Chinese as well as Korean victims. The spread of nuclear weapons is one of the most significant challenges to global security in the 21st century. Limiting the proliferation of nuclear weapons and materials may be the key to preventing a nuclear war or a catastrophic act of nuclear terrorism. Going Nuclear offers conceptual, historical, and analytical perspectives on current problems in controlling nuclear proliferation. It includes essays that examine why countries seek nuclear weapons as well as studies of the nuclear programs of India, Pakistan, and South Africa. The final section of the book offers recommendations for responding to the major contemporary proliferation challenges: keeping nuclear weapons and materials out of the hands of terrorists, ensuring that countries that renounce nuclear weapons never change their minds, and cracking down on networks that illicitly spread nuclear technologies.

Nearly all the chapters in this book have been previously published in the journal International Security. It contains a new preface and one chapter commissioned specifically for the volume, Matthew Bunn's "Nuclear Terrorism: A Strategy for Prevention."

This article presents a method developed to assess laser Directed Energy Weapon engagements. This method applies physics-based models, which have been validated by experiments. It is used to assess the capabilities of the Airborne Laser (ABL), a system for boost phase missile defense purposes, which is in development under supervision of the U.S. missile defense agency. Implications for international security are presented.

The article begins with a general introduction to laser Directed Energy Weapons (DEW). It is notable that several laser directed energy weapon prototypes have recently become operational for testing. One of them is the ABL, a megawatt-class laser installed into a cargo aircraft. It is concluded that only the ABL could have significant political impact on an international scale at the moment. Hence, the remainder of the article focuses on the assessment of that system. The laser intensity, the induced temperature increase of a target and the impact of this temperature increase on the mechanical properties of the target are calculated for different scenarios. It is shown that the defensive capability of the ABL against ballistic missiles is limited. Even a successful laser engagement that deflects a missile trajectory from its intended target can have negative impact for third parties, as missile warheads will most likely not be destroyed.

Executive Summary of Report

Nearly twenty years after the end of the Cold War, Russia and the United States continue to maintain hundreds of nuclear weapons capable of striking the other side, and to have at least some of these nuclear forces at Cold War levels of alert, that is, ready to fire within a few minutes of receiving an order to do so.

Even during the Cold War, alert levels were not static and moved up or down in step with changes in the strategic and tactical environments. While the operational readiness of some weapon systems has been reduced, there has been no major change in the readiness levels of most of the nuclear weapon systems in the post-Cold War era. This is in considerable part because Russia and the United States believe that despite fundamental changes in their overall relationship, vital interest requires maintaining a high level of nuclear deterrence.

The post-Cold War experience also demonstrates that alert levels can be reduced and measures can be taken to reduce the risk of accidents or unauthorized takeover of nuclear weapons. Further measures could be taken to reduce operational readiness of nuclear arsenals. U.S. and Russian experts alike stressed survivability as a key element in the acceptance of these measures because of its importance to maintaining deterrence.

Cold War legacy postures under which thousands of weapons are kept on high readiness can be altered through top-down policy initiatives, as was the case in the early 1990s with one class of nuclear weapons.

Technical issues related to the peculiar "ready" character of land-based ICBMs can be resolved by bringing designers into discussions on decreasing operational readiness of nuclear weapons. There was a sense that technical solutions to the problems of nuclear risk reduction are available and can be multilateralized. Information sharing can help implementation of these solutions.

Concerns over "re-alerting" races and vulnerability of "de-alerted" forces to conventional or nuclear strikes during "reversal" can be addressed through survivable forces, dialogue, and confidence building.

Other nuclear weapon states apparently have alert practices that differ from those of Russia and the United States. It was debated whether this state of affairs can be ascribed to an absence of nuclear war fighting capabilities or to a different assessment of the post-Cold War nuclear security environment. There was a sense that nuclear doctrines and alert practices of different nuclear weapon states cannot be analyzed in a vacuum and must be evaluated as parts of a larger political and security framework.

Non-nuclear weapon states' experts forcefully asserted the legitimate interest their states have in the issue and underlined the practical and constructive approach of the U.N. General Assembly resolution on reducing operational readiness of nuclear forces.

Non-nuclear weapon states say that lowering of the operational status of nuclear weapons would both reduce the risk of accidental or unintended nuclear war and provide a much-needed practical boost for disarmament and nonproliferation. Decreasing the operational readiness of nuclear weapons would be a highly desirable confidence-building measure between nuclear weapon states and non-nuclear weapon states. It would also be a welcome step in the lead-up to the 2010 Non-Proliferation Treaty (NPT) Review Conference.

The principal objection to decreasing operational readiness of nuclear weapons as commonly understood has been that it seeks to address a problem that does not exist. Even if it does exist in some instances, it can be addressed by technical and organizational means updated to cover current threats such as nuclear terrorism. Furthermore, the remedy itself could end up undermining nuclear deterrence and strategic or crisis stability.

The insight that emerged during the meeting was that the above objection flows from a narrow view of de-alerting as meaning measures that make it physically impossible to promptly launch an attack on order. Such a view also leads to a somewhat excessive focus on verification of technical measures, which ends up giving an easy argument to the opponents of de-alerting-that it is not verifiable and therefore should not be attempted.

There are no fundamental obstacles to many useful measures of decreasing operational readiness of nuclear weapons, provided the issue is not framed narrowly. De-alert has to be seen not only as a technical fix but also as a strategic step in deemphasizing the military role of nuclear weapons, in other words, moving to retaliatory strike postures and doctrines instead of legacy preemptive or "launch on warning" postures. The ongoing U.S. Nuclear Posture Review (NPR) offers an opportunity for such a perceptual shift.

If decreasing operational readiness of nuclear weapons is reframed in this manner, several concrete steps become possible:

As part of the START follow-on negotiations, Russia and the United States could examine how measures to reduce operational readiness can accompany the bilateral arms control process.

Both Russia and the United States could further strengthen controls against unauthorized action, takeover, and tampering; further increase the capability of warning systems to discriminate real from imagined attacks; and enhance the survivability of their forces and their command and control systems.

Arrangements related to data exchange and ensuring a capability to destroy a "rogue" missile in flight could be multilateralized, at least in terms of sharing data, to bring other declared nuclear weapon states into the process.

Multilateralization of institutions such as the Joint Data Exchange Center may also have collateral benefits in the area of space security.

The premise of maintaining nuclear deterrence between Russia and the United States should not be considered immutable. A dialogue on legacy nuclear postures and doctrines in the Russia-U.S. context may trigger a broader dialogue among relevant states on reducing the salience of nuclear weapons, thus facilitating progress on disarmament and nonproliferation.

The ongoing expansion of oil palm plantations in the humid tropics, especially in Southeast Asia, is generating considerable concern and debate. Amid industry and environmental campaigners' claims, it can be hard to perceive reality. Is oil palm a valuable route to sustainable development or a costly road to environmental ruin? Inevitably, any answer depends on many choices. But do decision makers have the information they require to avoid pitfalls and make the best decisions? This review examines what we know and what we don't know about oil palm developments. Our sources include academic publications and ‘grey' literature, along with expert consultations. Some facts are indisputable: among these are that oil palm is highly productive and commercially profitable at large scales, and that palm oil demand is rising. Implementing oil palm developments involves many tradeoffs. Oil palm's considerable profitability offers wealth and development where wealth and development are needed-but also threatens traditional livelihoods. It offers a route out of poverty, while also making people vulnerable to exploitation, misinformation and market instabilities. It threatens rich biological diversity-while also offering the finance needed to protect forest. It offers a renewable source of fuel, but also threatens to increase global carbon emissions. We remain uncertain of the full implications of current choices. How can local, regional and international benefits be increased while costs are minimised? While much important information is available, it is often open to question or hard to generalise. We conclude this review with a list of pressing questions requiring further investigation. Credible, unbiased research on these issues will move the discussion and practice forward.
