International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

With rising Sino-U.S. tensions, South Korea has increasingly been in a difficult position to choose policy decisions that may tilt it towards one hegemon or the other. The new Yoon Administration signaled its strengthened alliance with the U.S. by attending the NATO summit and joining the Indo-Pacific Economic Framework (IPEF), but there are concerns that such actions run the risks of potential economic backlash from China. With increasing tensions between the U.S. and China, what diplomatic and economic options are left for South Korea? How does the domestic political environment such as the rise of anti-China sentiments and the return of pro-alliance conservatives back to power influence South Korea’s outlook on international affairs? Former South Korean Foreign Minister Yu Myung Hwan, in conversation with Professor Gi-Wook Shin, will discuss the South Korean perspective on the rising U.S.-China rivalry.

 Myung Hwan Yu, former Minister of Foreign Affairs and Trade of South Korea, also served as Ambassador to Israel, Japan and Philippines, and as Minister of the Permanent Mission to UN. His experience extends across a broad range of issues in international relations including trade, security and nuclear negotiations with North Korea. After his retirement from the foreign ministry, Ambassador Yu was board chairman of the Sejong University in Seoul, visiting scholar in the Korea Program at APARC; and he is currently a senior advisor at Kim & Chang Law Office.

Each summer, Stanford students assist APARC faculty on a variety of projects as research assistants (RAs). For Master’s in East Asian Studies candidate Kerstin Norris, working with Center and Korea Program Director Gi-Wook Shin provided the opportunity to conduct literature reviews of the field of race studies and build her skills in a collaborative research environment.

Norris, who intends to pursue a doctoral degree in Sociology with a research emphasis on Korean Studies, described the experience of working closely with Stanford faculty and peer researchers as particularly valuable in designing her own research projects and giving her direction for her future dissertation.

In the following Q&A, Norris discusses her research assistantship experience this summer. The interview was slightly edited for length and clarity.

First, tell us a bit about yourself and your academic interests and extracurriculars. 
I am currently a master’s student within the Center for East Asian Studies and primarily focus on South Korea, militarism, labor, and migration. I am originally from Xenia, Ohio where not much happens. So, when I told my family I was interested in international studies as an undergraduate and later East Asia as a graduate student, I was always the odd man out. I knew that I was meant to leave my small town but was unsure what I was destined to do. At the Ohio State University, I found a love for international relations, political theory, and research with an interest in East Asia (I have Korean and Japanese pop and rock music to thank for that). I decided to apply to Stanford’s East Asian Studies master’s as a bridge for a PhD in Sociology in order to gain more knowledge.  

Why did you choose to work with Dr. Shin? 
I actually chose to attend Stanford in order to work with Dr. Shin. His work is globally renowned in East Asian studies and especially Korean studies. Before committing to Stanford, I had a Zoom call with Dr. Shin about the CEAS program and the university’s opportunities. I knew I wanted to become an academic, but the incredible competitiveness in the job market always made me apprehensive to go forward with that career route. The uncertainty about job prospects after graduation felt daunting, although I could not imagine doing anything else, given my love for teaching and research. However, after my call with Dr. Shin, I knew I had to give it a shot. He told me that it was possible for me to become a scholar if I wanted to and had the grit. He really inspired me, so it was natural for me to want to work under Dr. Shin as an RA. 

Can you describe the research assistantship?
Because we were in the beginning stages of a project, the job consisted primarily of conducting literature reviews of the field of race studies and searching for case studies for the job. After completing the literature reviews, my teammates and I had biweekly meetings in which we discussed the content we read and attempted to theorize our own understanding of race and racism within the Asian context. The next team will be doing far more empirical work and working closely with case studies. To those unfamiliar with academia, I might describe this research as an attempt to gain a greater understanding of how racism operates in an Asian context. A lot of scholarship concerning what race is and how it operates within the world is very Western-centric or applies a Black-White lens, so it is important to understand how it potentially manifests across the Asian continent.  

What did you learn over the course of your research assistantship and how do you think it will help you in your career? 
Given that I want to be a professor in Sociology and Korean studies, this research directly correlated to my future career. I had been an RA in the past, largely doing archival research and general literature reviews. However, this RA-ship was different in that it really challenged me to work within a team, become more familiar with a field I hadn’t studied, and build a project from ground zero. Because of the RA-ship, I will be better prepared to design my own research projects, most importantly my future dissertation.

What's next for you? 
In the fall, I will be doing an exchange quarter at Sungkyunkwan University where I will be taking Korean studies courses taught in Korean. I will then return to Stanford to write my master’s thesis and graduate. Hopefully, I will then apply to PhD programs!   

Any advice for Stanford students considering a summer RA position? 
For those considering a summer RA position, I would make sure that the research interests you and somewhat aligns with something you’d like to do in the future, even if it isn’t academia. I would also highly recommend working in an RA position with a team. Having done research alone and in a team setting, I recognize how much I gained from hearing others’ thoughts and debating concepts and theories. That was the most fruitful part of my summer experience.

Guoguang Wu is a Senior Research Scholar at the Stanford Center on China’s Economy and Institutions, Stanford University. His research specializes in Chinese politics and comparative political economy, including, in China studies, elite politics, national political institutions and policy making mechanisms, transition from communism, the politics of development, and China’s search for its position in the world, and, in comparative political economy, transition of capitalism with globalization, the birth of capitalism in comparative perspectives, the worldwide rise of the economic state, and the emergence of human security on global agenda.

He is the author of four books, including China’s Party Congress: Power, Legitimacy, and Institutional Manipulation (Cambridge University Press, 2015) and Globalization against Democracy: A Political Economy of Capitalism After its Global Triumph (Cambridge University Press, 2017), editor or coeditor of six English-language volumes, and author or editor of more than a dozen of Chinese-language books. His academic articles have appeared in journals such as Asian Survey, China Information, China Perspectives, China Quarterly, Comparative Political Studies, Journal of Contemporary China, Pacific Review, Social Research, and Third World Quarterly. He also frequently contributes to The China Leadership Monitor. Some of his works have been translated and published in the languages of French, Japanese, and Korean.

Guoguang received a Ph.D. and a MA in politics from Princeton University (1995; 1993), a MA in journalism/political commentary from the Graduate School of the Chinese Academy of Social Sciences (1984), and a BA in journalism from Peking University (1981). During the late 1970s, he was among the sent-down youth in Mao's China, and a textile factory worker following the death of Mao. In the late 1980s, he worked in Beijing as an editorialist and a political commentator in Renmin ribao (The People's Daily) and, concurrently, a policy adviser on political reform and a speechwriter to the Zhao Ziyang leadership. His later appointments include: a Nieman Fellow at Harvard University (1989-1990), a Luce Fellow at the East Asian Institute of Columbia University (1990-91), and an An Wang Post-doctoral Fellow at the John King Fairbank Center of Harvard University (1995-96). Before joining Stanford in 2022, he taught at the University of Victoria in Canada and the Chinese University of Hong Kong. Currently he is also a Senior Fellow at the Center for China Analysis of the Asia Society Policy Institute.

How is India posturing to manage strategic competition in the Indian Ocean? Thus far US-China security competition has been most acute in the western Pacific, but Chinese capability growth and strategic policies suggest that it also seeks a leading role in the northern Indian Ocean, in the not-too-distant future. India has traditionally considered itself the natural dominant power in the Indian Ocean region, but it has never faced the scale and types of competition that China will present. Does India have the wherewithal to maintain its leadership in the region? How will India work with the United States, bilaterally and through groupings such as the Quad, as they seek to maintain the status quo in the face of Chinese challenges? Is the Indian Ocean bound for militarized competition, or can India, the US, and China find a pathway to strategic coexistence?

Dr. Sinderpal Singh is Senior Fellow and Assistant Director, Institute of Defence and Strategic Studies, and concurrently Coordinator of the South Asia Programme at the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore. In the fall of 2022, he has been appointed as the McCain Fulbright Scholar in Residence at the United States Naval Academy. His research interests include the international relations of South Asia with a special focus on Indian foreign policy, the geopolitics of the Indian Ocean Region, and India-Southeast Asia relations. He is currently writing a book on India’s role in the Indian Ocean since 1992 and is the author of India in South Asia: Domestic Identity Politics and Foreign Policy from Nehru to the BJP (Routledge 2013). He received his Ph.D. from the University of Wales, Aberystwyth, his MA from the Australian National University, and his BA from the National University of Singapore.

Every September, rising seniors in the Fisher Family Honors Program travel to the nation's capitol for CDRRL's Honors College. During this week-long program, students visit a wide variety of policy-related institutions in Washington, D.C., and gain firsthand exposure to how these organizations, the federal government, and think tanks work to advance democracy and development around the world.

Throughout the week, students will have the opportunity to learn about the government's vision for democracy at the National Security Council, explore an academic view of development from scholars at the World Bank, and dive into the challenges and advantages of empowering local democratic activists — particularly in countries hostile to democracy — with speakers at the National Endowment for Democracy, among other exciting site visits. They are also encouraged to use this time to connect with experts related to their thesis question. The culminating event of the trip will bring current honors students together with alumni from across the greater D.C. area for a networking happy hour.

CDDRL’s Fisher Family Honors Program brings together undergraduates from diverse fields and methodologies who are united by their passion for understanding democracy, development, and rule of law (DDRL). The aim of the program is for students to carry out original, policy-relevant research on DDRL and produce a coherent, eloquently argued, well-written honors thesis.

This year's Honors College begins on Sunday, September 18, and will be led by Didi Kuo and Stephen Stedman, who jointly direct the honors program, alongside Mosbacher Senior Fellow in Global Democracy Larry Diamond.

Fanny Schardey, M.A., is a PhD student in international relations and foreign policy at Heidelberg University, Germany. In 2021, she was a visiting doctoral student at the European University Institute in Florence, Italy. Previously, she studied Political Science at Sciences Po Paris, Heidelberg, Würzburg and Geneva University.

Fanny’s doctoral thesis contributes to the research strand on comparative liberal alliance politics using East Central Europe as a case study. The first part of her thesis deals with the development of dominant societal preference configurations. The unintended consequences of Europeanization processes on societal values take a central position in her explanatory approach.
The second part of her thesis focuses on the functionality of representation mechanisms. The question of representation concerns less the political regimes per se but rather dynamic processes of preference transmission in these countries.

Fanny explores these assumptions on dominant preference configurations, their representation as well as their impact on alliance behavior in East Central Europe by using quantitative and qualitative methods of causal inference.

Rather than attempting the unfeasible—countering their current and future initiatives and forestalling subsequent provocations—Wyne argues that Washington should formulate a more practical, creative, and sustainable foreign policy that can advance U.S. national interests regardless of what steps Beijing and Moscow take, and that recent competitive missteps give the U.S. space to undertake this task.

In the case of Jerome He ‘24, working with Center Fellow Oriana Skylar Mastro provided an occasion to learn about the nuanced details of China’s foreign policy, as well as cultivate an interest in related topics such as deterrence, cybersecurity, and soft power competition.

He, a Political Science major who intends to pursue a legal career, describes the opportunity to work closely with Stanford faculty as priceless. His collaboration with Dr. Mastro on her research enhanced his own research abilities, especially when interrogating numerous source texts and streamlining arguments into concise memos.

Tell us a bit about yourself and your academic interests and extracurriculars.  

I am an international student from China, embarking on my third year at Stanford. I love studying political theories and I am a huge soccer fan and a fervent reader of German philosophy. I pay close attention to China’s domestic governance and international politics. 

Why did you choose to work with Dr. Mastro? 

In the past winter quarter, I talked to Vivian Zhu 23’ about her work with Dr. Mastro. From Vivian, I caught a glimpse of her work experience — challenging, engaging, and knowledge-intensive. I loved the fact that much of the work is task-oriented and is categorized by various topics. On top of that, I had immense respect for Dr. Mastro when I took PoliSci 114S last winter. Working with Dr. Mastro seemed a perfect opportunity to enrich my research experience.  

Can you describe the research you are working on? 

Dr. Mastro is writing a book on China’s foreign policy. The general idea is to explain how and why China competed differently from the United States in the international arena. RAs who understand Chinese are mainly responsible for going through Chinese sources and extracting valuable information related to a set of different topics. Sometimes we compile memos on a specific topic (such as China’s aircraft carrier development) and carry out literature reviews. 

How would you describe this research to someone unfamiliar with international security and geopolitics? 

I think the starting point is to realize that countries do not “intuitively” make decisions on how to compete and how to establish security. Foreign policies are shaped by both voluntary decisions driven by sophisticated calculations and arbitrary factors that are beyond anyone’s control. Over the course of time, we witness an array of different competing strategies that define the current international landscape. Chinese citizens could find the idea of military alliances and delivering large troops to foreign lands absurd while American people might feel weird to see China using infrastructure and militias for its military struggle in the South China Sea. Part of our research is to explain the differences, summarize the patterns, and hopefully, shed light on the future development of great power competition in all domains. 

What did you learn over the course of your research assistantship and how do you think it will help you in your career? 

Working on Dr. Mastro’s team enhances my ability to collect sources, extract information from an enormous number of texts, and streamline my arguments in a concise memo. I was also able to capture an understanding of how top scholars manage to complete complicated academic projects. Working on China’s foreign policy and military strategies opens up a world of fascinating topics like deterrence, cybersecurity, and soft power competition that paints a clearer picture of future courses I will take and future plans I can make.  

What's next for you? 

I will continue to work with Dr. Mastro in the coming fall and plan to contribute more to her team. I am interested in a legal career, so I aim to shift to some more law-related work after my experience in political science.  

Any advice for Stanford students considering a summer RA position? 

An opportunity to work with Stanford professors is priceless. With respect to finding the most suitable RA position, it always helps to talk to students who previously worked on the team or professors who are familiar with their colleagues. These conversations can give you a vivid understanding beyond the job description and lead to better CVs.

Aidan Milliff joined the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) as the 2022-2023 Shorenstein Postdoctoral Fellow on Contemporary Asia. 

Milliff obtained his Ph.D. in Political Science at the Massachusetts Institute of Technology, where he was a predoctoral fellow at the Institute for Security and Conflict Studies at George Washington University, and a 2021-2022 USIP/Minerva Peace and Security Scholar. Aidan’s research combines computational social science and qualitative tools to answer questions about the cognitive, emotional, and social forces that shape political violence, migration, post-violence politics, and the politics of South Asia. His work appears or is forthcoming in journals and proceedings including AAAI, Journal of Peace Research, Political Behavior, as well as popular outlets including the Washington Post Monkey Cage Blog, War on the Rocks, and India’s Hindustan Times. Before MIT, Aidan was a James C. Gaither Junior Fellow in the South Asia Program at the Carnegie Endowment for International Peace. He holds a BA in political science and MA in international relations from the University of Chicago. He was born and raised in Colorado.

Aidan’s dissertation asks: in complex political violence scenarios, like inter-communal conflict in South Asia, what determines the strategies that people pursue to keep themselves safe? Aidan develops a political psychology theory, situational appraisal theory, which focuses on variation in individual interpretations of violent environments to explain civilian behavior. The dissertation first uses situational appraisal theory to explain the behavior of Indian Sikhs who encountered violence in rural insurgency and urban pogroms during the 1980s. Pairing original interviews with a novel method for applying multilingual text classification algorithms and automated video-analysis tools to analyze an archive of hundreds of oral history videos, the project shows that situational appraisals of control and predictability explain substantial variation in individuals’ choice of survival strategies when confronting violence.  The dissertation then demonstrates the generalizability of situational appraisal theory to international security domains, using a large survey experiment to show that control and predictability framing influences foreign policy preferences about hypothetical U.S.–China military confrontation.

At APARC, Aidan transformed his dissertation project into a book manuscript, and extend his ongoing research on decision-making, political violence, and Indian politics.
