FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

The 21 member economies of the Asia-Pacific Economic Cooperation (APEC) forum met in San Francisco from November 11-17 at the APEC Leaders’ Week to discuss trade, sustainable development, technological innovation, and other pressing issues. The occasion also provided opportunities for APEC member leaders to hold bilateral meetings, of which perhaps the most highly anticipated was a summit between U.S. President Joe Biden and Chinese President Xi Jinping.

Meeting face-to-face for the first time in a year on the sidelines of the APEC Summit, Biden and Xi discussed issues spanning military and trade relations, signaling a willingness to bring a degree of stability to the rocky U.S.-China bilateral relations. Ties between the two countries have deteriorated amid tensions like those in the South China Sea and the Taiwan Strait, disputes about technology competition, and the February 2023 Chinese spy balloon incident. APARC fellows consider the significance of the Biden-Xi meeting in numerous articles and interviews in the press.

The United States and China each have reasons to meet now and reduce hostilities. For President Biden, the upcoming 2024 presidential election is ample impetus to work for a better relationship with the Chinese. For Beijing, as Center Fellow Thomas Fingar tells the Japan Times, the country’s “economic difficulties and their implications for social stability and regime legitimacy have made Beijing more eager to improve relations with countries important to its economy than was the case six to 12 months ago.” And Center Fellow Oriana Skylar Mastro notes in the Christian Science Monitor that “both sides are trying to present to the rest of the world that they have things under control,” something that requires “predictable, high-level engagement.”

Most analysts, however, held low expectations for substantive outcomes from the meeting between the two leaders. According to Mastro, there is no indication of improvement in the tension between the two sides because neither the United States nor China is ready to make “any significant concession,” she argues on NBC News.

One reason for that is an aversion to political risk. As Mastro tells KCRW’s Madeleine Brand on Press Play: “There’s no political appetite for [thinking outside the box]. Political leaders want to make sure any policy will 100% work before they're willing to embark on it. But in the world of geopolitics, it's really hard to know that before you try things and experiment and assess and reassess.”

That said, just the very fact of the meeting taking place could represent an essential signal to Chinese officials, as Fingar points out to NBC News: “For there really to be a movement for lower levels of the [Chinese] system to engage in specifics, it needs a refreshed endorsement from Xi.” 

One outcome many were looking for was a resumption of U.S.-China military communications, what defense analysts call “mil-to-mil exchanges.” The Chinese severed these in 2022 when then-House Speaker Nancy Pelosi visited Taiwan. With close encounters between American and Chinese forces in the Taiwan Strait and South China Sea becoming almost commonplace, communications at the military senior level are critical to prevent escalation. But restoring these ties would have limited value because, as Mastro tells NPR, “You can expect that, the next time [the Chinese] get unhappy about something, maybe after the Taiwan election, they cut them off again. So, unless we have some sort of commitment to sustained engagement, the mil-to-mil exchanges are unlikely to be sufficient to stabilize the relationship.”

The Biden-Xi meeting took place on the backdrop of the Israel-Hamas war in Gaza. The United States is concerned that China — as a good friend of Iran and one of the largest importers of its gas and oil — could complicate diplomatic efforts to end the conflict and potentially exacerbate tensions. However, Mastro argues that bringing up the Middle East in the context of the U.S.-China bilateral meeting only serves to aid Beijing in its propaganda efforts. As she says on KTVU Fox 2 News, “China does not really care what happens [in the Middle East]. But they are leveraging the support, especially in the developing world, in the Global South, for Hamas to push back against the United States and basically use Israel as a proxy for discontent about what they call ‘American unilateralism,’ ‘American hegemony.’” 

The conflict in the Middle East came up in another high-level meeting when Indonesian President Joko Widodo visited Biden in Washinton before heading to the APEC forum. Although U.S.-Indonesian security cooperation is good and trade has grown, Jakarta is unhappy with the White House for several reasons. Among these, the war in Gaza was probably foremost in Widodo’s mind, writes Ambassador Scot Marciel, the Oksenberg-Rholen Fellow at APARC, in an essay for The Diplomat magazine. “Indonesia, home to the world’s largest Muslim population, has long supported the Palestinian cause and has vigorously pursued diplomatic efforts to achieve an immediate ceasefire.” Thus, Indonesian public opinion has put Jakarta and Washington at odds over the Israel-Hamas crisis, explains Marciel.

Indonesians also remain upset by the snub of Biden skipping the recent East Asia Summit and by “what they see as Washington’s failure to deliver on the high-profile Just Energy Transition Partnership, under which the U.S. committed to lead G-7-plus efforts to mobilize $20 billion to support Indonesia’s accelerated transition from coal to cleaner energy,” Marciel writes, urging Washington to engage Jakarta seriously on these issues before Indonesia is heading into crucial presidential elections in early 2024.

Shorenstein APARC scholars weigh in on the significance of the meeting in the context of China’s geopolitical ambitions, the outcomes of the APEC summit, and other topics.

Why could politicians of religious minority background assume the highest political offices in some countries soon after modern representative institutions were adopted, whereas, in other countries, almost all the national chief executives have been politicians from the religious majority background for decades, if not centuries?

I argue that the leading politicians of religious minority backgrounds in Europe potentially had three “secular” paths out of their marginality: liberalism, socialism, and nationalism. I examine these three paths that religious minority politicians pursued through the cases of Britain (liberalism), France (socialism), Hungary, and Italy (nationalism). I explain the variation in the rise of the first religious minority chief executives at the national level and the prominence of one of these three specific paths based on the religious configuration of the main actors in the constitutive conflict that established the nation-state. Finally, I examine a world-historical example of pattern change, the rise of Catholic-origin politicians to national leadership in previously Protestant-led Germany, which was due to a new constitutive conflict (World War II and the Holocaust) that radically altered the religious-national configuration. Religious minorities’ political (under-)representation constitutes a significant dimension of their (de-)securitization.

ABOUT THE SPEAKER

Şener Aktürk is Professor in the Department of International Relations at Koç University. He is a scholar of comparative politics, with a focus on comparative politics of ethnicity, religion, and nationalism. After completing his BA and MA at the University of Chicago and his PhD in political science at the University of California, Berkeley, he was a postdoctoral fellow at the Davis Center for Russian and Eurasian Studies and a Visiting Lecturer at the Department of Government at Harvard University. His book, Regimes of Ethnicity and Nationhood in Germany, Russia, and Turkey (Cambridge University Press, 2012), received the 2013 Joseph Rothschild Book Prize from the Association for the Study of Nationalities.

His articles have been published in World Politics, Perspectives on Politics, Comparative Politics, Journal of Ethnic and Migration Studies, Post-Soviet Affairs, Mediterranean Politics, Social Science Quarterly, European Journal of Sociology, Nationalities Papers, Problems of Post-Communism, Turkish Studies, Middle Eastern Studies, Osteuropa, Theoria, Ab Imperio, Insight Turkey, Turkish Policy Quarterly, Perceptions, and various edited books. He is the recipient of the Peter Odegard Award at UC Berkeley, the Marie Curie International Reintegration Grant, the Baki Komsuoglu Social Sciences Encouragement Award, the Kadir Has Social Sciences Prize, the TUBA Young Scientist Award, the BAGEP Science Academy Award, and the TUBİTAK Incentive Prize.

What are the longer-term implications of Russia’s renewed aggression in Ukraine for relations with its Eurasian neighbors it has often referred to as the “near abroad?”

A recent and growing literature suggests that domestic public opinion will play a decisive role in their future foreign policy choices. Based on an original mass survey with an embedded experiment, this talk examines the changes in Kazakhstani public opinion toward maintaining economic and security relations with Russia through international alliances such as the Collective Treaty Security Organization (CSTO). These changes should be viewed in light of both Russia’s war against Ukraine in February 2022 and the Russian-led CSTO’s intervention in the mass protests in Kazakhstan in January 2022. It argues that Kazakhstani public opinion has changed in significant ways — especially across ethnic lines — and that these changes are likely to impact Kazakhstan-Russian relations in general and the future of the CSTO in particular.

ABOUT THE SPEAKER

Pauline Jones is Professor of Political Science at the University of Michigan (UM) and the Edie N. Goldenberg Endowed Director for the Michigan in Washington Program. She is also Founder and Director of the Digital Islamic Studies Curriculum (DISC). Previously, she served as the Director of UM’s Islamic Studies Program (2011-14) and International Institute (2014-20). Her past work has contributed broadly to the study of institutional origin, change, and impact in Central Asia. She is currently engaged in multiple research projects: exploring how state regulation of Islam in Muslim-majority states affects citizens’ political attitudes and behavior; identifying the factors that affect compliance with health mitigation policies to combat the COVID-19 pandemic; examining the influence that evoking historical memory has on public support for foreign assistance; and developing a toolkit to assess the impact of mass protest and state narratives on domestic and foreign policy change in authoritarian regimes. She has published articles in several leading academic and policy journals, including the American Political Science Review, Annual Review of Political Science, Comparative Political Studies, Current History, and Foreign Affairs. She is author (or co-author) of five books, most recently The Oxford Handbook on Politics in Muslim Societies (Oxford 2021).

The Strategic Posture Commission is a bipartisan group mandated by Congress in 2022 to examine the threat to the U.S. strategic posture in 2027-2035 and beyond. The group reported its unanimous findings and recommendations in October 2023, concluding that the United States is facing a strategic challenge requiring urgent action: a world where two nations, China and Russia, will possess nuclear arsenals on par with the United States. This outlook requires an urgent national focus and concerted actions not currently planned. Chair Madelyn Creedon and Vice Chair Jon Kyl will discuss this threat environment and present the findings and recommendations of the Commission. CISAC Director Scott Sagan will preside.

About the Speakers: 

CHAIR - Madelyn R. Creedon
The Honorable Madelyn R. Creedon had a long career in federal service; she served most recently as Principal Deputy Administrator of the National Nuclear Security Administration (NNSA) within the Department of Energy, a position she held from 2014 to 2017. She also served in the Pentagon as Assistant Secretary of Defense for Global Strategic Affairs from 2011 to 2014, overseeing policy development in the areas of missile defense, nuclear security, combatting WMD, cybersecurity, and space. Creedon served as counsel for the U.S. Senate Committee on Armed Services for many years, beginning in 1990; assignments and focus areas included the Subcommittee on Strategic Forces as well as threat reduction and nuclear nonproliferation.During that time, she also served as Deputy Administrator for Defense Programs at the NNSA, Associate Deputy Secretary of Energy, and General Counsel for the Defense Base Closure and Realignment Commission. She started her career as a trial attorney at the Department of Energy. Following retirement from Federal Service in 2017, Creedon established Green Marble Group, LLC, a consulting company, and currently serves on several advisory and other boards related to national security. She is also a non-resident senior fellow at The Brookings Institution and a research professor at the George Washington University Elliott School of International Affairs. She holds a J.D. from St. Louis University School of Law, and a B.A. from the University of Evansville.

COMMISSIONER - Gloria Duffy
Dr. Gloria Duffy has been president and CEO of The Commonwealth Club since 1996. She oversees the organizational strategy, programming, publications, outreach, membership and fundraising for the nation’s largest and oldest public affairs forum. Prior to becoming president and CEO of the Club, Duffy was U.S. Deputy Assistant Secretary of Defense and Special Coordinator for Cooperative Threat Reduction, where she led Nunn-Lugar program negotiations and oversaw U.S. assistance for the dismantling of nuclear warheads and delivery systems in the former Soviet countries, as well as the disposal of chemical weapons and reemployment of WMD scientists on civilian research.

COMMISSIONER - Rose Gottemoeller
Professor Rose Gottemoeller is a Lecturer at Stanford University's Freeman Spogli Institute for International Studies and Research Fellow at the Hoover Institute. Before joining Stanford Gottemoeller was the Deputy Secretary General of NATO from 2016 to 2019, where she helped to drive forward NATO’s adaptation to new security challenges in Europe and in the fight against terrorism.  Prior to NATO, she served for nearly five years as the Under Secretary for Arms Control and International Security at the U.S. Department of State, advising the Secretary of State on arms control, nonproliferation and political-military affairs. While Assistant Secretary of State for Arms Control, Verification and Compliance in 2009 and 2010, she was the chief U.S. negotiator of the New Strategic Arms Reduction Treaty (New START) with the Russian Federation. Prior to her government service, she was a senior associate with the Carnegie Endowment for International Peace, with joint appointments to the Nonproliferation and Russia programs. She served as the Director of the Carnegie Moscow Center from 2006 to 2008, and is currently a nonresident fellow in Carnegie's Nuclear Policy Program. At Stanford, Gottemoeller teaches and mentors students in the Ford Dorsey Master’s in International Policy program and the CISAC Honors program; contributes to policy research and outreach activities; and convenes workshops, seminars and other events relating to her areas of expertise, including nuclear security, Russian relations, the NATO alliance, EU cooperation and non-proliferation. 

VICE CHAIR - Jon L. Kyl
Senator Jon L. Kyl served 18 years in the U.S. Senate, and before that, eight years in the U.S. House of Representatives. He was elected unanimously by his colleagues in 2008 to serve as Republican Whip, a position he held until his retirement in 2013. Kyl served on the Intelligence, Judiciary, Finance and Armed Services committees among others. He was active in the Senate consideration of the Comprehensive Nuclear Test Ban Treaty, New START, and other arms limitation proposals, as well as strategic deterrence issues in numerous National Defense Authorization Acts. After retiring from the Senate, Kyl served as a member of the Board of Directors of Sandia Laboratory for three years. In 2018, he was a member of the National Defense Strategy Commission. On September 5, 2018, Kyl was appointed by Arizona Governor Doug Ducey to fill the seat of the late Senator John McCain through the end of 2018.

If you had five minutes to speak with the president of the United States, what would you say? That’s the question Michael McFaul, director of the Freeman Spogli Institute for International Studies, posed to FSI scholars at a Stanford 2023 Reunion Homecoming event.

The discussion, “Global Threats Today: What's At Stake and What We Can Do About It,” centered around five major challenges currently facing the world: political dissatisfaction and disillusionment at home, tensions between China and Taiwan, the consequences of climate change, the ongoing war between Russia and Ukraine, and the conflict between Hamas and Israel.

Reform the Electoral College |  Didi Kuo


One of the major problems people feel right now in American politics is that their voices aren’t heard. We live in what my colleague Francis Fukuyama calls a "vetocracy," meaning there are a lot of veto points in our system.

In a lot of other democratic institutional configurations, you have rule by the majority. But in the United States, we have an institutional configuration that allows a very small group — for example, 15 people in the House of Representatives — to hold up government in various ways. We see this in dramatic examples on the national level, but it also trickles down to the local level where you see it in issues like permitting hold-ups.

Reforming the Electoral College would be a very direct way of changing that vetocracy. The United States is one of the only advanced democracies that has this indirect system of elections. If all the votes counted equally and all the presidential candidates had to treat all of us the same and respond to us equally in all 50 states, it would do a lot to show the power of the popular vote and realign us more closely to the principle of majoritarianism that we should seek in our institutions.

Allow Taiwan to License Weapons Production |  Larry Diamond


My recommendation is deterrence, deterrence, deterrence. It is not inevitable that the People's Republic of China is going to launch an all-out military assault on Taiwan. But if the United States does not do more to make that a costly decision, the likelihood it will happen are exponentially higher.

Deterrence works. The United States deterred the Soviet Union from moving against West Berlin and much of Europe for decades. But it only works if you have a superior force.

To that end, the United States needs to pre-position more military force in the region. There's now a $12 billion backlog of weapons that Taiwan has ordered and paid for but hasn't received yet. That’s because the American defense production system is completely broken. This is the same reason why we can’t get weapons to Ukraine at the pace we need there.

This issue could be fixed, at least in part, if we licensed the production of some of these weapon systems directly to Taiwan. Their ability to build plants and produce these systems is much more agile than our own, and so licensing the rights to production would dramatically increase the deterrence factor against China, in addition to deepening our cooperation with allies throughout the region.

Pursue Climate Mitigation AND Adaptation |  Marshall Burke


There are three things we can do in response to climate change: we can mitigate, we can adapt, or we can suffer. We’re off to a good start, but we have decades of long slog ahead of us to get that right. And it's not just us; even if we do a good job, we depend on other countries to also do a good job. The Biden administration has already been engaged on some of that front, but there’s more work to do there.

And even with our best efforts, we are not going to be able to move as fast as we want or mitigate our greenhouse gas emissions as quickly as we need to avoid climate change. So, we're going to have to live with some climate change, which means adaptation. And if we can't adapt, then we're going to suffer. 

The key point is that we are very poorly adapted to today's climate, much less the climate we're going to have 30 or 50 years from now. The West Coast and California are prime examples of this. There have been monumental wildfire seasons there the last few years, and there are significant negative health impacts from smoke exposure. I see it in my own home, even as someone who studies this and should know better and do more to reduce those risks.

The point is, we're really poorly adapted to the current climate, and things are going to get a lot worse. We need to focus on mitigation; it’s still really important and we need to get it done. But at the same time, we need to figure out how to adapt and live with the changing climate that we're going to experience.

Companies in the United States and Europe are still making tens of thousands of dollars in profits from selling various technologies that ultimately end up in Russia. It’s getting in through places like Hong Kong and Kazakhstan and Belarus and Georgia, and it allows Russia to keep waging its horrific war.

At the same time, the United States is spending millions of dollars to arm Ukraine with systems to shoot down the Russian rockets that were built using the components they got from the West. That’s completely illogical, bad policy. I know it’s hard to control technology, but we have to find a better way than what we’re doing right now. If you're an American taxpayer, that is your money being wasted.

That means more and better weapons for Ukraine, faster. And that means more and better sanctions on Russia, faster. That is the way to speed the end of this war.

Just a few short years ago, we were all talking about the decline of the United States. I think that is far from inevitable. People speak about the 20th century as the “American Century.” The 21st century can also be the American Century. It's in our hands.

Be bullish on America. Be confident in America. Rediscover the spirit of America for adaptation and innovation and entrepreneurship. We need to wake up from the break we’ve taken from history in the post-Cold War era and rally once again in our spirit, our research, and our intellect.

We need to find new solution structures to the great challenges of our era: environmental challenges, AI, biotechnological challenges, nuclear challenges. And we can do it. China is on the verge of demographic decline and economic decline. Russia is a very dangerous international actor, but it is not a global superpower. We must reinvent the institutions and the alliances that we need for the 21st century in order to make sure that we continue a journey towards greater peace and prosperity for all of mankind.

The Walter H. Shorenstein Asia-Pacific Research Center (APARC) is honored to host the Prime Minister of Japan, Kishida Fumio, and the President of the Republic of Korea, Yoon Suk Yeol, for a special summit discussion. The event co-hosts are the Freeman Spogli Institute for International Studies (FSI) and Hoover Institution.

Following remarks by Prime Minister Kishida and President Yoon on the challenges and future of science and technology, they will engage in a moderated conversation with Secretary Condoleezza Rice, the Tad and Dianne Taube Director of the Hoover Institution. Discussion topics include decarbonization and clean energy, quantum technology, and startup innovation.

Speakers will also include Professors Gi-Wook Shin and Kiyoteru Tsutsui, Director and Deputy Director of APARC, respectively, and Professor Michael McFaul, Director of FSI.

This historic gathering on the Stanford campus of the leaders of the two key U.S. allies in the Indo-Pacific — a convening that would have been almost unthinkable just over a year ago — follows a period in which the two leaders have made extraordinary progress in strengthening Japan-ROK bilateral relations, and is particularly significant in the aftermath of the August 2023 Camp David U.S.-Japan-ROK trilateral summit, which has been touted as the beginning of a new era in trilateral cooperation among the three allies as they seek to advance peace and prosperity in the Indo-Pacific region.

About the Speaker: Or (Ori) Rabinowitz, (PhD), a Chevening scholar, is an associate professor at the International Relations Department of the Hebrew University of Jerusalem, Israel. During the academic year of 2022-2023 she will hold the post of visiting associate professor at Stanford’s CISAC. Her research interests include nuclear proliferation, intelligence studies, and Israeli American relations. Her book, Bargaining on Nuclear Tests was published in April 2014 by Oxford University Press. Her studies were published leading academic journals, including International Security, Journal of Strategic Studies, and International History Review, as well as op-eds and blog posts in the Washington Post, Foreign Policy and Ha’aretz. She holds a PhD degree awarded by the War Studies Department of King’s College London, an MA degree in Security Studies and an LLB degree in Law, both from Tel-Aviv University. She was awarded numerous awards and grants, including two personal research grants by the Israeli Science Foundation and in 2020 was a member of the Young Academic forum of the Israeli Academy for Sciences and Humanities.

Or (Ori) Rabinowitz is a tenured senior lecturer (Associate Professor) at the International Relations Department of the Hebrew University and a Visiting Fellow of Israel Studies at Stanford, 2025-2026. After receiving the British Foreign Office's Chevening Scholarship, Rabinowitz completed a PhD at the War Studies Department of King’s College London in 2011. Her first book, Bargaining on Nuclear Tests, was published in 2014 by Oxford University Press. Her second book, currently under contract with Cambridge University Press, explores the evolution of US-Israeli collaboration in countering nuclear proliferation in the Middle East. She has published numerous peer-reviewed articles, think pieces, and op-eds in leading journals and magazines. She is also the recipient of several grants and awards, including two personal grants from the Israel Science Foundation.

About the Event: Professor Sanford will discuss the weaponization of the Guatemalan judicial system, gender violence and migration in a conversation about her new book Textures of Terror that investigates the unsolved murder of a female law student and the pervasive violence against Guatemalan women that drives migration. Through a father’s determined struggle and other stories of justice denied, Textures of Terror offers a deeper understanding of US Policies in Latin America and their ripple effect on migration. Professor Sanford offers an up-close appraisal of the inner workings of the Guatemalan criminal justice system and how it maintains inequality, patriarchy and impunity. Presenting the stories of other women who have suffered at the hands of strangers, intimate partners and the security forces, she reveals the deeply gendered nature of power and violence in Guatemala.

About the Speaker: A public scholar, anthropologist and internationally recognized expert on the Guatemalan Genocide, Victoria Sanford is a writer, human rights advocate and Lehman Professor of Excellence at Lehman College and the Graduate Center, City University of New York. She is the author of seven books including Textures of Terror: The Murder of Claudina Isabel & Her Father’s Quest for Justice and Buried Secrets: Truth and Human Rights in Guatemala. She served as an invited expert in the Spanish National Court’s genocide case against the Guatemalan generals and in an indigenous land rights case in the Inter-American Court of Human Rights. A John Simon Guggenheim Fellow and Bunting Peace Fellow at Harvard University’s Radcliffe Institute for Advanced Study, she has also held fellowships at the US Institute for Peace, the Virginia Foundation for the Humanities, and Fulbright Scholar awards at the Universidad Libre and Javeriana University in Bogota, Colombia, among others.
