How do states know what lies in their national interest? Hironaka explores this issue through examination of colonial expansion, and other domains of state security and power. Given the critical role of interests in many social theories, surprisingly little research has been done on the question. Scholars routinely avoid the issue by inferring interests from observed action in a post-hoc and often tautological manner. Instead, Hironaka draws on organizational sociology as a starting point: Large organizational actors like states often experience great ambiguity regarding their interests. States function in a complex political and social world in which both state interests and the means of achieving those interests are often unclear. Hironaka proposes that states respond to this ambiguity by attending to and participating in discourses in the international community. Collective interaction revolving around interpretation of the "Great Powers" and significant international events (such as the outcome of major wars) provide the grist for an evolving international consensus regarding appropriate state strategies and behavior. When faced with ambiguity, states draw upon the international consensus to inform their interests. Consequently, the international community plays a critical role in shaping state policies -- and thus the conflicts that are likely to arise in the international system. Taiwan is a world premier manufacturing center, with many products leading in world market share, such as IC foundry (72.8%), Mask ROM (81.8%), WLAN (91%), CD-R Disc (79%), DVD-R Disc (82%) and others. In recent years, it has also performed well in patent productivity and S&T infrastructure. Currently, the challenge for Taiwan is to enter a new stage for economic development - to transform from a manufacturing-based economy in an innovation-based economy. What is the current status and prospects of Taiwan's industry technology innovation system? How does it perform? What are the gaps? What lessons have been learned from Taiwan's Ministry of Economic Affairs policies for public and private, university and industry networking?

As director general of the Department of Industrial Technology (DOIT) at the Ministry of Economic Affairs in Taiwan, Dr. Hwang is responsible for formulating industrial policy to upgrade technology levels in Taiwan. The DOIT works with research institutions, private companies and universities to implement Taiwan's annual Technology Development Program. Supported by a more than $5 billion annual budget, this program focuses on stimulating the development and transfer of knowledge-intensive technologies, upgrading R&D capabilities of research institutions, and promoting international scientific and technological cooperation across such key industries, as IT, biotech, materials, machinery, aerospace, communications and others. Since 1990, Dr. Hwang has led a distinguished career in government service in Taiwan's Ministry of Economic Affairs. He received a PhD in Information Engineering and MS in Computer Engineering from National Chiao-Tung University and a BS in Electronics Engineering from Chung Yuan Christian University.

Mr. Siew began his civil service career at the Ministry of Foreign Affairs in 1962. He was soon appointed vice consul at the ROC?s Consulate General in Kuala Lumpur and then appointed Consul. He held the position of consul for 3 years. Once home, he became a section chief in the East Asian & Pacific Affairs Department at the Ministry of Foreign Affairs. In 1972 he rose to department director-general. Trade negotiations and market promotion were two areas to which he was particularly dedicated. As member of the ruling Kuomintang (KMT), Mr. Siew was elected in July 1988 to the KMT Central Committee. In June 1990 a new premier was appointed and the cabinet was reshuffled. Mr. Siew was appointed Minister of Economic Affairs. In November 1992, he helped to secure formal observer status for the ROC in the General Agreement on Tariffs and Trade (now the World Trade Organization.) In August 1997, soon after the National Assembly had completed a revision of the Constitution, the government reorganized the cabinet. President Lee Teng-hui appointed Mr. Siew premier. He took office in September of that year and held the position until May 2000. Mr. Siew has since retired from government office and spends his time as an ordinary citizen devoting his efforts to education and social welfare.

In this paper, I draw on the experience of the European Union (EU) to ask under what conditions economic integration furthers democratization. Scholars agree that incentives at the European level have helped democratic transitions in Southern and Eastern Europe. However, there is no agreement on (i) the exact causal mechanisms involved, (ii) the relative size of the effects, (iii) whether this success can be replicated outside or Europe. I address these issues by offering a theory of how integration furthers democratization. I argue economic integration can help citizens resolve the coordination dilemmas they face in holding their rulers accountable. Integration works in two ways: (a) through diffusion of civic culture, it enables citizens to second-guess each other's likely actions in the event of government abuse, (b) through credible conditionality, integration removes the ability of the ruler to lean on some support coalitions while abusing others. An empirical test of the theory strongly confirms that economic integration leads to democracy when its culture-spreading aspect is strongly backed by conditionality. An important aspects of the theory is that it generalizes. The theory and evidence suggest that there are substantial unexploited opportunities for encouraging democracy in Latin America, the Middle East, Africa and Asia.

Professor McMillan presents a paper co-authored by Pablo Zoido in which they descibe secret-police chief Vladimiro Montesinos Torres' effectiveness in undermining Peru's democratic institutions through bribery.

One single television channel's bribe was five times larger than the total of the opposition politicians' bribes. By revealed preference, the strongest check on the government's power was the news media.

John Meyer is a professor of sociology (and by courtesy, education) emeritus, at Stanford; a faculty member at CDDRL; and a senior fellow, by courtesy, at FSI. He received his PhD from Columbia University, and taught there for several years before coming to Stanford. His research has focused on the spread of modern institutions around the world, and their impact on national states and societies. He is particularly interested in the spread and impact of scientific activity, and in the expansion and standardization of educational models. He has made many contributions to organizational theory (e.g., Organizational Environments, with W. R. Scott, Sage 1983), and to the sociology of education, developing lines of thought now called neoinstitutional theory. Since the late 1970s, he has worked on issues related to the impact of global society on national states and societies (e.g., Institutional Structure, co-authored with others, Sage 1987). Currently, he is completing a collaborative study of worldwide science and its impact on national societies (Drori, et al., Science in the Modern World Polity, Stanford, 2003), and is working on a study of the rise and impact of the worldwide human rights regime.

Erik Jensen holds joint appointments at Stanford Law School and Stanford’s Center on Democracy, Development and the Rule of Law. He is Lecturer in Law, Director of the Rule of Law Program at Stanford Law School, an Affiliated Core Faculty at Stanford’s Center on Democracy, Development and the Rule of Law, and Senior Advisor for Governance and Law at The Asia Foundation. Jensen began his international career as a Fulbright Scholar. He has taught and practiced in the field of law and development for 35 years and has carried out fieldwork in approximately 40 developing countries. He lived in Asia for 14 years. He has led or advised research teams on governance and the rule of law at the World Bank, the Asian Development Bank and the African Development Bank. Among his numerous publications, Jensen co-edited with Thomas Heller Beyond Common Knowledge: Empirical Approaches to the Rule of Law (Stanford University Press: 2003).

At Stanford, he teaches courses related to state building, development, global poverty and the rule of law. Jensen’s scholarship and fieldwork focuses on bridging theory and practice, and examines connections between law, economy, politics and society. Much of his teaching focuses on experiential learning. In recent years, he has committed considerable effort as faculty director to three student driven projects: the Afghanistan Legal Education Project (ALEP) which started and has developed a law degree-granting programs at the American University of Afghanistan (AUAF), an institution where he also sits on the Board of Trustees; the Iraq Legal Education Initiative at the American University of Iraq in Sulaimani (AUIS); and the Rwanda Law and Development Project at the University of Rwanda. He has also directed projects in Bhutan, Cambodia and Timor Leste. With Paul Brest, he is co-leading the Rule of Non-Law Project, a research project launched in 2015 and funded by the Global Development and Poverty Fund at the Stanford King Center on Global Development. The project examines the use of various work-arounds to the formal legal system by economic actors in developing countries. Eight law faculty members as well as scholars at the Freeman Spogli Institute are participating in the Rule of Non-Law Project.
