The stated purpose of the Trade Act of 1974 was to promote free trade. Section 301 authorized the U.S. President to impose retaliatory trade sanctions if negotiations were unsuccessful in reducing unreasonable limits on trade. The Act was reinforced in 1984, became known as “Super 301”, and made annual assessment and retaliatory measures mandatory.

Because of trade imbalances, four emerging Asian countries gave the US firms access to cigarette markets: Japan (1987), Taiwan (1987), South Korea (1989) and Thailand (1990). These forced market opennings were called the “Second Opium War” by local protestors in these countries, challenging U.S. export of unwelcome and unhealthy products.

A sea change occurred in the decades that followed the cigarette market opening in Taiwan. Of particular interest are changes in areas marketing skills and market share; lower cigarette prices; paradoxical increased smuggling; increased youth consumption; evolution of the powerful tobacco industry lobby; and a sharp increase in tobacco-related cancer deaths. Accompanying the increased cigarette consumption, a special, unusual habit of chewing betel quid started and grew into a mainstream practice among adult males (nearly one out of four). Oral and esophageal cancer increased sharply soon after the market opened. At the same time, the patriotic protectionists, NGOs, and government galvanized an anti-smoking movement, which gradually transformed Taiwan's culture so that smoking in public is no longer socially acceptable. A new term, “de-normalization,” was coined about the favorable effect of market opening.

 The ironic outcome of Super 301 is that while the market was forced open solely by the US, in only ten years, US market share, once leading, shrunk to a distant fifth, after Japan, UK, Germany and domestic producers. The trade imbalance was little affected by the opening of the cigarette market.

Dr. Gary Mukai is Director of the Stanford Program on International and Cross-Cultural Education (SPICE). Prior to joining SPICE in 1988, he was a teacher in Gunma Prefecture, Japan, and in California public schools for ten years.

Gary’s academic interests include curriculum and instruction, educational equity, and teacher professional development. He received a bachelor of arts degree in psychology from U.C. Berkeley; a multiple subjects teaching credential from the Black, Asian, Chicano Urban Program, U.C. Berkeley’s Graduate School of Education; a master of arts in international comparative education from Stanford University’s Graduate School of Education; and a doctorate of education from the Leadership in Educational Equity Program, U.C. Berkeley’s Graduate School of Education. 

In addition to curricular publications for SPICE, Gary has also written for other publishers, including Newsweek, Calliope Magazine, Media & Methods: Education Products, Technologies & Programs for Schools and Universities, Social Studies Review, Asia Alive, Education About Asia, ACCESS Journal: Information on Global, International, and Foreign Language Education, San Jose Mercury News, and ERIC Clearinghouse for Social Studies; and organizations, including NBC New York, the Silk Road Project at Harvard University, the Japanese American National Memorial to Patriotism in Washington, DC, the Center for Asian American Media in San Francisco, the Laurasian Institution in Seattle, the Japanese American National Museum in Los Angeles, and the Asia Society in New York.

He has conducted numerous professional development seminars nationally (including extensive work with the Chicago Public Schools, Hawaii Department of Education, New York City Department of Education, and school districts in the San Francisco Bay Area and Los Angeles County) and internationally (including in China, France, Indonesia, Japan, Korea, Laos, Malaysia, Myanmar, the Philippines, Singapore, Spain, Thailand, and Turkey).

In 1997, Gary was the first regular recipient of the Franklin Buchanan Prize from the Association for Asian Studies, awarded annually to honor an outstanding curriculum publication on Asia at any educational level, elementary through university. In 2004, SPICE received the Foreign Minister’s Commendation from the Japanese government for its promotion of Japanese studies in schools; and Gary received recognition from the Fresno County Office of Education, California, for his work with students of Fresno County. In 2007, he was the recipient of the Foreign Minister’s Commendation from the Japanese government for the promotion of mutual understanding between Japan and the United States, especially in the field of education. At the invitation of the Consulate General of the Republic of Korea, San Francisco, Gary participated in the Republic of Korea-sponsored 2010 Revisit Korea Program, which commemorated the 60th anniversary of the beginning of the Korean War. At the invitation of the Nanjing Foreign Languages School, China, he participated in an international educational forum in 2013 that commemorated the 50th anniversary of NFLS’s founding. In 2015 he received the Stanford Alumni Award from the Asian American Activities Center Advisory Board, and in 2017 he was awarded the Alumni Excellence in Education Award by the Stanford Graduate School of Education. Most recently, the government of Japan named him a recipient of the Order of the Rising Sun, Gold and Silver Rays.

He is an editorial board member of the journal, Education About Asia; advisory board member for Asian Educational Media Services, University of Illinois at Urbana-Champaign; board member of the Japan Exchange and Teaching Alumni Association of Northern California; and selection committee member of the Elgin Heinz Outstanding Teacher Award, U.S.–Japan Foundation.

Masahiko Aoki was the Henri and Tomoye Takahashi Professor Emeritus of Japanese Studies in the Department of Economics, and a senior fellow of the Stanford Institute of Economic Policy Research and the Freeman Spogli Institute for International Studies at Stanford University.

Aoki was a theoretical and applied economist with a strong interest in institutional and comparative issues. He specialized in the theory of institutions, corporate architecture and governance, and the Japanese and Chinese economies.

His most recent book, Corporations in Evolving Diversity: Cognition, Governance, and Institutions, based on his 2008 Clarendon Lectures, was published in 2010 by Oxford University Press. It identifies a variety of corporate architecture as diverse associational cognitive systems, and discusses their implications to corporate governance, as well their modes of interactions with society, polity, and financial markets within a unified game-theoretic perspective. His previous book, Toward a Comparative Institutional Analysis, was published in 2001 by MIT Press. This work developed a conceptual and analytical framework for integrating comparative studies of institutions in economics and other social science disciplines using game-theoretic language. Aoki's research has been also published in the leading journals in economics, including the American Economic Review, Econometrica, the Quarterly Journal of Economics, Review of Economic Studies, the Journal of Economic Literature, Industrial and Corporate Change, and the Journal of Economic Behavior and Organizations.

Aoki was the president of the International Economic Association from 2008 to 2011, and is also a former president of the Japanese Economic Association. He is a fellow of the Econometric Society and the founding editor of the Journal of Japanese and International Economies. He was awarded the Japan Academy Prize in 1990, and the sixth International Schumpeter Prize in 1998. Between 2001 and 2004, Aoki served as the president and chief research officer of the Research Institute of Economy, Trade, and Industry, an independent administrative institution specializing in public policy research in Japan.

Aoki graduated from the University of Tokyo with a B.A. and an M.A. in economics, and earned a Ph.D. in economics from the University of Minnesota in 1967. He was formerly an assistant professor at Stanford University and Harvard University and served as both an associate and full professor at the University of Kyoto before rejoining the Stanford faculty in 1984.

Aivars Stranga is professor and chair of the Department of History at the University of Latvia. He is the author of seven monographs and more than 150 scholarly and general publications on Latvian domestic and foreign policy and international relations between 1918 and 1940, and Latvian foreign policy from 1991 to 2000. Professor Stranga was a distinguished visiting professor at Stanford in 2003, teaching courses on Baltic History and the History of the Holocaust in the Baltics.

Chin-Shou Wang is an Assistant Professor in the Department of Political Science and the Graduate Institute of Political Economy at the National Cheng Kung University in Taiwan. He has interviewed more than one hundred Taiwanese prosecutors and judges. He recently published an article on judicial independence reform in the Taiwanese Political Science Review. He is currently working on a book titled Revolt from the Bottom: Judicial Independence Reform in Taiwan.

Professor Wang obtained his MA and Ph.D. in Sociology from University of Carolina at Chapel Hill, and BS in Industrial Management from National Cheng Kung University.

Latvia is a country that has come through a crisis before; can it do it again? Professor Stranga examines the current crisis in Latvia, a country much evolved over the past 50 years. He focuses on a variety of social, economic, and political factors in assessing how Latvia can move forward.

Synopsis

Prof. Stranga begins by examining what he calls Latvia’s “first great crisis” from 1929-1933. At the time, Latvia was a democracy, a member of the League of Nations, but critically had no security guarantees and was stuck between Nazi Germany and Soviet Russia. Prof. Stranga explains that this crisis was overcome by the dictatorship of Karlis Ulmanis, whose regime lasted from 1934 until the Nazi occupation. Those years were seen as the ‘Golden Years,’ times of economic flourishing and national freedom from occupation. Prof. Stranga reveals this period had long lasting effects on the national psyche of Latvia.

To Prof. Stranga, Latvia is in a very different situation today. He argues that these are times of very limited sovereignty, particularly for his country. Prof. Stranga explains that this is mainly due to Latvia’s dependence on the EU, NATO, and the IMF which provide economic and military security. Prof. Stranga identifies the effects of Karlis Ulmanis’ regime as the perception in Latvia that a ‘strong man’ is needed to guide Latvia out of its current crisis. However, the necessity for Latvia to remain a democracy is made clear by the help it receives from the organizations mentioned above.

Although the help is clearly needed, Prof. Stranga feels that its consequences are often very painful. The IMF’s conditions for essentially saving Latvia’s economy include cutbacks in medical assistance and a reduction of teachers and schools, facets of public life deeply engrained in Latvia’s culture. In addition, Prof. Stranga examines the question of energy security. He looks particularly at Latvia’s absolute dependence on Russia exhibited by the fact that Gazprom’s first foreign office is in Latvia, and the fact that this has perhaps hindered Latvia’s progress.

At the same time, it seems clear that Prof. Stranga sees this crisis also as an opportunity. Firstly, he argues that now is probably the time to not be shy but to look for alternative energy sources such as nuclear energy, something Prof. Stranga further discussed when answering questions. Moreover, Prof. Stranga believes there are too many bureaucratic positions, and the crisis is an opportunity to cut these off and direct funding elsewhere. In addition, he feels the crisis is a chance to reconstruct exports. In particular, Prof. Stranga would like to see Latvia leaning more towards innovation rather than timber or agriculture. Finally, Prof. Stranga addresses Latvia’s issue of an internally divided society, particularly between Latvians and Russian speakers. He analyzes Latvian Russians’ diminishing impact as Russia’s economy falters but also expresses concern at the fact that Russian influence in Latvia seems to be heavily dependent on Russia’s economic state.

Prof. Stranga kindly takes the time to briefly answer a few questions and raises several issues in the process. Prof. Stranga cites Latvia's population reduction as perhaps the "greatest" problem it faces. However, he feels reassured by the help of the friendly states of Scandinavia and other organizations across the world. At the same time, Prof. Stranga explains such organizations are not having an entirely positive impact. In particular, he argues against the "inhuman" approach of solely focusing on cutting back capital of the IMF which he feels is an assault on Latvian life.
