Dr. Gary Mukai is Director of the Stanford Program on International and Cross-Cultural Education (SPICE). Prior to joining SPICE in 1988, he was a teacher in Gunma Prefecture, Japan, and in California public schools for ten years.

Gary’s academic interests include curriculum and instruction, educational equity, and teacher professional development. He received a bachelor of arts degree in psychology from U.C. Berkeley; a multiple subjects teaching credential from the Black, Asian, Chicano Urban Program, U.C. Berkeley’s Graduate School of Education; a master of arts in international comparative education from Stanford University’s Graduate School of Education; and a doctorate of education from the Leadership in Educational Equity Program, U.C. Berkeley’s Graduate School of Education. 

In addition to curricular publications for SPICE, Gary has also written for other publishers, including Newsweek, Calliope Magazine, Media & Methods: Education Products, Technologies & Programs for Schools and Universities, Social Studies Review, Asia Alive, Education About Asia, ACCESS Journal: Information on Global, International, and Foreign Language Education, San Jose Mercury News, and ERIC Clearinghouse for Social Studies; and organizations, including NBC New York, the Silk Road Project at Harvard University, the Japanese American National Memorial to Patriotism in Washington, DC, the Center for Asian American Media in San Francisco, the Laurasian Institution in Seattle, the Japanese American National Museum in Los Angeles, and the Asia Society in New York.

He has developed teacher guides for films such as The Road to Beijing (a film on the Beijing Olympics narrated by Yo-Yo Ma and co-produced by SPICE and the Silk Road Project), Nuclear Tipping Point (a film developed by the Nuclear Security Project featuring former Secretary of State George P. Shultz, former Secretary of Defense William J. Perry, former Secretary of State Henry A. Kissinger, former Senator Sam Nunn, and former Secretary of State Colin L. Powell), Days of Waiting: The Life & Art of Estelle Ishigo (an Academy Award-winning film about Japanese-American internment by Steven Okazaki), Doubles: Japan and America’s Intercultural Children (a film by Regge Life), A State of Mind (a film on North Korea by Daniel Gordon), Wings of Defeat (a film about kamikaze pilots by Risa Morimoto), Makiko’s New World (a film on life in Meiji Japan by David W. Plath), Diamonds in the Rough: Baseball and Japanese-American Internment (a film by Kerry Y. He has conducted numerous professional development seminars nationally (including extensive work with the Chicago Public Schools, Hawaii Department of Education, New York City Department of Education, and school districts in the San Francisco Bay Area and Los Angeles County) and internationally (including in China, France, Indonesia, Japan, Korea, Laos, Malaysia, Myanmar, the Philippines, Singapore, Spain, Thailand, and Turkey).

In 1997, Gary was the first regular recipient of the Franklin Buchanan Prize from the Association for Asian Studies, awarded annually to honor an outstanding curriculum publication on Asia at any educational level, elementary through university. In 2004, SPICE received the Foreign Minister’s Commendation from the Japanese government for its promotion of Japanese studies in schools; and Gary received recognition from the Fresno County Office of Education, California, for his work with students of Fresno County. In 2007, he was the recipient of the Foreign Minister’s Commendation from the Japanese government for the promotion of mutual understanding between Japan and the United States, especially in the field of education. At the invitation of the Consulate General of the Republic of Korea, San Francisco, Gary participated in the Republic of Korea-sponsored 2010 Revisit Korea Program, which commemorated the 60th anniversary of the beginning of the Korean War. At the invitation of the Nanjing Foreign Languages School, China, he participated in an international educational forum in 2013 that commemorated the 50th anniversary of NFLS’s founding. In 2015 he received the Stanford Alumni Award from the Asian American Activities Center Advisory Board, and in 2017 he was awarded the Alumni Excellence in Education Award by the Stanford Graduate School of Education. Most recently, the government of Japan named him a recipient of the Order of the Rising Sun, Gold and Silver Rays.

He is an editorial board member of the journal, Education About Asia; advisory board member for Asian Educational Media Services, University of Illinois at Urbana-Champaign; board member of the Japan Exchange and Teaching Alumni Association of Northern California; and selection committee member of the Elgin Heinz Outstanding Teacher Award, U.S.–Japan Foundation.

Prince Hans-Adam II has dedicated his reign to bring Liechtenstein into the modern international community. Under his leadership Liechtenstein has joined the United Nations and the European Economic Area with the European Union.

In 2003 Prince Hans-Adam II was able to accomplish the monarchy’s constitutional reform, after the failure of parliamentary negociation, with a plebiscite outcome of a majority of voters in favor of the Princely House’s constitutional proposal.

Having appointed Hereditary Prince Alois his permanent deputy for exercising the duties of Head of State of the Principality of Liechtenstein, Prince Hans-Adam II has returned to devoting himself more to managing the assets of the Princely House.

 

Event Synopsis:

HRH Prince Hans-Adam II asserts that to survive, states must reflect a new model geared toward preventing wars, serving not only the privileged but the whole population, promoting democracy and the rule of law, and being globally competitive. To achieve this, the state must operate like a service company. It must avoid behaving like a monopoly, including with regards to its territory. The prince cites legislation he introduced to allow each of Liechtenstein's 11 communities to vote on whether to remain with or leave the principality and outlines other relevant examples from Europe. In the "service company" model of states, defense spending fueled by taxpayer money will be unnecessary. Many current government functions would be privatized or transferred to local communities, with the exception of foreign policy, law and order, education, and state finances. He details all four of these areas, discusses ways in which they intersect, and outlines suggested reforms to legislative systems to achieve these goals.

The prince makes a special case for private education funded by state vouchers to parents; for indirect taxation by the state and the opportunity for local communities to impose direct taxes; and for using tax surpluses and proceeds from selling unwanted state property to pay down the national debt. Above all, he emphasizes a "lean and transparent" state that can be financed by only a small fraction of GDP, with funds flowing directly to local communities. In conclusion, he predicts that the state - and even monarchies - will survive the millennium, but not in the traditional model or large, centralized states.


A discussion session raised such questions as: Who "owns" a state operating like a service company? What options exist to deal with the growing global imbalance of wealth? Should healthcare and waste disposal/natural resource management be provided by the state or privatized? Does Lichtenstein derive any direct benefits from its association with the European Economic Community? Is Liechtenstein large enough to have an impact on world politics with its foreign policy, or is foreign policy an area better handled at a higher level like that of the EU? What is the current situation of minorities in Europe?

Debra Satz is the Marta Sutton Weeks Professor of Ethics in Society and Professor of Philosophy at Stanford University. Prior to coming to Stanford in 1988, Dr. Satz taught at Swarthmore College. She also held fellowships at the Princeton University Center for Human Values and the Stanford Humanities Center. In 2002, she was the Marshall Weinberg Distinguished Visiting Professor at the University of Michigan. 

Dr. Satz grew up in the Bronx and received her B.A. from the City College of New York. She received her PhD from MIT in 1987.

The Fog of War: Eleven Lessons from the Life of Robert S. McNamara is a 2003 film about the life and times of former U.S. Secretary of Defense Robert S. McNamara. The film, directed by Errol Morris, won the Academy Award for Best Documentary Feature (2003) and the Independent Spirit Award for Best Documentary Feature (2003).

Using archival footage, United States Cabinet conversation recordings, and an interview of the eighty-five-year-old Robert McNamara, The Fog of War depicts McNamara's life, from his birth during the First World War remembering the time American troops returned from Europe, to working as a WWII Whiz Kid military officer, to being the Ford Motor Company's president, to his being employed as Secretary of Defense and the Cuban Missile Crisis, to managing the American Vietnam War, as defense secretary for presidents Kennedy and Johnson — emphasizing the war's brutality under their regimes, and how he was hired as secretary of defense, despite limited military experience.

According to Morris, hearing McNamara raise all of these ethical issues and questions about a war which most of us see as morally unambiguous is very, very powerful. What Morris especially liked about the film was that it proved it was possible to make a movie about events – events that are removed from us by 40, 50, 60 years but which are very much about today. Many of the issues that McNamara is talking about in the movie are relevant to what's going on right now, and there's this surreal sense that nothing has changed.

Scott D. Sagan is Co-Director and Senior Fellow at the Center for International Security and Cooperation, the Caroline S.G. Munro Professor of Political Science, and the Bass University Fellow in Undergraduate Education at Stanford University. He also serves as Co-Chair of the American Academy of Arts and Sciences’ Committee on International Security Studies. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon.

Sagan is the author of Moving Targets: Nuclear Strategy and National Security (Princeton University Press, 1989); The Limits of Safety: Organizations, Accidents, and Nuclear Weapons (Princeton University Press, 1993); and, with co-author Kenneth N. Waltz, The Spread of Nuclear Weapons: An Enduring Debate (W.W. Norton, 2012). He is the co-editor of Insider Threats (Cornell University Press, 2017) with Matthew Bunn; and co-editor of The Fragile Balance of Terror (Cornell University Press, 2022) with Vipin Narang. Sagan was also the guest editor of a two-volume special issue of DaedalusEthics, Technology, and War (Fall 2016) and The Changing Rules of War (Winter 2017).

  • Do volunteer armies and draft armies fight differently in combat?

This panel discussion focuses on the draft versus the volunteer army in the U.S. Our distinguished panelists examine "who should fight" in a democracy, focusing on the ethical dimension of a state's system of military service.


Panelists are:

David Kennedy (History, Emeritus, Stanford). Kennedy's scholarly focus is on the integration of economic and cultural analysis with social and political history. A prolific historian, he won the 2000 Pulitzer Prize in History for Freedom From Fear: The American People in Depression and War, which recounts the history of the United States in the two great crises of the Great Depression and World War II, and was a 1981 Pulitzer Prize Finalist in History for Over Here: The First World War and American Society, which uses the history of American involvement in World War I to analyze the American political system.

Eliot Cohen (Strategic Studies, Johns Hopkins School of Advanced International Studies). Cohen's work focuses on diplomacy, international relations, irregular warfare, military history, military power and strategy, as well as strategic and security issues. He has served as Counselor of the U.S. Department of State, a member of the Policy Planning Staff of the Secretary of Defense, and a member of the Defense Policy Board. He also directed the U.S. Air Force's Gulf War Air Power Survey.

Jean Bethke Elshtain (Social and Political Ethics, Divinity School, The University of Chicago). Regularly named as one of America's foremost public intellectuals, Elshtain writes frequently for journals of civic opinion and lectures widely in the United States and abroad on themes of democracy, ethical dilemmas, religion and politics, and international relations. Elshtain has authored many books including Women and War; Democracy on Trial (a New York Times' notable book for 1995); and Just War Against Terror: The Burden of American Power in a Violent World (named one of the best nonfiction books of 2003 by Publishers Weekly.

Richard Rhodes is the author or editor of twenty-three books including The Making of the Atomic Bomb, which won a Pulitzer Prize in Nonfiction, a National Book Award and a National Book Critics Circle Award; Dark Sun: The Making of the Hydrogen Bomb, which was shortlisted for a Pulitzer Prize in History; Arsenals of Folly: The Making of the Nuclear Arms Race; and The Twilight of the Bomb (Aug 2010). Rhodes has received numerous fellowships for research and writing, including grants from the Ford Foundation, the Guggenheim Foundation, the MacArthur Foundation Program in International Peace and Security and the Alfred P. Sloan Foundation.

In addition, Rhodes has been a visiting scholar at Harvard and MIT and a host and correspondent for documentaries on public television's Frontline and American Experience series. He is also an affiliate of the Center for International Security and Cooperation at Stanford.

Susie Linfield is author of The Cruel Radiance: Photography and Political Violence (University of Chicago Press). She directs the Cultural Reporting and Criticism program at New York University, where she is an associate professor of journalism. Her articles and essays on politics and culture have appeared in a wide variety of publications, including the Washington Post Book World, the New York Times, Dissent, the Nation, Guernica, Bookforum, Salmagundi, and the Boston Review. For six years she was a contributing writer to the Los Angeles Times Book Review, and she was formerly an editor at American Film, the Village Voice, and the Washington Post.

War Photographer is director Christian Frei's 2001 film that followed photojournalist James Nachtwey. Natchtwey started work as a newspaper photographer in New Mexico in 1976 and in 1980, he moved to New York to begin a career as a freelance magazine photographer. His first foreign assignment was to cover civil strife in Northern Ireland in 1981 during the IRA hunger strike. Since then, Nachtwey has devoted himself to documenting wars, conflicts and critical social issues. He has worked on extensive photographic essays in El Salvador, Nicaragua, Guatemala, Lebanon, the West Bank and Gaza, Israel, Indonesia, Thailand, India, Sri Lanka, Afghanistan, the Philippines, South Korea, Somalia, Sudan, Rwanda, South Africa, Russia, Bosnia, Chechnya, Kosovo, Romania, Brazil and the United States.

The film received an Academy Award Nomination for "Best Documentary Feature" and won twelve International Filmfestivals.

Professor Lee will examine why South Korean labor unions have engaged in militant activism since the country's transition to democracy in 1987.  This situation contrasts with Taiwan, to which Korea's economic and political development is otherwise very similar.   Professor Lee will argue that the militant unionism reflects the weakness of Korea's democratic institutions, particularly its political parties.

Professor Lee received her doctoral degree in political science from Duke University and has been teaching at the State University of New York at Binghamton since 2006.  Her research has appeared in Studies in Comparative International Studies, Critical Asian Studies, Asian Survey, Korean Observer, and Asia-Pacific Forum.  Her book, tentatively entitled Democratic Politics and Labor Activism in East Asia, is forthcoming from Stanford University Press in 2011.
