Abstract:

Voter education campaigns often aim to increase voter participation and political accountability. We follow randomized interventions implemented nationwide during the 2009 Mozambican elections using a free newspaper, leaflets and text messaging. We investigate whether treatment effects were transmitted through social networks (kinship and chatting) or geographical proximity. For individuals personally targeted by the campaign, we estimate the reinforcement effect of proximity to other targeted individuals. For untargeted individuals we estimate the diffusion of the campaign depending on proximity to targeted individuals. We find evidence for both effects, similar across the different treatments and across the different connectedness measures. We observe that the treatments worked through networks by raising the levels of information and interest about the election, in line with the average treatments effects. However, differently from those average effects, we find negative network effects of voter education on voter participation. We interpret this result as a free-riding effect, likely to occur for costly actions. 

Marcel Fafchamps is Professor of Development Economics at Oxford University, a Professional Fellow at Mansfield College and the Deputy Director of the Centre for the Study of African Economies. Fafchamps’ research is focused primarily on institutions that enable exchange, including risk-coping strategies, market institutions, intra-household allocation and the allocation of economic activity across space, with a concentration on the regions of Africa and South Asia. He is also interested in spatial networks and social networks from a methodological perspective. His scholarship on the topic of market institutions is summarized in Market Institutions in Sub-Saharan Africa, (MIT Press, 2004), which his work on risk coping is addressed in Rural Poverty, Risk, and Development (Elgar Press, 2003). Fafchamps studied law and economics at the Université Catholique de Louvain and spent nearly five years working on rural development in Africa for the International Labour Organization before earning his Ph.D. in agricultural economics at the University of California, Berkeley in 1989. He taught development economics at Stanford from 1989 until 1998.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

Almost every company is asking the question of survivability – how to balance business needs and growth, while meeting regulatory compliance and mitigating security risks? This question is facing organizations of all sizes, and for some the answer is changing the mission and scope of their IT security initiatives. In this session, Malcolm will discuss Intel’s approach to managing risk with its new “Protect to Enable” information security strategy.


Malcolm Harkins is vice president of the Information Technology Group and chief information security officer (CISO) and general manager of Information Risk and Security. The group is responsible for managing the risk, controls, privacy, security and other related compliance activities for all of Intel Corporation's information assets.


Before becoming Intel's first CISO, Harkins held roles in Finance, Procurement and Operations. He has managed efforts encompassing IT benchmarking and Sarbanes Oxley systems compliance. Joining Intel in 1992, Harkins previously held positions as the profit and loss manager for the Flash Products Group; general manager of Enterprise Capabilities, responsible for the delivery and support of Intel's finance and HR systems; and in an Intel business venture focusing on e-commerce hosting. Harkins previously taught at the CIO institute at the UCLA Anderson School of Business and was an adjunct faculty member at Susquehanna University in Pennsylvania. He received the 'Excellence in the Field of Security' award from the RSA conference as well as an Intel Achievement Award. Harkins received his bachelor's degree in economics from the University of California at Irvine and an MBA in finance and accounting from the University of California at Davis.

Dramatic improvements and cost reductions in renewable energy technologies have occurred over the past decade and even greater improvements are expected in the years to come. In addition, plentiful unconventional gas resources in North America and potentially broadly around the world provide prospects for a long-term lower carbon-emitting fossil fuel for electricity production and other uses. This optimistic outlook is in stark contrast to the energy situation in developing countries. Even today, several billion people lack access to electricity and clean cooking fuels. Additionally, industries in these developing countries--which are crucial for raising people from poverty, suffer from unreliable electricity and fuel supplies, which dramatically lowers productivity. This talk will first discuss the promising developments in advanced energy technologies and then explore the prospects, challenges and options for addressing energy access in the developing countries.


About the speaker: Sally M. Benson was appointed GCEP Director in January 2009 after holding the Executive Director post since March 2007. A Professor (Research) in the Department of Energy Resources Engineering (ERE) in the School of Earth Sciences, Benson has been a member of Stanford’s faculty since 2007. Her research group in ERE investigates fundamental characteristics of carbon dioxide storage in geologic formations as a means of climate change mitigation. She teaches courses on carbon dioxide capture and storage and greenhouse gas mitigation technologies.

Prior to joining GCEP, Benson worked at Lawrence Berkeley National Laboratory (LBNL), serving in a number of capacities, including Division Director for Earth Sciences, Associate Laboratory Director for Energy Sciences, and Deputy Director for Operations. Benson graduated from Barnard College at Columbia University in 1977 with a bachelor’s degree in geology. She completed her graduate education in 1988 at the University of California, Berkeley, after receiving master’s and doctoral degrees, both in materials science and mineral engineering.

The current cases of Iran, Israel, India, Pakistan, and North Korea were reviewed.

Leonard Weiss is a visiting scholar at Stanford University’s Center for International Security and Cooperation (CISAC). He is also a national advisory board member of the Center for Arms control and Non-Proliferation in Washington, DC. He began his professional career as a PhD researcher in mathematical system theory at the Research Institute for Advanced Studies in Baltimore. This was followed by tenured professorships in applied mathematics and electrical engineering at Brown University and the University of Maryland. During this period he published widely in the applied mathematics literature. In 1976 he received a Congressional Science Fellowship that resulted in a career change. For more than two decades he worked for Senator John Glenn as the staff director of both the Senate Subcommittee on Energy and Nuclear Proliferation and the Committee on Governmental Affairs. He was the chief architect of the Nuclear Nonproliferation Act of 1978 and legislation that created the Defense Nuclear Facilities Safety Board. In addition, he led notable investigations of the nuclear programs of India and Pakistan. Since retiring from the Senate staff in 1999, he has published numerous articles on nonproliferation issues for the Bulletin of Atomic Scientists, Arms Control Today, and the Nonproliferation Review. His current research interests include an assessment of the impact on the nonproliferation regime of nuclear trade with non-signers of the Nuclear Nonproliferation Treaty, and more generally the relationship of energy security concerns with nonproliferation.

About the Topic: As fiscal year 2001 came to an end, the Hart-Rudman Commission and its recommendations for a post-Cold War national security structure were still on the agenda of Washington decision-makers. After the attacks of September 11, the comprehensive approach envisioned in Hart-Rudman was abandoned in favor of a piecemeal approach, resulting in such legislation as the Patriot Act, the Homeland Security Act, and the Intelligence Reform and Terrorism Prevention Act. As we enter what could be described as a "post-post-9/11 environment," it is worth asking whether the U.S. needs to consider a more comprehensive review, with Hart-Rudman as a starting point.

 

About the Speaker: William Nolte is research professor and director, Center for Intelligence Research and Education, at the School of Public Policy, University of Maryland.  He retired from federal service in 2006 as the chancellor of the National Intelligence University system within the Office of the Director of National Intelligence. A career National Security Agency officer, he served in a range of positions as senior intelligence authority, director of education and training, and chief of legislative affairs at NSA; as deputy national intelligence officer for the Near East and South Asia and later director of strategic planning at the National Intelligence Council; and as assistant deputy DCI for analysis. He holds a Ph.D. in history from the University of Maryland, and has taught at Georgetown and George Washington universities.

We offer the first large scale, multiple source analysis of the outcome of what may be the most extensive effort to selectively censor human expression ever implemented. To do this, we have devised a system to locate, download, and analyze the content of millions of social media posts originating from nearly 1,400 different social media services all over China before the Chinese government is able to find, evaluate, and censor (i.e., remove from the Internet) the large subset they deem objectionable. Using modern computer-assisted text analytic methods that we adapt and validate in the Chinese language, we compare the substantive content of posts censored to those not censored over time in each of 95 issue areas. Contrary to previous understandings, posts with negative, even vitriolic, criticism of the state, its leaders, and its policies are not more likely to be censored. Instead, we show that the censorship program is aimed at curtailing collective action by silencing comments that represent, reinforce, or spur social mobilization, regardless of content. Censorship is oriented toward attempting to forestall collective activities that are occurring now or may occur in the future -- and, as such, seem to clearly expose government intent, such as examples we offer where sharp increases in censorship presage government action outside the Internet. This is joint work with Jennifer Pan and Molly Roberts.

Gary King is the Albert J. Weatherhead III University Professor at Harvard University -- one of 24 with the title of University Professor, Harvard's most distinguished faculty position. He is based in the Department of Government (in the Faculty of Arts and Sciences) and serves as director of the Institute for Quantitative Social Science. King develops and applies empirical methods in many areas of social science research, focusing on innovations that span the range from statistical theory to practical application.

King received a B.A. from SUNY New Paltz (1980) and a Ph.D. from the University of Wisconsin-Madison (1984). His research has been supported by the National Science Foundation, the Centers for Disease Control and Prevention, the World Health Organization, the National Institute of Aging, the Global Forum for Health Research, and centers, corporations, foundations, and other federal agencies.

This presentation will describe the NRC’s mission, the traditional approach to regulation of nuclear power facilities, and the NRC’s more recent use of probabilistic risk assessment (PRA) in regulation. The presentation will also explore uncertainties in PRA and the role they play in NRC decision making.


About the speaker: The Honorable George Apostolakis was sworn in as a Commissioner of the U.S. Nuclear Regulatory Commission (NRC) on April 23, 2010, to a term ending on June 30, 2014.


Dr. Apostolakis has had a distinguished career as an engineer, professor and risk analyst. Before joining the NRC, he was a professor of Nuclear Science and Engineering and a professor of Engineering Systems at the Massachusetts Institute of Technology. He was also a member and former Chairman of the statutory Advisory Committee on Reactor Safeguards of the NRC.


In 2007, Dr. Apostolakis was elected to the National Academy of Engineering for "innovations in the theory and practice of probabilistic risk assessment and risk management." He has served as the Editor-in-Chief of the International Journal Reliability Engineering and System Safety and is the founder of the International Conferences on Probabilistic Safety Assessment and Management. He received the Tommy Thompson Award for his contributions to improvement of reactor safety in 1999 and the Arthur Holly Compton Award in Education in 2005 from the American Nuclear Society.


Dr. Apostolakis is an internationally recognized expert in risk assessment. He has published more than 120 papers in technical journals and has made numerous presentations at national and international conferences. He has edited or co-edited eight books and conference proceedings and has participated in many probabilistic risk assessment courses and reviews.


Dr. Apostolakis received his diploma in electrical engineering from the National Technical University in Athens, Greece in 1969. He earned a master's degree in engineering science in 1970 and a Ph.D. in engineering science and applied mathematics in 1973, both from the California Institute of Technology.

The tools of molecular biology have augmented forensic biological analyses and contributed to solving crimes, developing investigative leads, and exonerating the innocent. The methods are exquisitely sensitive and highly resolving. Success stories abound and are reported almost daily in the media. Indeed, forensic DNA typing is the gold standard of the forensic science disciplines. Although the methods and interpretations generally are reliable, there are some limitations that scientists, stakeholders, decision makers, and the public may not appreciate. This presentation will provide insight into the applications extolling their value and discussing the problems that need to be overcome or avoided.


About the speaker: Bruce Budowle, PhD, director of the UNT Health Science Center's Institute of Investigative Genetics and vice chair of the Department of Forensic and Investigative Genetics, has been named a Health Care Hero by Dallas Business Journal. He joined the Health Science Center in 2009, bringing renowned expertise in the areas of counterterrorism, primarily in identification of victims from mass disasters and microbial forensics.

Prior to joining the Health Science Center, Budowle spent 40 years as a senior scientist for the Federal Bureau of Investigation (FBI) in Washington, D.C. He was a principal advisor in efforts to identify victims from the World Trade Center attack in 2001 and helped establish a mitochondrial DNA sequencing program to enable high-throughput sequencing of human remains.

Budowle's commitment to helping families resolve missing persons cases led him to Fort Worth after a lifetime in the Virginia/Washington, D.C., area in order to collaborate with Health Science Center researchers and advance the knowledge and use of forensics and DNA to improve health and safety of the world's population. Budowle has also been instrumental in establishing the DNA-ProKids initiative to identify missing children on an international scale.

About the Topic: Japan’s March 2011 Great Tohoku earthquake and tsunami led to core damage in three reactors at the Fukushima Dai-ichi nuclear power station. This presentation will describe both the short-term and long-term actions of the U.S. Nuclear Regulatory Commission (NRC) to implement lessons learned from the Fukushima accident and will highlight Commissioner Apostolakis’ views on the accident. The presentation will also describe the findings of the Commissioner’s Risk Management Task Force chartered to develop a strategic vision and options for adopting a more comprehensive and holistic risk-informed, performance-based regulatory approach for the NRC.
