Jonathan Rodden is a professor in the political science department at Stanford who works on the comparative political economy of institutions. He has written several articles and a pair of books on federalism and fiscal decentralization. His most recent book, Hamilton’s Paradox: The Promise and Peril of Fiscal Federalism, was the recipient of the Gregory Luebbert Prize for the best book in comparative politics in 2007. He frequently works with the World Bank and the International Monetary Fund on issues related to fiscal decentralization.

He has also written papers on the geographic distribution of political preferences within countries, legislative bargaining, the distribution of budgetary transfers across regions, and the historical origins of political institutions. He is currently writing a series of articles and a book on political geography and the drawing of electoral districts around the world.

Rodden received his PhD from Yale University and his BA from the University of Michigan, and was a Fulbright student at the University of Leipzig, Germany. Before joining the Stanford faculty in 2007, he was the Ford Associate Professor of Political Science at the Massachusetts Institute of Technology.

Martin Carnoy is the Vida Jacks Professor of Education at Stanford University School of Education. Prior to coming to Stanford, he was a Research Associate in Economics, Foreign Policy Division, at the Brookings Institution. He is also a consultant to the World Bank, Inter-American Development Bank, Asian Development Bank, UNESCO, IEA, OECD, UNICEF, International Labour Office.

Dr. Carnoy is a labor economist with a special interest in the relation between the economy and the educational system. To this end, he studies the US labor market, including the role in that relation of race, ethnicity, and gender, the US educational system, and systems in many other countries. He uses comparative analysis to understand how education influences productivity and economic growth, and, in turn, how and why educational systems change over time, and why some countries educational systems are marked by better student performance than others'. He has studied extensively the impact of vouchers and charter schools on educational quality, and has recently focused on differences in teacher preparation and teacher salaries across countries as well as larger issues of the impact of economic inequality on educational quality.

Currently, Dr. Carnoy is launching new comparative projects on the quality of education in Latin America and Southern Africa, which include assessing teacher knowledge in mathematics, filming classroomsm and assessing student performance. He is also launching major new project to study changes in university financing and the quality of engineering and science tertiary education in China, India, and Russia.

Dr. Carnoy received his BA in Electrical Engineering from California Institute of Technology, MA and PhD in Economics from the University of Chicago.

Abstract
The American government is at a crossroads in its relationship with the people it governs. Despite long-standing official denials, documents leaked to the press by 29-year-old government contractor Edward Snowden show that the United States has a vast domestic spying program in which it indiscriminately collects information on millions or hundreds of millions of Americans in the name of foreign intelligence and counterterrorism. These revelations impact our domestic law and policy as well as commercial and international interests.  In this talk, Granick will review what we now know about government surveillance, discuss the legality of these programs and discuss principles to help lawmakers and the public understand and respond to mass surveillance. 

Jennifer Granick is the Director of Civil Liberties at the Stanford Center for Internet and Society. Jennifer returns to Stanford after working with the internet boutique firm of Zwillgen PLLC. Before that, she was the Civil Liberties Director at the Electronic Frontier Foundation.  Jennifer practices, speaks and writes about computer crime and security, electronic surveillance, consumer privacy, data protection, copyright, trademark and the Digital Millennium Copyright Act. From 2001 to 2007, Jennifer was Executive Director of CIS and taught Cyberlaw, Computer Crime Law, Internet intermediary liability, and Internet law and policy. Before teaching at Stanford, Jennifer spent almost a decade practicing criminal defense law in California. She was selected by Information Security magazine in 2003 as one of 20 "Women of Vision" in the computer security field. She earned her law degree from University of California, Hastings College of the Law and her undergraduate degree from the New College of the University of South Florida.

Abstract:

In the coming decade new oil discoveries in Africa will leave fragile democracies vulnerable to corruption, patronage and rent seeking behavior. In a piece co-written in Foreign Affairs, CDDRL Director Larry Diamond and Research Associate Jack Mosbacher advocate a new scheme to directly distribute oil revenue to citizens in the form of taxable income. This oil-to-cash system would strengthen accountability and increase citizens ownership of state resources.

Larry Diamond is a senior fellow at the Hoover Institution and at the Freeman Spogli Institute for International Studies, where he directs the Center on Democracy, Development, and the Rule of Law. Diamond also serves as the Peter E. Haas Faculty Co-Director of the Haas Center for Public Service at Stanford. He is the founding co-editor of the Journal of Democracy and also serves as Senior Consultant (and previously was co-director) at the International Forum for Democratic Studies of the National Endowment for Democracy. During 2002-3, he served as a consultant to the U.S. Agency for International Development (USAID) and was a contributing author of its report Foreign Aid in the National Interest. He has also advised and lectured to the World Bank, the United Nations, the State Department, and other governmental and nongovernmental agencies dealing with governance and development. His latest book, The Spirit of Democracy: The Struggle to Build Free Societies Throughout the World (Times Books, 2008), explores the sources of global democratic progress and stress and the prospects for future democratic expansion.

At Stanford University, Diamond is also professor by courtesy of political science and sociology. He teaches courses on comparative democratic development and post-conflict democracy building, and advises many Stanford students. In May 2007, he was named "Teacher of the Year" by the Associated Students of Stanford University for teaching that "transcends political and ideological barriers." At the June 2007 Commencement ceremony, Diamond was honored by Stanford University with the Dinkelspiel Award for Distinctive Contributions to Undergraduate Education. He was cited, inter alia, for fostering dialogue between Jewish and Muslim students; for "his inspired teaching and commitment to undergraduate education; for the example he sets as a scholar and public intellectual, sharing his passion for democratization, peaceful transitions, and the idea that each of us can contribute to making the world a better place; and for helping make Stanford an ideal place for undergraduates."

Jack Mosbacher is a Research Associate at the Freeman Spogli Institute for International Studies at Stanford University, where he works with Larry Diamond on democratization trends in Africa. A 2012 Stanford graduate, Jack participated in the Undergraduate Honors Program with the Center on Democracy, Development, and the Rule of Law. His thesis, "Bracing for the Boom: Translating Oil into Development in Uganda," won the Departmental Best Thesis Award, and his work has appeared in Foreign Affairs, The Los Angeles Times, and the Washington Quarterly.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

Speaker bio:

Siegfried S. Hecker is a professor (research) in the Department of Management Science and Engineering and a senior fellow at CISAC and FSI. He is also an emeritus director of Los Alamos National Laboratory. He was co-director of CISAC from 2007-2012. Hecker currently is on sabbatical working on a book project and will return to Stanford in the summer of 2013 to resume his research and teaching.

Hecker's research interests include plutonium science, nuclear weapons policy and international security, nuclear security (including nonproliferation and counter terrorism), and cooperative nuclear threat reduction. Over the past 18 years, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials.

His current interests include the challenges of nuclear India, Pakistan, North Korea, and the nuclear aspirations of Iran. Hecker works closely with the Russian Academy of Sciences and is actively involved with the U.S. National Academies.

Hecker joined Los Alamos National Laboratory as graduate research assistant and postdoctoral fellow before returning as technical staff member following a tenure at General Motors Research. He led the laboratory's Materials Science and Technology Division and Center for Materials Science before serving as laboratory director from 1986 through 1997, and senior fellow until July 2005.

Among his professional distinctions, Hecker is a member of the National Academy of Engineering; foreign member of the Russian Academy of Sciences; fellow of the TMS, or Minerals, Metallurgy and Materials Society; fellow of the American Society for Metals; fellow of the American Physical Society, honorary member of the American Ceramics Society; and fellow of the American Academy of Arts and Sciences.

His achievements have been recognized with the Presidential Enrico Fermi Award, the American Nuclear Society's Seaborg Medal, the Department of Energy's E.O. Lawrence Award, the Los Alamos National Laboratory Medal, among other awards including the Alumni Association Gold Medal and the Undergraduate Distinguished Alumni Award from Case Western Reserve University, where he earned his bachelor's, master's, and doctoral degrees in metallurgy.

Siegfried S. Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI). He was co-director of CISAC from 2007-2012. From 1986 to 1997, Dr. Hecker served as the fifth Director of the Los Alamos National Laboratory. Dr. Hecker is an internationally recognized expert in plutonium science, global threat reduction, and nuclear security.

Dr. Hecker’s current research interests include nuclear nonproliferation and arms control, nuclear weapons policy, nuclear security, the safe and secure expansion of nuclear energy, and plutonium science. At the end of the Cold War, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. In June 2016, the Los Alamos Historical Society published two volumes edited by Dr. Hecker. The works, titled Doomed to Cooperate, document the history of Russian-U.S. laboratory-to-laboratory cooperation since 1992.

Dr. Hecker’s research projects at CISAC focus on cooperation with young and senior nuclear professionals in Russia and China to reduce the risks of nuclear proliferation and nuclear terrorism worldwide, to avoid a return to a nuclear arms race, and to promote the safe and secure global expansion of nuclear power. He also continues to assess the technical and political challenges of nuclear North Korea and the nuclear aspirations of Iran.

About the Topic: As the U.S. considers potential paths towards nuclear arms reductions, key considerations are asymmetry (the state of the US nuclear stockpile/deterrent and variations in international nuclear capabilities) and risk (degree of transparency/trust and ability to verify commitments). As stockpile numbers go down, each weapon takes on increased importance and stability of deterrence will be essential. Technically we can achieve reduced risk levels in our stockpile and the ability to verify compliance, if we plan and prepare. Increased transparency and dialogue could enable better understanding of the risks and help direct future negotiations in an environment of increased confidence. 

About the Speaker: Bruce Goodwin is the Associate Director at Large for National Security Policy and Research and the Director of the Center for Global Security Research at Lawrence Livermore National Laboratory (LLNL). In this role, he is the principal military and civilian policy liaison at LLNL. From 2001 until 2013, he was the Lab’s Principal Associate Director for the nuclear weapons program. In that role he was responsible for leading the stockpile stewardship program, for developing strategies, for establishing priorities, and for the design and maintenance of LLNL’s nuclear explosives. He is one of the world’s leading theoretical experts in plutonium and implosion dynamics, and has won the Department of Energy’s E.O. Lawrence Awardfor his work.

A tremendous amount of radioactive products were discharged as a result of the accident at the Fukushima nuclear power plant in March 2011, which resulted in radioactive contamination of the plant and surrounding areas. While geographical distribution of radioactive iodine, tellurium, and cesium in the surface soils was smoothly (but not always systematically) widespread all over the region, health risk information by the government, media, and other organizations is most likely to be given in terms of administrative boundaries (cf. prefectures, municipalities, etc.) and/or distance from the radiation source.

This paper estimates the effect of such health risk information rather than the actual health risks of radiation on land and other prices in different locations. We find that the prefecture and municipality border effects – but not the distance effect from the nuclear power plant – are significantly related to a reduction in land and other prices after the accident. This shows that people responded to health risk information based on administrative boundaries rather than the actual health risk of radiation after the disaster. Although health risk information based on prefecture and municipality boundaries has an obvious advantage of distilling large and complex risk information into a simple one, the government, media, and other organizations need to recognize and carefully examine the potential of misclassifying non-contaminated areas into contaminated prefectures. Doing so will avoid unintentional consequences to the region’s economy.

Hiroaki Matsuura is currently Departmental Lecturer in the Economy of Japan in the School of Interdisciplinary Area Studies, University of Oxford and a Junior Research Fellow of St. Antony’s College. His main interests are health economics and demography, with a special interest in the relation between laws and population health. Hiroaki received his B.A. in Economics from Keio University, M.A. in Social Science from the University of Chicago, M.S. in Project Management from Northwestern University’s McCormick School of Engineering and Applied Science, and Sc.D. in Global Health and Population (Economics track) from Harvard University’s School of Public Health. In the past, he was affiliated with Institute of Quantitative Social Sciences, Human Rights in Development, and Takemi Program in International Health at Harvard University. He also worked as a research assistant at the National Bureau of Economic Research. His doctoral dissertation research explores a right to health or to health care in national constitutions of 157 countries and state constitutions of the 50 U.S. states and estimates the impact of introducing (or removing) a right to health or to health care into national and state constitutions on health system and population health outcomes. His most recent article, “The Right to Health in Japan: Challenges of a Super Aging Society and Implication from Its 2011 Public Health Emergency” (with Eriko Sase) will be appeared on “Advancing the Human Right to Health”, edited by José M. Zuniga, Stephen P. Marks, and Lawrence O. Gostin, Oxford University Press, 2013.

About the Topic: Analysis of environmental samples collected for nuclear forensics purposes typically involves determination of isotopic composition, which can sometimes (but not always) reveal information about nuclear events or processes that resulted in the anthropogenic radioactivity. This information is referred to as the “isotopic signature”.  Sequential extractions have been used for many years to determine chemical forms of contaminants for environmental regulatory purposes and clean-up decisions, and they can reveal “chemical signatures” about the events or processes that resulted in contamination.  Coupling sequential extractions with isotopic determinations in nuclear forensics analyses provides an opportunity to link isotopic and chemical signatures, which can improve confidence in identifying the relevant nuclear event or process. This approach shows promise, particularly when coupled with nuclear fuel cycle process knowledge.  Examples involving contaminated nuclear sites in the US and Russia will be discussed.

About the Speaker: Sue B. Clark is the regents distinguished professor of chemistry with tenure at Washington State University. She also holds an appointment to the US Nuclear Waste Technical Review Board, appointed in 2011 by President Barack Obama. Her current research areas include the environmental chemistry of plutonium and other actinides, chemistry of radioactive waste systems, and actinide separations. She has over 100 peer-reviewed publications in these areas. 

Her research support includes grants and contracts from the U.S. Department of Defense, the U.S. Department of Homeland Security, the U.S. Nuclear Regulatory Commission, and the U.S. Department of Energy's Office of Science and National Nuclear Security Administration. Prof. Clark is a fellow of the American Association for the Advancement of Science (AAAS), the American Chemical Society (ACS), and is the 2012 recipient of the ACS’s Olin-Garvan Medal. Prof. Clark is an editor for the journal Radiochimica Acta. Professor Clark holds a BS degree in Chemistry from Lander College (Greenwood, SC) and MS and PhD degrees in Chemistry from Florida State University (Tallahassee, FL).

About the Topic: Air, sea, land, and space are the traditional domains of military operations. Now, as the Information Age unfolds, cyberspace has become the fifth domain. The relative newness of cyberspace and the interdependencies between it and the preexisting domains pose many challenges, both in terms of the wise integration of cyber into ongoing operations and the creation of personnel with the right combination of technical and non-technical knowledge to apply activities on computers and networks in ways consistent with high-level policy. Cyber operations include both the defense of networks and computers, but also actions to achieve specific effects on adversaries.  These effects may extend to the physical world, or may be circumscribed entirely to cyber systems. Through examples and observations, this unclassified talk will illustrate the complexity of our quest to use cyber space.

About the Speaker: Dr. Cynthia Irvine is the chair of the Cyber Academic Group and director of the Center for Information Systems Security Studies and Research (CISR) at the Naval Postgraduate School where she is a professor of computer science. Her research centers on the design and construction of secure high assurance systems and multilevel security, and now cyber systems and operations. She is an author on over 160 papers and reports and has supervised the research of over 140 Masters and PhD students. Dr. Irvine is a recipient of the Naval Information Assurance Award and the William Hugh Murray Founder’s Award from the Colloquium for Information Systems Security Education. She is a member of the Association for Computing Machinery, a lifetime member of the Astronomical Society of the Pacific, and a Golden Core Member of the Institute of Electrical and Electronics Engineers (IEEE). From 2005 through 2009, she served as Vice- Chair and subsequently as Chair of the IEEE Technical Committee on Security and Privacy.

Abstract
This talk reports on a study about the impact of crowdsourcing on a law-making process in Finland. In the studied process, the reform of off-road traffic law was opened for public participation in Finland. The citizens were first asked to share their experiences and problems with off-road traffic and the regulating law on an online platform. Then the participants were asked to share solutions for those problems. Crowdsourcing resulted into 500 ideas, over 4,000 comments and 24,000 votes, which were analyzed and evaluated both with citizens and experts and using an algorithmic consensus tool. The talk discusses deliberative aspects in crowdsourcing and the usefulness of blended expertise, i.e. the mixture of the crowd's and experts' knowledge, in law-making.

Tanja Aitamurto is a visiting researcher at the Program on Liberation Technology at the Center on Democracy, Development and the Rule of Law at Stanford. Prior to returning to academia, she made a career in journalism in Finland specializing in foreign affairs, doing reporting in countries such as Afghanistan, Angola and Uganda. In her PhD project she examined how collective intelligence, whether harvested by crowdsourcing, co-creation or open innovation, impacts incumbent processes in journalism, public policy making and design process. Her work has been published in several academic publications, such as the New Media and Society. Related to her studies, she advises the Government and the Parliament of Finland about Open Government principles, for example about how open data and crowdsourcing can serve democratic processes. Aitamurto now works as a postdoctoral fellow at the Brown Institute for Media Innovation at Stanford.

Aitamurto has previously studied at the Center for Design Research and at the Innovation Journalism Program at Stanford University. She is a PhD Student at the Center for Journalism, Media and Communication Research at Tampere University in Finland, and she holds a Master’s Degree in Public Policy, and a Master of Arts in Humanities. Prior to returning to academia, she made a career in journalism in Finland specializing in foreign affairs, reporting in countries such as Afghanistan, Angola and Uganda. She has also taught journalism at the University of Zambia, in Lusaka, and worked at the Namibia Press Agency, Windhoek.

She also actively participates in the developments she is studying; she crowdfunded a reporting and research trip to Egypt in 2011 to investigate crowdsourcing in public deliberation. She also practices social entrepreneurship in the Virtual SafeBox (http://designinglibtech.tumblr.com/), a project, which sprang from Designing Liberation Technologies class at Stanford.
