About the Speaker:

General C. Robert Kehler is the commander of U.S. Strategic Command. He provides the President and Secretary of Defense with a broad range of strategic capabilities and options. He is responsible for the plans and operations for all U.S. forces conducting strategic nuclear and conventional deterrence and Department of Defense space and cyberspace operations.

General Kehler entered the Air Force in 1975 as a distinguished graduate of the Pennsylvania State University Air Force ROTC program. He has commanded at the squadron, group, wing and major command levels, and has a broad range of operational tours in ICBM, space launch, space control, space and missile warning operations.

General Kehler's staff assignments include tours with the Air Staff and Strategic Air Command headquarters. He was also assigned to the Secretary of the Air Force's Office of Legislative Liaison, where he was the point man on Capitol Hill for matters regarding the President's ICBM Modernization Program. As director of the National Security Space Office, General Kehler integrated the activities of a number of space organizations on behalf of the Under Secretary of the Air Force and Director of the National Reconnaissance Office. He has also served as deputy director of operations, Air Force Space Command, and as deputy commander, U.S. Strategic Command.

About the Topic: What do the National Security Agency’s bulk surveillance programs reveal about Americans?  This talk presents ongoing studies of Internet and telephone metadata.  Preliminary results suggest that technical restrictions are far less effective than many observers have assumed.

Speaker bio:

Jonathan Mayer is a Ph.D student in Computer Science and a J.D. student in Law at Stanford University. He joined CISAC as a predoctoral cybersecurity fellow in 2012, and continued as a cybersecurity fellow at CISAC for 2013-2014.

His research aims to advance difficult problems in technology policy. His recent work has focused on how to protect consumer privacy while promoting online innovation. In one line of studies, Jonathan has used web measurement to shed light on the information collected about consumers online. Another project aims to develop third-party web services that deliver functionality without tracking users.

Jonathan completed his undergraduate degree at Princeton University in 2009, with a concentration in the Woodrow Wilson School of Public and International Affairs.

Abstract: 

The recent events in Chelyabinsk serve as a reminder that while rare, encounters with near-Earth objects (NEOs) can have significant consequences for humanity. Understanding and mitigating the risks posed by asteroids is important to the scientific and policy-making communities as observation and mitigation missions are considered. Qualitative and quantitative studies have been done to assess such risks, and some reasonable point estimates have been proposed. However, due to the low probability/high consequence nature of asteroid risks, these measures provide limited actionable insights and may even lead to false confidence when interpreted inappropriately. Project Fox aims to provide a probabilistic model that evaluates the collective threat from asteroids events by evaluating the full distributions over consequences. Results of initial modeling efforts show that the catastrophic risks from asteroid impacts are significant, and that the majority of risk for global effects resulting from NEO impacts is attributable to a range of diameters smaller (and more frequent) than previously known.

Jason C. Reinhardt is a national security systems analyst, and is currently pursuing a Ph.D. in Risk Analysis, focusing on nuclear weapons arsenal management. Specifically, he is developing quantitative risk models to examine the trade-offs faced by nuclear armed nations in the process of disarmament. He is also pursuing research aimed at modeling and quantifying the catastrophic risks posed by near earth asteroid encounters. Other research interests include game theoretic applications to risk analysis and management, as well as adversary models. While at CISAC, he hopes to engage subject matter and policy experts to strengthen his modeling and analysis of nuclear weapon arsenal risk.

Prior to beginning his current studies, Jason managed a group of experts at Sandia National Laboratories that focused on technical studies to guide policy and decision makers across government. He joined Sandia National Laboratories in August of 2002, and has worked on a diverse set of projects both as an engineer and as an analyst, including the development of instrumentation for in-situ atmospheric measurement, embedded systems design, borders security analyses, and nuclear counter-terrorism strategy development.

He has worked extensively with the Department of Homeland Security on nuclear matters, and has also worked with the Department of Energy, the Department of Defense, the intelligence community, and within the national laboratory enterprise on a diverse array of national security projects. He has participated in the planning and hosting of international conferences and engagements, briefed congressional representatives, and served as a subject-matter expert on the topics of border security and nuclear and radiological defense.

Jason holds a B.S. in Electrical Engineering from the Purdue School of Electrical Engineering at Indianapolis, and a M.S. in Electrical Engineering from Stanford University.

Abstract:

In less than three decades, Taiwan has transformed from a repressive, authoritarian state into a vibrant democracy. Changes to the legal system, and particularly the criminal justice system, have played a central role in this story. Reform-minded politicians, lawyers, judges, prosecutors, and scholars have been crucial advocates for strengthening human rights protections, as has Taiwan’s Constitutional Court. Since the end of martial law, the Court has vigorously given heft to rights enshrined in the Republic of China’s constitution. Now that Taiwan has adopted the contents of the International Covenant on Civil and Political Rights as domestic law, it is an opportune moment to reflect on Taiwan’s journey towards embracing international human rights norms and to confront remaining challenges. The situation across the strait is markedly different. Today, Taiwan’s Constitutional Court has no counterpart on the Mainland and analogues to Taiwan’s former police-controlled punishments remain in full effect. As calls for reform on the Mainland become increasingly vocal, how might Taiwan’s experience inform efforts to increase human rights protections in the People’s Republic of China?

Maggie Lewis joined Seton Hall Law School as an Associate Professor in 2009. She is a Term Member of the Council on Foreign Relations, a Public Intellectuals Program Fellow with the National Committee on U.S.-China Relations, and an Affiliated Scholar of NYU School of Law’s U.S.-Asia Law Institute. Her recent publications have appeared in the Columbia Journal of Transnational Law, NYU Journal of International Law and Politics, Columbia Journal of Asian Law, and Virginia Journal of International Law. She is also the co-author of the book Challenge to China: How Taiwan Abolished Its Version of Re-Education Through Labor with Jerome A. Cohen. 

Most recently before joining Seton Hall, Professor Lewis served as a Senior Research Fellow at NYU School of Law’s U.S.-Asia Law Institute where she worked on criminal justice reforms in China. Following graduation from law school, she worked as an associate at the law firm of Cleary, Gottlieb, Steen & Hamilton in New York City. She then served as a law clerk for the Honorable M. Margaret McKeown of the U.S. Court of Appeals for the Ninth Circuit in San Diego. After clerking, she returned to NYU School of Law and was awarded a Furman Fellowship.

Professor Lewis received her J.D., magna cum laude, from NYU School of Law, where she was inducted into the Order of the Coif and was a member of Law Review. She received her B.A., summa cum laude, from Columbia University. In addition, she has studied at the Hopkins-Nanjing Center for Chinese and American Studies in Nanjing, China, and Bucerius Law School in Hamburg, Germany.

About the Topic: This presentation will describe a pilot program being developed by the U.S. Holocaust Memorial Museum's Center for the Prevention of Genocide (CPG) that will give policy makers, analysts, advocates, journalists, scholars, students, and the public at large reliable, up-to-date forecasts of the risk of mass atrocities in countries worldwide. The central aim of this program is to enhance efforts to prevent atrocities by giving concerned actors better risk assessments with more lead time. The CPG expects to launch this pilot program in early 2014.

 

About the Speaker: Jay Ulfelder is an independent consultant and owner of the blog, The Dart-Throwing Chimp. From 2001 until 2011, he served as research director for the Political Instability Task Force, a U.S. government-funded research program that aims to forecast and explain various forms of political change in countries worldwide. Ulfelder's research interests include democratization, political violence, social unrest, state collapse, and forecasting. His publications include Dilemmas of Democratic Consolidation: A Game-Theory Approach and “Democratic Transitions” in The Routledge Handbook of Democratization and co-authored “A Global Model for Forecasting Political Instability” in the American Journal of Political Science. He received his Ph.D. in Political Science from Stanford University in 1997 and his B.A. in Comparative Area Studies--USSR and Eastern Europe from Duke University in 1991.

Recently, many issues related to aging have become more serious in both economic and social aspects all over the world.  Aging is something that nobody can avoid or neglect. However, most people tend to consider the issue of aging and retirement less serious than needed in real situations.  The lack of preparation for retirement may cause an economic turmoil to an individual's retirement life and national finance for social security.  In this presentation, Cho will show the current situations about aging and retirement and will offer practical solutions.

 

Yong Je Kim, "Next Generation Multimedia - What Will That Be?

Can you imagine the future TV and mobile phone?  What will they look like?

Only a few years ago, the main feature of a mobile phone was to make simple voice calls.  Today, we can do so much more - watch drama shows, sports and movies; take pictures and send them anywhere; and stay up-to-date checking the news and stock information of all countries in real time.  Through social media, we can share our opinion with many people regardless of location.  We can purchase goods or buy tickets for a concert simply using our mobile phones - without needing actual money or credit cards.  At the same time, TVs are getting smarter - providing useful functions like online shopping, remote video calls and watching movies without going to the movie theater. 

There are many technologies to enable these improvements, but the key technology is multimedia.  In this presentation, Kim will introduce some noticeable multimedia components and their progress, including examples of possible future TV and mobile phones.

Yong Je Kim is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2013.  Kim has been working at Samsung Electronics for 28 years in the R&D Center.  His work has focused mainly in the area of multimedia signal processing for digital TV and mobile phones, serving most recently as the Senior Vice President of the multimedia R&D team.  Kim received his bachelor's degree in electronic engineering from Sogang University and his master's degree from Ajou University.

Kensuke Itoh is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2013-14.  Itoh has over eight years of experience in the information technology arena at Sumitomo Corporation, one of the major trading and investment conglomerates in Japan, and its subsidiaries.  His experience in the IT industry includes sales, strategy planning, M&A process and administration.  While at Stanford, Itoh is researching the difference in the profitability and structure of IT businesses between the United States and Japan.  Itoh is interested in applying his knowledge gained here to his work and overall helping to revise the economy in Asia.  Itoh graduated from the Graduate School of Energy Science at Kyoto University with a degree in energy science and technology.
