David A. Relman, M.D., is the Thomas C. and Joan M. Merigan Professor in the Departments of Medicine, and of Microbiology and Immunology at Stanford University, and Chief of Infectious Diseases at the Veterans Affairs Palo Alto Health Care System in Palo Alto, California. He is also Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford, and served as science co-director at the Center for International Security and Cooperation at Stanford from 2013-2017. He is currently director of a new Biosecurity Initiative at FSI.

Relman was an early pioneer in the modern study of the human indigenous microbiota. Most recently, his work has focused on human microbial community assembly, and community stability and resilience in the face of disturbance. Ecological theory and predictions are tested in clinical studies with multiple approaches for characterizing the human microbiome. Previous work included the development of molecular methods for identifying novel microbial pathogens, and the subsequent identification of several historically important microbial disease agents. One of his papers was selected as “one of the 50 most important publications of the past century” by the American Society for Microbiology.

Dr. Relman received an S.B. (Biology) from MIT, M.D. from Harvard Medical School, and joined the faculty at Stanford in 1994. He served as vice-chair of the NAS Committee that reviewed the science performed as part of the FBI investigation of the 2001 Anthrax Letters, as a member of the National Science Advisory Board on Biosecurity, and as President of the Infectious Diseases Society of America. He is currently a member of the Intelligence Community Studies Board and the Committee on Science, Technology and the Law, both at the National Academies of Science. He has received an NIH Pioneer Award, an NIH Transformative Research Award, and was elected a member of the National Academy of Medicine in 2011.

ABOUT THE SPEAKER: Rob Forrest is a postdoctoral fellow at CISAC. He joined CISAC in 2011. His research focuses on the role of particle accelerators in the future nuclear fuel cycle, specifically on the feasibility of Accelerator Driven Systems (ADS) in sub-critical reactor designs and the transmutation of nuclear waste. 

Rob’s interest in policy and nuclear issues began during his fellowship in the 2008 Public Policy and Nuclear Threats program at the Institute on Global Conflict and Cooperation at UC San Diego. In 2010, he also participated in the PONI Nuclear Scholars Initiative at CSIS.
Before coming to CISAC in 2011, Rob received his Ph.D. in high-energy physics from the University of California, Davis. Most of his graduate career was spent at Fermi National Accelerator Laboratory (Fermilab) in Batavia, IL where he preformed a search for signs of a hypothetical theory called Supersymmetry. Before beginning his graduate work, Rob spent two years at SLAC National Accelerator Laboratory working with the Klystrons that supply the RF power to the accelerator. In 2001, Rob earned his B.S. in physics from the University of California, San Diego where, throughout his undergraduate career, he worked for the NASA EarthKam project.

Rob Forrest is currently a member of the technical staff at Sandia National Laboratories where his research interests include nuclear power, cybersecurity, and nonproliferation. As a member of the systems research group, he specializes in data driven methods and analysis to inform policy  for national security.

As a postdoctoral fellow at CISAC, his research focused on one of the most pressing technical issues of nuclear power: what to do with spent nuclear fuel. Specifically, he looked at the more short term issues surrounding interim storage as they affect the structure of the back end of the fuel cycle. He focuses mainly on countries with strong nuclear power growth such as South Korea and China.

Siegfried S. Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI). He was co-director of CISAC from 2007-2012. From 1986 to 1997, Dr. Hecker served as the fifth Director of the Los Alamos National Laboratory. Dr. Hecker is an internationally recognized expert in plutonium science, global threat reduction, and nuclear security.

Dr. Hecker’s current research interests include nuclear nonproliferation and arms control, nuclear weapons policy, nuclear security, the safe and secure expansion of nuclear energy, and plutonium science. At the end of the Cold War, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. In June 2016, the Los Alamos Historical Society published two volumes edited by Dr. Hecker. The works, titled Doomed to Cooperate, document the history of Russian-U.S. laboratory-to-laboratory cooperation since 1992.

Dr. Hecker’s research projects at CISAC focus on cooperation with young and senior nuclear professionals in Russia and China to reduce the risks of nuclear proliferation and nuclear terrorism worldwide, to avoid a return to a nuclear arms race, and to promote the safe and secure global expansion of nuclear power. He also continues to assess the technical and political challenges of nuclear North Korea and the nuclear aspirations of Iran.

Dr. Hecker joined Los Alamos National Laboratory as graduate research assistant and postdoctoral fellow before returning as technical staff member following a tenure at General Motors Research. He led the laboratory's Materials Science and Technology Division and Center for Materials Science before serving as laboratory director from 1986 through 1997, and senior fellow until July 2005.

Among his professional distinctions, Dr. Hecker is a member of the National Academy of Engineering; foreign member of the Russian Academy of Sciences; fellow of the TMS, or Minerals, Metallurgy and Materials Society; fellow of the American Society for Metals; fellow of the American Physical Society, honorary member of the American Ceramics Society; and fellow of the American Academy of Arts and Sciences.

His achievements have been recognized with the Presidential Enrico Fermi Award, the 2020 Building Bridges Award from the Pacific Century Institute, the 2018 National Engineering Award from the American Association of Engineering Societies, the 2017 American Nuclear Society Eisenhower Medal, the American Physical Society’s Leo Szilard Prize, the American Nuclear Society's Seaborg Medal, the Department of Energy's E.O. Lawrence Award, the Los Alamos National Laboratory Medal, among other awards including the Alumni Association Gold Medal and the Undergraduate Distinguished Alumni Award from Case Western Reserve University, where he earned his bachelor's, master's, and doctoral degrees in metallurgy.

Abstract: The start of the 21st century has included multiple demonstrations of national capabilities to disrupt or destroy satellites. Kinetic anti-satellite weapons, in particular, can create debris with long-term consequences for all space actors. The United States relies on satellites for a broad array of civil, scientific, and national security capabilities. There are several possible ways for the U.S. to help build a more secure environment in Earth-orbit, and manage future risks to space systems. This talk will focus on a technical option that can be pursued unilaterally by the U.S.: the use of distributed satellite architectures for certain critical sensing capabilities. This talk will provide some context for space security in 2014, describe existing frameworks for quantifying risk to satellite constellations, and present a framework for analyzing satellite architecture choices for systems like weather and strategic warning satellites.

About the Speaker: Matt Daniels is an engineer at NASA's Ames Research Center, a predoctoral fellow at CISAC, and a Ph.D. candidate in decision and risk analysis at Stanford. He joined CISAC as a predoctoral fellow in September 2012. At Stanford, Matt's research is in dynamic programming models of distributed satellite constellations. His work focuses on developing probabilistic models to assess the viability of constellations of small, networked satellites for scientific and national security missions. At NASA Ames, Matt is an engineer in the Mission Design Center and works with the Office of the Director on international technical collaborations. He has helped create NASA-DARPA partnerships on new space projects and has been a member of NASA delegations to Europe, South America, and the Middle East.

ABOUT THE SPEAKER: Gil-li Vardi joined CISAC as a visiting scholar in December 2011. She completed her PhD at the London School of Economics in 2008, and spent two years as a research fellow at the Oxford Leverhulme Programme on the Changing Character of War at the University of Oxford, after which she joined Notre Dame university as a J. P. Moran Family Assistant Professor of Military History.

Her research examines the interplay between organizational culture, doctrine, and operational patterns in military organizations, and focuses on the incentives and dynamics of change in military thought and practice.

Driven by her interest in both the German and Israeli militaries and their organizational cultures, Vardi is currently revising her dissertation, "The Enigma of Wehrmacht Operational Doctrine: The Evolution of Military Thought in Germany, 1919-1941," alongside preparing a book manuscript on the sources of the Israeli Defence Forces’ (IDF) early strategic and operational perceptions and preferences.

About the talk: This presentation will discuss the centrality and challenges of health-specific technological progress in global health improvement. It will describe a research agenda and provide examples of specific empirical studies and findings that are part of the agenda.

About the speaker: Grant Miller is an Associate Professor of Medicine at the Stanford University School of Medicine, a Core Faculty Member at the Center for Health Policy/Primary Care and Outcomes Research, a Senior Fellow at the Freeman Spogli Institute for International Studies, and a Research Associate at the National Bureau of Economic Research (NBER). His primary interests are health economics, development economics, and economic demography.

Professor Miller’s primary focus is research and teaching aimed at developing more effective health improvement strategies for developing countries. His agenda addresses three major interrelated themes: (1) The major causes of population health improvement around the world and over time (2) Behavioral underpinnings of the major determinants of population health improvement - which factors have contributed most to population health gains, and why? As a health and development economist based at the Stanford School of Medicine, Dr. Miller's overarching focus is research and teaching aimed at developing more effective health improvement strategies for developing countries.

His agenda addresses three major interrelated themes: First, what are the major causes of population health improvement around the world and over time? His projects addressing this question are retrospective observational studies that focus both on historical health improvement and the determinants of population health in developing countries today. Second, what are the behavioral underpinnings of the major determinants of population health improvement? Policy relevance and generalizability require knowing not only which factors have contributed most to population health gains, but also why. Third, how can programs and policies use these behavioral insights to improve population health more effectively? The ultimate test of policy relevance is the ability to help formulate new strategies using these insights that are effective.

Female genital cutting (FGC) remains a nearly ubiquitous cultural practice among ever-married women in Egypt, Eritrea, Mali and Sudan, and is practiced elsewhere in Africa, the Middle East, and Asia. The goal of this project is to describe the social and religious determinants of FGC in these societies and to explore the factors underlying declines in FGC in countries like Egypt.

Lisa Blaydes is a Professor of Political Science at Stanford University. She is the author of State of Repression: Iraq under Saddam Hussein (Princeton University Press, 2018) and Elections and Distributive Politics in Mubarak’s Egypt (Cambridge University Press, 2011). Professor Blaydes received the 2009 Gabriel Almond Award for best dissertation in the field of comparative politics from the American Political Science Association for this project.  Her articles have appeared in the American Political Science Review, International Studies Quarterly, International Organization, Journal of Theoretical Politics, Middle East Journal, and World Politics. During the 2008-2009 and 2009-2010 academic years, Professor Blaydes was an Academy Scholar at the Harvard Academy for International and Area Studies. She holds degrees in Political Science (PhD) from the University of California, Los Angeles, and International Relations (BA, MA) from Johns Hopkins University.

In the past few decades, the Arab region as a whole has made
significant strides forward in health development and in improving the
overall health and life expectancy of populations. However, the region
also faces tremendous health challenges. A new Lancet Series focuses
on priority health issues in the Arab world, based on evidence
interpreted mainly by scholars from the region, and adopts a
multidisciplinary approach that includes medical, public health,
social, and political perspectives.

Stanford scholars took a leading role in crafting The Lancet's new
series on Health in the Arab World. In this presentation, they will
discuss the relationship between governance and health in the Arab
World.

Dr. Paul Wise is dedicated to bridging the fields of child health equity, public policy, and international security studies. He is the Richard E. Behrman Professor of Child Health and Society and Professor of Pediatrics, Division of Neonatology and Developmental Medicine, and Health Policy at Stanford University. He is also co-Director, Stanford Center for Prematurity Research and a Senior Fellow in the Center on Democracy, Development, and the Rule of Law, and the Center for International Security and Cooperation, Freeman Spogli Institute for International Studies, Stanford University. Wise is a fellow of the American Academy of Arts and Sciences and has been working as the Juvenile Care Monitor for the U.S. Federal Court overseeing the treatment of migrant children in U.S. border detention facilities.

Wise received his A.B. degree summa cum laude in Latin American Studies and his M.D. degree from Cornell University, a Master of Public Health degree from the Harvard School of Public Health and did his pediatric training at the Children’s Hospital in Boston. His former positions include Director of Emergency and Primary Care Services at Boston Children’s Hospital, Director of the Harvard Institute for Reproductive and Child Health, Vice-Chief of the Division of Social Medicine and Health Inequalities at the Brigham and Women’s Hospital and Harvard Medical School and was the founding Director or the Center for Policy, Outcomes and Prevention, Stanford University School of Medicine. He has served in a variety of professional and consultative roles, including Special Assistant to the U.S. Surgeon General, Chair of the Steering Committee of the NIH Global Network for Women’s and Children’s Health Research, Chair of the Strategic Planning Task Force of the Secretary’s Committee on Genetics, Health and Society, a member of the Advisory Council of the National Institute of Child Health and Human Development, NIH, and the Health and Human Secretary’s Advisory Committee on Infant and Maternal Mortality.

Wise’s most recent U.S.-focused work has addressed disparities in birth outcomes, regionalized specialty care for children, and Medicaid. His international work has focused on women’s and child health in violent and politically complex environments, including Ukraine, Gaza, Central America, Venezuela, and children in detention on the U.S.-Mexico border.

Rajaie Batniji is a resident physician in internal medicine at Stanford and a CDDRL affiliate. His research examines the selection of priority diseases and countries in global health, and he is interested in global health financing and the priority-setting process of international institutions.  His work has also examined social determinants of health in the Middle East.  At FSI, Dr. Batniji is co-investigator on Global Underdevelopment Action Fund projects explaining U.S. global health financing and political causes of public health crisis.

Dr. Batniji received his doctorate in international relations (D.Phil) from Oxford University where he studied as a Marshall Scholar. He also earned a M.D. from the University of California, San Francisco School of Medicine and M.A. and B.A. (with distinction) degrees in History from Stanford University.   Dr. Batniji was previously based at Oxford's Global Economic Governance Program, and he has worked as a consultant to the World Health Organization.
